Resumen
Intrigued by the observation that enduring, task-based water treaties have, surprisingly, emerged within protracted conflict settings that lock the riparians in a deadly embrace, I constructed an interdisciplinary theoretical framework to explain the causes of riparian conflict, and the conditions for riparian conflict resolution. Drawing on the literature from international relations, comparative politics, resource economics and public choice theory, I explain how the constraints posed by ecological forces in a conflict setting, and the political opportunities presented by a particular economic-developmental context shape the decisions of policymakers during the negotiation process that precedes regime emergence.
Next, a model is developed that first illustrates the causal pathways among five independent variables, (water scarcity mode, critical environmental threshold, riparian position, state power profile and sustainable development of water resources); three contextual variables, (conflict setting, economic-developmental level, economic-developmental crisis) and the dependent variable of riparian conflict. The pathway is then extended with the addition of two more contextual variables (negotiation structure and strategy) to explain the second dependent variable of regime emergence. Eight hypotheses are then theoretically derived and tested with specifics from four cases covering both developing and developed state riparian conflicts within protracted and non-protracted settings. The Middle East, South Asian, and North American regions are thus studied.
It was evident that the degree of water scarcity has either conflict enhancing or conflict mitigating properties depending upon the patterns of interaction among the variables. Both contextual variable clusters had theoretically significant effects on the nature of the regime. I inferred that the state formation dynamic influenced the economic-developmental context in which water policy is formulated and shaped the domestic configuration of water interests. It appears that the influence of rent-seeking groups opposed to a transboundary water treaty wax and wane once critical environmental thresholds, which aggravate or cause an economic-developmental crisis, are exceeded (especially in the most powerful state). This, along with other economic, international and geographic factors, ultimately, alters the preferences of the policymakers to enable compromise at the international level. A state's institutional capacity to adopt a more sustainable water usage pattern is also relevant in this regard.

This thesis is an inquiry regarding the interconnections between water scarcity, geopolitics, resource management, and the strategies for developing effective ways to resolve conflict and encourage sustainable water resource use in developing countries. The ecological services of trans-boundary rivers are explored in conjunction with the potential impacts to freshwater availability due to economic modernization, water resource development, and decision making regimes that determine how water is allocated among competing users. Anthropogenic stressors that induce water scarcity and the geopolitical mechanisms of conflict are studied. A discourse on the creation and functional extent of global and localized water ethics is investigated, emphasizing the importance of perceptual dispositions of water users in understanding the value of trans-boundary river basins.

South Africa's water resources are unequally distributed over space and time to a high degree and our already stressed water resources situation will only be exacerbated by climate change if current predictions are correct. The potential for conflict over increasingly strained water resources in South Africa is thus very real. In order to deal with these complex problems national legislation is demanding that water resource management be decentralized to the local level where active participation can take place in an integrated manner in accordance with the principles of IWRM. However, administrative and political boundaries rarely match those of catchments as, throughout South Africa, rivers have been employed extensively to delineate administrative and political boundaries at a number of spatial scales. The aim of this research is to determine if rivers act as dividing or uniting features in a socio-political landscape and whether topography will influence their role in this context. By considering sections of the Orange-Senqu River, some of which are employed as political or administrative boundaries, this project furthermore aims to consider the implications of this for catchment management in South Africa. South Africa's proposed form of decentralized water management will have to contend with the effects of different topographies on the way in which rivers are perceived and utilized. The ability of a river to act as a dividing or uniting feature is dependent on a number of interrelated factors, the effects of which are either reduced or enhanced by the topography surrounding the river. Factors such as the state of the resource, levels of utilization, local histories and the employment of the river as a political or administrative border are all factors that determine the extent to which a river unites or divides the communities along its banks, and are all influenced by topography. The implications of this for the management of catchments in South Africa are significant. Local water management institutions will have to contend with a mismatch in borders and in many cases bridge social divides that are deeply entrenched along the banks of rivers. Importantly, the need for a context specific approach to catchment management is highlighted.

