Signing of the Japanese Instrument of Surrender on September 2, 1945 had formally ended the most destructive and bloody war in the history of mankind. Even before that a new balance of power on the international arena began to form, that would persist for almost half a century. At the same time, it was obvious from the outright that the Allies had very different views on how the post-war world order should look like. Traditionally, both Russian and foreign academic literature focused on their disputes regarding the German question. This paper provides a brief overview of the US Department of State planning and recommendation process for the post-war reconstruction of Japan in 1939–1945, which had eventually led to the formation of the socalled San Francisco subsystem of international relations. The first section of the paper outlines the challenges faced by the State Department when it came to planning the post-war architecture of the Far East. In that regard, the author pays particular attention to the staff shortage, which forced the Department of State to strengthen partnership with private research organizations and involve them in long-term planning.The author emphasizes that if before the United States entered the war the US planners adopted a rather tough stance on Japan, after the attack on Pearl Harbor their approaches paradoxically changed. The second section examines the contradictions and tensions between those politicians and experts who believed that in the establishment of the post-war order in the Far East the US should cooperate with China, and those who promoted rapprochement with Japan. These groups were unofficially referred to as the ‘Chinese team’ and the ‘Japanese crowd’ accordingly. The paper shows that as the end of the war approached, these contradictions gradually faded into the background. The needs to promote the interdepartmental cooperation and to reconcile the positions of the State Department, the Military and Naval Ministries on the future of Japan came to the fore. This work resulted in a series of memoranda, which laid the foundation for the US post-war policy towards Japan. In conclusion the author provides a general assessment of the strategic decision-making process in the United States during wartime and emphasizes its consistency, thoroughness and flexibility. As a result, it enabled the US to achieve what seemed impossible: to turn Japan from an ardent adversary of the United States in the Pacific into one of its most reliable allies, and it remains such today.

The Department of Neurosurgery at the Medical College of Virginia/Virginia Commonwealth University (VCU) celebrates its 100th anniversary in 2019. It was founded by C. C. Coleman, who directed the US Army School of Brain Surgery during World War I and was one of the original members of the Society of Neurological Surgeons. Coleman began a residency program that was among the first four such programs in the United States and that produced such prominent graduates as Frank Mayfield, Gayle Crutchfield, and John Meredith. Neurosurgery at VCU later became a division under the medical school’s surgery department. Division chairs included William Collins and Donald Becker. It was during the Becker years that VCU became a leading National Institutes of Health–funded neurotrauma research center. Harold Young oversaw the transition from division to department and expanded the practice base of the program. In 2015, Alex Valadka assumed leadership and established international collaborations for research and education. In its first 100 years, VCU Neurosurgery has distinguished itself as an innovator in clinical research and an incubator of compassionate and service-oriented physicians.

The negotiation of parameters for the settlement of an armed conflict is always a complex process in which the interests of all its immediate participants and other concerned parties collide. One of the most striking examples of such confrontations is the settlement process at the end of the Korean War of 1950–1953, which culminated in the Geneva Conference of 1954. The purpose of the article is to specify the role of the United States as the leader of the UN coalition in the negotiations, as a result of which, after three years of war involving about two dozen countries, the situation returned to its original state – the pre-war border between North and South Korea was restored, and the most active and influential members of the opposing alliances agreed to a truce. The archival documents that have become available in recent years allow us to significantly supplement the ideas formed in domestic and foreign historiography about the reasons for the incompleteness of the peace settlement process in Korea after the end of the war of 1950– 1953. The article examines the contribution of the US diplomacy to creating of the Korean agenda at the conference, and shows that the UN coalition had been functioning in the "double deterrence" mode by the start of the negotiations in Geneva. The role of the United States as the leader of the military-political alliance in the development of plans for the peninsula unification is clarified. The conclusion is justified that already in the second half of May 1954, the United States, when making decisions, primarily proceeded from the motives of propaganda and considered seriously the conclusion to negotiations. As a result, the chance to resolve the Korean issue was ignored and the Geneva Conference turned into a means of fundamentalizing the American strategy in the Northeast Pacific region. It is shown that the results of the conference were in line with the immediate expectations of Washington and its long-term strategy in the Asia-Pacific region. The results of the Korean phase of the Geneva Conference consolidated the division of Korea into two hostile states and for a long time closed the question of possible union of the country.

