<span>This research aims to be forming the right framework to optimize the management of public assets utilization by DJKN (Direktorat Jenderal Kekayaan Negara) using Resourced Based View (RBV). The method used is a case study. The results show that there are many idle assets that haven’t been used, asset that haven’t use optimally for serving (under used), and many assets haven’t been used corresponding with highest and best uses. It means that there are potencial resources and capacities that haven’t maximally used because of many limitations. This condition can cause the losses of opportunity to optimizing the asset utilization either for the job and function of the government or the opportunity loss in getting state revenue from those optimally asset utilization through corporation with the third party. So, public assets management should be done by optimizing resources and capacity which are owned. Here, empowerment of all of resources and capacity that belong to the organization, can be done to support the achievement of the core value which is optimally public assets utilization. That’s why the right framework of the publics asset utilization with RBV approach is hoped to give a solution for the problem that came from management and utilization of capacity and resources that haven’t been run well.</span>

Resumen
Public-Private Partnership (PPP) is one of the government strategies to provide infrastructure to serve the community. In the implementation process, PPP has challenges in land acquisition. In response to this challenge, the utilization of State Assets (Barang Milik Negara/BMN) in the form of land and buildings offers a prospective solution. To utilize the State Asset efficiently in the PPP scheme, the information on the asset should be updated based on the State Asset Management and Information System. This paper aims to describe the role of State Assets in supporting Public Private Partnership (PPP) projects in terms of achieving project financial feasibility using a particular study case and how to update the State Asset Management System. The methodology used in this paper uses qualitative methods with literature studies, focus group discussions (FGD), and interviews, to determine the intended role of State Assets. This paper shows that the existing asset management system has accommodated efforts to utilize state assets to support the PPP project. While from the information system point of view, the basic framework of the information system has been formed, the current project needs to be further developed referring to the basic framework of the information system so that it can effectively and efficiently support efforts to utilize state assets in PPP projects.

Optimizing the utilization of state assets through strategic asset leasing services is important in the context of effective public resource management. However, to achieve this goal, a systematic and integrated approach is required. Therefore, this study aims to combine the TOWS (threats, opportunities, weaknesses, strengths) method with SWOT (strengths, weaknesses, opportunities, threats) analysis to develop an optimal strategy for state asset utilization. This study aims to analyze internal and external factors affecting the utilization of state assets and identify suitable strategies using the TOWS approach. This study used a qualitative approach with SWOT analysis and TOWS matrix. Data were collected through a literature review and interviews with experts in the field of state asset management. Internal and external factors were analyzed to identify relevant strengths, weaknesses, opportunities, and threats in the context of state asset utilization. Based on SWOT analysis, several internal strengths and weaknesses of solar power development companies in South Sulawesi were identified. In addition, external opportunities and threats affecting the company were also identified. Then, using the TOWS matrix, suitable strategies were developed to optimize the utilization of state assets through strategic asset leasing services in the region. Combining the TOWS method with SWOT analysis provides a comprehensive approach in the development of state asset utilization strategies. This research produced a strategy that can be used as a guide in optimizing the utilization of state assets through strategic asset leasing services in South Sulawesi. This strategy considers internal strengths, weaknesses, opportunities, and external threats, so as to increase effectiveness and efficiency in the management of state assets.

Resumen
The compilation of plans for the protection and utilization of natural resource assets owned by the general population is of great practical significance in supporting the preservation and appreciation of natural resource assets, preventing the loss of state-owned assets, and realizing the reform goal of unified management of natural resource assets. However, the planplanning for the protection and utilization of natural resource assets in China is still at the exploratory stage, with a lack of normative technical procedures and preparation guidelines. Land storage strengthens the management of land assets and helps to realize the preservation and appreciation of land assets, which can provide supporting evidence for the protection and utilization of other natural resource assets. Therefore, on the basis of analyzing the mechanisms of land storage, and drawing on the theory, methods, and practical experience of land storage, this paper extends the land storage system to the protection and utilization management of other natural resource assets, developing a “body and two wings” planning concept for the protection and utilization of natural resource assets, while hoping to provide a useful reference for the protection and utilization of natural resource assets in China. The study found that the theory, method, and practice of land storage meet the needs of natural resource asset protection and management. The proposed plans for the protection and utilization of natural resource assets owned by the general population, mainly through storage, can not only play a basic role in protecting public-welfare natural resource assets and improving ecological functions, but can also play a key role in the operational management of natural resource assets in terms of optimizing resource allocation, improving the efficiency of resource development and utilization, and promoting high-quality development. This is a valuable study that contributes to realization of the reform goal of unified management of natural resource assets, and which can provide a reference for the preparation of natural resource asset plans in various regions.

