Abstract This article develops the concept of the “developmental network city” (DNC) to link the literatures on neo-developmental states and urban economic innovation. Applying the developmental network state (DNS) model to the case of New York City, it shows how the American DNS contributed to the rise of a New York DNC, which features localised discovery and governance. Most important here was that New York’s developmental agencies created a knowledge economy alternative to the “global financial centre” path by selectively adapting DNS ideas and resources to fit the city’s landscape of applied innovation.

Troubling partnerships between the New York City Police Department (NYPD) and criminal informants during the mid-1920s adversely impacted urban African American women’s daily lives. Part of multiple hierarchies of municipal corruption, undercover surveillance operations represented one of many apparatuses law enforcers employed to criminalize black women’s ordinary behavior, to reinforce Progressive era images of black female criminality and promiscuity, and to deny women of their personhood and civil rights. Black New Yorker and criminal informant Charles Dancy, identified by local black newspapers as a vicious con artist and serial rapist, figured prominently in undercover police operations. Dancy falsely identified black women as sex workers and had them arrested, and in the process sexually assaulted women. New York blacks were outraged by some NYPD members’ use of informants as well as black women’s erroneous legal confinement. Situating informant work within the context of police brutality, racial inequity, and the denial of American citizenship, New York African American race leaders, newspaper editors, and ordinary folks devised and took part in resistance strategies that contested police surveillance operations and spoke on behalf of those who were subjected to state sanctioned violence.

This article explores the rise of the Guardian Angels, a community patrol organization founded in 1979 in New York City by Curtis Sliwa and composed mainly of black and Latino youths. The group emerged in an era of economic restructuring coupled with a rising fear of crime. The Guardian Angels merit attention because of their peculiar relationship to the rise of law and order politics. They demonstrate that the fear of crime was neither the monopoly of the white middle class nor merely a construction of politicians. Black and Latino Guardian Angels were agents of community crime control who drew on existing customs of self-determination and distrust of the police. Ultimately, however, the activities and the rhetoric of the Guardian Angels contributed to the rise of a conservative discourse that justified the strengthening of the police state, anxiety about crime, and the gentrification of neighborhoods.

Purpose The purpose of this paper is to explore the patterns and determinants of the division of household tasks within couples in countries under different welfare-state regimes. Design/methodology/approach The paper investigates data on “urban middle- and upper-class” couples living in New York, Paris or Tokyo area, from a 2007 international comparative time-budget survey carried out at the initiative of the Rengo-Soken Research Institute. Each partner was interviewed separately, offering a unique statistical source for analysing the organisation of domestic time. Findings The results shed light on the degree of proximity among the three populations in their housework-sharing arrangements. Greater parity in partners’ housework time is found for the New York couples, regardless of their occupational activity. In Paris and especially in Tokyo, other demands on the partners’ time and the contribution each makes to the household income both impact the actual division of household labour. Research limitations/implications The partners’ gender ideology was not elicited, and inclusion of lower-class couples could change certain results. However, the findings attest to the strong role that welfare-state regime plays in shaping housework time allocation. Originality/value Unlike other international comparisons, the survey used enables us to ensure strong comparability of measures. The welfare-state regime and family model frameworks clearly highlight the interplay between individual determinants and the institutional context.

Heralded as an innovative if short-lived builder of affordable housing, in 1975, the New York State Urban Development Corporation (UDC) defaulted on more than $2 billion in debt obligations and narrowly avoided bankruptcy. Offering the first detailed examination of its finances, this article argues the UDC was prescient of a new model for public-private housing finance that in the 1980s emerged in the ashes of conventional, state-financed public housing. In response to many of the long-standing challenges with government-produced housing, particularly inadequate funding, the UDC’s creation presaged the debt-driven model of development which would mature in the subsequent decades. While many scholars continue to reify criticism of government-created housing projects often on the basis of design or policy defects, the UDC’s failure highlights the importance of financial and political support in shaping the success of subsidized housing.

