The focus of this article is young women aged 16–17 years who, while in State care in New South Wales gave birth, and from whom the child was then removed by the same department that is responsible for the mother's care. This topic is rarely examined due to two constraints. One is the lack of available data about the incidence of events of this kind. The second is the confidentiality provision in the New South Wales Children and Young Persons (Care and Protection) Act 1998 which defines the Children's Court as a closed court and prohibits the reporting of identifiable case information.As a consequence much of this article is based on the authors' direct observation of cases involving young women of this age that they have encountered while undertaking professional duties in the Children's Court. The article also explores the further issue of the adoption of children removed from mothers who are still in State care.Because of the lack of data this article can be classified as an opinion piece which attempts to raise awareness about an important care issue. The article has a New South Wales focus but the authors expect that the same concerns are echoed in other Australian states and territories.

Justice Carolyn Simpson had a judicial career spanning a quarter of a century – the longest serving of any of the Supreme Court of New South Wales’ women judges. In this article, we critically examine both the image projected at Justice Simpson’s elevation to the Court in 1994 and the legacy crafted about her upon her retirement. As we move forward into a new century of Australian women in law, these speeches reveal much about women’s changing place within the legal profession, but also demonstrate disappointing continuity in terms of the obstacles faced by women.

Administrative data on foster carers in New South Wales (NSW) are sadly lacking. Based on research commissioned by the NSW Department of Community Services, this paper uses the Australian Bureau of Statistics Census of Population and Housing and other data to provide up-to-date information on the characteristics of foster carers and the demographic trends that are influencing their numbers. Census data indicate that foster carer families are most likely to contain women aged 35–54 years, not in the labour force. Couples account for two-thirds of all foster carers, with the majority of those couples also caring for birth children. While single parents account for less than one-fifth of all foster carers, they are more likely to foster than couples, either with or without birth children. Higher rates of fostering were found in relatively disadvantaged areas. Projected increases in female labour force participation are expected to contribute to a decline (or to slower growth) in the number of foster carers over the next decade. However, projected increases in sole parent families and couples without children are expected to have the opposite effect. The relative magnitude of these effects was not ascertained.

Centred on the slavery trial “Crown vs. Rungnapha Kanbut” heard in Sydney, New South Wales, between 10 April and 15 May 2019, this article seeks to frame the figure of the “Mother Tac” or the “mother of contract”, also called “mama tac” or “mae tac”—a term used amongst Thai migrants to describe a woman who hosts, collects debts from, and organises work for Thai migrant sex workers in their destination country. It proposes that this largely unexplored figure has come to assume a disproportionate role in the “modern slavery” approach to human trafficking, with its emphasis on absolute victims and individual offenders. The harms suffered by Kanbut’s victims are put into context by referring to existing literature on women accused of trafficking; interviews with Thai migrant sex workers, including Kanbut’s primary victim, and with members from the Australian Federal Police Human Trafficking Unit; and ethnographic field notes. The article unveils how constructions of both victim and offender, as well as definitions of slavery, are racialised, gendered, and sexualised and rely on the victims’ subjective accounts of bounded exploitation. By documenting these and other limitations involved in a criminal justice approach, the authors reveal its shortfalls. For instance, while harsh sentences are meant as a deterrence to others, the complex and structural roots of migrant labour exploitation remain unaffected. This research finds that improved legal migration pathways, the decriminalisation of the sex industry, and improved access to information and support for migrant sex workers are key to reducing heavier forms of labour exploitation, including human trafficking, in the Australian sex industry.

Resumen
Female genital cutting (FGC) or, more controversially, female genital mutilation, has motivated the implementation of legislation in many English-speaking countries, the product of emotive images and arguments that obscure the realities of the practices of FGC and the complexity of the role of the practitioner. In Australia, state and territory legislation was followed, in 2015, with a conviction in New South Wales highlighting the problem with laws that speak to fantasies of ‘mutilation’. This article analyses the positioning of Islamic women as victims of their culture, represented as performing their roles as vehicles for demonic possession, unable to authorize agency or law. Through a perverse framing of ‘mutilation’, and in the case through the interpretation of the term ‘mutilation’, practices of FGC as law performed by women are obscured, avoiding the challenge of a real multiculturalism that recognises lawful practices of migrant cultures in democratic countries.

