For some time, Oakland, California has suffered the cruel misfortune of persistently negative challenges, including high unemployment, poverty, and slow economic growth. Oakland leaders believe that the American Recovery and Reinvestment Act of 2009 can help relieve the city of these ailments. Thus far, the City has received over $200 million in Stimulus awards from the government. Over one third of the grant total is designated for workforce and economic development as well as the promotion of energy efficiency. This thesis explores the role of federal investment in local economic development in Oakland. The research first evaluates the effects of two prior periods of government funding in the City - the injection of federal funds to finance the war industries during World War Il and the Economic Development Administration's City Rebuilding Program during the 1960s - and then contrasts how the current flow of stimulus dollars represents a third installment of federal investment that offers a new opportunity for sustained, equitable, and green economic development. Through comparative analysis with similar efforts in Seattle, Washington and Portland, Oregon I argue that in its current form, Oakland's Weatherization and Energy Retrofit Loan Program relies upon a weak finance structure, provides no guarantees for disadvantaged workers, and fails to consider how the age of the city's building stock, income distribution, and racial spread influence where the City should focus retrofit services. By amending these aspects of its retrofit program Oakland can realize its own goals of improved economic, environmental and social equity, and fulfill the promise of the Recovery Act. Therefore, Oakland could serve as a model displaying how cities with nascent energy retrofit programs can improve them to achieve a triple-bottom line of economic, social, and environmental benefits.

Texto completoDet finns flera omständigheter när man planerar nya bostadsutvecklingar och de resulterande utmaningarna kräver kritisk analys. Detta examensarbete avhandling har genomförts genom att studera några av de potentiella problemen i fallet med ett projekt i Falun. Fokus ligger på energi- och växthusgaser effektiva strukturer genom att analysera förhållandet mellan transportsystemet och bostadsutveckling som kan bidra till att sänka utsläppars skadlig effekt och för att skapa en bättre livskvalitet och miljö. Huvudmålet ligger på hållbar lokalisering av bostäder och hur transportenergin från resande påverkas, det innefattar hur en kombinering med förtätning av utvecklingen i stadsplaneringen som en åtgärd. Detta, tillsammans med andra övervägda åtgärder för att tillhandahålla lösningar som kan bidra till livbarhet, en grönare miljö och sänka nivåerna av växthusgaser samt användning av energi från transporter. Förtätning är en stor angelägenhet när man planerar framtida infrastruktur och utveckling. Det handlar inte bara om bostäder; täta städer använder mindre energi och ju tätare stad desto mer hållbar kommer den att vara. Betydelsen av transportsystemet i en stadsmiljö är mycket stort på grund av nivån av dess inverkan som en stor energianvändare, specifikt petroleumsproduktförbrukningen. Det är väsentlig att notera vikten av effekten av utsläpp av växthusgaser och energianvändning från transporter på hälsan och välbefinnandet hos stadsinvånare och människorna i allmänhet. Därför är det viktig att sträva mot målet att minska behovet av energianvändning från transporter och sänka transportnivåernas utsläpp av växthusgaser. Falu stads planering är omfattande när det gäller stadsutveclklingen av områden inom och runtom staden. Det finns ett aktuellt förslag till förtätning av centrala områden. Dessutom förstår de också nya stora områden i förorterna vilket kanske var kontraproduktivt från transportsynpunkt. Detta kommer med sannolikhet att leda till fler bilresor, vilket leder till ökad koldioxidutsläpp och bränsleanvändning, vilket i sin tur ökar miljöföroreningarna. Således har syftet med avhandlingen ligger på att undersöka energianvändningen och koldioxidutsläppen i relaterade scenarier. Med syfte att studera de föreslagna av nya bostadsutvecklings potentialerna för att sänka biltrafiken genom en urban strategi åtgärd sasom smart tillväxt, därför är följande forskningsfrågor beaktade: • Förslaget i den detaljerade omfattande planen kommer att leda till transportation som är mer eller mindre energieffektiva än nu för tiden? och är den föreslagna utvecklingen i linje med tidigare empiriska fynd i forsknings litteraturen? • Kan mängden av bilresor sänkas genom att planera för en annan lokalisering strategi för framtida bostadsutveckling i Falun? • Kan den här analys göras grovt med enkla verktyg som är lätta att använda för stadsplanerare eller arkitekter (och inte bara för avancerade GIS-ingenjörer och forskare) En litteraturstudie underlättar reflektion över sådana frågor och ger åtgärder för en strategi som borde kunna lösa situationen för bättre utveckling. vi Denna forskning kommer att har genomförts genom en undersökning av det nya bostadsutvecklingsförslaget, specifkt genom analyser av den antagna transportfrågan inom det pågaende planarat området. Möjliga lösningar kommer bli presenterade, t.ex. för att skapa andra alternativ att sprida bostadssystemet till mer centralt beläget och anslutande områden, förbättra förhållandet mellan det offentliga transportsystemet och den nya bostadsutvecklingen så att de fungerar hand-i-hand. Från det arbete som har gjorts har jag kunnat identifiera disharmonin i de pågående utvecklingsplanerna som en del av eventuella framtida problem, dvs ärendet med en eventuell outnyttjad lösning för luftföroreningar från transportenergi, relaterade frågor och så vidare. En djupintervju med två av Falun stadskontors personal och planerare också öppnar upp vid beslutsfattarnas problem och markanvändningspolitik. Besök på plats ger perspektiv från nuvarande och potentiella ägare som deltog i en improviserad intervju. Emellertid, visade de presenterade resultaten att den helhets- totala energianvändningen blir högre per person från Falun stadens pågående planeringsförslag, men lägre med mitt eget utformade alternativa planeringsscenario. Resultats härleddes genom beräkningar, med hjälp av "Model för beräkning av energi användning och koldioxidutsläpp i olika scenarier'' för att generera scenarier som tar hänsyn till modal split som ses vidare i uppsatsens data, beräkning och resultat kapitel.

