Texto completoThe innovation of the Tourist System through the integration with the agricultural sector, thanks to the valorisation and fruition of the agro-eco-landscapes (a new typology of landscape the result of the mix of natural and anthropogenic resources of that specific territory) is the focus of the research. The discovery of the paradigms that have originated many actual models of touristic – seaside in particular - and agricultural developments has allowed the research to deconstruct them, in order to propose a “new integrated coast-hinterland tourist system” based on policies, structures and tools aimed at an integrated sustainability. The creation of an integrated system and, therefore, the increase of the resources and of those subjects involved in the touristic sector, inevitably leads to socio-environmental conflicts that must be managed through participatory and inclusive decision-making processes. The choice of case studies (Province of Venice and Camargue) meets the need, on the one hand, to anchor the landscape neologism to an application case and, on the other, to suggest a concrete example of an integrated and partecipatory territorial management.

Texto completoThis work is a theoretical and methodological analysis of the public action territorialisation in the cultural field. We want to determine to which extent the strategic management of a territorial events portfolio takes part in the reinforcement of territorial proximity, and, by extension, in the sustainable attractiveness of this territory. First, we recall the territorial issues of a strategic management thought in the way of territorial proximity. One of the central concepts mobilized in this reflection is the territorial strategic management. It is understood as the new paradigm of the local public action. The “dynamics of proximity” approach is then proposed as an analytic framework of the local governance system. The activation of the potentials of proximity make a strengthening of territorial attractiveness possible (Chapter 1). Moreover, the cultural action can take many forms. However, we have seen a shift in French cultural policy. Formerly based on the development of equipment used to cover the territory and promote the democratization of culture, it is now subject to a phenomenon of “festivalization”. If the event is seen as a modern form of cultural action, the possible running out of steam as the development of a real competition on the “event destinations” marketplace invite us to place the analysis of the cultural event in a functional and dynamic approach of the territorial events portfolio. The aim is thus to consider the various functions assigned to the different events under a territorial strategic logic (Chapter 2)

Texto completoSustainable development calls for a technical and a cultural transition of the contemporary industrial society. How some collective actions, called industrial ecology projects, can make evolve in the same time conventional social concepts and current production and consumption practices? This problem is addressed from the perspective of the study of logics of collective actions, which means from the perspective of institutionalized motives and norms used as references in the social coordination process. To answer to this problem, we conducted a “dialogical” inquiry, in contact with practitioners (professionals) of the ecological building industry. The first part of the thesis is about the social concept of the industrial policy and the territorial policy of the French state. We show what are the transformation dynamics of the logics of action in these two areas. In a second part, the inquiry focusses on the study of "innovative" projects, which goal is to reorganize the building industry. We seek to understand how this sort of collective action can stimulate the emergence of new innovative practices, highlighted from both an industrial and an ecological point of view, while organizing in the same time dedicated local communities. We propose a model of the articulation between the industrial and the territorial logics of action as well as a model of the discursive governance of innovative projects

Evaluating Territorial Disaster Resilience: a novel multi-criteria methodology". Texto completoThis research started by the texts Our Common Future and Yokohama Strategy (1994), Hyogo Framework for Action - Building the Resilience of Nations and Communities to Disasters (HFA-2005) e Sendai Framework for Disaster Risk Reduction (SFDRR-2015). In particular faces the SFDRR priorities: 1) Understanding disaster risk; 2) Strengthening disaster risk governance to manage disaster risk: 3) Investing in disaster risk reduction for resilience; 4) Enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction. This text answers to following questions: What is it the resilience? Is it a product or a tool of DRR? Is it possible to realize a resilient model of a system (community-territorial-environment)? Is it possible to measure the resilience with specific indexes? Could be possible to obtain a Unit of Measure for territorial resilience, to understanding of an emergency context? Starting from the questions it was developed a main hypothesis: “Indexing the keys characteristics of a territorial system: the capacity to reduce a disaster impact, to preserve the integrity, and to adapt to new conditions, helps to identify the emergency threshold of the system” The hypothesis as led to compared the concept of Energy of Event and Resources of a System (actions, activities, resources) to contrast an extreme event. The field of study was result complex, with qualitative/quantitative data. Thus, it was chosen a Multi Criteria Decision Analysis (MCDA) approach, specially an Analytics Hierarchy Process (AHP). Thanks to AHP method it was introduced, in this work, the Disaster Resilience Threshold Index (DRTi), an evolution of the risk formula (Varnes, 1984). The DRTi is composed by the Territorial Critics Index (TCi) to measure the "dimension" of an Event, and Territorial Coping Capacity Index (TCCi) to measure the resources of a system. Some different composition of TCi and TCCi permit to quantify: the Territorial Emergency Index (TEi), the Territorial Disaster Index (TDi) and the Territorial Index of Catastrophe (TIC). Every of these measure the distance of the system from the equilibrium threshold, beyond which we will have a specific scenario. In this study, the formula and processes were tested a local level in a hydro-geological scenario. As results, we obtained: 1) thresholds to understand the territory; 2)knowledge about the breaks points of the system; 3) weighted indexes to understand where is better to invest resources; 4) a methodology to realize a list of priority actions.