Resumen
Joint assets in marriage encompass all assets acquired after marital status is established through a legal union and are jointly owned by both spouses or held in joint names acquired simultaneously during marriage. Indonesian Positive Law, including Law no. 16 of 2019 concerning Marriage, the Compilation of Islamic Law, and the Civil Code (KUHP), governs the utilization of joint property in marriage, ensuring equal rights for both parties. However, discrepancies exist between legal provisions and public understanding regarding the use of joint marital assets. This study, conducted in Trienggadeng Pidie Jaya, employs qualitative methods to explore the community's comprehension of joint property using Indonesian Positive Law as an analytical framework. It adopts a normative-sociological approach, treating Indonesian Positive Law as the basis for analyzing societal perceptions and behaviors related to collective property. The research reveals discrepancies between normative rules and public understanding of the regulations governing the use of joint marital assets.

Resumen
Abstract The Winongo riverbank as a natural asset, the settlement has public facilities to support people’s activities such as economic, social, cultural, and physical facilities (infrastructure). This research area is the Winongo riverbank within the administrative boundaries of the city of Yogyakarta. Despite public space facilities’ inadequate quality, user interest is still very high. This study aims to determine the significance of the influence of user perceptions on place quality regarding public area dependence. The research methods were by using questionnaires, which were shared to 200 respondents who are residents of settlements on the Winongo riverbank who are using the public area. Assessment of attachment patterns is associated with existing physical conditions (assets) and activity (attachment). The result shows that the pattern of asset utilization is formed by several factors, such as integration in accessibility, security, and asset type. The factors of comfort, liveability, facilities, and infrastructure have little influence on the intensity of the attachment. Activity in the asset that is not valuable can occur due to the absence of adequate infrastructure. However, because of the large number of visitors, the activities that occur in these assets can become embryos or generators, forming a new asset for urban livelihood.

Le, Guay Clothilde. "Les contrats domaniaux : contribution à l'étude de la location des biens publics". Electronic Thesis or Diss., Bordeaux, 2024. http://www.theses.fr/2024BORD0135.

Texto completo
This thesis suggests to simplify and modernize the legal framework governing the use of public land by consolidating the variety of occupation acts into a common contractual regime, termed « contrats domaniaux ». These are defined as lease agreements for public properties. Based on the property right of public owners, they cover all public assets, whether incorporated into the public or private domain, and establish a set of obligations between public landlords and tenants. These contracts are, in effect, true leases granting the co-contractor an exclusive right to enjoy a public property for a specified period in return for a fee. However, they remain subject to special rules due to the public appropriation of the leased property. The thesis presents a typology of domain contracts based on their purposes: residential, economic exploitation, and construction. Under the influence of public asset valorization policies, their legal status is harmonizing, and the rights of occupants are evolving. Occupants have a « rental property right », as they derive their right from their contract, defined and limited by its terms. To further this harmonization and simplify the management of public assets, the thesis suggests that legislation be passed to unify the legal framework of public leases

