According to the large number of cyber incidents that occur every day, the process of critical infrastructure protection is an important not only technical but also scientific task. However, not all states in the world have an opportunity to provide high-quality protection of such infrastructure at a high level. Based on the fact that the critical information infrastructure protection should be managed at the state level, states need to develop a regulatory framework to address the above issue. Considering the legal framework of Ukraine, as in most post-Soviet countries, there is no effective approach to the protection of critical information infrastructure, such as in the USA or in the EU. The legislation of Ukraine identifies only certain objects of the socio-economic sphere, emergencies where they can lead to socially dangerous consequences, while a single procedure for identification and classification of critical infrastructure is not developed. A number of basic terms in the field of critical infrastructure protection from cyber threats, including “critical infrastructure” term, remain normatively vague. The mechanism of organization of activity and interaction of state and private structures in the process of critical infrastructure protection needs scientific substantiation. In this paper, the analysis of the world’s best practices concerning critical information infrastructure protection was carried out, that allows to improve qualitatively, at the state legislative level and practice, process of critical information infrastructure protection of Ukraine.

The PNG LNG Project is a major resource project in Papua New Guinea that should double the GDP of PNG and provide significant benefits to numerous remote, regional and metropolitan communities. Through a commitment to providing optimal training and employment opportunities for PNG nationals, Esso Highlands Limited is recruiting candidates from all over PNG to take up training and employment opportunities. One opportunity for PNG candidates is the Operations and Maintenance Technician Traineeship Program. This involves 18 months of preparatory training in Port Moresby and 12 months at advanced technical training facilities overseas followed by up to 24 months on the job training at the actual facility; either the Hides gas conditioning plant in the Southern Highlands or at the LNG plant outside Port Moresby in PNG. This program is structured to establish a highly-trained workforce of more than 150 technicians for key operational roles in the PNG LNG Project. A nationwide recruitment drive attracted more than 8,000 applicants. Although the scale of this response—in a country with poor socio-economic conditions and limited paid employment opportunities—was anticipated, the linguistic and cultural diversity of the candidates provided a major challenge for Esso Highlands. The challenge involved how to appropriately and fairly assess and select the required number of trainees from this massive pool of candidates. To address some of the assessment and selection needs, Esso Highlands Limited commissioned ValueEdge Consulting in light of their experience and expertise in delivering similar culturally appropriate assessment programs throughout Australia and southeast Asia. This presentation will provide an overview of the staged assessment model used to select the 76 most suitable candidates from the original 8,000 applicants for the first traineeship program, which commenced in Port Moresby in July 2010. The success of this recruitment program in a culturally, linguistically and educationally diverse country is highlighted by the fact that another significant-sized group of the candidates were retained by Esso Highlands Limited in internship positions—this is in addition to the 76 candidates selected for trainee positions. Due to the high-calibre talent pool attracted by this opportunity and assessed through this program, the extended pool of retained candidates enabled Esso Highlands Limited to meet their needs for the traineeships and also to identify suitable candidates to fulfill a range of their other training and employment opportunities. This presentation will outline details of the selection methods and tools used for the assessment of: training potential, technical aptitude, interpersonal skills, technical knowledge, team work, and individual competencies. The presentation also outlines a model for other green-field sites in countries where traditional recruitment methodologies are ineffective or culturally and linguistically biased against the local population.

There is increasing awareness worldwide of the importance of sexual and reproductive health in adolescents. Australia's high rates of teenage pregnancy and increasing rates of sexually transmitted infections in young people reflect a failure to prioritise adolescent sexual and reproductive health on the public health agenda. This paper reviews adolescent sexual and reproductive health in Australia in comparison with international data, and examines the systemic, social and cultural factors that influence it. Based on comparisons with international best practice, recommendations are included for improvement in adolescent sexual and reproductive health within the Australian context.

The principal centres of research and development in stormwater management are in the World's temperate regions for which a wide range of best practices are already known. The article suggests a strategy for improving performance in urban flood control, pollution minimisation and stormwater harvesting in arid/semi-arid regions. The basis of the approach is, firstly, systematic documentation of performances in strategic project cases – by regions – followed by integration of these into a universal best practice. A documentation matrix for stormwater management cases in Adelaide, South Australia, is described. Factors considered in the matrix include devices and treatments, development types and forms, aquifer recharge capability and soil types. The matrix will provide, progressively, vital information for planners and designers and guide researchers in the most productive use of limited monitoring resources.

This paper reports on the international practices I observed as part of a study tour I undertook as a 2005 NSW Premier's Visy Industries Environmental Education Scholarship holder. Interest in urban environmental education (EE) and education for sustainability (EFS) is increasing as rapid urbanisation emerges as one of the greatest challenges facing the world today. The urbanisation processes, fueled by globalisation, environmental degradation, rural unemployment and technological change, are forcing a global exodus from rural areas to urban ones. For developed countries like Australia, urbanisation has resulted in localised environmental and social problems in our cities. These issues include urban design; land clearing and urban sprawl; transport and infrastructure planning; disposal of solid waste; water, noise and air pollution; preservation of biodiversity and heritage; water scarcity; social isolation; loss of social capital and socio economic inequality. The impact of the developed world's largely urban population on the all eco-systems, has focused critical world attention on urban places as the sources of widespread environmental degradation.

