Resumen
A significant theoretical and practical work in the study of issues, related to the modeling of the architectural environment, has been made by architectural scientists for today. The use of architectural environment modeling method, opens up an opportunity to simplify the process of developing models of one or another architectural environment as a system, and will also contribute to improving the process of formulating efficiency criteria. Architectural systems, which differ in quantitative and qualitative characteristics of their components, can be represented by one formal model with accuracy up to C-isomorphism. Therefore, the structural model of the urban planning system "population - activity - environment" and the model of human life-activity processes (functional model) can be taken as a basis for building a model of public safety centers (PSC). Public safety centers belong to the public service system and includes three services (law enforcement, medical and emergency services). Basing on this, it is possible to build a structural and functional model of the PSC organization, which includes all systemically determined components. The constituent components of the specified PSC model should be as following: recreation, service, material production and communications. These subsystems should include the following structural components: "restoration" - population in need of restoration, population restoration activities (human recreation) and environment for restoration; "service" - service personnel, their activities and environment for service; "production" - production personnel, production activities and environments for production; "communications" - the personnel of communication networks, the service of communications and the environment for communications. In general, the presentation of public safety centers in the form of a structural and functional model allows to do the research of them and formation based on a systematic approach.

Experience of foreign countries demonstrates that approaches to the organization of territorial defense are based on theoretical foundations of state regulation. In the US, emphasis is placed on improving the Department of Defense’s contractual regulation of public good contentment with an actual product or service acquired by the government or the procurement process itself, with a prominent role for the private sector, to which the powers of the state (legal, economic, and public territorial defense state regulation mechanisms) are delegated. In the UK, emphasis is placed оn the territorial defense of overseas (remote) territories as important zones that require defense responsibility in terms of ensuring the security of the nation and its overseas territories, protecting their citizens and their way of life, which are the duties of the government (economic and social territorial defense state regulation mechanisms). The territorial defense of France depends on state jurisdiction and know-how, and the idea of «a spirit of protection» that is developed from school age (social, legal, information, public territorial defense state regulation mechanisms). The concept and system of territorial defense, based on military service and aimed at increasing the combat readiness of the mobilization forces, by which the government identifies potential candidates for professional armed forces in Finland (territorial defense state regulation mechanisms: political, organizational, legal, information, public, economic). For China, territorial defense is the protection of the homeland for which the frontier forces of public security (legal, social and organizational territorial defense state regulation mechanisms) have been created. Polish territorial defense is based on training, equipment, cooperation and interaction of territorial defense forces with third parties (legal, social, organizational, cultural, economic, informational, educational and propaganda territorial defense state regulation mechanisms). Implementation of the territorial defense state regulation mechanisms of foreign countries provides an opportunity to develop proposals for improvement of territorial defense state regulation mechanisms as a component of defense reform.

Spatial saturation of a city of consumer product and services leads to the formation of territorial systems of servicing, where service spheres is interacting actively, to complement each other and competing for the consumer. This process covers all of residential area, it differentiats between areas of the city, stands out the centers and complexes of service. They performs only regional function in some urban areas, but there are centers of educational, medical and merchant services citywide and regional significance. It was allocated areas by the nature of the service of the population, security of services, comfort conditions for people’s lives with consideration the complex development social infrastructure and provision of public services in territory of Saransk city. These areas has relatively high complexity of territorial organization of social infrastructure and high endowment the population of services combined with a satisfactory level of comfort of people living conditions; with average complexity of the territorial organization of social infrastructure and high complexity of population services in combination with a low level of comfort of living conditions (influenced by industrial enterprises and highways); with relatively low complexity of territorial organization of social infrastructure and low complexity of population services in combination with a satisfactory level of comfort of living conditions - the private sector of one-story buildings, old buildings. Area has the average complexity of the territorial organization social infrastructure and average endowment of the population services in combination with a satisfactory level of comfort of living conditions for residential peripheral districts of Saransk city. The average complexity of the territorial organization social infrastructure and average endowment of population services in combination with a low level of comfort of living conditions determines to the districts remote from the centre of the city and located in the former industrial plants. The existence of these areas confirms concentric development model spatial structure of Saransk city.

Purpose: The nature of contemporary development processes determines the development of the area of public services, which is related to the distribution of these services and is of interest to public sector economics. The state’s key commitment to its citizens is to guarantee adequate availability of public services. It is an important issue that determines the quality of life of the citizens and determines the level of social and economic development of territorial units. The aim of this paper is to analyze and evaluate inequalities in access to selected public services in Poland from a regional perspective. Design/methodology/approach: To assess the level of availability of selected public services in Poland, Hellwig’s synthetic indicator was used, which made it possible to indicate the ranking of voivodeships in terms of availability of public services. The research is complemented by the Ward’s clustering method, which was used to identify clusters of territorial units with a similar level of availability of the analyzed services. The research used data made available by the Statistics Poland (GUS), including the Local Data Bank and statistical studies: Use of information and communication technologies in 2014 (orig. title: Wykorzystanie technologii informacyjno-telekomunikacyjnych w 2014 roku) and Use of information and communication technologies in 2018 (orig. title: Wykorzystanie technologii informacyjno-telekomunikacyjnych w 2018 roku). The analysis concerns the years 2014 and 2018. Findings: Regions of Poland are characterized by a diverse level of availability of public services. The analysis allowed to identify the regions with the highest, high, low and very low level of availability of public services. The distance between the highest and the lowest ranked voivodeships indicates quite significant territorial inequalities in access to public services, although it has slightly decreased throughout the analyzed years. Social implications: The study of availability of public services is an important component of the assessment of the level of social and economic development of territorial units and the standard of living of local communities. Therefore, it is justified to determine the essence of spatial diversity of the level of availability of public services, which play an important role in shaping the level of social and economic development of territorial units and influence the implementation of development priorities of the country and the European Union. The development of public services requires identifying existing barriers in the area of public governance as well as possibilities for their improvement and then proposing a set of instruments to improve the service management process.Originality/value: The results of the research can be used in the process of management of public services by public administration units in the context of increasing the universal availability of these services and improving their quality. The results of the analysis may provide a source of knowledge for both national and regional economic policy actors as well as European Union decision-making bodies in the area of public support to improve the availability of public services in the next development programming perspectives.