Resumen
The word ‘asset’ was originally taken into the English language, from the Latin ‘ad satis’ and French ‘asez’, as a term used at law meaning sufficient estate or effects to discharge debts. It later came to be used in the sense of property available for the payment of debts. Assets were understood to be property (objects owned and rights of ownership) that could be exchanged for cash. The importance of factual knowledge of the money equivalents of property and debts, in managing mercantile affairs, was emphasised in accounting manuals during the eighteenth and nineteenth centuries. The rights of investors and creditors to factual up-to-date information about the financial state of affairs of companies, given the advent of limited liability, underscored the early company legislation that required the preparation and auditing of statements of property and debts. During the latter part of the nineteenth century the emphasis in accounting moved away from assets as exchangeable property to assets as deferred costs. Expectations took the place of observables. The abstract (expectational) notion of assets as ‘future economic benefits’ was embraced by accountants in the absence of rigorous definitions of the elements and functions of dated statements of financial position and performance. Assets are quantified financially by a heterogeneous mass of potentially inconsistent rules that, by and large, have no regard for the empirical nature of measurement. Consequently, accountants have failed to provide the community with up-to-date factual information about the financial state of affairs and performance of business entities - and, hence, with an informative basis for financial action.

Mavasa, Tamari Tlangelani. "The mangement of government immovable assets". Thesis, Nelson Mandela Metropolitan University, 2007. http://hdl.handle.net/10948/561.

Texto completo
Resumen
Immovable asset management is the key element in enabling better service delivery by the national government. An improvement in the management of government’s immovable assets is required in South Africa to ensure that assets are optimally utilised for service delivery. The entire research attests to the importance of excellent management of government immovable assets throughout its life cycle within a framework of cost effectiveness, efficiency and reduced risk. The study discusses three technical challenges which comprise the incompleteness of the asset register, immovable asset life cycle management, a lack of implementation of the immovable asset management plan, the asset performance measures and standards for the immovable assets. The National Department of Public Works was targeted as a potential candidate to participate in this research. Primary data was collected through questionnaires and interviews to reveal the strengths and weaknesses and to develop the current theories and models. Secondary data was collected from books, journals, internet and conference papers. The asset management branch in the department was formed recently. The results of the research indicated that the asset management frameworks and the immovable asset management plans are not implemented as designed and there is no integration between the asset’s life cycle processes. The corrosion of information in the asset register was because of a lack of asset-computerized systems, competent personnel and adequate skills. In conclusion, immovable assets should be managed through integrated life cycle processes, policies and procedural documents should be developed and planning is important to the management of immovable assets. The asset register should work as a basic system for the management of immovable assets.

Resumen
Traditional built-up environment, traditional life and ecological tissue that have been created in time by human beings are ignored on behalf of archeological assets in archeological areas on the rural settlements. However, the coexistence of archeological, architectural, ecological and traditional invariants must be preserved
this coexistence is a product of life style coming from early periods onwards. A unique scientific conservation approach should be developed for this kind of settlements in order to sustain this rich &ldquo
wholeness&rdquo
. The requirement of preparing management plan for conservation area is an indisputable reality today. Participated management planning approach is embraced for the rural archeological sites on which assets produced by human being in time. Case study chosen for the dissertation is Eskihisar (Stratoniceia) which is settled since early times but abandoned today because of the various reasons. At the initial phase of management planning, namely, data collection and evaluation phase in this study
new methods were introduced like web-based participation. As a tool a social networking website (Facebook) used by ordinary people extensively was employed in the web based participation model introduced as a new technique. Gathered qualitative data in this way was analyzed together with quantitative data collected from site survey, historic and contemporary sources. Thus, it was examined whether there is usage of a simple communication tool in participatory planning studies or not, and what is pros and cons.

Resumen

Healthcare utilization is a factor that directs quality and cost of health services. The cost of healthcare, income level, and demographics affect the frequency and circumstances, in which patients seek medical attention. One of the main goals of public assistance programs in this study is to facilitate the access to medical services for vulnerable groups of children. This study analyzes the impact of enrollment in various different public assistance programs and the access patterns to healthcare services. The study found that children who are enrolled in public assistance programs are more likely to visit an emergency room but less likely to visit a doctor at least 7 times a year (high utilization) compared to children who are also eligible for public programs but are not enrolled. This difference in patterns has a significant impact on cost of health services for public assistance programs' beneficiaries. A causal multifactorial link is observed, and therefore further research is needed.