Gonzalez, Albany: State University of New York Press, 2005, pp. viii, 144.Air pollution in the United States, and especially in Los Angeles, has been widely covered in academic studies throughout the second half of the twentieth century, and the new century has already produced several new publications on the topic. Some of this abundance has to be explained by the tenacity of the problem, especially of urban air pollution and the continuing inability of state agencies and business to deal with it. In an era of Kyoto and in the face of an American federal government that is dragging its feet on the larger questions of climate control, air pollution has been recast from a nuisance to a public health problem to a global environmental threat, precisely at a time when so little real action towards its solution seems to be taking place. Yet, the continued interest in air pollution also can be explained by the blossoming of new political theories on the making of policy, which allow for reinterpretations of the data at hand (discourse theory, ecological modernization, and so on). Gonzalez's book is predominantly motivated by that second set of reasons. This long essay—it is a short book which reads more like an extended journal article—makes a distinctive argument which attempts to challenge some of the traditional stories told about air pollution regulation as well as the constructs of political thought that undergird them.

A partir d'une ethnographie de la mobilité des travailleurs colombiens originaires de classes moyennes urbaines, cette recherche explore les recompositions spatiales, sociales et d'entraide, à la lumière d'une mondialisation qui prône la flexibilité tout en limitant la mobilité de certains. Les Colombiens font parti du groupe des indésirables au niveau de la mobilité internationale et passent par des formes de contournement et de dénationalisation; mais ils sont bien placés au sein de l'échelle des migrants aux Etats-Unis où ils reconstruisent des identités positives. Cette approche contribue aux études sur les latinos aux Etats-Unis en y positionnant le groupe des Colombiens qui bien que numériquement important est aujourd'hui invisible, mais aussi au débat sur le rôle des réseaux sociaux dans les mobilités. Ces migrants n'utilisent les réseaux d'origine nationale que comme une aide parmi d'autres et la méfiance joue un rôle récurrent dans les liens qu'ils développent. L'approche multi sites incluant le pays d'origine a permis de mieux interpréter les stratégies des personnes qui se construisent au sein d'un seul champ social. L'étude rend compte de la remise en question des hiérarchies et du rôle des femmes au sein des relations transnationales. Enfin, ce travail questionne la fonction de la ville globale et des quartiers multi ethniques non ségrégués dans l'accueil des migrants. En effet, loin des schémas des quartiers ethniques isolés, les Colombiens ont construit différents «espaces colombiens» dont Jackson Heights, dans le Queens, serait un nœud essentiel leur donnant accès à un capital social au niveau du «Grand New York», mais aussi de certains réseaux transnationaux.

The Urban Renewal Program was an offshoot of the Federal housing Act of 1949, which alloted Federal funds to cities for redevelopment and slum clearance. Critics of urban renewal believe that the real intent of this program was redevelopment of the Central Business District, although officially the goal of the program was to provide a decent home and a pleasant living environment for the people. The result was improvement of inner city areas at the cost of uprooting and displacement of its residents.The Federal Urban Renewal Program ended in 1973, but local governments retained the option to use this strategy to revitalize neighborhoods. The politicians and planners of New York City have retained their faith in the Urban Renewal Program. They have modified the original program and concepts and are currently using it successfully to increase the housing stock and improve neighborhoods.The approach to urban renewal in New York City is very different from the preconceived notion that large scale demolition is the only method of implementation of an urban renewal plan. The scale and type of action varies according to specific needs of an area. Demolition is done only when necessary so that minimal relocation is required.Although provision of housing is the main thrust of the Urban Renewal Program, urban design issues are considered when preparing an urban renewal plan. This is a jointeffort by Federal, City and State agencies together with citizen input to create a better living environment for the people.This thesis analyses the reasons for this success through a discussion of case studies of current urban renewal projects in New York City. The focus of this research is on the neighborhoods of Arverne and Edgemere located in the Rockaway Peninsula in Queens. This study traces the planning process for these two urban renewal areas from their inception to the current status and identifies how urban renewal can be beneficial for the social and physical environment, and how it can be used as an effective planning tool.