The Sustainable Deveopment Goals prioritize universal essential public services as the second most important development goal after human basic needs in a global perspective. Indonesia implements a public service provision standard with a territorial approach and a set of minimum population requirement that lead to urban bias, resulting in border areas failing to meet the requirements for the provision of public services. Daerah Istimewa Yogyakarta Province is one of Indonesia's provinces with more than 70% of its border areas being rural, and more than 40% of border villages having limited essential public services. Because of the territorial delivery system for essential public services, formal cross-border services require a significant amount of resources. Using quantitative approach by indexing essential public services availability, this paper examines changes of essential public services coverage when cross-border services are provided informally. The case of Pustu Panggang informal crossborder service delivery provides lessons on how informal collaboration works. Although it involves misdeeds and omissions, the application of informal collaboration in cross-border services increases essential public service coverage by 57 percent in Daerah Istimewa Yogyakarta Province's rural border areas. As a result, informal collaboration should be viewed as a low-cost coping strategy in Indonesia's efforts to provide universal public service coverage.

Resumen
This research, conducted from the point of view of management sciences, is based on a hybrid exploratory approach. In view of the experience of the territory of the Pays d’Aix in carrying out a territory project – the development and structuring of a local contemporary music sector – an integrative model of territorial leadership is proposed here. This is hinged around three dimensions (being at the service of the territorial stakeholders, being a local transformer, being a collaborative leader) that are interdependent, making it possible to question the roles and missions of public organizations in the implementation of territory projects. Points for practitioners The goal of this research is to question the capacity of a territorial authority to seize leadership in its territory of action. The theoretical construction carried out as well as its managerial implications are aimed at both local elected officials and territorial managers. Indirectly, they can also be of interest to the various territorial stakeholders who will see them as key elements for the understanding of territorial authorities. Territorial leadership is a process that is built around different, interdependent dimensions and is based on territory projects.

Resumen
The article considers the ways of improving the management of providing public services process by Federal service for accreditation. Based on the analysis factors affecting the quality of government services are revealed: increased burden on the staff of the accreditation department, the "flow" of personnel, insufficient informatization of work on providing public services. These problems can be solved by expanding the functions and modernizing the structure of Federal state information system of Federal service for accreditation (FGIS of the Federal service for accreditation), the process of selection, adaptation and motivation of personnel improvement, auditing of working conditions, redistribution of the workload between the central body and territorial administrations of this organization.

This study analyzes the inequality of service distribution of Korea's local welfare services including basic living security, childcare, and senior care services in terms of territorial justice. Using Korea's welfare finance database, the units and resources of local governments, annual tendencies and factors of inequality are investigated by employing the welfare expenditure per service consumer as a measurement index. The results show that inequality is high in the expenditures of Si (city), Gun (county), and Gu (district) governments per service consumer, with grants from upper governments excluded. It is lessened when the budget includes the aid of the central government, which implies that the assistance of the central government plays a role in resolving the unequal expenditure distribution per service consumer. High inequality in the self-funded expenditure of Si, Gun, and Gu governments hints to wide regional gaps caused by differences in financial independence of local governments which will affect social welfare services provided by local governments. Therefore, welfare programs need to be fully financed by the central government in light of territorial justice.

In order to optimize the public administration process, the local authorities, which operate in a decentralized regime, provide public services to the population that satisfies the needs of the beneficiaries of the administrative-territorial unit they represent. In this context, in this paper we propose to analyze the local public transport service in the Municipality of Suceava, which is part of the sphere of community services of public utility and which is a decentralized public service subordinated to the Town Hall of the Municipality of Suceava. We want to analyze how this service is provided to the population of Suceava Municipality and whether decentralization has influenced the development of the local public transport service and the effects that decentralization has in terms of increasing the quality of life for the local community.

In the scientific article the author conducted a scientific review of the legislative and doctrinal foundations of the definition of «public service», the formation on this basis of its own definition of public service, its content and defining features. It is determined that the main criteria for determining public service, its separation from corporate and public services is: implementation as a result of relevant employment of persons holding relevant positions in the structures of the state and municipal sector tasks and functions of the state and local governments; regulation of the content and features of such activities by the Constitution of Ukraine and laws of Ukraine (they cannot be regulated by an act of corporate formation or public organization, and local regulation of public service is of a secondary nature). Based on the above research on the legal and doctrinal basis of the definition of «public service», the author notes that the concept of «public service» in its essence is broader than the term «civil service»: if the civil service includes administrative and specialized service , including service in law enforcement agencies and military formations, the public service additionally includes service in political, including elected positions, service in corporate formations and public formations, subject to the delegation of powers of state bodies or local self-government bodies in accordance with the provisions of the laws of Ukraine. Considering the concept of public service can be defined as a specific activity of political and administrative entities, within which the implementation of tasks and functions of a public nature, ie those concerning the rights and interests of the community - the population of the state, administrative-territorial unit, a certain social group or territorial community, which is carried out on the basis of financing the relevant activities from the state or local budget; public service, except political, carried out on a professional and politically neutral basis, its formation takes place on the basis of an administrative act of appointment or election.

This article is devoted to the analysis of modern problems and prospects for the development of public councils under the Federal Tax Service of Russia (hereinafter also referred to as the Federal Tax Service) and its territorial divisions. The paper substantiates the place and role of the institute of public control in the system of legal guarantees for the implementation and protection of both constitutional principles (in particular, democracy and participation of citizens of the Russian Federation) and the entire system of human and civil rights and freedoms. The most important objects of public control in Russia are the activities, acts and decisions of public authorities, including the Federal Tax Service and its territorial divisions. The authors analyze the role and importance of public councils under the Federal Tax Service and its territorial divisions in the system of subjects of public control. The article uses a number of scientific research methods: formal-logical; comparative-legal; historical-legal; statistical; sociological; financial analysis; method of analyzing specific legal situations. The organization and activities of public councils under the Federal Tax Service and its territorial divisions are associated with numerous problems, including: the lack of formalization of public control in the Constitution of Russia; the failure to consolidate the institution of public control in the Tax Code of the Russian Federation; the "non-public" mechanism for the formation of these types of subjects of public control; weak powers of these subjects; not the development of special forms, methods and types of measures of public control over the activities, acts and decisions of tax authorities in the domestic scientific legal doctrine; the weak organizational and property base of the above-mentioned subjects of public control and their insufficient use of modern information and communication technologies in their work. The work has developed and justified a system of measures to resolve these problems.