The inter-scalar interaction of norms is pervasive in African hydropolitics due to the nature of freshwater on the continent – shared, strategic and that which necessitates cooperation. However, with few exceptions, particular norms created at specific levels of scale have been researched in isolation of those existing at other levels. It is argued that this exclusionary approach endangers the harmonised and integrated development of international water law and governance, producing sub-optimal cooperative strategies. The notable contributions of Ken Conca and the Maryland School’s research on the contestation of norms occurring at different levels of scale, and Anthony Turton’s Hydropolitical Complex (HPC), will be examined through a Constructivist theoretical lens, in terms of their applicability to furthering an understanding of multi-level normative frameworks. Through the use of the Orange-Senqu River basin, and the Nile Equatorial Lakes sub-basin (NELSB) as case studies, it is argued that norm convergence is possible, and is occurring in both case studies analysed, although to varying degrees as a result of different causal factors and different biophysical, historical, socio-political and cultural contexts. This is demonstrated through an examination of regional dynamics and domestic political milieus. Notwithstanding their varying degrees of water demand, Orange-Senqu and NELSB riparians present fairly different political identities, each containing existing constellations of norms, which have affected the ways in which they have responded to the influence of external norms, how the norm is translated at the local level and to what extent it is incorporated into state policy. In so doing, the interface between international norms and regional/domestic norms will be explored in an attempt to understand which norms gain acceptance and why. It is therefore advocated that a multi-level interpretation of norm development in Africa’s hydropolitics is essential to an understanding of the interconnectedness of context, interests and identities. Each level of scale, from the international to the subnational, give meaning to how norms are translated and socialised, and how they in turn, transform contexts.

In recent years, there has been increasing realisation that resource based conflicts constitute one of the most salient threats to the survival of mankind, namely, water. In particular, the fundamental link between water and security can no longer be ignored given the indispensable role of water in the sustenance of human life as well as crucial sectors of agriculture and industry. Since the flow of water does not respect political boundaries, co-operation in the utilisation of dwindling supplies remains the most sustainable option for the future in an era of ecological interdependence. This thesis endeavours to investigate the impact of water as a security issue on the Middle East peace process. This is done within the theoretical framework that is provided by the schools of complex interdependence and new security studies. With the demise of the cold war, and the emergence of an expanded security agenda, water is an important non-military threat especially in the Middle East region. However, even with an expanded security agenda, the case of the Middle East suggests that it remains difficult to discard the hierarchy of security issues advocated by the Realists. The ongoing debate between the schools of complex interdependence and Realism is instructive in determining whether co-operation over water issues, considered "low" politics, is attainable in the absence of resolving "high" politics concerns of territory and security. Given its profound security implications for the Middle East region, water has been accorded a central role in both the bilateral and multilateral peace negotiations. In the context of water scarcity, and rising demographic patterns, the role of water as a facilitator of regional co-operation remains critical. However, for multilateral co-operation over water resources to become a tangible reality, it is the contention of this thesis that both "low" politics issues of water and "high" polities concerns of territory as well as security must be addressed simultaneously.

