O estudo pretende compreender a dinâmica dos diversos tipos de ocupações implantadas no entorno da Rodovia Estadual GO- 060, entre a cidade de Goiânia (GO) e Trindade (GO), e os seus reflexos na mobilidade urbana. O problema se identifica na relação causa e efeito no conflito entre o espaço urbano e o sistema de transportes, em áreas conurbadas da Região Metropolitana de Goiânia (GO). O objetivo consiste em analisar as áreas de ocupação do recorte espacial, o fluxo veicular dos modos de transportes e o índice de mobilidade, em função das tipologias de ocupação, caracterizadas como polos geradores de viagens (PGVs). Para se identificar tais ocorrências, foram utilizadas metodologias adaptadas para análise espaço-temporal e redes. Os resultados mostraram as diferenças em áreas de ocupação nos PGVs Tipo Comércio/Indústria 25,74% e 30,77% e Tipo Residencial 11,41% e 38,78% para as Regiões Oeste/Mendanha e Trindade 2, para os períodos (2011/2016) e (2009/2015), respectivamente. Essa dinâmica ocupacional gerou um aumento de +87% no total de viagens do fluxo dos diversos modos de transporte e um acréscimo de +79% no índice de mobilidade para o período de 2013 a 2016, mostrando a tendência de motorização das regiões e os reflexos na mobilidade urbana. REFLEXES OF URBAN OCCUPATIONS ON MOBILITY TO THE MARGINS OF THE STATE ROAD GO-060 BETWEEN GOIÂNIA (GO) AND TRINDADE (GO) ABSTRACT The study aims to understand the dynamics of the various types of occupations implanted around the State Highway GO-060, between the city of Goiânia (GO) and Trindade (GO), and their reflexes on urban mobility. The problem is identified in the cause and effect relationship in the conflict between urban space and the transport system in conurbated areas of the Metropolitan Region of Goiânia (GO). The objective is to analyze the areas of occupation of the spatial area, the vehicular flow of the modes of transport and the mobility index, according to the types of occupation, characterized as travel generating poles (TGPs). To identify such occurrences, methodologies adapted for spatiotemporal analysis and networks were used. The results showed the differences in occupation areas in the Trade / Industry Type 25.74% and 30.77% and Residential Type 11.41% and 38.78% for the West / Mendanha and Trindade 2 Regions for the periods (2011/2016) and (2009/2015) respectively. This occupational dynamic generated an increase of + 87% in the total travel flow of the different modes of transport and an increase of + 79% in the mobility index for the period from 2013 to 2016, showing the trend of motorization in the regions and the reflexes in urban mobility. Le problème s’identifie dans la relation de cause à effet dans le conflit entre espace urbain et système de transport, dans les aires urbanisées de la Région Métropolitaine de Goiânia (GO). L’objectif est d’analyser les zones d’occupation du découpage spatial, le flux routier des modes de transport et l’indice de mobilité selon les typologies d’occupation, caractérisées comme pôles générateurs de voyages (PGVs). L’identification de ces faits s’est réalisée par l’utilisation de méthodologies adaptées à l’analyse spatio-temporelle et de réseaux. Les résultats montrent des différences de PGVs dans les zones d’occupation du type Commerce/Industrie 25,74% et 30,77% et du type résidentiel 11,41% et 38,78% pour les régions Ouest/Mendanha et Trindade 2, respectivement pour les périodes (2011/2016) et (2009/2015). Cette dynamique d’occupation révèle une augmentation de +87% du total de voyages de flux des différents modes de transport et une croissance de +79% de l’indice de mobilité pour la période de 2013 à 2016, montrant la tendance de motorisation des régions et ses reflets sur la mobilité urbaine. Resumen
Si la voiture est le moyen de transport le plus utilisé, les accidents routiers sont la principale cause de décès. Les trois acteurs de la conduite sont : le Conducteur, le Véhicule et l’Infrastructure. L’Algérie est classée parmi les pays qui enregistrent un nombre élevé d’accidents ces dernières années. Les statistiques du centre national de prévention et sécurité routière algérien, montrent que les causes directes des accidents de circulation sont liées à l’homme, au véhicule et à l’environnement. Le comportement humain se manifeste par l’excès de vitesse, suivi de l’alcoolémie et non-respect du code de la route. Nous proposons des mesures qui contribueraient à la réduction des accidents ; Ceci par l’adoption et l’application des lois, prenant en compte les facteurs de risque, les compagnes de sensibilisation et de prévention des catégories sociales concernées par la mortalité routière. Ces propositions peuvent être lancées à travers les mass-médias, la réduction de l’utilisation du véhicule individuel et l’encouragement du transport commun en contribuant à la préservation de la santé humaine et la lutte contre l’apparition des maladies cardio-vasculaires.