Purpose Citizen engagement and public service co-production have been identified as essential ingredients of the recipe for public services’ quality improvement. However, the process of citizens’ involvement has rarely been investigated in the scientific literature. The purpose of this paper is to shed light on this issue, examining the expectations and perspectives of people involved in an ongoing process of collective public service co-production implemented in Val Brembilla, a small-sized municipality located in North-Western Italy. Design/methodology/approach A mixed research strategy was designed. First, seven focus groups involving both citizens and entrepreneurs participating in public service co-production were established. Second, a semi-structured survey was administered to 463 co-producers (including both citizens and entrepreneurs), in order to elicit their perceptions and expectations. Findings An institutional trigger, namely, the decision of the municipality’s board to purchase the Kuwait Expo 2015 pavilion, initiated the process of public service co-production. Although citizens did not fully agree with the decision to buy the pavilion, due to its negative implications on the municipality’s finances, they were found to be willing to participate in public value co-creation. The opportunity to promote territorial identity through public value co-creation represented the main driver for citizens and entrepreneurs’ involvement. Practical implications Collective public service co-production is a sustainable and effective way to enhance the provision of public services. Several barriers are thought to prevent citizens’ engagement in collective public service co-production. First, people expect to be engaged from the initial steps of the process; second, the distinguishing role of territorial identity in influencing citizens’ behaviors and expectations should be recognized and properly addressed to avoid shortcomings in citizens’ engagement. Originality/value This paper investigates an ongoing collective public service co-production experience; moreover, it highlights the role of public service co-production in enhancing the public sector entities’ ability to recognize the evolving needs of the community.

The Health system in Spain is considered one of the most valued public services by the population. In fact, during the first decade of the 21st century, Spain became a health tourism destination for people from central and northern European countries. In addition to the health infrastructure, the quality of medical and nursing care stands out. Something similar also happens with the Spanish pharmaceutical system. However, there are some characteristics that should be addressed from a Geography perspective. The pharmacies’ legal system does not consider them to be of public interest. One is when some of the main activities are the sale and distribution of medicines that are partially paid for by the Administration, that is, Social Security. In the same activity, the public function is combined with the private interests of the pharmacy owners to provide a balanced territorial service. One of the conclusions demonstrates how the borders that are sometimes created by the Administration are not always the most efficient in relation to the characteristics of the territory, nor do they provide the best service to the population and, therefore, create territorial imbalances within a country. To reach our conclusions, we carried out an exhaustive study of the pharmacy legislation in the EU and in Spain, as well as Geography of Health and theories of territorial location. We combined this information with statistics on the territorial characteristics of Spain. This allowed us to confirm the peculiarities that exist within the governance of the distribution of pharmacy offices in Spain.

"The development of the attributions of the public authorities that play a significant role in the functioning of the national defence system is achieved through human resources. The legal regulation of human resources used by the national defence system offers a wide diversity that includes both militarized categories of personnel and those with civil status. This approach distinguishes the category of civil servants, with or without special status, who work within the central and territorial authorities of the national defence system. Starting from the provisions of the fundamental law, the Constitution of Romania, the analysed regulations take into account provisions of The Administrative Code, The Statute of Military Personnel, The Law on the Preparation of the Population for Defence, The Law on the Remuneration of Staff Paid from Public Funds, which, together, give particularities to the integrated implementation, through human resources, of the functions of the national defence system."

The concept of non-territorial autonomy (NTA) has been known since the final years of the Habsburg Monarchy. It was developed as a means to accommodate ethno-cultural groups claiming special privileges in matters pertaining to the maintenance and survival of their cultural identity and traditions. Since then, States wishing to foster social unity have refined the concept and implemented it to varying degrees of entrenchment. Drawing on legal analysis, experts have established a hierarchical order of NTA paradigms using depth, or the extent of vertical legal competences, as an indicator of entrenchment. Some contemporary NTA paradigms have, however, developed through alternative methods of entrenchment. Using both legal and political indicators, this article questions the legal-only approach to assessing entrenchment by examining three different types of NTA implemented in Finland, Germany, and Hungary. By applying an indicator of scope in terms of areas of public administration where degrees of competences reach into private law, examination of these three examples reveals that the way duties are defined in delivery of public services may influence the assessment of entrenchment, and hence, the order of hierarchy. On this basis, the article queries the general perspective that the degree of NTA entrenchment emanates only from a comprehensive legal agreement and entertains the notion that duties in public service delivery may also influence the assessment of entrenchment as an arrangement.

Introduction. Intrasectoral collaboration in public health represents a huge potential for optimizing the three fundamental public health actions: disease prevention, health protection and healthcare awareness. The COVID-19 pandemic has significantly impacted the engagement of the parties particularly interested in disease prevention and control. Material and methods. A mixed qualitative and quantitative research (in-depth interviews/questionnaire survey) was carried out within this paper. Results. Most of the respondents assessed the intrasectoral cooperation as unsatisfactory and consider that the latest reform of the Public Health Service had a negative impact on it. The pandemic alert caused by the COVID-19 infection served as a catalyst to improve cooperation. The main barriers to collaboration are considered the lack of staff and insufficient communication, various viewpoints and lack of public health knowledge, an overlying complex legal framework and lack of motivation, which often requires central authority involvement. Conclusions. Some barriers to cooperation can be overcome without any systemic changes and centralized involvement, while more easily achievable measures such as joint training are sufficient. Thus, understanding these aspects can greatly improve the interaction between services.

Resumen
Bureaucratic reform is the government's effort to improve public services that have not met people's expectations. This is due to ignorance of public services, and unresponsive service delivery. This study aims to find out how the integrated administrative service innovation (PATEN) influences the handling of dual citizenship identities in Nunukan Regency, North Kalimantan Province. This study used a quantitative approach with a simple random sampling measurement method in Nunukan Regency. The results of the study show that there is a positive and significant relationship between the service quality variable and the satisfaction variable in handling dual citizenship identity in Nunukan Regency, North Kalimantan Province. Obstacles and obstacles faced by the Nunukan Regency government in handling dual citizenship identity, namely the low ability of the government seen from the level of education and suitability in supporting service tasks, limited service facilities and facilities in supporting service tasks, resulting in limitations in area coverage, borders that are difficult to pass because territorial waters, low community participation in ownership of identity cards (KTP).

Resumen
Debates on the impact of size of subnational jurisdiction on the costs of public-service delivery have a very long tradition, but results are still far from conclusive. This article applies a quasi-experimental scheme of the synthetic control method for Polish municipal fragmentation to analyze the impact of territorial reform on administrative spending as well as on the operating surplus of the budget. Earlier studies using similar methods focused on amalgamation reforms, so the study of territorial fragmentation is an important new contribution to knowledge on scale effects. The analysis clearly confirms the existence of economy of scale in administrative services. The result for the operating surplus is less clear and more ambiguous. Results of the study are to a large extent a mirror of earlier analysis of territorial amalgamation consequences, which confirms the importance of scale for administrative costs, but not necessarily for costs of other local services.