Pregnant women involved with statutory child protection services could be considered hidden in society or ‘silenced’ due to the lack of published evidence on whether state intervention with this group is beneficial. Scholars continue to call for research exploring the experience of at-risk pregnant women, in particular, for research that examines the impact of prenatal state involvement on outcomes for newborn babies, their mothers, and their significant others such as fathers, partners, families and communities. This study describes a researcher’s experience of attempting to recruit a purposeful sample of women who were the subject of an unborn child high risk birth alert in New South Wales, Australia. Short Message Service mobile telephone messages were utilised to invite participation via an opt-in approach, as a means to hear women’s experiences of the services they received while pregnant with their last child. From a population of eighty-nine, the strategy recruited only two participants. By describing the process undertaken to recruit a non-biased sample of at-risk women to a qualitative research study, future researchers may be able to deploy recruitment strategies that enable and encourage at-risk women to participate in research, in turn, allowing us to hear their voices.

The links between social constructions of sexuality and gender are theoretically and politically problematic. A contemporary social movement understanding of violence against gay men and lesbians as ‘homophobic’ suggests a solid basis for coalitionist action. But important aspects of the imposition of gender conformity are a common thread in the experience of female, male and transsexual victims and the motives of perpetrators. Detail of violent and hostile incidents is drawn from two Australian studies: Victorian research on the experiences of 75 lesbians and a New South Wales study of 74 homicides with anti-homosexual motives. Violent acts commonly reflect the hatred and stigma felt towards women and men whose sexuality falls outside of acceptable gendered boundaries. Additionally, this research signals the importance of violence and harassment for the attainment and protection of a masculine identity among perpetrators, and the significance of gender in ways that call for a new understanding of ‘homophobia’ as a socially widespread phenomenon.

Purpose – There exists no detailed account of the 40 Australian women teachers employed within the “concentration camps” established by British forces in the Orange River and Transvaal colonies during the Boer War. The purpose of this paper is to critically respond to this dearth in historiography. Design/methodology/approach – A large corpus of newspaper accounts represents the richest, most accessible and relatively idiosyncratic source of data concerning this contingent of women. The research paper therefore interprets concomitant print-based media reports of the period as a resource for educational and historiographical data. Findings – Towards the end of the Boer War in South Africa (1899-1902) a total of 40 Australian female teachers – four from Queensland, six from South Australia, 14 from Victoria and 16 from New South Wales – successfully answered the imperial call conscripting educators for schools within “concentration camps” established by British forces in the Orange River and Transvaal colonies. Women’s exclusive participation in this initiative, while ostensibly to teach the Boer children detained within these camps, also exerted an influential effect on the popular consciousness in reimagining cultural ideals about female teachers’ professionalism in ideological terms. Research limitations/implications – One limitation of the study relates to the dearth in official records about Australian women teachers in concentration camps given that; not only are Boer War-related records generally difficult to source; but also that even the existent data is incomplete with many chapters missing completely from record. Therefore, while the data about these women is far from complete, the account in terms of newspaper reports relies on the existent accounts of them typically in cases where their school and community observe their contributions to this military campaign and thus credit them with media publicity. Originality/value – The paper’s originality lies in recovering the involvement of a previously underrepresented contingent of Australian women teachers while simultaneously offering a primary reading of the ideological work this involvement played in influencing the political narrative of Australia’s educational involvement in the Boer War.