Texto completoThis PhD thesis proposes Energy Management Strategies conceived for a hybrid electrical urban bus. The hybrid control system should create an efficient strategy of coordinating the flow of energy between the heat engine, battery, electrical and hydraulic motors. Firstly, a Deterministic Dynamic Programming (DDP) based approach has been proposed: simultaneous speed and powersplit optimization algorithm for a given trip (constrained by the traveled distance and time limit). This algorithm turned out to be highly time consuming so it cannot be used in real-time. To overcome this drawback, an Optimal Profiles Database based on DP (OPD-DP) has been constructed for real-time application. Afterwards, a Stochastic Dynamic Programming (SDP) technique is used to simultaneously generate an optimal speed profile and related powersplit strategy. This approach takes into account a stochastic nature of the driving behavior and urban conditions. The formulated energy optimization problem, being intrinsically multi-objective problem, has been transformed into several single-objective ones with constraints using an ε-constraint method to determine a set of optimal solutions (the Pareto Front).In urban environment, due to traffic conditions, traffic lights, a bus encounters frequent Stop&Go situations. This results in increased energy consumption during the starts. In this sense, a relevant Eco Adaptive Cruise Control with Stop&Go (eACCwSG) strategy brings the undeniable benefit. The algorithm smooths speed profile during acceleration and braking phases. One more important feature of this algorithm is the safety aspect, as eACCwSG permits to maintain a safety distance in order to avoid collision and apply a smooth braking. Texto completoAtt följa Parisavtalen kräver stora ansträngningar inom byggsektorn, och särskilt inom det befintliga byggnadsbeståndet som står för en betydande mängd växthusgasutsläpp och energianvändning. Examensarbetet fokuserar på det svenska bostadsområdet av Minneberg, som ligger i västra Stockholm i Bromma. UBEM-metoden (urban building energy modelling) används för att modellera situationen i det nuvarande distriktet. Metoden använder verkliga data från fastighetsområdet, liksom information som finns i energideklarationer och offentliga databaser. Därefter modelleras och kalibreras en virtuell arketypsbyggnad som representerar hela distriktet. Lämpliga energieffektiva lösningar som kan bidra till att minska energiförbrukningen identifieras och tillämpas i två olika scenarier. Det första scenariot består i renovering av det nuvarande byggnadsbeståndet, medan det andra representerar fallet om byggnaden hade designats från grunden idag, för att uppfylla Boverkets krav på nollenergihus ("New Minneberg" scenario). Resultaten visar att det nuvarande distriktet redan är ganska energieffektivt, där installation av solpaneler verkar vara den enda ekonomiskt lönsamma åtgärden. Gällande "New Minneberg" scenariot är det möjligt att uppfylla kraven och uppnå en C-klass byggnad genom att minska primärenergitalet, men det resulterar i en högre verklig energiförbrukning.

