AbstractIn his Physics commentary, Thomas Wylton reports and rejects an opinion about time that posits the existence of minimal times conceived of as indivisible parts of time. This opinion is in contrast with the view that time is continuous, the predominant view in the late Middle Ages. In this paper I first explain the notion of minimal time. I then focus on the relation between the existence of minimal times and the existence of minima naturalia in the extension of natural bodies. In particular, I present the two ways in which the author of the opinion in question deduces the existence of minimal times from the existence of minima naturalia in the extension of natural bodies. I also briefly present the reaction of Wylton against this opinion. I finally explain how in this opinion the position of minimal times is relevant to the problem of the existence of time. The Appendix to the paper contains Wylton's report of the opinion about minimal times.

Quimsacocha National Recreation Area is located on the western slope of the Andes in Azuay Province, southern Ecuador. All sampling locations were in the high paramo and high Andean forests (3,572 to 3,865 m). The habitats include paramo, bogs, riparian, patches of elfin forests, and secondary cloud forest. We set Sherman, pitfall, and camera traps (3,600 trap nights), and mist nets to collect 117 specimens. Eight species were collected, including Caenolestes caniventer Anthony 1921; Didelphis pernigra J.A. Allen, 1900; Cryptotis montivagus (Anthony, 1921); Akodon mollis Thomas, 1894; Microryzomys altissimus (Osgood, 1933), Phyllotis haggardi Thomas, 1908; Sigmodon inopinatus Anthony, 1924; and Sylvilagus andinus (Thomas, 1897). Two additional species Coendou rufescens (Gray, 1865) and Odocoileus virginianus (Zimmermann, 1780) were documented photographically. This is the first survey that saved voucher specimens for mammals of Quimsacocha.

Abstract An important question on the major 1868 northern California earthquake centered near Hayward is whether a comprehensive field report was ever written, and if so, was the report suppressed. Documentation bearing on this question includes contemporary minutes and proceedings of the California Academy of Sciences, a report in 1870 by James Blake on the work of a subcommittee of the Committee on Earthquake Topics, contemporary newspaper accounts, a treatise published in 1868 by Thomas Rowlandson, and a letter written by George Davidson in 1908, the contents of which were made public in 1982. George Davidson claimed that a report had been prepared but was suppressed. The claim is not supported by either James Blake or Thomas Rowlandson, who indicate that lack of funds and internal dissension prevented completion of the investigation or presentation of a final report.

The 5 minute oscillations in a sunspot umbra are the response of the sunspot to forcing by the 5 minute p-modes in the surrounding convection zone (Thomas 1981). This interaction of solar p-modes with a sunspot can be used to probe the structure of a sunspot beneath the visible surface of the Sun (Thomas, Cram, and Nye 1982). Here we report briefly the results of both an observational study and a simple theoretical analysis of this interaction. A full account of these results will be published elsewhere (Abdelatif, Lites, and Thomas 1986; Abdelatif and Thomas 1987).

Resumen
Cerebral infarction or ischemic death of brain tissue, most notably neurons, is a primary response to vascular occlusion that if minimized leads to better stroke outcome. However, many cell types are affected in the brain during ischemia and reperfusion, including vascular cells of the cerebral circulation. Importantly, the structure and function of all brain vascular segments are major determinants of the depth of ischemia during the occlusion, the extent of collateral flow (and therefore amount of potentially salvageable tissue) and the degree of reperfusion. Thus, appropriate function of the cerebral circulation can influence stroke outcome. The brain vasculature is also directly involved in secondary injury to ischemia, including edema, hemorrhage, and infarct expansion, and provides a key delivery route for neuroprotective agents. Therefore, the cerebral circulation provides a therapeutic target for multiple aspects of stroke injury, including aiding neuroprotection. Understanding how ischemia and reperfusion affect the brain vasculature is key to this therapeutic potential, that is, vascular protection. This report is focused on regional differences in the cerebral circulation, how ischemia and reperfusion differentially affects these segments, and how the response of large versus small vessels in the brain to ischemia and reperfusion can influence stroke outcome. Last, how chronic hypertension, a common comorbidity in patients with stroke, affects the brain microvasculature to worsen stroke outcome will be described.

En ese caldo de cultivo y bajo esas perspectivas es que realizo una investigación sobre las ideas políticas del filósofo inglés Thomas Hobbes. El contexto social del siglo XVII que vivió este filósofo motivó a alterar el sistema que él tenía pensado. Y dicho contexto fue el de la guerra civil vivida en su Inglaterra natal. Situación que Hobbes califica como la peor de las calamidades.