Water is recognised as a key driver for social and economic development in the Zambezi basin. The basin is riparian to eight southern African countries and the transboundary nature of the basin’s water resources can be viewed as an agent of cooperation between the basin countries. It is possible, however, that the same water resource can lead to conflicts between water users. The southern African Water Vision for ‘equitable and sustainable utilisation of water for social, environmental justice and economic benefits for the present and future generations’ calls for an integrated and efficient management of water resources within the basin. Ensuring water and food security in the Zambezi basin is, however, faced with challenges due to high variability in climate and the available water resources. Water resources are under continuous threat from pollution, increased population growth, development and urbanisation as well as global climate change. These factors increase the demand for freshwater resources and have resulted in water being one of the major driving forces for development. The basin is also vulnerable due to lack of adequate financial resources and appropriate water resources infrastructure to enable viable, equitable and sustainable distribution of the water resources. This is in addition to the fact that the basin’s economic mainstay and social well-being are largely dependent on rainfed agriculture. There is also competition among the different water users and this has the potential to generate conflicts, which further hinder the development of water resources in the basin. This thesis has focused on the Zambezi River basin emphasising climate variability and climate change. It is now considered common knowledge that the global climate is changing and that many of the impacts will be felt through water resources. If these predictions are correct then the Zambezi basin is most likely to suffer under such impacts since its economic mainstay is largely determined by the availability of rainfall. It is the belief of this study that in order to ascertain the impacts of climate change, there should be a basis against which this change is evaluated. If we do not know the historical patterns of variability it may be difficult to predict changes in the future climate and in the hydrological resources and it will certainly be difficult to develop appropriate management strategies. Reliable quantitative estimates of water availability are a prerequisite for successful water resource plans. However, such initiatives have been hindered by paucity in data especially in a basin where gauging networks are inadequate and some of them have deteriorated. This is further compounded by shortages in resources, both human and financial, to ensure adequate monitoring. To address the data problems, this study largely relied on global data sets and the CRU TS2.1 rainfall grids were used for a large part of this study. The study starts by assessing the historical variability of rainfall and streamflow in the Zambezi basin and the results are used to inform the prediction of change in the future. Various methods of assessing historical trends were employed and regional drought indices were generated and evaluated against the historical rainfall trends. The study clearly demonstrates that the basin has a high degree of temporal and spatial variability in rainfall and streamflow at inter-annual and multi-decadal scales. The Standardised Precipitation Index, a rainfall based drought index, is used to assess historical drought events in the basin and it is shown that most of the droughts that have occurred were influenced by climatic and hydrological variability. It is concluded, through the evaluation of agricultural maize yields, that the basin’s food security is mostly constrained by the availability of rainfall. Comparing the viability of using a rainfall based index to a soil moisture based index as an agricultural drought indicator, this study concluded that a soil moisture based index is a better indicator since all of the water balance components are considered in the generation of the index. This index presents the actual amount of water available for the plant unlike purely rainfall based indices, that do not account for other components of the water budget that cause water losses. A number of challenges were, however, faced in assessing the variability and historical drought conditions, mainly due to the fact that most parts of the Zambezi basin are ungauged and available data are sparse, short and not continuous (with missing gaps). Hydrological modelling is frequently used to bridge the data gap and to facilitate the quantification of a basin’s hydrology for both gauged and ungauged catchments. The trend has been to use various methods of regionalisation to transfer information from gauged basins, or from basins with adequate physical basin data, to ungauged basins. All this is done to ensure that water resources are accounted for and that the future can be well planned. A number of approaches leading to the evaluation of the basin’s hydrological response to future climate change scenarios are taken. The Pitman rainfall-runoff model has enjoyed wide use as a water resources estimation tool in southern Africa. The model has been calibrated for the Zambezi basin but it should be acknowledged that any hydrological modelling process is characterised by many uncertainties arising from limitations in input data and inherent model structural uncertainty. The calibration process is thus carried out in a manner that embraces some of the uncertainties. Initial ranges of parameter values (maximum and minimum) that incorporate the possible parameter uncertainties are assigned in relation to physical basin properties. These parameter sets are used as input to the uncertainty version of the model to generate behavioural parameter space which is then further modified through manual calibration. The use of parameter ranges initially guided by the basin physical properties generates streamflows that adequately represent the historically observed amounts. This study concludes that the uncertainty framework and the Pitman model perform quite well in the Zambezi basin. Based on assumptions of an intensifying hydrological cycle, climate changes are frequently expected to result in negative impacts on water resources. However, it is important that basin scale assessments are undertaken so that appropriate future management strategies can be developed. To assess the likely changes in the Zambezi basin, the calibrated Pitman model was forced with downscaled and bias corrected GCM data. Three GCMs were used for this study, namely; ECHAM, GFDL and IPSL. The general observation made in this study is that the near future (2046-2065) conditions of the Zambezi basin are expected to remain within the ranges of historically observed variability. The differences between the predictions for the three GCMs are an indication of the uncertainties in the future and it has not been possible to make any firm conclusions about directions of change. It is therefore recommended that future water resources management strategies account for historical patterns of variability, but also for increased uncertainty. Any management strategies that are able to satisfactorily deal with the large variability that is evident from the historical data should be robust enough to account for the near future patterns of water availability predicted by this study. However, the uncertainties in these predictions suggest that improved monitoring systems are required to provide additional data against which future model outputs can be assessed.

The North Platte Natural Resources District (NPNRD) is one of 23 quasi-governmental organizations in the state of Nebraska that are organized by river basin and are responsible for the management of groundwater. Conversely, the state's surface water is governed by the Nebraska Department of Natural Resources under the system of prior appropriation. This study uses Foucauldian neoliberal governmentality and a contrasting theory of 'meandering' to explore the conflicting beliefs, perceptions and values that form the foundations of different notions of 'efficiency' as it pertains to water use and management in NPNRD while a political ecology lens is used to situate local perceptions within the regional context of the Platte River Basin. Study findings ultimately point to the remaining 'disintegration' of water governance despite the state's efforts to create legislation that seeks to merge ground and surface water management in practice.

