Resumen
The paper outlines the features of the spatial planning systems worldwide, on different continents, based on countries where legislative frameworks for the planning and methodology of preparing and implementing planning documents are defined. In order to define global features of a spatial planning systems it is necessary to address several issues: the implementation of sustainability principles, the development of regional planning, the importance of an urban planning approach, management system, implementation problems, participation, the share of strategic spatial planning and transnational cooperation, etc. The determination of the planning system by numerous and various factors influenced the different degree of development of the planning process. In many countries, planning practice faces problems associated with the disrespect of the law, corruption and illegal land use, resolving regional development imbalances in almost all countries etc. At a global level, addressing environmental issues is becoming a dominant goal in most planning systems.

Resumen
More than ever our planet requires new approaches, effective policies and innovative tools to better manage and protect our natural resources and the services they provide. The challenge we face is to create a future where the economy interacts sustainably with the environment and where people's welfare and well being is considered along economic, environmental, social and cultural aspects. Today's complex and interconnected issues greatly benefit from integrating information and knowledge from different disciplines to achieve enduring outcomes. Integrated spatial planning is a concept that makes use of enhanced knowledge and vastly improved technologies to explore development scenarios in a world of finite resources and to visualise trade-offs along the way. This paper discusses three key elements of spatial planning and illustrates their practical application using examples from New Zealand. A recently developed Integrated Spatial Decision Support System (WISE) is described and its potential use for place-based planning and decision-making discussed. The paper concludes with some lessons learnt and ideas for a ‘way forward’.

The current system of territorial planning in Latvia has been formed after regaining its independence in 1991. The European Union has had a great impact on the development of the concept and practice of spatial planning throughout the entire Europe and in each of the Member States, including Latvia. The common planning activities and initiatives at the European level had influenced planning practice in all the Member States. The aim of the research is to describe the development of the spatial planning system, as well as the features of planning practice in Latvia in the context of spatial planning activities at the European Union level. During the research, the author describes the development of the spatial planning concept, the typology and system of spatial planning in the European Union. Additionally, the author characterises the development of the legal framework for and practice in the spatial planning system of Latvia, as well as identifies the features of the Latvian spatial planning system and practice in the context of spatial planning activities at the European Union level. Research methods – content analysis, deductive and inductive methods, theoretical analysis of scientific literature, EU and Latvian legislation analysis, comparative analysis, etc.

In the view of the sections of the state information system for ensuring urban planning activities, the place is shown and the role in regulating the development of territories is revealed. The composition of spatial data contained in various types and sections of urban planning documentation is analyzed. A review of world practice has shown that many of the analyzed spatial data are included in national spatial data infrastructures, which indicates their high level of signifi cance. Consideration of the issues of updating graphic documents by maintaining duty plans of urban planning information using GIS technologies revealed the need to consolidate secondary (updated) documents at the legislative level. An analysis of the requirements for spatial data in the fi eld of urban planning and the real estate cadastre showed the need for their refi nement in terms of clarifying the requirements for the accuracy of describing the objects of urban planning activities and unifying the coordinate systems used. Proposals are given for the establishment of uniform requirements for methods for determining the coordinates of spatial objects and the rules for determining the permissible discrepancy, as well as requirements for the accuracy of determining the coordinates of the characteristic points of the boundaries of objects of urban planning activities.

Subject. This article discusses the issues of creating a planning system to improve the efficiency of cooperation between planning entities. Objectives. The article aims to study the features of application and specific characteristics of spatial and territorial planning. Methods. For the study, I used a comparative analysis. Results. The article finds that interpretations of the concepts of spatial and territorial planning used in Russian and foreign practice and research differ. Some authors confuse the two types of planning and use the relevant terms as synonyms, others distinguish the use of these types of planning in practice. Conclusions. The article concludes that spatial planning in comparison with territorial one, includes a larger number of elements. Spatial planning can form the basis to create a system of cooperation between neighboring regions.

