Millie Almy, professor emerita, University of California, Berkeley, entered the field of early childhood education after graduating from Vassar College in 1936. For the next ten years she participated variously as teacher, director, and supervisor in programs which are regarded today as landmarks in preschool education. Examples of such programs include: The Yale Guidance Nursery, a Works Progress Administration (WPA) nursery school, and a Lanham Act child care center. This article presents her recollections of these programs and her insights into her experiences. Almy addresses the critical issues of program quality, teacher qualifications and compensation, and parent involvement. These are issues which continue to challenge early childhood educators today.

Drawing on feminist and historical institutionalist studies of the welfare state as well as the concept of classification struggles developed by French sociologist Pierre Bourdieu, this article examines how the creation of the Works Progress Administration (WPA) influenced the subsequent political mobilization of the unemployed in the United States. The WPA combined features of both the liberal, nationally administered social insurance tier and the nonliberal, state-administered public assistance tier of the U.S. welfare state. By positioning its workers in contradictory ways that resembled both public employment and public assistance, the WPA gave rise to a struggle over their status and rights, manifested in part by the activities and claims of the Workers Alliance of America. A careful examination of this struggle suggests that although the constitution of relief recipients as a clearly demarcated pariah class may facilitate social control, attempts by the state to regulate ill-defined subjects encourage political contention over how those subjects will be constituted.

The imaginative reconstruction of the Dock Street Theatre, completed between 1935 and 1937 in Charleston, South Carolina, was a New Deal experiment in historic preservation. Funded by the Works Progress Administration (WPA) and led by local architects Albert Simons and Samuel Lapham, the orchestrated re-creation of a lost eighteenth-century theater reflected the white elite’s desire to immortalize the city’s prosperous colonial and antebellum past in the historic built environment. While the project courted conservative interests and created a romanticized version of Old Charleston, the strong support of Democratic mayor Burnet Maybank and WPA director Harry L. Hopkins simultaneously pushed forward a progressive southern agenda. This dual and contradictory set of motivations culminated in an intriguing use of historic preservation to nurture a particular community’s sense of place and use historic buildings as a catalyst for cultural rebirth.

When Joseph Freeman celebrated the standard 1930s' version of heroic worker-writers at the American Writers' Congress, he didn't seem to notice that the Works Progress Administration (WPA) was a conflicted category. His vision assumed that the WPA empowered writers by aligning them with laborers, folding them into the celebration of physical labor promoted by the New Deal, an assumption that reverberated widely both at that political moment and in more recent discussions (Figure 1). This essay argues that bringing together the categories of worker and writer under New Deal sponsorship was a much less seamless, less heroic, and less masculinist operation than is generally asserted. It reconstructs the experiences of WPA writers with a local specificity heretofore missing from the discussion: in this case, the assortment of employees – the white-collar destitute, widows, impoverished gentility – on the New Bedford District Office of the Massachusetts Writers' Project. From this perspective, the experience of WPA employment was more in tension than in solidarity with working-class practices. The dynamics of government bureaucracy most often left project employees stranded between the categories of worker and writer, attempting (with limited success) to negotiate a resolution in both their social and their narrative positions.

In early 1978, the American Museum of Natural History appointed Dr. John Van Couvering as Editor-in-Chief of Micropaleontology Press, a program that began as a Works Progress Administration (WPA) project in 1935 and had been housed at the Museum since 1942. For John, this was the beginning of a 38 year-commitment to the dissemination of knowledge on the microscopic shells of protists, through cataloguing and editing scientific journals. While John officially retired in 2016, he continued to volunteer his time and expertise until shortly before his passing on May 22, 2023.

Abstract The South Side Community Art Center (SSCAC) is a cultural hub, meeting place, and gallery on the South Side of Chicago. The only surviving Works Progress Administration (WPA) community art center, it functions as a space for African American art, intergenerational dialogue, and as an institution for community education in the arts. In this interview with Natalie Battles, artist, activist, and former employee at the SSCAC, we learn about the center’s history and its connections with social and cultural movements, her work there, and what it is like to be a young artist involved with a long-standing institution of African American art.

