Resumen
The assumptions of the resource-based theory (RBV) are often tested using an approach centered on the heterogeneity of resources, allowing only identify specific resources or capabilities that should be exploited to achieve competitive advantage. In this paper we use a conceptual approach seeking to test whether value, rare and inimitable combinations of resources and capabilities, rather than their specificity, achieve competitive advantage and performance. The results obtained from 368 questionnaires validated by business managers of several Portuguese economic sectors show that the increase in value, rarity and inimitability of the combinations tested, raises the company's competitive advantage, and that performance is achieved by this route. The findings are of interest for the development of the field of strategic management and for managers enabling strategic decision-making based on valuable, rare and inimitable company`s resources and capabilities combinations.

Resumen
Purpose Strategic groups research has been hampered by the poor alignment between theory and methods. This has been due in large part to the lack of significance tests for cluster analysis. Now that significance tests are available, the theoretical and methodological implications are discussed. The paper aims to discuss these issues. Design/methodology/approach The theory behind strategic groups is reframed to capitalize on the available significance tests. Subsequently, the significance tests are also modified to fit the proposed theory. Due to this integrative approach, this is both a theoretical and a methodological paper. Findings In lieu of significance tests, finding differences in performance emerged as the litmus test for the existence of discrete strategic groups. The concept of strategic groups gradually evolved to fit this requirement. Now that significance tests are available, these legacy effects of the structure-performance link can be removed. This reveals that three conflicting concepts have been sharing the label of strategic groups: strategic categories, interdependent strategic groups and strategic performance groups. The theory also reveals that the significance tests developed in ecological research need modifications for use in strategic groups research. Research limitations/implications A theory is proposed for interdependent strategic groups and a significance test of external isolation is proposed as part of this integrative solution. Originality/value This integrative solution appears to resolve the historical mismatch between theory and methods that has plagued this field since its inception. This creates a variety of intriguing areas for future research.

Resumen
Modern companies implement strategic mechanisms to support corporate competitive analysis. On this theme, the current study is an attempt to connect transformational leadership with strategic thinking capability by establishing a diagnostic research tool. The aim behind establishing such a research instrument is to evaluate strong or weak corporate operations and practices, being followed at the three selected work locations of a European multinational company. Following construct theory, this study's mid-range theorizing revealed that, the employees at the three target work locations are not significantly empowered and therefore incapable to take independent work decisions. Such incapability, in return, obstruct the process of effective corporate strategic leadership. In accordance with the study findings, the categories of “intellectual stimulation” and “individualized consideration” are identified as the weak areas, linked to the work leadership operations. In addition, the aspects, namely, “work situation” and “situational referencing” are identified as weak processes associated with the strategic thinking construct. Furthermore, “investigative approach” and “situational handling” appeared as potentially strong strategic elements. The above referred findings are critically significant to support future testing and refinement of the proposed research tool. The current study offers wider implications for specialists, practitioners and researchers through the process of re-evaluation or cross comparative analysis of the study results.

Resumen
Learners of foreign languages (L2s) apply strategies to support learning processes and L2 development. They select strategies according to their individual needs and preferences and adjust their strategic actions to suit situational circumstances and contextual conditions. A holistic investigation of strategic L2 learning processes requires the integration of numerous interconnected, flexibly-interacting influences, which are at constant interplay with each other and whose development is difficult to predict. Validated as effective in other fields of applied linguistics, complex dynamic systems theory (CDST) can also provide an appropriate frame for researching strategic L2 learning. Based on state-of-the-art methodological guidance for complexity research, this article presents the re-analysis of empirical data from a previous study through a complexity lens. It further examines the suitability of CDST in strategy research, explores its practical value, and demonstrates that a complexity perspective can generate new, profound information about strategic learning.

Resumen

The purpose of this dissertation is to advance the understanding of the impacts of trade and domestic policies on production, trade, welfare, and productivity. The first chapter summarizes and extends the New Empirical Industrial Organization (NEIO) literature by showing that the cost function specification plays a crucial role in identifying the market power parameter in both autarky and trade models.

