The purpose of this study was to examine the role of attachment processes and coping strategies in the development of psychiatric symptoms among military veterans and active duty personnel. Data were obtained from 268 male and female military veterans and active duty personnel. A path analysis was conducted to estimate the relationships between attachment processes, coping strategies, and psychiatric symptoms. Findings demonstrated that greater levels of attachment anxiety were related to increased levels of avoidant coping and psychiatric symptoms, while higher levels of attachment avoidance were related to avoidant coping and PTSD symptoms, as well as decreased levels of problem-focused coping. Alcohol use was associated with psychiatric symptoms. Avoidant coping, but not problem-focused coping, was associated with psychiatric symptoms and partially mediated the relationship between anxious attachment and psychiatric symptoms. Avoidant coping also fully or partially mediated the relationships of avoidant attachment to depression and PTSD symptoms. The findings of this study increase our knowledge of mechanisms that contribute to psychiatric symptoms among military populations, which in turn can guide treatment planning and interventions.

As issues of gender inequality in the military are addressed, women will continue to fill jobs traditionally occupied by men, and ultimately take on a greater percentage of leadership responsibility. For these reasons, women will remain the fastest growing population within our active duty forces. An increased need for research, advocacy, and resources for programs and services designed specifically for women veterans is necessary in order to prepare for an upsurge in the numbers of women who will be seeking services in the years to come. This research utilized a feminist ethnographic approach for data collection and analysis. Data was collected using mixed methods consisting of an online survey (n=915), telephone interviews with women veterans and community reintegration specialists (n=31), and participant observation at veteran focused events. This study provides an in depth understanding of US women veterans’ experiences both in the military and after, emphasizing the different gendered experiences of participants. Among the many findings, I conclude that women veterans negotiated and performed gender in a way that worked for them within the professional militarized environments that they were a part of. However, upon leaving the military, many experience challenges associated with having to renegotiate gender, often times in civilian workplace settings where traditional aspects of masculinity and femininity are still upheld as societal norms. This research is meant to contribute to a growing body of literature on veteran transition and help fill the existing gap in anthropology of the military on the intersections of gender, gendered role-making, and military service. It will be of interest to lawmakers, policy experts, the Department of Veterans Affairs, and community stakeholders tasked with identifying the short-term and long-term challenges affecting women veterans as they enter civilian life after service, and how to appropriately tailor programs and services to meet the needs of the population.

The current study examined the impact of resilience and self-compassion on the relationship between combat exposure and psychological outcomes, specifically post-traumatic stress and post-traumatic growth. Service members and veterans with combat exposure (N = 143) completed an online survey, through which they were administered a Background Questionnaire, the Combat Exposure Scale, the PTSD Checklist for DSM-5, the Posttraumatic Growth Inventory, the Connor-Davidson Resilience Scale, and the Self-Compassion Scale. Results of a path analysis revealed a positive direct effect of combat exposure on post-traumatic stress symptoms and post-traumatic growth and a negative direct effect of self-compassion on post-traumatic stress symptoms. Furthermore, self-compassion moderated the relationship between combat exposure and post-traumatic growth. Implications of these findings and future directions for research are discussed.