The strong support of the United States during the Russian war against Ukraine highlights the significant scholarly problem of the comprehensive study of American history (particularly foreign policy), culture, and US-Ukrainian relations. The mentioned directions define the activities of the educational program «American and European Studies (with the advanced program of foreign languages)» of the Department of Modern and Contemporary History of Foreign Countries at the Faculty of History of the Taras Shevchenko National University of Kyiv. In January 2023, the Department held the second All-Ukrainian scientific conference «USA: Politics, Society, Culture,» dedicated to various aspects of the social, political, and cultural development of the United States of America. The conference took place online on the «Zoom» platform. It was primarily aimed at the participation of young researchers – students and graduate students who study the history, politics, society, and culture of the United States. At the same time, more experienced Americanists also participated, presenting their latest research developments. The main keynote speech at the plenary session was delivered by Valeriy Prystaiko, The main keynote speech at the plenary session was delivered by Valeriy Prystaiko, the Chief Consultant of the Military Policy Division at the Center for Security Studies of the National Institute for Strategic Studies (NISS), Candidate of Sciences in public administration. His report was focused on specific aspects of cooperation between Ukraine and the United States in the context of the full-scale war. The main work of the conference was organized into four sections: U.S. Foreign Policy and Relations with World States in the 21st Century; U.S. Foreign Policy and Relations with World States in the 20th Century; U.S. Foreign Policy Strategy; American Society and Culture. The conference materials have been published on the website of the Department of Modern and Contemporary History of Foreign Countries of the Taras Shevchenko National University of Kyiv. Video recordings of the most interesting reports are also available on the Department’s YouTube channel «American, European, and Oriental Studies». The experience gained from the conference «USA: Politics, Society, Culture» convincingly demonstrates the importance of such scientific forums for the development of Ukrainian American studies, the engagement and professional growth of young Americanist researchers, and the expert discussion and exchange of experience between younger and older generations of Ukrainian Americanists. In our opinion, scientific and cultural diplomacy plays a crucial role in deepening mutual understanding and cooperation between the Ukrainian and American peoples, particularly in countering Russian aggression in Ukraine and rebuilding our state. Therefore, we hope for the continuation of the tradition of annual conferences and other events that will contribute to the development of Ukrainian American studies.

AbstractBackground:The pivotal role of anesthesiologists in the implementation of disaster plans is not widely appreciated.Objective:To describe the role of anesthesiologists as managers in the operating room (OR) especially during hospital disaster management.Methods:On 25 February 1991, King Fahd Hospital of the University in Eastern Saudi Arabia, was alerted, received, triaged, and treated the victims of a Scud missile attack on a United States military barracks which killed 28 and injured more than 100 service personnel.Results:There were 47 males and 15 females admitted to the hospital. Their initial triage categories of injuries were: 1) red, 23; 2) yellow, 27; and 3) green, 7. The flow of patients through the main operating rooms occurred in two peaks: 1) treated within nine hours (60%); and 2) during the next 11 hours (40%). A total 101 units of blood and blood products were consumed.The role of the Chief of Anesthesiology was vital in the dynamics of the situation regarding appropriate deployment of staff and ensuring an orderly throughput of victims in the operating room. He also was required to keep track of resources and supply levels in the operating room, so that he could advise the hospital administration appropriately.Conclusion:The successful management of a large multi-casualty incident, which involved use of the operating rooms, depended upon the efficient coordination of clearly defined functions with the Chief of Anesthesiology Service as the team leader.

Abstract This review essay considers the books Raúl Castro: un hombre en revolución by Nikolai S. Leonov and Our woman in Havana: a diplomat's chronicle of America's long struggle with Castro's Cuba by Vicki Huddleston. One would be hard-pressed to find more qualified observers with first-hand experience of Cuba's politics than Nikolai Leonov and Vicki Huddleston. A former chief of KGB's analytical department, Leonov held several medals and decorations, including the Ernesto Che Guevara First Degree Order of the Cuban Council of State. Huddleston, on the other hand, headed the Cuban Affairs of the State Department and in 1999 became the first woman to lead the United States' Interests Section in Havana. Both authors offer in their accounts two visions of Cuba which rather complement each other. The keen revolutionary eye of the Soviet spy leans towards temporality. He saw Cuba in East–West terms, where historically the decade-old American aggressive plans and Soviet's withdrawal pushed the island into a corner. On the other hand, the seasoned American diplomat, well versed in the complex ebb and flow between her state and its southern neighbour, sides with positivity. To her, Cuba is a ‘natural ally’ to the United States. Our woman in Havana admits there is more to the erstwhile Cold War, and with this Ambassador Huddleston's seeks to awaken the ‘better angels’ of US foreign policy towards the island nation.