The strict divisions of city spaces created by physical urban planning disintegrated under transformations of capitalism and its accompanying crises of overaccumulation, social urban planning was elaborated to more effectively control the capitalist city and to reintegrate the increasingly blighted areas of the once popular amusements into the economy.
This disciplined reintegration, unsuccessfully attempted in New York City's Times Square since the late 1920s. is finally being realized by the redevelopment forces that began shaping the city's spatial practices in the wake of the fiscal crisis of 1975. The development projects undertaken in midtown Manhattan following the recovery from the fiscal crisis are transforming the renowned Times Square theater district into a strikingly different urban environment. The new politics of redevelopment under the regime of flexible accumulation are almost exclusively oriented towards economic development that is equated with speculative property investments, rebuilding Times Square to promote the global city's finance monopoly. Denying the existence of the public realm and celebrating free market laissez-faire policy, the 42nd Street Development Project, under the guise of removing blight, is eliminating the undesirable and underprivileged from the new image of the Bright Lights District. Times Square as a center of the local popular culture of Broadway theaters, cinemas, restaurants, billboard spectaculars, and public celebrations, has been lost as a public space. In the redevelopment projects now imaging the Crossroads of the World, the lost city of the past is recreated through the commodification of its collective memory, fashioning a Disneyfied spectacle for the global urban center. This study examines the impact of white ethnic concentration on robbery and homicide in Chicago and New York City. As one of the first to disaggregate white ethnic populations, this study has the expectation that Italian-American concentration will have a stronger influence on robbery and homicide than any other white ethnic concentrations. This study is founded on prior qualitative research suggesting that the reputation of Italian-Americans influences the behavior of outsiders in their communities. The data show there is a significant and negative relationship between Italian-American concentration and the violent crimes robbery and homicide. This relationship only exists for white ethnic concentration with robbery. These patterns occur across both cities at three different aggregate levels. The results indicate that there may be particular characteristics about Italian-American ethnic concentrations which have dampening effects on the frequency of homicide and robbery in their communities; it is speculated that a reputation for Mafia involvement is one of the protective factors.

Resumen

Prompted by frequent media reports of school fraud and a lack of relevant K-12 literature, this research study was designed to investigate current fraud prevention practices in public school districts in New York State. Using a "fraud triangle" model, an analysis of existing legislation and professional practice guidelines reveals that an integral element is being overlooked in current fraud prevention efforts, namely employee attitudes (more formally rationalization).

In an effort to fill this gap, management and accounting literature is used to identify ten specific practices associated with a decreased likelihood of fraud rationalization in the business setting. Primary research is then used to ascertain the extent to which these business practices have been implemented in New York State public schools. HLM is used to examine the nature of the relationship between the presence of these practices within a school district and employee attitudes about rationalization, as a proxy measure of fraud risk.

Data concerning both district practices and employee attitudes about fraud were collected using an online survey of 938 employees from 56 randomly selected K-12 school districts in New York State. Findings reveal low or non-existent levels of district implementation for eight of the ten suggested fraud prevention strategies. However, where strategies have been implemented, employees are less likely to report rationalization about fraud. (As the number of strategies increases, rationalization tends to decrease.) The effect of individual strategies is examined. Several district and employee demographic factors are also found to have mitigating effects.

Based on the results of this research and analysis, specific recommendations are presented in an attempt to improve school district fraud prevention efforts. The analysis also suggests areas where follow-up research studies are warranted in light of this new base-line data.

Human reliance on fossil fuels has led to a wide range of adverse environmental and health effects. As our understanding of these impacts has grown, so has the search for other, more sustainable sources of energy. One such source is solar power, and the federal and state governments in the United States have created various policies and financial incentives to encourage adoption of solar energy technologies. While solar energy offers tremendous potential benefits, siting utility-scale ground-mounted photovoltaic arrays can give rise to strong public reaction. With this in mind, this thesis explores the controversy, or lack thereof, surrounding the siting of utility-scale solar energy facilities in New York by examining two case studies - the Skidmore College Denton Road solar array and the Cornell University Snyder Road solar array. While these two solar energy facilities share many commonalities, there is one key difference - the Skidmore College array created a much greater level of controversy than the Cornell University array. Analysis of this divergence indicates that choice of site is a crucial determinant of the extent of controversy. While local impacts are an important concern, this thesis demonstrates that the reasons for controversy go well beyond those impacts. Issues related to information, equity, and trust were other key sources of controversy. In addition to analyzing the sources of controversy, this thesis also offers some recommendations that may be helpful for entities involved in the development of solar power facilities. It is hoped that these recommendations will help to eliminate or mitigate future solar power siting controversies.