Using a combination of public institutional records and private personal records, this thesis explores how a newly emerging America constructed its ideas of physical disability in the era of the War for Independence. In the colonies, physical disability never stood alone as an independent category of difference, but was anchored in discourses of poverty and morality. However, the tumultuous events that occurred during the period 177 5 to 1818 forced this developing nation to confront physical disability to an extent that had not previously been required. The result was a conceptual and legislative shift, which caused the understanding of physical disability to be fundamentally redefined and become something identifiable in its own right. To analyse how, and why, this happened, this thesis looks at the public, cultural discourse of disability through this period, and examines the legal developments and the lived experiences that were occurring alongside it. By considering how disability was used in public commentaries to allegorise the split with Britain, it highlights the complicated environment and conceptual tumult which faced disabled Revolutionary War veterans on their return. Analysis of the trajectory of disability pension legislation suggests an infant nation testing the waters with early welfare programmes, often with limited success. However, these early initiatives were the progenitors of the first. national pension program. These developments created a distinct legal construction of disability that was seemingly at odds with the negative representation of disability in the public arena and, through medical and legal classifications, created a more formal platform for the conceptualisation of disability to emerge. To complement the institutional perspective, this thesis explores the lives of 523 disabled Revolutionary War veterans, using information they gave in their applications for a disability pension. This experiential approach expounds the ways in which disability was managed, how it shaped - and was shaped by - pre-existing expectations of gender roles, and how these experiences were often determined by class. Pertinent topics include family life, work life, and the ways in which veterans understood and employed their identities as disabled pensioners. Unlike the post-Civil War period a Revolutionary War disability never became the symbol of patriotism and bravery that the empty sleeve of the Civil War amputee did. Using the experiences of disabled former Revolutionary servicemen and contrasting this with the public discourse and national memory of the war, this thesis presents the reasons why this was the case.

Throughout the history of the United States (U.S.), there have been service members who, upon leaving the service, have spoken out against U.S. involvement in wars. The current conflicts in Afghanistan and Iraq, and their increasing unpopularity, have contributed to this trend. Recently veterans have begun to come forward in larger numbers to speak out against the current wars and have self-identified as members of peace movements. The purpose of this research project was to explore veterans' understandings of the peace movement and their involvement in veterans' peace movement organizations. This study hoped to answer the following questions: 1) How does a veteran understand the current peace movement? 2) Which, if any, parts of the current peace movement does a veteran find to be in line with his or her own values? 3) What do veterans feel it means to be a veteran for peace? 4) How do veterans come to identify with the current peace movement? 5) How do veterans take a stand against the current peace movement? 6) What do veterans feel is gained by involvement in the peace movement? The study was conducted using a qualitative approach, and 27 interviews were conducted either face-to-face or over the phone with U.S. veterans from across the country, who have served since the Vietnam War. Veterans who were no longer serving in an active duty capacity were selected via a snowball sample of the researcher's circle of military colleagues and friends around the U.S. The identity of "veteran in the peace movement" is a complicated one, and the result of a long, complex, series of lived experiences. This study let participants describe the process of identity acquisition, or rejection in their own words in order to create a realistic and honest narrative about the emotional and mental processes, and life events that trigger or influence these, that influenced identification or not with a veterans' peace movement organization.

Resumen

Guided Autobiography is a process of writing, sharing and preserving one’s life stories and life experiences. It leads one down a path through vast stores of memories, leading to an increased awareness and appreciation of having lived through so much.

The purpose of this study was to adapt Birren’s Guided Autobiography (GAB) program for U. S. veterans 65 years of age and older. The themes developed for this study were based on Birren’s nine themes for conducting autobiography groups. It was tailored to include themes relevant to older adult war veterans. Local veterans were interviewed and asked about past war experiences. The responses were recorded and analyzed using qualitative research methods. GAB serves to assist Gerontologists, Social Workers and other Health Practitioners in that it helps to provide insight into veterans’ experiences.

Some veterans transitioning from military duty to the classroom are not obtaining college degrees. The purpose of this study was to investigate student veterans’ perceptions of the transition services and support systems at their college that might impact the challenges they face while pursuing a college degree. The theoretical framework for this study was Schlossberg’s Theory of Transition. The guiding research question asked how military veterans perceived the transition services and support systems at their university in the context of their decision to obtain their degrees. A purposeful sampling approach was used for selecting student veteran participants who had returned from active duty and were enrolled at the university for 1 year. Moustakas’s transcendental approach was the model used for interviewing 12 veterans. Inductive analysis was used to analyze data, including coding the interview transcripts and identifying themes to capture the collective experience of the veterans. Participants indicated that existing emotional or social support programs, organizations, and personnel to assist them on campus were inadequate. Implications for social change include increasing faculty and staff understanding of veterans’ needs, which may lead to improved transition services, support systems, and communications within the university. Results may be used to improve retention and degree completion rates of student veterans.

