Stream and watershed restoration projects have become increasingly common throughout the U.S., and the need for systematic post-project monitoring and assessment is apparent. This study describes three stream and watershed ecological restoration projects and the monitoring and evaluation methods employed or planned to evaluate project successes or failures. The stream and watershed restoration and evaluation methods described in this paper may be applicable to projects of similar types and scales. Rivers and streams serve a variety of purposes, including water supply, wildlife habitat, energy generation, transportation and recreational opportunities. Streams are dynamic, complex systems that not only include the active channel, but also adjacent floodplains and riparian vegetation along their margins. A natural stream system remains stable while transporting varying amounts of streamflow and sediment produced in its watershed, maintaining a state of “dynamic equilibrium.” (Strahler 1957, Hack 1960). When in-stream flow, floodplain morphology, sediment characteristics, or riparian vegetation are altered, this can affect the dynamic equilibrium that exists among these stream features, causing unstable stream and floodplain conditions. This can cause the stream to adjust to a new equilibrium state. This shift may occur over a long time and result in significant changes to water quality and stream habitat. Land-use changes in a watershed, stream channelization, installation of culverts, removal or alteration of streambank vegetation, water impoundments and other activities can dramatically alter ecological balance. As a result, large adjustments in channel morphology, such as excessive bank erosion and/or channel incision, can occur. A new equilibrium may eventually be reached, but not before the associated aquatic and terrestrial environment are severely impaired. Stream restoration is the re-establishment of the general structure, function and self-sustaining characteristics of stream systems that existed prior to disturbance (Doll et al. 2003). It is a holistic approach that requires an understanding of all physical and biological processes in the stream system and its watershed. Restoration can include a broad range of activities, such as the removal or discontinuation of watershed disturbances that are contributing to stream instability; installation of control structures; planting of riparian vegetation to improve streambank stability and provide habitat; and the redesign of unstable or degraded streams into properly functioning channels and associated floodplains. Kauffman et al. (1997) define ecological restoration as the reestablishment of physical, chemical and biological processes and associated linkages which have been damaged by human actions.

Resumen
This thesis develops and validates a comprehensive methodology for measuring sustainability of a large river basin by using a tailored indicator set. The concept of river sustainability concerns not only the ecological condition of the river course, but also socioeconomic activities in the river basin. River sustainability is defined from five perspectives: sufficient resource, resilience to water-related risks, access to water supply and other services, productive use of water, and fairness between different users and generations. The Process Analysis Method (PAM) is employed as the guideline for developing sustainability assessment framework. As a participatory approach, PAM engages stakeholders to identify emerging issues and impacts on sustainability. Through a systematic process, a tailored indicator set is selected and categorized under three domains, namely, environmental performance, social wellbeing, and economic development. Two case studies have been undertaken, examining the underlying sustainability of the Lower Yellow River basin (LYR) and Upper Ganges River basin (UGR). Extensive fieldwork was carried out in China and India, in order to conduct stakeholder interviews and to collect multivariate data. 18 indicators are selected for LYR and 12 for UGR. The LYR assessment is conducted over the period from 1950 to 2010, whilst UGR features a 10-year period from 2001 to 2010. By processing raw hydrological data and socio-economic statistics, a normalized score is calculated for each indicator in a given year, the value ranging between 0 and 1, where 0 represents poor performance and 1 refers to a fully sustainable status. The results show that, although social wellbeing and economic status for LYR have progressively improved since 1950, environmental quality declined in the latter half of 20th century, with the lowest point in 1997 when extreme drought occurred. The Yellow River Conservancy Commission (YRCC), the government authority responsible for the LYR, implemented measures to improve the river health by multifunctional infrastructure projects and water allocation regulation. This effort proved to be effective as the general sustainability performance subsequently improved. The UGR study also identifies the trade-off between environmental capital and socioeconomic capital. With vast expansion of hydropower projects and new settlement in flood-prone areas, communities along the UGR are increasingly vulnerable to extreme events. However, the Ganges river basin authority lacks the capacity for integrated planning which would enable projects like flood defence schemes to be undertaken in a proper framework. It is likely that the environmental performance of the UGR will continue to decline, particularly with increasing uncertainty in climate, as the UGR basin management is not improving resilience sufficiently. By performing this comparative analysis, it has been shown that integrated river basin management should incorporate institutional capacity, stakeholder engagement, resilience and transparency. This research also contributes to underpinning policies for Integrated River Basin Management (IRBM). The assessment provides policy-makers and river managers with a holistic view of the river basin; the framework can be used to track progress towards sustainable development and identify priorities for multi-criteria decision-making.

South Africa is a water poor region and yet, like in many other developing countries, water resources are a valuable production input in socially important industries such as agriculture and mining (Nieuwoudt et al., 2004:162-182). With a mean annual rainfall and runoff of 502mm and 42mm (420m³ per hectare per annum) respectively, Briers and Powell (1993:1) speculate that water shortages will limit South Africa’s economic development in the twenty-first century. In response to the challenges of water resource scarcity and socio-economic inequalities, in 1997 the South African Department of Water Affairs and Forestry (DWAF), following international trends, formulated a National Water Policy (NWP) based on Integrated Water Resource Management (IWRM) principles (Palmer et al., 2003). The main objectives of the NWP (1997) are to protect national water resources from degradation, provide economically disadvantaged communities with access to water resources and promote economic development, through the devolution of water management responsibilities to locally established water institutions (NWP, 1997). The pursuit of these objectives requires a thorough investigation of biophysical, sociopolitical and economic characteristics of the demarcated water areas. For such an investigation to provide accurate and locally relevant results, broad stakeholder participation is of paramount importance. The thesis discusses economic measures required in pursuing enhanced stakeholder participation levels at local levels. A socio-economic survey investigation describing major participation trends against reported property rights and Willingness to Pay values was conducted in the Kat River Valley, Eastern Cape province. From the investigation, observed participation trends driven by economic interests were identified and used in recommendations proposed for the policy implementation process. Using game theoretic arguments as guidelines in soliciting cooperative behaviour in the use and consumption of common resources (Ostrom, 1990), the thesis proposes the introduction of water related public works projects as employment creating vehicles for individuals and communities targeted for economic empowerment and participation in the water policy. However, for sustainable stakeholder participation levels, it is argued that the employment positions created through the projects need to be designed in a manner that would encourage an evolution of long-term relationships between stakeholders and the water management institutions.