Micromobility services hold substantial potential in terms of promoting shared and electric-powered mobility modes, however, little is known about their accessibility and what shapes their spatial coverage. These two issues are important to understand how socially equitable these modes can really be and how public policies should manage their implementation in urban areas. Hence, this study examines the determinants of the spatial coverage of four moped-style scooter sharing services (MSS) in Barcelona. The article examines the socio-territorial characteristics of the coverage areas of each MSS, as defined in 2019, together with the minimum area that operators had to provide service in 2020 according to the local regulation. For each MSS, a binomial generalized linear mixed model is employed to predict the odds of each cadastral parcel being covered by the service and analyzed the main spatial determinants associated with it. The results suggest that territorial coverage is defined by centrality, household disposable income, and topography, with low-accessibility areas consistently omitted from services. The conclusions underline the need for the public sector to participate in the design of spatial coverage areas of MSS to guarantee spatial equity and transportation justice and avoid private sector designs that systematically exclude less attractive areas.

Abstract Planning the extent of transport services within a selected territory is a topical issue especially in the context of developing integrated transport systems. The objective of this research study is to design a sustainable system of public passenger transport that would be an alternative to expanding individual transport. The implementation of a quality and efficient transport service is a relatively complex process, since, currently, there are no generally applicable principles for its design. This manuscript presents general results of research aimed at solving the problem of transport service within a selected territory issue with a focus on rail transport as an efficient transport system representing a backbone of a transport system. The subject of the investigation is to compile a set of factors affecting the design of the transport concept. The output of the manuscript consists in a proposal of a generally applicable procedure including a calculation of transport potential and characteristics of the inputs. Subsequently, based on the resulting values, it will be possible to determine the extent of the transport services provided by rail transport in any territory, which will contribute to a more efficient and high quality theoretical graph of train running.

This article reveals the public law concept of “leadership”, theoretical grounds of municipal leadership, its role within the system of municipal democracy and territorial public self-government from the perspective of integral legal understanding and a communicative approach towards law. The goal of this research consists in the analysis of conceptual and normative legal framework of the institutions of public law and municipal leadership, impact of the institution of leadership upon development of the forms of municipal democracy in the context of Russian and foreign experience, as well as peculiarities of the influence of the institution of public law leadership upon the forms of governance in territorial public self-government The subject of this research is the scientific views, normative legal framework of regulation, organizational practice of the institution of public law and municipal leadership in territorial public self-government in the context of functionality of the forms of municipal democracy. The article employs the formal legal and comparative analysis, methods of dialectics, municipal legal hermeneutics, communicative approach, and critical rationalism in legal studies, which allows viewing the municipal leadership as a complex interdisciplinary legal and administrative institution that assists the implementation of the forms of municipal democracy, and improves the effectiveness of the territorial self-government in cooperation with branches and officials of the local self-government. The following conclusions are made: the institution of public law leadership should be viewed as interdisciplinary, which incorporates the sphere of public law on the one hand, and the sphere of state and municipal administration on the other hand; the works of the Russian and foreign researchers indicate that the  concepts of transformational leadership, leadership-service and adaptive leadership can be analytically applied to the institution of municipal leadership; it is necessary to improve the institution of public law and municipal leadership, and ensure new spheres of juridification of the requirements for the heads of territorial self-government on the federal and municipal levels.

Safety of life activity of the population is one of the main tasks of both the state authorities and local self-government authorities. The main constituent elements of providing the security of united territorial communities (UTC) and factors that affect them, depend on economic, ecological, social and information indicators. Such configuration of factors that affect the safety of the population emphasizes the importance of the process of formation within the UTC of specialized cooperative objects - public safety centers. Having analyzed the existing condition of the organization of citizen security in the Kharkiv region in general, it can be concluded that in the formed 56 united territorial communities and the number of fire departments on their territory (namely 65, a significant part of which was damaged because of military actions), providing of the safety of the local residents is not sufficient. Among the recommended types of PSC and fire stations within the region, the following types are functioning: expanded fire station for 8 fire trucks, expanded fire station for 6 fire trucks, expanded fire station for 5 fire trucks, expanded fire station for 4 fire trucks, expanded fire station for 3 fire trucks, fire station for 2 fire trucks. In this regard, the system of providing of communities’ security needs to be strengthened by organizing a network of public security centers and local volunteer brigades on the territories of united territorial communities – especially within the OTG, distant from large cities of the region, where the network of police stations is not developed, and deficit of family clinics exists. Also, an important aspect of strengthening the security system is organization of local fire protection, law enforcement service, medical service in the structure of the PSC and volunteer fire brigades on the territory of the community.

AbstractThe strengthening of social cohesion, the globalization and the opening of the market to free competition, the expanding of the public – private partnership and the sustainable development are the main questions which arise today about the future of services of general interest. The current economic and financial crisis recalls that the main role of the services of general interest lies in ensuring the social and territorial cohesion. At the same time, the crisis has a significant impact on the public sector due to the pressure on public finances and it is essential to make every effort possible in order to keep providing these services and improve their quality. The upcoming accession of Romania to the European Union requires precise criteria for guaranteeing the performance and quality of public services of general interest and, in particular, the development of network industries and the link between these elements is a prerequisite for facilitating the integration, increasing citizens welfare and achieving in a short time the community rules and standards. The role of services of general interest is the sustainable development of a territory and their contribution in maintaining the balance between environment and society, exploiting the available resources in a particular plan, fighting against social exclusion and isolation. Overall, the man has an important role, he can transform the environment, because he is considered an integral part thereof, subject only to maintaining the balance between himself and the other components of the environment; at the same time, he must accept his role as a stabilizing factor in his relationship with nature. Services of general interest in a region should positively influence the life of people in order to achieve the long-term development vision by transforming the region’s functioning of institutions. Sustainable development means recognizing that economy, environment and social welfare are interdependent namely that affecting the environment in terms of quality will sooner or later have a negative influence on economic development and the quality of life of each one of us. The human component is an essential urban mobility, and every type of public service must be carried out in a planned system in terms of territory. A responsible demographic capable of long-term strategies for rational use of resources, ensures sustainability planning. Sustainability does not imply an imposed proactive strategy. If an area has resources, a vigorous and enterprising demographic system, fair and profitable exchanges with the outside, it is sustainable, thus it can evolve without outside intervention.