The second chapter uses a strategic trade policy framework and the NEIO literature to analyze the oligopolistic competition between U.S. and Chinese apple exporters in the Association of Southeast Asian Nations (ASEAN) and in their domestic apple markets. A theoretical model is defined and quantitative results are derived for changes in ASEAN tariffs on imports of U.S. and Chinese apples and the latter countries' subsidies. A structural econometric model is estimated and simulated to quantify the effects of changes in the tariffs and subsidies on trade flows, price, and welfare.

The third paper develops a strategic trade model based on the new trade theory to analyze competition between Florida and São Paulo processors in the U.S. orange juice market and São Paulo processors in the European orange juice market. Comparative static results are derived to analyze the effect of a reduction in the U.S. and European tariffs on sales and welfare in the United States, São Paulo, and Europe. A structural econometric model is specified, and the NEIO literature is utilized to identify the market power parameters. The estimated structural model is simulated to quantify a reduction in the U.S. and European tariffs.

The fourth chapter analyzes the short- and long-run effects of various subsidies by developing a dynamic general equilibrium model with firm-level productivity shocks and endogenous entry and exit. Measurement statistics are specified for welfare, real gross domestic product, and total factor productivity to make the analysis resemble the data-based measurements macroeconomist typically implement. The model is calibrated to a general and widely accepted set of functional forms and parameters. The impacts of the elimination of subsidies are quantified by numerically solving the model for both steady state values and equilibrium transition paths for the above measurement statistics.

Resumen
Strategic alliances frequently terminate prematurely and as a result they may be seen as failures (Das et al., 1998; 2000a; 2000b). Forrest (1990) and Brown et al. (1995) suggested that IS (Information Systems) and IT (Information Technology) could reduce the prevalence of strategic alliance failures. The literature on strategic alliances is vast, and IS frequently mentioned as important but there is comparatively little research specifically focusing on the role of IS in supporting alliances. Given that it has been emphasised as an important issue and the fact that the research already conducted is fragmented across disciplines and journals, there is a need to analyse and synthesise knowledge in this area. Therefore, this research aims at fulfilling this gap by investigating the role of information systems in strategic alliances. An integration of Grounded Theory Methodology (GTM) and interpretive research methods is employed in this research study. This grounded interpretive research study has been conducted by employing peer reviewed literature on the topic. With this approach, the literature acts as the data set to be analysed. The selection of this approach has a number of advantages over gathering data through case studies and/or surveys as published articles can be international, span different types of organisations and contexts, and potentially provide a rich data set. However, this latter approach is not without its own challenges since a rigorous protocol for the selection and analysis of articles is required. The research findings suggest that information systems have played a significant and strategic role in organisational alliance development. As GTM is a research method which encourages researchers to develop new theories and models, eight significant patterns have been determined and they have been used to develop two new research tools. The two research tools are: The Alliance Framework (Figure 34) and The Alliance Analysis Model (Figure 37). The Alliance Framework classifies strategic alliances into three alliance stages; while The Alliance Analysis Model demonstrates the evolution of an alliance relationship according to each alliance stage. Both research tools provide visual representations of the current alliance relationship status, which can determine the potential strengths or weaknesses of a strategic alliance. Having applied the combined use of these two research tools, management teams of a strategic alliance can generate effective strategies in the future according to the current alliance relationship status and the alliance stages. The purpose of these two research tools is to make contributions to academic research, so that researchers can use them to analyse strategic alliances in a systematic manner. Another important research finding is the determination of four alliance facilitators. An alliance facilitator is defined as the elements that support alliance activities, which contribute to the alliance success. The four facilitators isolated in this study are: Trust, Alliance Commitment, Organisational Learning Structure and Cultural Compatibility. This resulted from the application of GTM as four significant patterns grounded up from fifteen characteristics of the twelve selected journal articles. All the alliance facilitators have been validated in reviews of the literature.