CE-QUAL-W2 is a 2-D hydrodynamic and water quality model that has been applied to reservoirs, lakes, river systems, and estuaries throughout the world. However, when this model is applied for shallow systems, this model requires a long calculation time to maintain numerical stability, compared to applications of reservoirs or deeper river systems. To solve this problem, a new hydrodynamic and temperature model was built based on the framework of CE-QUAL-W2 but that allows for steady-state hydrodynamic computations. By calculating the hydrodynamics at steady-state, the time step for stability is relaxed and simulations can proceed at much higher time steps. The rest of the model framework is still used for water quality state variables, in this case, temperature. The algorithm used for computing the water surface elevation is Manning's equation. This thesis study is one part of the Willamette Water 2100 project (Santelmann et al., 2012), which examines hydrological, ecological, and human factors affecting water scarcity in the Willamette River Basin. This study included three stages: (1) Convert six existing CE-QUAL-W2 V3.1 models into a newer version: CE-QUAL-W2 V3.7. (2) Develop the steady-state model code in FORTRAN. (3) Test the steady-state model on three river systems in the Willamette River Basin at Year 2001 and 2002. The result proved that the steady-state model could reduce the computing time by 90% for river applications, while predicting dynamic river temperature with high accuracy at a two-minute time scale. This new model will be employed to simulate the future of the Willamette River System at a decadal or centennial timescales, addressing river temperature concerns and fish habitat issues.

The research was done in a period of curriculum transformation and reform in South Africa, a period during which teachers attended many interventions by service providers other than the education department to sharpen their skills. In this study, I investigate teacher professional development and professional development programmes using two case studies, MTN-SUNSTEP (Mobile Telecommunications Network – Stellenbosch University Schools Technology in Electronics Programme) and SWAP (Schools Water Project). These INSET programmes were intended to assist with the improvement of science teaching in terms of the new curricula suggested for the country. The study proceeds by way of two case studies within an interpretive paradigm. The purpose of the study is to evaluate the two programmes based on the criteria developed through a literature review and to understand and give meaning to the process of teacher professional development that might have occurred in the programmes. This process is framed by my research question, “can resource kits enable professional development in science teaching”. Data was collected at various stages by way of field notes, questionnaires, interviews and observations at workshops. Teachers generally found the processes useful but do indicate dissatisfaction with certain areas of the programmes. Issues that emerged from the study were that teacher development processes need to be organized over a long period, the development of teacher networks needs to be nurtured, and support at school level was essential to ensure implementation. An important insight was that the research, once again, emphasized a key aspect of effective teacher development programmes. Effective programmes require a team consisting of three agents that bring their own expertise to the process namely, teachers, district officials and university staff. This team has to take into account the factors that ensure effective teacher professional development and should occur within the parameters of accepted professional development practices and learning support materials play an important role in supporting this process.

Urban water recycling has been promoted as one of several ways that water use efficiency could be improved in Australia???s cities, but few such schemes have been introduced. Many urban water-recycling schemes have been proposed, but often, these projects have been rejected because of community opposition. These difficulties suggest that recycling water is not just about having the right answer to any problem, but about the way in which the question is addressed. It is concerned with how practice is institutionalised; not just the rule making, but also the understandings and values that make the rule-making possible. In this thesis, the question of how the system of water governance could be strengthened to encourage sustainable water use through water recycling is examined. An analysis of experiences in three Australian case studies is conducted, in which recycled water was proposed for sustainability, to illuminate the way in which water use is institutionalised. Particular attention is given to the construction of meaning in relation to water use, by considering how water problems are framed and negotiated by different stakeholders and groups and the significance of the multiplicity of interpretive frameworks in use for the institutionalisation of practice. The analysis draws on institutional organisational theory and interpretive methods, which regard interpretation as one element (cognitive) in the stabilisation of social practice and closely linked to organisation (regulative) and values (normative). The study findings suggest meaning was a very important part of institutional change. Participants tended to construct policy issues as they became involved by drawing on different interpretive frameworks embodying different values and expectations. These interpretations reflected the organisational structuring of practice, such that the position/role in the organisational field reflected an actor???s interpretation of problems and/or solutions. Outcomes of the study suggest that institutionalising change in water management is problematic and depends on changes in the regulative, normative and cognitive dimensions of practice, as part of a continuous feedback loop between interpretation and practice. This view of change contrasts with existing research, which tends to see the problem in terms of influencing attitudes of specific groups and assumes preferences precede the action.

Throughout the world, pressures on water resources are increasing, mainly as a result of human activity. Because of their accessibility, groundwater and surface water are the most used reservoirs. The evaluation of the water quality requires the identification of the interconnections among the water reservoirs, natural landscape features, human activities and aquatic health. This study focuses on the estimation of the water pollution linked to two different environmental issues: salt water intrusion and acid mine drainage related to the exploitation of natural resources. Effects of salt water intrusion occurring in the shallow aquifer north of Ravenna (Italy) was analysed through the study of ion- exchange occurring in the area and its variance throughout the year, applying a depth-specific sampling method. In the study area were identified ion exchange, calcite and dolomite precipitation, and gypsum dissolution and sulphate reduction as the main processes controlling the groundwater composition. High concentrations of arsenic detected only at specific depth indicate its connexion with the organic matter. Acid mine drainage effects related to the tin extraction in the Bolivian Altiplano was studied, on water and sediment matrix. Water contamination results strictly dependent on the seasonal variation, on pH and redox conditions. During the dry season the strong evaporation and scarce water flow lead to low pH values, high concentrations of heavy metals in surface waters and precipitation of secondary minerals along the river, which could be released in oxidizing conditions as demonstrated through the sequential extraction analysis. The increase of the water flow during the wet season lead to an increase of pH values and a decrease in heavy metal concentrations, due to dilution effect and, as e.g. for the iron, to precipitation.

