Resumen
The paper highlights the socio-economic aspects of the concept of hijra or migration in the Islamic tradition. The paper argues that the conception of migration in the Islamic tradition has been shaped by not only religious and ethical values, but also social and economic motivations and consequences ever since the first migrations to Abyssinia and Medina. The paper addresses the notion and practice of hijra in Islamic history by highlighting its ethical and religious value as well as its nature and evolution into a socio-economic activity motivated by different forms of oppression, including social and political oppression as well as economic deprivation. The study draws on the history of Islam and the Islamic society, the sources of Islamic law and doctrines, and the thought of scholars in relation to the changes in approaches to migration, and the conceptualization of hijra as an activity motivated by oppression and economic hardship.

L'histoire de l'humanité est étroitement liée à celle des vagues migratoires qui représentent l'un des traits les plus importants de nos civilisations. Mais le fait marquant de notre histoire contemporaine est la migration climatique qui est désormais depuis 2009, la première cause de migration forcée. Dorénavant, le discours sur les migrations ne pourra plus se limiter aux migrants économiques, au phénomène de fuite des cerveaux et aux réfugiés politiques ; il englobe désormais une population grandissante de migrants pour des raisons climatiques ou météorologiques.
 Cependant, la migration climatique est aussi de plus en plus considérée comme une stratégie d’adaptation humaine innée et spontanée permettant de faire face aux facteurs environnementaux rudes et dégradés.

This article is devoted to the analysis of permanent and temporary migrations of the Altai Region population in the context of the socio-economic space integration. Intraregional, interregional and international migration links were described; factors and mechanisms that determine their scale, intensity and effectiveness were identified; specificity of the influence of the various migration types on the development of integration processes in the socio-economic space was shown. In the field of population exchange with other regions of Russia, the region acts as a donor, which limits its demographic potential both for its own development and for the development of integration processes in other areas. International migrations were characterized by the expansion of the migration interactions space, the complexity of its structure and the positive migration balance with neighboring countries throughout the study period. Intra-regional migrations were characterized by the concentration of the population in large cities and surrounding rural areas. As a result, there was a fragmentation of the internal socioeconomic space. Within the dynamics of the analyzed interactions, four stages were distinguished, two of which (1990-1994s and 2010-2013s) were characterized by an increase in migration ties, and the other two (1995-2009s and 2014-2020s) by their weakening. The conclusion about the expanding space of interregional migration interactions and especially significant role of Siberian regions in this process was made.

The expansion of the boundaries of globalization in itself leads to the facilitation of the movement of people from one country to another. As the reality of past decades has shown, this could be voluntary or involuntary movement, which is caused by the need to find jobs. Over the years, the migration of these flows of people between countries has acquired a large scale and has become a pressing challenge. Migration is among the most important global challenges, which is accompanied by not only social, unsustainable, and severe economic problems, but also creates many difficulties in many countries throughout the world. One of the major reasons for present-day human migrations is due to socio-economic problems. The analysis of the migration balance showed us that in the first decade of independence (1994-2002), the negative migration balance was particularly high (25-190 thousand people). In 2022, as a result of the migration changes caused by the Russian-Ukrainian war, the positive migration balance amounted to 56,509 people. The analysis of these migration flows in terms of age, in 2022, has shown that the number of immigrants in all age-groups was higher than the number of emigrants, which is also the result of the migration changes caused by the Russian-Ukrainian war. As expected, emigrants and immigrants (economically active population) between the ages of 16 and 64 have the highest specific share, which made up 84% and 86% of their total number, respectively. Given the increased opportunities for international mobility and the driving factors of migration, a reduction in emigration flows is unlikely to occur in the near future. In our opinion, it will be important to bring these flows into a safe and legal framework, as well as to strengthen relations with the large Georgian diaspora living abroad and to involve them in the socio-economic development of the country. It should be noted that today, remittances continue to play an important role in the lives of migrant families remaining in Georgia. As studies show, despite their relatively high amount, remittances have little impact on the country's economic development. Thus, it is important to establish a migration policy in Georgia that will contribute to the reduction of irrational, intensive emigration, the legalization of migration, the increase of the efficiency of migration, the return of migrants and their socio-economic reintegration in their homeland, the harmonization of the migration policy of Georgia with the measures taken by the countries of immigration, and the normalization of immigration processes.