Topicality. This is due to the deterioration of the quality and accessibility of public services as a result of resource insecurity of communities, aging of the population and rural departures, reducing the level of professionalism of local self-government officials, excessive centralization of powers of executive power bodies and lack of financial and material resources. Purpose and tasks. Development of methodical foundations for the formation of economically viable communities at the baseline level. Results. An analysis of the methodology for the formation self-sufficiency of united territorial communities (UTC), approved by the Cabinet of Ministers of Ukraine from April 8, 2015, No. 214, showed that it can not be considered as a methodology for the formation of self-sufficiency communities. It does not contain provisions on the economic assessment of the compliance of community incomes with the costs that are necessary to ensure the provision of public services assigned to the community. The main focus of this methodology is to identify the potential administrative centers of the communities (in the first place, these are the cities of regional importance and settlements with the status of district centers) and their accessibility zones. The concept of self-sufficiency of a separate U�C is replaced by the notion of matching its per capita income to the average level among all U�Cs. The article formulated a scenario for the formation of economically self-sufficiency of communities of the baseline level, which involves a certain sequence of stages from the definition of the size of communities, the division of powers between different levels of administrative-territorial units on the principle of subsidiarity, the development of standards (norms) of public services, estimates of the costs required for the community exercising its powers and ending with legislative consolidation of the sources and volumes of community financing and its staffing. The project of distribution of powers between different levels of administrative-territorial units based on the principle of subsidiarity is proposed, which defines the level of provision of each service (community, district, region) and it is determined who has the authority to provide the service, has the opportunity and can most effectively perform the service. Conclusions. The proposed scenario for the formation of economically viable communities at the baseline level and the project of division of powers between different levels of administrative-territorial units provide the basis for developing a methodology for economically viable communities.

Resumen
The article describes the main components of the institutional framework of an archetypical approach to public administration. It is determined that the system of preparation of public servants is based on a chain of universal foundations of archetype, in particular, it is influenced by the principle of formation of personnel in the public service, formed on the basis of public opinion. Based on two basic principles relating to admission to public service, three basic models of training civil servants in the European country are defined: German. French and Anglo-Saxon. We analyze each of the models and define the archetypes that influenced their formation and development. The advantages of each model are determined, in particular, the benefits are: the German model of training managers is the balancing between the theoretical knowledge and practical skills that a public servant receives during training, but as a disadvantage one can distinguish the orientation of preparation for legal orientation, which limits the ability to hold managerial positions for many employees The French model of professional training of public servants should include a well-balanced understanding of tasks, namely: decentralization and territorial organization of public services, communication, support of territorial communities, in-depth knowledge and understanding of the need for cooperation with institutions of the European Commonwealth, high-quality human resource management and orientation towards environmentally friendly innovations, such a model of training of public servants is holistic, costly and effective; The Anglo-Saxon model of training of public servants is its orientation towards the implementation of the concept of public administration and the individual approach to employee training, taking into account all the specifics of its activities, providing for the formation of personnel capable of solving specific problems. It is concluded that today in most European countries dominated by mixed models that include elements of different models.

AbstractThis paper describes and analyses how the organisation and management of water services in Italy has changed since the reforms introduced by Law No. 36/1994 (the so-called Galli Law). These reforms recognised that the most important public objective for the Italian water services is to achieve an efficient, effective and economic management system. To reach such result, the Galli Law reunified all the different water services, such as aqueducts, purification systems and sewers in a single integrated water service based on optimum territorial domains intended to overcome the fragmentation inherent in the existing management systems. Furthermore, it made a clear distinction between the role of guiding and monitoring activities (entrusted to a domain authority) and the effective management (to be entrusted, instead, to public, private or mixed public-private companies). However, as will be noted in this paper, due to the many tensions between the national and EU rules, the transfer of the integrated water services provision to managing companies still has not been completed. Mostly for this reason, a decade after the Galli Law came into force, the reform still remains to be completed.

The economic and functional connectivity of the territorial entities included in urban agglomerations creates opportunities for cooperation in the joint implementation of investment projects and targeted programs aimed at the development of infrastructure. It is obvious that the development of infrastructure projects and targeted programs at the preparatory stage involves the formation of a portfolio of facilities services for each territorial entity, taking into account the level of provision of other entities within the boundaries of the urban agglomeration and the volume of own funds and external investments, which include: subsidies allocated from the Federal Fund for Regional Development to the least well-off subjects; investments from budgetary or extra-budgetary funds of higher levels of government; In order to co-finance expenditures in solving issues of local importance, public-private partnerships can also be created and horizontal subsidies provided by one territorial entity to another territorial entity of the same level. In a formalized form, the model of the process of forming a portfolio of service facilities of territorial entities included in the urban agglomeration can be described as follows. It is required to draw up a plan for the commissioning of service facilities that would satisfy the restrictions on investments of two types (own and external) and provide the maximum total effect of the entire system of service objects being created. The mathematical model presented in the article belongs to the class of linear programming problems with Boolean variables and can be solved by an approximate method involving the use of the primitive decomposition method, which significantly reduces the complexity of the solution.

The article is devoted to the analysis of the Federal Tax Service and its territorial divisions as objects of public control in the Russian Federation. The paper substantiates the role and place of the institution of public control in the system of legal guarantees for the implementation and protection of the constitutional principles of democracy and the participation of Russian citizens in the management of state affairs. The Federal Tax Service and its territorial divisions occupy a special place in the system of objects of public control in the Russian Federation. However, the organization and implementation of public control measures in relation to the above-mentioned objects are associated with numerous problems caused by: the lack of consolidation of this institution of civil society in the Constitution of Russia, as well as legislation regulating the activities of tax authorities; weak powers of subjects of public control, insufficient use of modern information and communication technologies; lack of development of special forms, methods and types of public control measures in relation to the above-mentioned objects; weak use of Soviet and foreign experience of civil society control over the government apparatus. A number of scientific research methods are used in the work, in particular: comparative legal; historical legal; statistical; sociological; formal logical; method of analyzing specific practical situations. The authors have developed and substantiated a system of measures to resolve problems related to the organization and implementation of public control in relation to the Federal Tax Service of Russia and its territorial divisions by: incorporating the institute of public control into the Basic Law of the country, as well as legislation regulating the organization and activities of tax authorities; developing specific features of the implementation of this institution of civil society in relation to to the activities, acts and decisions of tax authorities in the scientific literature and subordinate normative legal acts on public control using positive Soviet and foreign experience in the functioning of civil society institutions; development and implementation of comprehensive Federal programs for the development of organizational, methodological and technological base of subjects of public control with simultaneous expansion of their powers.