Participation is often seen as fundamental in development studies and for development projects. There are also critical ideas claiming that there are power relations which should be taken into account before embracing participation as good in itself. From the basis of the critical ideas found in the book Participation: The New Tyranny? this paper examines the cases of ‘Integrated Water Resources Management’ and ‘Integrated Approach for Mitigation of Arsenic Contamination of Drinking Water in Bangladesh’ in order to determine whether the critical ideas in the book are applicable when analysing texts about these cases. After determining that there are indications of power imbalances between the facilitators and the local population in the two cases, this paper finally argues that the critical ideas are applicable and that there is a need for more and broader discussions and dialogues between various actors involved in development projects. Also mentioned in this paper is the importance of raising awareness of power relations and incorporating different views when planning and implementing development projects.

Experts and organizations involved in freshwater resources management have emphasized the importance of long-term urban resource planning and management that considers the tight coupling which exists between human - nature - technology systems. The resistance of contemporary urban growth efforts to consider resource carrying capacities and ecosystem requirements has led to costly unintended consequences including the deterioration of natural capital and their associated ecosystem services, and the degradation of water resource flows. As these problems continue to worsen, resource experts have called for the development of a new water resource management paradigm inclusive of various sustainability criteria. Historically water-rich Florida has demonstrated increased resource strain over the past four decades, in spite of the creation of some of the nation's most comprehensive water resource and growth management legislation. The Southwest Florida Water Management District was originally created to manage regional flooding in 1961 and has undergone a tremendous expansion in statutorily mandated resource responsibilities over the past 40 years. This case study utilized semi-structured surveys of current and former agency employees to examine the agency's expansion into integrated water resource management amidst rapid regional urbanization.

ENGLISH ABSTRACT: Mine water, that is all forms of water associated with and affected by mining operations is probably the largest area of concern in the environmental geology of mining. This study looks at the inter-relationship between mine water geochemistry and mine water management. The objectives of this study are: 1. To examine major geochemical processes influencing mine water; 2. To apply new national water and environmental legislation to the mining industry and discover how mine water management will be regulated; 3. To examine the approach of Integrated Catchment Management, and discover how this approach can be applied to the mining industry; 4. To conduct two case studies, where environmental geochemistry, general geochemistry and multivariate analyses are used as tools to investigate groundwater contamination problems in mining areas, and therefore suggest mine water management interventions; and 5. To, considering mine water problems discovered in the case studies, develop a newly-patented chemical treatment method for possible application in the mining industry. The changing legal framework - principally the implementation of the National Water Act (Act No 36 of 1998) and the National Environmental Management Act (Act No 107 of 1998) - is leading to the responsibilities of a mine becoming substantially clearer, and responsibilities which in the past could have been ignored until public outcry will now be difficult to escape. Two case studies are investigated. In both cases, general geochemistry and hydrogeochemistry, coupled with factor analysis are used to determine the major signatures in groundwater chemistry and the major sources of contamination. On the basis of this, management interventions are suggested. In the first case study, Sishen Iron Ore Mine of the Northern Cape, three signatures are identified in the groundwater: a clean dolomitic water signature, and a contamination signature from the mine and one from agriculture. The extent of nitrate and diesel contamination is shown to be related to agriculture, the use of explosives and to mine workshops and depots. Surface water controls may help reduce these problems. In the second case study, West Driefontein Gold Mine of the Far West Rand, two signatures are identified in the groundwater: a clean dolomitic water signature and a signature relating to contamination from the mine. Cluster analysis is used to suggest three groundwater zones, the chemistry of one being fairly clean dolomitic aquifer, the chemistry of the second affected by the mine and the chemistry of the third affected by granites. Contamination is shown to be related to mining operations, especially the slimes dams, and agriculture. Rehabilitation of dams and dumps, as well as surface water controls may help reduce these problems. Considering mine water problems discovered in the case studies, a newly-patented chemical treatment method is examined and tested for possible application in the mining industry. It is shown to be extremely effective for the removal of calcium from water, but less effective for the removal of iron and manganese. More broadly, this study shows the inter-dependence between mine water geochemistry and mine water management, and the need to be multi-disciplinary in approach.

Om die nuwe nasionale water- en omgewingswette toe te pas op die mynboubedryf en te ondersoek hoe die bestuur van mynwater gereguleer sal word; 3. Om die benadering van Gerntegreerde Opvangs Bestuur ("Integrated Catchment Managemement") te ondersoek, en te ondersoek hoe hierdie benadering op die mynbou industrie toegepas kan word' 4. Resumen

The Salinas River Valley Watershed has endured the effects of seawater intrusion for decades caused by overpumping groundwater from the Salinas River Groundwater Basin. The Castroville Seawater Intrusion Project began delivering recycled water in 1998 with other water sources due to wells becoming too saline. One-on-one, in-person interviews with eighteen growers, who own or lease farmland within the Project’s service area, were conducted during a severe, statewide drought. Interview questions explored grower attitudes and concerns regarding their water supply, and the impact of management strategies on the mitigation of seawater intrusion. Two research questions were posed, exploring factors that influence grower acceptance of alternative water supplies, and whether environmental impacts affect their attitudes. Four prominent factors were found that influence grower acceptance of alternative water supplies: perceived need for water supply, changes to cost and/or water quality, information/education, and level of trust. The study also revealed three motivations of growers for choosing water supplies that do not increase seawater intrusion or contribute to adverse environmental impacts: protecting harvest/land, managing associated cost of operations, and avoiding increased regulations and/or oversight. Growers with fewer numbers of farms and smaller acreage of farmland tended to have a greater perceived need to acquire sustainable water supplies, while being more reluctant to implement water sources of lesser quality.

