Resumen
INTRODUCTION: Agricultural aircraft operations are associated with unique challenges. In particular, these include maintaining awareness of obstacles associated with flight at very low altitudes. Wire strikes are a common cause of accidents in these operations.METHODS: Focus groups were completed during the 2022 Ag Aviation Expo hosted by the National Agricultural Aviation Association with pilots who had experienced wire-strike events (N = 22). The researchers coded the transcripts using a human factors framework.RESULTS: Notably, unplanned “trim passes” were a key stage of flight during wire-strike events. Cognitive risk factors that may have affected their performance included situation awareness, decision-making choices, and pressure to perform. Over half of subjects reported being aware of the wire before collision. Possible prevention strategies include not spraying the field due to safety risks, paying better attention to where they were in the field, and avoiding deviation from the planned route.DISCUSSION: Wire-strike events often occur due to momentary lapses in attention, even when the pilot is already aware of the wire. This study shows that targeted approaches to prevent wire strikes in agricultural aviation operations require addressing a number of cognitive risks and human factors, rather than implementing increased preflight surveillance. These results have implications for preventing future wire-strike accidents based directly on pilot perceptions, both within agricultural operations and general aviation more broadly.Baumgartner HM, DiDomenica R, Hu PT, Thomas S. Resumen
Purpose: Aircraft accidents due to wildlife hazards have become a growing safety and economic problem to the Brazilian and international aviation industries. These safety occurrences have resulted in significant direct and indirect economic losses as well injuries and fatalities worldwide. The purpose of this study was to develop empirical information obtained from the analysis of wildlife strike and aircraft operations data in Brazil that could be used for accident prevention efforts.Design/methodology: The research team collected and analyzed aircraft operations as well as wildlife strike data from the 32 busiest commercial airports in Brazil, from 2011 through 2018. Researchers obtained the number of aircraft operations at each of those 32 Brazilian airports from the Brazilian air traffic operations annual reports published by the Air Traffic Control Department. Wildlife strike data from the studied airports were obtained from the Brazilian national wildlife strike database. Descriptive data analysis was adopted to provide an intuitive and overall trend of wildlife strikes at and the 32 busiest commercial airports in Brazil.Findings: Results indicate that the number of wildlife strikes at and around the investigated airports increased 70% even though the number of aircraft operations at these airports declined by 12% during the period studied. Birds were involved in 88% of the reported events. Most reported strikes (59%) and damaging strikes (39%) occurred during the arrival phases-of-flight. Most (33%) strikes were reported by airport personnel. A finding of concern was that the majority of wildlife strikes (97%) and damaging wildlife strikes (96%) occurred within the airport environment.Originality/value: The current project contributes to the safety management of wildlife hazards in Brazil by conducting a comprehensive analysis of wildlife strike and aircraft operations data (2011-2018) in the 32 busiest Brazilian commercial airports.

Resumen
A qualitative content analysis has been applied to a sample of news related to labor strikes from three major newspapers in Spain. Results suggest that news media mainly focus on the immediate negative consequences of the strikes rather than on causes and further explanations. Strikes are portrayed as isolated occurrences that happen because of disagreements between specific companies and workers. The attention is put on events (demonstrations, disorders, economic losses, etc.) and not on the structural causes of the strikes: the contradiction between capital and labor and the consequent tension among social classes. Within this frame, strikers and their organizations are delegitimized and isolated from the rest of the society. News media readers are categorized as consumers, and their interests are depicted as alien or even opposed to those of striking workers.

Resumen
The article deals with the collective actions of plant workers in Luhans’k (inRussian pronunciation – Lugansk) in labor conflicts during the First Russianrevolution (1905–1907) and the First World War (1914–1918). This town wasone of the main towns of industrial Donbass and the center of Slovianoserbiandistrict of Ekaterinoslavian province. The relationships between administration and workers in Luhans’k areinvestigated on the materials of clerical work of Ekaterinoslavian provinceand memoirs of participators on events. These sources are especially aboutthe behavior of workers from two big industrial enterprises – the Gartmanplant and the Cartridges plant. In the crisis periods, such as revolutions andwars, the social-political relations are sharpened and changeable. And revolutionsand wars left behind enough historical sources for studying workers’history. In the Luhans’k’s enterprises, there were – during the First Russian Revolution– the general town’s strike in February 1905, the attempt of the strike tothe 1st of May 1905 in the Gartman plant, the strike in the Gartman plant inJuly 1905, the mass unrest in December 1905, the attempt of strike to the 1stof May 1906 in the Gartman plant, the lockout in the Gartman plant in March1907 and the general town’s strike in July 1916 in the time of social-economicscrisis during the First World War. The studying of strikes, attempts ofstrikes and mass unrests in 1905–1907 and 1916 allows defining some featuresof collective’s activity of plant’s workers:1) the inconsistent solidarity of workers in the times of strikes. The generalunderstanding of oppressed status and necessity of fighting for their rightsspread among the workers during the strike’s waves, but this solidarity ofworkers didn’t cause to cooperative planned activities;2) the crisis of vertical relationships between administrators and workersin the time of strikes of 1905 and 1916. In Patron plant subordination and paternalismwere saved during the strike in February 1905, unlike in Gartmanplant, but not in the strike in 1916;3) the influence on workers of the revolutionary movement. Revolution ideasand local activists of illegal political parties were impacted of workers’ moods in the crisis times. In 1905 increasing of social-democrats’ activity in Luhans’kwas the aftermath of town’s strikes. But in 1916 the spreading of revolutionideas preceded the emergence in workers’ dissatisfaction with their ownsituation during the social-economics crises, which was the cause of generaltown’s strike;4) the workers’ capacity to spontaneous self-organization during strikesand making the continuous organization forms in the Gartman plant. In thisenterprise in 1906 was formed two workers’ organizations: pawnshop andprofessional association. This association conflicted with plant’s administrationin 1907 and headed the strikes in 1906.