Analisam-se as narrativas de escravizados coletadas pela Administração para o Progresso do Trabalho (Works Progress Administration - WPA). Essas pessoas frequentemente descreveram os proprietários e capatazes, bem como o anúncio da emancipação em linguagem muito semelhante à encontrada em narrativas de libertos dos estados confederados. Tais relatos se diferenciavam de modo marcante, no entanto, em relação ao acesso à terra quando do término da Guerra Civil e do início do processo conhecido como Reconstrução (1863-1877), quando o governo federal tentou fazer dos estados confederados uma sociedade baseada em cidadania. Abstract: Mark McGurl's The Program Era prioritizes the university-based creative writing program for the production of modern literature, but in the 1930s, the Writers' Project of the Works Progress Administration (WPA) was a progressive and antiracist rival. As a federal employee, Margaret Walker synthesized her colleagues' feedback into her classic poem "For My People," which extols Roosevelt's New Deal coalition. Although scholars focus on Walker's years at the University of Iowa, the WPA's folklore studies, directed by Sterling Brown and Benjamin Botkin, inspired the folklore poems of For My People as well as Walker's landmark novel Jubilee . Walker memorialized the Writers' Project in her underappreciated biography Richard Wright, Daemonic Genius , which not only makes a feminist critique of Native Son but also reminds us of the efficacy of government support for literary creativity. In the 1980s, Walker campaigned for Jesse Jackson, writing essays that drew on her skills as a WPA researcher to merge the ethos of the New Deal with that of the Rainbow Coalition. A testament to activist government coupled with national solidarity, her work models a class-conscious multiculturalism relevant for our own time.

In 1936, the Works Progress Administration/Federal Art Project (WPA/FAP, 1935–43) appointed New York City artist Charles Alston (1907–77) to be the first African American to supervise a New Deal mural project. Alston, five other artists, and their assistants designed narrative, celebratory images of Harlem, African-American life, children's fairy tales, and stories for New York's Harlem Hospital. In paired panels exploring the theme of healing, Alston depicted an African past beyond exotic and barbaric stereotypes in Magic in Medicine for the foyer of Harlem Hospital Women's Pavilion, and a racially egalitarian American present in its companion panel Modern Medicine (each 17 × 9 feet) (Figure 1). Initially, white hospital authorities rejected the works on the basis that they “contain too much Negro subject matter,” which would make them unappealing to residents of Harlem. This judgment angered Alston, since his designs were consistent with project guidelines. Because the building was a hospital in Harlem, Alston selected the theme of medicine and depicted black figures in his two panels. Yet the seeming suitability of images that looked like the people who used Harlem Hospital and referred to their collective history met with loud objections from Harlem Hospital's white administration. While it was common for muralists to base their subject matter on the local community and its history, and in fact the WPA/FAP encouraged artists to do so, officials tried to cancel Alston's commission on these very grounds. Their attempt to prevent artistic self-representation in the 1930s followed on the heels of prolonged racist hiring policies at Harlem Hospital. Alston ultimately painted his mural designs as planned; final approval of the murals did not come until 1940.

While the last few years have witnessed an upsurge of studies into enslaved motherhood in the antebellum American South, the role of the enslaved father remains largely trapped within a paradigm of enforced absenteeism from an unstable and insecure familial unit. The origins of this lie in the racist assumptions of the infamous “Moynihan Report” of 1965, read backwards into slavery itself. Consequently, the historiographical trajectory of work on enslaved men has drawn out the performative aspects of their masculinity in almost every area of their lives except that of fatherhood. This has produced an image of individualistic masculinity, separate from the familial role that many enslaved men managed to sustain and, as a result, productive of a disjointed and gendered genealogy of slavery and its legacy. This paper assesses the extent to which this fractured genealogy actually represents the former slaves’ worldview. By examining a selection of interviews conducted by the Federal Writers’ Project under the auspices of the Works Progress Administration (WPA) in the 1930s (the WPA Narratives), this paper explores formers slaves’ memories of their enslaved fathers and the significance of the voluntary paternal presence in their life stories. It concludes that the role of the black father was of greater significance than so far recognised by the genealogical narratives that emerged from the slave communities of the Antebellum South.

Abstract Colonization efforts over time have changed Oneida relationships with corn drastically. This study examines that history through a collection of stories told by Oneida people for the Work Progress Administration (WPA) between 1938 and 1942. Furthermore, the people’s changing relationship with corn over time highlights the effects of removal, allotment, and assimilation on the Oneida within the American context. Finally, while change occurred, the WPA interviews uncover continuity in Oneida Country as members struggled to maintain their relationship with corn and other traditional foodways in the wake of colonialism.

The term “Living Newspaper” has been used to describe various topical theatrical productions adapting a considerable diversity of performance styles and relationships to an audience. For the Works Projects Administration (WPA) Federal Theatre Project (FTP) (1935–39), the Living Newspaper was a documentary drama that examined the nature, size, and origin of a current problem or issue. In theory, the action and dialogue would be completely objective by simply reenacting actual events. In practice, however, the authors of the Living Newspaper selected what they thought typical or representative to highlight or explain the “facts.” The play generally concluded by exhorting the audience to support a particular position or a specific piece of legislation.

The modern definition of unemployment emerged in the late 1930s from research conducted at the Works Progress Administration and the Census Bureau. According to this definition, people who are not working but actively searching for work are counted as unemployed. This concept was first used in the Enumerative Check Census, a follow-up sample for the 1937 Census of Unemployment, and continued with the Monthly Report on the Labor Force survey, begun in December 1939 by the Works Progress Administration. A similar definition is now used to measure unemployment around the world.