This article offers a lively and spirited debate on the pros and cons of relating research to practice. The authors' goal is to illuminate fundamental issues in the debate in detail, consider a variety of prescriptions, and then come to a mindful conclusion about a course of action. The article begins with a point—counterpoint debate to make sure that scholars fully understand the issues in play. Mike Tushman starts off by arguing for an emic approach. He believes that scholars are most effective when they closely work with management and organizations. John Kimberly counters with an etic perspective. He argues that scholars need to keep their distance. Two attempts to make sense of the many issues raised in the debate close the article. First, Bill Starbuck steps back and offers his ideas about what the debate means for continuing scholarship. And then Sue Ashford brings the exchange to a conclusion. She draws on her many years in the dean's office to offer her wisdom about how to best organize business schools in the coming years. In the end, the authors know that there will be nearly as many errors as trials when the world's business schools determine how best to proceed. Their aim here is to minimize the effects of these errors. If and when schools do err, the authors want to be sure that they do it with their eyes wide open.

An estimated 1 billion people (15% of the world's population) experience a disability, such as a communication disability. Individuals with disabilities have an increased likelihood of living in poverty and often experience decreased access to medical, educational, and rehabilitation services (Danquah et al., 2014; World Health Organization & The World Bank, 2011) with approximately two-thirds of the world's poor living in low-and middle-income nations such as Haiti (Rank & Yadama, 2007). The aim of this article is to describe augmentative and alternative (AAC) service delivery considerations for speech-language pathologists (SLPs) who work with individuals who live in poverty. Case examples of AAC services within areas of poverty in Haiti and the United States are provided to illustrate practice recommendations. To achieve best-practice standards, SLPs who provide AAC services must consider how poverty might influence a family's socio-historic context, access to resources and services, and community participation goals. Furthermore, it is critical that SLPs recognize individuals' and families' strengths, evaluate the sustainability of AAC services, and work within a team to empower individuals with complex communication needs to participate in desired roles within the community.

Achieving a goal of sustainable forestry will probably take time as people agree on what sustainability means at the global, subcontinental, national, and regional scales. Comparing seven criteria of sustainable forestry with information at different scales suggests that the world could practice sustainable forestry, but there are currently imbalances in economic development, forest area change, harvesting and wood-use rates and purposes, and other factors that are impeding it. Different countries could adopt different policies and practices to help correct these imbalances. Until a globally agreed-upon set of policies and practices is established, each country will probably define its best efforts toward sustaining its "fair share" of the criteria. Managing large areas of forests for many values with some areas reserved in each forest type will probably be more ecologically, socially, and financially effective than having small areas of plantations supply the world's wood – and the rest of the world's forests set aside as reserves. Disseminating accurate information, addressing sustainability at different scales, addressing rural/urban lifestyles, increasing uses for the very abundant, environmentally sound wood, incorporating the other values into the economic system, and avoiding central planning are primary issues and challenges to sustainability. Technology, policies, and various organizations can be marshalled, and each organization can play a constructive, rewarding role. In the mid-eighties, the state-owned shipbuilders of Spain were suffering from many typical shipyard problems, making them uncompetitive. After making a strong reentry in the commercial shipbuilding market, they engaged in a process of reorganization of the entire production system according to modern Japanese practice. The goal was to become competitive with the world's best. The know-how was acquired via cooperative agreements with leading Japanese shipbuilders as well as through the use of American consultants and National Shipbuilding Research Program (NSRP) related literature. A comprehensive technological improvement plan has been launched and the initial results are very promising.

AbstractThis article examines recent developments with respect to the development and application of an ecosystem approach in marine fisheries management. A number of international fisheries legal instruments now include explicit references to ecosystem considerations. While there has been general agreement on the need to take ecosystem considerations into account, there is no clarity or consensus on how this can best be done. Various definitions of an ecosystem approach emphasise that the focus must be on managing the human activities, which are part of, and impact on, marine ecosystems. An ecosystem approach is neither inconsistent with, nor a replacement for, existing fisheries management approaches—it is not a panacea for the problems confronting world fisheries. Realistically, we can only move to an ecosystem approach incrementally, starting with more rigorous/cautious application and extension of single species methods. A key element of any ecosystem approach will likely be to set harvest rates for target species at even lower conservative levels than might be suggested by single species analysis. Fisheries management measures should also ensure the protection not only of target species, but also of non-target, associated or dependent species. Reducing the killing power of the world's fishing fleets is an essential component of ecosystem-based fisheries management.

The article discusses the main approaches to the organization of budgetary and defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine in the context of the development of weapons and military equipment. The study focuses on the feasibility and necessity of bringing budgetary and defense planning to the best world practices applied by the world's leading countries, including on arms development planning, taking into account the life-cycle costs of weapons and military equipment. The generalized and substantiated views in the scientific and practical environment in Ukraine on the ways and problematic issues of introducing foreign experience of planning arms development into domestic practice. According to the results of the research, recommendations were made for the formation of technical and economic indicators of the life cycle of weapons and military equipment, which take place in the scientific and practical environment of customers and contractors of weapons.