La mise en œuvre de l’égalité professionnelle femme homme en entreprise est impulsée depuis plus de 50 ans par les évolutions réglementaires, législatives et conventionnelles, soit spécifiques à l’égalité entre les femmes et les hommes, soit dans un contexte plus général de non-discrimination.Nous sommes sans doute encore loin d’une application optimale de « l'égalité » femme homme, tant cette notion est source de controverses et de fluctuations. En revanche, des interrogations subsistent, notamment dans la sphère professionnelle.Dans le cadre de cette thèse, l’étude portera sur la négociation collective relative à l’égalité professionnelle, dans les sociétés de Transport Routiers de Voyageurs (TRV). Il s’agira d’identifier les freins entre l’obligation qui leur est faite de négocier sur ce thème et les difficultés à se saisir de ce sujet comme objet de négociation. La singularité de ce secteur d'activité et le peu d’études menées dans ce domaine ont été de nature à motiver notre démarche
The implementation of gender equality at work in companies has been driven for more than 50 years by regulatory, legislative and contractual changes, either specific to equality between women and men, or in a more general framework of non-discrimination.There is no doubt that we are still far from an optimal enforcement of "equality" between women and men, as this concept is such a cause of controversy and fluctuations. However, questions remain, especially in the work area.Within the frame of this thesis, the study will focus on collective bargaining for gender equality at work in road passenger transport companies. This work aims at identifying the obstacles between the obligation for women to negotiate in this area and the difficulties in owning this topic as a means of negotiation. The uniqueness of this sector of activity and the few studies carried out in this particularly area motivated our approach

Cette thèse s’inscrit dans la perspective d’un diagnostic stratégique du secteur de Transport Routier Interurbain des Voyageurs (TRIV) en Afrique de l’Ouest (Cas du Burkina Faso, du Mali et du Niger).L’organisation du transport et le fonctionnement des entreprises dudit secteur à l’aune de la mondialisation et de la modernisation laissent encore à désirer. Nombreuses sont les difficultés recensées à divers niveaux du système entravant ainsi le développement économique du secteur.Pour l’Afrique de l’Ouest, de nombreuses études et recherches ont déjà été réalisées sur le système de transport urbain et sur le transport des marchandises avec diagnostics et préconisations . Cependant le sous-secteur du TRIV a aussi son importance et il convient de le prendre en compte dans le schéma d’intégration sous régionale en Afrique. Notre recherche démontre que l’analyse du TRIV ne doit pas se limiter à ses aspects réglementaires et institutionnels et qu’elle doit intégrer les entreprises comme éléments clés du développement du secteur. Celles-ci sont désormais confrontées au défi de la concurrence sur les marchés tant intérieurs que sous-régionaux du transport des voyageurs. La modernisation du secteur et son développement ultérieur impliquent des adaptations des entreprises artisanales, des changements dans l’organisation et les conditions de fonctionnement de cette activité.Notre démarche aborde dans un premier temps, la configuration actuelle du marché de TRIV. L’analyse met en évidence l’indispensable complémentarité de l’offre des sociétés de transport et des artisans transporteurs. A partir de ce constat, des modèles de stratégies potentielles sont élaborés pour les entreprises contraintes à la compétitivité.Cependant, compte tenu de l’organisation du marché de TRIV au Niger, de la multiplicité des entreprises et de l’absence des données, nous avons défini des groupes contrastés d’entreprises, le regroupement se faisant à partir des caractéristiques techniques, organisationnelles (types de véhicules utilisés, organisation des services) et géographique (lignes desservies).Cette approche nous a permis de mettre en lumière les spécificités des maillons du marché mais aussi les grands déséquilibres existants en matière de desserte dans les principales zones. A travers les modèles de stratégies développés, notre ambition est de donner un cadre de référence aux entreprises à partir duquel et compte tenu de leurs ressources internes, elles organiseront leur stratégie. Ces entreprises devraient pouvoir y parvenir dans le cadre d’une politique publique des transports prenant en compte les attentes des principaux acteurs
This thesis is registered in the perspective of a strategic diagnosis of the Transport sector Intercity Road of travellers (TRIV) in West Africa (case of Burkina Faso, Mali and Niger). The transport organization and the functioning of enterprises of the sector to the yardstick of globalization and the modernization is still inadequate. There are many difficulties identified at various levels of the system thus hindering the economic development of the sector. For West Africa, many studies and research have already been carried out on the system of urban transport and on the transport of goods with diagnostics and recommendations . However, the sub-sector of TRIV also has its importance and it should be taken into account in the schema of sub-regional integration in Africa. Our research shows that the analysis of TRIV must not be limited to its aspects regulatory and institutional and that it must integrate the companies as the key elements of the development of the sector. These are now faced the challenge of competition on the markets both the domestic that sub-regional passenger transport. The modernization of the sector and its subsequent development involve adjustments of craft businesses, changes in the organization and the conditions of operation of this activity. Our approach addresses in the first time, the current configuration of the market of TRIV The analysis highlights the indispensable complementarity of the offer of transport companies and craftsmen carriers. From this finding, models of potential strategies are developed for firms forced to competitiveness. However, in light of the organization of the market of TRIV in Niger, of the multiplicity of enterprises and absence of data, we defined groups contrasting of enterprises, the consolidation at from the technical characteristics, organizational (types of vehicles used, organization of the services) and the geographical (lines served). This approach has allowed us to highlight the specificities of links in the market but also the major imbalances existing in the field of service in the main areas. Through the models of strategies developed, our ambition is to give a reference framework for companies from which and taking into account their internal resources, they organize their strategy. These companies should be able to achieve in the framework of a public policy of transport taking into account the expectations of key actors