Abstract:This article examines New Deal public works agencies’ pivotal contributions to American aeronautical development, arguing that their creation of aviation-related infrastructure offers powerful evidence of the New Deal’s success in remaking the American landscape and fostering economic growth. Organizations such as the Civil Works Agency, the Public Works Administration, and the Works Progress Administration built or improved almost every contemporary U.S. airport, funding improvements that created the foundations of America’s modern air transport network. Much more than make-work endeavors, these efforts reflected New Dealers’ desire to use public works to create worthwhile products. These policies highlight the sophistication with which the New Deal promoted economic development, and belie the image of public works agencies privileging short-term employment to the detriment of economic gain. Airport terminals, runways, hangers, and countless other aviation-related improvements represent some of the New Deal’s most significant physical legacies, highlighting the Roosevelt administrations’ vital contributions to aeronautical development.

Public agenda constantly include the topics of sound local finances and promoting regional development, especially in the context of the government’s efforts to ensure a sustainable path of economic growth. From this point of view, our research is intended to empirically determine the role played by local finances on regional development, having Romania as a case study. We computed a Regional Development Index at county level, by comprising nine dimensions of progress: Our analysis encompasses data from TEMPO online database of National Institute of Statistic and from Ministry of Development, Public Works and Administration. The empirical evidence suggests a positive and significant relationship between some indicators of local budgets and our computed Regional Development Index. Reported to these results, our recommendations are directed towards the local fiscal policy, aiming to optimize the design of local budgetary indicators.

AbstractThe work of southern sociologist Thomas Jackson Woofter Jr. (1893–1972) is frequently cited by American historians, but his contribution to government policy on agriculture in the New Deal, Social Security in the 1940s, and demography in the Cold War remains underappreciated. He left the University of North Carolina to direct government research on rural relief in the 1930s, Social Security enhancement during and after World War II, and foreign population and manpower projections during the Cold War. Contributing to the delivery of essential programs in key agencies, he participated in internal and external debates over policy and social attitudes between 1930 and 1960. Woofter worked for the Federal Emergency Relief Administration, the Works Progress Administration, the Farm Security Agency, the Federal Security Agency, and the Central Intelligence Agency, improving data-gathering and assisting transitions in federal policymaking. This article assesses his role in those agencies, using official records, other primary materials, and secondary sources.

The article is dedicated to the pressing issue of public administration of higher education in the context of scientific and technological development. The research aim is to identify key aspects of public administration of higher education to achieve scientific and technological development goals and to propose practical recommendations for improving this interaction in Russia. The study examines the “University 3.0” concept, conducts a comparative analysis of higher education as a tool of scientific and technological development (in Russia and Israel), identifies the main problems in this area and suggests possible solutions. The study reveals the necessity to modernise the Russian higher education system in response to the challenges of scientific and technological progress. System approach, comparative analysis, methods of classification and synthesis were used during the research. The research rests on academic works of Russian and foreign authors, official websites of the legal-reference systems, as well as on statistic data published by the National Research University “Higher School of Economics”, United Nations Educational, Scientific and Cultural Organisation and the World Economic Forum.

The article searches for an appropriate methodology for the formation of methodological and formal analytical basis for the modernization of models of construction organization based on BIM models. The leading area of application of BIM-technologies in construction is the transformation of disparate graphic and tabular elements from the design and estimate documentation into a single system of info-graphic graphic modules, which are integrated by a single information retrieval system. However, in the realities of the domestic construction market and construction administration systems, BIM technologies remain an aid to the visual-graphic and analytical presentation of the content of a construction development project as an object of construction and investment. However, the strategic trend of this market is the formation of construction development as a single environment of the construction project and as a format of construction administration. Given such strategic dominants, there is a need to redirect and readjust the functional content and graph-analytical design of VIM-technologies to the peculiarities of preparation and organization of the construction development project cycle (BDP) – from promoting the initial investment product idea to the end of the development contract. BIM-technologies should no longer be considered solely as an additional tool for visualizing the progress of the project cycle. It is substantiated that the digital space of the construction industry (construction projects, construction organizations-participants) in the development of information and communication technologies acquires the characteristics of an alternative construction business, which should function in a certain transformed environment of construction development projects. Technologies directly related to design and construction (BIM, augmented reality, laser scanning, etc.) increase the efficiency of investment and construction projects, while digital data analysis systems contribute to a better understanding of construction market trends.

Administrative reform has been recognized as one of the most prominent activities of governments intending to keep up with the recent trends of dynamic societies around the world. In recent years, the discussion in the reform literature has attracted signifi cant attention from public administration scholars. It includes various methods and discusses a series of experiences of the reform movement around the world within multiple political landscapes, economic settings, and international turbulences. This paper presents the experience of administrative reform in Indonesia as one of the developing countries in Southeast Asia with a complex history of a colonial legacy. This study analyzes the prominent works of literature discussing the reform experience in Indonesia combined with theoretical perspectives of administrative reform. It highlights three major fi ndings; first, the phenomenon of administrative reform in Indonesia was moving against the reform trend of most other developing countries; second, institutional arrangements play a critical role in repairing the reform trajectory; and third, the current progress of administrative reform in Indonesia still indicates the minimum achievement in some institutions. The discussion of this study, bordered by the settled time frame of reform implementation in Indonesia, is comprised of past and current experiences as well as the future projection of Indonesia administrative reform.