The medical community, researchers and healthcare organizers are constantly challenged by comparing key indexes reflecting the effectiveness of cardiovascular care, primarily for the dynamic assessment and implementation of the world's best practices to reduce cardiovascular mortality. The analysis of health care for patients with cardiovascular diseases (CVD) is a complex, multicomponent process, the structure and key tools of which differ from country to country. Using different data sources, methodological and analytical approaches creates certain limitations and barriers to the assessment. In order to update the ideas about the modern coordinate system and tools for assessing cardiovascular care, the authors presented practices for analyzing major indexes in Russia, European countries, and the United States. The review presents sources of statistical data, principles for assessing risk factors, cardiovascular morbidity and mortality, and specific features of monitoring the availability and quality of cardiovascular care.

Buddhist modernist movements transformed the religious practice and social engagement of one of the world's principal faiths in the nineteenth and twentieth centuries. These movements produced diverse effects on Asian societies which, despite generic similarities, are best understood in particular socio-historical contexts. This article examines the work of a group of young Thai monks and laymen who had an ambitious aim to morally improve and empower people; and the practical adaptation of this impulse in a society in transition from absolute monarchy to constitutional democracy in the 1930s. Like many modernist movements, their work was innovative. But it also was an inheritance of religious and political history, and the Thai modernist case thus shows a contradiction between novelty and custom that was resolved in a way that blunted the movement's reformist energy.

This Article's purpose is to reveal the new research areas provided by the COVID-19 pandemic, in which translation training, translation history, cultural studies and other fields are included. The COVID-19 epidemic has brought profound change to the world's order, culture, communication and globalization. Every part of the world is doing its best to recover from the damage caused by the epidemic, and translation studies could play a role that is as important as natural science studies and practice, which provide a medical cure for the epidemic: they promote multilateral understanding worldwide, increase the sharing and dissemination of information fighting against the epidemic, also would effectively ensure translation activities and training with the help of modern technology. Although it is impossible to have the directions deeply dug in this article due to the limitation of the length, it sheds light on these possible areas so that those who are interested can pursue them. The source of these directions came from the author's analysis of selected works conducted by trusted researchers around the world.

The Stern Report found that Climate Change is the world's greatest market failure, and the United Nations concluded it is likely to be the most significant environmental challenge of our time. This paper aims to illustrate building Greenhouse Gas (GHG) and energy trends, and to provide practical strategies and best practice examples in international low- and high-rise building refurbishments to lower GHG emissions, energy use and operating costs, across building types and Australian Climate Zones. These can be adopted by policy-makers, owners, investors and occupiers. It also aims to provide examples of government policies and important stakeholder behaviour to reduce GHGs, and evaluates one recent project for strategies that proved successful and those that could be improved. The method used was to review international strategies that lower building GHG emissions in countries with more advanced building regulations than Australia, and to discover affordable and effective strategies from associations that publicise case studies. This paper shows that the operational phase of buildings is a significant contributor to global GHG emissions; that Passive building refurbishments are current best practice strategies; and that occupant behaviour is another surprisingly significant contributor to GHG emissions. The paper forms part of the author's higher research degree literature review.

ABSTRACTFinancial institutions typically avoid projects that will have a significant adverse effect on cultural heritage because it creates unwelcome risk and can affect their reputation. For bank clients, adverse project effects on cultural heritage can result in reputation risk, impede access to finance and insurance, increase operational costs, and jeopardize on-time and on-budget delivery of projects. To address this risk, financial institutions implement environmental and social policy frameworks that include specific requirements for the consideration of cultural heritage. This article examines the place of cultural heritage in the lending practices of 25 of the world's largest private-sector banks and its relevance for heritage practitioners who may be retained to provide advice, review or undertake fieldwork, and prepare studies in keeping with the private-sector bank policies and external standards described. The article concludes with a recommended best practice for private-sector financial institutions, a call to action for heritage practitioners to advocate for robust safeguards, and a call for support of the UN's Sustainable Development Goals by both heritage practitioners and private-sector financial institutions.

The culture of giving birth in Brazil has changed drastically since 1970. The caesarean section, once known as a life-saving medical procedure to be used under extraordinary circumstances, is now perceived by the medical profession and their female patients as a safe, painless, modern, and ideal form of birth for any pregnant woman. Brazil has the world's highest percentage of caesarean deliveries. The widespread use of C-sections has become a cultural phenomenon whose boundaries extend far beyond the medical arena. Medical practitioners have appropriated cultural values regarding the female body and sexuality, rein-forced a blind fascination with technology, and medicalized women's fear of labor to justify their preference for surgical births. By narrowing ethical concerns to the doctor-patient relationship and drawing on the notion of the patient's best Interest, physicians defend their practice as appropriate and even desirable.

The authors give particular attention to the principle of proportionality introduced in developed countries, whose essence is that the depth of analysis and evaluations should be proportional to the degree of the regulatory act’s impact on economy, on individual stakeholders, and on public interests. Considered the importance of selecting "economically significant" regulatory acts. The authors carry out an analysis of the introduction of specific filters for the selection of regulatory acts for RIA in developed countries, namely: 1) definition of types of regulatory acts or spheres of regulation, which are subject to RIA; 2) classification and selection of acts according to the degree of significance; 3) and the existence of exceptions in the field of RIA in accordance with current legislation. To establish the second filter, namely to select regulatory acts based on their importance, the authors propose to use, in Ukraine, first, the introduction of the principle of proportionality, which will introduce into the practice of the assessment of regulatory acts the simplified and complete RIA models; secondly, to introduce combined (quantitative and qualitative) criteria for assessing the significance of draft regulatory acts with determining possible economic consequences of their adoption and in compliance with the criteria of priority of public interests (support for economic growth by optimizing costs and corresponding increase in value added, in the state and local budgets and others); and third, a step-by-step algorithm for implementing the world's best RIA practices into the practice of state regulation in Ukraine.