In the following paper I will analyse three key themes characteristic of the life and work of Marisha Márkus. This paper was originally read for a conference on her work at the time of her farewell from the University of New South Wales in 2002. Success, Needs and Decency are signature themes that percolate through her work. Under the theme of success I turn to central ideas in her early sociology of women and to the meaning of success in the world of the life of women. This theme has a particular existential theme for Marisha, who nursed her eldest son Gyuri for the last 30 years of her life. The concept of radical needs was a central concept of the work of the Budapest School. Marisha’s relatively less well-known interpretation of needs is arguably the most fully democratic reading of this theme that came to be better known in the work of Agnes Heller. I finally turn to the concept of decency, which for Márkus adds value to the key ideal of civil society that became so important in the transition of so-called socialist societies during the collapse of the communist regimes in the Eastern bloc.

This qualitative study illuminates a controversial perspective of sex work arguing that it should be treated as a legitimate occupation. The article draws on a series of interviews with sex workers, social workers and experts working in areas of support for sex workers in Sydney, New South Wales. Sex workers, social workers and experts’ perception is that sex work was perceived as empowering for sex workers. Contrary to the common images of sex workers as drug users, victims of violence or glamorous women, most of the sex workers in this study did not fit any of the common stereotypes. Sex workers also preferred to obtain support from other sex workers rather than more ‘powerful’ professionals. These findings have implications for social work and appear to demand greater support for opportunities for sex workers to have peer-to-peer interactions and support and understanding from professionals to provide them optimal support if they wanted to remain in the sex industry.

Background: In Western countries, middle-aged women are more vulnerable to breast cancer. Globally, almost a million new cases were identified in 1998. One in 12 women in England and Wales will get the disease at some point.1 Even 5,000 years after it was first reported, the etiology of breast cancer is still unclear, and effective preventative measures are even further off. Aim: To characterize the varied ways in which breast cancer has presented itself among patients at Bahawal Victoria Hospital in Bahawalpur. Methods: This investigation employed a descriptive case series research design. This research was conducted at Bahawal Victoria Hospital's Surgery Department in Bahawalpur (Pakistan). From March 13th, 2020 through March 12th, 2021, the study was conducted (12 months). With their assent, 100 women with definite cases of breast cancer were enrolled in the study. Results: Cancer of the breast most commonly affected women between the ages of 31 and 50 (59%). Seventy-six patients arrived from the outlying rural areas of Bahawalpur and the neighboring districts. Only 18 patients had completed high school after 10 years and 5 patients were discovered to be college graduates. The single rate was 12%, with 12 patients. Eighty-one percent of patients reported having a breast lump. 56% of breast cancers involve the left breast, while 43% involve the right. One patient alone had breast cancer that had spread to both of her breasts. Illness duration varied from 1 month to 5 years. Stage III was the most prevalent presentation, with 46 instances, and Stage IV was the least common, with 16 patients. Practical implication Community based effective awareness and prompt screening programme will improve better outcomes in breast cancer management. Conclusion: Breast cancer is very common cancer in the females, and most commonly it presented as a lump in the breast, because of some social aspects, lack of awareness, poverty, no proper screening programs and above all the fear of diagnosis, females try to hide this problem and often it presented at late and more advance stage. In the devolved legislative assemblies of Scotland and Wales the proportion of women representatives is approaching parity. This is in marked contrast to Westminster where one in five MPs are women. In this paper we explore the extent to which the masculinist political cultures characterising established political institutions are being reproduced in the National Assembly for Wales or whether its different gendering, both in the numbers of women representatives and in terms of its institutional framework, is associated with a more feminised political and organisational culture. Drawing on interviews with half the Assembly Members, women and men, we show that the political style of the Assembly differs from that of Westminster and that Assembly Members perceive it as being more consensual and as embodying a less aggressive and macho way of doing politics. AMs relate this difference to the gender parity amongst Assembly Members, to the institutional arrangements which have an ‘absolute duty’ to promote equality embedded in them, and to the desire to develop a different way of doing politics. We suggest that the ability to do politics in a more feminised and consensual way relates not only to the presence of a significant proportion of women representatives, but also to the nature of the institution and the way in which differently gendered processes and practices are embedded within it. Differently gendered political institutions can develop a more feminised political culture which provides an alternative to the masculinist political culture characterising the political domain.