AbstractAfrican urbanisation is at the crossroad. Despite the ever-growing urban challenges and rapid transformation of cities in Africa, there is a positive trend of knowledge production and dynamic policy reforms aiming at a better management of urbanisation and related development fields. The discourse on current African urban challenges and prospects is calling for a change of perspective in understanding urban Africa from its own sociocultural and historical context. Scholars, for instance, (Connell, Plan Theory 13:210–223, 2014), (Robinson, J. (2006) Ordinary cities: between modernity and development. London; New York: Routledge (Questioning cities); Robinson, Int J Urban Reg Res 35:1–23, 2011)) and (Watson, V. (2009) ‘Seeing from the South: Refocusing Urban Planning on the Globe’s Central Urban Issues’, 46(11), pp. 2259–2275; Watson, Plan Theory Pract 15:62–76, 2014b) argue that the diversity and uniqueness of each urban context developing at the intersection of local, regional and global challenges, threats and production of knowledge. In light of this, the chapter gives an insight into the conceptual framing of this book, including the key thematic areas; and an overview of topics covered by the chapters. The book has three thematic areas: planning theories and Models; the state of planning education and capacity; participatory and multi-governance approach towards current urban challenges. Under these themes, the chapter introduces several cases from various cities across Africa.

Resumen
The governance of urban nature cannot be understood independent of the political economic context in which it is embedded. Thus, chapter one presents a brief overview of how the changing political economy since the 1970s fiscal crisis has affected the management of the urban environment in New York City by both state and non-state actors. In exploring the current environmental governance network in New York City, I present Social Network Analysis graphs of the urban forestry and urban agriculture organizational networks, which make visually apparent some of the key differences in the actors engaged across these issue areas.

Abstract The theme of the city and the university provides a welcome opportunity to clarify an aspect of the Frankfurt School’s history that has always troubled me. I refer to the vexed problem of its roots in the social and cultural conditions of its day, the link between its Critical Theory and the context which in some sense or another allowed it to emerge. As wary as I have always been of the sociology of knowledge in its more reductionist forms, I have also never felt comfortable with the school’s reticence about exploring its own origins, an attitude best expressed in Theodor Adorno’s remark that “a stroke of undeserved luck has kept the mental composition of some individuals not quite adjusted to the prevailing norms.”1 Even luck, deserved or not, seems to me worth trying to explain, and perhaps in the case of the Frankfurt School, looking at its relations to the cities and universities with which it was connected may provide some help. For, after all, it is not every group of intellectuals whose very name suggests both an urban and an academic link.

<em>Abstract.-</em>In 2002, the New York State Department of Environmental Conservation (DEC) implemented the I FISH NY program in Long Island and New York City using funds from the Sport Fish Restoration Program, administered by the U.S. Fish and Wildlife Service. The program was created to ensure that anyone who has a desire to fish would have the resources and knowledge necessary to do so, and to increase stewardship by building public awareness and understanding of aquatic resources in metropolitan areas of New York State. DEC subsequently partnered with New York Sea Grant to perform activities including community fishing clinics, school programs, and day-camp programs. Numbers of people reached and quality of programming have increased since program inception, and this is attributed to creation of full-time, long-term staff positions.

Urbanization and mental health are inter-linked. With the expansion of cities, pressures on services are increasing. The constraints for providing healthcare services are tremendous and financial resources can be demanding. In this chapter, service provision in Vancouver and New York are compared. It is well recognized that in most countries, there exist three levels of government: the national or federal, state or provincial assemblies, and city or municipal councils. In theory, each order is relatively independent. Local or municipal governments typically derive their powers from state or provincial law. This is notable because it places statutory limitations on what cities are responsible for, and restrictions on how, and where, the municipality may raise and spend monies. Health care policies may be developed at federal or national levels and, paradoxically, their delivery is expected at local levels, raising specific issues and pressures on local authorities.