El propósito de este artículo es estudiar las intervenciones realizadas por parte de la Sociedad de Mejoras Públicas de Medellín y la Administración Municipal de Medellín en el rio Medellín, las gestiones para diseñar las obras de canalización y vías de comunicación, y las dificultades que afrontaron para ejecutarlas. El autor analiza el papel de estas instituciones en el manejo de los recursos naturales y el territorio, y cómo éste tuvo un efecto en el cambio paisajístico logrado en función del desarrollo y progreso, pero en detrimento y alteración de los recursos naturales. Interpreta cómo el río se convirtió en fuente para el desarrollo urbanístico y un componente de servicio público accesible para muchos (cloaca de la ciudad), en contraste con la idea de entretención y “decoración del paisaje” que del río se tenía a mediados del siglo XX.Palabras clave: agua, río Medellín, intervención, contaminación, obras civiles, progreso. AbstractAntimonial drugs have been used for a century in the therapy of the parasitic disease leishmaniasis. Even though pentavalent antimonials are still first-line drugs, they exhibit several limitations, including severe side effects, the need for daily parenteral administration and drug resistance. The molecular structure of pentavalent antimonials, their metabolism and mechanism of action, are still being investigated. Previous studies suggest that pentavalent antimony acts as a prodrug which is converted to the active and more toxic trivalent antimony. Other works support the direct involvement of pentavalent antimony. Recent data indicate that thiols and ribose-containing biomolecules may mediate the pharmacological action of these drugs. Trypanothione reductase and zinc-finger proteins were identified as possible molecular targets. This review summarizes the progress achieved to date on the chemistry of antimonial drugs in biological systems.

Results: to find out the process and results of submitting periodic salary increases for employees at the Regional Secretariat of Central Aceh Regency (Setdakab) with the validation and results menu, users can easily monitor the submission of periodic salary increases that have been submitted, can quickly determine to what extent the process has been running so it works.

Abstract: During the early twentieth century, amid growing interest in the pedagogical significance of heritage landscapes, Pennsylvanians took a leading role in demonstrating the value of teaching with historic places. A forward-looking Pennsylvania Historical Commission (the Pennsylvania Historical and Museum Commission since 1945) and significant investments by the federally sponsored Works Progress Administration paved the way. This essay reflects on that history toward assessing the role of historic places in education today. It suggests that historic places offer important lessons beyond what they reveal about how Americans lived in the past. Most significantly, we gain new insight into Pennsylvania history by interrogating the reasons why historic sites are preserved and how their management changes over time. Several examples illustrate how challenging students with nuanced considerations of historic places encourages all of us to be mindful of persistent threats to Pennsylvania's public historical resources.

My essay considers the history of collecting the art of Haudenosaunee (Iroquois) artists in the twentieth century. For decades Native visual and material culture was viewed under the guise of ‘crafts.’ I look back to the work of Lewis Henry Morgan on Haudenosaunee material culture. His writings helped establish a specific notion of Haudenosaunee material culture within the scholarly field of anthropology in the nineteenth century. At that point two-dimensional arts did not play a substantial role in Haudenosaunee visual culture, even though both Tuscarora and Seneca artists had produced drawings and paintings then. I investigate the turn toward collecting two-dimensional Haudenosaunee representational art, where before there was only craft. I locate this turn at the beginning of Franklin Delano Roosevelt’s administration in the 1930s. It was at this point that Seneca anthropologist Arthur C. Parker recruited Native crafts people and painters working in two-dimensional art forms to participate in a Works Progress Administration-sponsored project known as the Seneca Arts Program. Thereafter, museum collectors began purchasing and displaying paintings by the artists: Jesse Cornplanter, Sanford Plummer, and Ernest Smith. I argue that their representation in museum collections opened the door for the contemporary Haudenosaunee to follow.

