Texto completoCalls by political leaders, social activists, and international policy and aid actors for accountability reforms to improve governance have never been more widespread. For some analysts, the unprecedented scale of these pressures reflects the functional imperatives and power of liberal and democratic institutions accompanying greater global economic integration. This book offers a different perspective, investigating the crucial role of contrasting ideologies informing accountability movements and mediating reform directions in Southeast Asia. It argues that the most influential ideologies are not those promoting the political authority of democratic sovereign people or of liberalism's freely contracting individuals. Instead, in both post-authoritarian and authoritarian regimes, it is ideologies advancing the political authority of moral guardians interpreting or ordaining correct modes of behaviour for public officials. Elites exploit such ideologies to deflect and contain pressures for democratic and liberal reforms to governance institutions. The book's case studies include human rights, political decentralization, anticorruption, and social accountability reform movements in Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. These studies highlight how effective propagation of moral ideologies is boosted by the presence of powerful organizations, notably religious bodies, political parties, and broadcast media. Meanwhile, civil society organizations of comparable clout advancing liberalism or democracy are lacking. The theoretical framework of the book has wide applicability. In other regions, with contrasting histories and political economies, the nature and extent of organizations and social actors shaping accountability politics will differ, but the importance of these factors to which ideologies prevail to shape reform directions will not.

Many extraordinary cities are developed along the edges of water into different directions. Yet, the city of Hong Kong has been formed along narrow strips of scarce flat-land around the harbor and from reclamations of land-fills. Urban fabrics are stretched along water edges of the Victoria Harbor with distinct characters. For the rapidly developing cities, these urban fragments are elemental and essential to sustain. The objective of this thesis is to re-examine the water front urban fabrics, and their organizations, within the context of East Kowloon, including the Kai Tak Airport site. This thesis is structured through a parallel urban analysis and design proposal contrasting with the government proposal. The proposal will focus on the issues of urban plan, district characters, block types and, most importantly, utilization of water edges.

Texto completoThe concept of regionalism has been the subject of vast research. However, there have been few empirical studies of South East Asia. Although several authors have examined regionalism on a global scale (Russett 1967), the theoretical constructs have been primarily based on regionalism in Western Europe (Haas 1964). Few of these theories have been applied in the context of South East Asia.
The current members of ASEAN were chosen for my research paper. (1) ASEAN includes Indonesia, Malaysia, Thailand, Singapore and the Philippines, with the later addition of Brunei in 1984. The research paper was an attempt to the following questions:
â ¢ What degree of regionalism do the ASEAN countries show with regard to each variable defined as measuring regionalism. An analysis of the usefulness and limitations of each variable will be considered in the study.
â ¢ What is the significance of regionalism in South East Asia, in terms of current theories in the field of Political Science/International Relations. Data was used from a variety of secondary sources including UNDEX United Nations documents, International Trade Directory and the World Handbook of Political and Social Indicators. The variables were then correlated to check the extent of regionalism in the ASEAN countries.
Factor Analysis and Pearson's correlation statistic were used to determine the relationship between variables used to measure regionalism. From the study, the concept of regionalism was defined and measured by multiple indicators. The results indicated that some of the variables used to operationalize and measure regionalism may be inappropriate in an Asian setting. My study found that regionalism in terms of observable cooperation, in domestic and international policy had increased but has not reached the stage of political and economic integration among the ASEAN members.

Texto completoBackground: Maternal mortality is a significant public health problem world-wide,as it is an important indicator for the functioning of the health system. The maternal mortality ratio for Botswana is higher than other countries with comparable economic growth, despite impressive access to health services. In order to develop relevant programs and policies to reduce maternal mortality, the factors associated with maternal mortality were studied. The study aimed to describe the maternal and health services factors associated with maternal mortality in South East Botswana. Methodology: A quantitative case-control study was used to retrospectively review medical records for 71 cases of maternal deaths and 284 controls randomly selected from mothers who delivered in the same year and at the same health facility, in South East Botswana from 2007 to 2009. Information was collected on the maternal and health services characteristics of the cases and controls including age, level of education, marital status, parity, utilization of health facilities that consist of antenatal care (ANC), type of delivery, complications during pregnancy, type of health facility and ANC provider. Data was analyzed using Predictive Analysis Software (PASW) Version 18.Two-sample t- test, Pearson’s Chi-square test and the Fisher’s exact test were used to test the difference between the proportions of the various categories of variables in cases and controls. Univariate logistic regression analysis was applied to identify the risk factors associated with maternal deaths. A multivariate logistic regression model was estimated to see the joint effects of the identified risk factors for maternal mortality. Hosmer and Lemeshow test was used to test the goodness of fit of the model. Results: The mean age of the maternal deaths was 28.0 ± 5.3 years and they had taken place at a hospital (100%). A large number of deaths occurred before delivery(59.0%). The causes of maternal death included both direct (73%) and indirect causes (27%). Direct causes were the leading causes of death and they were abortion(22.5%) and haemorrhage (18.3%). The maternal characteristics associated with maternal mortality were having complications at delivery (OR=20.91), not receiving ANC (OR=6.31) and delivering by caesarean section (OR= 2.66). The health facility characteristics associated with maternal mortality were delivering outside the health facility (OR=14.78), having been referred from another facility (OR=8.62) and delivering at a general hospital (OR=5.91). The data produced a model with good fit that included one maternal risk factor and three health facility risk factors. These were being admitted with preterm labour, delivering at a general hospital or before arrival at the health facility and having been referred from another health facility. Conclusion: Maternal mortality was associated with both maternal and health facility risk factors. The model developed may be used to identify and manage highrisk women to reduce the number of maternal deaths. It was recommended that, the current system should continue to be monitored and evaluated through the Maternal Mortality Monitoring System (MMMS). Furthermore, the referral and management of complications needs to be strengthened through a multi-sectoral approach.