Urban cultural crisis becomes a common phenomenon under the background of current globalized wave and rapid urbanization; the traditional city planning emphasizes on shaping material spatial form and lacks deep understanding and respect towards city culture, leading to the loss of city characteristics. It mainly because the cultural values of the urban planning are not clear and the urban spatial planning is divorced from cultural planning seriously. This paper starts with the cultural duality of urban space, puts forward that it is inevitably logical to integrate the cultural planning into the urban planning system; It discusses the theories and methods of cultural planning for urban spaces from the target system construction, main content and operation system, stressing that the core of cultural planning for urban spaces is the combing of cultural spatial factors and spatial cultural structure, then propounds the way to melt it into existing city planning system to enhance urban planning to the new stage of cultural consciousness and initiative.

Spatial planning has a long tradition in Slovenia. It was always a part of the integrated planning process, first institutionalized in 1968. The planning system was quite unique, combining economic, social, and spatial aspects in one, a so called long-term and medium-term social plan. At the national level its spatial part consisted of the national spatial plan, the defining concept for settlement management and growth, public service delivery, use of space and landscape transformation, protection of the environment, and guidelines for conflict management. Today, this form of planning is substituted by the national strategies and programs of each sector.

Abstract Protected areas can be parts of larger ecosystems, and land use changes in the unprotected part of the ecosystems may threaten the biological diversity by affecting the ecological processes. The relationship between protected areas and their surroundings has been influential in understanding the role of spatial planning in nature conservation. This article focuses on the problem that Turkey’s protected areas are vulnerable to pressure and threats caused by land use changes. Spatial planning serving as a bridge between nature conservation and land use is the solution for effective nature conservation in Turkey. Thereby, the aim of this article is to develop a conceptual framework which offers spatial planning as an effective tool to bridge the gap between land use change and nature conservation. In this context, first literature review is conducted, and systematic conservation planning, evidence-based conservation planning, bioregional planning and national system planning are presented as effective planning methods in nature conservation. In addition to literature review, official national statistics and Convention on Biological Diversity’s country reports are utilized to shed light on Turkey’s current state. Finally, a conceptual framework is defined, the main differences with the current situation are revealed. The results indicate that an effective planning system for Turkey’s protected areas incorporates a holistic, target-oriented system defining the spatial planning process for protected areas. The spatial planning system to be developed in this context is also used by decision-makers in evaluating the ecological effectiveness of existing plans.

The current urban planning is focused on the economic development, and weakens the basic guarantee for security and crisis prevention function. Taking the case of Taiwan where earthquake happens frequently, the paper introduced its theory and framework of urban planning of disaster prevention and refuge. Emergency planning and management profoundly depend on computer aided decision support tools which gather and analyze data on damage assessment, meteorology, demography, geography, etc., and provide decision support for prevention/mitigation, response, and recovery. Various technologies are amalgamated to provide useful functions to aid this decision-making process. Complexities arise when attempting to link two streams of technology to achieve a realistic, usable tool that emergency planners can rely on. This discussion aims to identify and analyze the challenging issues faced in using two technologies, simulation modeling and Geographical Information Systems, to design decision support tools for the evacuation planning process. The issues investigated arise from experiences in designing the prototype decision support system CEMPS. The discussion primarily focuses on issues related to the. behavioral and decision-making processes of the various players in the evacuation system, logistics, generating realistic scenarios for testing out contingency plans, the. validation of such decision support tools, and the future trends in technology and the emergency planning and management processes.

Knowledge of the nature of the energy load alterations not only in time, but also in space will allow achieving the optimal structure of energy sources in the city and thereby reducing unproductive energy costs of energy resources and increasing energy efficiency. Changing the paradigm of power supply systems development towards the development of small distributed power production, intellectualization and demand management requires a more accurate understanding of the planned local loads in the city. At present it is still difficult to obtain such data; it requires analysis of many sources and, consequently, takes a lot of time. The article presents a possible algorithm of formation of the space-time profile of energy resources consumption. At the heart of the load disaggregation there is a spatial distribution of consumers in the city, estimated by the density of the distribution area of buildings of energy consumer groups. The dimension of the model is not limited in both temporal and spatial resolution: the model is flexible and can be adapted to different cases and local conditions. The proposed algorithm has been applied to the modeling of the profile of electricity consumption in St. Petersburg. The profile is based on an annual graph of electricity consumption by hour (8760 values). The spatial resolution of the model ranges from hundreds of meters to several kilometers and depends only on the availability of initial data. In the example, the division of the city territory into administrative districts (18 districts of St. Petersburg) is used as a spatial unit. The obtained results showed their logicality and compliance with empirical observations.