Objective: To provide an overview of the development of mental health services for veterans and currently serving military personnel in Australia, with reference to the role of the Australian Centre for Posttraumatic Mental Health (ACPMH). Conclusions: Recent years have seen significant changes in attitudes to the mental health sequelae of military service. The ACPMH, working in collaboration with the Department of Veterans’ Affairs (DVA) and the Australian Defence Force (ADF), as well as with clinicians, researchers, and consumers around Australia, acts as a focus for an integrated approach to veteran and military mental health. The active involvement of both the ADF and DVA in the challenge of mental health provides new opportunities to address psychiatric morbidity at every stage, from recruitment, through deployments and discharge, to veteran status. The ACPMH is in a unique position to facilitate an integrated approach to prevention, intervention, policy development, training, research, and evaluation in order to ensure that Australia remains at the forefront of world's best practice in veteran and military psychiatry. The Centre is also uniquely placed to offer those same services in the field of traumatic stress to the broader community.

The Marine Stewardship Council (MSC) standard for sustainable fisheries is represented by three high-level principles and a set of 31 indicators and scoring guidelines, known as the “default assessment tree”. Over the 14 years, since it was developed in 1999, the MSC has faced the challenge of maintaining its standard at the level of global best practice, keeping up with developments in the science and management of fisheries, and making sure that certified fisheries maintain their performance at that standard, or raise it where they fall below it. The MSC has had to regularly and widely engage with multiple stakeholders to ensure that its policy development is consistent with stakeholder expectations. Although many fisheries have made significant improvements to their performance, sometimes performance has declined, leading to further requirements for improvement. The MSC needed to design a program that balances credibility, accessibility, and improvement to move the world's fisheries towards sustainability.

Purpose – The purpose of this paper is to examine urban destination marketing from a mainly practitioner standpoint, though one of its principal observations is the gap between theory and practice; while the former is premised on related notions of difference and competitive advantage, in practice the greater part of urban destination marketing eschews competitive advantage, resulting in a pervasive marketing of “sameness”. Design/methodology/approach – The paper is in three parts. The first set out the urban tourism context in respect of historical, market, supply, impact and definitional/measurement dimensions. Part two profiles the bespoke delivery mechanisms established for urban destination marketing, examining nomenclature, core purpose/mission, status, size and finances, as well as overhead and operating parameters. Findings – The final section comprises a state-of-the-art review, setting out a five variable model of purposeful urban destination marketing, concluding that “good” in urban destination marketing is atypical and currently in Europe is confined to only a handful of European cities. Originality/value – This paper is intended to give the reader a better understanding of why, in such an important field of human endeavour, success is so problematic. It hopefully gives pointers to practitioners and academics as to how best in future there can be more winners and fewer losers, so that increasing numbers of towns and cities maximise the impact locally of the world's largest industry and at the same time become “known”.

The literature study of this article aims to analyze the challenges that must be considered by financial regulators, especially for Islamic financial institutions (Islamic banking). Literature study through content analysis by discussing the book Intermediate Islamic Finance by Nabil Maghrebi, Abbas Mirakhor, and Zamir Iqbal Wiley publisher in 2016 and 30 articles from emerald and direct science publisher which is the world's best journal publisher with a scopus index. The results of the content search found seven challenges in financial regulation, namely the calculation of profit and loss sharing (PLS) still referring to the interest system, the practice of implementing contracts overshadowed by conventional contracts, capital and minimum liquidity regulations still referring to general regulations, regulatory indicators in assessing efficiency still referring to in the general (conventional) model, weakness of regulations requiring Islamic financial institutions in and supervision, weakness of regulatory control in implementing good corporate governance, weaknes of sharia law courts dealing with violations of sharia law. Financial regulations have not fully sided with Islamic banking (sharia). Financial regulations must continue to be adjusted and rearranged so that Islamic banking can develop and develop in a healthy manner with conventional banking and be resilient in the face of crises. Today, at a time of widespread development of new technologies, the authorities are beginning to use them to interact with society. The COVID-19 pandemic has clearly demonstrated the importance of digital competencies not only for society, but also for the state. The potential for the GovTech market is significant, but economic prerequisites are needed so that the potential can become a promising growth point in the field of public and municipal administration. The article identifies the main trends, players and forecasts of the development of this industry. Also, as part of the study, an overview of the digital maturity of public administration systems in various countries was conducted, the values of the Digital Government Index rating were analyzed, and recommendations were given for the development of the domestic GovTech sector necessary to create an effective ecosystem of startups in this area.

Since the principles of the free market economy were introduced in Poland, the increased interest of managers has been noticed in acquiring modern management methods and implementing them in different spheres of business activity. More and more companies use benchmarking, outsourcing, lean management, strategic scorecard or competence management in their business practice. Awareness of managers regarding modern approaches that reflect the world's best practical achievements is important in itself. But no less important is the understanding that management methods cannot be always applied and not by everyone, so there are also some serious risks. Inappropriate use of the concept of management can lead a company to the crisis and fall when, in its turn, the proper understanding and its further application can protect the company against those risks. It is important to determine what for, when and how to use the concept. This article presents the results of the pilot studies conducted among companies in Podlasie on the application and assessment of the suitability of modern management methods. The aim of the research presented in this article was to identify whether and to what extent the Podlasie companies use modern methods of management. The study was carried out in the first quarter of 2014 focusing on a sample of 104 randomly selected companies in Podlaskie province. The research method employed was a survey carried out among enterprises.