Texto completo
Resumen
Strategic information systems security initiatives have seldom been successful. The increasing complexity of the business environment in which organizational security must be operationalized presents challenges. There has also been a problem with understanding the patterns of interactions among stakeholders that lead to instituting such an initiative. The overall aim of this research is to enhance understanding of the issues and concerns in shaping strategic information systems security initiative. To be successful, a proper undertaking of the content, context and process of the formulation and institutionalization of a security initiative is essential. It is also important to align the interconnections between these three key components. In conducting the argument, this dissertation analyzes information systems security initiatives in two large government organizations – Information Technology Agency and Department of Transportation. The research methodology adopts an interpretive approach of inquiry. Findings from the case studies show that the strategic security initiative should be harmonious with the cultural continuity of an organization rather than significantly changing the existing opportunity and constraint structures. The development of security cultural resources like security policy may be used as a tool for propagating a secure view of the social world. For secure organizational transformation, one must consider the organizational security structure, knowledgeability of agents in perceiving secure organizational posture, and global security catalysts (such as establishing trust relations and security related institutional reflexivity). The inquiry indicates that strategic security change would be successful in an organization if developed and implemented in a brief yet quantum leap adopting an emergent security strategy in congruence with organizational security values.

Tien, Hung-Hua. "Strategic lobbying and taxation choice : a political economy of trade policy analysis". Thesis, University of Warwick, 1999. http://wrap.warwick.ac.uk/59196/.

Texto completo
Resumen
In this thesis, I use a political economy of trade policy approach to analyze the issues of strategic lobbying and taxation choice. The thesis contains 4 papers together with an introduction, literature review and conclusion. In Chapter 3, a lobbying-influence model is presented to discuss how the outcomes of trade policy is influenced by lobbying activities during the policymaking process. A comparison of the welfare-maximizing model and the lobbying-influence model under a game theory framework is undertaken. Chapter 4 provides a new explanation on the issue of asymmetric lobbying from the view point of the impact of external environment. Since the incentive of the domestic firm to engage in lobbying activities varies with its marginal costs, the outcomes of lobbying performance are different. This argument holds for both complete and incomplete information settings. Chapter 5 considers whether there is a positive role for lobbying activities in an incomplete information setting when the foreign entry is incorporated. The results suggest that the social welfare under the pooling equilibrium is higher than that under the separating equilibrium. As a result, there is no positive role for lobbying activities in this two-period model. Chapter 6 provides a political economy model to explain why trade taxes rather than more efficient income taxes might be adopted and what links the taxation choice and the economic development. In general, people prefers to pay less tax to the government. In a democratic society, a policy, which yields a higher utility to the majority of voters, is supported through majority voting. Therefore, the choice of taxation instruments depends on the tax payments, which are determined by the tax method, the income level, and the movement of income distribution over time.

This thesis investigates the use of the game theory and the real options theory in real estate development at the strategic level, trying empirically to explain different economic observations among different metropolitan cities and different property types. The real options theory provides a rich theoretical framework to analyze investment values in real estate development. It takes the market uncertainty into consideration, while the widely used neoclassical NPV valuation method takes a deterministic approach. A simplified real options valuation model is set up in this thesis to calculate the option premium value of waiting for developers. However, since it is done in a monopolistic setting, the strategic interaction aspect of real estate development will be analyzed using the game theory model. The interaction of the game theory model and the real options model will provide a comprehensive and powerful framework to study the timing strategy of developers. Using data spanning quarterly from 1995 to 2013 among 5 property types (single-family house, apartment, industrial, office, and retail) and 44 MSAs, this thesis analyzes the relationships empirically between the volatility of underlying assets, the land cost ratio, the option premium value, and the timing of development. The aims of the study are twofold. First, the study compares different market characteristics among different MSAs and different property types from the option game theoretic perspective. Second, it analyzes the effect and the use of the game theory and the real options theory in the context of real estate development.