Resumen
Abstract Many companies have followed the trend toward exposing their business assets through open (i.e., Web) application programming interfaces (APIs). However, these firms appear to have adopted API technology largely to meet their customers’ needs and demands. The pressures on industries to develop, implement, and maintain API products and services can prevent companies from gaining a greater awareness of API development’s benefits. Firms may thus miss out on related monetary or non-monetary exploitation of their business assets. This study explored the status of the API economy and development among Finnish industries. The dataset comprised publicly available information from 226 private and public organizations representing a variety of industries, such as industrial, consumer goods, and services sectors. The current status of API readiness, types, protocols, and monetization models is presented to provide a more comprehensive overview.

Resumen
<p>Public Private Partnerships (PPPs) are being frequently used today to offer large infrastructure projects in the Western Balkan. In a small country like Albania, today there are more than 170 infrastructure PPPs, counted mainly in hydropower and road sector. Their application aims to provide funds to reduce the existing gap between the available budget and public expenses, expand investments in infrastructure as a major drive of economic development, improve the quality of services and the efficiency of project delivery, optimize resource utilization, commercial valuation of public assets and achieve optimal risk allocation.</p><p>The purpose of this paper is to study and review the application of PPPs for large infrastructure projects, highlighting lessons learnt from Albanian approach. The focus will be on implementation framework and risk management. The study uses a combined approach: questionnaire survey- targeting the applied PPPs in Albania- to identify the main risks encountered and their allocation preferences, and case study approach to investigate the phenomena within its real-life context. Three case studies are chosen: Mother Teresa Airport Terminal, as a representative of infrastructure project, in its operation phase; ASHTA HPP, as representative of a PPP in hydro energy, in its operation phase; Devolli HPP, as a hydropower concession, in its construction phase. Observations and documentation review-aimed to identify the phases and procedures, and semi structure interviews- aimed to identify the main risks, their allocation and treatment, are used.</p><p>The findings of the study are organized in three parts: First, the qualitative study identified the mostly used PPPs, their main risks and allocation preferences. Secondly, the case study review and third, lessons learned for future applications, such as the need for lifecycle value for money analysis on procurement methods, unsolicited proposals implications, lack of negotiation phase contractual cost implication, lack of social assessment requirement.</p>

Resumen
Abstract Objective Digital twin technology offers significant opportunities for the utilization and optimization of unconventional gas fields by providing virtual replicas of physical assets and processes. The idea of a digital twin is to build a model completely devoid of the typical physics and equations that the analytical or numerical simulation model usually depends on. A virtual twin is a model that is purely data driven without any physical context. This paper explores the potential benefits and applications of digital twins in unconventional gas fields, focusing on enhancing operational efficiency, improving production performance, and enabling proactive decision-making. This study is solely based on synthetic/public data, it doesn't include any privileged or confidential data. Methods Digital twins serve as virtual counterparts of physical assets, capturing real-time data and simulating their behavior in a dynamic and integrated environment. In the context of unconventional gas fields, digital twins enable operators and engineers to monitor, analyze, and optimize various aspects of field operations, including reservoir behavior, well performance, hydraulic fracturing, surface facilities, and production systems. One of the key opportunities provided by digital twins is the ability to enhance reservoir understanding and optimize production performance. By integrating real-time data from sensors, downhole monitoring devices, and production measurements, digital twins enable the modeling and simulation of reservoir behavior, predicting key performance indicators such as production rates, pressure profiles, and fluid flow. This facilitates proactive decision-making for reservoir management, well placement, and production optimization. Digital twins also enable the optimization of hydraulic fracturing operations in unconventional gas fields. By integrating geological, geophysical, and engineering data, digital twins provide insights into fracture propagation, stimulation effectiveness, and fracture network connectivity. This allows for the optimization of completion designs, well spacing, and fracturing parameters, leading to improved well performance and increased hydrocarbon recovery. Results Digital twins enhance the monitoring and control of surface facilities and production systems in unconventional gas fields. By capturing real-time data from sensors and equipment, digital twins facilitate predictive maintenance, early fault detection, and optimization of operational parameters. This results in improved operational efficiency, reduced downtime, and optimized production rates. The paper discusses the applications and benefits of digital twins in unconventional gas fields through case studies and industry examples. It highlights the successful implementation of digital twin technology, showcasing the achieved improvements in operational efficiency, production performance, and cost optimization. Novelty The findings of this study contribute to the advancement of digital twin utilization in the oil and gas industry, specifically in unconventional gas fields. By leveraging digital twins, operators and engineers can gain real-time insights, optimize operations, and make informed decisions, leading to increased operational efficiency, reduced costs, and improved overall performance in unconventional gas field developments.