Data is an exceptionally valuable asset – it is a fundamental part of the information age and is widely regarded as the world's most valuable resource. A key issue that has caused some debate in South Africa in recent times relates to the Protection of Personal Information Act 4 of 2013 (POPIA), and whether the Act requires broad or specific consent in the context of health research. The primary purpose of this article will be to answer the following question: does POPIA require broad or specific consent from persons who take part in health research? In a health research context, POPIA must be considered together with, inter alia, the National Health Act 61 of 2003 (NHA), and the Health Professions Act 56 of 1974 (HPA). As a point of departure, in terms of the NHA, health research requires the informed consent of participants. Informed consent has been a part of South African law for almost one hundred years, and gives effect to an individual's dignity and autonomy. The NHA does not directly distinguish between types of consent, but the Department of Health's second edition of Ethics in Health Research: Principles, Processes and Structures (the DoH Ethical Guidelines) does. The practice of broad consent is not only endorsed by the DoH Ethical Guidelines but encouraged. However, unlike the medical-legal framework, POPIA – which should be referred to as the privacy framework, or "privacy layer" in relation to data compliance in health research – requires consent to be specific as well as informed. If one considers the applicable sections of POPIA, and South Africa's interpretive tools and jurisprudence, it is apparent that consent in health research should as a matter of best practice be specific.

Abstract. Introduction. The hotel industry is characterized by an unstable staff. There are many higher education institutions that have the right to train specialists in this field. Currently in Ukraine, managers of different levels for the hospitality industry are trained in every region of the country, but they lack qualified professors, and curricula are not updated. The result is poor preparation of graduates and their ignorance of the modern hotel business. Therefore, the problem of modernization of higher professional education becomes urgent for the full functioning of the hotel industry, in particular in the training of future hotel business professionals in order to create a model of the educational process that would best combine the best Ukrainian and foreign traditions. Purpose. The aim of the article is to analyze current trends and world experience in the training of hotel business professionals. Results. Research shows that studying in international hospitality schools is not just studying in higher education institutions, but a full-fledged preparation for work in international hospitality companies. Students receive a practice-oriented world education, supplemented by mandatory internships in restaurants and hotels. As a result, young professionals are constantly in touch with the industry: establish useful connections and communicate with professionals in hotel industry. The study found that one of the new methods of training managers for the hotel is the formation of mobility and rapid interaction with colleagues and customers around the world. The development and implementation of the latest digital technologies allows the use of innovative solutions to improve the quality of service in a modern hotel with the help of special mobile applications. Conclusions. Thus, the application of the world experience of training hotel business specialists will allow future specialists to enter real life freely and take an active part in the restructuring of the Ukrainian economy and society. Successful passing of such tests is the evidence that the future specialist combines the qualities so necessary for work in the field of hospitality and tourism. Studying hotel management, taking into account the experience of the world's best schools of hotel management, internships and business courses in hospitality management, the use of mobile technology and educational trips is the key to quality training of future hotel business professionals.

Ninety percent of the world's rice is produced and consumed in Asia. Millions of rice producers are resource-poor farmers with a rice area of less than one hectare. Yield increase and the introduction of double-cropping systems have ensured that rice production has kept up with an increasing demand. However, the increased quantities of grain and the second harvest, which is often in the wet season, have increased the problems in traditional postharvest systems. This can be particularly severe in the humid tropics, where post-harvest losses occur because of outdated management practices and technologies, and delays in post-harvest operations. Fungal infestation of rice grains can lead to discoloration, which results in price reductions in most markets. This can also result in rice being contaminated with mycotoxins, which is less visible to consumers. Contamination with ochratoxins, aflatoxins, and other mycotoxins have occasionally been reported in the literature. In the past, this was not seen as a significant problem and the focus was on other commodities such as maize and peanuts. However, recent studies and a massive recall of food products in Japan in September 2008, including sake, shoshu, and rice crackers made from imported rice from China and Vietnam, which were tested positive for aflatoxins, and also for pesticide residues, have renewed interest in looking at mycotoxin problems in rice. Exploratory studies in the Philippines compared best practice post-harvest management with the traditional management practices often used by smallholder farmers and small processors. It was concluded that synthesis of aflatoxin B1 is very likely in suboptimal post-harvest systems, with levels far above legislative limits. This indicates that there might be a considerable mycotoxin problem in rice from smallholder post-harvest operations. Improved post-harvest management options and technologies are available for diversified small-scale post-harvest systems. Small-scale combine harvesters, affordable and simple mechanical dryers and hermetic storage systems can help to avoid delays in the post-harvest chain and thus reduce mycotoxin contamination of rice. The development of strategies to scale out these improved practices and technologies to a large number of smallholder farmers will continue to be the main challenge.