There are two approaches to estimating the quantity of water required in an urban area: the requirements approach and the economic approach. The requirements approach extrapolates from past growth trends of the urban area. Water consumption and population are extrapolated into the future using a trend line based on prior years; the future requirements of the area are determined according to past experience. This approach served well when water was essentially a free good. But now that it is an economic good that requires production, the requirements approach tends to overestimate water requirements. The alternative is the economic approach which takes into account different characteristics of an urban area. Among these characteristics are economic, demographic, geographic and climatic. This approach leads to better use of information to estimate future water consumption. This dissertation is a cross-sectional analysis of municipal water districts in Oregon. It is based on the economic approach. Data on specified variables were collected by sampling and surveying more than 1,000 water districts in Oregon. The data were analyzed using Multiple Linear Regression. The general hypothesis of the study is that municipal water use in Oregon can be estimated by using independent variables other than size. Weather, per capita income, average price of water, marginal cost of water, the amount of fixed charge for basic water use, allowed quantity of basic water use, and non-residential connections were regressed on the per capita per day water consumption for residential, commercial, industrial and total users. The hypothesis was confirmed; price was a significant variable in the different uses of water. Climate was found to be significant in estimating the residential use. Variable charge as well as climate were found to be significant in commercial use. Fixed charge and sewage charge were somewhat significant in estimating the industrial use. The results of the study are consistent with the theory and the findings of previous studies. Three models were developed; a general model, a residential model and a non-residential model. These models helped to identify climate and price as effective variables in estimating water demand in the study area within the context of the economic approach.

Globally, the demand for public infrastructure has been growing. However, governments have not been able to meet this demand due to limited fiscal revenue. Many governments have turned to the private sector to finance, build and operate infrastructure projects through public-private partnerships (PPPs). Despite the great demand and the availability of capital to develop these projects, many have failed the PPP test due to a number of constraints. This paper is meant to research the viability of water PPPs by considering the case of the Kunzvi Water Development Project (KWDP), which is in its infancy stage. The literature review from developed and developing countries shows a number of critical success factors which were applied to this study. These critical success factors were rated by key stakeholders in the KWDP – from the government and private sector to development finance institutions (DFIs). A questionnaire was then given to each group to assess the critical success factors. The results show that political commitment and support, macroeconomic environment, and the legal and regulatory framework were the top three critical success factors. The respondents rated the first as strong, but the macroeconomic environment was rated as weak. The paper recommends that government improves the nature of the political support going forward as more involvement will be required as the project develops. The paper also recommends that the government engages DFIs to provide financial and technical support to develop the project as the government may not be able to afford professional services. This paper highlights the views of the respondents but the author also noted limitations even though the project is still in its early stages. Hence, further review may be needed as the project progresses, and/or the lessons learnt may have to be studied and compared with similar projects in a similar context.

This thesis develops a conceptual framework that could be used to understand, assess and balance water resources supply and demand in regions where data are limited. The framework is then applied to a case study of Texada Island in British Columbia. The flow of water into and out of Texada is calculated using the Thornthwaite water balance method which uses average monthly precipitation and monthly daily average temperature data. The stock of surface water is estimated using existing data on lake volumes in conjunction with the results of analyses of air photographs and topographic maps. After the analysis of maps, reports, and interviews with mining personnel regarding the island's geology, likely aquifers were identified and their approximate water storage capacity was calculated. The present rate of water use was determined from interviews with island residents and industry personnel, field observations, analysis of available data and a review of the relevant literature on water demands by different water using sectors. Finally, to determine whether water supplies on the island were adequate to meet future demands, scenarios were constructed for analysing potential water use to 1996 by various water using sectors. The results of the supply-demand analysis revealed that on an annual and region-wide basis, water on Texada is abundant and will be adequate to meet expected demands to 1996, and likely beyond. However, there are some local areas that currently experience water shortages during the low flow and peak demand period during the summer months. The management options that were determined to be the most appropriate solution to summer water shortages are, in the short-term, trucking in water and selective restrictions on water use during the peak demand period. In the medium to long-term, the diversion of surface water and the development of groundwater are the most appropriate solutions to water shortages on Texada. Next steps for planning the management of water resources on Texada Island are suggested. The initial and most important of these involves abandoning the ad hoc approach that now exists for dealing with water resources on the island and adopting a strategic, co-operative and co-ordinated approach involving residents and to a lesser extent, the Powell River Regional District, of which Texada is a part.

This thesis assesses the water resource status of Kuwait and Singapore, both countries considered as water scarce. The institutional aspect of Integrated Water Resource Management (IWRM) efforts in both countries is closely examined at international, regional, national and administrative levels. Aspects of the institutional framework which have contributed to the successful water management scenario in Singapore are identified in order to draw lessons for the case of Kuwait. Although complete emulation of the national and administrative bodies of Singapore may not be justified, specific activities, methodologies and structures are recommended for the institutional capacity building of Kuwaiti water management. Artificial surface aquifers are proposed as a suitable solution for enhancement of water storage capacity in Kuwait, one of the main aspects of sustainable water resources development for the country. The drainage depressions of Rawdhatain and Umm Al-Ahish, locations of water and oil resource development and the surrounding area are assessed for suitable sites. Impacts on the land use, land cover and natural drainage pattern are assessed. A specific design is recommended for the artificial surface aquifers and the storage capacity is computed.
(cont.) Storage of up to 70% of the 2010 projected water budget is found to be possible. However, a similar analysis using a digital elevation map with better spatial resolution and extensive site surveys on the ground should precede further feasibility studies in order to decrease the margin of error on the computed water storage capacities.