The study attempted to elucidate whether lipid genes are closely associated with lipid metabolic abnormalities during the lithogenic time and how Yinchenhao Decoction (YCHD) works on the transcriptions of lipid genes against cholesterol gallstone model. C57BL/6J mice fed on lithogenic diet (LD) were used for model establishment and randomized into 5 groups. All groups received LD for different weeks with isometrically intragastric administration of YCHD or NS. Biochemical tests were measured and liver tissues were harvested for histological and genetic detection. It was found that all groups with increasing LD showed a following tendency of gallstone incidence, bile cholesterol, phospholipids, total bile acid, and cholesterol saturation index (CSI). Conversely, YCHD could significantly normalize the levels of gallstone incidence, bile lipids, and CSI (CSI<1). As lithogenic time progressed, ABCG5, ABCG8, PPAR-α, and ABCB4 were upregulated, and SREBP2, CYP7A1, and CYP7B1 were downregulated, while CYP7A1, CYP7B1, LXR, and HMGCR mRNA were increased 3-fold under the administration of YCHD. It was concluded that abnormal expressions of the mentioned genes may eventually progress to cholesterol gallstone. CYP7A1, CYP7B1, LXR, and HMGCR mRNA may be efficient targets of YCHD, which may be a preventive drug to reverse liver injury, normalize bile lipids, facilitate gallstone dissolution, and attenuate gallstone formation.

The aim of the article is to analyze the possibilities of using blockchain technology at the local government level. The analysis of the literature on the subject and the case study method were used to assess the potential of using the blockchain. Solutions already existing, observed and successfully implemented in other countries were investigated. Using the case study method, four implementation areas have been identified, namely: supporting election processes, functioning of the administration, cybersecurity and efficient functioning of the supply chain. The diagnosis carried out in relation to the progress of works in Poland indicates significant problems and challenges, including the lack of coherent actions at the central government level. The use of blockchain technology is incidental in the Polish local government. The possibility of improving and accelerating the work should be noticed in the activities of the European Union, which for several years has been adopting solutions aimed at intensifying the implementation processes.

The freedom to practice one’s religious belief is a fundamental human right and yet, for millions of people around the world, this right is denied. Yearly reports produced by the US State Department, United States Commission on International Religious Freedom, Open Doors International, Aid to the Church in Need and Release International reveal a disturbing picture of increased religious persecution across much of the world conducted at individual, community and state level conducted by secular, religious, terrorist and state actors. While religious actors both contribute to persecution of those of other faiths and beliefs and are involved in peace and reconciliation initiatives, the acceptance of the freedom to practice one’s faith, to disseminate that faith and to change one’s faith and belief is fundamental to considerations of the intersection of peace, politics and religion. In this article, I examine the political background of the United States’ promotion of international religious freedom, and current progress on advancing this under the Trump administration. International Religious Freedom (IRF) is contentious, and seen by many as the advancement of US national interests by other means. This article argues that through an examination of the accomplishments and various critiques of the IRF programme it is possible, and desirable, to discover what works, and where further progress needs to be made, in order to enable people around the world to enjoy freedom of thought, conscience and religion.

Ahmad Ibrahim was one of the key individuals who was responsible in developing the administrative legal system in Malaysia through judicial reform of the Sharia Court. Since colonial period, the Civil Court has been dominating the country’s legal system thus inhibiting the progress and contribution of Islamic law as well as limiting the jurisdiction of the Sharia Court. This article discusses the history of the Islamic law in Malaysia in the judicial administration context as well as analyses the achievement and development of the Sharia Court seen today as a result of the contributions and ideas conceived by Ahmad Ibrahim. This study uses the qualitative method by way of document analysis from books, journal articles, conference papers, newspaper excerpts and statutes such as the Federal Constitution, Acts, Enactments and related cases. The finding suggests that the modern and dynamic landscape of Malaysia Sharia Courts today is the result of Ahmad Ibrahim’s ideas and works through administrative, legal and educational approach which is organic and non-confrontational. This approach is indeed suitable and harmonious in the context of Malaysian multiracial and religious society.

The time overrun in construction projects has become one of the most common problems in the industry that cause multitude of negative effects on the projects and its stakeholders. This study focused on assessing the main causes of delay in public building construction projects in Addis Ababa Administration mainly undertaken by grade one contractors. In these projects, 42 delay causing events in the Addis Ababa public building construction projects were identified and categorized in to five main category groups, and the most important and critical causes of public building construction delay causing factors were evaluated and ranked based on the RRI(Ranking and computation of relative importance index)values from the data collected in a questionnaire survey of three groups of respondents- clients, consultant and contractors in the construction industry. The survey findings revealed the top ten factors that cause construction delays in the public building construction projects in Addis Ababa are: (1) Difficulty in project financing (poor financial system); (2) Poor Project management system;(3) Delay in issuance of designs and working drawings; (4) Shortage of availability of imported construction materials and goods on market; (5) Design errors and complexity of designs;(6)Delay in progress payments for completed works; (7) Late start & resource mobilization to site; (8) Financing problems; (9) Inaccurate Site investigation Report;(10) Price Inflation. Furthermore, the ranking of the factors tested the agreement among the respondents and finally agreement test reveal that there appears a positivecorrelation between the groups in noticing and ranking the set of delay causes. The study recommended in general and particularly to all the parties for mitigating factors causing time overrun.