Beyond energy efficiency, there are now urgent challenges around the supply of resources, materials, food and water. After debating energy-efficiency for the last decade, the focus has shifted to include resource and material-efficiency. In this context, urban farming has emerged as a valid urban design strategy in Europe, where food is produced and consumed locally within city boundaries, turning disused sites into productive urban landscapes and community gardens. Agricultural activities allow for effective composting of organic waste, returning nutrients to the soil and improving biodiversity in the urban environment. Urban farming will help to feed the 9 billion by 2050 (predicted population growth, UN-Habitat forecast 2009). This paper reports on best practice of urban design principles in regard to materials flow, material recovery, adaptive re-use of building elements and components (‘design for disassembly’; prefabrication of modular building components), and other relevant strategies to implement zero waste by avoiding waste creation, reducing harmful consumption and changing behaviour. The paper touches on two important issues in regard to the rapid depletion of the world's natural resources: the construction sector and the education of architects and designers. The construction sector: Prefabricated multi-story timber buildings for inner-city living can set new benchmarks for minimizing construction wastage and for sustainable on-site assembly. Today, the construction and demolition (C&D) sector is one of the main producers of waste; it does not engage enough with waste minimization, waste avoidance and recycling. Education and research: It's still unclear how best to introduce a holistic understanding of these challenges and to better teach practical and affordable solutions to architects, urban designers, industrial designers, and so on. One of the findings of this paper is that embedding ‘zero-waste’ requires strong industry leadership, new policies and effective education curricula, as well as raising awareness (education) and refocusing research agendas to bring about attitudinal change and the reduction of wasteful consumption.

AbstractIntroduction:More than half of the world's disasters occur in the Asia-Pacific region. A simulation-based exercise to teach healthcare workers prehospital triage, tagging, and treatment methods was used to link disaster management theory to practice with a student-centered, hands-on educational activity. Various strategies for teaching disaster health education have been advocated, and best-practice disaster education models continue to be sought.Methods:A manikin-based, primary triage and treatment course was adapted for international healthcare providers in the Asia-Pacific region using symbolic representations of triage categories and physical findings. The pedagogical construct that was used was an interactive, formative assessment in which faculty members mediated learner information gathering and interpretation during four simulation scenarios. After establishing a multi-casualty disaster context, a wireless, audience response system anonymously collected learner responses to four clinical situations: (1) leg wound (hemorrhagic shock/immediate); (2) chest wound (tension pneumothorax/immediate); (3) head wound (traumatic brain injury/expectant); and (4) limb trauma (leg fracture/delayed).Results:There were 182 healthcare providers from eight Asia-Pacific countries (including the US) that participated in four simulation seminars. The simulation sessions were successfully tailored to groups of learners that varied in size and professional composition.Expectant and delayed triage categories posed the greatest challenge to learners. In one of two groups that were queried, learner self-confidence in applying principles of triage and treatment improved significantly. At the conclusion of the simulation sessions, learners strongly agreed that manikin-based simulation improved their understanding of triage, and should be used to teach principles of primary triage and treatment.Conclusions:Simulation training represents an opportunity to engage learners regardless of language and cultural barriers. Simulation-based training can be effective in introducing healthcare professionals to principles of primary triage and treatment in an effective and culturally sensitive manner.The characteristics of the course with respect to planned formative assessment and culturally competent scholarship were reviewed.

Thus it would solve the world's food problems, and its principal social problem, at a stroke. But agriculture in practice is designed for a quite different purpose – to generate wealth, in the cause of ‘economic growth’. The pressing need is not for more science and technology, but to recognise the true cause of the problems and to re-think priorities.ConclusionWe could all be well fed. Indeed, everyone in the world who is ever likely to be born could be fed to the highest standards of gastronomy as well as of nutrition until humanity itself comes to an end. We already have most of the necessary technique – perhaps all that is needed. We could always do with more excellent science but we need not depend, as we are often told from on high, on the next technological fix. The methods that can provide excellent food would also create a beautiful environment, with plenty of scope for other creatures, and agreeable and stable agrarian economies with satisfying jobs for all.In reality, in absolute contrast, we have created a world in which almost a billion are chronically undernourished; another billion are horribly overnourished, so that obesity and diabetes are epidemic, and rising; a billion live on less than two dollars a day; and a billion live in urban slums – a figure set to increase and probably at least to double over the next half century; while other species are disappearing so fast that biologists speak of mass extinction.

Purpose The purpose of this paper is to examine the practice of celebrity athletes’ product endorsement in the context of social media, guided by meaning transfer model. Design/methodology/approach The study adopted a content analysis method based on data gathered from the official Twitter account of 17 of the highest-paid athletes over a period of five months. Findings Results outline the state, involvement level, roles, modes, preferred content types, discernible differences, shared features, and best practices employed in endorsement tweets. A framework of athletes’ product endorsement on Twitter is presented. Research limitations/implications The study presented theoretical and practical implications, and limitations and impetus for future research. Originality/value The study investigated professional athletes’ use of their own media channel for the purpose of endorsement, presented a framework that illustrates the practice of celebrity athletes’ product endorsement on social media, and identified a best practice and an exemplary reference.