Potential impacts of climate change on the water resources of the Pacific Northwest of the United States include earlier peak runoff, reduced summer flows, and increased winter flooding. An increase in impervious surfaces, accompanied by urban development, is known to decrease infiltration and increase surface runoff. Alterations of flow amount and pathways can alter water quality through dilution or flushing effects. I used the United States Environmental Protection Agency's Better Assessment Science Integrating Point and Nonpoint Sources (BASINS) modeling system to investigate the relative importance of future climate change and land use change in determining the quantity and quality of freshwater resources in north western Oregon's Tualatin River Basin. The basin was chosen for this study because it is rapidly urbanizing and representative of other low-elevation basins in the region. BASINS models were calibrated and validated using historic flow and water quality data from 1991 to 2006. The goodness-of-fit for the calibrated hydrology, suspended sediment, and orthophosphate models was high, with coefficients of determination ranging from 0.72 to 0.93 in the calibration period. The calibrated models were run under a range of eight downscaled climate change, two regional land use change, and four combined scenarios. Results included average increases in winter flows of ten percent, decreases in summer flows of thirty-seven percent, and increases in fifth percentile flows of up to eighty percent as a result of climate change in the Tualatin River Basin. For land use change, the results included an increase in annual flows of twenty-one percent for the development-oriented scenario and a decrease of sixteen percent for the conservation-oriented scenario, with amplified changes at the sub-basin scale, including more than doubled winter flow. For combined scenarios of climate change and urban development, there is a projected increase in winter flows of up to seventy-one percent and decrease in summer flows of up to forty-eight percent. Changes in suspended sediment and orthophosphate loading broadly tracked hydrological changes, with winter increases and summer decreases. The results are relevant to regional planners interested in the long-term response of water resources to climate change and land use change at the basin scale.

This thesis attempts to evaluate the lending policy of Thailand's Bank for Agriculture and Agricultural Cooperatives (BAAC) from a developmental perspective. Firstly the question of access to institutional credit is examined in terms of the distribution of BAAC loans spatially and by the economic status of borrowers; secondly, the study uses the case study approach to analyse the farm-level effectiveness of three types of lending instrument a) short-term production loans, by scale of farming operation and access to irrigation (the "credit-only" model); b) short-term production loans with extension support (the credit extension model) and; c) long-term investment loans disbursed within the project framework (the project lending model). One of the case studies is drawn from the Central region and two from the Northeast. The results of the study indicate that for a variety of reasons, BAAC directs subsidised loans mainly towards the country's most agriculturally productive areas and most economically secure farmers. This orientation is long-established and is likely to have contributed to the problem of inequality in the distnbution of income and wealth in rural areas. Since 1975, institutional credit has been an important part of a government strategy to increase the flow of funds and provision of support services to the rural sector. The Bank has recruited large numbers of relatively poorer farmers. However, using farm-size as a measure of economic status shows that BAAC clients generally have larger farms than their neighbours. In the Northeastern region, the percentage of BAAC clients with farms below the median is only 11 per cent compared to 23 per cent for the Central and Eastern regions and 20 per cent country-wide. The bulk of loan disbursement is also directed towards medium- and large-scale farmers. Inter-provincial variations in the recruitment of and disbursement of loans to small-scale farmers, are explained in terms of varying strategies employed by branch managers to meet the terms and conditions of the Branch Evaluation Procedure, despite convincing evidence that repayment rates for this group are as good if not better than for larger-scale operators. Regardless of the Bank's economic orientation farm-level analyses of the effects of short-term borrowing show that production loans are most critical to and are used most effectively by small-scale farmers, particularly those in rainfed areas. At present, however, the farm-level effect of technical support, given in association with loans to small-scale farmers, though positive, is still weak. Improvement in the impact of the credit-extension model will depend on further development of the working relationship between BAAC and the Department of Agricultural Extension (DoAE). The effectiveness of long-term project loans, in terms of increasing the productive capacity and income-generating potential among smallscale farmers, is also limited. The challenge to the Bank is to develop projects that meet the Bank's criteria with regard to financial viability and also yield a good return to the borrower after loan repayment obligations have been met. The extent to which the BAAC can provide an equitable and effective service within the context of rural development policy as a whole, depends on active government intervention to prevent the erosion of the Bank's capital base, promotion of the type of interagency cooperation necessary to provide integrated support services to farmers, and prioritisation of planning for the small farm sector.

This participatory action research study involved a group of teachers in transforming school grounds into interpretation resources. Approached from a critical perspective, it challenged the conventional top-down approaches to interpretation resources and materials development. Through a teacher-centred approach, a school-based ‘botanic garden’ and ‘arboretum’ were developed at Samaj and Kenya High respectively. Teachers were further actively engaged in developing a variety of interpretive materials that might engage learners in socially critical environmental education processes at the transformed sites. A process in which educators from five non-formal education organisations shared their skills and knowledge on environmental interpretation with teachers preceded the development of interpretation resources and materials. Drawing on Latour (1999), I have applied the notion of mobilising interpretive capital when describing this process. Interpretive capital within the non-formal education sector was mobilised and made available through social interactions between teachers and non-formal educators. This occurred during workshops, organisational visits and critical reviews of a sample of interpretive materials. I provide insights into how the interpretive capital was mobilised and later drawn on by teachers during the development processes in their schools. This study argues that mobilising interpretive capital with teachers through partnerships can enhance the transformation of school grounds to foster environmental learning. It shows how attempts to find solutions with teachers were made in response to pedagogical and curriculum tensions that arise around the implementation of environmental education processes in their schools. To provide orientation in environmental education processes in schools, analyses of socially critical environmental education processes and a review of theoretical perspectives on interpretation as an environmental education process are presented. I have viewed interpretation and environmental education as reciprocally necessary aspects for enabling the development of critical environmental literacy and action competence. To explain this view, the notion of environmental interpretation and education processes has been applied and presented in this study. Finally, practical outcomes of the study on transformation of school grounds, improved education practice, enhanced professional competencies amongst teachers, new interpretive materials in schools and the establishment of partnerships are examined.