Cette thèse a été réalisée dans le cadre d'une collaboration entre l'université d'Angers et l'entreprise Perinfo. Elle porte sur le développement de nouveaux modèles et algorithmes dédiés à la planification des véhicules et des conducteurs en transport routier de voyageurs. Même si leur efficacité est reconnue dans de nombreux domaines, les métaheuristiques ont été peu utilisés pour traiter de tels problèmes. Nous abordons tout d'abord la planification des véhicules avec une flotte homogène. La recherche locale itérée développée est comparée avec succès aux heuristiques existantes sur des instances de la littérature. Notre seconde contribution concerne la planification des véhicules dans le cas d'une flotte hétérogène. Le problème initial est transformé en problèmes de coloration de graphe avec listes puis résolu par un algorithme de recherche tabou itérée. L'approche est capable de gérer d'importants volumes de données et des relations complexes entre les types de véhicules. Notre troisième contribution a trait à l'intégration des véhicules et des conducteurs dans un même processus de planification. Nous considérons le cas interurbain avec un garage unique et une flotte hétérogène. L'étude menée sur des instances réelles montre la supériorité de l'approche intégrée sur l'approche séquentielle classique. Enfin, nous décrivons un cas d'étude dans une société de location de limousines avec chauffeurs. De part sa nature surcontrainte, le problème est modélisé à partir de la notion d'affectation partielle consistante. L'algorithme de recuit simulé associé obtient des gains significatifs par rapport à la pratique actuelle dans la société
This thesis was realized within a collaboration between the université of Angers and the company Perinfo. It deals with the development of new models and algorithms dedicated to vehicle and driver scheduling in public transport. Even if they earn their respect in many fields, metaheuristics have been scarcely employed to tackle such problems until now. We first address the multiple depot vehicle scheduling problem with a homogeneous fleet. The developed iterated local search algorithm is compared with the existing heuristics on benchmarks from the literature. Our second contribution concerns the vehicle scheduling problem with a heterogeneous fleet. The initial problem is transformed into a list-graph colouring problem, subsequently solved by an iterated tabu search algorithm. The approach proves its capacity to manage high volumes of data and complex relationships between types of vehicles. Our third contribution deals with the integration of vehicles and drivers within the same scheduling process. We consider an extra-urban case with a unique garage and a heterogeneous fleet. The computational study carried out on real-world instances shows the dominance of the integrated approach over the sequential one. Finally, we describe a case study in a limousine rental company. Due to its over-constrained nature, the problem is modeled using the notion of partial consistent assignment. The simulated annealing algorithm obtains significant gains on the resulting solutions compared to the current practice in the company