The aim of the study was to present the history of ichtyopathology in Poland and the main achievements of researchers who developed this discipline. The pioneer of ichtyopathological research in Poland was the ichtyologist prof. Teodor Spiczakov, founder of the first Fish Diseases Laboratory at the Jagiellonian University (JU) and initiator of fishery veterinary service. After the Second World War, dr Stanisław F. Śnieszko, a researcher from JU, established a laboratory in the United States, renamed the National Fisheries Center in 1977. In writing about the beginnings of ichthyopathology in Poland, one must also mention prof. Bronisław Kocyłowski, founder and head of the Department of Fish Diseases at PIW in Puławy and lecturer at the Warsaw University of Life Sciences (WULS) and Maria Curie Skłodowska University in Lublin. Prof. Eugeniusz Grabda also contributed to the development of ichtyopathology. He headed the Inland Fisheries Institute (IFI), Fish Disease Laboratory and the Department of Ichthyology with the Department of Fish Diseases at the Fishery Department of the Academy of Agriculture and Technology (AAT) in Olsztyn and co-founded the Department of Marine Fisheries at the Agricultural Academy and the Department of Fish Diseases in Szczecin. In Żabieniec near Warsaw, IFI established a new Ichtiohygiene Division, renamed the Division of Pathology and Fish Immunology, formerly headed by prof. Maria Studnicka and now by prof. Andrzej K. Siwicki. Veterinary inspection in Poland is conducted by the Fish Diseases Laboratory at ZHW under the substantive supervision of the National Veterinary Research Institute & National Reference Laboratories at Fish Diseases Unit in Puławy, headed by prof. Jerzy Antychowicz. Currently the Unit is the National Reference Laboratory for the diagnostics of diseases of aquaculture animals, run by prof. Michal Reichert. Prof. J. Antychowicz and dr. Jan Żelazny taught for many years at the Faculty of Veterinary Medicine at the WULS in Warsaw and at AAT in Olsztyn. The Polish Academy of Sciences has a Department of Ichtiopatology and Fishery Management in Gołysz, headed by prof. Andrzej Pilarczyk, who studies the biological basis of fish farming. “Fish diseases” is a mandatory subject at faculties of veterinary medicine in Poland, and every graduate of veterinary medicine possesses a basic knowledge in this field. The Division of Fish Diseases and Biology in Lublin has been operating since 1963 and for many years was headed by prof. Maria Prost, an authority on the parasitology of fish. The current head of the Division is prof. Antonina Sopińska. The Division of Hygiene Veterinary Laboratory and Fish Diseases Laboratory (later Division of Ichtyopathology) at the Faculty of Veterinary Medicine, Wrocław University af Environmental and Life Sciences were previously headed by prof. Zbigniew Jara, and now by dr Wiktor Niemczuk. At the University of Warmia and Mazury in Olsztyn, prof. Andrzej K. Siwicki and dr Elżbieta Terech-Majewska run the Fish Disease Laboratory and Veterinary Laboratory for Diagnostics of Fish, Amphibians and Reptiles, carry out scientific research, teach and cooperate with fish farmers.

ABSTRACT Although facilities in the United States have not been subject to major oil spills caused by intentional acts, around the world acts of war and terrorism account for a large fraction of reported major oil spills. The Oil Pollution Act of 1990 requires response plans that address a “worst case discharge;” however, the implementing regulatory agencies did not foresee the possibility of deliberate attacks that could involve multiple storage tanks or several pipeline response zones. In addition, the terrorist attacks of September 11, 2001 highlighted the problems with the current U.S. federal response and contingency plans. The U.S. Coast Guard published a rule that requires operators of marine-transportation-related oil facilities to implement a variety of security measures. Inland facilities and pipelines are generally exempt from the security regulations; nevertheless, those facilities and pipelines can take steps to increase their own security preparedness by emulating the Coast Guard provisions. Homeland Security Presidential Directive HSPD-7, issued on December 17, 2003, identified critical infrastructure sectors and sector-specific agencies to facilitate vulnerability assessments of the sectors. The U.S. Department of Energy is responsible for coordinating the protection of critical infrastructures in the Energy Sector, which includes the production, refining, storage, and distribution of oil. In this paper, we discuss recent trends in Federal requirements and current provisions for oil industry security planning. We highlight types of major oil facilities that need to consider the possibility of a terrorist attack, as well as recommendations by industry groups. We conclude with suggested areas for industry planning improvement.