The authors investigate whether the New York Times' coverage of strikes and non-strike wage Settlements in large bargaining units changed during the 1980s, a time when a “transformation” of industrial relations is said to have taken place. Although the total number of New York Times articles on such events declined during the 1980s, the authors find that when appropriate control variables are included in the analysis, the apparent drop in coverage disappears. Important variables determining the extent of news coverage were occurrence of a strike, strike duration, number of workers involved, occurrence of federal intervention, key industry status (that is, whether the affected industry was among those industries identified as exceptionally important for wage-setting), and proximity to New York City. They speculate that the reduced number of articles may simply reflect a decreased incidence of strikes.

AbstractThe 2016 and 2018 wave of prison strikes in the United States presents itself as an extraordinary flashpoint of the prisoner resistance movement. But how might these events be understood in relation to what has been broadly characterized as an “age of riots”? Following Joshua Clover’s characterization of the contemporary riot in Riot. Strike. Riot. as a “surplus rebellion” of racialized “surplus populations” and given the characterization of the contemporary carceral state as a warehouse to contain such racialized populations, this essay characterizes the contemporary wave of prison riots accordingly as a “surplus rebellion.” More specifically, it focuses on the Kinross prison strike-riot that broke out in September 2016 in Michigan’s Kinross prison in order to derive some general parallels between the surplus rebellion and the singularity of recent prison strikes.

Resumen
Union miners stand together,Heed no operator’s tale.Keep your hands upon the dollar,And your eyes upon the scale.—verse from “Miner’s Lifeguard” [Silverman 1975: 389]In 1895, Fayette County, West Virginia, a leading coal county in the southern West Virginia coal fields, experienced widespread strikes by miners. The strikes were remarkable because, in an American industry known for violent labor relations and intensive union organizing since the appearance of the Molly Maguires in Pennsylvania before 1880, this was the first major strike in southern West Virginia. We might attempt to understand the role of law and public authority in these strikes in terms of legal repression by means of the labor injunction, labor conspiracy laws, and strikebreaking by the police and military. But none of these occurred in Fayette in 1895, though the later history of labor conflict in West Virginia is replete with all of them. In another way, however, the legal events accompanying these strikes are far more remarkable and challenge us to examine more subtle connections between class conflict and law.

Resumen
The first catastrophic avian impact victim killed Cal Rogers in 1912 in the United States. The most recent and catastrophic accident by bird striking occurred on August 11, 2016 with Airbus A320 aircraft apparently after striking at least one bird upon takeoff from New York's LaGuardia Airport. The aircraft landed safely on Hudson River. Fortunately everybody still alive, even though the loss of aircraft hull. The purpose of this study is to present the panorama of the bird strikes, to identify, evaluate the propensities and to present the propositions to mitigating the bird strike risks in the surroundings of the Guarulhos International Airport (SBGR). This study is based on probabilistic and heuristic methods to infer about the risk propensities of avian strikes. The study of bird strikes and risk management are essential to anticipate and minimize the severity and reduction of frequency of occurrences. The results of the statistical analyze point to the flight densities and the frequency of events due to the migratory periods of the neotropic and endemic birds. Native populations of birds travel between the Serra do Mar, the Mata Atlântica and forests around the airport to the Serra da Cantareira forest. Impact events are strongly correlated with the density of aircraft movements in the SBGR.

Resumen
The basic structures of collective bargaining in South Africa have evolved since industrialisation, through the Wiehahn-Commission era until the Farlam one and beyond, resulting in a number of legislative changes from 1924 to 2014. While dealing with collective bargaining, it is not possible to divorce the powerful history of mining from the South African story, from the diamond fields in Kimberley to the discovery of gold on the Witwatersrand in 1886, where the mine employees’ focused on cheap, unskilled labour and migrant system in the 1900s to the tragic events at Marikana in 2012. In the advent of the industry revolution, employment relationships changed as competitive demands placed a great need for advancing economic developments which are often expressed through collective-bargaining. The objective of collective bargaining is to arrive at an agreement between the employer and employees to determine mutually beneficial terms and conditions of employment such agreement may prohibit unions to embark on an industrial action for as long as it is in place. Strikes became important during the Industrial Revolution, when many worked in factories and mines. Often when employees’ demands are not met, they resort to strike action. Strike action is when a number of employees stop rendering their service in protest to express their grievances. These strikes are usually led by labour unions to get better pay, working hours or working conditions during collective bargaining as a last resort. While trade union leadership fails to advance employees’ cause, employees resort to informal alternative structures to negotiate on their behalf. South Africans have a tradition of taking to the streets in protest when unhappy about issues and this tradition did not spring up during the apartheid era but has been around from as early as 1922 to date. Protests in South Africa today draw from past repertoires and at the same time push for new political practices and directions. Strikes are often used to: Pressure governments to change its policies like in the Rand Revolt; Strikes can destabilise the rule of a particular political party like a series of strikes by blacks in the 1970s and 1980s including the 1973 Durban dockworkers and the 1987 miners’ strikes; Strikes are often part of a broader social movement taking the form of a campaign of civil resistance like Treatment Action Campaign and community struggles such Abahlali Base Mjondolo. On the strike issues in South Africa, the researcher draws from the terrible incident that transpired in August 2012 at Lonmin Mine-Marikana and how it has affected the collective bargaining landscape in South Africa. The first real and significant labour unrest, the Witwatersrand miner strike rocked South Africa to the core in 1922 and in 2012, ninety years later the violent strike by the Rock Operational Drillers at Lonmin following the Marikana massacre and as such did not enjoy statutory protection under the LRA because was classified as wildcat strike. Normally, a wildcat strike constitutes a violation of a collective bargaining agreement in place and as such is not protected unless a union joins it and ratifies the protest. The union may, however, discipline its members for participating in a wildcat strike and impose fines. Among other things miners mainly demanded a wage increment of R12500 per month. The fight between AMCU and NUM for organisational rights also found its way into the equation. A strike wave, not only linked to the mining sector, made 2012 the most protest filled year since the end of apartheid, rolled out across South Africa, closing some industrial operations and crippling others. Commentators argue that the strike wave emerged from a landscape of extreme inequality and poverty, made intolerable by the additional financial burdens arising from the migrant labour system. These factors influenced the industrial action and institutions of collective bargaining comprising of both company and union structures and processes, were found wanting in their ability to address the root causes of the crisis. The post-Marikana strike wave made a mark in the workers struggle movement as it drew in thousands of workers to join AMCU and at the same time weakening NUM, the then majority union. The strike led to the rise and growth of AMCU which was seen by miners as the driver for change. The 2012 strike wave and the Marikana massacre not only changed the balance of forces on the ground against the NUM, but also generated divisions within COSATU. The divisions were between those who decided to remain deaf to the workers’ call for transformation and those who had already realised that a decisive turn in economic policy was needed to avoid a social, economic and political crisis. In the aftermath of the strike, a number community struggles increased as 2012 began and on the other side, a number of splinter groups from COSATU mushroomed which was hobbled by in fights. NUM’s collapse is indeed part of a series of recent failures for COSATU.