Resumen
Background: It is estimated that there are around five billion users of social networks in the world, and among the students' usage of this media of communication is increasing. The goal of the research is: to assess the patterns and frequency of use of social networks among the student population, as well as the risk of addiction to their use. Methods and Objectives: The research was conducted as a cross-sectional study at the Pan-European University "Apeiron" in Banja Luka. For the purposes of the research, a questionnaire was designed, posted on the website and bulletin boards of all faculties, and students (559 of them) voluntarily and anonymously filled out the questionnaire during spring 2023. Risk of addiction was assesed by Bergen scale. Descriptive statistics and statistic of differencies between variables (chi square test) were used. Results: The most frequently used social networks are Instagram (84.1%) and Facebook (39.5%). Students used this media mostly 1-2 times a day during normal daily activities (45.1%) and in their free time (73.3%). Half of the students estimate that they have no problem with the use of social networks. The largest percentage of students (95.3%) has a low risk of addiction and 4.7% a medium-high risk of addiction from the use of social networks, without significant differences according to the socio-demographic (sex: p=0,564, age: p=0,188, place of living: p=0,193) and socio-economic characteristics of the students (study programme: p=0,981, success during studies: p=0,544, financial status: p=0,749). Conclusions: A low risk of addiction to social networks is present in more than 95% of students in Banja Luka, while a medium-high risk is present in less than 5% of students. Students evaluate good mental and emotional health. There is need for using social media as a health education tools among students.

Resumen
Utilization of teamwork for problem solving is pervasive. Teamwork is employed in classrooms to facilitate learning, but also as preparation for future vocational practice. It is used in research as collaborative ethos. Teamwork features in workplace tasks, leisure time projects, pursuing solutions to intractable trans-situated problems, etc. The space of teamwork is a public space of multidimensional assets. Inherent in it are benefits of collaboration, but it also brings with it challenges that have to be resolved in order for it to work effectively. We pursue the question of effectiveness of team function through team size, given certain identified benefits and disbenefits. We attempt to find out if there is an optimal small team size based on a few characteristics such as burden sharing, transactive knowledge and conflict (e.g. schedule conflict). We employ an agent-based model. For parameterization of variables, we take data from a short questionnaire completed by students and use its results to set values. We create small teams of different sizes and allow the dynamic model to aggregate those values as adopted by agents. We also attempt to see which one of four benefit/disbenefit valuation model specifications might work best.

Resumen
The safety of the public, the astronaut crew, Agency assets, other payloads, and the environment are NASA’s priorities when assessing the adequacy of space flight designs. While Probabilistic Risk Assessment (PRA) has been successfully applied to Space Shuttle and Space Station vehicle risk decision-making, the mandated use of a non-probabilistic rule-based approach is unique to the safety certification of NASA’s habitable payloads. A 1997 survey of historical safety policies with NASA’s Payload Safety Review Panel (PSRP) revealed that the non-probabilistic approach for habitable payloads was not arbitrary but founded on informed risk decisions from 20 years ago by then NASA Headquarters policy makers. Based on a sound payload safety track record, there has been no compelling reason, until recently, to consider expanding from the present NSTS 1700.7B rule-based approach to include risk-based PRA as a viable alternative. However, with the Agency’s increased focus on structured risk management, the establishment of a Risk Assessment Program at NASA Headquarters, and refined PRA guidelines and techniques, PRA is now formally recognized as an essential method for evaluating complex and high risk systems. The PSRP recognizes a growing need and an opportunity for evaluating the efficacy of risk-based PRA methods for application to increasingly complex next generation payload technologies. Therefore, it is timely to revisit the potential application of PRA to habitable payloads. This paper discusses PRA as a risk-based method that, when properly implemented, will result in equivalent or improed safety compared with the rule-based failure tolerance requirements for achieving the Agency’s “Safety First” core value. The benefits and cautions associated with infusing PRA methodology into the PSRP safety certification process are also discussed, as well as a proposed deployment strategy of how PRA might be prudently tailored and applied to habitable payloads. The use of PRA for assessing payload reliability is unrestricted at NASA but this is beyond the scope of the present discussion of payload safety applications.