The purpose of the article is to study the conceptual foundations of local economic development in different countries of the world and provide recommendations on the possibility of adapting foreign experience for Ukraine. The article proposes the author’s own definition of the concept of «ensuring local economic development» from the point of view of a hierarchical approach as a system of public-managerial actions, measures and decisions aimed at increasing economic activity and satisfying local interests. The article explores the conceptual foundations of local economic development in the USA, Canada and Poland. Countries have different priorities, plans and areas of activity in local economic development, but it is common to take into account the economic realities of globalization, the balance of interests of a wide range of all stakeholders and partners, planning, the strategic nature of initiatives and the lack of unification of approaches to local economic development. The policy of ensuring local economic development in the United States in the context of modern challenges is being modernized, along with traditional instruments, novel methods of supporting local economic development appear. And the federal government plays a decisive and unique role in this process, developing policies of various influences on the regions and territories of the country based on their economic realities. Interesting conceptual directions for ensuring local economic development of Canadian territories in the current conditions are the conceptions of economic self-dependence and economic self-sufficiency, which are based on reducing dependence on the State-controlled subsidies, subventions, other economies, etc. The major role in the local economic development plays the Department of Regional and Local Development of Canada and Canadian Regional Development Agencies. Ensuring local economic development in Poland depends on the economic policies pursued by public authorities at the central, regional and local levels. Here it is worth noting a synchronized and proactive approach to the formation of strategic priorities, which includes taking into account the logical, spatial, temporal correspondence of all strategic attributes to achieve overall coherence of development directions at the national, regional and local levels, as well as significant support and financial assistance on the part of the European Union in the implementation of strategic goals of local economic development. Based on foreign experience, Ukraine needs to carry out the transformation of the State regional policy in order to develop and implement programs for the post-war recovery of regional economies. Local governments should focus on developing their own local economic development policy, which would be in line with the State regional policy of post-war recovery.

In this paper we examine the relevance of stocking rate research to the complex and highly variable ecosystems that make up most rangeland enterprises. We review a number of stocking rate experiments that have been conducted in both rangelands and more intensively grazed, improved pastures and demonstrate a fundamental difference in the nature of the stocking rate - animal production relationship between the two environments. Animal production in rangelands is less sensitive to increases in utilisation rate than in improved pastures, at least in the short to medium time frame of most experiments. These differences can largely be explained by factors relating to the much greater spatial and temporal variability of rangelands such as: inter-annual and seasonal fluctuations in vegetation composition and quality; long-term vegetation changes; and spatial and temporal patterns of diet selection in complex vegetation. Together, these factors limit the application of linear stocking rate models to complex rangeland environments for prediction of animal production responses. We suggest that dynamic simulation models, which incorporate the spatial and temporal variability of rangelands, may be the best way of developing simple but useful management principles for setting stocking rates that are more appropriate than simplified regression relationships.

This chapter explores how three war correspondents—Iris Carpenter, Lee Carson, and Ann Stringer—outmaneuvered rapidly shifting battlelines and military regulations to become part of an elite group attached to the “Fighting First” Division of the United States Army in the European Theater of Operations. Despite military policies preventing female war correspondents from covering the front, all three women—Carpenter for the Boston Globe, Carson for International News Service, and Stringer for United Press—used their reporting skills, and the military connections these skills earned them, to find and break news so often that by March 1945 their bylines appeared regularly beneath front-page headlines, often internationally syndicated. In 1946, Carpenter, Carson, and Stringer received theater medals from the United States War Department for “outstanding and conspicuous service with the armed forces under difficult and hazardous combat conditions.”