Resumen

The ability to estimate knee angle and detect heel-strike and toe-off events in real-time will greatly benefit current research being performed in training and rehabilitation devices for stroke and neurological disorder patients. This work set out to accomplish this by developing algorithms to detect heel-strike and toe-off in various stroke patients, and estimate knee angle on an able bodied individual using inertial measurement units (IMUs).

The algorithms developed were able to detect every heel-strike and toe-off point in real-time from all six trials of six different stroke patients, yielding a correlation of 0.97 and above compared to commercial software. The knee angle was also successfully estimated in real-time with a RMSE of 8° compared to motion capture software.

Resumen

Examining the creation and peopling of the Consolidated Coal Company (CCC) company town Muchakinock, Iowa through the industrial labor migrations of Welsh, Swedes and African-American residents, this thesis focuses upon the social contestations between workers, owners and unions during four bituminous coal miners' strike incitement events in town history (1879–1900). Presenting some of the most comprehensive historical geography research to date on the company town of Muchakinock, the thesis presents eight claims for resident's strike resistance and ultimate capitulation and union affiliation; and the associated spread of capitalism and trade-unionism across Iowa's coal mining landscapes during the Gilded Age. Seeking a normalization of historical discourse, findings revealed the presence of conflicting discourses in existent historical communications content between predominantly white and African American historical communications content, and identified the emergence of a hegemonic discourse largely based on the representations of the former. More than just a micro-history of the relict company town of Muchakinock, Iowa, the thesis variously explores Muchakinock's wider network of connected geographies across Iowa terrains and the United States.

Esports have grown rapidly over the last couple of years and have now become a global phenomenon. At the same time forecasts show that the market for esports will continue to grow, which in turn has made it attractive for brands to sponsor teams, events and organizations. Despite all of this there are concerns from several reports which suggest that there are still sponsors who are hesitant to invest in esports because there is an underlying uncertainty regarding how effective it really is. The purpose of the study is to examine how effective sponsorship within esports is. The study has intended to examine this from a consumer perspective for the purpose of providing more tools for companies to help them make conscious choices when sponsoring esports. Based on the purpose of the study, the main issue was established.  Are sponsorships within esports an effective marketing strategy when sponsors want to increase their brand equity? The method was based on a quantitative research design where the empirical data consists of four different surveys, two benchmark measurements and two measurements after the event. A total of 442 respondents participated in the study, 192 of them were Swedish and 250 of them were international. The respondents were limited to only include esports consumers who were either going to watch and/or watched Dreamhack Open Winter 2018, an event within esports that is held every year in Jönköping, Sweden. Based on the results, the study developed a set of empirical findings which were then connected to the issue that had been established. The measures after the event showed that the brand equity of all of the sponsors had increased. This indicates that esports can be an effective marketing strategy for brands that want to increase their brand equity through sponsorships. However, the results showed that brands of different sizes sponsor for different purposes. Further, the study found that purchase intentions only increased for the brands that had a high degree of perceived quality and loyalty, therefore it was concluded that there is a connection between them. In conclusion the study showed that there was a difference between Swedish and international esports consumers in their perception of sponsors. This could depend on the fact that Swedish respondents hold stronger and more favorable associations towards Swedish organizers such as Dreamhack.

Before man invented the airplane flying blue sky, the sky has been the possession of birds, according to the Wright brothers diary September 7, 1905 the first bird strikes, birds and aircraft open era conflict, the Republic of China since the government implemented 76 years after the "open skies" policy, the domestic aviation market showed substantial growth, the construction of the airport from its considerations terrain, year-round wind, weather and other considerations, but never consider the local transit migratory birds and resident bird habitat, bird activity and make more space layers aircraft overlap arising from the conflict, bird strikes more so after another. The airport's bird strike prevention and control effectiveness and cost of preparation of bird strike prevention and control strategies and facets of implementation. Working with colleagues at the airport as the object, the user explore strategic options for the prevention and control of bird strike "effectiveness of the implementation", "ease of execution" view of the "cost of implementation." The results show that bird strike prevention and control strategies' effectiveness of the implementation "in terms of class A (the Eagles and other large birds) and Class B (gray-faced buzzard waiting for birds) birds, the most effective strategy for the management of the implementation of the facets; and in the C category birds ( the remaining small birds) part, habitat change is considered to be the most effective implementation of the facets. In terms of "ease of execution" and "implementation costs" places "habitat change" and "harassment and removing" are facets of the easiest to perform. These results can be used as airport management to improve the preparation of bird strike prevention and control strategies of reference, to reduce losses to improve flight safety.

