The Departamento Nacional de Obras Contra as Secas - DNOCS is a secular institution of the Brazilian Federal Government, created in 1909 and acting in nine states of the Semi-arid Northeast, with the purpose of sustainably implementing the regional development of the more encompassing National Water Resources Policy. The UNITED STATES BUREAU OF RECLAMATION - USBR is, also, a secular institution, founded in 1902, which acts in seventeen states of the dry American West, whose mission is to âmanage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public.â This work consists in researching and learning about practical experiences, projects elaborations, construction works, water management and regional development of those two important institutions. Taking into account the knowledge of the inflexion moment in which the USBR changed its performance, adapting it to todayâs West-American Water Resources Management, and considering paradigm shifts relative to the environment and safety of water facilities, this study constitutes a technical and scientific contribution to decision-making in the formulation of a Project for Institutional Restoration of DNOCS, that enhances the management of water resources in the semi-arid Brazilian northeastern region.

In conformity with the principles laid down in article 26 of the Chicago Convention and its Annex 13 concerning technical aircraft accident investigations, the United States and France respectively set up and developed their own investigation Boards, the NTSB and the BEA, which may be different by their organization and functioning but both aim at the same objective: the promotion of Air Safety.
To fulfil their complex mission in the best possible conditions and despite eventual pecuniary constraints, the pressure of the media, or the occasional tensions which may arise in case of concomitance with other investigations, the NTSB and the BEA rely on the renowned professionalism and high technical skills of their employees as well as on the participation in the investigation of members of the aeronautical industry who bring their expertise and contribute to the improvement of air safety.

Domestic intelligence is very important in preventing disorder while ensuring unity and security during a time of national crisis. However, if uncontrolled, domestic intelligence can be subject to political misuse, which causes serious damage both to individuals and to democratic institutions. There are various theoretical explanations for political misuse of domestic intelligence. The political use of domestic intelligence is best explained by the sociological theory of unfulfilled needs. On the other hand, political counterintelligence can be best explained by Threat Theory. In order for a domestic intelligence organization to be effective, its organizational discretion must be limited by establishing clear legislation that is not secret, on the focus, limits, and techniques of domestic intelligence. This system must be supported by a multi-level control mechanism.

The current study utilizes Critical Discourse Analysis and Thematic Analysis to study newspaper coverage of F.B.I. sting operations in The New York Times, Washington Post, and USA Today. F.B.I. sting operations are a modern counter-terrorism policy designed to preempt acts of terrorism. This study develops a theoretical approach to understanding F.B.I. sting operations by reviewing the critique of security. The critique of security suggests that nations construct threats in order to produce and maintain ideological and practical hegemony. Thematic categories of the newspaper discourse are formulated and analyzed in the context of security. The study employs aspects of grounded theory for theoretical positioning. Findings suggest newspaper coverage of F.B.I. sting operations reflect and expand security in a number of important ways. Newspaper coverage provides information on a significant tactic used in the War on Terrorism and gives insight to the justification and reasoning for using that tactic. These pieces of information explain the interplay of security and counter-terrorism policy. However, findings also suggest security fosters positive relationships between nations, which requires repositioning aspects of the critique of security developed previously. Finally, newspaper discourse of F.B.I. sting operations helps contextualize the way modern counter-terrorism policy is ideologically configured. Findings show the dominant ideological configuration is security. The study considers how this framework contributes to a flawed understanding of the nature of peace.