En dereglementant les transports routiers de voyageurs, la commission des communautes europeennes souhaite trouver le meilleur systeme de transport possible pour les citoyens et les industriels des 15 etats membres. Quelle sera la future structure de ce secteur d'activite ? quelles strategies les operateurs de transport adopteront-ils ? l'experience de la dereglementation totale britannique n'a pas endigue le declin de l'utilisation des transports publics et des structures de monopoles se sont reconstituees. Des lors, s'appuyant sur la logique du traite europeen, mais egalement sur la volonte d'exploiter le pouvoir stimulant de la concurrence, la commission fait pression en vue d'une ouverture des segments de marche des transports publics que l'on peut qualifier de marches publics. Toutefois, si le contrat concerne uniquement un droit d'exclusivite ne faisant pas intervenir un financement public important, elle envisage une procedure d'autorisation qui a l'avantage d'etre plus legere. La theorie des contrats et l'analyse du mecanisme d'encheres nous permettent de comparer ces options et de mettre en avant la strategie des differentes parties. Ces theories nous permettent aussi de comprendre pourquoi la commission s'est rapprochee de l'option de la contractualisation malgre les problemes que l'application des regles communautaires va soulever en matiere de marches publics.

AbstractIn order to increase the competitivity of Inland Waterway Transport (IWT) in Europe the concept of RIS enabled Corridor Management has been developed and was now implemented within the European flagship project RIS COMEX (https://www.riscomex.eu/.) in the 2 integrated platforms EuRIS (fairway information services, traffic information services, services for logistics) and CEERIS (retrieving of reporting requirements, electronic reporting services for skippers, receiving authority services). The novel centralized architecture enables CEERIS users of to fulfil all reporting obligations configured along their route with a central access point for one or more voyages by a single data entry, using his EuRIS data including access and reporting rights for claimed vessels. Thereby, the user does not have to take care about the complexity of reporting procedures and the further delivery of reports to the respective receiving authorities. The smart distribution of reports is managed by the system in the background proving all competent authorities with data based on the respective legal basis and configured means. Thus, reports can be received either through an authority dashboard at a central access point or email as XML (Extensible Markup Language.), PDF or as a graphical template. Data delivery and notifications using webhook is supported as well as the delivery of XML messages via API (Application Programming Interface.). The reporting platforms addresses authorities dealing with traffic management, customs, border police, statistics and ports in addition to the national RIS authorities. A smart user and identity management secures access authorization according to the consent agreement of reporting parties – consequently data can also be accessed and used by authorized third parties such as shippers, fleet managers and other logistics partners for the optimization of their services.

A study was made to estimate the transit time of time-critical cargo (LNG) from Western Australia to the Far East (e.g. Japan) or the southern U.S. west coast. Unexpected delays during transit can result in stiff financial penalties imposed by LNG buyers. Conversely, quicker than expected voyages will underutilize expensive tankers. Since there was no prior experience along the two routes using the proposed new-build vessels, the SafeTrans computer simulation program was used to calculate the voyage duration. SafeTrans is a comprehensive routing simulator that accounts for weather routing, ship dynamics, and weather forecast errors. Basic voyage duration statistics are presented and indicate important differences between a) outgoing and returning voyages, b) the two routes, and c) weather-routed and non-weather-routed scenarios. These differences are examined and reveal that voyage duration estimate is significantly impacted by weather routing, and a comprehensive ship motion model and weather database. Finally, our results demonstrate an application of SafeTrans that goes beyond the original purposes of the program, and suggests it might well be useful for estimating the voyage duration for other types of time-critical cargo.