Objectives This study aims to determine the association of two versus three year screening intervals with the likelihood of detection of a high-grade cervical abnormality and cervical cancer. Methods Data were obtained from the New South Wales (NSW) Papanicolaou (Pap) Test Register (PTR) and NSW Central Cancer Registry (CCR). Subjects were human papillomavirus (HPV) unvaccinated women aged 20-69 years who had a minimum of two Pap tests with a negative result at their first recorded Pap test (n = 1,213,295). Logistic regression was used to determine the association between screening interval and the likelihood of: (1) a cytological prediction of high-grade abnormality, defined as cervical intraepithelial neoplasia (CIN) 2 or greater; (2) a histologically confirmed high-grade abnormality; (3) a cytological prediction of cervical cancer and (4) a confirmed diagnosis of cervical cancer, controlling for potential confounders of age and socioeconomic status (SES) of area of residence. Results For each year increase in the screening interval, the odds of a histologically confirmed high-grade abnormality increased significantly in women aged 20-29 years (odds ratio [OR] 1.24, 95% confidence interval [CI] 1.20-1.28) and in women aged 30-49 years (OR 1.11, 95% CI 1.06-1.16), but not in women aged 50-69 years (OR 1.08, 95% CI 0.89-1.32). Similar results were observed for cytologically detected high-grade abnormalities. The screening interval was significantly and positively associated with a cytological prediction of cervical cancer (OR 1.40, 95% CI 1.28-1.54) and a confirmed cervical cancer diagnosis (OR 1.66, 95% CI 1.33-2.07) in women aged 20-69 years. We estimate that if the screening interval were increased from two to three years, and the number of women participating in triennial screening participation was the same as for biennial participation in NSW, then 267 (95% CI 186-347) extra cases of high-grade abnormalities would be detected annually by cytology and 225 extra cases (95% CI 160-291) confirmed by histology, mostly confined to women aged 20-49 years. Equivalently, 2.3 (95% CI 1.8-2.8) and 1.9 (95% CI 1.5-2.4) extra cases of high-grade cytology and histology, respectively, would be expected per 1000 women with initially negative cytology if the screening interval were extended from two to three years. Conclusion Increasing the cervical screening interval from two to three years would be expected to significantly increase the odds of detection of a high-grade abnormality for NSW women aged 20-49 years and cervical cancer for NSW women aged 20-69 years. Accordingly, our study provides evidence in support of retaining the recommended cervical screening interval at two years for HPV unvaccinated, well women.

AbstractRural criminological literature on lethal domestic violence and feminist historical research on the patriarchal judgment of women accused of killing male intimate partners (IPs) have developed a dystopic image of the past for nonurban women. This paper questions that impression by asking whether women were more likely than men to be convicted of IP murder, and whether rural women were treated more harshly than urban women. Through quantitative analysis of 221 IP murder trials in New South Wales, 1901–1955, plus four representative case studies, it reveals that women tried for IP murders in rural areas were treated more leniently than their urban counterparts and significantly less harshly than male perpetrators of IP homicide. This paper demonstrates how historical criminological analysis of illustrative qualitative evidence, grounded in quantitative data on locational distinctions, can expose significant variations over time and place in the fate of abused women prosecuted for IP homicide.

While there has been extensive research on the health and social and emotional well-being (SEWB) of Aboriginal women in prison, there are few qualitative studies where incarcerated Aboriginal women have been directly asked about their health, SEWB, and health care experiences. Using an Indigenous research methodology and SEWB framework, this article presents the findings of 43 interviews with incarcerated Aboriginal women in New South Wales, Australia. Drawing on the interviews, we found that Aboriginal women have holistic conceptualizations of their health and SEWB that intersect with the SEWB of family and community. Women experience clusters of health problems that intersect with intergenerational trauma, perpetuated and compounded by ongoing colonial trauma including removal of children. Women are pro-active about their health but encounter numerous challenges in accessing appropriate health care. These rarely explored perspectives can inform a reframing of health and social support needs of incarcerated Aboriginal women establishing pathways for healing.