A video can be viewed as a sequence of frames. Each frame can be transformed into a symbolic image. In the previous research, similarity retrieval of video based on the spatial relationship between objects in the symbolic image is an important method. The change of the spatial relationship between objects and the information about the movement of the objects in the video are not considered directly and precisely. In this paper, the spatial event is defined as the change of the spatial relationship between objects due to the movements of the objects from a frame to its next. When multiple events occur, the spatial events are represented as a string, named the spatial event string (SES). We propose a method to calculate the similarity between two SESs. Similarity retrieval of video can be performed by comparing the query SES sequence with the SES sequence of the reference video. We proposed a method to locate the segment in the reference video similar to the query SES sequence based on the similarity between SESs. Hence, Similarity retrieval of video based on spatial events can be performed.

Research labor dispute processing mechanism-Sets up the Shinn LIH chemical strike event as the example Abstract Ching-Tsai Chen Our country''s labor dispute processing law announces the implementation in 1928 until now, only has the fragmentary revision, but as a result of the law article distribution, the consummation, by no means did not suit to the dispute event processing function, but between labor management relation bracelet labor conflict and cooperation subtle relations. This research goal in view of research in the labor dispute processing mechanism, compared to sets up case of the Shinn LIH chemistry company industrial trade union legitimate strike to the letter to conduct the analysis research again, is for the purpose of discussing of labor dispute processing mechanism our country at present to form a complete set dispute case in the model the actual process and the effect. But because is research the case analysis, only can make the discussion by the microscopic individual level. After this research penetration literature discussion as well as the case real diagnosis of discovered that, processing mechanism according to at present labor dispute processing law standard, limits condition of regarding the strike excessively strictly, so that has 97% laborers to be unable approximately to exercise the dispute power, but takes the legitimate strike also everywhere is restricted. So long as has the conflict certainly to be able to have the more or less influence to the innocent third party, moreover peaceful also can have the hindrance regarding the public peace and order. This research also sees coordination of, the mediation the labor dispute processing mechanism is only a process, but arbitrates is the effect not clear, if labor both sides the non-sincerity cooperation communicate, the entire processing mechanism function may not say, finally only then minority has labor union organization''s laborer to be able to carry on the strike. But result of the strike to labor both sides, is mutually wounded, creates to labor both sides does not have may gap of the atonement, even if has the achievement, also is temporariness or tendency towards compromise, also will be able to create the sequel in the future regarding the long-term labor management relation which the opposition and will not trust mutually. Therefore must achieve the labor harmony is the idealization, but facilitates the labor cooperation is the essential target, the labor management relation is subtle and complex, only repairs the law reference research conclusion and the suggestion supplies legislator by this case. Resumen
AbstractBark beetles often feed on dead or dying plant tissues, serving as primary decomposers. However, some bark beetle species kill healthy trees, although at the time of attack, these healthy trees are often experiencing stressful conditions, such as drought or lightning strikes. Populations of tree-killing bark beetles can increase in size to a level where they can overcome the resistance of healthy trees and cause mass destruction of forests resulting in tremendous economic and ecological damage. This chapter introduces the reader to bark beetle natural history, diversity, evolution and management. Natural history is organized by feeding ecology, mating strategies, and intra– and interspecific interactions. Evolution and diversity of bark beetles includes discussion of phylogeny, timing of evolutionary events and an annotated and illustrated list of bark beetle genera important to forest entomologists. Management and control covers efforts to reduce losses to bark beetle destruction of forests and plant products. Finally, we present case studies, including outbreak events, which have resulted in vast economic and ecological loss.

Resumen
On 24 October 1985, the tin market collapses after the buffer stock manager of the International Tin Council runs out of money and can no longer buy tin on the London Metal Exchange to maintain the high price that keeps Cornish mines viable. This event threatens the absolute end of thousands of years of Cornish mining, the industry that provides Cornwall with its image of itself. We decide to take One & All! back on the road with a new ending in the old Blue Blouse theatre form of the Living Newspaper. We also present this new crisis section of the show live on Radio Cornwall to explain what is happening. Thatcher’s government eventually agrees to support South Crofty with loans for capital improvement that allow it to stagger on for a while. The other mines close. In the spring, almost exactly a year after its first performance, we present One & All! at the miners’ social club at Geevor in Pendeen. This is probably the fulfilment of all A39 had set out to achieve by building a voice into events to represent and speak with the Cornish working class. But it doesn’t feel like success. Just a few days later, productive mining at Geevor will cease.

Resumen
The Preface reflects on Paul Farmer’s book as a bold and timely intervention on political working-class theatre. It places A39’s practice in the context of historical events and theatrical practice, but also in relation to a rich seam of academic enquiry on agitprop theatre, often assumed redundant beyond the end of the 1970s. It invites readers to consider the book as a provocative political analysis, and corrective to that understanding of history. It proposes the significance of returning to this territory at a time of increased class-conscious and materialist critiques from contemporary artists and theatre makers. This is especially in view of the political agency of A39’s approach; moments of which are highlighted here.