Resumen
With the aim of contributing one aspect to the international relations enterprise of understanding the grounds for security policy action, this essay makes a theoretical exploration of the basis for security strategy-making on the political level, with the aid of a multidisciplinary framework for analysis (combining research on strategy, narratives and role theory). Developing the concept of strategic actor by assessing its constitution through aspects of strategic theory (e.g. theories of action), role enactment, and strategic narratives, enables the study to construct an analytical tool which can be utilized to assess the strategic reasoning of actors within international relations. This analytical tool is tested for relevance by being employed to empirically analyse public security strategies of states and intergovernmental organizations as presumed strategic actors. Empirical analysis guided by the framework for analysis is conducted vis-à-vis a selection of security strategies (a.k.a. strategic concepts) between 2000 and 2010, of state-actors: the Russian Federation, the United States, the United Kingdom, and IGO-actors: the European Union and NATO. The essay increases the understanding of strategic actors’ strategy-making in general and security strategy-making in particular. The findings augment the understanding of the complex choices facing political units if they aim to credibly cast themselves as a strategic actor – at least regarding the aspect of reasoning strategically – as well as shedding some more light on the particular policy material that security strategies represents.

Resumen
AbstractCommonly used game and decision theoretic models fail to explain the empirics of deterrence. This has unjustly led many theorists to criticize the (rationality and other) assumptions underpinning of such models. No serious game theorist will contend that his theoretic model will possibly take account of all the peculiarities involved in decision making and therefore be an accurate model of such situations. Games are an aid to thinking about some of the aspects of the broader situation. Game theory models prescribe what a decision maker ought to do in a given situation, not what a decision maker actually does. To maintain nuclear strategic stability, it is of paramount importance to understand the dynamical interplay between all players involved in decision making processes with regard to nuclear strategy. History has shown some progress in understanding nuclear deterrence by the use of initial game- and decision theoretic models to alleviate the burden of human cognitive biases. Since it is highly likely that (semi-)autonomous systems will in some way participate in the future nuclear strategic landscape, combined with the fact that the nuclear deterrent decision-cycle will also be based on algorithmic analysis, rational deterrence theory is and should be an integral element of strategic thinking about nuclear deterrence. That, or it might as well be game over.

Resumen
According to the 2016 EU Global Strategy (EUGS), today's world is characterized by an increased strategic competition and rising threats to multilateralism and a rules-based order. In this fast-evolving environment, the EU has shifted from its traditional “values-based” approach in foreign policy to a “principled pragmatism”. This holds that the EU should solidify relations with countries with shared values, while also engaging strategically with rivals. The EU's goal is to protect its strategic interests in the world marked by the US-China rivalry, a confrontational relationship with the Trump administration, and Russia's growing ambitions in their shared neighborhood. The present chapter examines some aspects of the EU's efforts to secure its autonomy in an emergent terrain for international competition: cyberspace. The analysis will begin with an explanation of the broader context for the EU's approach to cybersecurity, which should be understood as part of the Union's longstanding pursuit of “strategic autonomy” in an increasingly competitive geopolitical environment. It then offers a description of deterrence theory and its application to cyberspace, before turning to the development of the EU Cyber Diplomacy toolbox and targeted restrictive measures in response to cyberattacks. It will then seek to assess the deterrence potential of restrictive measures on the basis of some generic attributes of the concept of deterrence identified in rich theoretic contributions on deterrence theory and cyberspace. It concludes that while sanctions might appear to be ineffective and non-aligned with the operational characteristics of the cyber domain, their potential for establishing good practices should not be discarded. They should instead be used as a vehicle for promoting and informing the international discourse on the norms of responsible state behavior in cyberspace.

Resumen
Satellite navigation, communications and imagery are critical to military doctrine. They provide the capability and functionalities required to operate increasingly complex military assets with unprecedented precision. On account of their growing importance, there is a need for EU member states to develop their own satellite infrastructure, and to ensure control over and superiority in the space landscape in which satellites operate in order to protect their security. This paper analyses the EU Space Strategy, which is the first of its kind, identifying its strengths and areas where there is room for improvement, as well as the challenges facing the project to establish a common European space defence policy, in terms of both institutional and industrial collaboration.