Texto completoIn recent years, both scholars and operators, have shown a growing interest in territorial marketing, and events in particular. This thesis examines their role in marketing strategies, and develops its own contributions to the measurement process of the performances achieved through the implementation of various initiatives. This paper aims to examine the main features of territorial marketing, check the possible applications of franchising, identify the importance of events for the economy of an area and the importance of measuring the performance of the events themselves. Finally, the survey considers the possibility of applying the standards of marketing to events, through some empirical case studies. The analysis is divided into two sections: the first is part of the research field of territorial marketing (Valdani and Ancarani, 2000; Caroli, various years; Gregori, various years) and events (Getz, 2005; Cercola et al., 2010), considered as a means to promote the territory. The second part, instead, analyzes the marketing standards and models of "measurement" for events (Cherubini, Iasevoli, 2009; Bonetti, Izzo, 2010). Such models are verified with reference to specific initiatives in the Piceno territory. The present study emphasizes the importance of territorial marketing for the development of a specific area. It also proves the possibility of applying franchising patterns to the territory in a way that differs from the traditional one. It has also been demonstrated that the measurement process for events is not very common and often does not take into account the impact that events can have on the area they insist on. Eventually, the analysis of the case studies proposed can help understanding the effects of encouraging local governments to a different – even cultural – approach to their various decision-making processes.

In this present globalization time, every place has to compete with other places in order to ensure visibility and space in this world of consumers. Places are consumed in different ways by different people: tourists, investors, companies and also by consumers from derived products. Therefore, seeing the territory as a product beyond its physical materiality means gathering immaterial factors to constitute it as a system. Thus, the territory starts to be seen and above all experienced as a product to be consumed. Many cities have been building their images intending to promote themselves as an attractive and a differentiated destination such as, the city of Santo Ângelo. Everything considered, the aim of this work is to interpret the territory as a product/brand and identify through the strategic design methodology, the actions and strategies used by the city of Santo Ângelo for the creation and strengthening of its territorial identity.

Texto completoIn the current global economic environment, roughly dynamic, but also fragmented, the partial or complete relocation of the production is a widely debated issue. The arising questions concern particularly the impact of relocation on territories, which seem at first glance "submitted" to purely economic causes seeking lower production costs. This research work suggests analyzing production networks of the "made in Italy", that have been settled between Italy and Romania inthe last twenty years. The Italian entrepreneurial strategies were established according to the influence of the Romanian territorial inheritance and the territorial characteristics of Romanian departments. The successive phases of Italian companies’ relocations would form different territories according to the companies strategies, production networks, power relations and scales. This research work would also enlighten the reader about the emergence of new territories, multi‐sited territorialities and the different forms of development based on production networks set between Italy and Romania

This work had dedicated to investigate the nature of urban spaces from the perspective of strategic design. This work of the discussion of the fundamentals and concepts that characterize the territories and urban spaces, from a theoretical basis of the authors that reference and theme. After this, is brought to discussion, the conceptual foundations of strategic design and the context of the territory from its perspective. Thus, the territory is seen and described as a commodity, and, under this condition, is developed the application of two metology for data collection, a qualitative and another one quantitative method allowing an immersion in the complex universe of perceptions and views of the set of actors who are part of the social universe of Canoas. The Analysis and interpretation of this data set allows to build a reference base for the realization of a stage of experimentation in which, through a design workshop, future scenarios are created for the city.

Texto completoThis thesis entitled «Local space and tourism stakeholders in the territorial tourism development » aims toanalyze the human geography domain. Tourism in the Apuseni region should ideally be achieved through enhancement of natural and cultural environment, but also asa dynamic space for local stakeholders. The various local development stakeholders are interdependent imposed in this context, because tourism acts on the transformation of tourist sites with obvious contribution towards the local economy and beyond. The need to study the relationship between the stakeholders, their practices within a territory in interaction with tourism, emerges particularly because the results could be used for local development to design strategies for the development of tourism. The main research question is how the stakeholders can work together to create tourism richness. Our subject is only slightly tackled in the Romanian literature. Using a method that is both qualitative (interviews) and quantitative (questionnaires) we located and analyzed several tourism stakeholders from the public and private sector. Tourism is closely related to those involved on three levels: national, regional and local - as government and private institutions have an important role to play in applying a beneficial strategy of territorial development. However, the most important actor is still the tourist himself. The results show a high capacity of various stakeholders to work together in the area to sustain collaborative projects in partnership to promote a positive image of tourism in the Apuseni region, Romania. Stakeholder analysis involves both a geographical location and an identification in the territory in order to establish their role, the degree and mode of networking, as well as strategies undertaken by them. We noted that the private sector is more active than the public sector. There is a lack of collaboration between these stakeholders and each one acts differently in the territory. We suggest to build a tourism stakeholders system around these two concepts