In an era of acute concern about airline safety, bird strikes are still one of the major hazards to aviation worldwide. The severity of the problem is such that it is mandatory in all developed countries to include bird management as part of airport safety management programs. In Australia, there are approximately 500 bird aircraft strikes per year (Bailey 2000). Brisbane airport has a relatively high occurrence of strikes, with an average of 77 recorded every year (2002-2004). Given the severity of the problem, a variety of techniques have been employed by airports to reduce bird strikes. Scare devices, repellents, continuous patrols for bird hazing, use of raptors to clear airspace of birds and depredation are used by many airports. Even given the diversity of control methods available, it is accepted that habitat management is the most effective long term way to control birds in and around the airport space. Experimental studies have shown that habitat manipulation and active scaring measures (shooting, scaring etc), can reduce bird numbers to an acceptable level. The current study investigated bird populations in six major vegetation habitat types identified within the operational and surrounding areas of Brisbane airport. In order to determine areas where greater bird control and management should be focused, bird abundance, distribution, and activity were recorded and habitats that pose the greatest bird strike risk to aircraft were identified. Secondly, species with high hazard potential were identified and ranked according to their hazard potential to aircraft. This study also investigated the effectiveness of different vegetation management options to reduce bird species abundance within operational areas of Brisbane airport. Four different management options were compared. Each management option was assessed for grass structural complexity and potential food resources available to hazardous bird species. Analysis of recorded data showed that of the habitats compared within the Brisbane airport boundaries, grasslands surrounding runways, taxiways and aprons possess the greatest richness and abundance of bird species that pose the greatest potential hazard to aircraft. Ibis and the Australian kestrel were identified as the bird species that pose the greatest risk to aircraft at Brisbane airport, and both were found in greatest numbers within the managed grasslands surrounding operational areas at the airport. An improved reporting process that allows correct identification of all individual bird species involved in bird strikes will not only increase the accuracy of risk assessments, but will also allow implementation of more effective control strategies at Brisbane airport. Compared with current grassland management practice, a vegetation management option of maintaining grass height at 30-50cm reduced total bird utilisation by 89% while utilisation of grassland by potentially hazardous birds was also reduced by 85%. Maintaining grass height within the 30-50cm range also resulted in a 45% reduction in the number of manipulations required per year (11 to 6), when compared with current management practices, and a 64% reduction in annual maintenance cost per hectare. When extrapolated to the entire maintained grass area at Brisbane airport, this resulted in a saving of over $60 000 annually. Optimisation of potential hazard reduction will rely on future studies that investigate the effect of particular vegetation species that could replace the existing mix of grasses used at Brisbane airport and an understanding of the relative importance of vegetation structure and food supply in determining utilisation by potentially hazardous bird species.

On March 14, 1975, twenty-eight year old Portland Police Officer Kenneth Sanford shot and killed seventeen-year-old Rickie Charles Johnson in the back of the head during a sting operation. Incredulously, Johnson was the fourth person of color to be shot and killed by Portland police within a five-month period. Due to his age and surrounding circumstances, Johnson's death by Sanford elicited extreme reactions from varied communities of Portland. Unlike previous deaths of people of color by the police in Portland, Johnson's death received widespread attention from mainstream media outlets. In response, some white citizens decried Johnson's death as unjustified police brutality. Still, several white citizens defended the Portland Police Bureau and their actions. Members of Portland's African American community, however, firmly believed that Johnson's death was just another instance in the PPB's long history of police brutality within Portland's black neighborhoods. Johnson's death motivated young black activists in Portland, Oregon to form the advocacy group the Black Justice Committee (BJC). The BJC, along with several pre-established advocacy groups in Portland, demanded that the city host its first public inquest to investigate Johnson's death. A public inquest is a public "trial" that usually occurs after a sudden or unexpected death. Black citizens felt this public inquest would hold the city accountable for repeated mistreatment of the city's communities of color; whereas, the nearly all white city government believed a public inquest would quell racial unrest within Portland. Mayor Neil Goldschmidt and District Attorney Harl Haas agreed to host the inquest, at which assistant District Attorney John Moore questioned Officer Sanford's motivations and actions. Despite the advocacy efforts before the public inquest, the jury voted 4-1 for Sanford's innocence. The only black jury member casted the sole vote against Sanford's innocence. Heralded for its progressivity, the city of Portland, Oregon is contemporarily viewed as a liberal mecca where all are welcome to speak their truth and "Keep Portland Weird." However, communities of color have experienced widespread repression, oppression and discrimination since the establishment of the city. Whereas some may see Portland as a city that cherishes individuality, Portland's black community has been robbed of autonomy for generations. Police surveillance, harassment and brutality have plagued Portland's black community for years and continues to be a contentious issue within the city. This project focuses on the history of Portland's black community, the history of the Portland Police Bureau, and the relationship between the two. Starting with World War II and ending with Officer Sanford's public inquest in April 1975, this thesis showcases the unassailability of Portland's black activist community and the city's continued denial of culpability for police actions. Despite the inquest's results, Johnson's death and the advocacy surrounding the incident fueled the motivations of activists at both the national and state level, and encouraged the city to acknowledge the wrongdoings of the Bureau.

