Resumen
Border regions of EU countries are confronted with changes of spatial and economical development. The lack of border crossing strategic information system for regional planning purposes reflects in non‐intense cooperation in the field of regional development strategies harmonization. The article presents the methodology developed during Interreg III B project REDECON. Grid‐based database with GIS interface, merging socio‐economic, environmental and spatial data with vector‐based network accessibility data, what enable the public planning departments to analyze and simulate different policy measures concerning transport. The article is focused on the modifications of (during project REDECON) developed methodology, which enable besides cross‐border spatial analysis also analysis of current status of public transport demand and supply for finding the areas, where the supply of public transport services does not reach the demand for public transport services. It describes the methodology for selecting the main indicator thematic groups for different public transport demand types, the characterization (evaluation) of suitability of locations in respect to the balance between public transport supply and demand. At the end of the article the results of methodology application are presented on the regional pilot project concerning accessibility of pilot area, regional public transport demands and regional optimization of the public transport supply. Tinklelinė duomenų bazė, paremta geografinėmis informacinėmis sistemomis, suvienijo socialinius ir ekonominius, aplinkosaugos, erdvinius ir vektorinius pasiekiamumo duomenis. Visa tai leido viešojo transporto planuotojams lengviau analizuoti ir modeliuoti transporta skirtingomis priemonėmis. Straipsnyje aprašomoji sukurtos metodikos modifikacija, padedanti nagrineti transporto sistemos paklausa, parodo, kuriose teritorijose viešojo transporto aprūpinimas nepakankamas ir pan. Pabaigoje svarstoma, kokiam regionui galima pritaikyti šią metodiką, to regiono viešojo transporto paklausą ir optimizavimą.

Resumen
Airport planning is a challenging task that requires knowledge of many standards and recommended practices, bylaws and procedures. Besides, it is possible that politicians would try to intervene in the planning process, which always exceeds the election period of one government. Therefore, the article provides in-depth theoretical analysis of the problem and summarizes the results of research that focused on comparing the approach to the airport planning issues in the Slovakia and Croatia. The primary goal was to develop a methodology for determining the airport planning horizon, to assess the significance of individual planning phases and to evaluate results. The research was carried out using a combination of several methods. The main challenge was to determine the length of the planning horizon. In 2 panels, 32 experts from Slovakia and Croatia were interviewed and 224 different responses were received and processed by the fuzzy Delphi method. The advantage of this approach relies on combination of well – developed theory and practical solutions in cooperation with experts from the industry. Despite the different legal frameworks and similar standards for airport planning in both countries, the results of the research proved that the values of the optimal planning horizons are comparable. As a result, the methodology can therefore be used in other countries with similar conditions. However, planning procedures and practices depend on the specifics of states or even regions. Eventually, the experience from the research provides relevant and robust material to support teaching. Besides, it is transferable to other fields of transport infrastructure planning. Additionally, the research results were provided to the state planning authorities.

Resumen
Effective planning and optimization of rail transport operations depends on effective and reliable forecasting of demand. The results of transport performance forecasts usually differ from measured values because the mathematical models used are inadequate. In response to this applicative need, we report the results of a study whose goal was to develop, on the basis of historical data, an effective mathematical model of rail passenger transport performance that would allow to make reliable forecasts of future demand for this service. Several models dedicated to this type of empirical data were proposed and selection criteria were established. The models used in the study are: the seasonal naive model, the Exponential Smoothing (ETS) model, the exponential smoothing state space model with Box–Cox transformation, ARMA errors, trigonometric trend and seasonal components (TBATS) model, and the AutoRegressive Integrated Moving Average (ARIMA) model. The proposed time series identification and forecasting methods are dedicated to the processing of time series data with trend and seasonality. Then, the best model was identified and its accuracy and effectiveness were assessed. It was noticed that investigated time series is characterized by strong seasonality and an upward trend. This information is important for planning a development strategy for rail passenger transport, because it shows that additional investments and engagement in the development of both transport infrastructure and superstructure are required to meet the existing demand. Finally, a forecast of transport performance in sequential periods of time was presented. Such forecast may significantly improve the system of scheduling train journeys and determining the level of demand for rolling stock depending on the season and the annual rise in passenger numbers, increasing the effectiveness of management of rail transport.