In public policy literature, there is a lack of research that integrates social construction theory within the advocacy coalition framework, and far less is known about how these theories address policy change and processes related to programs for disabled veterans.The purpose of this study was to conduct a policy analysis to evaluate how well the needs of veterans are met through the U.S. Veterans' Disability Compensation (USVDC) program. In a case study of a city in the southeastern U.S., gaps between formulation and implementation of USVDC policy were examined. The theoretical frameworks used in this study were Hacker's formulation and implementation gap to analyze policy, Schneider and Ingram's conceptualization of social construction, and Sabatier and Weible's advocacy coalition framework. The central research question for this study explored the extent to which the USVDC program meets the needs of disabled veterans (DVs). Data consisting of over 355 USVDC formulation and implementation documents, from March 2007 through August 2013, were coded using a priori codes and content analysis methodology.Findings indicate the USVDC policy subsystem struggled to manage the claims backlog that grew to over one million claims. Between April 2013 and September 2013, an emphasis to reduce the claims backlog improved stalled policy formulation, resulting in a shift to positive social constructions for DVs.Implications for positive social change include improved collaboration between policy makers, the Veterans' Administration, and recently transitioned target group DVs, to reshape policy formulation and implementation to further improve the quality of life for sick and injured veterans when entering the USVDC policy subsystem.

Diabetes is a highly prevalent chronic disease among US adults, and its prevalence among US veterans is even higher. This study aimed to examine the prevalence of and trends in diabetes in US veterans by using data from the US National Health and Nutrition Examination Survey from 2005 through 2014. The overall prevalence of diabetes and undiagnosed diabetes was 20.5% and 3.4%, respectively, and increased from 15.5% in 2005–2006 to 20.5% in 2013–2014 (P = .04). Effective prevention and intervention approaches are needed to lower diabetes prevalence among US veterans and ultimately improve their health status.

Today’s military encompasses a wide variety of families who are affected by deployments in multiple and complex ways. Following deployments, families must reconnect in their relationships and reestablish their way of life. Appropriate and effective communication during this time is critical, yet many military couples struggle with this process. Moreover, student service members/veterans and their families are in a unique position. In addition to coping with changes in their marital relationship, student veterans may feel isolated or unsupported on college campuses, often experiencing anxiety, depression, posttraumatic stress, or suicidality. The current study seeks to bridge the gap between the military family literature and the student service member/veteran literature by examining how deployment experiences, mental health issues, and communication patterns influence post-deployment relationship adjustment among student veterans. Analyses tested whether communication style and/or current mental health concerns mediate associations between combat experiences and couples’ relationship adjustment, as well as between experiences in the aftermath of battle and relationship adjustment. Results suggest that although posttraumatic stress is significantly related to deployment experiences among student veterans, participants report no significant negative effects of deployment on relationship adjustment. Communication style, however, was significantly associated with relationship adjustment, and a lack of positive communication was found to correlate with PTSD diagnosis. Research and clinical implications are discussed.