Resumen
This thesis traces the shift from liberal to neoliberal education from the nineteenth century to the present day, in order to provide a rich and previously underdeveloped narrative of value in higher education in England. Rather than attempting to justify the value of the humanities within the presiding economic frameworks, or writing a defence against market rationalism, this thesis offers an original contribution through an immersion in historical, financial, and critical debates concerning educational policy. Drawing upon close reading and discursive analysis, this thesis constructs a nuanced map of the intersections of value in the humanities. The discussion encompasses an exploration of policymaking practices, scientific discourse, mediated representations, and public cultural life. The structure of the thesis is as follows. The introductory chapter outlines the overarching methodology by defining the contemporary period of this project (2008-14), establishing relevant scholarship, and drawing out the correspondences between the nineteenth century and the present day. Chapter one establishes a history of the Payment by Results approach in policymaking, first established in the Revised Code of Education (1862) and recently re-introduced in the reforms of the Browne Report (2010). Understanding the predominance of such short-term and quantitative policy is essential for detailing how value is articulated. Chapter two reconsiders the two cultures debate. In contrast to the misrepresentative, yet pervasive, perception that the sciences and the humanities are fundamentally in opposition, I propose a more nuanced history of these disciplines. Chapter three addresses fictional representations of the humanities within literature in order to establish a vantage point from which to assess alternative routes for valuation beyond economic narratives. The final chapter scrutinises the rise of the impact criterion within research assessment and places it within a wider context of market-led cultural policy (1980-90s). This thesis argues that reflecting on Victorian legacies of economism and public accountability enables us to reconsider contemporary valuation culture in higher education. This analytical framework is of benefit to future academic studies interested in the marketisation and valuation of culture, alongside literary studies that focus on the relationship between higher education, the individual, and the state.

In the summer of 2009, Governor John P. DeJongh, Jr. announced that the Virgin Islands Water and Power Authority (WAPA) had just signed two 20-year Power Purchase Agreements, and the Virgin Islands Waste Management Authority (VIWMA) had signed two 20-year Solid Waste Management Services Agreements with affiliates of Denver-based Alpine Energy Group, LLC (AEG) to build, own, and operate two alternative energy facilities that will serve the residents of St. Croix, St. John, and St. Thomas. The alternative energy facilities, to be built on St. Croix and St. Thomas, have a projected cost of $440 million and will convert an estimated 146,000 tons per year of municipal solid waste into refuse-derived fuel (RDF) using WastAway Services® technology, which will be combined with petroleum coke as fuel in fluidized bed combustion facilities to generate steam and electric power. These sustainable projects will provide 33 MW of electric power to St. Thomas and St. John and 16 MW of electric power to St. Croix, and will help to provide long-term cost stability for electric power and solid waste management in the Territory. Construction is expected to start in spring 2010 with an anticipated completion date during the fourth quarter of 2012. This procurement is a significant achievement for the U.S. Virgin Islands. When the projects are fully implemented, they will allow the Territory to reduce its dependence on oil, recover the energy value and certain recyclable materials from its municipal solid waste, and divert this waste from landfill. Since VIWMA has the responsibility to collect and/or dispose of solid waste year-round, having a system incorporating multiple solid waste processing lines and an adequate supply of spare parts on hand at all times is crucial to meeting the daily demands of waste receiving and processing, and RDF production. Also, with the location of the US Virgin Islands in a hurricane zone, and with only one or two combustion units available in each Project, the ability to both stockpile waste pre-RDF processing and store the produced RDF is very important. Gershman, Brickner & Bratton, Inc. (GBB)’s work has included a due diligence review of the Projects and providing professional support in VIWMA’s negotiations with AEG. GBB’s initial primary assignment centered on reviewing the design and operations of the RDF processing systems that will be built and operated under the respective Service Contracts. VIWMA needed to undertake a detailed technical review of the proposed RDF processing system, since this was the integration point of the waste collection system and waste processing/disposal services. GBB, in association with Maguire, was requested to provide this review and present the findings and opinions to VIWMA. In the completion of this effort, which included both a technical review and participation in negotiations to advance the Service Contracts for the Projects, GBB made direct contact with the key equipment suppliers for the Projects proposed by AEG. This included Bouldin Corporation, the primary RDF processing system supplier, with its patented WastAway technology, and Energy Products of Idaho, the main thermal processing equipment supplier, with its fluidized bed combustion technology and air pollution control equipment. Additionally, since the combustion systems for both Projects will generate an ash product that will require marketing for use and/or disposal over the term of the Service Contracts, GBB made contact with LA Ash, one of the potential subcontractors identified by AEG for these ash management services. Due to the nature of the contract guarantees of VIWMA to provide 73,000 tons per year of Acceptable Waste to each Project for processing, VIWMA authorized GBB to perform a current waste stream characterization study. Part of this effort included waste sorts for one week each in February 2009 on St. Croix and March 2009 on St. Thomas, with the results shared with VIWMA and AEG, as compiled. The 2009 GBB waste stream characterization study incorporated historical monthly waste weigh data from both the Bovoni and Anguilla Landfills that were received from VIWMA staff. The study has formed a basis for continuing to augment the waste quantity information from the two landfills with the additional current monthly results compiled by VIWMA staff going forward following the waste sorts. The final GBB report was published in December 2009 and includes actual USVI landfill receipt data through August 31, 2009. The information contained in this document provides the underpinnings to allow for better tracking and analysis of daily, weekly and monthly waste quantities received for recycling, processing and disposal, which are important to the overall waste processing system operations, guarantees and cost projections. GBB’s annual projections are that the total waste on St. Croix is currently over 104,000 tons per year and over 76,000 tons per year on St. Thomas. The thermal processing technology selected for both Projects is a fluidized bed process, employing a heated bed of sand material “fluidized” in a column of air to burn the fuel — RDF and/or Pet Coke. As such, the solid waste to be used in these combustion units must be size-reduced from the myriad of sizes of waste set out at the curb or discharged into the large roll-off boxes or bins at the many drop-off sites in the US Virgin Islands. While traditional RDF would typically have several days of storage life, the characteristics of the pelletized RDF should allow several weeks of storage. This will be important to having a sound and realistic operating plan, given the unique circumstances associated with the climate, waste moisture content, island location, lack of back-up disposal options and downtime associated with the Power Generation Facility. During the negotiations between AEG and VIWMA, in which GBB staff participated, in addition to RDF and pelletized RDF as the waste fuel sources, other potential fuels have been discussed for use in the Projects and are included as “Opportunity Fuels” in the Service Contracts. These Opportunity Fuels include ground woody waste, dried sludges, and shredded tires, for example. Therefore, the flexibility of the EPI fluidized bed combustion boilers to handle multi-fuels is viewed as an asset over the long term, especially for an island location where disposal options are limited and shipping materials onto and off of each island is expensive. This presentation will provide a unique behind-the-scenes review of the process that led to this historic agreement, from the due diligence of the proposed technologies, to implementation planning, to the negotiations with the contractor. Also discussed will be the waste characterization and quantity analysis performed in 2009 and the fast-track procurement planning and procurement of construction and operating services for a new transfer station to be sited on St. Croix.