Resumen
The article describes a proposed planning organization and productivity simulation tool, with a special emphasis on orientations to the optimization of operations in a maritime container terminal. With the application of an adequate model frame for traffic and technical‐technologic forecasting, infrastructure and manpower planning and productivity simulation are possible to measure and increase the productivity in the whole subsystem of the maritime container terminal. The emphasis is mainly put on setting up planning organization in order to collect important information and consequently to raise productivity. This is the main task and goal of terminal management that must develop elements and strategies for optimal operational and financial production. An adequate planning structure must use simplified but efficient simulation tools enabling owners and management to take a vast number of adequate financial and operational decisions. Considering all important and very dynamic facts in container and shipping industry, the proposed simulation tool gives a helpful instrument for checking productivity and its time variation and monitoring a competitive position of a certain maritime terminal with the terminals from the same group. Therefore, the management of every maritime container terminal must establish an appropriate internal planning system as a mechanism for strategic decision support relating basically to the assessment of the best development and optimization solutions for the infrastructure and suprastructure of the entire system.

Abstract Environmental protection has become a common issue in every area, but extremely important for the domains which deal with intensive energy consumption as it is the case of the transportation. Achieving the sustainable cities on the other hand, is also focused on the protection of the environment in order to provide a higher quality of life for the population. Therefore it is considered that by improving the urban transportation planning additional benefits could be provided for both the environment and the sustainable development of the cities. One possibility is to supplement the traditionally land-use plans with the transportrelated zones analysis, where the city is divided in public transport, pedestrian and caroriented zones. Analyzing the transport-related zones of a city is important as it provides additional information in the assessment of the development trend. The process of zoning was conducted for the city of Cluj-Napoca, Romania. In this paper, the outcome of the zoning was analyzed for a more comprehensive review of the urban transport in order to attain a sustainable-oriented approach of the urban area development.

Many previous cases have shown that port operations are susceptible to disruptive events. This paper proposes 2-stage Stochastic Programming (SP) for port users to reliably plan the hinterland-port intermodal freight network with consideration of risk aversion in cost. Probabilistic disruptions of intermodal terminals are considered as scenario-specific. In the 1st stage, intermodal paths are selected to obtain proper network capacities. In the 2nd stage, cargo flows are assigned for each disruption scenario on the planed network. The 2-stage model is firstly formulated in a risk-neutral environment to achieve the minimum expectation of total cost. Then, the Mean-Risk (MR) framework is adopted by incorporating a risk measure tool called Conditional Value-at-Risk (CVaR) into the expectation model, so as to reduce the cost of worst-case disruption scenarios. Benders’ Decomposition (BD) is introduced to efficiently solve the exponential many problem. Some numerical experiments are performed under different risk aversion parameters. With this study, network planners can decide network capacities with reasonable redundancies to improve the freight reliability in a cost-effective way. The proposed method provides a simple approach for the planners to quantify their risk appetites in cost and to impose them in the planning process, hence to trade-off the Expected Cost (EC) and the worst-case cost.

As a subsystem of an Intelligent Transportation System (ITS), an Advanced Traveller Information System (ATIS) disseminates real‐time traffic information to travellers. To help them with making better decisions on choosing their routes, a strong need to predict traffic congestion and to disseminate the predicted congestion information relating to travellers can be seen. This paper describes a methodology used by drivers for calculating an optimal driven route in Vilnius. The paper discusses how ATIS systems will likely evolve the experience of Information Service Providers (ISP) and optimal route planning calculations. A few methods of route planning have been taken into account. The paper presents the following types of route calculation: 1) the shortest route; 2) the quickest route; 3) the quickest forecasted route according to historical traffic information. Also, the paper deals with the architecture of the WEB based information system for drivers in Vilnius and analyzes data on traffic workflow. Furthermore, a comprehensive route planning procedure that forecasts data on driving time considering historical traffic is followed.

The intensity of urban development is presently high, creating a construction boom. The number of transports per project is a major consideration in urban goods transport and emissions from a project. Presently, the stakeholders take part in a “blame game” in assigning fault for the emissions from construction transport and the disturbances to society in the vicinity of construction sites. Incorporation of logistics into urban planning requires an increased understanding of the interaction between construction transport flows and urban land use, and the inclusion of different stakeholders. The purpose of the study is to support collaborative planning of construction transport in urban planning, and specifically to explore how a planning tool based on interactive visualization could be designed. An action research process has generated two prototypes of an interactive visualization tool for collaborative planning of construction transport. The prototype facilitates a “shared deliberation space” by identifying alternatives and assessing predicted consequences, which supports a collaborative urban planning process. Based on the research conducted, we claim that the responsibility of construction transport planning should be taken by the municipality, i.e., the urban planning and traffic planning functions.