From the colonial period to the present, Americans have debated the role of the military and its place in American society. One important part of this debate is the issue of compulsory military service and whether it is consistent with the ideals of a democratic state. Although Americans have generally accepted compulsory service in times of national emergency, they have often expressed great reservations to it in times of peace. In their view, compulsory military service raises fundamental questions about the responsibilities of citizens to the state.Following World War II, proponents of compulsory military service campaigned for implementation of Universal Military Training (UMT) as a method of insuring manpower for a potential national emergency. By stressing the universal aspect of the program, supporters hoped to demonstrate the democratic qualities of UMT and its compatibility with traditional American ideals. Ultimately, however, they were unable to convince Congress and the general public of the program's merits. Some opposed the program because of its questionable military value in the atomic age. Many others voiced their disapproval of UMT largely because of a longstanding American sentiment against peacetime compulsory service. As a result, UMT was never implemented.This thesis will explore a neglected aspect of the UMT debate and examine the opposition of veterans to UMT. Veterans generally, and veterans organizations in particular, have traditionally advocated military preparedness. Not surprisingly, the American Legion was the primary nongovernmental organization to spearhead the effort to adopt UMT. Yet significant opposition to UMT existed even within the Legion's ranks. Similarly, the American Veterans Committee (AVC), a newly formed organization comprised of World War II veterans, announced its opposition to military training. With uncertain support from a segment of American society that would normally be expected to back preparedness programs, the government's plan for military training had little chance for adoption. With the resumption of selective service in 1948, the importance of UMT to U.S. military policy greatly diminished, and UMT virtually disappeared from the political forefront.Through the use of archival sources at the American Legion National Headquarters, the records of the American Veterans Committee, congressional testimony by representatives of both organizations, and various secondary sources, this thesis demonstrates that some veterans, like many Americans, viewed peacetime compulsory military service with great ambivalence and not an obligation of citizenship in a democratic state.

Benefits for soldiers follow the formation of ancient and present day armies raised for the purpose of extending the national or state will. Veterans' benefits for defenders of the U.S. emerged during the American colonial period. College benefits began after WWII with the GI Bill of Rights. This study examines the variations in purpose for nationally established educational benefits for veterans and the singular value to the veterans of these 5educational benefits. The study begins with an overview of the history of veterans' benefits. Primary emphasis is then placed on the educational portion of the World War II Servicemen's Readjustment Act and the current educational benefit, the Montgomery GI Bill. As the purpose of awarding educational benefits changed from World War II to the latest U.S. war, the Gulf War of 1990-1991, the economic value to the individual veteran also changed. The WWII GI Bill featured an educational provision intended to keep returning veterans out of the changing economy whereas current GI Bills is intended as a recruiting incentive for an all-volunteer force. Correspondingly, the economic value to the individual veteran has changed. Data supporting this study were extracted from historical documents in primary and secondary scholarly studies and writings, government documents, national newspapers and periodicals, Veterans Administration publications, service newspapers, and anecdotal writings. The study offers conclusions regarding the shifting purposes and economic value and recommends changes to current and future GI Bills. The conclusions of this study are: (a) the purpose of the Montgomery GI Bill is to serve as a recruitment tool for the armed force, whereas the WWII GI Bill emphasized concern over the return of millions of veterans to a changing wartime economy unable to offer full employment and, (b) the present GI Bill funds less than 50% of the costs for a 4-year degree while the first GI Bill fully funded a college degree, including tuition and living expenses.

In 1962 Congress enacted legislation which made social services an important instrument of public welfare reform. The law represented the culmination of a half-century effort on the part of public welfare officials to secure recognition for public social services as a distinctive yet integral feature of progressive social welfare policy in the United States. This dissertation traces the evolution of this effort from its origins in the Progressive period to the passage of the Public Welfare Amendments of 1962.The Progressive ideal of social welfare focused on building an institution of public welfare which would satisfy the economic, social, and psychological needs of all citizens. Public welfare officials viewed social services as playing a key role in the realization of this goal. The paper examines how social services became a means of protecting and expanding the functions of public welfare.The history of public social services has been marked by controversy. Throughout most of the twentieth century, the institution of public welfare has been subjected to periodic assaults by the taxpaying public. The stigma associated with welfare has caused many professional social workers to oppose the idea of incorporating social services into public welfare. The response of public welfare officials to these sources of conflict is a major topic which the paper explores.The context for and the ramifications of the dispute between professional social workers and public welfare officials over the propriety of public social services are discussed in the first three chapters of the paper. The last three chapters recount the political strategies used by public welfare officials to gain acceptance of their plan for integrating social services with public welfare policy.