Rather little has been published about systematic empirical research on the problem of spatial aggregation and its effects on spatial interaction models. Of the work which has been published, all of it has dealt almost exclusively with single-parameter spatial interaction models. In this article five different aggregation procedures are examined. The experiments were based on the use of a multivariate multiparametric spatial interaction model. A first set of hypotheses tests was performed with respect to the sensitivity of model parameters to spatial aggregation methods. A second set was performed with respect to the sensitivity of model goodness-of-fit to the five spatial aggregation methods. Although questions remain, the results clearly show that the multiparametric model responds well to different aggregation algorithms. Some parameters showed substantial response, as they should, to different zonal aggregations, whereas others are shown to be much less responsive. Further, the results clearly indicate that systematic aggregation procedures generally produce better results than do random procedures. A future paper will continue with a discussion of zone definition criteria, and recommendations will be made with regard to aggregation algorithms.

The process of studying urban planning implies the involvement of land use and land surface studies. They are largely necessary on a range of topics and issues. Sustainable development depends on con-trolling the effects of change. GIS can achieve this through its various capabilities, which can be used by urban planners and decision makers. GIS can operate as a tool and as a system, or even as a group of systems that work simultaneously or sequentially. GIS is one of the most important applica-tions of urban planning. This study is devoted to the peculiarities of the use of geoinformation tech-nologies in urban planning. The problems of limiting the use of GIS in urban planning are identified. The main types of GIS in urban planning, which are database management, visualization, spatial analysis and spatial modeling, as well as the most commonly used functions (interpolation, map over-lay, buffering and connectivity measurement) and options for their use depending on different tasks and stages of urban development, as well as the advantages of raster and vector data. The article also reflects the emergence and development of spatial decision support system (SDSS) and planning sup-port system (PSS) in urban planning. The role of GIS in the analysis of spatial planning is formulated.

The question of how to implement spatial planning more effective is a fundamental but very difficult one and one that has been of great interest to both the academic and practical community. However, a comprehensive review of the conceptual models and methodological systems for evaluating spatial planning implementation, and the existing practical research results of various types of spatial planning implementation evaluation, are yet to be presented. The study systematically reviews the main research findings in the field of spatial planning implementation from four aspects: conceptual analysis, measurement methods, evaluation frameworks and evaluation methods. This study found three distinct evolutionary features of research in this field: (1) The evaluation concept changes from complete rationality to limited rationality; (2) research methodology changes from a simple closed system to a complex open system; (3) the research perspective shifts from the map to the main body of planning implementation behavior. It is suggested that an important part of future research lies in establishing a system for evaluating the effectiveness based on a single subject who is an actor in the planning implementation process. On this basis, the micro-influencing mechanisms of planning implementation effects will then be explored. Deepening the research to the individual level will help improve planning implementation’s effectiveness.

The conflicts in spatial planning are the main reason that restricts the sustainable development of land use in China, and it is also the main barrier to the building of “Territorial Spatial Planning System”. This study analyzes the conflicts between urban planning and land-use planning from the three dimensions of construction land, basic farmland and ecological land based on a land-use transition matrix with the central urban area of Liupanshui City, Guizhou Province as a case region, and analyzes the causes of spatial planning conflicts from the perspectives of the central and local governments in terms of their preferences and interactive relationships. The main conclusions of this paper are as follows. (1) Urban planning and land-use planning have comprehensive conflicts with each other in terms of the construction land, basic farmland and ecological land, i.e. the scale of construction land in urban planning is 154% of that in land-use planning, and the scale of basic farmland in urban planning is 88.56% of that in land-use planning. (2) Central and local governments are the two main stakeholders of spatial planning, and they have different preferences for the utilization of spatial resources at prefecture-level cities. The central government is concerned about food security, and therefore, pays more attention to the protection of cultivated land, while the local governments focus on economic benefits and the ecological environment, and therefore, pay more attention to construction and ecological lands. (3) The urban planning system is a bottom-up design system, which determines that urban planning mainly reflects the preferences of local governments, while the land-use planning system is a top-down design system, which determines that land-use planning mainly reflects the central government’s preferences. The policy implication of this study is that in order to manage spatial planning conflicts, it is necessary to manage the conflicts of interest among stakeholders.