AbstractThe struggle by women workers has largely been overlooked in the historiography of trade unions in South Africa during apartheid. This article analyses the strategies of the National Union of Textile Workers (NUTW) to end wage discrimination against women as part of the struggle against poverty wages in the South African textile industry during the last years of apartheid, c.1980 to 1987. The first South African equal pay legislation came into force in 1981, covering the minimum wages of just a small number of the workforce; it was not until 1984 that legislation set minimum wages for all workers. Before the legal reform, new domestic and foreign political opportunities helped the NUTW to create new mobilization structures and offered possibilities to connect levels of scale and make local action visible at home and abroad. Global framing of wage equality combined with a translocal repertoire was used in the cases of multinational companies to make relevant connections between levels of scale (international, transnational, national, and local) to add to the visibility of the violations. After the reform of labour legislation in South Africa, the union made reference to domestic legislation, but translocal activism remained important in bringing foreign companies to the local negotiating table. Drawing on these cases, the NUTW developed a national strategy to make wage setting more transparent across the entire industry, adding to the visibility of all forms of wage discrimination.

Background: A prospective, cross-sectional study was undertaken of pregnant women attending antenatal services in the remote far west of New South Wales, Australia, between October 2004 and May 2006. Of 420 eligible women, 218 (52%) participated in the study. Six women (2.7%; 95% CI: 1.0–5.9) tested positive for Chlamydia trachomatis. The prevalence among pregnant, Indigenous women (n = 44) was 9.1% (95% CI: 2.5–21.7). Infection was significantly associated with Indigenous status (P = 0.003) and self-perceived risk for chlamydia (P = 0.05). Pregnant Indigenous women in remote areas may be at higher risk for chlamydia and targeted screening of this group should be considered.

Background: Over the last decade, significant advances have occurred in the area of chlamydia diagnostics. The relative frequency of different testing methods employed in the diagnosis of Chlamydia trachomatis infection in New South Wales has not been previously reported. Methods: Testing methods—both laboratory method and specimen type—employed in the diagnosis of chlamydia cases notified in New South Wales between 1999 and 2002 were collated from Health Department records. Results: During a period of increasing notifications, the proportion of men diagnosed with C. trachomatis using nucleic acid tests (NATs) increased from 36% in 1999 to 90% in 2002. Among women, the proportion diagnosed using NATs increased from 42% in 1999 to 92% in 2002. Urine samples were consistently used in the diagnosis of two-thirds of the men, and one-third of the women. Conclusion: Between 1999 and 2002, a rapid shift towards NATs for genital C. trachomatis took place in New South Wales.

Objectives: To determine the prevalence of mental illness among prisoners in New South Wales (NSW), Australia. Method: Mental illness was examined in two NSW prisoner populations: (i) new receptions to the correctional system; and (ii) sentenced prisoners. Reception prisoners were screened at four male centres and one female centre in NSW. The sentenced population was randomly selected from 28 correctional centres across the state. Reception prisoners were screened consecutively whenever possible while the sentenced group was randomly selected as part of the 2001 Inmate Health Survey. We adopted the same instrument, Composite International Diagnostic Interview – Auto (CIDI-A), for diagnosing mental illness as used in the Australian National Survey of Mental Health and Wellbeing. Results: Overall, 43% of those screened had at least one of the following diagnoses: psychosis, anxiety disorder, or affective disorder. Reception prisoners suffered from mental illness to a greater extent than sentenced prisoners (46% vs. 38%). Women had higher levels of psychiatric morbidity than men (61% vs. 39%). Nine percent (9%) of all prisoners had experienced psychotic symptoms (due to any cause) in the prior 12 months. Twenty percent (20%) of all prisoners had suffered from at least one type of mood disorder and 36% had experienced an anxiety disorder. Posttraumatic stress disorder was the most common disorder, diagnosed in 26% of receptions and 21% of sentenced prisoners. Conclusions: These findings confirm that prisoners are a highly mentally disordered group compared with the general community. Given the high prevalence of mental illness identified by this study, it is essential that prison mental health services be adequately resourced to address the demand and, at minimum, ensure that mental health does not deteriorate during incarceration.