Resumen
The conditions of Thatcher’s 1980s exposes those on the Left to government attack. The miners, organised in the National Union of Mineworkers with Arthur Scargill as President, are perceived by Thatcher’s cabal as a primary enemy to be destroyed. The strike provoked by the government exposes divisions and hypocrisy in the UK Labour Movement. Nevertheless, the miners’ struggle constitutes a defence of communities and ways of life and there is huge support for them among socialists and large sections of the general public. To participate in this support is what our work is for. The aim is ‘efficacy’, an effect on the world beyond the theatre. Now we have to find our audience, amongst whom we could assume no prior knowledge of the social event of theatre. Our work will be for Cornish communities and will also be a working-class voice. Hard rock metal mining is a part of Cornwall—a fundamental aspect of how the Cornish see themselves. We will create a show to support the Miners’ Strike through the story of Cornish mining, in a form we call ‘cabaret documentary’. A39 will be a permanent research process. Part of the experiment is to find what we are as performers. We write and start rehearsing One & All! in the Crypt Unemployed and Community Centre in early 1985.

Resumen
Brecht on Theatre becomes a significant influence at this time. In this A39 was moving against the structuralist/poststructuralist/postmodernist flow of academic fashion, but we have no connection with that world and it has no resonance in ours. Brecht, even more than McGrath, insisted that theatre is a virtuoso art. We identify A39 in Brecht’s description of Epic Theatre, and his description of the ‘V-Effekt’ encourages us to deal differently with the formulation and performance of protagonists. Brecht’s demands for ‘pedagogics’ brings him into conflict with McGrath, but experiences with the aspects of One & All! formally most influenced by McGrath bring us down firmly on Brecht’s side. This informs the conception of an aesthetic within which the new show will operate. The new play will be about the Industrial Revolution as embodied by the Cornish engineer Richard Trevithick, the inventor of the steam locomotive and many other innovations, and why his life ended in poverty and failure while others made fortunes from his works. We will use Trevithick’s story to demonstrate how capitalism came to be what it is and why its time must end.

AbstractIn this paper, we show three examples of how insurers can contribute to climate change adaptation, through insurers’ underwriting and pricing practice. In the context of climate change, there is a clear need to go beyond traditional risk transfer products. Including risk reduction measures in an insurance product has the advantage of helping to better adapt to climate change by not only transferring the risk but by directly reducing avoidable damages when an event strikes, which as a result contributes to build a more resilient society.

Resumen
With the advancement of spark ignition engines, lean or diluted in-cylinder charge is often used to improve the engine performance. Enhanced in-cylinder charge motion is widely applied under such conditions to promote the flame propagation, which raise challenges for the spark ignition system. In this work, the spark discharging process is investigated under different flow conditions via both optical diagnosis and electrical measurement. Results show that the spark plasma channel is stretched under flow conditions. A higher discharge current can maintain the stretched spark plasma for a longer duration. Re-strikes are observed when the spark plasma is stretched to a certain extent. The frequency of re-strikes increases with increased flow velocity and decreased discharge current level. The discharge duration reduces with the increased flow velocity. The effects of gas flow on the ignition and flame kernel development are studied in a constant volume optical combustion chamber with premixed lean and stoichiometric methane air mixture. Two spark strategies with low and high discharge current are used for the ignition. The flame propagation speed of both lean and stoichiometric mixtures increases with the increased gas flow velocity. A higher discharge current level retains a more stable spark channel and improves the flame kernel development for both lean and stoichiometric conditions, especially under the higher gas flow velocity of 20 m/s.

Resumen
Abstract As new capacity enters the wind energy market, property damage and forced outage losses of wind turbines are becoming more frequent. Risk assessment and property loss prevention for wind turbines are common goals for owners, operators, manufacturers, and insurers. In this work, wind turbine failures or damage from industry experience and literatures are reviewed and analyzed along with turbine property loss events at FM Global clients’ insured wind farms, with a focus on understanding the external and internal factors that drive the turbine damage through various failure modes, and for different modules or components. The types of property damage considered include breakdowns due to windstorms, lightning strikes, fires, as well as other mechanical and electrical breakdowns. The damage events are also analyzed from a component perspective including major items such as turbine blades, generators, gearboxes, other electrical and mechanical components etc. The risk of wind turbine property losses is discussed in terms of both frequency and severity of the events. The study reveals important trends of wind turbine property losses and indicates potential paths to effective loss prevention for various stakeholders in the wind energy industry.

Resumen
In this study, the development of embedded fiber Bragg grating (FBG) sensor networks within composite materials is investigated. Various densities of optical fibers were embedded within two-dimensional woven composite laminates, and low-velocity impact damage responses were evaluated to determine the effects on the mechanical behavior of the laminates. The woven composites were subjected to multiple strikes at 2 m/s until perforation occurred, and the impactor position and acceleration were monitored throughout each event. From these measurements, we obtained dissipated energies and contact forces for specimens with and without embedded optical fibers. Cross sectional optical micrographs of the specimens were also used to determine the local effects of the embedded fibers on neighboring fibers and the surrounding matrix material, both before and after impact events. Multiple FBG sensors were serially multiplexed together to create a single fiber sensing network capable of monitoring damage for each impact event. Residual strain information was gathered through strain distributions along the FBG sensors to map out the near-field and far-field regions with respect to the impact location. The resulting data will be used to better monitor and predict damage in the composite system when combined with global response data from the laminate itself.