The process of testing weapons and military equipment involves numerous manual labor-intensive operations. Such operations can be simplified by fully or partially automating the test planning stages, conducting them directly, and processing the test results. Feature of testing weapons and military equipment is the large amount of data that somehow has a spatial location. One of the modern tools of cartographic representation, processing and analysis of statistical data arrays that have spatial localization, geospatial modeling and situation forecasting is the technology of geoinformation systems. The article substantiates the feasibility of using geoinformation systems as part of the weapons testing system and military equipment. The functional scheme of integration of the geoinformation component into the structure of the test automation subsystem is presented for geoinformation support of the processes of testing planning and processing of measurement results. An approach to the creation of geoinformation models of test sites is proposed, based on the use of methods of remote sensing of land and open Web-GIS resources. The list of functional modules of spatial data processing and analysis, which can be applied to the tasks of testing, is distributed in the geoinformation toolkit. Examples of typical spatial tasks that can be performed during test planning, direct testing, processing, and analysis of measurement results, if such data are spatially linked. The use of geoinformation technology in the test system will provide an arsenal of qualitatively new methods of digital cartography, such as the technology of automated preparation of cartographic information in the accepted cartographic projections and symbols, mass processing of arrays of measured data, a wide toolkit of mathematical and cartographic methods and functions, features and functions own methods, algorithms and methods of statistical information processing, create and use object-oriented geoinformation data models, operate with a set of visualization tools for the best presentation of research and simulation results.

The introduction of marine spatial planning (hereafter: MSP) for Croatia is essential, considering the coastline length and the increasing usurpation of coastal and marine space. MSP is more than a process that regulates the activities on the sea. It is an analytical approach to the setup of human activities in the marine area. As a maritime country, Croatia has ratified the Protocol on Integrated Coastal Zone Management and undertook the obligations of the Barcelona Convention. However, an appropriate document has not yet been made that would enable quality management of marine space. MSP and its onshore version contribute to the establishment and development of various activities, taking into account environmental, natural, economic, and sociological criteria. MSP is a continuation of spatial planning of the mainland area and must undoubtedly consider the more expansive coastal environment and the activities there. One of the tools in marine area mapping is the Geographic Information System (GIS), which has proven to be a very high quality and effective tool, especially in decision-making processes. The authors analyze the existing legal framework for marine spatial planning. Particular emphasis is placed on the obligations facing the Republic of Croatia to implement marine spatial planning. Given that the paper seeks to determine the advantages of MSP implementation using modern tools in marine area mapping, the authors in the third part discuss the benefits of using GIS as an acceptable tool in mapping marine space and provide recommendations for further actions.

As the level of development increases, spatial planning is becoming more significant among public management tools. Although the issue of spatial planning and its mechanisms has been repeatedly investigated in the literature, the issue of clashing of interests of different actors remains to be examined. Therefore, the aim of this study was to compare the enforcement mechanisms of the public interest in the spatial planning systems of Poland and Portugal. The analysis was based on a comparative analysis of the legal basis of the spatial planning systems of the countries. The research confirmed the hypothesis that even with some sociocultural and economic similarities, different countries do not have to create similar mechanisms for the realisation of the public interest in spatial planning processes. The specific solutions adopted in Poland and Portugal differ so much that the enforcement of the public interest proceeds with very few similarities. The integrated Portuguese planning system, with its hierarchical elements, facilitates the achievement of the objectives of public entities. On the other hand, the Polish system, with the dominant position of the municipality, pushes great possibilities of influencing the planning by land administrators, and the poor location of spatial planning in all public tasks makes it difficult, and sometimes even impossible, to achieve public goals in space.