ENGLISH ABSTRACT: Water is life. Its availability and quality directly relates to what is possible in agriculture as well as human health. In Southern Africa, water issues have become an important political agenda as a result of the droughts that the region has been experiencing. The Southern Africa Development Community (SADC), in its water protocol advises its member states to set up river basin organisations to manage transboundary rivers in Southern Africa. The aim is to encourage the sustainable use of international rivers. Sharing international rivers has proven to be a very difficult issue as shown by the voting patterns on the UN Convention on the Law of Non Navigational Uses of Transboundary Rivers and the subsequent failure of entry into force of this convention. While strategic interests on the global levels manifest themselves in voting patterns in forums like the UN Assembly, the situation is trickier at the regional level. These strategic interests are ever present as a result of states’ need for recognition of their sovereignty and the inability of states to accept any hierarchical enforcement. This study investigates the impact of these interests at the basin level on the structure of cooperation. With the use of a case study, namely the Okavango River Basin Commission, and guided by regime theory, the study looks at the process of regime formation and maintenance in the basin. It concludes that states use cooperative arrangements (international water cooperation regimes) as tools for the strategic protection of their sovereignty.

Water as ʼn noodsaaklike bron in suider-Afrika word meer en meer beskou as ʼn belangrike kwessie op die politieke agenda as gevolg van droogte wat in die streek ondervind word. ʼn Hoë vlak van belangrikheid word aan die bestuur van water binne die streek geheg. Die SAOG (Die Suider – Afrikaanse Ontwikkelings gemeenskap), het in sy water protokol aan sy lid state beveel om rivier kom organisasies te stig om beheer uit te oefen oor riviere in Suider- Afrika wat oor grense heen vloei. Die doel is om lidstate aan te moedig om die volhoubare gebruik van internasionale riviere te bevorder . Die vedeling van internasionale riviere is ‘n komplekse kwessie soos wat VN stempatrone aandui ten opsigte van die Wet op die Verbod teen Navigasie op Oorgrensende Riviere en die daaropvolgende versuim van die inwerkingtreding van die Konvensie aandui. As gevolg van state se behoefte vir erkenning van hul soewereiniteit en hul strategiese belange bly die deel van rivierkomme ‘n moeilike internasionale probleem. Hierdie studie ondersoek die impak van die bogenoemde belange op die kom vlak op die struktuur van samewerking. Met die gebruik van ʼn gevallestudie, naamlik die Okovango Rivier Kom Kommissie, en aan die hand van regime teorie, ondersoek die studie die proses van regime formasie asook die problematiek rondom die instandhouding van die Komissie. Die gevolgtrekking is dat state koöperatiewe reëlings (internasionale water samewerking regimes) as instrumente vir die beskerming van hul strategiese soewereiniteit en eie belange gebruik.

China has undertaken a vast engineering project: the large-scale transfer of water from the south of the country to the north, the intention being to alleviate flooding in the south and water shortages in the north. It may take up to fifty years to complete. This thesis examines the broad outline of the scheme, the planning that has gone into it, its historical and political background, and the political, social, and ecological problems that it has encountered and may be likely to cause in the future. The political context of a 'pro-technology' policy amongst today's Chinese leaders is highlighted. The Chinese study is made in the light of water-transfer schemes that have been implemented, or proposed, in other countries; and also ideas about sustainable development, policy processes, and natural resource management. Five case studies are considered: the Aral Sea (Central Asia), the Snowy Mountain Scheme (Australia), the National Hydrological Plan (Spain), the Central Arizona Project (the United States) and the South-to-North Water Transfer Project (China). They are examined as a basis for understanding policy problems and processes in water resource management, and also to make some suggestions for their resolution in the Chinese case―though finding a permanent or definitive solution lies beyond the scope of the present inquiry. The difficulties for traditional policy processes to manage uncertainty and complexity are particularly acute in the area of natural resource management. For example, climate change issues challenge present water management systems and diversion projects. Therefore, uncertainty and complexity issues, beyond the 'ideal' policy cycle, are considered, particularly in relation to climate change, but also the water diversion schemes themselves. Climate change presents a particularly important challenge to the Chinese Project.