Resumen
As technology is rapidly developing, causing antiquated assets to become obsolete at an increasing rate, budgets are becoming further restricted and labs are asked to complete more testing with less resources. It is crucial to ensure your lab is optimizing its return on investment in every facet of the test lab, specifically regarding the utilization of assets and lab space. This paper is a teaching tool of how to best utilize the resources (assets and space) available to you so as to not drain on budget, space or redundant labor. The presentation will provide an overview of standardized process flow for reviewing whether assets are being utilized to an acceptable threshold for the lifecycle of the asset. Knowledge and implementation of this process can contribute to the success of your organization’s profitability and competitive advantage while maintaining an inventory of assets that is right sized for current and future business objectives. Traditionally, utilization studies are executed at a production level to increase the rate of return; this paper will “recalibrate” the original strategy to be applied at a Test Lab level. Proven formulas and methods as described in ASTM E2453-13 and E2495-13, among other sources, as well as utilization study design elements. This paper is intended to provide a broad, flexible template on how to better realize utilization efficiency of your lab operation portfolio.

Resumen
Background: Genomics tools for enhancement of melon research, with an emphasis on fruit, were developed through a previous BARD project of the PIs (IS -333-02). These included the first public melon EST collection, a database to relay this information to the research community and a publicly available microarray. The current project (IS-3877- 06) aimed to apply these tools for identification of important genes for improvement of melon (Cucumis melo) fruit quality. Specifically, the research plans included expression analysis using the microarray and functional analyses of selected genes. The original project objectives, as they appeared in the approved project, were: Objective 1: Utilization of a public melon microarray developed under the existing project to characterize melon transcriptome activity during the ripening of normal melon fruit (cv. Galia) in order to provide a basis for both a general view of melon transcriptome activity during ripening and for comparison with existing transcriptome data of developing tomato and pepper fruit. Objective 2: Utilization of the same public melon microarray to characterize melon transcriptome activity in lines available in the collection of the Israeli group, focusing on sugar, organic acids and aroma metabolism, so as to identify potentially useful candidates for functional analysis and possible manipulation, through comparison with the general fruit development profile resulting from (1) above. Objective 3: Expansion of our existing melon EST database to include publicly available gene expression data and query tools, as the US group has done with tomato. Objective 4: Selection of 6-8 candidate genes for functional analysis and development of DNA constructs for repression or over-expression. Objective 5: Creation of transgenic melon lines, or transgenic heterologous systems (e.g. E. coli or tomato), to assess putative functions and potential as tools for molecular enhancement of melon fruit quality, using the candidate gene constructs from (4).

Resumen
Real Estate Investment Trusts (REITs) are important but little studied financial actors that control over $3.5 trillion in gross assets and over 500,000 properties in the U.S. Yet they have been largely ignored because tax rules define them as ‘passive investors.’ The evidence in this report shows that they are actually financial actors that aggressively buy up property assets and manage them to extract wealth at taxpayers’ expense. This study identifies the powerful impact that REITs, as owners of the real estate that houses productive enterprises, have had on operating companies and on the US economy more generally. It draws on case study evidence from markets where REITs have a major presence – nursing homes, hospitals, and hotels. The tax treatment of REITs has facilitated a growing and worrying influence on health care markets in particular at taxpayer expense.