A few days before New Year’s Day, 2002 John Yoo and Patrick Philbin, two lawyers in the Department of Justice, drafted a memorandum for the Department of Defense. The memo was entitled Possible Habeas Jurisdiction over Aliens Held in Guantanamo Bay, Cuba. Shortly after the attacks on September 11, 2001, the Bush administration had announced plans to try suspected terrorists by military commission, a kind of military court. As the memo was being completed, the war in Afghanistan was still ongoing. But coalition forces had taken Kabul and other major cities and had already captured many suspected Al Qaeda members. The Bush administration feared detaining these individuals within the United States and generally rejected the criminal justice model of counterterrorism championed by previous presidents. The United States naval base at Guantanamo, the subject of the lawyers’ memo, was appealing as a long-term site for detention and trial. It was distant from the Middle East, very secure, and, as the Justice Department noted, probably free of the influence of American courts due to its location outside the territory of the United States. In time the detention camp at Guantanamo would become a source of sustained criticism around the world and a major political liability for the United States. But in late 2001, with the World Trade Center site still a smoking ruin, Guantanamo appeared to be a very attractive option to those formulating the legal response to the 9/11 attacks. Two years after the Guantanamo memo was written the New York Times reported that the CIA and the Pentagon were operating a network of offshore prisons in various foreign locations. In these overseas prisons, so reported the Times, were some of the most high-value detainees in the war on terror. Successive stories in the Washington Post revealed that a number of these “black site” prisons were in Europe, and that the CIA had flown individuals there for extensive and coercive interrogation. As the Times reported, the “suggestion that the United States might be operating secret prisons in Europe and the idea that American intelligence officers might be torturing terrorism suspects incarcerated on foreign soil have been incendiary issues across Europe in recent weeks.”

Abstract America’s war against Germany, like its war against Japan, began at sea. The Battle of the Atlantic, already two years old when the United States entered the war, was a contest for supremacy on the ocean highway across which all American supplies and troops must fiow to Europe. Everything depended on keeping that highway open. Dwight D. Eisen hower, newly promoted to brigadier general and freshly installed as chief of the army’s War Plans Division, submitted a penetrating assessment of the importance of the North Atlantic sea lanes to George Marshall on February 28, 1942. “Maximum safety of these lines of communication is a ‘must’ in our military effort, no matter what else we attempt to do,” Eisenhower emphasized. Shipping, he presciently added, “will remain the bottleneck of our effective effort,” a statement that echoed repeated pronouncements by both Churchill and Roosevelt that the struggle with Hitler would be won or lost at sea.

This chapter, by Alice Lovejoy, chronicles the United States Office of War Information’s plans to distribute forty Hollywood feature films in liberated Europe under the auspices of the Supreme Headquarters Allied Expeditionary Force’s Psychological Warfare Division (PWD-SHAEF). From the comparative perspectives of OWI and the Allied countries for which the films were destined (Belgium, the Netherlands, Norway, and Czechoslovakia, its central case study), it examines the economic, ideological, and pragmatic questions that intersected in these films’ selection and distribution, focusing on the tensions caused by OWI’s close relationship with the American film industry. The chapter argues that the case study of these forty films highlights Europe’s fraught political, cultural, and diplomatic relationship with American cinema on the cusp of the Cold War, as well as the complex logics underpinning film distribution in this period.

In December 2007, Damon wilson returned to the White House to take a position as senior director for Europe in the National Security Council of George W. Bush. Having spent the previous year in Iraq, Wilson was back working on an issue he was passionate about: North Atlantic Treaty Organization (NATO) enlargement. Prior service in the State Department, the NATO secretary general’s office, and the White House gave Wilson familiarity with Euro-Atlantic divisions on the subject. Thrust into preparation for the forthcoming NATO summit in Bucharest, he was surprised that no internal policy process had yet generated a formal presidential decision on whether the United States was willing to offer a path to NATO membership for Georgia and Ukraine. Both states underwent “color revolutions” that saw fraudulent election results overturned and new elections sweep dynamic Westernizing leaders into power, events many Russian officials viewed as Western-fomented coups. Three years later in 2007, things were not looking so positive in either state. In Georgia, Mikheil Saakashvili’s government had violently suppressed antigovernment demonstrations a few weeks earlier, while Ukraine’s pro-Western leadership had descended into internal factionalism. Wilson, however, knew how strong the president’s instincts were on support for fledgling young democracies in post-Soviet space. Bush had announced his commitment at the outset of his presidency in a speech at Warsaw University where he declared: “No more Munichs, no more Yaltas.” During Bush’s tenure, NATO had admitted seven new member states, including the Baltic Republics, tacitly acknowledged as part of the Soviet Union at Yalta in 1945. Approaching his last NATO summit, Bush had a legacy opportunity to push enlargement farther east and south, to large strategic territories that were part of the original Soviet Union. Secretaries Condoleezza Rice and Robert Gates were skeptical but others such as U.S. ambassador to NATO, Victoria Nuland, were supportive. After a “deep dive” into the question by White House staff, Bush decided in late February that the United States should mobilize all its diplomatic power to offer a Membership Action Plan (MAP), a first step toward NATO membership, to both Georgia and Ukraine at Bucharest.

