Cultural technologies are practices which are commited to the framing of cultures and collectives and conveyed by means of the media and educational institutes. This concept is not limited to the so-called elementary cultural technologies (Reading, writing, arithmetic) but also technology of the body, representational processes and other creative technologies. In contrast to a pedagogic understanding of cultural technology, media-scientific cultural technology research is not concerned with the mediation of high culture, education or art, but fundamentally with the analyses of cultural communication, in so far as it can be described as a technical process.

Resumen
Information Systems and Technologies (IST) in healthcare have evolved gradually, and theories about IST adoption and maturity are sufficiently established in the literature of organizational management. This paper examines the evolution of IST in healthcare. The author introduces concepts associated with maturity models, addresses the generic maturity model for IST management, and presents the main maturity models, specifically focusing on the management of IST in healthcare. Widespread and detailed maturity models are not fully available, and the opportunity to develop new maturity models that focus on IST management in healthcare still exists.

Decentralized, open blockchain technologies manage transactions of data on a protocological level. Cryptographic methods can be used to identify data transactions. This happens—if no software update takes place—without external intervention. Blockchains are therefore presented as sovereign media technologies. They govern themselves. This puts them on a collision course with traditional sovereignties that are allowed to decide what is the case. The emergence of a generic digital form of sovereignty can therefore be observed. Their consensus on the state of their government will be analyzed."

Was versteht man heute unter Kunst?

Information systems and technologies (IST) are the essence of up-to date organizations, and changes in this field are occurring at an uncontrollable pace, interrupting traditional business models and forcing organisations to implement new models of business. Social media represent a subset of these technologies which contribute to organizational transformation. However, by itself, the adoption of social media does not imply such a transformation; changes in the organization's culture and behaviour are also needed. The use of IST in an appropriate and integrated way with the organization's processes will depend on an individual and collective effort. For organizations to take advantages of these technologies within the context of Social Business, a comprehension exercise is required in how to demonstrate their usefulness. To this end, this paper will provide a comprehensive view of a new context of labour faced by traditional organizations i.e. social business supported by mobile IST – mobile_Create, Share, Document and Training (m_CSDT) – in order to improve the well-being of these organizations through the collective intelligence and agility dimensions.

Interactive in-store technologies (ISTs) are gaining importance in the retail setting and are contributing to the consumer experience in store. This dissertation, consisting of three papers, aims to understand the impact of ISTs on consumer experiences through the consumer journey of interaction with ISTs, with a specific focus on highly interactive ISTs - service robots, and on their impact on proactive interaction and post-interaction information processing, utilizing P-O-S perspective (Punj and Stewart, 1983). The first paper adopts a systematic review approach, proposing an updated and comprehensive framework for the ISTs and interactivity tailored to physical retail. This paper also presents complementary research models, setting the groundwork and inspiration for the subsequent two papers. The second paper employs an experimental approach to investigate the effects of proactive service robots on consumer perception and the overall shopping experience during the first moment of interaction. The findings reveal that service robots are perceived as intrusive, resulting in negative outcomes for both the store and retailer. Additionally, potential solutions to mitigate intrusiveness are suggested and proved effective. This second paper further compares between service robots and salespeople and demonstrates that proactive robots are considered more intrusive, which negatively impacts the retailer. Building upon the insights from the first and second papers, the third paper employs online experiments to examine how consumers process information from service robots and salespeople in a post-interaction context. The study finds that consumers perceive the information provided by service robots to be less comprehensive compared to that given by salespeople, leading to compromised interaction enjoyment and an overall negative shopping experience

Surfing on a screen to get information and to access the online shopping market is now a usual activity. While this browsing activity has been the subject of numerous research, they focus primarily on an individual practice, while the user is supposedly navigating alone on the device. However, sharing a screen while surfing together has become a frequent activity, especially in stores where shop assistants are equipped with digital devices (computer, tablet, smartphone ...), also in order to navigate with their customers. This thesis aims at understanding the new practices of interaction around a screen between customers and shop assistants in the stores. Its purpose is to identify the motivations of customers to be or to agree to be with a shop assistant on the same screen. In addition, it analyzes the screen-sharing practices and the most appropriate conditions for such sharing. Due to the lack of theoretical research on this subject, this thesis draws up a review of literature inspired by other disciplines. Thus, she opts for a multidisciplinary literature review, particularly drawing on research about collaborative processes around a computer in learning and work situations.Adopting a positivist epistemological framework, this thesis implements a mixed methodological approach of qualitative (observations and interviews) and quantitative techniques (based on a quantified projective approach), in order to better understand the determinants and mechanisms of this phenomenon.Different results have been highlighted. First, it shows that there are different modes of screen-sharing and that different motivations can explain the desire to share it. In addition, it emphasizes the most compatible conditions for such screen-sharing activities. For example, the acceptance or the desire to share a screen with a shop assistant appears to depend on the customer's perception of the shop assistant, and of the level of relational, technical and digital competences he attributes to him. Similarly, the situation in which this sharing occurs (atmosphere, type of device used, and more…) could also affect the customer's appetence to share a screen. The amplification effect that the screen plays in the relationship between the shop assistant and his customer needs also to be notified. Finally, this thesis highlights how social exchange norms as well as the customer's perception of his own power determine the customer's choice of a specific screen-sharing mode with the shop assistant.Regarding the implications of this research, it provides a better understanding of what motivates customers to share a screen with shop assistants and the mechanisms behind such a sharing. It also provides a frame of reference to assist shop assistants in their decision about with whom, when and how he could initiate a screen-sharing journey, aimed at improving customers' satisfaction and experiences in the store. In the actual "phygital" era, it allows to understand the interest of using a screen during an exchange between customers and shop assistants