Resumen
An experimental and theoretical investigation has been conducted to evaluate the effects seen in axial-flow compressors when the centerline of the rotor is displaced from the centerline of the static structure of the engine. This creates circumferentially non-uniform rotor-tip clearances, unsteady flow, and potentially increased clearances if the rotating and stationary parts come in contact. The result not only adversely affects compressor stall margin, pressure rise capability and efficiency but also generates an unsteady, destabilizing, aerodynamic force, called the Thomas/Alford force, which contributes significantly to rotor whirl instabilities in turbomachinery. Determining both the direction and magnitude of this force in compressors, relative to those in turbines, is especially important for the design of mechanically-stable turbomachinery components. Part I of this two-part paper addresses these issues experimentally and Part II presents analyses from relevant computational models. Our results clearly show that the Thomas/Alford force can promote significant backward rotor whirl over much of the operating range of modern compressors, although some regions of zero and forward whirl were found near the design point. This is the first time that definitive measurements, coupled with compelling analyses, have been reported in the literature to resolve the long-standing disparity in findings concerning the direction and magnitude of whirl-inducing forces important in the design of modern axial-flow compressors.

Resumen
Abstract Sleep disorders impair the quality of life for many individuals, but often go undiagnosed and untreated due to the cost and sleep-disturbing aggravation of polysomnography, the clinical sleep test. Simpler sleep monitoring systems that could be used at home may provide useful health information. A 2D grid of force sensors within a mat beneath the thorax of a sleeping subject has been reported to enable monitoring of respiration during sleep. A physical model of a thorax over such a 2D grid of force sensors may enable more tests and perturbations of parameters than could be done using only human subjects. The purpose of this project was to develop and test a physical model of a thorax undergoing volume changes, and measuring the changes in force by a grid of force sensors under the model. A prototype system was developed. Early testing shows promise for being able to monitor the changes in force as volume of the model changes. More development and testing are required toward development of improved algorithms and systems for sleep monitoring mats.