Resumen
This Independent Country Program Review (ICPR) covers the Bank's Country Strategy (EBP) of the Inter-American Development Bank (IDB) Group and the program in Guyana during the period 2017-2021. The ICPRs assess the relevance of the country strategy, provide aggregate information on the alignment and execution of the corresponding country program and, if the data allows it, its contribution to strategic objectives (SO) established in the country strategy. The ICPRs are primarily directed at the IDB Group's Boards of Executive Directors. They seek to provide the Boards with relevant information, which would otherwise not be available to them, for the analysis of the EBPs submitted for their consideration.

McCulloch, Bob. INDOT Research Program Benefit Cost Analysis—Return on Investment for Projects Completed in FY 2020. Purdue University, 2021. http://dx.doi.org/10.5703/1288284317265.

Texto completo
Resumen
To demonstrate the value of research and its implementation, the Governor’s Office requested an annual financial analysis of the INDOT Research Program to determine the return on the research investment (ROI). The current financial analysis is for research projects that completed in FY 2020. Analyses on previous year’s projects is necessary primarily due to the time it takes some project outcomes to be implemented, extending into the following year. Therefore, the FY 2020 analysis is completed in calendar 2021. The ROI analysis will supplement the annual IMPACT report by adding a more rigorous quantitative benefit cost analysis (BCA) to the Research Program. Previous financial analyses used the approach of calculating net present values of cash flows to determine a benefit cost ratio and this report uses the same approach. Additionally, an overall program rate of return (ROI) is reported and will be accumulated over time into a rolling 5-year average. While the quantitative benefit cost analysis (BCA) was rigorous, results are limited to projects where benefits and costs could be quantified, where data is available to perform a quantitative analysis. Qualitative benefits are highlighted in the companion annual IMPACT report (https://www.in.gov/indot/files/Research-Program-Impact-Report.pdf ). In 2018, INDOT unveiled its new Strategic Plan. The Strategic Plan guides the priority research needs of the Research Program and in turn the research results support accomplishing the INDOT Strategic Plan, Strategic Objectives. A new Strategic Objective has been added to the INDOT Strategic Plan addressing Innovation & Technology. Additionally, INDOT created a new Office of Innovation. While the Research Program supports all of INDOT’s Strategic Objectives, these new initiatives have further highlighted the importance of research and its role in achieving the Strategic Objectives outlined in the new INDOT Strategic Plan. There has been more emphasis of new research needs related to new technology changes and transformational technologies. This will help position INDOT for future growth, adoption of new technologies and partnering opportunities. These new research projects will provide large qualitative ROI, however are difficult to quantify due to their complexity and newness.

Sembler, Jose Ignacio, Diether Beuermann, Carlos Elías y Cheryl Gray. IDB-9: Country Programming. Inter-American Development Bank, marzo de 2013. http://dx.doi.org/10.18235/0010515.