With these methods, it is seen that the delays in bureaucracy are gradually overcome. It is seen that the e-government approach, which is also considered as a technological way of change in Turkish public administration, has made significant progress in public administration. It is seen that e-government applications, which can also be expressed as a reflection of the wind of change in public administration, have become a part of our daily life in terms of communication technologies. The spread of computer technologies has differentiated both time and space phenomena. The transformation movements caused by technological developments have an impact on the change in public administration at many points. It is inevitable that the state, which is considered as the most important pillar of public administration, will take its share of this change while fulfilling its services. Increasing bureaucratic works and people's inability to spare time for them reveal the change of technology in the public sphere. This situation can be seen as a new face of the state. It is seen that the wind of change, which has emerged in the world especially since the 1980s and caused great changes in public administration, has turned into a system that includes citizens. It can be said that an important structuring has emerged at the point of access to services in the context of the rights and responsibilities of individuals. Considering that technology affects all areas of life and all systems are structured in a technological framework, the emergence of a change towards the concept of information society can be seen as an expected result. The change in technology has effects in all areas of the social field. This situation has aspects that affect the state as well as individuals. The e-government phenomenon, which expresses the service provision of technological developments and reveals a changing aspect of the state, can be seen as an example of this change process that needs to be examined. The examination of the e-state project in this context is considered important in order to reveal the change in public administration and the difference of the service. This study uses the McCall quality model because this method fulfills many components of the assessment and looks at quality from the user's point of view. The quality model used to measure the quality of SIWESI is determined from the results of the literature study.

AbstractChicago's Grant Park Music Festival, a free classical music series, provides a case study for exploring how music festivals contribute to the musical life of cities. Each summer, the Grant Park Music Festival Orchestra and Choir perform dozens of free performances at the Jay Pritzker Pavilion in Millennium Park and in residential neighborhoods. In 1935, James C. Petrillo, head of the Chicago local of the American Federation of Musicians, initiated the festival, then called Grant Park Concerts, to employ musicians during the Great Depression with funds from the federal Works Progress Administration. Changes in the city's cultural policies, its demographics, financial support, and expectations for how the festival serves the community have impacted how it programs its season and seeks audiences. Based on archival research, this article focuses on how the festival as a civic institution creates a listening public invested in particular narratives of Chicago as a dynamic city through programming music in public spaces. Looking at Grant Park Music Festival from contemporary and historical angles provides insight into how changes in aesthetic and social values, funding for the arts, and urban planning shape the way a festival engages with the city.

The recent exhibition Charles White: A Retrospective (Museum of Modern Art, New York, October 7, 2018–January 13, 2019) offered a chance to consider the technical and iconographic breadth of an oeuvre that has been exhibited mainly in sporadic doses for the past few decades and has expanded in scope through recent attention from a subsequent generation of African American artists, including several students as well as art scholars. White (1918–79) was vocally committed from the mid-1960s through his final decade to African American art subjects in tandem with social issues, climactic in poignant, politically charged lithographs in a realist drawing style set in increasingly abstract environments. By then associated with the Black Arts Movement, he continued to recycle historical figures and references from his earliest work in the milieu of a Black Renaissance in Chicago and bolstered by the Works Progress Administration, which, with reciprocal viewing, takes on a collective modernist context in terms of current events related to African American experience and American life broadly, even where allegorical. White’s prolific graphic experimentation yielded varied surface patterns that often evoke content-laden textures, elided into several distinctive late paintings also featured.

This article aims to examine the development of Nigeria's environmental legislation framework. Nigeria needs help balancing economic growth and natural resource preservation as a developing country. This duality is mirrored by severe ecological problems, such as the destruction of the marine environment in the Niger Delta by crude oil and groundwater contamination in Lagos, the country's largest megacity. This research method is in-depth on normative legal research methods/library research. This article argues that more progress has yet to be made despite the greater understanding of the need to protect natural resources. The massive and ongoing contamination of vital natural resources underscores this modest increase. Investigations revealed that the same administration that set up this facility was also one of the primary violators of environmental norms and regulations. This often results in a system failure atmosphere where nothing works, and the environment suffers. The possibility of employment, environmental protection and environmental sustainability are advantages of enforcing environmental standards. Among the barriers to effective compliance with environmental regulations are outdated laws; high cost of environmental standards; weak institutional capacity; bad government; staff shortage; inadequate funding; personal interests; overlapping or conflicting laws; ignorance; and lack of the rule of law.

Between 1921 and 1939, the border separating Detroit, Michigan, from Windsor, Canada, represented a key site for undocumented immigration on America’s northern border, and the migrants in question were European. This essay examines industrial urban America in the wake of 1921 and 1924 Immigration Acts to reveal the effects of restriction and policing on America’s emerging welfare state. It finds that in Detroit, after federal policies gave nativism the force of the law, local smuggling, policing, and enforcement practices branded foreign-born Europeans as illegal regardless of their legal status. During the New Deal Era, when the federal government built America’s welfare system, the stakes for belonging to the nation-state became higher than ever. In this moment of transition, local actors drew on rhetoric connecting foreigners to crime and dependence to urge federal policymakers to tie welfare benefits to citizenship. These local initiatives in Detroit and across the nation prompted the federal government to purge non-citizens from the Works Progress Administration, the new welfare program most associated with dependence and relief. Ultimately, this essay argues that a shift in national mood about foreignness in urban America took hold of the United States in the 1920s and shaped federal welfare policy by the 1930s.