Information Systems and Technologies (IST) are becoming fundamental for today's organizations, assuming itself as a critical factor in the economic development and in the creation of value. They are seen even as a fundamental requirement for the survival of organizations, either private or public. Portuguese municipalities are not an exception to this reality and since the 1980s have been adopting IST to transform and improve their internal operations and the way they interact with citizens and other stakeholders. City Councils are local authority organs whose mission is to implement policies which defend population needs and interests, through the provision of transversal and efficient services. Therefore, municipalities do now recognize IST as a key enabler for the delivery of better services and consequently to improve the quality of life of its citizens. Despite this view about IST is shared by all municipalities in general, each of them has started to use IST and has been implementing IST in very different ways, leading to differences in the IST maturity level reached by each municipality. This research study arises from the need to deeply know IST at local level. At the best of our knowledge there is no IST characterization framework focussed on local government that embraces a set of characterization items at infrastructural, applicational and functional level. It is appropriate in this context to conduct a study that aims to provide a detailed characterization of IST in municipalities, by developing a framework and an instrument, which was applied to the portuguese reality through a web questionnaire. The analysis of the results enabled the IST characterization at infrastructural, applicational and functional level. This characterization will provide policy and decision makers with valuable information to support their decisions.

Resumen
This chapter examines the changes taking place in the economies, technologies, and markets of women's magazines in the late twentieth century by focusing on three publishers: Hearst Magazines, Condé Nast, and Time, Inc. Although each of these companies produces several women's fashion, beauty, and/or service titles, their organizational structures are becoming quite varied as they reorient departments, positions, and routines to address contemporary industry challenges. The chapter considers the extent to which changes in the magazine industry can be ascribed exclusively to digital innovations, whether such changes are being felt evenly across the industry, and how they have created a perfect storm that has opened up the question of “what is a magazine?” It also discusses the ways that Condé Nast, Time, and Hearst are addressing the challenges of digitization. The chapter shows that women's magazine companies venture into online and digital spaces as part of their concentrated efforts to resuscitate their magazine titles.

Resumen
Futuristic Cars and Space Bicycles is the first book to examine the history of representations of the automobile and of marginalized transportation technologies such as the bicycle throughout the history of American science fiction. With chapters ranging from ones on the early science fiction of the pulp magazine era of the 1920s and 1930s, on up to chapters on the postcyberpunk of the 1990s and more recent science fiction media of the 2000s such as web television, zines, and comics, this book argues that science fiction by and large perceives the car as anything but a marvelous invention of modernity. Rather, the genre often scorns and ridicules the automobile and instead frequently promotes more sustainable, more benign, more restrained technologies of movement such as the bicycle.

Resumen
Without a doubt, the topic of energy--from coal, oil, and nuclear to geothermal, solar and wind--is one of the most pressing across the globe. It is of paramount importance to policy makers, economists, environmentalists, and industry as they consider which technologies to invest in, how to promote use of renewable energy sources, and how to plan for dwindling reserves of non-renewable energy. In Energy: What Everyone Needs to Know, José Goldemberg, a nuclear physicist who has been hailed by Time magazine as one of the world's top "leaders and visionaries on the environment," takes readers through the basics of the world energy system, its problems, and the technical as well as non-technical solutions to the most pressing energy problems. Addressing the issues in a Q-and-A format, Goldemberg answers such questions as: What are wind, wave, and geothermal energy? What are the problems of nuclear waste disposal? What is acid rain? What is the greenhouse gas effect? What is Carbon Capture and Storage? What are smart grids? What is the Kyoto Protocol? What is "cap and trade"? The book sheds light on the role of population growth in energy consumption, renewable energy resources, the amount of available energy reserves (and when they will run out), geopolitical issues, environmental problems, the frequency of environmental disasters, energy efficiency, new technologies, and solutions to changing consumption patterns. It will be the first place to look for information on the vital topic of energy.