In the last decade, significant changes in the national scenario have altered the productive and social dynamics of Family Agriculture (FA) and public policies for this public, such as Technical Assistance and Rural Extension (TARE), can play an important role in its strengthening. This study carried out a territorial analysis of the dynamics of access to TARE by FA in the last decade, through multiple data sources. The results show that the structuring of a new and efficient national TARE system must rely on: (i) state action, but not with the claim that they are the only source of such services; (ii) expansion of the performance of municipalities, where the participation of city halls may contribute to TARE becoming a quality service; (iii) continuous and quality training for extension workers; iv) creation of innovative financing mechanisms; and (v) promoting the integration of research and extension.

The paper is devoted to revealing the role of public opinion in strategic planning of community development. The process of decentralization contributed to the creation of united territorial communities, mobilization of citizen activity, transformed public attitude about the importance of participation in the community life, strengthened responsibility, increased trust both within the community and the state as a whole in solving the problems of communities. The paper has emerged due to the need to develop a Community Development Strategy in accordance with the State Regional Development Strategy for 2021-2027. The purpose of the paper is to analyze the results of the population poll and to justify its role in strategic planning of the united territorial community. The article uses general scientific research methods: online survey, analysis, synthesis, generalization. The novelty is the first measuring of public opinion on the development strategy of Nemishayev united territorial community in Kyiv region on the basis of the developed questionnaire for local residents survey. Public opinion questionnaires on the example of a united territorial community in Kyiv region have been carried out in a new way. The importance of strategic planning in community development for strengthening its competitiveness and counteracting changes has been revealed. The survey results have been analyzed and become the basis for determining new objectives and tasks of the community in forming its development strategy. The most important problems that, in the community’s opinion, need to be addressed as a priority and taken into account in the phased strategic programming, have been identified, and their causes have been found. The increase in community residents activity and expediency of consolidating efforts of local power structures to improve the quality of life have been justified. The priority of creating comfortable living conditions for the population and an access to quality services at the place of residence has been emphasized. It has been stated that the development and implementation of strategic planning of the united territorial community will ensure an equal development of its settlements, irrespective of their categorization and remoteness from service centers.

Resumen
The article considers and attempts to draw attention to one of the most important elements of the settlement system, which is the public space of the village, which is represented by multifunctional complexes in accordance with the requirements of administrative reform. Versatility is becoming more and more an integral part of shaping the community. The concept of "multifunctional" implies the presence of several different functions, which, being independent of each other, can form a common space, be in adjacent rooms and complement each other, forming a kind of social symbiosis of the service system. Insufficient attention to their formation is one of the reasons for rural-urban migration processes. The article emphasizes some of the main reasons. The mono-profile of individual service facilities does not meet the needs of the population, so the new administrative reform aims to create a complete set of multi-profile system of public service organization on the basis of village centers of the united territorial communities. The historical typological system of formation of rural public environment for the last century in Ukraine is offered. The selection of individual periods is characterized by a system of criteria according to which the public environment was formed in rural settlements. According to the authors, one of the criteria is the reflection of the public environment in the preserved architectural structures. The article draws attention to the powerful cultural centuries-old potential of the settlement system of Ukraine and only a small percentage of it we use, losing a number of historical, cultural and ethnic heritage. The new administrative-territorial reform is aimed at involving local self-government not only to preserve, but also to actively develop new concepts and strategies for economic growth of united territorial communities.

Resumen
This article presents an analysis of the different forms of social service centres in Ukraine, ranging from permanent residence to community-based institutions. The publication aims to analyze the existing typology of social architecture in Ukraine, determine its relationship with legislation, and suggest new ways for its development. It delves into the analysis of territorial centres for social services, considering the regulatory documents governing social buildings and their role in the country's infrastructure. At the same time, the paper highlights the discrepancies between the regulations governing the provision of social services and architectural considerations, which leads to problems in the design and implementation of such facilities. The article emphasizes the importance of creating facilities adapted to the specific needs of older people and proposes a broader typology that includes private ownership models. Different types of social centres that have residential, hotel, medical, public and cultural and entertainment vectors, which can be combined in one institution depending on the needs of the local community, are also highlighted in the article. The author emphasizes the importance of creating unique spaces that take into account the needs and interests of older people and promote active and quality life at different levels. Despite cultural, social and financial factors, most of older people have the same needs for housing, healthcare and leisure. The study also looks at innovative forms of social centres, such as residential communities, where older people are actively involved in creating alternative living arrangements that provide mutual support. In general, the author insists on the need to harmonize architectural design with social welfare policy to meet the diverse needs of older people in Ukraine.

La presente investigación, producto de un trabajo de maestría de la Escuela superior de administración pública, en sinergia con la Fundación Universitaria Comfenalco Santander, establece en primer lugar una caracterización de las principales empresas de servicios públicos de acueducto, aseo y alcantarillado del Área Metropolitana de Bucaramanga (AMB), desde sus capacidades de prestación de servicios en la actualidad. La segunda parte muestra el comportamiento económico de la empresa de servicio público con proyección triple A del AMB, en un posible escenario a futuro de conformación de distrito metropolitano. La tercera parte, desarrolla la prospectiva de la empresa de servicio público, con la capacidad de convertirse en triple A, suministrando servicios continuos con cobertura del AMB, en sinergia con otras entidades, permitiendo hacer frente al crecimiento poblacional, el desarrollo territorial y la proyección a distrito metropolitano, definiendo las variables estratégicas sobre las que se deben actuar en el largo plazo, las cuales tienen una alta influencia en el sistema y los posibles escenarios a futuro de la organización, de forma que sea una guía para el proceso de planeación y toma de decisiones, que incluya los posibles cambios en el entorno producto de la dinámica regional. This research first establishes a characterization of the main aqueduct, cleaning, and sewerage public service companies of the Bucaramanga Metropolitan Area (AMB), from their current service provision capabilities. The second part shows the economic behavior of the public service company with triple A projection of the AMB, in the territorial development and the projection to the metropolitan district. The third part develops the prospective of the triple A public service companies of the AMB, in front of the territorial development and the projection to the metropolitan district, defining the strategic variables on which they must act in the long term, which have a high influence in the system and the possible future scenarios of the organization so that it is a guide for the planning and decision-making process, which includes possible changes in the environment as a result of territorial development. Finally, the study could become an input for the Bucaramanga Chamber of Commerce proposal on the feasibility of establishing a cohesion alternative in the public services area for the municipalities that make up the Bucaramanga Metropolitan Area.

Resumen
The aim of this article is to investigate a research area situated off the mainstream of social inequality considerations: territorial inequalities at the local (municipality) level. The marginalisation of this aspect can be seen both in EU cohesion policies and in academic discourse. The European policies focus their attention (and funding) on the regional level, and researchers who study more local contexts tend to be interested in spatial inequalities in the urban environment with an emphasis on metropolises. This article downscales territorial inequalities to the level of municipalities that are varied in terms of size, location and function. The perspective I take on in the study concentrates on accessibility of selected public services such as public transportation and childcare within the locality, and the perception of spatial inequalities in the eyes of local actors from the public, civic and business sectors. The research indicates that a subjective view on local inequalities does not necessarily match the actual level of service provision. In the article I reflect on the reasons for this disparity and potential consequences for local policies and bridging the gaps.