Texto completo
Resumen
This paper analyzes whether IDB-9 requirements surrounding the country programming process of the Inter-American Development Bank (IDB, or Bank) are being implemented fully and effectively. The country programming process includes two documents: the Country Strategy, which provides a multiyear overview of the Bank¿s work program; and an annual document that lays out lending allocations and the work program. The main requirements of IDB-9 related to country programming are that Country Strategies include development and macro-fiscal frameworks, that they build on these frameworks and country dialogue to align country programs to country needs, and that they reflect country demand for the Bank¿s lending and nonlending products. The annual programming document is then meant to implement the program laid out in the strategy to ensure that the projects funded by the Bank are in line with country needs. OVE finds that the Bank¿s Country Strategies fulfill some but not all of the IDB-9 mandates. They provide a general description of the characteristics and development challenges in the country, including recent macroeconomic performance, as well as summary diagnoses of sector needs and possible areas of Bank intervention. But they do not generally articulate a strategic approach for the Bank in key sectors or discuss the implications of the macro-fiscal analysis on the role of IDB or the size of IDB lending allocations. They rarely discuss or build on past successes and failures of the Bank in selected areas of intervention, explore the Bank¿s comparative advantage, or fully incorporate relevant analytic work. They provide limited if any information on the NSG lending envelope or portfolio and thereby miss an opportunity to build on potential synergies between SG and NSG instruments. It is only by identifying the synergies between various Bank activities and instruments¿including SG and NSG lending, technical cooperation, and analytic work¿that the Bank can make the most of its resources and tap into its full comparative advantage. With regard to the annual programming process, it is common for projects to be approved and undertaken in sectors that were not envisioned in the Country Strategy, and annual lending allocations do not necessarily accord with the lending envelopes included in Country Strategies. Indeed, the criteria used to determine lending envelopes and annual allocations are not transparent and appear to be closely correlated to past disbursements. In addition, the annual nature of the programming process puts time constraints on loan preparation that hurry the process and lead to year-end bunching of approvals¿and possibly squeeze out time for needed analytic work as well as opportunities for careful discussion and review. In light of these findings, OVE suggests that (i) the Board and Bank Management undertake an in-depth exercise to revisit the Country Strategy guidelines and consider carefully the appropriate role and structure of Country Strategies and Country Program Documents going forward; (ii) the methodology for determining both lending envelopes in country strategies and annual lending allocations in country programs be made more transparent and the Operational Program Report presented to the Board show how those annual allocations relate to IDB-9 priorities and country needs; and (iii) the programming process be carried out on a rolling two-year basis (with the first year being binding and the second year showing notional allocations and work programs) to allow greater time for planning and executing loans and other Bank support.

Resumen
There is a clear acknowledgment in the literature of the importance of developing regional innovation strategies to build competitive advantages. However, the concept remains fuzzy in terms of its limits and contents applied to the territorial field. This paper analyses one concrete type of territorial strategy that is currently being disseminated by the European Commission for regional development: the smart specialisation strategy (S3). Specifically, this paper analyses the aspects that remain under discussion and are opened to greater development and precision under the smart specialisation concept. The focus is on two dimensions: the content of the strategy and the process of the strategy (the “what” and the “how and who” of the strategy). By analysing the evolution of S3 since the 1980s and three cases of S3 based on research and development (R & D) in the Basque Country, the paper emphasises the convenience of adopting a broad definition of S3 and the different roles of the government depending on the existing capabilities in the region. Moreover, the paper indicates that it is preferable to simultaneously and not consequentially develop the necessary scientific and technological capabilities and the generation of a shared vision of the S3 strategy in an entrepreneurial process.

Resumen
What are the main issues in Chile's trade agenda? This paper argues that the country's agenda does not lend itself to that traditional kind of policy advice usually given throughout Latin America. Protection is low and uniform, institutions that govern trade policy are strong and well protected from capture and the country has put a lot of effort in opening markets in the region and abroad. The important issues that come out of the analysis are to a great extent, "second generational". That is: export diversification, the regional distribution of trade gains, completion of the "multidimensional" trade strategy and transport costs. Whereas Chile has made progress in diversifying its exports away from copper, concentration is still high even when compared to other resource intensive countries. On the regional issue, it seems clear that Chile's export-led growth in the last two decades was not evenly distributed across the regions. On Chile's "multidimensional" trade strategy, Asia is clearly the missing link in the country's wide net of preferential agreements and the evidence available suggest that transport costs are these days a more important obstacle to Chile's trade than traditional trade barriers.

China’s "Science and Technology Daily," a state-run newspaper, published a revealing series of articles in 2018 on 35 different Chinese technological import dependencies. The articles, accessible here in English for the first time, express concern that strategic Chinese industries are vulnerable to any disruption to their supply of specific U.S., Japanese, and European “chokepoint” technologies. This issue brief summarizes the article series and analyzes the Chinese perspective on these import dependencies and their causes.