Texto completoThis dissertation aims at describing the forms of urban fragmentation in Marseille as well as its socio-spatial consequences through the modalities of school supply at the middle-school level (collège) and the practices of choosing schools for 6th graders (élèves de sixième), at various levels, in 2006 and 2009. School mapping (carte scolaire) imposes to families a neighborhood middle school, but in the face of important socio-spatial reconfigurations affecting the entire city of Marseille, discrepancies between schools, parent’s pedagogical expectations and local schooling conditions widen. The study focuses on the one hand on the quantification and localization of the phenomenon of school dodging (évitement scolaire) in Marseille, and on the other on the detailed analysis of territorial contexts, where several types of schooling strategies develop. Strong differentiations and quick urban socio-territorial recompositions in Marseille imply heterogeneous school practices illustrating the widening of socio-residential inequalities in the city and representing excellent markers to probe into increasing urban fragmentation. An analysis of the strategies of different institutional and individual actors allows one to grasp the mecanisms of production of a systemic, top-down school space. The territorial approach is largely valued here and the analysis of local contexts underlines the existence of multiple, differentiated school territories

Texto completoThe increasing use of spatialized, collaborative and mobilizing strategic anticipations as steps of the public policy process by the Regional Council of Brittany, the Welsh Government and the Government of Quebec can be seen as an investment, by these "intermediate" territorial powers, of a field hitherto monopolized by central States and national representatives: the promise of the future. In a context of reconfiguration of centralized Welfare State’s model, accentuated by the economic crisis and the debt crisis of the late 2000s, the central states' capacity and political legitimacy to guarantee territorial prosperity and the hope for a better future has subsided. Regional administrations - in a broad sense - are therefore investing this space now available to put forward a sub-national vision of the future and of the territory, both among the population and the partners of the public action. The strategic anticipation processes studied produce and reproduce discourses on the vision of the future and territory, on the meaning of public action and regional institutions. These narratives are all caracterized by a political investment of the future, that is to say, a political economy of time. The approach by the notion of political investment of the future therefore helps to achieve a better understanding of the making-process and governing-process of a political space. Spatialized projective narratives that we have been able to study articulate several dimensions of the legitimization process: a territory-making process, a community-making process, and a polity defining process. This research perspective helps to study several dimensions of change: the internal transformation of national political spaces, the international convergence of subnational public action, and finally the redistribution of political authority in changing Nation-States

Texto completoChanging agricultural paradigm reveals local actors initiatives with regard to sustainable development. Based on the organics farmers union GABB32 experience around organic and conventional farmers agro-ecological techniques transfer and dissemination, this thesis proposes to analyze the role of collective dynamics in agro-ecological farms transition. In order to study innovations and its processes, we have developed a comprehensive methodology that combines the use of data collection such as interviews, participative and non-participative observation, and documentary analysis, which allowed following 30 farms belonging from the organic farmers union GABB32 cover crops group. In total, we realized 55 semi-structured interviews conducted with the main local actors: farmers, agricultural professional bodies, institutions, associations, and citizens. Results were articulated with farm management, group knowledge exchange and participatory approach, and territorial network dynamics. We reveal several individual and collective parameters in transitions. At the individual level, farmer strategies and values have an impact on the intensity of innovation. At the collective level, dynamics contribute to the advancement of innovation processes. From there, it is possible for farms to obtain a sustainable positive evolution. Creating spaces for knowledge exchange between farmers and changing practices toward sustainability opens network interactions and multi-actors cooperation’s. Collective action results show that they encourage organic farming development

Texto completoThis thesis is therefore based on the emphasis of the concept of territorial intermediation we consider a relational and organizational dynamics between local actors, variable in time and space The territory, the result of interactions and social constructs, playing here as a true indication of their behaviors, practices and processes that drive them. Reflecting our focus on spatial registration economic activities, as well as the relationship between territorial actors that lead to its formation and management. The strategic spatial planning as a vision in the medium - long term spatial organization of activities, also constitutes the privileged object of this work as input to query the connection between the door management practices and policies of economic development at the local level. The challenge is to observe and analyze the consistency, required the PSS, as an increased need for sustainability. To what extent the strategic spatial planning, orchestrated by the local public action, it enrolled in a territorial intermediation process, or more generally, for sustainable territorial development ?