This dissertation is a study of the subassistant commissioners of the Freedmen's Bureau in Texas from late 1865 to late 1868. Its focus is two-fold. It first examines who these men were. Were they northern born or southern? Did they own slaves? Were these men rich, poor, or from the middle-class? Did they have military experience or were they civilians? How old was the average subassistant commissioner in Texas? This work will answer what man Freedmen's Bureau officials deemed qualified to transition the former slave from bondage to freedom. Secondly, in conjunction with these questions, this work will examine the day-to-day operations of the Bureau agents in Texas, chronicling those aspects endemic to all agents as well as those unique to certain subdistricts. The demand of being a Bureau agent was immense, requiring long hours in the office fielding questions and long hours in the saddle inspecting subdistricts. In essence, their work advising, protecting, and educating the freedmen was a never ending one. The records of the Freedmen's Bureau, both the records for headquarters and the subassistant commissioners, serve as the main sources, but numerous newspapers, Texas state official correspondences, and military records proved helpful. Immense amounts of information arrived at Bureau headquarters from field personnel. This work relies heavily on reports and letters in the Bureau agents' own words. This dissertation follows a chronological approach, following the various Bureau administrations in Texas. I believe this approach allows the reader to better glimpse events as they happened.

Despite its vast expanses of unsetded and undeveloped red rock desert, managed primarily by the Bureau of Land Management (BLM), Utah has less designated wilderness than in any other state in the West. In this study, I focus on San Juan County in southeast Utah to study the conflict over the designation of wilderness. The controversy pits local residents and state politicians against state and national environmental groups, with the BLM shifting positions in between. I analyze and interpret the wilderness debate from three different perspectives. The fIrst explores the history of the Utah wilderness debate from the first BLM wilderness inventory in the 1970's through its re-inventory in the 1990's. I examine the influence of national, regional, and local forces such as institutional change within the BLM, in-fIghting among Utah-based environmental interest groups, and the sagebrush rebellion and county supremacy movements. The second perspective incorporates the spatial analytical techniques of geographical information systems to provide a relatively objective view of landscape characteristics used to defIne wilderness. I interpret the landscape as a continuum of varying degrees of wildness, a product of inherent naturalness and the influences of human impacts. Lastly, I examine the personal views of the meaning of wilderness through the words of actual participants in the debate. In an analysis of the statements of both county residents as well as the Southern Utah Wilderness Alliance, I explore the mental images and ideas that influence the ways in which people value and understand the desert environment.

In 1993, Charles Moose became Portland, Oregon's first black police chief. A nationally recognized student of the developing theories of community policing, Chief Moose's promotion was also hoped to help strengthen the diversity of the Portland Police Bureau. Ultimately, Portlanders were unable to look past Moose's public outbursts and demeanor and recognize his accomplishments. As a city, they missed an opportunity. This thesis uses transcripts of speeches and policy papers to present some political history to the reader, but also letters to the mayor's office, letters to the editor and the like to consider the social history of 1990's Portland. Some specific touchpoints of Moose's administration are considered, including when he and his wife Sandy moved to the King Neighborhood, the Daniel Binns birthday party and the resulting march on Moose's home, his outburst at the City Council, and other examples of his legendary anger. Moose's role in gentrification, and the policies he created for the Portland Police Bureau to lead that charge will not be ignored. All the while, the context of Oregon's racist heritage is forefront in this paper. By 1999, Charles Moose had left the bureau and accepted a job in Maryland. He was selected for many of the accomplishments that the Portland public had criticized him for. Ultimately, this study will show that Portland missed an opportunity to discuss how they wanted to be policed, and what philosophies they wanted their enforcers to personify.