This is an interpretative phenomenological study examining the lived experiences of five long-lasting, self-report satisfied, German-American military couples, using semi-structured interviews. Each bicultural couple that participated was married thirty years or longer and consisted of one German native wife and one American veteran husband. Eight themes emerged from the data: (a) tri-cultural marriage experiences; (b) faith, religion, belief systems; (c) intimacy; (d) overcoming: good coping, commitment, and humor; (e) respect and appreciation systems; (f) trust and fidelity; (g) communication and the need to improve; and (h) keeping things alive.

This dissertation is a critical engagement with the myth of the reified modern state - that Leviathan that seemingly exists outside of the social while residing within the natural. In doing so it joins an effort to move the field of critical geopolitics beyond critiquing classical geopolitics to one that includes a transformative component, as expressed in the overarching field of critical theory. The undergirding methodological and theoretical approaches of this dissertation are rooted in the interplay between the semiotic, the performative, and the visual, an eclectic framework that grapples with the shifting representational practices of geopolitics - practices that are centered on maintaining a particular meta-narrative of the state - i.e., the myth of the state as a reified subject. As a means to demystify this particular paradigm of the state I look at the contradictions and the challenges proffered by a unique set of actors, soldiers and veterans. I accomplish this: military actors. This is accomplished by bringing to the forefront, through imagery, the visual and communicative performances of their everyday geopolitical practices as military actors and citizens. The three cases that make up this dissertation each address particular interconnections between soldiers, veterans, and the myth of "the state," with each employing an approach that visually interrogates the spatial and material relationships as a means to explore "the everyday" performances of their geopolitical practices. Soldiers and veterans are uniquely situated in geopolitical discourses about the state, as they are framed and/or frame themselves, depending on the context, as both "state" and "non-state" actors and, as such, through their conjoined identities can collapse the meta-narrative of the state-as-object by their very "being." In this interrogation, therefore, I add to an effort to push for a reconceptualization of the state, arguing that "it" should be re-imaged or reframed as an everyday relationship between citizens - a state as relationship rather than a state as object. This shift moves a critical geopolitical inquiry away from reproducing what it critiques, to critically engaging with the practices that produce the representations that help to constitute it.

Understanding the effects of national culture differences on cooperation and performance is a problem facing the United States and South Korean Air Component Command Headquarters. Little is known about the dynamics of national cultural differences within the headquarters, and as a result, little attention is given to educating members on how to manage multicultural relationships. Guided by Hofstede's cultural dimension theory and Schein's model of organizational culture, the purpose of this quantitative quasi-experimental study was to understand the factors influencing national cultural differences among the United States and South Korean staff officers (N =178) assigned to the Air Component Command Headquarters, Republic of South Korea. Primary data were collected using the 2013 Values Survey Module. The following 6 dependent variables were examined: power distance, individualism, indulgence, masculinity, uncertainty avoidance, and long-term orientation. These data were analyzed via bivariate correlation, independent-sample t tests, and one-way analysis of variance. Analysis of variance and t-test findings indicated that an increase in cross-cultural experience (military exchanges, foreign language proficiency, and years lived abroad) influenced national cultural scores. Additionally, to a moderate extent, bivariate correlation analysis showed that national cultures could also be affected (positively and negatively) by differences in participant education levels, military seniority and time served, years lived abroad, military exchanges, and foreign language experience. Implications for positive social change include increasing national cultural awareness among Air Component Command members as a method for improving collaboration and military readiness.