Purpose – This paper aims to study hybrid knowledge visualization in police crime fighting and military operations. Making effective and timely use of all available, relevant knowledge is a major requirement for today’s police officers who strive to fight organized crime or resolve complex criminal acts under time pressure. As they share this knowledge integration challenge with many management contexts, the authors have examined the knowledge visualization practices of a leading regional police force (and of a military unit) to derive insights for corporate knowledge management. Design/methodology/approach – To examine the knowledge visualization practices of a leading regional police force, the authors have conducted on-site observations, focus groups and interviews, as well as site, document, tool and software analyses within the police headquarters. Findings – As one main result of their empirical investigation, the authors find that the police force’s practice of hybrid (i.e. digital and physical) knowledge visualization offers a useful strategy for corporate knowledge management as well. They also show how organizations can apply this dual approach to making knowledge visible, i.e. using sophisticated visualization software in combination with hands-on physical and permanently visible knowledge boards. Originality/value – They discuss how these two modalities can be combined to improve knowledge management and how this hybrid practice can be understood theoretically through the lens of boundary object theory. With this regard, this article also extends the boundary object theory by identifying nine dynamic qualities of collaborative visualizations.

The global sustainable bioenergy (GSB) project was formed in 2009 with the goal of providing guidance with respect to the feasibility and desirability of sustainable, bioenergy-intensive futures. Stage 1 of this project held conventions with a largely common format on each of the world's continents, was completed in 2010, and is described in this paper. Attended by over 400 persons, the five continental conventions featured presentations, breakout sessions, and drafting of resolutions that were unanimously passed by attendees. The resolutions highlight the potential of bioenergy to make a large energy supply contribution while honouring other priorities, acknowledge the breadth and complexity of bioenergy applications as well as the need to take a systemic approach, and attest to substantial intra- and inter-continental diversity with respect to needs, opportunities, constraints and current practice relevant to bioenergy. The following interim recommendations based on stage 1 GSB activities are offered: — Realize that it may be more productive, and also more correct, to view the seemingly divergent assessments of bioenergy as answers to two different questions rather than the same question. Viewed in this light, there is considerably more scope for reconciliation than might first be apparent, and it is possible to be informed rather than paralysed by divergent assessments. — Develop established and advanced bioenergy technologies such that each contributes to the other's success. That is, support and deploy in the near-term meritorious, established technologies in ways that enhance rather than impede deployment of advanced technologies, and support and deploy advanced technologies in ways that expand rather than contract opportunities for early adopters and investors. — Be clear in formulating policies what mix of objectives are being targeted, measure the results of these policies against these objectives and beware of unintended consequences. — Undertake further exploration of land efficiency levers and visions for multiply-beneficial bioenergy deployment. This should be unconstrained by current practices, since we cannot hope to achieve a sustainable and a secure future by continuing the practices that have led to the unsustainable and insecure present. It should also be approached from a global perspective, based on the best science available, and consider the diverse realities, constraints, needs and opportunities extant in different regions of the world. The future trajectory of the GSB project is also briefly considered.

The purpose of the article is to light up scientific approaches and technological solutions that provided IV Smirnov's experimentally establish property of mammalian sperm to preserve biological value and genetic information after freezing at temperatures below -200C, to obtain normal offspring from frozen sperm. Research methods: general scientific, retrospective, source studies. The discovery of I. V. Smirnov became the basis of the scientific and technological revolution in the field of breeding and improvement of farm animals, contributed to the development of a new direction of research in the theory and practice of animal breeding, genetic methods of bulls valuation by genotype. Long-term storage of deep-frozen gametes in liquid nitrogen ensured efficient use of valuable animals, regardless of the country where they are kept, and time of use, which significantly increased the efficiency of selection. Thanks to the discovery of I. V. Smirnov, large-scale genotypic selection was introduced in many countries of the world, which was initiated by O. V. Garkavy (1928) and O. O. Serebrovsky (1934). Due to extensive use of the world's best gene pool of specialized dairy breeds, in Ukraine have highly productive domestic breeds of dairy cattle been created: Ukrainian red-and-white, black-and-white, red and brown dairy. The genetic potential of these breeds in breeding plants is 9–10 thousand kg of milk from cows per year, and in the public sector – 6–7 thousand kg, which is 3–4 times higher than the original breeds on which they were created. The use of deep-frozen sperm and embryos has become global. Modern methods of biotechnology, freezing of gametes of other species of animals and embryo transplantation, in vitro fertilization, transgenic engineering, organ transplantation in medicine, etc. are based on IV Smyrnov's discovery. The world's most difficult problem is the preservation of the gene pool of farm animals and the biological diversity of wild fauna, also solved by this discovery. At present, in the sperm and embryo repositories are genetic information of prominent offspring and queens and embryos of commercial and endangered populations stored. The great scientist was an excellent teacher. He gave brilliant lectures to students, livestock specialists, formed his own school, trained many candidates and doctors of sciences, 3,500 highly qualified specialists and more than two thousand laboratory technicians. With his theoretical developments and their practical implementation IV Smirnov initiated a new direction and methods of scientific research in the field of biology, organizational forms of selection and reproduction of animals, which acquired planetary significance and became an indispensable heritage of mankind. His scientific heritage is one of the greatest discoveries of the human mind and is the pride of domestic zootechnics.

How can schools help students build moral character? One way is to use prepackaged moral education programs, but as we report here, their effectiveness tends to be limited. What, then, can schools do? We took two steps to answer this question. First, we consulted more than 50 of the world’s leading social scientists. These scholars have spent decades studying morality, character, or behavior change but until now few had used their expertise to inform moral education practices. Second, we searched recent studies for promising behavior change techniques that apply to school-based moral education. These two lines of investigation congealed into two recommendations: Schools should place more emphasis on hidden or “stealthy” moral education practices and on a small set of “master” virtues. Throughout the article, we describe practices flowing from these recommendations that could improve both the effectiveness and efficiency of school-based moral education.