Texto completoPå senare år har konsensus att hållbar stadsutveckling är kritisk-för jordens och mänsklighetens framtid vuxit fram. Effekterna av befolkningstillväxten och människors påverkan på miljön syns runt om i världen, och är inte bara märkbar i många stora städer utan även i mindre städer, på landsbygden och till och med i obebodda områden. Därför står i hållbar stadsutveckling i fokus i denna licentiatavhandling.Avhandlingen fokuserar på kommunorganisationens roll i hållbar stadsutveckling och organisering av processerna att utveckla strategier och politik som syftar till hållbar stadsutveckling. Utöver det har även deltagandet av andra aktörer i sådana processer studerats. Avhandlingen avslutas genom att presentera ett nytt begrepp som kan underlätta strategisk planering, nämligen ”de fem faktorerna”.De fem faktorerna är kommuners/aktörers kapacitet att arbeta för hållbar stadsutveckling; deras mandat att driva hållbar stadsutveckling; tillgängliga resurser som får disponeras; processernas omfattning och önskat utfall; och den individuella- och kollektiva viljan att uppnå hållbar stadsutveckling. Femfaktorsbegreppet skulle kunna bidra till framtidsanalys av hållbara stadsutvecklingsprocesser, i såväl planering som genomförande. De fem faktorerna bygger på slutsatser från licenciatsavhandlingens tre artiklar samt en syntes av dessa.Den första och andra artikeln presenterar resultaten från ett forskningsprojekt som granskade processerna kring framtagande av energi- och klimatstrategier i kommuner som deltog i det svenska nationella programmet Uthållig kommun. I första artikeln ligger fokus på organiseringen av processerna, medan erfarenheterna av deltagande intressenter reflekteras över i den andra artikeln. De två artiklarna bygger på befintliga teoretiska ramverk och presenterar en mängd empiri från fem kommuner, som erhållits genom t.ex. dokumentstudier, intervjuer. Utifrån detta harslutsatser dragits kring för- och nackdelar i utformningen av planeringsprocesser för energi- och klimatstrategier, t.ex. att processer som involverar intressenter tidigt även resulterar i strategier som är mer omfattandeI den tredje artikeln presenteras resultaten av en multidisciplinär litteraturundersökning. Vetenskapliga artiklar som handlar om ”hållbar stadsutveckling” och publicerade under perioden 2011-2012 står i fokus. Artikeln syftar till att bättre förstå hur hållbar stadsutveckling tillämpas i praktiken, hur det beaktas, hur det representeras i den akademiska litteraturen, samt vilka effekter som uppstår på grund av denna representation, såsom t.ex. ett brist på analys av governance processer för hållbar stadsutveckling i kommuner. Medan de första artiklarna behandlar praktiken med hänsyn till specifika teoretiska perspektiv, syftar den tredje artikeln till att ge en överblick och identifiera utmaningar och möjligheter inom forskningen för hållbar stadsutveckling. Tillsammans illustrerar de tre artiklarna ett flertal aspekter som påverkar utvecklingen av kommunernas strategiska arbete för hållbar stadsutveckling – de fem faktorerna.

Texto completoThe nodal role played by the existing city, in relation to the rate of growth of the urbanized population and the historical-architectural and functional value, confronts us with the need to develop new practices of energy requalification of the already built urban fabric.As demonstrated by the UN-Habitat agency, the rate of increase of CO2 and the urban heat island effect are two of the main problems determining the climate change of our planet. The urban fabric, as an anthropogenic product and a complex system that absorbs energy and transforms it, is the most influential element on both dynamics. In particular, the huge energy consumption and the disproportionate use of non-renewable energy sources within the city are considered the main factors in the manifestation of climate consequences. In particular, the building heritage of the consolidated city represents a component of the urban organism particularly influential in the overall budget, and therefore requires careful and timely actions of energy rehabilitation.Although many scientific studies have found the need to adopt systemic approaches, the current global policies for the management of energy consumption of the existing city are mainly focused on lines of action concerning energy efficiency at the micro-scale, that of the individual building. To date, it is necessary a paradigm shift in the management of energy-environmental interventions, using an interdisciplinary logic. However, little is known about the relationship between urban morphology, microclimate, and energy balance at the scale of the neighborhood.The following work, on a theoretical level, analyzing the studies carried out by the Urban Morphology Institute of Paris, the Senseable city lab of MIT in Boston and the City energy lab of Seoul, aims to highlight the relationship between morphological, climatic and energy parameters at the local scale, in order to identify valid criteria for intervention on the existing city.On this basis, the work establishes a methodology of intervention made operational by the definition of a project of energy redevelopment of a piece of city strongly characterized from the historical, architectural, and morphological point of view: that of the Garden City. The latter, even after the recent vicissitudes related to the CoVid-19 pandemic, is the subject of an emerging revaluation, even before for its social quality, for functional and spatial characters.The design focus will be conducted specifically on two cases of garden cities located in the metropolitan areas of Paris and Rome: the cité jardin du Pré-Saint-Gervais (1927-31, 1932-34 and 1947-52) and the garden city Aniene (1919-24).The methodology, defined through the study, analysis and systematization of the literature considered, is tested on two application cases with the aim of providing a design strategy oriented to the resilience of urban fabric through the reduction of energy consumption and mitigation of microclimatic problems related to it

Texto completoHybrid electric propulsion units are a potential alternative to the reduction of fuel consumption and pollutant emissions, when used in public transport vehicles. The electric hybrid configuration of interest is the series, in which the energy supplies to the traction electric motor are composed of batteries and a unit represented by the connection of an internal combustion engine and a generator. This Dissertation presents the modeling of a series hybrid electric vehicle in which different energy management strategies were investigated. Among the strategies of interest, two are based on rules and one on fuzzy systems. The obtained results proved that the strategy based on fuzzy systems improved the fuel economy, allowing the internal combustion engine to supply less power than the use of the strategies based on rules. Therefore, the use of fuzzy systems in the energy management of the vehicle allows for the adoption of a less potent and cheaper internal combustion engine, without compromising the vehicles performance. The simulations of the present model of the hybrid electric vehicle were performed in the Matlab/Simulink® 7.3.0 environment.