This study analyzes the divisions, attitudes, and background characteristics of political consultants. The political consulting field has grown greatly within the last decade, and a growing amount of attention is being paid to these once obscure political professionals. To help answer some of the questions raised about the political consulting field, I have written this thesis. The first part is an overview of the history of political consulting. The history tracks the growing use of political consultants in political campaigns, as well as the birth of new campaign technologies and their effect.The second part of the thesis is an examination of some of the major areas of political consulting. These areas include Campaign Planning/Management, Computer Listing, Direct Mail, Fundraising, Media Planning/Production/Placement, Phone Banks, Political Action Committee Solicitation, Public Opinion Polling/Surveys, Public Relations, Research, Speechwriting, Vote Demographic Analysis, and Voter Contact/Turnout.The third part of the thesis is a description of, and the results of a survey conducted of political consultants. The questionnaire probed into areas such as ideology, party preference, attitudes toward the electorate, candidates, and campaign services. Also explored were motivating factors in taking on a campaign, advantages and disadvantages of being a political consultant, and their involvement in regional/international political consulting.The results of the survey are described in terms of frequency distribution and cross tabulation by campaign service areas in an analysis of the findings at the end of the thesis.

Military personnel who have served during Operation Iraqi Freedom, Operation Enduring Freedom, and Operation New Dawn have experienced longer and more frequent deployments than U.S. personnel involved in any previous conflict. These multiple tours in combat zones have resulted in complex psychosocial needs for military personnel. The goal of this action research study was to understand social workers' perceptions and experiences of military personnel who experienced 3 or more deployments in a combat zone. The theoretical foundation for the study was narrative theory. Research questions sought to understand the social workers' perceptions of the psychosocial treatment needs of these veterans, to understand the social workers' experiences in providing services to address their needs, and whether participants perceived that the services provided were enhancing the mental and social well-being of the veterans. Data were collected from a focus group of 8 master's-degree-level social workers who worked with veterans with multiple deployments. Data were analyzed using descriptive coding to determine categories and themes. Findings included increased incidents of posttraumatic stress disorder and complex psychosocial needs, the importance of evidence-based practice and successful reintegration, clinical considerations, and potential barriers to effective service. Findings also focused on the importance of organizational support and continuing education for social workers providing these services. The findings of this study might be used to promote positive social change by highlighting the need for ongoing education for social workers, organizations, and society to provide informed evidence-based treatment for veterans who have experienced multiple deployments.

The last decade has witnessed the development of a private launch industry. Under international space law, in particular the Outer Space Treaty of 1967, States shall supervise and authorize the activities of their nationals, including private launch companies, in Outer Space. In the United States, a substantial set of regulations has been elaborated to exercise this control over the activities of the private launch industry. This thesis analyzes, in a first chapter, the evolution which led to these regulations. The Commercial Space Launch Act of 1984 and the subsequent regulations issued by the Office of Commercial Space Transportation, regarding the licensing process are dealt with in the second chapter. The third chapter examines the most important practical legal issue relating to private launch services, namely liability and insurance.

This research documents the societal worth of riparian resources in the Southwestern United States. Two case studies are developed for this inquiry, the first being Aravaipa Canyon Wilderness in Southern Arizona, an area containing one of the last perennial streams in the Sonoran Desert bioregion. A hiking use value per visitor-day is estimated via the Travel Cost Method at $25.06 and $17.31 (2003 dollars) respectively for two access sites. I hypothesize the value discrepancy to indicate a premium for remote recreation. These valuation results compare well with other published recreational use value estimates, though it is the only valuation study associated with instream recreation in the Sonoran Desert of which I am aware. Indeed the environmental valuation literature is thin for the desert region in any respect.The second case study values public restoration preferences for the Albuquerque reach of the Rio Grande in Central New Mexico. A Choice Experiment and Contingent Valuation are employed within an original survey instrument to estimate human values for various restoration strategies planned for the region. Through focus groups and stakeholder interactions four restoration attributes were defined: vegetation density; tree type; fish and wildlife population; and natural river processes. Quantified values for Albuquerque area households were estimated for each restoration attribute level of change, allowing construction of total benefits anticipated for various restoration scenarios considered for the region. This research is at the vanguard of quantifying human benefit for saltcedar control, and this particular restoration characteristic was the most highly valued of all, at $59.03 per household per year. Full restoration was valued at $156.60 per household per year. These results have meaning beyond the study area since river restoration efforts are increasing across the Western US, with many focusing on controlling saltcedar, an exotic invasive plant.The final phase of this research integrates riparian valuation concepts within a dynamic simulation framework to guide systems-level riparian management. Control variables are combined with known valuation pathways to predict riparian investment funding optimal in benefit-cost ratio. The model is built for the Middle Rio Grande in Albuquerque, however it was designed for easy adaptation to other Southwestern riparian areas. A detailed forest module is included, through which seven defined forest stocks may be managed through thinning, clearing, and revegetation. River management may occur through environmental river flow releases, reconstructing stream-overbank connections, and wetland construction. Recreational amenities may be improved through the four infrastructure categories of trails, toilet facilities, picnic areas, and parking areas. Benefits and costs are estimated through original research and region benefit transfer, and tracked for different investment scenarios to predict the highest-return strategies over a 100 year planning horizon. A sensitivity analysis is used to suggest areas of future research.