Resumen
We have experimentally studied the coupling of flexural waves in water-filled tubes with cavitating flow. To examine the cavitation events in the tube, we used a transparent polycarbonate (PC) tube. The flexural waves are generated by stress waves in the water propagating along the tube axis. A steel impactor is accelerated by gravity and strikes a polycarbonate buffer placed on top of the water surface within the tube. Strain gages measure hoop strain along the polycarbonate tube and a piezoelectric pressure gage measures the pressure at the bottom of the tube. The events were visualized by a high-speed video camera synchronized with the strain and pressure measurements. The impact of the projectile creates a stress wave propagating along the tube and coupled to the pressure wave in water. A sequence of traveling waves results and when the pressure in the waves drops below the vapor pressure, cavitation occurs in the tube. When cavitation bubbles are present, the tube vibrates at the natural frequency of the second mode of the circular ring. The duration of the cavitation can be estimated from a balance between the buffer kinetic energy and the work done in accelerating the fluid. Cavitation does not occur uniformly or simultaneously; cavitation events are observed near the bottom surface of the buffer, the middle of the tube, and at the bottom (closed) end. High-speed video of the cavitation events reveals that the cavities are clusters of bubbles that have a rosary or grape-bunch appearance.

Resumen
Abstract Mechanical shock events experienced by electronics systems can be reproduced in the laboratory using Hopkinson bar tests. In these tests a projectile strikes a bar, creating a pulse which travels through the bar into the system. The quality of these tests depends on the closeness of the shape of the incident pulse to the shape specified for the test. This paper introduces a new way to control the shape of the incoming pulse, through the use of elastic metamaterial concepts. Two dispersion-modifying material concepts, phononic crystals, and local resonators, are examined for their wave shaping capabilities in 1D elastic waveguides. They are then evaluated using a transfer matrix method to determine the output wave shape in the time domain. The concepts are then optimized for various pulse shapes, showing that they are most effective when they are tuned to introduce dispersion near the fundamental frequency of the incident wave.

Resumen
Bird strike events in commercial airliners are a fairly common occurrence. According to data collected by the US Department of Agriculture, over 80,000 bird strikes were reported in the period 1990–2007 in the US alone [1]. As a result, bird ingestion is an important factor in aero engine design and FAA certification. When it comes to bird impacts on engine fan blades, the FAA requires full-scale bird ingestion tests on an engine running at full speed to pass certification requirements. These rotating tests are complex and very expensive. To reduce development costs associated with new materials for fan blades, it is desirable to develop more cost effective testing procedures than full-scale rotating engine tests for material evaluation. An impact test on a non-rotating single blade that captures most of the salient physics of the rotating test would go a long way towards enabling large numbers of evaluative material screening tests. NASA Glenn Research Center has been working to identify a static blade test procedure that would be effective at reproducing similar results as seen in rotating tests. The current effort compares analytical simulations of a bird strike on various non-rotating blades to a bird strike simulation on a rotating blade as a baseline case. Several different concepts for simulating the rotating loads on a non-rotating blade were analyzed with little success in duplicating the deformation results seen in the rotating case. The rotating blade behaves as if it were stiffer than the non-rotating blade resulting in less plastic deformation from a given bird impact. The key factor limiting the success of the non-rotating blade simulations is thought to be the effect of gyroscopics. Prior to this effort, it was anticipated the difficulty would be in matching the pre-stress in the blade due to centrifugal forces Additional work is needed to verify this assertion, and to determine if a static test procedure can simulate the gyroscopic effects in a suitable manner. This paper describes the various non-rotating concepts analyzed, and demonstrates the effect believed to be gyroscopic in nature on the results.

Resumen
Abstract Sand infiltration requires immediate action to avoid costly downhole and surface equipment erosion. Additionally, sand particles may reduce hydrocarbon production by blocking downhole fluid flow. This study demonstrates the advantage of integrating multiple reservoir monitoring logs to identify the sand contribution zones, quantify the sand production, and plan the well remediation work required, while minimizing operation downtime. A focused logging program and analysis method was developed to identify the sand infiltration location. Integration of passive acoustic and array-based production logs acquired the critical data to find the sand infiltration zones. The passive acoustic tool captured the count of inflowing sand strikes on the tool body generating a definitive acoustic signature. The array production logging tools mapped the fluid rates, flow delays, and fluid transport in the well. Post-processing of the passive acoustic data counted the unique sand strike events resulting in a quantitative sand infiltration assessment for a high deviation well penetrating Burgan and Wara reservoirs. Sand and hydrocarbon production occurred in the Burgan reservoir, while the Wara formation was initially not producing any type of fluids due to Burgan sand infiltration. Within the Burgan formation large quantities of sand were detected inside the wellbore and approximately 100 feet below the inflow location. While some sand particles circulate up-hole with the flow others settle on the bottom. Acoustic logging analysis indicated that sand infiltration was generated from the middle Burgan perforations between 5737 ft and 5742 ft. According to the production logging analysis, less than 250 STB/D Burgan oil production was only flowing from the upper-most perforations between 5714 ft and 5718 ft due to sand fill below. Remediation action focused on a cement squeeze in the middle Burgan to close the sand infiltration perforations then a subsequent re-perforation of the Wara formation to resume production in that section. The Wara formation was relogged after perforation confirming reduced sand infiltration and an oil gain of 1530 STB/D with 170 STB/D of water production. Therefore, the sand infiltration information resulted in improved remediation outcomes. The integrated measurements clearly established the impact of sand infiltration on fluid inflow and created a road map for future well monitoring improvements. This case study illustrates the successful integration of passive acoustic and array-based production logging to detect the sand infiltration zones and the high value fluid inflow zones. Well remediation activities were further optimized, re-establishing oil flow of 1530 STB/D from a set of non-producing perforations of the Wara formation.