Cette thèse revient sur la constitution de la catégorie administrative d'Étrangèr. E Indésirable. Cette catégorie apparaît de façon massive au sein de l'administration du ministère de l'Intérieur français tout au long des années 1930. Elle devient une catégorie juridique avec l'adoption du décret du 12 novembre 1938 qui permet l'internement de toute personne qualifiée d'Indésirable. En étudiant parallèlement les décisions des administrations centrales et les pratiques locales du service des Étrangers de la préfecture de Marseille entre 1938 et 1942, cette thèse revient sur la question des continuités de l'État au quotidien en matière gestion des Indésirables. Elle analyse le traitement différencié des populations par l'État en raison du genre jusque dans les usages de la qualification d'Indésirable, à une période où le maintien des individus dans des rôles sociaux différenciés, productif et reproductif, devient un enjeu central des politiques publiques. Enfin, ce travail a pour ambition de contribuer au débat sur la mise en place de la Shoah en France, et plus précisément sur les dynamiques propres à l'appareil d'État français. Dans cette perspective, il entend poser la question des liens entre le développement des pratiques d'État envers les Indésirables dès les années 1930 et la décision de livraison des Juifs et Juives étrangères de zone sud en 1942. Ce faisant, c'est la question plus large des logiques d'ensemble qui gouvernent les politiques de gestion de population au sein des États modernes qu'il s'agit de poser. L'hypothèse avancée, est celle de la constitution parallèle de logiques éliminatrices et de logiques disciplinaires comme modalités d'action publique<br>This dissertation traces the constitution of the "undesirable alien" category, analyzing it from a gender perspective. This category appeared massively within the French Home Office administration throughout the 1930s. It became a judicial category with the decree of 12 November 1938 that allowed the internment of any "undesirable" person and remained in use within French state administrations after 1940. By examining in the 1938-1942 period, both the decisions of the central administrations and the practices of Marseille's local immigration administrative office, this dissertation revisits the state's everyday management of "undesirable" people. The specific focus on the control over female immigrants sheds light upon this little-known dimension of internment. Such a focus allows for an analysis of the state's gendered treatment of populations, in a moment when the upholding of differentiated productive and reproductive gendered roles became a central concern for public policies. This dissertation also aims at contributing to the debate over the Holocaust's implementation in France, especially regarding the dynamics that are specific to the French state. It does so b questioning the relation between the development of state practices targeting "undesirable" people in the 1930s and the 1942 decision of deporting Jewish foreigners from the French southern zone. The general logics that underpin modern state population management policies are hence revisited: the author examines the hypothesis of coexisting discipline and elimination logics within public policies

The aim of the thesis is to investigate patterns and consequences of internal and international migration in Laos during the period 1985-2005 on both a macro-and a micro-level. The thesis focuses on the influences of socio-economic change and government policies on inter-regional and rural-urban migration as well as on crossborder migration from Laos to Thailand. The study also examines the effects of migration and industrial factory work on gender relations during economic transition and consequences of undocumented migration to Thailand. The background consists of a discussion on socio-economic change within the country and on government policies influencing migration patterns, as well as on how socio-economic change, urbanization and industrialization in the region affect internal and international migration in Laos. The thesis consists of three empirical studies which derive from different sources of data; the first is based on Population Censuses in 1995 and 2005 and the second and the third draw from empirical surveys in 2004-2005 and 2006. Paper I focuses on how socioeconomic factors and government policies influence migration patterns in Laos. The paper found that the interregional migration rate decreased in the later census period. This was due to significantly higher rural-rural migration in the earlier period, which in turn was influenced by various types of government policies. Papers II and III are based on micro surveys; paper II focuses on an urban industrial area in Vientiane Capital and explores the current feminization of rural-urban migrations during economic transition with specific focus on the effects of industrial work on gender roles and status of women as industrial workers. Industrial work was seen by the women as temporary jobs for saving money, for sending remittances, and for either returning home or moving to other jobs in Vientiane or Thailand. Paper III is based on surveys in three provinces, and deals with undocumented migration from Laos to Thailand and its consequences. Different income levels, existing social networks, similar language and socio-cultural backgrounds were determinants of cross-border migrations. The study found that migrants who had contacts with informal brokers were highly exposed to risks of human trafficking and violence.

Cette recherche porte sur les stratégies adaptatives de l'individu en situation de migration temporaire. Le séjour migratoire est envisagé comme une transition durant laquelle l'individu est amené à s'inscrire dans le milieu d'accueil. L'appropriation sélective de l'espace urbain est un processus de construction de ressources sociales en situation de migration transitoire. L'adaptation a été opérationnalisé au travers des valeurs permettant de conférer un sens au séjour et de la trajectoire de vie perçue sur l'ensemble de la période migratoire. L'enquête porte sur 225 femmes des Philippines travaillant comme aide à domicile à Hong Kong. Les résultats mettent en évidence différentes stratégies adaptatives au sein même de la communauté migrante. La pratique d'un cadre d'insertion donné varie selon la période de séjour dans la ville d'accueil et le projet migratoire global, et renforce l'identité particulière des groupes qui le fréquente et contribue à leur homogénéité interne<br>In order to identify relevant variables for the study of psychological adjustments in temporary migration, we carried out an investigation in Hong Kong among women from the Philippines working as Domestics Helpers for local families. In-depth interviews were carried out with women in various community settings to find out how they made sense of migration experience. Recurring themes among participants were (i) migrant life paths, i. E, expectations for the future in light of past life experiences in the country of origin and the present living conditions in the host city, and (ii) migrant imagery, i. E, conceptions of the migrant's role in temporary migration, especially with regard to the financial gain involved. Further data was collected by way of a questionnaire from a total the host city as they consider their place in the local social structure that they must adjust to, albeit temporarily