Imagine a world where someone’s personal information is constantly compromised, where federal government entities AKA Big Brother always knows what anyone is Googling, who an individual is texting, and their emoticons on Twitter. Government entities have been doing this for years; they never cared if they were breaking the law or their moral compass of human dignity. Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters’ (GCHQ) mass shadowing sharing plan to America’s Russian inspiration, SORM. Some countries are following the United States’ poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation’s strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. It remains to be determined how liberty will be affected as well; liberty for the United States of America, for the European Union, the Russian Federation and for the people of the World in regards to the extent of privacy in today’s blurred privacy expectations.

This thesis explores the black labor situation in postwar Tennessee from 1865 to 1868. Using a wide array of primary sources from Tennessee, the research unveils an inherent bias in the Freedmen’s Bureau’s forced contract system of labor. My conclusions highlight the collusion and complacency of bureau officials and planters who confined freedpeople to agricultural labor during the initial years of African-American freedom. Whites—Northern and Southern—worked cohesively toward common goals of agricultural prosperity, law and order, and white supremacy.The bureau’s contract system was devised as an emergency measure to put idle blacks back in their “appropriate” positions as agricultural laborers, but bureau officials failed to recognize that freedpeople refusing to work on farms were not lazy and irresponsible; rather, they were discontented with former slaveholders and desperate for non-plantation work. Contracts served the needs of the planter class and the free-labor proponents of the North. The bureau restored order and productivity to Tennessee by providing ex-slaveowners with the legal means to acquire cheap and exploitable labor. Formal stipulations codified the old system of enslavement through a new medium, and bureau-approved contracts became the new figurative overseers of African-American agricultural laborers in the post-emancipation South.

This research utilized data from the 2009 National Assessment of Educational Progress to examine the relationship between demographic variables and academic achievement. Previous studies have demonstrated the influences of race, poverty, English language proficiency, and school racial composition on academic performance, and this research sought to understand these relationships in students from racial minority groups, particularly Native American students. Additionally, the relationship between attendance in public versus Bureau of Indian Education schools and test scores was examined. Results highlighted the achievement gap between White students and those from racial minority groups, including Native American students, and revealed negative relationships between the demographic variables and academic performance. Students in poverty, English language learners, those who attended schools with higher proportions of minority students, and those who attended BIE schools scored lower than their counterparts in all grade levels and subjects. Implications for improving Native American student performance are discussed, including the need for culturally relevant curricula, the possibility of instruction in Native languages, and further examination into factors that facilitate academic achievement in BIE schools. Future directions for research also are discussed, including the use of survey research methods with and the use of qualitative research to understand the educational experiences of Native American students.