Resumen
This paper studies whether policymakers should wait to intervene until a financial crisis strikes or rather act in a preemptive manner. This question is examined in a relatively simple dynamic stochastic general equilibrium model in which crises are endogenous events induced by the presence of an occasionally binding borrowing constraint as in Mendoza (2010). First, the paper shows that the same set of taxes that replicates the constrained social planner allocation could be used optimally by a Ramsey planner to achieve the first best unconstrained equilibrium: in both cases without any precautionary intervention. Second, the paper shows that the extent to which policymakers should intervene in a preemptive manner depends critically on the set of policy tools available and what these instruments can achieve when a crisis strikes. For example, in the context of the model, it is found that, if the policy tools are constrained so that the first best cannot be achieved and the policymaker has access to only one tax instrument, it is always desirable to intervene before the crisis regardless of the instrument used. If, however, the policymaker has access to two instruments, it is optimal to act only during crisis times. Third and finally, the paper proposes a computational algorithm to solve Markov-perfect optimal policy for problems in which the policy function is not differentiable.

Resumen
While we are exposed to the physical effects of natural hazard processes, certain groups within a community often bear a disproportionate share of the negative consequences when a disaster strikes. This study addresses questions of why some places and population groups in Canada are more vulnerable to natural hazard processes than others, who is most likely to bear the greatest burden of risk within a given community or region, and what are the underlying factors that disproportionally affect the capacities of individuals and groups to withstand, cope with, and recover from the impacts and downstream consequences of a disaster. Our assessment of social vulnerability is based on principles and analytic methods established as part of the Hazards of Place model (Hewitt et al., 1971; Cutter, 1996), and a corresponding framework of indicators derived from demographic information compiled as part of the 2016 national census. Social determinants of hazard threat are evaluated in the context of backbone patterns that are associated with different types of human settlement (i.e., metropolitan, rural, and remote), and more detailed patterns of land use that reflect physical characteristics of the built environment and related functions that support the day-to-day needs of residents and businesses at the community level. Underlying factors that contribute to regional patterns of social vulnerability are evaluated through the lens of family structure and level of community connectedness (social capital); the ability of individuals and groups to take actions on their own to manage the outcomes of unexpected hazard events (autonomy); shelter conditions that will influence the relative degree of household displacement and reliance on emergency services (housing); and the economic means to sustain the requirements of day-to-day living (e.g., shelter, food, water, basic services) during periods of disruption that can affect employment and other sources of income (financial agency). Results of this study build on and contribute to ongoing research and development efforts within Natural Resources Canada (NRCan) to better understand the social and physical determinants of natural hazard risk in support of emergency management and broader dimensions of disaster resilience planning that are undertaken at a community level. Analytic methods and results described in this study are made available as part of an Open Source platform and provide a base of evidence that will be relevant to emergency planners, local authorities and supporting organizations responsible for managing the immediate physical impacts of natural hazard events in Canada, and planners responsible for the integration of disaster resilience principles into the broader context of sustainable land use and community development at the municipal level.

Resumen
As the war against Ukraine erupted on 24 February 2022, national minorities found themselves among its first victims, both as individuals and communities characterized by unique knowledge, language, and culture. This piece looks into the immediate effects of the war on ethnic Greeks and Bulgarians, and potential lessons learned for the state of Ukraine and its minorities from these tragic events. Whereas ethnic Greeks strive for physical survival in a besieged city of Mariupol and its surroundings, ethnic Bulgarians have mobilized in support of refugees. Those situations highlight the role of minority community leaders in voicing support for the Ukrainian authorities and as facilitators of aid from kin-states, as well as turn minority civil society organizations (CSOs) into agents of change of nation-wide significance.

Amzallag, Robert. The return of inflation: a banker’s perspective. CIRANO, mayo de 2022. http://dx.doi.org/10.54932/egsn1582.

Resumen
The COVID 19 pandemic followed by the invasion of Ukraine is a two-punch economic strike never seen in recent history. The pandemic not only disrupted many aspects of a tightly knit integrated world but also exposed its fragility. The devastation of Ukraine and the vast program of sanctions quickly imposed by most major developed countries have accelerated the retreat of globalization. For many decades, Central Bankers and economists considered stable prices as an almost permanent feature. Today, the consumer price index in the US hit a 40-year high at more than 8 per cent and experts were unable to predict such course of inflation. In this paper, we offer a unique perspective on these events. First, we identify a few major influential factors that have altered significantly and reliably inflation since World War II. We then turn to looking at recent events in the light of these factors to try and extrapolate a likely trend for inflation in the coming years. Despite the dire economic challenges of World War II, the economy recovered quickly, the financial imbalances rectified in only a few years and inflation was tamed. Can the same thing be achieved after the pandemic? Our analysis suggests that this is highly improbable. Deep-rooted inflationary forces are at work because of the distortions that the economic order of the last 40 years has created. These distortions, exacerbated by the dual crisis, will take long to repair. We are then looking at an unsettled economic and inflationary future. The wise course of action to avoid a chaotic future requires that the US authorities withdraw from hands-on policies and instead, pave the way for the agile private sector to take the lead and adapt the economy to the changing conditions.

Arango-Arango, Carlos A., Yanneth Rocío Betancourt-García y Manuela Restrepo-Bernal. An Application of the Tourist Test to Colombian Merchants. Banco de la República, octubre de 2021. http://dx.doi.org/10.32468/be.1176.

Resumen
Cash is still widely used in Colombia, even among merchants that accept payment cards. Indeed, 60% of these merchants use dissuasive strategies to make their clients pay with cash. This shows that merchant service costs (MSC) for cards are not optimal in the sense of the Tourist Test. We present estimates of MSC compatible with the Tourist Test, such that merchants are indifferent between being paid with cash or cards. We find that cash is less costly than cards at the average retail-sales transaction-value, hence there is no positive optimal MSC at this ticket value. For the average card transaction ticket, the optimal MSC would be positive but far below the rates charge by the industry (0.74% in a short-term scenario). Yet, the additional incentive that sales-tax evasion provides to cash payments reduces the Tourist Test MSC to 0.44%. Our estimates for long-term scenarios yield even lower optimal MSC. An average price cap regulation that strikes a middle ground between these figures, and is complemented with sales-tax evasion measures, should discourage merchant strategies that deter consumers from paying with cards and will accommodate the wide heterogeneity in merchants´ scale, payment processing processes and ticket size. These results should be taken as a guideline as the estimations depend on the underlying assumptions and only consider the merchant´s side of the card industry.