<p>The Brooklyn Bridge is a National Historic Landmark and a New York City Landmark that has been in use for over 137 years. This is one of the most pictured bridge structures in the world, while being used as a critical and vital part of the infrastructure carrying over 105,000 vehicles per day. This paper addresses the engineering challenges/solutions related to the most current rehabilitation work being performed.</p><p>Contract 6 (2009 to 2017) represents a $650 million investment into the bridge to maintain it in a State of Good Repair. Work included deck replacement using accelerated bridge construction techniques and complete painting and steel repairs of the main span. A high-level traffic study and traffic simulations were developed to evaluate differing closure scenarios and their impacts on user costs and the traveling public.</p><p>Contract 6A (2017 to 2019) represents a $25 million investment in maintaining the historic and aesthetic integrity of the Brooklyn Bridge structures. Approximately, 30,000 SF of granite stone cladding will be replaced under this contract.</p><p>Contract 7 represents a $300 million investment that will address the rehabilitation of the historic arches on both sides of the main span and strengthening of the Towers. Construction is expected to begin in 2019.</p><p>Contract 8 represents a $250 million investment. It is in the planning phase and will address a new promenade enhancement (widening) over the Brooklyn Bridge.</p><p>This paper discusses how these engineering challenges were faced and resolved.</p>

<p>In recent years, several locations in the United States have been experiencing a significant increase in seismicity that has been attributed to oil and gas production. As oil and natural gas production in the United States continues to increase, it is expected that the seismic hazard in these locations will continue to experience a corresponding upsurge. However, many urban structures in these locations are not designed to withstand these increasing levels of seismicity. Accordingly, it is crucial to develop methodologies that can help us quantify the seismic performance of these structures, establish their risk levels, and identify optimal retrofit strategies that will enhance the seismic resilience of these structures. In this context, structural health monitoring (SHM) plays an important role in understanding the seismic performance of structures. SHM can be used, in conjunction with finite element modelling, to provide a realistic representation of the structural performance during a seismic event. In this paper, a framework for seismic risk assessment of reinforced concrete buildings based on SHM is presented. The framework combines nonlinear finite element modeling and SHM data to establish the seismic fragility profile of the structure. The approach is illustrated on a multi- story reinforced concrete structure located on the Oklahoma State University Campus.</p>

This paper examines the way in which Airbnb dynamics are changing spatial and social conditions in urban centers. A comparative study of the situation in three important global metropolis—New York, London and Barcelona—provides an approach to analyzing how policymakers struggle to control the accelerated expansion of the short-term rental housing platform, under the scrutiny of the public. It aims to foster a broader understanding of the impact of the sharing economy in the realm of housing, in a context of economic globalization and decline of the welfare state, where advances in technology meet with sociological and generational shifts in behavior.