Texto completoThe present study aimed at assessing the sustainability of the Management Plan of the Ecological Corridor Araguaia - Banana plantation, inserted in the Middle Araguaia, between the states of Goiás, Mato Grosso, Pará and Tocantins, whose field of action covers the areas of the Cerrado and Amazon. Evaluation tools, we adopted the methodological procedures of Strategic Environmental Assessment (SEA) proposed by the Ministry of the Environment, by this permit analysis of broad and systemic action policies-Plans-Programs (PPP) over a particular region or sector focus. Their evaluation stages comprise the phases described below: Screening, whose function consisted in the exhibition of the plan, through the confirmation of the possibility and necessity to apply the SEA management plan ecological corridor, under plan to be inserted into a region of great importance to biodiversity conservation, and because it is an action of significant regional intervention. The degree conferred strategy in this case in a regional plan for land management, where its operations mainly comprises the mosaic of protected areas and communities under the influence of the region. Exposed were the main driving forces that influence the impacts to the environment, characterized by agricultural activities, the expansion of the urban population due to land concentration and rural exodus, development projects for the transportation logistics and power generation, and pressure for reform agrarian. The following stage consisted of the definition of Scoping, whose initial function ended up exposing the intention of the ecological corridor management plan Araguaia-Bananal, in its goals identification, which later confirmed to be compatible with the sustainable development goals praised by the Brazilian AGENDA 21. In the politics-plans–programs (PPP) identification, those that apply influence towards performance forces in the ecological corridor region had been chosen, whose goals had passed by the compatibility evaluation with the management plan goals, verifying itself the diverse conflicting points evaluation, in special to those that stimulate the farming development and the infrastructure sector. The main indicators of sustaintability and production had been established, totalizing 40 indicators, that had assisted the ambient evaluation process, where the adopted procedure used the causal flow DPSIR model, allowing simultaneously to identify the 7 driving forces performance and 71 environment impacts. The conclusion obtained by this study indicates to a management plan that has goals and actions that would be effective in its application, if the indicators surveyed and their scenarios, it pointed to a reality unfavorable expressed by the low level of socioeconomic development of the region and lack of connectivity in the actions of the public sphere, leading to the individualization of responsibility in solving the problems of social and environmental agenda.

Texto completoIn a society where the acess to the necessary resources to the maintenance of life, like the acess to the land, is given in an uneven way, conflicts appear as manifestations that delimit inequalities, presenting potential to promote transformations. On the other hand, limit situations of dispute for land can lead to evictions, a serious violations of human rights. Conflict is just one of the possible interactions between groups, individuals, organizations and colectivity, and cooperation is the other possibility, in a directly opposed position. This possibility, however, is put as one of the perspectives by which such entities and groups can conect each other around a common goal. Thereby, this research has as objective the study of strategies of resistances adopted by social movements to defend a territory, in a context of dispute for the land. The research uses the case of the Movement in Defense of the Hill Santa Teresa - MDMST to identify, from the caracterization of the conflict, of the territory in dispute and of the social movement, the strategies used to defend the territory of the Social and Educational care Foundation of Rio Grande do Sul - FASE / RS in the Morro Santa Teresa district in the city of Porto Alegre, and verify, in the strategies adopted by the MDMST, the dialogue with the public policies and with the urban planning and the deployment of these strategies on the resolution of the conflict.

Texto completoThe Brazilian air transport sector has socio-spatial dynamics that are related to the performance and strategic actions developed by the airlines at multiple territorial levels. This study aims to analyze and discuss the business strategies in the Brazilian air transport sector considering the leading companies in the country, for these are the agents that engage in a constant and relevant dynamic based on strategic actions that promote rivalry and competition, but that are also supported by cooperative strategies. By analyzing the reproduction of business capital, this work discusses the strategies of three Brazilian companies that operate most flights in the country, namely: TAM Linhas Aéreas, GOL Linhas Aéreas Inteligentes and AZUL Linhas Aéreas Brasileiras. Considering the integration between capital dynamics and territorial dynamics, we defend the thesis that there is an inseparable link between the effects of business capital and certain territories and airports, which constitute the fundamental interests of the main Brazilian airlines. The primary objective of these companies is to pursue and ensure an increase in their potential territorial range. As such, these strategic actions are developed to obtain and hold the command, the supremacy over the expansion of territorial power. It is this that gives rise to the constant need to promote agreements and alliances with other companies. This approach is supplemented by such elements as: rivalry, competition, cooperation, distribution of air networks, definition of the main airport hubs, public concessions of airports to private companies, in addition to the participation and influence of foreign capital. In summary, these elements constitute a set of references to analyze and discuss the effects of business capital integrated with the search to control territorial range.