Property rights are social institutions that define and delimit the range of privileges granted to individuals of specific resources, such as land and water. They are the authority to determine different forms of control over resources thus determining the use, benefits and costs resulting from resource use. That is, they clearly specify who can use the resources, who can capture the benefits from the resources, and who should incur costs of any socially harmful impact resulting from the use of a resource. In order to be efficient property rights must be clearly defined by the administering institution whether formal or informal and must be accepted, understood and respected by all the involved individuals and should be enforceable. These institutions influence the behaviour of individuals hence the impact on economic performance and development. The thesis has attempted to determine how the situation of property rights to land and water affects the development of smallholders in the Kat River Valley. Data was collected from 96 households who were selected using random sampling. To capture data, a questionnaire was administered through face-to-face interviews. Institutional analysis and ANOVA were used for descriptive analysis to describe the property rights situation, security of property rights and the impact of property rights on the development of smallholder farming. The results show that individual land rights holders have secure rights to land and water resources while communal smallholders and farmers on the invaded state land have insecure rights to land and water resources. The results from institutional analysis show that the situation of property rights negatively affects development of all smallholder farmers in the Kat River Valley. There are various institutional factors that negatively affect development of smallholder farmers in the Kat River Valley. Based on the research findings, some policy recommendations are made. These include consideration of the local context and strengthening of the protection of property rights.

The research underpinning this work took place in the context of two rural water and sanitation projects carried out in the Eastern Region of Ghana. The focus of study was on the way engineers can make water and sanitation projects more sustainable. In particular, emphasis was placed on the broad range of non-technical factors engineers need to incorporate into the design of water and sanitation systems and the processes they need to follow in order to achieve this, looking specifically at the implications of community participation for design process, project management and health and safety management. The current high failure rate of rural water and sanitation projects provided the impetus for carrying out this work. There is an urgent need to improve engineering ability to provide vital life-saving infrastructure in developing countries as this infrastructure is a pre-requisite for poverty reduction. A critical realist perspective framed the research to allow socially constructed realities to be combined with scientific and technical facts, and to allow inquiry in a ‘real world’ scenario where variables cannot be controlled individually. The research questions were explored through the author’s involvement in two community development projects involving water and sanitation system implementation. The key methods employed were interview, both informal and group, observation and reflection. The contribution to knowledge made by this investigation is an increased understanding of the relevance of social and cultural context for engineers engaged in rural water and sanitation infrastructure provision through exploration of these issues in a particular context. Also examined are health and safety aspects of rural water and sanitation projects where the community participate in construction. Whilst health and safety had been explored in a developing country context there is a lack of previous work looking at these issues in a community self-construction context. It was found that a broad range of factors need to be considered in the engineering design of water and sanitation systems if projects are to have a chance of being sustainable in the long term. In order to understand and design appropriately for the context of rural projects with direct community involvement it is necessary to adapt the engineering process to incorporate community participation fully into the design and construction of water and sanitation facilities. Where communities are involved in construction particular issues arise with regards to health and safety management; many of the issues originate in the socio-cultural context and motivations for community members to engage in hazardous construction activities need to be understood and considered to properly manage the construction process. To truly incorporate the ideas of local communities into engineering design, engineers need a greater awareness of the assumptions they hold arising from their scientific outlook. Further research is required in different contexts in order to more clearly define the boundaries of the findings of this study and begin to overcome the limitations of the case study method. However, this research contributes to understanding how engineers can improve their designs of water and sanitation infrastructure and the processes they use to create more sustainable projects by looking at these issues in one particular context. This contribution adds to understanding of how a lack of access to water and sanitation infrastructure in rural regions of developing countries can be overcome, which is ultimately necessary to meet the Millennium Development Goals and as a pre-requisite to reducing poverty in the developing world.

ENGLISH ABSTRACT: This study was contextualised in the broad process of change and transformation in education in South Africa In this study I investigate how SWAP (Schools Water Project) as a resource could possibly enable teachers to use the local environment as a means of promoting environmental learning in their classes: a professional development process for teachers. The purpose of this study is to understand and give meaning to the processes of professional development that might be made possible through using SWAP as suggestion materials for teaching about water quality issues in a local water source close to schools. This process was framed in my research question, "could an in-service process using SWAP as learning support material enable professional development in teachers working at rivers in a local environment?" It is organised as a number of delimited or bounded case studies within an interpretive paradigm. In this study the bounded systems are primary schools represented by a selection of teachers from the participating schools. The research process involved a short period of training for teachers to familiarise themselves with the resource, a supported field trip to provide an opportunity for hands on application and follow-up support visits to assist teachers with field trips and implementation of SWAP activities in their classroom practice. Data was generated at various stages and suggests that materials are an important facet of professional development and the SWAP materials proved to be a useful tool in this regard as evidenced through the development of new skills, acquisition of new knowledge and new ways of teaching. Issues that emerged were that in-service processes need to be organised over long periods of time and support is needed at school level to ensure meaningful implementation of curriculum innovations. An important insight developed is that professional development processes in schools occur in complex systems and are thus influenced by many factors that either support or hinder the process. These factors need to be recognised as impacting factors and taken into account during such processes so that they can benefit the process maximally and not hinder initiatives.
AFRIKAANSE OPSOMMING: Hierdie studie is globaal geraam binne die transformasie proses in onderwys in Suid Afrika, met die fokus op die nuutgevonde belangrikheid van omgewingsopvoeding in die hersiene Kurriulum 2005. Die studie fokus op hoe "n waterkwaliteitmoniteringstoetsstel (SWAP) moontlik kan bydra tot leerkragte se gebruik van die onmiddelike omgewing om omgewingsopvoeding in die klaskamer te bevorder; "n professionele ontwikkelingsproses vir leerkragte. Die doel van die studie is om die prosesse betrokke by die professionele ontwikkeling van leerkragte te verstaan, verklaar en daaraan betekenis te verleen. Die leerkragte is verder bygestaan deur opvolgbesoeke waar die fasiliteerder hul bygestaan het op uitstappies na die rivier en klasbesprekings. Data is gegenereer tydens verskeie stadiums van die proses en wys dat SWAP materiaal "n baie goeie ondersteuning was vir die ontwikkeling van nuwe vaardighede, die verkryging van nuwe kennis en die gebruik en ontwikkeling van nuwe strategiee in die klaskamer. Om sinvolle implementering van kurrikulum innovasies te verseker het ek gevind dat sulke professionele ontwikkelings projekte oor langer periodes geimplementeer moet word en dat gekonsentreerde ondersteuning by die skool nodig is om te verseker dat die indiensopleiding optimaalondersteun word. 'n Baie belangrike bevinding was dat die professionele ontwikkelingsproses plaas vind midde in die komplekse sisteem van 'n skool wat deur "n groot aantal faktore beinvloed word, beide ondersteunend of afbrekend. Hierdie faktore/invloede moet erken en in ag geneem word as beinvloedende faktore sodat die proses in leerkragte maksimaal kan gefasiliteer word.