AbstractThis article describes an investigation into the feasibility of using contextual reasoning to monitor and supervise the collaborative work of several knowledge workers working together on a project. Managing large and complex projects is a difficult task that requiressituational awarenessby the project manager to be able to be proactive when possible and to react correctly in the presence of events. In complex projects, effective oversight of the project personnel and the progress of the project are essential in ensuring that project objectives are met. This is especially true of projects that require contributions from various experts, whose interaction may be limited to a Web-based collaborative tool. Such oversight is typically the job of a project manager who is tasked with avoiding cost overruns, shipment delays, and ensuring product effectiveness. We utilizecontext-based reasoningandcontextual graphsas the tools of choice for implementing an agent that emulates the function of a competent project manager. We use rocket design and manufacture as the domain to evaluate our technique. We use a public domain rocket design software package developed by the National Aeronautics and Space Administration as a guide to the domain. The article describes the investigation, its results, and the related works in a collaborative design project.

Meta-reviews of the implementation literature have constantly bemoaned a lack of theory in this area. This is partially a function of the policy sciences having inherited a tradition of descriptive work in public administration, a historical phenomenon exacerbated by the more recent addition to this corpus of an equally atheoretical set of works in public management. As a result, the study of policy implementation within the policy sciences remains fractured and largely anecdotal, with a set of proto-theories competing for attention – from network management to principal–agent theory, game theory and others – while very loose frameworks like the ‘bottom-up vs. top-down’ debate continue to attract attention, but with little progress to show for more than 30 years of work on this subject. This article argues the way out of this conundrum is to revisit the subject and object of policy implementation through the lens of policy process theory, rather than appropriating somewhat ill-fitting concepts from other disciplines to this area of fields of study. In particular, it looks at the recent synthesis of several competing frameworks in the policy sciences – advocacy coalition, multiple streams and policy cycle models – developed by Howlett, McConnell and Perl and argues this approach, hitherto applied only to the ‘front end’ activities of agenda setting and policy formulation, helps better situate implementation activities in public policy studies, drawing attention to the different streams of actors and events active at this phase of public policy-making and helping to pull implementation studies back into the policy science mainstream.

Objective The purpose of this paper is to present the progress and trends of the literature on art as an investment and to outline potential research lines to be developed. Design/methodology/approach This work gathers, analyses and critically discusses the attributes of investments in art in general, and in Latin American art in particular. Findings Most studies report that art (art in general, and Latin American in particular) has offered relatively low but positive real returns, which have tended to be below those offered by stocks and similar to those realized by bonds. Art has a low correlation with other investments. Research limitations and implications The literature on the attributes of Latin American art as an investment is limited and new research would help to close the knowledge gap with respect to this segment of the art market as it continues to grow. Practical implications Similarly to the research carried out into other segments of the art market, studies on Latin American art suggest that the works of art are worth more, ceteris paribus: the more renowned the artist, the larger the work, whether they were executed in oil, and if they were auctioned at Sotheby’s or Christie’s. The paper also details a series of practical implications for those who participate in the art market. Originality/value To the best of the authors’ knowledge, this is the first exhaustive review of the literature on the attributes of Latin American art as an investment. The findings of this study are useful for academics, art collectors, auction houses, gallerists and others who take part in the arts market.

Background/Context Unlike the situation nationally where desegregation progress is faltering, the school district in Rock Hill, South Carolina, has recently undertaken measures to increase balance in pupil assignment despite considerable local opposition to these measures and the absence of a court order requiring the district to do so. Moreover, while other districts that are also pursuing desegregation increasingly rely on voluntary strategies such as magnets, the Rock Hill school district has relied more on adjusting the boundaries of mandatory attendance zones. This article investigates the conditions and developments that facilitated the school district's voluntarily increasing its desegregation efforts through the use of mandatory strategies. In so doing, the article expands upon our previous work that raises the possibility of a new politics of school desegregation. Purpose/Objective/Research Question/Focus of Study The purpose of this essay is to clarify the meaning of voluntary desegregation; to understand the political, demographic, and other conditions that affected desegregation efforts in Rock Hill; and to relate these conditions to broader issues such as the changed (since the civil rights era) relationship between the federal government and local school districts on issues involving desegregation, the relative merits of race- versus class-based public policy, citizen participation in desegregation planning, and the Supreme Court's consideration of voluntary desegregation. Setting Rock Hill, South Carolina Research Design Case study Conclusions/Recommendations We find that Rock Hill's school desegregation efforts were facilitated by a change in school board elections, the current relatively loose coupling of policy venues on issues involving desegregation, the overlap between the interests of Blacks and working-class Whites in the development of a high school reassignment plan, citizen participation in desegregation planning, and effective leadership from the district's administration. The findings from this case study suggest that in some situations class-based public policy is more effective than race-based public policy, but they also caution equally strongly against making any sweeping claims for the generic effectiveness of class-based public policy. The findings also suggest why and how, contrary to the situation in the civil rights era, the workings of local politics in southern school districts may currently be consistent with the pursuit of school desegregation, not antithetical to it. Because of this consistency, a Supreme Court ruling against voluntary desegregation may be viewed as undermining not only the pursuit of equality of opportunity, but also the democratic ideal of popular sovereignty.