The research report presents an analysis to, responses to and dynamics around the municipal water problems in Harare, Zimbabwe using the case of two residential suburbs namely Mabvuku and Greendale (one high density and the other one low density respectively). The key questions that inform this research report are as follows: How has the on-going urban water crisis affected residents‟ lives in the suburbs of Greendale and Mabvuku in the city of Harare, Zimbabwe?; how does party politics affect the delivery of municipal water in Greendale and Mabvuku?; and, what are the environmental consequences of the municipal water crisis? The findings from this study contribute immensely to an understanding of the consequences of and various issues and, the key players underlying the protracted problem of municipal water availability in the city of Harare. The study argues that the prevalence of partisan politics and political power struggles in Harare are at the heart of the municipal water problems faced by Mabvuku and Greendale. In this regard, the study critically interrogates the relationship between the central ZANU–PF government and Movement for Democratic Change (MDC)-led local government and tries to understand the ramifications it is having on municipal water services. Interestingly the study also reveals that, despite the differences in coping strategies by residents of Mabvuku and Greendale, both locales have not been passive victims of the municipal water crisis. Instead, residents from both suburbs employ strategies according to their needs to ensure survival. However, despite some of the coping strategies (such as borehole and well drilling) significantly helping residents to manage and avert the water stress in light of the absence of municipal tap water, the study presents, explores and discusses the environmental consequences that are likely to happen as a result of the high concentration of these alternative water sources.

China's Minqin Oasis once welcomed traders along the ancient Silk Road with rivers, lakes, and lush forests, yet today the region's farmland and grassland are increasingly being engulfed by the sands of the Gobi Desert. The severity of this incremental catastrophe for a declining population of 300,000 residents has brought forth a host of recent water policies to include agronomic water conservation through plastic mulch use, computerized regulation and pricing of groundwater, and water diversions from the Yellow River. This study uses a multi-disciplinary and mixed methods approach to better understand farmer perspectives on why they implement certain water and land use practices in agriculture. The world's farmers currently use the majority of the world's available freshwater and arable land. Modern agriculture and its continued intensification also lead to increases in petroleum based inputs such as agrochemicals and agricultural plastics (plasticulture). Despite the large of impact of the decisions made by the world's farmers on natural resources, little research to date has sought to better understand farmers' perceptions and decision-making processes. Plastic film mulch is a technology that has existed since the 1940's and it has been used in places such as rural China for over five decades. This technology conserves a considerable amount of irrigation water and it increases harvests, however, use of plastic for mulch causes waste disposal problems and is an expenditure of petroleum through plastic manufacturing. Without a fundamental understanding of why farmers perceive plastic mulch to be valuable to their households and communities, we may not fully grasp why its global application continues to increase year after year. Moreover, a focused study of plastic mulch use at the local level may also allow researchers and entrepreneurs to develop a suitable alternative mulch that does not consume non-renewable resources or result in detrimental plastic waste after its utility has been exhausted. This study uses household level interviews, surveys, and participant observation to better understand why Minqin County farmers in rural China continue to use plastic mulch and how it may influence their standard of living.

Resumen
This study is non-empirical and is based on the conceptualisations and theoretical foundations that gave rise to the global issue of sustainable development. It also traces the evolution and meaning of sustainable development in the South African socio-cultural context, and shows how the legacies of colonialism and apartheid contributed towards the national policy of sustainable development. This study explains the reasons for the presence (or lack) of sustainable development paradigms in apartheid and post-apartheid South Africa, as well as their implications for the future development of the country as a whole. There is also an analysis of the effects of the liberalisation of the water sector on the citizenry, and how this can disempower millions of poor South Africans. Finally, this study offers solutions for the lack of sustainable use of water in South Africa. Amongst the findings and conclusions are the deleterious effects of employment equity, cut-backs in municipal funding that resulted in the outsourcing of critical services such as water provision, and the deployment of party cadres to local councils.

Resumen
Southern Africa generally has an arid climate and many hydrologists are predicting an increase in water scarcity over time. This research seeks to understand the implications of this in socio-political terms. The study is cross-disciplinary, examining how policy interventions can be used to solve the problem caused by the interaction between hydrology and demography. The conclusion is that water scarcity is not the actual problem, but is perceived as the problem by policy-makers. Instead, water scarcity is the manifestation of the problem, with root causes being a combination of climate change, population growth and misallocation of water within the economy due to a desire for national self-sufficiency in agriculture. The solution lies in the trade of products with a high water content, also known as 'virtual water'. Research on this specific issue is called for by the White Paper on Water Policy for South Africa.