BackgroundLow rates of suicide in older men and high rates in young women have been reported in the South Asian diaspora worldwide. Calculating such suicide rates in the UK is difficult because ethnicity is not recorded on death certificates.AimsTo calculate the South Asian origin population suicide rates and to assess changes over time using new technology.MethodSuicide rates in England and Wales were calculated using the South Asian Name and Group Recognition Algorithm (SANGRA) computer software.ResultsThe age-standardised suicide rate for men of South Asian origin was lower than other men in England and Wales, and the rate for women of South Asian origin was marginally raised. In aggregated data for 1999–2003 the age-specific suicide rate in young women of South Asian origin was lower than that for women in England and Wales. The suicide rate in those over 65 years was double that of England and Wales.ConclusionsOlder, rather than younger, women of South Asian origin seem to be an at-risk group. Further research should investigate the reasons for these changes and whether these patterns are true for all South Asian origin groups.

New Africans also broadcast marital narratives as political discourses of race-making and nation-building. Through close readings of neglected press sources and memoirs, this article examines this political interpolation of private life in public culture. Women’s writing about the politics of marriage provides a lens onto theorizations of their personal and political ideals in the 1930s and 1940s, a period in which the role of women in nationalist public culture has generally been dismissed as marginal by scholars.

During the 1990s the management of forests in British Columbia (Canada) and New South Wales (Australia) underwent many changes. For most of the decade the governments in both of these political jurisdictions were more socially and environmentally aware than their immediate predecessors. They were, however, far short of what many environmental and social activists desired. The New Democratic Party in British Columbia, led to government by Mike Harcourt, and the Australian Labor Party in New South Wales led by Bob Carr, may both be described as ‘centre-left/light-green’ in their political persuasions. This paper develops the regulation approach to explore the achievements, the potential and the limitations of these governments in the area of forest politics. It is argued that these governments implicitly adopted a progressive neopluralist approach to forest politics and attempted to manage environmental conflict by securing the agreement of many diverse interest groups. The experience of these two governments raises questions about the potential and limitations not just of the particular governments, but of a progressive neopluralist political strategy to achieve sustainable forest management.

Background: Following a small pilot study in 2003, a study was set up to determine the prevalence of genital Chlamydia trachomatis infection in young women presenting to Family Planning NSW centres across New South Wales and to evaluate the characteristics of those infected. Methods: A cross-sectional survey of 621 consecutive women aged from 16 to 24 years was carried out over a 3-month period in 2004 at five Family Planning NSW centres. Urine samples were tested for C. trachomatis using the polymerase chain reaction (PCR) method. Women with a positive result were reviewed and treated. Results: Of 925 eligible clients, 621 (67%) were recruited to the study. Chlamydia trachomatis was detected in 35 of the 621 recruits (5.6%, 95% CI 3.8–7.4). The prevalence at the Hunter centre was significantly higher than the combined prevalence at the other four participating centres (9.7% compared with 3.9%; P = 0.008). Two characteristics were identified as independent predictors of infection in this study: ‘reporting a recent change of partner in the past three months’ (crude odds ratio (OR) 3.33, 95% CI 1.67–6.64) and ‘reporting three or more partners in the past year’ (crude OR 3.69, 95% CI 1.83–7.46). Reported condom use, a history of one or more sexually transmissible infections and current combined oral contraceptive pill use were not associated with infection in this study. Conclusions: The prevalence of C. trachomatis infection is sufficiently high to support targeted testing of 16–24-year-old women in the Family Planning NSW setting and informs the development of a national screening strategy.