The thesis seeks to interrogate historically the relationship between multinational healthcare service companies and states in the pursuit of market-oriented reforms for healthcare. It constitutes a critical reading of the idea of globalisation as a concept with substantive explanatory value to analyse the causal role of multinational service firms in a commercial transformation in national healthcare service sectors. It analyses the development and expansion of commercial (for-profit) healthcare service provision and financing in the healthcare systems of OECD countries. The hospital and health insurance sectors in the US and UK are analysed as case studies towards developing this critical reading from a more specific national setting. The thesis contributes to developing a framework for analysing the emergence of an international market for trade in healthcare services, which is a recently emerging area of research in the social sciences. As such, it uses an interdisciplinary approach, utilising insights from health policy and international political economy. The research entails a longitudinal study of secondary and primary sources of qualitative data broadly covering the period 1975-2005. I have also made extensive use of quantitative data to illustrate key economic trends that are relevant to the changes in the particular healthcare services sectors analysed. The research finds a substantive shift in the mixed economy of healthcare in which commercial healthcare service provision and financing are increasing. However, while the internationalisation of healthcare service firms is a key element in helping to drive some of this change, the changes are ultimately highly dependent on state-level decision making and regulation. In this context, the thesis argues that globalisation presents an inadequate and potentially misleading conceptual framework for analysing these changes without a historical grounding in the particular developments of national and international markets for healthcare services.

MBA Professional Report
The purpose of this MBA project is to determine how the United States Army manages and oversees the acquisition of services. To accomplish this objective, the authors deployed a survey to 81 separate contracting centers to collect empirical data. The survey, created by Meinshausen and Compton as part of a prior NPS MBA project, was designed to collect data on contract characteristics, life-cycle approach, project management, organization structure, and training provided to acquisition personnel. The survey was available for two full weeks in early March 2009. During this period, 61 respondents completed the survey, representing a 75% response rate. The results show that the vast majority of contracting centers are using competitively bid, fixed-price contracts without any type of incentives. This research also shows that a project team approach often is utilized; however, the contracting officer routinely leads the acquisition effort. Additionally, the respondents indicated that there are not enough acquisition workforce billets, the current billets are not adequately filled, and that training resources are lacking. The results of this project will be used for further research in a DoD wide analysis of lifecycle management of service acquisitions.

MBA Professional Report
The purpose of this MBA project is to review policies and practices of the United States Air Force (USAF) in the area of service acquisition and oversight. Additionally, this research will discuss Government Accountability Office (GAO) concerns in the area of service acquisition and oversight. The survey employed herein was taken from a prior NPS MBA project (Meinshausen and Compton) and distributed to 50 Contracting Squadron Commanders across seven separate Air Force Major Commands (MAJCOMs). The researchers conducted the survey between mid-June to mid-July 2008 and received a 68% response rate. Our research shows that contracting officers are serving in the capacity as program managers for a majority of service acquisitions at the installation level. Additionally, this research shows that contracting squadron leadership identifies manning as a major issue for their organization. The results of this project will be used for further research in the area of lifecycle management of service acquisitions.