The Rodeo-Chediski Wildfire the largest in Arizona's history at the time of burning damaged and disrupted ecosystems resources and functioning in a largely mosaic pattern throughout the ponderosa pine (Pinus Ponderosa) forests exposed to the burn. Impacts of this wildfire on ecosystems resources and functioning were studied from shortly after the cessation of the wildfire in late summer of 2002 through the spring of 2007 on two previously instrumented watersheds located on sandstone derived soils within the burn. One watershed was burned by a high severity (stand-replacing fire), while the other watershed burned in a low severity (stand-modifying) fire. This dissertation focuses on the effects fire severity had on watersheds resources and functioning in terms of the tree overstories, herbaceous understories, large and small mammals, avifauna, hydrologic functioning, soil water repellency, hillslope soil movement, and fuel loadings. The results of these studies indicated the cumulative impacts incurred to ecosystem resources, hydrologic functioning, and flammable fuels were much greater on the watershed exposed to the high severity (stand-replacing) fire. It is anticipated that the overall ecological and hydrologic function on the watershed burned by a high severity will not approach pre-fire conditions for many years. The watershed burned at a low severity, however, was approaching pre-fire conditions nearly five years after fire and is expected to be recovered within the next few years.

Water resources management is high on the agenda both locally and globally because of its important role in social, economic and environmental development. For example, as part of the 2030 Agenda for Sustainable Development, all United Nations Member States adopted 17 Sustainable Development Goals (SDGs) in 2015 that covered thematic issues including water, energy, climate, oceans, urbanization, transport, science and technology. Sustainable Development Goal (SDG) no.6, which targets universal access to safe and affordable drinking water for all by 2030, is of particular interest in this study. The mining industry contributes to socio-economic development; however, it has also contributed to declining water quality in rivers and lakes in many regions globally. In this study, the status and governance of water resources within the Copperbelt province of Zambia over the period 2000 to 2020 was examined. The study investigated population and economic growth within the region and its correlation with changes in water quality and quantity. The research also focused on understanding the ways copper mining is affecting local water resources. The study also investigated challenges faced by regulators and institutions in the water sector, and considered how these challenges could be addressed. Secondary data was obtained from government institutions within Zambia such as National Water Supply and Sanitation Council (NWASCO), Water Resources Management Authority (WARMA) and Zambia Environmental Management Agency (ZEMA), which are the key institutions in the water sector and the environment. Semi-structured interviews were also conducted with the three key institutions in the water and pollution control sectors. The results showed that the total population in the Copperbelt province has increased by 20% since 2000 to a total of 1 972 317 in 2010. The population is projected to be 2 669 635 in 2020, representing about 27% increase from 2010. The rural population is projected to be 423 511 in 2020, representing about 11% increase from 2010 while the urban population will be 2 246 124 in 2020 representing about 29% increase from 2010. The majority of this growth has occurred in urban areas, which grew by about 30% from 2000 to a total of 1 595 456 in 2010. Rural population has increased by 8% since 2000 to a total of 376 861. The results also showed increased economic activities driven mainly by copper mining. Water abstraction has generally declined since 2000 mainly due to decrease in mining activities. In 2000, about 1 million m3 /day was abstracted in the Copperbelt province and about 600 000 m3 per day in 2005. The reduction in 2005 could be attributed to reduction in mining activities and institutional changes in the water sector. Water production and consumption from commercial utilities has generally been in decline from 2000 to 2017. This is also the case with water consumption per capita and water production per capita. For example, water consumption per capita per day in 2001 was 203 liters and reduced to 113 liters in 2017, representing a 44% reduction in consumption. The results showed that water consumption from 2004 to 2008 averaged 100 million m3 while the production averaged 160 million m3 per year. NWASCO attributed the general downward trend in water production and consumption in the province to maintenance and rehabilitation of water infrastructure, and investment in new infrastructure, thereby reducing the unaccounted-for water. The other reason could be that new housing developments prefer to use groundwater sources rather than utility water (supplied by water companies). The reduction could also be attributed to the cost of water and that consumers needed to adjust from the background where utility services such as water supply and sanitation were the sole responsibilities of the mines (ZCCM), prior to privatization. In terms of water supply and sanitation coverage, there has been an increased coverage since 2000. In 2001, the population that had access to water supply and sanitation was 81% and 46%, respectively. Therefore, roughly 50% of the population had no access to sanitation. However, in 2017 the population with access to water supply and sanitation was 91% and 75%, respectively. This represented only 25% of the population in serviced areas that had no access to sanitation. Between 2007 and 2008, the sanitation coverage had seen a reduction compared to the year 2006. This was due to institutional changes on the Copperbelt province, and the 2008 economic recession – the mine townships that were previously serviced by an asset holding after privatization of the mines were taken over by other utility companies. Consequently, the service delivery in the province initially dropped, but then started increasing again in 2009.

Pakistan is a densely populated country; and its population is increasing rapidly. More than fifty percent of population is living in rural areas and is related to agricultural sector. Punjab is the most populated province of Pakistan. Irrigation system of Punjab is not very developed. The present irrigation system is almost hundred year old. The management of existing irrigation system is a big challenge. With increase in population, load on existing irrigation system is also rising and situation is presenting serious problems.

This report addresses main problems related to management of irrigation system in district Sargodha of Punjab province of Pakistan. The problem with management of existing irrigation system includes social as well as technical problems. This report also discusses loss in agricultural production due to mismanagement of irrigation system. Further, report also suggests possible solutions for the management of irrigation system. These solutions take into account reforms in social sector as well as introduction of new technology.