Abstract Anslinger became the first Commissioner of Narcotics in 1930, although he had had only sporadic contact with narcotic control.1 Nonetheless, his more than ten years of government experience affected his attitude toward law enforcement and addicts. Anslinger was born in 1892 in Altoona, Pennsylvania. His father worked for the Pennsylvania Railroad, and while Anslinger went to high school and then to Pennsylvania State College, he also worked for the railroad during the summers, doing maintenance and landscaping and occasionally investigating suspicious incidents for the railroad’s captain of police. Later, when the police captain became the state fire marshal, he offered Anslinger a job compiling statistics and investigating instances of suspected arson. In 1917, after the United States declared war on Germany, Anslinger was employed in Washington in the Ordinance Division of the War Department, where his chief task was to oversee government contracts. Ordinance officers were unpopular in Washington; the public expected young men to fight abroad and, when the opportunity came, Anslinger volunteered to the State Department which was looking for reliable German-speaking employees to work in Holland. He recalls being assigned to “check up on ... and straighten out” the indirect American contacts with the Kaiser in order to let the German ruler know that President Wilson wanted him to stay on after the war, but Anslinger failed, obtaining from the whole episode only the Kaiser’s field utility kit which he later gave to the Smithsonian. In 1921 he took the necessary examinations and was appointed to the rank of vice-consul.

H. L. Mencken, arguably the leading satirist of the 20th century, said that American puritanism is characterized by the haunting fear that someone, somewhere, may be happy. If the source of that happiness is a drug, we might call it pharmacological puritanism. Followers of that faith abound, but I will mention just few. “There’s no such thing as recreational drug use” were the words of William Weld, head of the criminal division of the Attorney General’s office in 1988. A year later, in the midst of a cocaine epidemic, William Bennett, the first director of the Office of National Drug Control Policy (ONDCP) under President George H. W. Bush, expressed dual goals. The first was to construct 95,000 more federal prison cells for drug abusers and the second to make Washington, D.C., a drug-free city. He believed that calls for legalization of any psychoactive drug to be “morally scandalous.” John Walters, director of the ONDCP during George W. Bush’s tenure as president, believed that religion is the answer to drug abuse. Lest we think that pharmacological puritanism is a dying faith, we need only recall Attorney General Jeff Sessions’ comment in 2016 that “Good people don’t smoke marijuana.” It does make me wonder where, on the good–bad spectrum, lie the tens of millions of Americans who live in states and in the District of Columbia where marijuana is legal for recreational use. Among the general population, pharmacological puritanism appears to be uncommon. A survey of American college students found that the prime motives for drug use were to help with concentration, to increase alertness, and to get high. From the United Kingdom, David Nutt, chairman of the Department of Neuropsychopharmacology at Imperial College London, put it this way: “Drugs are taken for pleasure.” Whatever their numbers today or in the past, it is believers in pharmacological puritanism, with the absolutism which accompanies that faith, who are major contributors to the failure of our most recent war on drugs, now nearly a half-century old.

Abstract One of the most valuable achievements of the Select Committee on Transportation Routes to the Seaboard in 1874 was the intensive education on the flow of commerce within the United States that it provided an obscure government employee by the name of Joseph N. Nimmo, Jr. Nimmo came to his job well prepared. A graduate civil engineer, he had studied railroads from the viewpoint of an engineer and was now doing so with the simple tools of statistical analysis, which was still in its infancy. In the course of gathering more data on what was going on within the booming post-Civil War economy, Nimmo had reflected long and hard on the patterns of manufacturing and mercantile activity, as well as agriculture, that he discerned. The committee’s report, which he appears to have drafted, must have given him pause. During the next several years, as head of the domestic commerce division of the Treasury Department, he would produce a series of reports that are a priceless source of information on the rapid evolution of the American transportation system in its most critical, formative years.