Resumen
Purpose of the study: The study examines the relationship between the quality of governance and level of development in the Bodoland Territorial Area District (BTAD) of Assam in India. It also assesses which dimensions of governance influence the level of development. Methodology: The study is based on the data collected from a field survey of 400 households in both rural and urban areas of BTAD. Important dimensions pertaining to measuring the quality of governance is a broad manifestation in several institutions such as Political, Legal and Judicial, Administration and Public service delivery, and Economic and Social. Similarly, we measure development in terms of economic, social and empowerment dimensions. The study uses statistical techniques of Correlation and CHAID analysis. Main findings: The study finds that the quality of governance is critical to development. Amongst other factors, efficient system and management of political institutions and effective administration and public service delivery is the key to enhancement of economic development. Social Implications: The study depicts disparity with respect to social and economic space; and suggests inclusive participation in political and fine-tuning in the front of administration and delivery of public services. Originality/Novelty of the study: The study brings out the dynamics of deficit of governance and its impact on economic development at the level of the sub-national state. It further confirms and substantially contributes to the literature on development – governance nexus.

The author has studied the issue of further approach of the police service to the people – members of the united territorial community. The emphasis has been placed on the need to take further steps to strengthen partnership between the police and community members. Special attention has been paid to the important role of the National Police in the process of implementing the decentralization, taking measures to ensure public order and security in the territories of united communities, taking into account the views, positions and recommendations of residents of united territorial communities, the importance of interaction between community police officers and the population. The author has highlighted the importance of the pilot project “Community Police Officer” to further increase of public confidence in the police. The author has suggested appropriate measures for more effective promotion of this project, in particular: to initiate for the Department of the National Police of Ukraine to take measures aimed at creating a legal base that can ensure the effective operation of community police officers according to the legal point of view, as well as their interaction with other law enforcement agencies, introducing relevant amendments into existing regulatory documents; to prepare propositions in regard to these provisions; to develop routes and time of foot patrol by community police officers of the assigned territory, taking into account the analysis of street offenses, the location of places visited by a significant number of residents of the united territorial communities and other features of a particular united community; to make propositions for the creation of a “basic” united territorial communities in Kharkiv oblast, in terms of community police officers’ activities, to initiate and provide assistance to the Department of Preventive Activities of the Main Directorate of the National Police in Kharkiv oblast in organizing and conducting practical classes with this category of employees with visiting the specified united territorial communities; to introduce training of community police officers on the basis of Kharkiv National University of Internal Affairs, to prepare appropriate educational and methodical material; to improve the work of community police officers to ensure effective exchange of information, opportunities to quickly make decisions in case of complications, create an Internet group in the application “Telegram”, which should include police officers working within the pilot project “Community Police Officer”.

AbstractDistribution of public resources has always been a central issue in public policy. The question of spatial variation in resource allocation as a reflection of differing local conditions is particularly important in decentralised countries with a large number of subunits. On the local level, studies have shown variations in distribution of local welfare but have usually focused on single social policy fields and/or target groups, and often ignored territorial structures. By taking Estonia as a case, this study investigates whether and how the distribution of a range of social services and the structure of disaggregated local social spending corresponds to local socio-demographic conditions. We identify municipal clusters and analyse service provision and social spending on vulnerable groups within them. We use a spatial perspective by taking into consideration the distinction of rural-urban and core-peripheral settings. We show that resource allocation in Estonian municipalities mirrors quite well local socio-demographic structures but the division of municipalities between towns and rural municipalities used in the common discourse of local social policy is too simplified.

Resumen
The article presents the results of the study of social services development in territorial communities in Ukraine in the context of decentralization. Based on the analysis of the literature, the contradictions and challenges that arise in the process of decentralization of social services are highlighted. The empirical part of the study included a survey of representatives of local communities from six regions of Ukraine, as well as a survey of experts from community mobilization projects. In total, 21 semi-structured interviews were conducted between August 2021 and February 2022. The article describes the features of social services development in communities in the context of decentralization from the standpoint of the communities themselves, namely: targeting and ways of organizing social services in communities; existing mechanisms for evaluating the effectiveness of social services in communities; factors of development of social services in territorial communities. Research has shown that social services in local communities are organized through the creation of territorial centers for social services, and the main recipients of services are families in difficult circumstances, the elderly and people with disabilities. According to the obtained data, the mechanisms for assessing the effectiveness of social services in communities are: collection of statistical data on the situation in the community; survey of service recipients; independent monitoring of the effectiveness of social services. The study proved the presence of factors in the development of social services in local communities, which can ensure the effectiveness of decentralization of social services. The following factors are highlighted: the effectiveness of assessing the needs of the population; level of interaction "local government - population - public sector"; willingness to cooperate and attract external resources. The interviews also provided an opportunity to identify internal and external factors that help and hinder the development of social services in local communities, ie to conduct SWOT analysis.

The global development of information technologies, their wide application in all spheres of life require the transformation of state processes in accordance with modern conditions, in particular the provision of administrative and other public services in electronic form. The main purpose of translating administrative services into electronic format is to make public administration more efficient. After all, the translation of any administrative service into an online format requires its optimization, revision of the processes of interaction between authorities, the establishment of electronic interaction of state registers, and so on. Today, the sphere of public services includes services provided by executive bodies, local governments, enterprises, institutions and organizations belonging to the sphere of their management, as a result of the exercise of power by the subject of administrative services. An important role in building Ukraine as a social, legal, democratic state belongs to the introduction of decentralization reform, which determines the relevant processes of development of the institution of a united territorial community as the primary subject of local self-government. The creation of united territorial communities became the basis for the formation of a favorable living environment necessary for the full development of man, his self-realization and protection of rights. In modern conditions of progress of the information society, the reform of any industry involves the widespread use of information and communication technologies (hereinafter - ICT) to achieve the required level of efficiency and effectiveness. The introduction of effective information and communication innovations in the activities of united territorial communities is relevant, as it provides the best opportunities to focus on the needs of citizens. It is through the use of ICT that local authorities improve the conditions necessary to ensure that citizens properly exercise their rights and legally protected interests.