Abstract A critical element in heavy transport design is the identification of design wave conditions. Since most transports are one-of-a-kind, statistically meaningful comparisons of observed vs. design conditions are nonexistent. The present paper examines the experience from a recent oil and gas giga-project, encompassing 56 replicate voyages from Korea to the Suez Canal. In doing so, this paper provides an anchor point for assessing the real-world likelihood of exceeding design wave conditions during heavy transport. Voyage maximum wave conditions from the 56 replicate voyages are found to closely follow a Weibull distribution, allowing for the ready evaluation of observed 1-in-N voyage extremes. These observed wave conditions are compared with corresponding design values on both a year-round and seasonal (3-month) basis. Three important observations are drawn from these comparisons. First, operating limits established by heavy transport contractors to avoid waves above a predetermined threshold do not eliminate the need to design for higher wave conditions. Over the 56 replicate voyages studied, observed wave conditions slightly exceeded the contractor's self-imposed operating limit (i.e., by approximately 10% or less) on five separate voyages; on a sixth voyage, this same operating limit was exceeded by approximately 40%. Second, simplified tools for evaluating design wave conditions using Global Wave Statistics do not consistently estimate the 1-in-10 voyage extreme. While the simplified approach is shown to be conservative for the route studied, the associated design margin varies considerably throughout the year. Third, SafeTrans voyage simulations are observed to well-predict the 1-in-10 voyage extreme for the route studied.

While shipping large and heavy cargo like jack-up rigs or semi-submersibles, the Motion Monitoring and Captain Decision Support system is a valuable tool to ensure a safe and economical voyage. Using the dynamic characteristics of the vessel, in combination with 5-day weather forecasts and design limits like maximum accelerations at the cargo location, roll motion and/or leg bending moments, more and better information is available to the Master to choose safe route, heading and speed. This way the best knowledge of what to expect is contributing to the safety of cargo, vessel and crew. The Octopus onboard system gathers a large amount of information about ship position, speed, heading, nowcast weather data and corresponding ship motion data. Reference is made to the paper of Peters [2] for background information of the Octopus Motion Monitoring and Decision Support system and an overview of methods used by the motion measurement system. In May 2008 the first Dockwise vessel started to gather weather and ship motion data. It is estimated that each vessel gathers around 50.000 nautical miles of data in a year, which is all collected in a database. The paper presents how this information is used for general research to environmental data, ship motion data and comparison to design values. Scatter diagrams from nowcast weather data can be produced. After collecting a certain amount of measurements, so called Dockwise scatter diagrams could be used as input for future voyage calculations. With this engineering approach Masters decisions for weather routing and bad weather avoidance is taken into account. This could lead for example to reduced design wave for a passage around the Cape of Good Hope. Now casted weather data and ship motions data is compared to design values from the cargo securing manual. Statistics like maximum difference, average difference give extensive data and insight in the operational margin of Dockwise transports. The calculation of the operational margin is independent of the standard safety margin valid for each transport. The conclusion is that the recorded nowcast significant wave height for the analyzed voyages never exceeded 5.0 [m]. With larger design wave heights the minimum operational margin increases to more than 40%, while the lowest operational margin occurs at design wave heights around 4.5 [m]. The database built by gathering all relevant information from the system and from crew observations, increases insight in the operational margins, which contributes to increased knowledge and safety.

Abstract Two historical voyages were completed in December 2021 and January 2022 over the Northern Sea Route (NSR) in a westerly direction. A lack of accurate real time data regarding ice conditions and the influence of changing meteorological conditions severely complicated voyage planning. Normal voyage planning for the Northern Sea Route is based on historical satellite data. The objective is to extrapolate possible ice conditions throughout the planned route. This historical data has not been taken into account changes in wind, current and relative ice pressure. In addition, the effect of wind drag on the "sail area" of modules being transported has a significant influence on the application of the power necessary to penetrate ice at the speed and fuel consumption calculations stipulated by the Vessels’ design. The safe transit of the Northern Sea Route from the beginning of December to the end of March cannot be accurately predicted by using the historical data available today. This significantly increases the risk factors considered not only in pre-voyage planning but throughout the voyage itself. The application of the current regulatory regime requirements to navigate via the Northern Sea Route during the December-March period by no means eliminates the possibility of vessels becoming beset by ice. Close communication with Rosatomflot prior to entering the Northern Sea Route is a necessity in order to appraise the ice conditions in higher risk areas as well as to optimized route planning. Furthermore, operational experience during periods of nuclear icebreaker support is critical to maintain safe progress on the Northern Sea Route. This Paper will address these challenges, as well as attempt to quantify: The effect on wind pressure and wind direction on icebreaking capabilitiesThe effects of wind speed and direction on ice pressure relative to coastal geography.The effects of changing ice conditions on fuel consumption with- and without icebreaker support.