Despite the rapid and revolutionized development of communication and media around the world in the last few decades, which culminated in the term information communication technology (ICT), most of the developing countries are yet to clearly understand its significance or maximize the use of various forms of ICTs, because of other pressing issues such as access roads, potable drinking water supply, electricity and health facilities. This has greatly caused a wide gap between and within countries in the areas of social, economic, political, health and educational developments. ICTs encompass all the technologies that facilitate the processing, transfer and exchange of information and communication services. Various forms of ICTs exist, such as radio, television, newspaper, telephone, magazine, billboard, Internet, electronic and print media, and so forth. In the past few decades, there has been a significant increase in knowledge of the importance and developmental trends of ICTs worldwide. ICTs are very important in analyzing one’s existing/potential audience using the most cost-effective way to communicate; evaluating the quality of messages; and making provision for information feedback. ICTs bring about various opportunities, ranging from employment and education to economic, health, social and environmental development. As a result of the digital divide between and within countries, there are uneven disparities between the economic, social, educational and political status of the international community. This brings about classification of countries into “developed and developing” or “haves and have nots.” Gender disparity has served as a strong barrier to women’s use of ICTs, considering the fact that women in most developing countries are still considered unequal in status with their male counterparts. This has, thus, reduced enrollment in sciences and technological fields of study. This also is probably as a result of the limited awareness of the full range of opportunities in ICTs other than access to information. To achieve the goal of universal access to ICTs, there is a need to bridge the gap between men’s and women’s access to the use of ICTs. This can be accomplished by making technology accessible, relevant and useful to both women and men. State policies could be made holistic by taking into consideration women’s needs as well as addressing related issues, such as the urban-rural bias, promoting enrollment of girls in ICTs programs and empowering women to use ICTs for profitable ventures.

Technology Assessment (TA) has taken up the field of Information Science and Technology (IST) as a subject of study from the 1970s on. Nowadays, this field is of central relevance to TA in a triple respect: (a) as research field per se, e.g. with regard to impact dimensions such as privacy, data protection, increasing use of autonomous agents, safety and security, sustainable development, intellectual property rights, regulation, societal vulnerability, et cetera. It is (b) also of major and even increasing importance by entering and influencing other fields of technology, e.g. energy supply, military, robotics, logistics, nanotechnology, cognitive science, neuroscience, et cetera. Finally (c), several new services made available by IST developments are of high utility in TA practice of scientific projects and policy advice, e.g. in the fields of e-participation. This article provides an overview of TA with respect to its origin, its development, and its current situation in general, followed by a more specific consideration of TA themes and activities in the IST field.

Resumen
Spam, undesired and usually unsolicited e-mail, has been a growing problem for some time. A 2003 Sunbelt Software poll found spam (or junk mail) has surpassed viruses as the number-one unwanted network intrusion (Townsend & Taphouse, 2003). Time magazine reports that for major e-mail providers, 40 to 70% of all incoming mail is deleted at the server (Taylor, 2003), and AOL reports that 80% of its inbound e-mail, 1.5 to 1.9 billion messages a day, is spam the company blocks. Spam is the e-mail consumer’s number-one complaint (Davidson, 2003). Despite Internet service provider (ISP) filtering, up to 30% of in-box messages are spam. While each of us may only take seconds (or minutes) to deal with such mail, over billions of cases the losses are significant. A Ferris Research report estimates spam 2003 costs for U.S. companies at $10 billion (Bekker, 2003). While improved filters send more spam to trash cans, ever more spam is sent, consuming an increasing proportion of network resources. Users shielded behind spam filters may notice little change, but the Internet transmitted-spam percentage has been steadily growing. It was 8% in 2001, grew from 20% to 40% in 6 months over 2002 to 2003, and continues to grow (Weiss, 2003). In May 2003, the amount of spam e-mail exceeded nonspam for the first time, that is, over 50% of transmitted e-mail is now spam (Vaughan-Nichols, 2003). Informal estimates for 2004 are over 60%, with some as high as 80%. In practical terms, an ISP needing one server for customers must buy another just for spam almost no one reads. This cost passes on to users in increased connection fees. Pretransmission filtering could reduce this waste, but creates another problem: spam false positives, that is, valid e-mail filtered as spam. If you accidentally use spam words, like enlarge, your e-mail may be filtered. Currently, receivers can recover false rejects from their spam filter’s quarantine area, but filtering before transmission means the message never arrives at all, so neither sender nor receiver knows there is an error. Imagine if the postal mail system shredded unwanted mail and lost mail in the process. People could lose confidence that the mail will get through. If a communication environment cannot be trusted, confidence in it can collapse. Electronic communication systems sit on the horns of a dilemma. Reducing spam increases delivery failure rate, while guaranteeing delivery increases spam rates. Either way, by social failure of confidence or technical failure of capability, spam threatens the transmission system itself (Weinstein, 2003). As the percentage of transmitted spam increases, both problems increase. If spam were 99% of sent mail, a small false-positive percentage becomes a much higher percentage of valid e-mail that failed. The growing spam problem is recognized ambivalently by IT writers who espouse new Bayesian spam filters but note, “The problem with spam is that it is almost impossible to define” (Vaughan-Nichols, 2003, p. 142), or who advocate legal solutions but say none have worked so far. The technical community seems to be in a state of denial regarding spam. Despite some successes, transmitted spam is increasing. Moral outrage, spam blockers, spamming the spammers, black and white lists, and legal responses have slowed but not stopped it. Spam blockers, by hiding the problem from users, may be making it worse, as a Band-Aid covers but does not cure a systemic sore. Asking for a technical tool to stop spam may be asking the wrong question. If spam is a social problem, it may require a social solution, which in cyberspace means technical support for social requirements (Whitworth & Whitworth, 2004).