The United States Department of Energy is building a Waste Treatment Plant (WTP) at the DOE Hanford Site in the state of Washington to process stored radioactive wastes for long-term storage and disposal. The Savannah River National Laboratory (SRNL) is helping resolve technical concerns with the WTP, which are related to piping erosion/corrosion (wear). SRNL is assisting in the design of a flow loop to obtain long term wear that will use prototypic simulant chemistry, operating conditions, and materials for total wear rate. The challenge is to accurately measure slurry wear to a pipe wall thickness tolerance of ∼47 microns/year anywhere in the test flow loop in a timely manner. To help in the design of the flow loop a test was performed with a smaller loop, which contained many of the pipe fittings expected in WTP to determine where high wear locations exist. One aspect of this test was to understand the rate of wear to straight pipe and to protrusions from the surface of the pipe. Initially, wear to straight pipe was studied because wear in other flow loop situations, e.g., around bends, through tees, etc. will be higher. To measure such low wear rates requires sensitive measurement techniques. To that end, twelve wear coupons were placed in one section of the pipe system and at different protrusion heights into the flow stream. They were made of 316L stainless steel, which is the expected material of pipe to be utilized. From the wear coupons, an estimate of wear rate was obtained, as well as illustrating when a protrusion above a pipe surface no longer disturbs the flow streams with respect to slurry wear. It appears when a surface is just above the laminar sublayer it produces a wear rate equivalent to a surface with no protrusions. The slurry was a mixture of water and 30 wt% of sand, d50 ∼ 200 microns. The test flow conditions were a velocity of 4 m/s in a 0.07793-m inside diameter (3-inch, Schedule 40) pipe system, resulting in Reynolds number just above 3 × 105, i.e., turbulent flow at a temperature of 25°C. The wear was to a vertically oriented straight section of pipe that was 1.86 meter long. The twelve wear coupons were located on the inside surface starting from 10 diameters from the pipe entrance to 21 diameters, with a separation of 1-pipe diameter between each successive coupon. Furthermore, each set of two adjacent coupons were rotated 180 degrees apart which were then rotated 30 degrees from the next set to minimize disturbance to the flow for the downstream coupon. This paper describes the wear rates obtained, the effect of increasing a wear coupon’s protrusion into the flow stream, and the overall operation of the test apparatus.

Los Alamos National Laboratory (LANL) is one of two design laboratories in the United States Department of Energy’s (DOE) weapons complex, with over 60 years of experience in handling radioactive materials and, consequently, in radioactive waste management. The focus for actinide research and development is the Plutonium Facility, which has been in operation since 1978. The Nuclear Materials Technology (NMT) Division is responsible for operating the Plutonium Facility. It has a dedicated group of personnel who manage radioactive and hazardous waste, and address environmental regulations. Waste from operations with radioactive materials inside glovebox lines in the Plutonium Facility is packaged for disposal in the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico. This waste is subject to a prescriptive certification program and is expensive to dispose of. Because the Plutonium Facility generates approximately 140 cubic meters of transuranic (TRU) waste each year, this significant financial burden effectively reduces the funds available to conduct research. To cut waste disposal costs, the NMT Division is making a considerable effort to identify and fund implementation of treatment and size-reduction processes. This study looks at both the effectiveness and probability of successful implementation. The waste management group’s waste minimization specialist has used waste generation information to identify the two largest TRU waste streams: combustible solids would benefit from size reduction, and nonactinide metals can be decontaminated. To reduce the size of combustible solids (polyethylene bottles and rubber hose), an industrial-model granulator, which was purchased for the head end of a molten salt oxidation process, is being adapted. This waste stream can be reduced by about 30% without affecting the ability to perform nuclear material assay. For glovebox decontamination, electrolytic decontamination techniques previously developed will also work on metals (tubing, tools, and equipment). Reducing the TRU levels to low-level contamination will allow onsite disposal, significantly reducing disposal costs (by approximately an order of magnitude). Several other technologies that were developed to address environmental regulatory concerns will also result in modest waste minimization and are in various states of installation and testing; they are vitrification for aqueous TRU waste, pyrolysis for the destruction of mixed waste, and distillation and recycle for nitric acid and trichloroethylene. The successful implementation and coordination of waste minimization and treatment technologies is resulting in cost savings from waste reduction and avoidance for the NMT Division.