It is well-known that navigating the waterway from the primary trade hubs in northern Europe to the Asia-Pacific ports and contrariwise along the Russian Arctic Coast (Northern Sea Route - NSR) is much shorter and faster, than southern ways via Suez or around Africa. The NSR can significantly save costs (through saving time and fuel) and avoids the risk of attack by pirates. In addition, an increase in oil and gas activity in the North, forecasts of global warming and an ice-free Arctic have stimulated interest in Arctic navigation. However, Arctic transportation poses significant challenges because of the heavy ice conditions that exist during both the winter and summer. The profitability of using the NSR is called into question if possible high tariffs are included in the cost estimates. For many years, the NSR was principally used for internal Russian transport and since the end of the 1980s up until 2010, it was in stagnation with total amount of cargo transported annually stood at less than two million tons. Important political decisions in the 90s and increased economic feasibility intensified traffic and freight turnover. In 2013, the NSR Administration (NSRA) was established, new rules for navigation were approved and tariff policies were modified. In 2013, the NSRA issued 635 permits to sail in NSR waters, and 71 transit voyages have since been completed. The total amount of transit cargo was 1.36 million tons. More than 40% of the total number of permits were issued to vessels without ice class [1] according to the Russian Maritime Register of Shipping [2]. There are strong technical requirements for vessels attempting to sail the NSR; regardless, several accidents occurred in 2012–2013. Two vessels were dented by ice in the Chukchi Sea in 2012. A tanker was holed in September 2013 and created a real danger of an ecological disaster from fuel leakage for several days. Despite the expectation of an ice-free Arctic, the ice conditions in 2013 were rather difficult, and the Vilkitsky Strait (a key strait in the NSR between the Kara and Laptev seas) was closed by ice for almost the entire navigation period. In this paper, we review the current situation in the Russian Arctic, including political and administrative actions, recent accidents and the associated conditions and lessons learned.

Résumé: Les représentations des villes depuis la mer ont eu, à partir du XVe siècle, un grand succès dans l’iconographie urbaine des voyageurs. Depuis 1911, Le Corbusier a pris l’habitude d’esquisser dans ses carnets de croquis les paysages urbains découverts au cours de son voyage en Orient. Villes, remparts ou monuments significatifs sont souvent représentés depuis la mer ou les fleuves, car l'arrivée en bateau autorise une perception progressive et globale du site. Suite à son séjour en Amérique du sud en 1929, l'architecte exprime ouvertement son appréciation pour la perspective obtenue depuis le bateau au milieu des baies, car ce point de vue lui permet de contextualiser immédiatement ses propositions d’aménagement urbain. De simple connaissance des villes, cette pratique iconographique devient, chez Le Corbusier, un instrument d’élaboration du projet. Mais la vue horizontale est bientôt accompagnée du procédé de survol des centres urbains pour appréhender la grandeur du paysage naturel et construit. À travers l’analyse des nombreuses images – dessins, croquis, photos – élaborées par Le Corbusier à partir des différents moyens de transport, ainsi que des commentaires accompagnant ces documents iconographiques et de quelques textes publiés, on essayera de mieux comprendre le rapport entre l’échelle de ces visions panoramiques et la nouvelle approche territoriale mise au point par Le Corbusier à partir des années Trente. Abstract: The representations of cities viewed from the sea have had, since the fifteenth century, a great success in urban iconography. From 1911, Le Corbusier began drawing urban landscapes in his sketchbooks, which he discovered during his trip to the Orient. Cities, fortifications or significant monuments are often depicted from the sea or rivers, because the arrival by boat allows a gradual and overall perception of the site. After his stay in South America in 1929, the architect openly expressed his appreciation for the panoramic view obtained from the boat in the middle of the bay. This point of view allows him to contextualize his urban development proposals immediately. This iconographic practice is no longer a simple function of knowledge, but it has become an instrument for realising the project. However, the horizontal view was soon accompanied by the process of flying over urban centres to understand the magnitude of the man-made and natural landscape. Through the analysis of the many images – drawings, sketches, photos – developed by Le Corbusier using different means of transport, of comments accompanying these iconographic documents and of some published texts, the paper aims to better understand the relationship between the scale of these panoramic visions and the new territorial approach developed by Le Corbusier from the Thirties onwards.