For the assessment of report, past research related to management of irrigation system in Indus basin has been studied. This research also includes ideas of previous researchers about management of irrigation system and then we try to conclude possible solutions for better management of irrigation system in area.

The meeting of the basic needs of people, particularly the poor, has come to be an important focus of rural development efforts in the Third World. This is largely due to the realization that the benefits of previous development efforts have not reached the poor. The basic needs concept of development places the focus on the ends of development. This means a direct attack on poverty through meeting the basic human requirements of the neediest segment of society, the poor. There are two approaches that can be taken when one adopts the basic needs concept as the theoretical framework for a project. The first is a top down effort concerned with satisfying basic needs as quickly as possible and is referred to in this thesis as a technocratic approach to meeting basic needs. The second is concerned with developing a sustainable project based on the community so that it can continue to meet its basic needs and is referred to in this thesis as a community development approach to meeting basic needs. The purpose of this thesis is to identify those elements in the planning process that contribute to the success of efforts to meet basic needs in developing countries. Success is defined as the meeting of immediate and long term water needs leading to improvements in health, economic and social conditions of communities. To accomplish this objective a literature review of efforts to meet the basic need of water is undertaken. The focus is on identifying elements found in the literature, dominated by advocates of the community development approach to meeting basic needs, which contributed to the success of rural water supply projects in providing an adequate supply of water to the poor. These success elements can be grouped in the following five categories: appropriate knowledge; appropriate technology; appropriate institutions; appropriate support; and community participation. The assumption articulated by most writers is that each of these five elements is an essential part of a community development approach to meeting basic needs. There is very little in the literature on the technocratic approach, yet it is used in practice. A case study of a rural water supply project in Kenya, East Africa, which used a technocratic approach, was undertaken with the expectation that it would show a lack of success because of its failure to include the five elements of the community development approach. In fact, the project was found to be a success. However, the study did reveal that the planners involved in the project now believe that, for the long run sustainability of the project, it is vital to make the five elements of the community development approach an essential part of the project. The main conclusion of the thesis is that a project using a technocratic approach to meeting basic needs can succeed in the short run but that for this project to continue to be successful there comes a point where the elements assumed to be part of the community development approach to meeting basic needs must be included.

Numerical modeling has become a major tool for managing water quality in surface waterbodies such as rivers, lakes, reservoirs, and estuaries. Since the two-dimensional longitudinal/vertical model CE-QUAL-W2 is a well-known model and it has been applied to thousands of waterbodies around the world successfully, its numerical scheme was adapted to develop a new three-dimensional numerical model for simulating hydrodynamics, temperature, and water quality in surface waterbodies. Finite difference approximations were used to solve the fluid dynamic governing equations of continuity, free water surface, momentums, and mass transport. No coordinate transformations were performed and the z-coordinate system has been used. Higher-order schemes (QUICK, QUICKEST, and ULTIMATE QUICKEST) in addition to the UPWIND scheme were used for the advective temperature and mass transport. A novel numerical approach was used for the numerical formulation of the three-dimensional scheme. This approach forced the numerical solution of the free surface equation to be a tri-diagonal matrix form rather than a more computationally intensive penta-diagonal matrix solution. This new approach was done by linking a method called line-by-line with the free water surface numerical solution. Another new approach was that the three-dimensional numerical scheme involved a simultaneous solution of hydrodynamics, temperature, and water quality at every model time level instead of saving the hydrodynamic results to be used later for water quality simulation. Hence, this scheme allowed feedback between the hydrodynamics and water quality every time step. In addition, various unique numerical algorithms were employed from CE-QUAL-W2 such as the W2 turbulence model, selective withdrawal theory, surface heat fluxes, and water quality sources and sinks, making the three-dimensional model built on well-tested algorithms. To test the model structure and assumptions, an analytical verification was performed by comparing model predictions to known analytical exact solutions test cases. Good agreement was showed by the model for all of these tests. A computation of the volume balance over the simulation period was also incorporated within the model to assess how well the code performed. Sensitivity tests were also made varying bed and wind shear. The model was also applied to three reservoirs in the USA as field case studies: Lake Chaplain in WA, Laurance Lake in OR, and Cooper Creek Reservoir in OR. The model was validated by comparing the model predictions of water levels, velocities, vertical temperature profiles, and dissolved oxygen with field data. Through these real applications, the numerical predictions of the 3D model showed good agreement with field data based on error statistics. The model results of each field case study were discussed separately. In the Lake Chaplain model application, the study was focused on the importance of the higher-order schemes compared to the first-order UPWIND scheme. The model predictions of temperature were determined by using the UPWIND, QUICK, and QUICKEST scheme and compared with field data. The Error statistics of the model predictions compared to field data were an absolute mean error (AME) of 0.065 m for the water level predictions and an overall AME of 1.62 °C, 1.09 °C, and 1.23 °C for the temperature predictions by using the UPWIND, QUICK, and QUICKEST scheme, respectively. In the Laurance Lake model application, a comparison was performed between the present 3D model and the 2D CE-QUAL-W2. Since the 3D model was build based on CE-QUAL-W2, differences between the two models were evaluated. Error statistics between the model predictions of water level and temperature compared to field data showed that both models were in good agreement with field data. However, the 3D model AME (0.30 m for the water level predictions and 0.48 °C for the temperature predictions) was higher than the 2D model (0.03 m for the water level predictions and 0.42 °C for the temperature predictions). Finally, the Cooper Creek Reservoir case study was done to show the model predictions of temperature and dissolved oxygen. In this application, vertical temperature profiles were covered the entire simulation period in order to show how the model transfer heat between stratification and non- stratification conditions. The model showed good agreement with field data (0.12 m AME for the water level predictions, 1.00 °C overall AME for the temperature predictions, and 1.32 g/m3 overall AME for the dissolved oxygen predictions). Finally, comparisons were made between CE-QUAL-W2 and the 3D model. The 2D model generally performed better in the tests cases if the model user is unconcerned about lateral impacts. The 3D model is important to use when lateral currents and variation in the lateral dimension are important.