The U.S. Nuclear Regulatory Commission (USNRC) contracted with the Packaging Review Group (PRG) at Lawrence Livermore National Laboratory (LLNL) to conduct a single, 30-ft shallow-angle drop test on the Combustion Engineering ABB-2901 drum-type shipping package. The purpose of the test was to determine if bolted-ring drum closures could fail during shallow-angle drops. The PRG at LLNL planned the test, and Defense Technologies Engineering Division (DTED) personnel from LLNL’s Site-300 Test Group executed the plan. The test was conducted in November 2001 using the drop-tower facility at LLNL’s Site 300. Two representatives from Westinghouse Electric Company in Columbia, South Carolina (WEC-SC); two USNRC staff members; and three PRG members from LLNL witnessed the preliminary test runs and the final test. The single test clearly demonstrated the vulnerability of the bolted-ring drum closure to shallow-angle drops—the test package’s drum closure was easily and totally separated from the drum package. The results of the preliminary test runs and the 30-ft shallow-angle drop test offer valuable qualitative understandings of the shallow-angle impact. • A drum package with a bolted-ring closure may be vulnerable to closure failure by the shallow-angle drop, even if results of the steep-angle drop demonstrate that the package is resistant to similar damage. • Although there exist other mechanisms, the shallow-angle drop produces closure failure mainly by buckling the drum lid and separating the drum lid and body, which the bolted ring cannot prevent. • Since the closure failure by the shallow-angle drop is generated mainly by structural instabilities of a highly discontinuous joint, the phenomenon can be rather unpredictable. Thus, a larger-than-normal margin of safety is recommended for the design of such packages. • The structural integrity of the bolted-ring drum closure design depends on a number of factors. To ensure that the drum closure survives the shallow-angle drop, the following general qualitative rules should be observed: – The drum closure components should be quality products made of ductile materials, and the torque value for tightening the bolted ring should be included in the SAR and operating procedures to ensure quality. – The package should not be too heavy. – The package internal structure should be impact-absorbent and resistant to disintegration and collapse under high compressive load. However, a strong internal structure may defeat the purpose of protecting the containment vessel from damage during a free drop. • If not previously tested, drum packages with bolted-ring drum closures should be drop-tested at shallow angles. Due to the unpredictable nature of the behavior, the demonstration should be completed by test and on a case-by-case basis. The test plan should take into account the behavior’s sensitivity to the details of the package design and the impact condition. • Because the shallow-angle drop can open the drum closure, organizations using these types of drum packages should assess the consequences of exposing the radioactive contents in the containment vessel to unconsidered external elements or conditions. This past year’s hard work and significant changes have enabled CPHST—a division of the U.S. Department of Agriculture (USDA), APHIS Plant Protection and Quarantine (PPQ) program—to be an organization more capable and better aligned to support and focus on PPQ’s scientific needs. In 2007, CPHST developed the first PPQ strategic plan for CPHST. The plan shows where CPHST is going over the next 5 years, how it is going to get there, and how it will know if it got there or not. Moreover, CPHST plan identifies critical elements of PPQ’s overall strategic plan that must be supported by the science and technology services CPHST provides. The strategic plan was followed by an operational plan, which guarantees that the strategic plan is a living and breathing document. The operational plan identifies the responsibilities and resources needed to accomplish priorities in this fiscal year and measures our progress. CPHST identifies the pathways by which invasive plant pests and weeds can be introduced into the United States. CPHST develops, adapts, and supports technology to detect, identify, and mitigate the impact of invasive organisms. CPHST helps to ensure that the methods, protocols, and equipment used by PPQ field personnel are effective and efficient. All the work of CPHST is identified under one of the five program areas: Agricultural Quarantine Inspection and Port Technology, Molecular Diagnostics and Biotechnology, Response and Recovery Systems Technology, Risk and Pathway Analysis, and Survey Detection and Identification. CPHST scientists are leaders in various fields, including risk assessment, survey and detection, geographic information systems (GIS), molecular diagnostics, biocontrol techniques, methods and treatment, and mass rearing of insects. The following list outlines some of CPHST’s efforts in 2007: Responding to Emergencies, Developing and Supporting Technology for Treatments, Increasing Diagnostic Capacity, and Supporting Trade.