Oral health is crucial to overall health and a focus of the U.S. Health Center program, which provides preventive dental services in medically underserved communities. Dental hygiene is an oral health profession whose practice is focused on dental disease prevention and oral health promotion. Variations in the practice and regulation of dental hygiene has been demonstrated to influence access to dental care at a state level; restrictive policies are associated lower rates of access to care. Understanding whether and to what extent policy variations affect availability and access to dental care and the oral health of medically underserved communities served by grantees of the U.S. Health Center program is the focus of this study. This longitudinal study examines dental service utilization at 1,135 health center grantees that received community health center funding from 2004 to 2011. The Dental Hygiene Professional Practice Index (DHPPI) was used as an indicator of the state policy environment. The influence of grantee and state level characteristics are also considered. Mixed effects models were used to account for correlations introduced by the multiple hierarchical structure of the data. Key findings of this study demonstrate that state policy environment is a predictor of the availability and access to dental care and the oral health status of medically underserved communities that received care at a grantee of the U.S. Health Center program. Grantees located in states with highly restrictive policy environments were 73% less likely to deliver dental services and, those that do, provided care to 7% fewer patients than those grantees located in states with the most supportive policy environments. Population’s served by grantees from the most restrictive states received less preventive care and had greater restorative and emergency dental care needs. State policy environment is a predictor of availability and access to dental care and the oral health status of medically underserved communities. This study has important implications for policy at the federal, state, and local levels. Findings demonstrate the need for policy and advocacy efforts at all levels, especially within states with restrictive policy environments.

The public lands of the United States administered by the Bureau of Land Management (BLM) are used for multiple purposes, like conservation, recreation, grazing, mining, logging, and oil and gas development. Many of these activities have the potential to disturb the surface of the landscape, which can negatively impact scenic values. While the BLM has a system for managing visual resources and mitigating the potential impacts of development on visual quality, it does not adequately consider cumulative visual effects, which are the combined impacts of the same type of activity on the environment over space and time. This paper studies the challenges and opportunities faced by managers of Canyons of the Ancients National Monument in southwestern Colorado, a landscape particularly affected by oil and gas development, at measuring and managing cumulative visual effects. This paper also reviews the results of a series of interviews conducted with experts in the field of cumulative visual effects and of a visual preference survey that highlight the strengths and limitations of existing methods for assessing cumulative visual effects. This research paper concludes with a list of recommendations for the BLM to incorporate cumulative visual effects into its existing visual resource management system and details directions for future research on this subject.

On October 3rd, 2015, the Consumer Financial Protection Bureau changed the presentation of information within mortgage disclosures such that monthly payments and upfront costs are more salient. Using proprietary bank account data, I document that after closing on the mortgage, treated consumers receiving the re-designed disclosures log in more into their liquid checking accounts, spend less on debit cards and cash, but spend more on credit cards. I argue that the more salient disclosures caused consumers to prioritize having funds to make monthly obligations. Accordingly, I find that liquidity constrained consumers reallocate more of their debit card and cash spending to credit card spending. Other channels related to underestimation of mortgage costs, financial advice, and regulatory enforcement cannot fully explain the results. The reform benefits consumers as they do not accumulate credit card charges despite making more timely mortgage payments. The results collectively demonstrate that modifying information presentation is a low-cost way to change consumers’ behaviors.

The Bureau of Land Managements (BLM) Emergency Fire Rehabilitation (EFR) policy was developed in 1985 to encourage protection of sites from soil erosion and to minimize potential changes in vegetation communities that may result from the dominance of weedy species. To achieve the goals of EFR policy, managers often used introduced perennial grasses that established quicker and competed better with introduced annuals than did native plants. However, the change of sagebrush-grass communities to communities dominated by introduced forage grasses has led to concerns for wildlife habitat. This concern contributed to a policy change encouraging the use of native species, when available, for rehabilitation projects. This study attempts to assess the effectiveness of BLM EFR projects in meeting the stated goals of the BLM EFR policy in the Great Basin. To do this, two field offices per state were randomly selected from an inclusive list of all Great Basin field offices. In 2001, we randomly selected three EFR projects per field office from those projects that used native species. On each project site, we used a common monitoring technique in association with monitoring techniques implemented by the BLM to assess if national EFR objectives were being met. A semi-structured survey was developed to determine the potential reasons why native and introduced plants were either used or not used, why monitoring was and was not proposed, and whether monitoring was implemented in rehabilitation projects. BLM monitoring techniques did not adequately evaluate EFR goal achievement. The time it took to implement any of the BLM methods did not differ significantly from the time needed to implement the common protocol on the two projects where BLM had implemented monitoring and used native plants (F[subscript 3,12]=1.63, P=0.23). Cost to implement the common monitoring technique was minimal and it directly measured aspects of stated EFR policy goals. Vegetative cover of all natives, seeded and volunteers, contributed half of the overall cover on EFR projects and was significantly higher than sown introduced species. Invasive species were intermediate and did not differ significantly from either the natives or the introduced. The seeded species were a subset of the native or introduced classes. Composition by cover between sown native, sown introduced, and invasive species did not differ significantly. Vegetation cover increased the surface soil stability 39% of the time and subsurface stability 56% beneath the vegetation. Respondents of the survey stated that they generally use more natives and more complex seed mixtures than they did historically. Many also stated that they prefer to use native over introduced species. However, most felt that introduced species are more effective in meeting EFR goals on the degraded sites than native species. All respondents would like to access a summarized report of other rehabilitation projects. The respondents were split between accessing it through the World Wide Web or through a written report. We believe that a common database could be created and maintained on the World Wide Web if a common sampling protocol was implemented.