The study of liquor provides an opportunity for re-examining relations between states and economies. Recent works in European social history have shown that liquor occupies an ambiguous space between economic, social and cultural production while studies of liquor in colonial Africa repeatedly raise the problem of how economic freedoms pertaining to liquor were constructed in relation to the perceived character of persons in society. More specifically, the notion of ‘European liquor’ in colonial discourse suggests that the liquor of colonial masters should be aspired to. ‘European liquor’ was repeatedly contrasted to indigenous brews of lower alcoholic content that were pronounced to be uncivilized and primitive. It implied that drinkers of sorghum beer, palm wine and other beverages fermented from African grains and fruits would progress to the ‘superior’ beverages of their colonial masters. Critically, it assumed that transition to the higher alcoholic content required the discipline of ‘European’ lifestyles. Gradualism, however, often gave way to expediency. Colonial regimes repeatedly set aside fears of the effect of ‘foreign’ liquor on African subjects in the interest of revenue and political gains. The importation of gin by the colonial authority in Ghana provided the regime with revenue for its administration; in colonial Nigeria and elsewhere, liquor was used by the state as a means of winning allies among chiefs.

Type-1 Diabetes is a chronic auto-immune disorder featured by the disability of human body to produce insulin, an enzyme helps to digest carbohydrates. Insulin works with the take-up of glucose from the circulatory system into cells. Without sufficient insulin, glucose aggregates in the blood, prompting hyperglycemia. Uncontrolled hyperglycemia, whenever left untreated, can bring about dangerous intricacies, which can harm the vital organs. Managing type-1 diabetes presents huge difficulties for impacted people, as it requires a sensitive equilibrium of insulin administration, sugar consumption, active work, and cautious observing of blood glucose levels. Despite the progress made in type-I diabetes management, challenges persist. Achieving optimal blood glucose control remains elusive for many individuals. Understanding the complex interplay between these variables and their impact on blood glucose regulation is vital for emerging more effective treatment strategies. Accurate and timely prediction of glucose level plays a critical role in the effective management of diabetes. Through this paper we aim at investigating the impact of multiple inputs on forecasting of glucose level in individuals with type-1 diabetes by means of deep learning techniques. In our paper, we use the Long-Short-Term-Memory (LSTM) network to study the forthcoming blood glucose pattern when various combinations if inputs, previous blood glucose reading, insulin administrated and carbohydrate intake are provided as inputs. We used the ShanghaiT1DM dataset for the study.

It becomes obvious that the critical problem of the governments in Nigeria is centred on how to sustain and maintain the territorial integrity of the country since we attained independence in 1960. The problem is traceable to the ethno-pluralistic and socio-cultural diversities among the various components that constitute the federal state. The British administration had profound influence on spatial imbalance and dualistic pace of the economy such that the country is polarized into poor rural, agricultural, disadvantaged on the one hand and urban, affluent, industrial and commercial on the other. The paper aimed at assessing the measures being adopted by successive governments in Nigeria towards national integration and stability in the midst of tribal, religious, and cultural differences. One made use of secondary information from official gazettes, journals, national dailies, literatures and research works. It was discovered that integrative measures such as adopting federal system of government, the issue of federal character, establishment of National Youth Service Corps (NYSC), and creation of more States and local governments have not yielded much improvements and achievement of maintaining unity, peace and progress. Instead, there has been political violence, ethnic clash, religious intolerance, civil unrests, armed robbery, leading to insecurity of life and properties. On this note, one recommends among other things an advocacy for holding national conference or referendum where rightful thinking stakeholders, elder-statesmen, political leaders and trade unions would put heads together and champion a new course for Nigeria to progress. Moreover, there should be social justice in the distribution and allocation of national resources to regions in the country without discrimination either on the ground of political, religious or tribal affiliations. The derivative principle should be strictly adhered to, such that wealth and mineral producing areas should have proportionate share of the national income. Finally, we should sink all differences in the country and allow democratic government to reign supreme in order to make Nigeria takes her rightful position in the world.