The relationship between research, policy and practice remains a contested area. This article explores pressures for researchers to make their work more useful and relevant to policy and practice, and for practitioners to undertake research. Whilst there are clearly areas of mutual interest and benefit, we argue that the research, policy and practice communities also have distinct traditions, skills and obligations which should be recognised and valued rather than artificially suppressed. Narrow conceptions of research utility constrain the debate about what each community has to offer and how best to communicate with each other across borders.

The significance of the higher education can be seen in terms of assisting the economy with skillful specialists who are considered to be the key force for the development of the country. Higher education is considered to be crucial in modern market-based economies. Particularly, the higher education enables the development and maintenance of the knowledge acquired by the youth. Higher education contributes to the development of the human capital, which can later act as crucial aspect of growth. This paper takes a broad perspective on the importance of higher education, precisely to the structure of Master’s degree programs, in many developed countries of the world including USA, UK and Germany. The paper uses the benchmarking method in order to analyze and apply practices of higher education systems in Uzbekistan. It is important to note that current state of higher education institutions in Uzbekistan reflects the practice of former Soviet Union institutions and needs to adopt strategies that are followed by world’s top universities. The main purpose of this paper is to critically examine the practices and evaluating the higher education system of these countries. The outcomes of the analysis are used to offer a framework for the development of higher education systems precisely in the context of masters programs, in Uzbekistan.

The article is a presentation and analysis of the main provisions of 16 works of the world's leading experts on religious tourism and pilgrimage, published in a special issue of the International Journal of Religious Tourism and Pilgrimage. 2020. Vol.8. This special issue was dedicated to the impact of the COVID-19 pandemic on religious tourism, and in particular pilgrimage, in the world. Religious tourism has a strong socio-cultural potential and demand - it is the value status of any person who feels the need for cultural, religious and recreational facilities important for spiritual, ideological and physical existence. It is also the availability of opportunities to meet the social and cultural needs of people in tourism services, because it has such a socio-cultural characteristic as a social practice that changes a person and positions him in the social space. Religious tourism became in the XXI century. significant, socially significant phenomenon. But the current pandemic has dealt a very painful blow to the entire tourism sector of the world economy, including religious tourism. Under the influence of the pandemic, the country banned pilgrimage. So the question arose: what's next? Is there a radical transformation of the religious life of mankind, including religious tourism? Isn't this the beginning of the end of religions, as some sociologists of the past predicted? This article is devoted to finding answers to these and other, no less complex, questions. The author set a goal - based on the analysis of the latest research on the impact of the COVID-19 pandemic on religious tourism to identify and present those important points that are already relevant for religious tourism in Ukraine, as well as those that are just beginning to appear and will be relevant in the post. -pandemic era. In almost all articles of this Special Issue, the authors emphasized that religious tourism and pilgrimage are very sustainable and will meet the challenges posed by the pandemic. The question for the religious tourism and pilgrimage industry is how they will develop and transform new approaches that will help the growth strategies of key stakeholders. However, due to pandemic restrictions, it may not be possible to resume travel to holy sites and pilgrimage sites and trails without the assistance of national governments, international agencies, and relief organizations. Thus, the authors predict that the religious tourism industry will face very difficult circumstances in the near future. All articles in the special issue of this journal express extremely relevant, deep and valuable opinions of scientists, which make us all think about what lessons Ukraine should learn about religious tourism, and in particular pilgrimage, and what should be its state policy and public opinion in this regard. further. And the author in the conclusions expresses her point of view on the content of these lessons, based on the views set out in this article of the world's best experts in religious tourism and pilgrimage.

From the standpoint of professional criticism, interested in obtaining the best result, the current state of the educational course in higher mathematics at the technical universities of Ukraine is analyzed. A discrepancy between the classical (analytical) methods for solving problems presented in it and the computer (numerical or numerical-analytical) methods that are used in the current practice of engineering calculations is noted. To eliminate this problem, it is proposed to introduce into the training course, along with lectures and practical classes, the third component of training - the cycles of laboratory practicums in higher mathematics using personal computers. Laboratory practicums are designed to demonstrate to junior students studying higher mathematics the ability to solve real problems from applications to technology and physics using its methods. In addition, in the form of laboratory practicums, individual sections of the engineering course of higher mathematics are studied, which, due to lack of time and other, often subjective, reasons, have recently been taken out for optional learning (differential geometry of a plane and spatial curve, surfaces of the second and higher orders, practical harmonic analysis, multi criteria optimization, and a number of others). To ensure this modernization, it is proposed to divide the general course of higher mathematics into two streams (vector analysis and scalar analysis) and to increase the number of classroom lessons to 32 – 36 hours per week, that is, to the level of the world's leading technical universities. In addition, the mathematics course is coordinated with the computer science course, where, in a priority order, first-year students are taught to work in the MathCAD interactive computer environment. And in order for the reform to take place without attracting additional funds for salaries, it is proposed to increase the teaching load of teachers of higher mathematics and computer science by 30 % (which is compensated by a decrease in the load on scientific work and other activities).