The maritime transport industry continues to draw international attention on significant Greenhouse Gas emissions. The introduction of emissions taxes aims to control and reduce emissions. The uncertainty of carbon tax policy affects shipping companies’ fleet planning and increases costs. We formulate the fleet planning problem under carbon tax policy uncertainty a multi-stage stochastic integer-programming model for the liner shipping companies. We develop a scenario tree to represent the structure of the carbon tax stochastic dynamics, and seek the optimal planning, which is adaptive to the policy uncertainty. Non-anticipativity constraint is applied to ensure the feasibility of the decisions in the dynamic environment. For the sake of comparison, the Perfect Information (PI) model is introduced as well. Based on a liner shipping application of our model, we find that under the policy uncertainty, companies charter more ships when exposed to high carbon tax risk, and spend more on fleet operation; meanwhile the CO2 emission volume will be reduced.

The main goal of this study is to propose a trajectory planning algorithm for the merging control of heterogeneous vehicular platoons. Merging control is essential for the application of vehicular platoons, by which vehicles can be coordinated to form a platoon in a lane. While most previous researches on merging control only considered the operation on straight roads and ramps. Few studies have investigated the merging operation on curve roads, which may hinder the application of platoons on general traffic environment. In this study, a trajectory planning algorithm is proposed for the merging control of heterogeneous vehicular platoons on curve roads with constant radius. The proposed algorithm consists of two stages for the operation of merging: the first stage is to align the vehicles in each lane to form a structure with a certain clearance; the second stage is to conduct a lane changing manoeuvre for each merging vehicle to form a platoon in a lane. In the proposed algorithm, the dynamic limits of speed and acceleration are considered. The distance of each vehicle can be guaranteed to avoid undesired collisions. Two simulations are carefully conducted for the merging control of heterogeneous vehicular platoons on a curve road to demonstrate the effectiveness of the proposed algorithm. The results of simulations indicate that the proposed algorithm is capable of the merging control of platoons on a curve road.

This research considers the aspects of decision-making according to the airport activities. The decision about airport planning and management should be comprehensive and operative and of course, the assessment of alternative decisions is necessary. The purpose of this research is to highlight the role of simulation modelling at the stage of airport development. The authors present the methodology of a model-driven decision-making approach and then describe 2 cases of using simulation for Riga International Airport (RIX) development. The 1st case study is used for analysis possibility of the development of the airport’s surrounding territory. The planned massive development of RIX and the surrounding area requires detailed analysis for increasing its positive impact on regional and national business economics, social aspects, business and the environment. The 2nd case supports decision-making for the needs of the terminal reconstruction, presents a helpful tool for visualization of the tendencies in the future, and allows the analysis of the different infrastructure layouts. Both cases give the possibility to predict the situation and evaluate the service provided for passengers (travellers) of the airport. Simulation modelling allows to study complex system – airport and evaluate direct and indirect impacts of planned reconstruction.

This paper aims to analyse the planning of chemical transports’ shift from road to the more complex multimodal freight transport, and presents a toolbox developed to support the stakeholders in the process. In literature the research problem of multimodal freight transport planning is analysed mainly from mathematical models’ perspective. There is a lack of studies focused on multimodal transport chain collaboration and the tools supporting it. Within the framework of research conducted during the ChemMultimodal „Promotion of Multimodal Transport in Chemical Logistics” project, within INTERREG Central Europe Programme, the research team identified challenges related to modal shifts in the chemical industry, and next developed the toolbox addressing these challenges and supporting stakeholders’ collaboration on multimodal chemical freight transport planning. The toolbox embraces: (1) consulting services, (2) planning guidelines, (3) the Intermodal Links platform, which suggests intermodal connections between two points, and (4) a CO2 calculator. Conclusions from the first pilot tests showed the necessity of a complex approach to the process of modal shift planning. Transport managers testing the toolbox the most appreciated the consulting services, which include a marketing platform integrating chemical producers and distributors, logistics companies, carriers, terminal operators, rail network operators and others. This platform is used to share information on current transport patterns, existing potentials, and possible actions to establish and promote modal shift.