This study addresses the question: "What are the incentives and disincentives for conflict prevention and mitigation in the Bureau of Reclamation (Reclamation), and how do they factor into Reclamation's management of water in the western United States?" Incentives and disincentives for conflict prevention (i.e., actions taken to avoid conflict) and mitigation (i.e., actions taken to resolve, manage, or temper a conflictive situation after conflict has occurred) are identified through a survey and focus groups of Reclamation employees. The two dominant disincentives identified are a lack of resources and Reclamation's organizational culture--specifically its reliance on crisis management, water delivery tunnel vision, and being slow to change. Other disincentives include a lack of forward planning, the existence of an acceptable bandwidth or level of conflict, a perception that conflict is unavoidable or entrenched, politics, and limits on acceptable actions associated with the legal authorization of Reclamation projects. Fewer incentives for conflict prevention and mitigation were identified, but include, pressure from higher management, the promotion of collaboration within the Bureau, and a desire to avoid litigation. The institutional analysis and development (IAD) framework offers some insight into how these incentives and disincentives factored into the implementation of the Water2025 Initiative, and Reclamation’s experience with the Middle Rio Grande silvery minnow and the Endangered Species Act. As attributes of the community and rules-in-use, incentives and disincentives such as organizational culture, politics, funding availability, the desire to avoid litigation, the promotion of collaboration within the agency, and a lack of planning effort offer possible explanations of why Reclamation chose to act as it did.

Conflict among residents of a gateway community regarding the breadth of perceptions of impacts from commercial whitewater rafting and the need for mitigating policies persists despite an intensive planning process and implementation of policies to mitigate negative effects. With an overarching purpose of exploring the nature of conflict, specific study objectives are 1) to characterize Pilar resident perceptions of recreation and the BLM, 2) to describe how Pilar as a community adjusts to recreation, and 3) to characterize Pilar resident expectations of BLM regarding recreation impacts. Methods include coding interview transcriptions, participant observation summaries, meeting minutes, and public comments on an environmental impact statement. Findings suggest that perceptions of recreational boating are influenced by factors such as occupation and place attachment and that these factors also determine group interaction and reactions to commercial boating and BLM policies.

Identifying spatial and temporal patterns of disease occurrence by mapping the residential locations of affected people can provide information that informs response by public health practitioners and improves understanding in epidemiological research. A common method of locating patients at the individual level is geocoding residential addresses stored in electronic medical records (EMRs) using address matching procedures in a geographic information system (GIS). While the process of geocoding is becoming more common in public health studies, few researchers take the time to examine the effects of using different address databases on match rate and positional accuracy of the geocoded results. This research examined and compared accuracy and match rate resulting from four commonly-used geocoding databases applied to sample of 59,341 subjects residing in and around Marion County/ Indianapolis, IN. The results are intended to inform researchers on the benefits and downsides to their selection of a database to geocode patient addresses in EMRs.