Resumen
The article outlines possible ways to solve the scientific and applied problem of defining and measuring the quality criteria of public passenger transport services, taking into account the European Union experience. The main method of achievment this goal is the development and implementation national standards for defining quality criteria for passenger transport services and their measurement systems. They are based on identical translations two European standards: EN 15140:2006 and EN 13816:2002. Standarts provide the definition eight main criterias of service quality and three main methods of measuring these criterias. The paper presents examples of measuring certain criterias. These standards are intended for using by all modes of land transport (road, rail, urban electric and subway). The relevant parts of these standards have be used during designing appropriate systems for a particular mode of transport, The basic scheme of actions concerning management of quality of services of public passenger transport is developed. Extended examples of methods for measuring the quality of public passenger transport services are provided. The practical significance of the results are: national quality standards will be allowed; clear rules of framework agreements the public procurement procedure for transport services are established; the quality of transport services will improved. This is especially important in the context of the administrative-territorial reform Ukraine, when the bus route network changes. Abstract Nowadays, an increased interest towards the integration of the concept of ecosystem services has been observed, both in regards to processes related to forest and water resources management, as well as in the context of sustainable development of the economy on a local, regional and national level. In the most common case, what is referred to as forest ecosystem services are possible benefits, which man can reap directly or indirectly from ecosystem functions of forest territories. Therefore, it is of great importance to analyse and assess the interactions between the human factor with the conditions and processes through which forest ecosystems create and sustain ecosystem services. The water ecosystem service provided by forest territory could cause the need to process large amounts of spatial data in the form of forest management and hydrological information, as well as information about sanitary protection zones around water sources, in the context of the administrative territorial division of the country at different levels, creates considerable challenges. The difficulties are due to both the various electronic formats in which the necessary information is maintained, and the need to perform different operations on the input data for the purpose of analysis and decision making. The present paper investigates the possibilities of automating the processing of large volumes of spatial data in the context of the ecosystem water service, provided by forest territories by developing a set of tools operating into the environment of open source GIS. The main purpose is to develop a unified approach based on the use of GIS and suitable for the creation and implementation of methods for analysis and management of processes related to the ecosystem water service provided by forest territories. The approach can be applied in different sectors of the economy, public relations and the environment.

The subject of research is the process of modernization of the system of provision of state services of local authorities in Ukraine. The purpose of the article is to clarify the current level of public service provision by local authorities and to develop ways to improve the functioning system of administrative services in the united territorial communities of Ukraine. The aim of the article are: to examine the essence of decentralization and reveal the mechanism of functioning of the united territorial communities; reveal the content of the extended powers of local governments; explore the conceptual framework of state incentives for the process of voluntary association of communities in Ukraine; to identify the real degree of quality, availability and approach of management services to the population through the network of centers providing administrative services; reveal the problems of coexistence and duplication of functions of the district and society; explore promising areas of municipal cooperation and identify the leading regions; consider the functions of the Ukrainian electronic service iGov and justify the problems and prospects for its implementation in the process of public services of local authorities in Ukraine modernization. Research methods. In the process of research, the following general and specific scientific research methods were applied: a systematic approach, methods of logical generalization and comparison, scientific abstraction, methods of synthesis, logical generalization and analogies. The methodological base of the research was made by scientific works of domestic and foreign scientists and leading specialists, analytical materials on the research problem. Results of the work. The essence of decentralization and the mechanism of functioning of united territorial communities are revealed. Analyzed changes in the powers of local governments and highlighted the mechanism for the provision of administrative services. The directions of state stimulation of the process of voluntary association of communities in Ukraine are investigated. It was revealed that in spite of the fact that the united communities received the authority and resource of the population are partially or completely dissatisfied with the quality of services provided by local authorities. The problem of duplication of functions of structural divisions is revealed - a district-united community. The necessity of the development and adoption of effective by-laws and regulations has been substantiated, and they regulate the procedure for the application and implementation of existing laws in the field of decentralization and self-government. The prospective directions of municipal cooperation are investigated and it is revealed that Poltava region is the leader in Ukraine in the number of concluded inter-municipal cooperation agreements. Analyzed international technical assistance projects aimed at reforming self-government. The Ukrainian electronic service iGov and the reasonable prospects of its widespread implementation have been investigated. Practical implications. The results of the study can be used by both local and state authorities to consider the possibilities of modernization of public services in Ukraine in the context of decentralization reforms. Conclusions. The study led to the conclusion that today the population is partially or completely dissatisfied with the quality of services provided by local authorities. However, we believe that Ukraine is able to modernize state services of local authorities and bring them as close as possible to citizens. To improve the functioning of the system of providing administrative services in the united territorial communities of Ukraine, in our opinion, it is necessary: to develop effective by-laws and regulations that regulate the procedure for applying and implementing laws on local self-government; ensure the organizational unity of the front office and back office of the centers providing administrative services of the united territorial communities; to expand the list of administrative services provided to residents of united territorial communities; provide state support for expanding the network of united territorial communities to cover the entire territory of Ukraine; develop and implement educational programs for certain categories of civil servants and officials of local governments in the provision of administrative services; to ensure the widespread introduction and use in the regions of the electronic portal of state services iGov, which will make it possible to effectively combat corruption and improve business processes in state and municipal authorities.

The Paradoxes of the Prefectoral Body There are two dates which stand out in the history of the institution of the prefect during the Fifth Republic. First, the reform of 1964 had the objective of giving the prefect an authority over State services at local level. In fact, as ‘holder of all ministers’powers’, the prefect in practice would be brought into confrontation with heads of service from the different ministries, strengthened by delegations from their various ministers. This reform also created a new organisation, the region, at the head of which is a regional prefect, who is prefect of the department’s territorial administrative centre. Secondly, decentralisation in 1982, while strengthening the prefect’s powers over State services, has radically altered the content of its activities at the heart of administrative territories : prefects are no longer their guardian nor the executive of departments and regions : they must reposition themselves in response to new local authorities elected by universal suffrage, while the instability of their office over time does them a disservice.

Resumen
Service industries, as an alternative to the rebuilding of the productive system of small industrial towns ? The example of the french greater south-west. Small industrial cities of the French Greater South-West are facing important economical transformations. To the loss of influence of their industry, succeeds a development of sen'ices activities. The recent emergence of « services to companies » leads to « autonomisation » effects, on the basis of deployment of rather banalised allowances. Mainly favoured by local policies, the expansion of public services thwart the negative representation of small cities in crisis. This expansion appears, nevertheless, unequal depending on the geographic localisation of small cities relatively to urban centers of bigger sizes. The territorial incidences of merchandise and public services (autonomisation, field of influence, dependence) afford to small, traditionally industrial, cities, functioning attributes of normal cities.