Cities are growing rapidly. It takes a chain of activities to get food from farms to cities. This food system is largely driven by autonomous market development, seizing opportunities favourable to a stakeholder but unfavourable to society at large. Spatial planning is crucial along the chain of food system activities to improve food system outcomes, resilience, and limit negative trade-offs. To include the food system in spatial planning, it must first be mapped (i.e., spatialisation) to understand the functions. These maps inform the spatial planning process, which in turn influences spatial configuration of activities. This paper explores the role of spatialisation and spatial planning in the food system of the fast-growing Dhaka Metropolitan Area (DMA) using three different approaches: urban footprint, mapping, and semi-structured interviews. Stakeholders are unaware of spatial aspects that are present in DMA’s food system and therefore do not consider it while developing spatial plans. The analysis in this article, based on the Urban Food Footprint analysis, food system spatialisation, and interviews shows that spatial planning informed by descriptive spatial information can play an important role in guiding the transformation to a more robust, resilient, and inclusive food system.

The effectiveness of an investment determined by the macroeconomic situation of a country stimulates national macroeconomic development. The principles of sustainable development must be followed in order to effectively organize the spatial planning process. To ascertain the efficiency of the legal base of Lithuanian spatial planning, a comparison of the Lithuanian spatial planning organization process with those carried out in Poland and Germany has been performed. For this purpose, the basic principles of spatial planning legislation have been analyzed. The challenge was addressed to the analysis of the verbal spatial planning system. Verbal decision-making system UniComBOS (Unit Comparison for the Best Selection Object) is used for determining a model for an effective spatial planning system. The modified concept of the spatial planning model is suggested in accordance with the results obtained in the run of the carried out analysis.

The data management of urban and rural planning is very important and special. It is quite necessary to customize a thematic database system for urban and rural planning. According to their characteristics and classifications, the requirements of this system are firstly analyzed in this paper. With the integration of traditional relation database management system and geographical information system, an extendable data model for this thematic database is proposed. In this model, Client/Server architecture is adopted, Oracle is extended to store both attribute data and spatial data, and spatial database engine is utilized to access the spatial data in Oracle. At the client side, some functional modules such as data import and export, browse and display, query and retrieval, update and maintain, and security management are designed and developed. Finally, a case study of the thematic database system is applied. It is concluded that the customized spatial database management system for urban and rural planning is not only able to unify and store all types of data, but also able to improve the efficiency and visualization.

This paper is concerned with spatial policy in Ireland. It adopts an historical lens to help explain why Ireland currently finds itself at the bottom of the European league table with regard to local governance. After categorising the Irish political and planning system as highly centralised, bureaucratic and linear, the paper uses a case study of the Moycullen village plan to show an alternate path towards place development in Ireland. This case study sets out to contrast the desire of a people to collaborate in the authorship of their place with the top down nature of spatial planning in Ireland. By making clear the methods and results of the project, this paper highlights the latent demand that exists in a community that is subject to national planning system that reduces their ability to affect change. Through the use of some innovative approaches, this project has sought to fire the geographic imaginary of a people with respect to their place.

A major barrier to effective spatial decision-making in human-agent teams is that humans and algorithms use different mechanisms to solve spatial problems, frequently leading them to produce different solutions. Incongruity between algorithm-generated solutions and human spatial mental models results in higher workload in mixed-initiative systems, and potential breakdowns in trust and team situation awareness. Although these performance effects are well-understood, few methods exist for quantifying and comparing human spatial mental models and algorithm-generated solutions. To address these problems, 27 participants completed solutions to 5 spatial planning problems, before and after receiving assistance from 2 navigation algorithms. A novel path mapping and clustering approach provided a means of quantifying consensus in human mental models, and shifts in those mental models after viewing the algorithm-suggested routes. Human solutions clustered into a small number of shared mental models. Individual differences in trust in each algorithm predicted acceptance of that algorithm’s route.