The issues of using transportation modeling for decision-making in urban planning are discussed using the example of Vinnytsia. Macro-simulation allows for analyzing overall traffic flow without reproducing the movement of individual vehicles in detail. It enables a quick evaluation of different scenarios for the development of the transportation network and determining the effectiveness of road traffic management strategies. The transportation model of the city enables analyzing the load on the road network in the current state and predicting this parameter for scenarios of implementing new infrastructure projects. Examples of load maps for the road network of Vinnytsia and an individual transport hub are shown from the transportation model of the city. Micro-modeling is the process of creating a mathematical model for a detailed analysis of vehicle movement in small areas (intersections, street sections, enterprise areas, etc.). An example of micro-modeling results for one intersection is presented. The application of micro-modeling in evaluating changes to the transportation network is an effective tool that allows municipalities to avoid inefficient use of funds and transportation mistakes that worsen traffic conditions. A list of tasks for micro and macro-modeling is analyzed. The main advantages and disadvantages of modeling and the risks that may arise from its use are described. The importance of the transportation model of the city is shown in both strategic and tactical approaches.

In some Colombian regions, inland waterways play a relevant role in passenger mobility. However, many characteristics of their operation, required for planning purposes, are unknown. Existing data and studies are few and undetailed. In this context, collecting data and developing supply and demand models will make it possible to not only improving the knowledge of inland waterway transport in the country, but also the planning of the system. In this investigation, a survey instrument was designed and employed to collect data about passenger flows in seven ports on the Magdalena River, the most important river in Colombia. The collected information was used to specify and estimate strategic supply and demand models. Models based on the classic four-step model and alternative synthetic models were estimated and compared. The proposed models contribute to better understanding of the behaviour of inland waterway transport passengers. They were used to evaluate policies aimed at improving the users’ level of service and to encourage the utilisation of this mode of transport. Results show that accessibility variables and variables related to zone size define trip generation and distribution. In addition, it was found that inland waterway users in Colombia are highly cost sensitive.

The presence of tourist buses is considered to be a factor in Yogyakarta’s traffic congestion in long holiday season. Research was conducted to plan a tourism transportation, called Trans Jogja Wisata that is integrated with other public transport services to accommodate tourist movement from park and ride locations to tourist attractions. Data collection was done by carrying out surveys and interviews at a parking location in Yogyakarta. The data collected included tourist destinations, bus gateways to Yogyakarta, and environmental conditions. Based on the analysis results for planning Trans Jogja Wisata’s integration with existing public transport, there are four designated routes that can be used to accommodate tourists in getting to their destinations: Route 1, Route 2, Route 3, and Route 4. These routes are fully integrated with the Trans Jogja bus system, becak or pedicabs, andong or horse drawn carriages and Si Thole mini buses.

This paper is focused on analysis of the empirical models of transport planning in railway transport. At first are described general information and basic principles about known models. In the second chapter are mentioned current empirical models used in railways transport. There are explained methods of calculations for Nyvig and Lill´s gravitational model at all and introduced comparison of optimal values with actual values at chosen transport routes according to Lill´s model. The third chapter includes proposal of the extension the current Lill´s model including the practical application at the concrete chosen transport route.

Purpose: Transport facilities help in developing access with the rural-urban linkages. Road accessibility can reduce isolation, stimulate crop production and marketing activities, encourage public services and help to transfer technology. the research is to analyze the transport planning requirement of Devchuli Municipality. Design/Methodology/Approach: Paired t-test were also carried out to test the possible effect of MTMP to the shopkeepers owners from the formula t= d'/(Sd/√n) Where, Sd= √ Ʃ(d-d')2/(n-1) d'=Ʃd/n. Findings/Result: The major problems in the road section was found dusty earthen surface, no required side drain and footpath, no required retaining structures, sharp bends and no traffic sign and signals. Municipality is also facing about problems of Bus Park, Right of Way and Setback issues. MoFALD initiated the concept of MTMP. The major purpose of MTMP is to integrate/tie up the various sectors in well managed municipal road networks. MIM, IDPM, VCDP, MTPP are the major features of MTMP. This road provides various services to the people and have high potentials. Municipality has set visions surrounding it. Various sectorial developments can be achieved after proper implementation of MTMP. It was found that MTMP is rational due to overloaded traffic vehicles and high potentialities surrounding ring road. The responses and expected developments made MTMP legitimate. Originality/Value: Proposed road and its structure, adopted planning process and participation of stakeholder made it feasible. Participation of political persons and beneficiaries in preparation of MTMP and their responses showed politically viable and socially acceptable while assessing implement ability of MTMP.

The article presents road transport planning in an agricultural enterprise using a GPS system for recording the work of transport means and assessing the efficiency of internal and external transport. The research was carried out in an agricultural enterprise during winter wheat harvest, winter rape and corn for grain from a total area of 460 ha. The fields were located from the headquarters within a radius of 10.75 km. A total of 4479.8 tons were transported. On the basis of the results obtained, the duration of the course with and without cargo was calculated, the turnover time, the size of the freight stream and the operational and technical speed.