The urban landscape assesment as an important element in the quality of life and the sustainable development of the city constitutes an incipient field of investigation from a new perspective that adds meanings and values. It starts from the concept of assessment as a system where tangible and intangible values ​​are considered by the population and the experts. Urban planners, politicians and citizens need comprehensive and clear information in order to conduct or get involved into successful evidence based planning and policy making. The objective to improve the quality of planning outcomes both at the local and regional level necessitates in creation of design mechanisms which could help planners verify and support their approach with quantitative analyses and simulation tools. While this sort of problems has already been explored for a while, with an abundant literature on the topic, there still remains a lot to say, especially when it comes to evaluation of plans, such as local plans of urban development, general plans, studies for the municipalities or larger, inter-municipal associations. Along with the implementation of INSPIRE Directive in Europe, data for these analyses, so far patchy and incomplete, becomes slowly but progressively available. The use of quantitative analyses may refer to several aspects of physical form, such as connectivity, continuity of ecological systems, conciseness of built structures and urban boundary, analyses of the morphology of urban tissue, etc. Completed with the qualitative description and enriched with the socio-cultural preconditions assessment they may give a comprehensive picture both of the current and the planned state. New York State is expected to experience future population growth that is increasingly concentrated in urban areas, where there is already a heavy burden on the existing energy, water and waste management infrastructure. To meet aggressive environmental standards (such as that established by the State’s “80x50” goal), future electrical power capacity must produce substantially fewer greenhouse gas emissions than currently generated by coal- or natural gas-fired power plants. Currently, biogas is combusted to produce heat and electricity via an internal combustion engine generator set. A conventional internal combustion engine generator set is 22–45 % efficient in converting methane to electricity, thus wasting 65–78 % of the biogas energy content unless the lower temperature heat can be recovered. Fuel cells, on the other hand, are 40–60 % efficient in converting methane to electrical energy, and 80–90 % efficient for cogeneration if heat (> 400 °C) is recovered and utilized for heating and cooling in the community power system. This current research studies the feasibility of a community biomass-to-electricity power system which offers significant environmental, economic and resilience improvements over centrally-generated energy, with the additional benefit of reducing or eliminating disposal costs associated with landfills and publicly-owned treatment works (POTWs). Flame Fuel Cell (FFC) performance was investigated while modifying biogas content and fuel flow rate. A maximum power density peak at 748 mWcm-2 and an OCV of 0.856 V was achieved. It should be noted that the performance obtained with the model biofuel is comparable to the performances of direct methane fueled DC-SOFC and SC-SOFC. The common trends also concluded an acceptable range for optimal performance. Although the methane to CO2 ratios of 3:7 and 2:8 produced power, they are not the strongest ratios to have optimal performance, meaning that operation should stay between the 6:4/4:6 ratio range. Lastly, the amount of air added to the biogas mixture is crucial to achieving the optimal performance of the cell. The data obtained confirmed the feasibility of a biofuel driven fuel cell CHP device capable of achieving higher efficiency than existing technologies. The significant power output produced from the sustainable biogas composition is competitive with current hydrocarbon fuel sources. This idea can be expanded for a community waste management infrastructure.

Hybrid vehicle technology is beginning to make a significant mark in the automotive industry, most notably by the Toyota Prius THS-II and its one-mode technology, but also by two-mode architectures recently introduced. GM-Allison, Renault, and the Timken Company have attempted to capitalize on the advantages over simpler series and parallel architectures that the series-parallel configuration confers on the Prius while also improving the design by allowing the powertrain configuration to physically shift and operate in two different modes depending on the driving load. This work provides an overview of the state-of-the-art in two-mode hybrid vehicle architectures, and demonstrates the performance of this technology in comparison to the market-leading Toyota Prius one-mode hybrid vehicle technology and conventional ICE technology. Simulations in the NREL ADVISOR® software compare the performances of the one- and two-mode architectures against a parallel-full design and the ICE baseline for four different drive cycles and a vehicle with varying weight that simulates a commercial vehicle application. A configuration that is a variation of those designed by GM-Allison was chosen as the representative of the two-mode architectures. The performance metric was fuel economy. The fuel economy was measured over the course of the drive cycles: (1) Urban Dynamometer Driving Schedule for Heavy Duty Vehicles (UDDSHDV); (2) New York City Truck (NYCT); (3) City-Suburban Heavy Vehicle Route (CSHVR); and (4) Highway Fuel Economy Test (HWFET). The vehicle model uses a module developed in-house for a Kenworth T400 truck with a payload that varies from empty to completely full. The results demonstrate that the two-mode architecture provides significantly improved performance to that of the conventional non-hybrid design and comparable performance to that of the parallel-full hybrid design. Furthermore, the one-mode design is shown to be sub-optimal for this vehicle type. Development and optimization of the control strategy, which is the direction of the current research, should allow for additional improvement in fuel economy; optimization of vehicular components could result in improvements in acceleration ability, gradeability, and top speed performance, which lags behind the performance capabilities of the conventional powertrain vehicle in these metrics. The study confirms that two-mode architecture presents unique advantages for constantly changing driving cycles and vehicle payloads and represents the future of hybrid vehicle technology.