Donahue, Jennifer, Jonathan Stewart, Nicolas Gregor y Yousef Bozorgnia. Ground-Motion Directivity Modeling for Seismic Hazard Applications. Pacific Earthquake Engineering Research Center, University of California, Berkeley, CA, abril de 2019. http://dx.doi.org/10.55461/gphh9609.

Resumen
We reviewed five models for modifying the natural log mean and within-event standard deviation of ground-motion models (GMMs) to account for directivity effects in the near-fault environment. We found broad consistency for strike–slip ruptures, with positive and negative directivity effects for cases of rupture towards and away from a site of interest, respectively. We found substantial divergence among directivity models for reverse slip, with some providing maximum directivity for sites positioned to experience the peak alignment of rupture direction with the fault-slip direction (this occurs in the up–dip direction), while others optimize directivity based on the amount of fault rupture towards the site (even if the azimuth of rupture propagation does not align with the fault-slip direction). We found four of five NGA-West2 GMMs to be centered on a condition of null directivity. Therefore, we consider those GMMs suitable for use in combination with similarly centered directivity models. We present two deterministic methods for adjusting ground-motion hazard results for the effects of directivity: one modifies ground motions for a specified hazard level based on location-specific (relative to fault) changes in mean and standard deviation; and the second produces a directivity-compatible conditional mean spectra. We also provide recommendations for incorporating directivity effects into calculations within the hazard integral by either (1) modifying the mean and standard deviation of ground motion to approximately account for the effect of variable hypocenter location; (2) integrating over a location-specific distribution of the directivity parameter, which also indirectly accounts for variable hypocenter location; or (3) integrating directly over alternate hypocenter locations. Review Panel: Jonathan D. Bray, Stephen A. Mahin, I. M. Idriss, Robert W. Graves and Tom Shantz.

Resumen
This case study traces the journey of Youth for Unity and Voluntary Action (YUVA), an NGO which was co-founded in Mumbai (erstwhile Bombay) in 1984 by a young graduate Minar Pimple along with a group of his lecturers and peers from the Nirmala Niketan College of Social Work, together looking to evolve an indigenous model of social work practice. To say that times have changed in India since YUVA’s inception 38 years ago would be an understatement. Despite this, the organization’s spirit continues to echo its founding purpose and values, and provide a space in which the most marginalised of young and like-minded people can come together, understand their rights and responsibilities as citizens, and work together towards shared ideals. Even today, the majority of the people who work with YUVA (meaning “youth”) come from marginalised backgrounds. Such talent composition is not the norm, even in civil society. Seeded with feminist ideals—in particular that of nurturing a careful and life-long sensitivity for the socio-politically marginalised, and standing by them in their strive for social justice—YUVA’s historical record is a statement of how a steadfast commitment to principles can eventually find home in a settled and satisfying practice. This case study lays out both what that historical record speaks and what it speaks between the lines. What the record directly speaks of is the radical milieu in which YUVA came into being, how it became a significant civil society presence in its own right, how it multiplied new initiatives, and how it underwent a difficult leadership transition and financial stresses, yet strived hard to remain relevant. Between the lines, the record hints at how an alert, attuned and active academic milieu constitutes a real treasure—a reminder that perhaps seems appropriate for the times; and narrates the story of how a feminist organization deeply committed to social justice operates from the inside, of the people who make it and how they make and remake it. organizations of this nature have an important place in the annals of Indian civil society but have not received a proportionate space within the documented field of organizational development and talent management. This case study provides an opportunity for learners to explore the idea, relevance and practices of a feminist organization, through the travails and triumphs of one of the oldest ones in India.

Resumen
Bangladesh, like most countries, grappled with the harsh conditions of Covid-19, with little infrastructure and set up of institutions to deal with the consequences of the pandemic. A country with a large informal economy, and an even larger export manufacturing sector it is highly dependent on, the Bangladesh government had tough decisions to make when it came to saving and protecting the lives of millions, as well as ensuring continued economic activity to save livelihoods. To strike a balance between protecting both these important factors, the central government adopted a unique approach of mobilising and enabling the local government to implement a lot of measures. Their approach was area centric, in that the local government recognised the needs of their districts, and that looked different for different areas of the country, whether rural or urban, agricultural or industrial focused. This policy brief outlines some of the local measures and responses that worked in minimising the impact of Covid-19 on the dense Bangladeshi population.

Resumen
Classrooms nationwide welcome a diverse group of learners. A goal, and an achievable one, is to recognize this unique diversity on a whole child spectrum and to strive to customize learning to meet individual needs. Critical to this process is for teachers to have at hand research that connects factors of learning in a holistic way. It is equally important to provide research-based strategies that teachers can use to embrace differences and provide pathways to robust learning for each student. With these considerations in mind, the Learner Variability Project (LVP) engaged in a partnership with the national nonprofit DonorsChoose to discover if teachers across the country could use the Learner Variability Navigator (LVN) to find and put in place research-based strategies that address the whole learner. The LVN is a free and open-source web app that curates research to provide factors of learning and affiliated strategies on a whole child framework. The pilot study found that even brief use of LVN encouraged teachers to reflect on the research-based strategies they already use and explore new strategies that support their students’ diverse experiences and needs.