Elle se donne pour objet les processus par lesquels les agents de l'État, situés à la charnière entre espace politique et administratif, ont pu participer à une repolitisation de l'immigration, dès les années 1960 et avant même l'essor électoral du Front National. Elle se propose d'étudier, ce faisant, l'ensemble des transformations structurelles (énarchisation, décolonisation, triomphe d'une nouvelle perception des rapports économiques) qui ont rendu possible la constitution, au sein de l'État, de groupements partiels des hauts fonctionnaires susceptibles de jouer un rôle décisif dans la reformulation de ce problème social<br>This thesis analyses the relationship between the State and immigration in France from 1962 to 1981 and specifically the contribution of the Higher civil service to a mode of state domination within the frame of the nation. It focuses on the processes through wich these agents of the State, located in the intersection of the political and administrative spaces, have contributed to repoliticizing immigration since the 1960s, well before the electoral successes of the National Front. In so doing, it sheds light along the way on the structural transformations (decolonisation, the increasing influence of the ENA - administration grande école - or the advent of a new perception of economic relations) that have enabled the constitution within the State of subgroups of higher civil servants in a position to play a decisive role in the formulation of that social problem

En 1886, on recensait en algerie 211000 etrangers europeens. Parmi eux, le groupe italien comptait 44315 individus. C'etait la deuxieme communaute derriere les espagnols. Curieusement elle n'avait pas ete etudiee depuis 1905. Malgre la loi de naturalisation de 1889,1e nombre des italiens, apres une baisse inevitable, remonta en 190l et en 1911, signe indubitable de l'attraction que suscitait l'algerie. En 1914,les italiens, fraichement naturalises ou pas representaient 1 europeen sur 10. Cette these a pour propos de determiner qui etaient ces emigrants, de quelles regions d'italie ils venaient, ou ils se fixerent en algerie, comment ils se sont fondus dans la societe coloniale et quelle perception de cette communaute nous avons garde entre 1930 et 1960 alors que la migration s'etait progressivement tarie. Entre 1830 et 1850 ce sont surtout des aveturiers et des pecheurs qui debarquent en algerie. Mal vus de l'administration francaise ils apportent peu a la colonisation. Mais avec le second empire et le marechal randon soucieux de fixer un peuplement, ce sont des terrassiers, des macons des architectes qui contribuent au developpement des infra-structures en algerie. Plus tard avec la mise en valeur des mines, des sardes et des piemontais debarquent. Population essentiellement urbaine, les italiens ont egalement le monopole de la peche et des activites maritimes. Apres la premiere guerre mondiale le courant migratoire se tarit. En 1936 on recense 21009 italiens et en 1951 moins de 10000. Toutefois si leur nombre diminue progressivement, on les reconnait regroupes en micro-communautes a alger, bone, philippeville ou ils ont sauvegarde parfois la langue, souvent leurs traditions<br>In 1886, there were in french algeria 211000 europeans foreigners. In spite of naturalization's law of 1889, italian's number grew in 1901 and in 1911, undoubted indication of algeria's attraction. In 1914, italians and recent naturalized represented 10 % of europeans. This thesis relates the history of italians in algeria. When they arrived, from where province of italia they came, where in algeria they settled, and how italian's migration were inscribed into the french colonial society. Between 1830 and 1850, adventurers and fishers land in algeria. With the second empire and governor randon who want settle a population, there are many navvies, masons, architects who contribute at colonial developpment. When french discover mineral of iron and phosphate, it's workmen native in sardinia and piedmont who arrive. Italian population is essentialy urban. They are settled in littoral and have fishing monopoly. After the first world war, the migration cease progressivly. In 1936, there are 21009 italians and in 1951 only 10000. However, if the number reduce, italians offer a visibility trough their language they use at times, and trough the traditions they preserve in the great towns : alger, bone, philippeville

The outstanding characteristics of the population geography of the Sudan are seen in its vastness of the area, its low population density, its high population fertility, decreasing mortality rates and uneven distribution of developmental projects among its regions. All these have important effects upon the economic and de mographic characteristics of its population. They also underline the uneven distribution of the country's population, as a result of which large-scale migration movements occur. Three types of population movements in the Sudan are discussed; inter-provincial movements, rural-urban migration and seasonal migration for cotton picking in the Gezira scheme. In the discussion of the first type, the analysis covers issues related to the general levels of movements amongst the 18 provinces of the country, rates of in- and out-migration in each province and their net migration balances. Also, it discusses the spatial structure of the movement, and some gaining and losing provinces are singled out. The impacts of the movements and their selective nature are also revealed. Rural-urban migration to the capital city of Khartoum is studied using the 1983 census data, other published data and the author's 1988/89 survey of migrant households in the city. The scale of the migration and the characteristics of the migrants are analyzed. Additionally, the structure of the migrant households, literacy, occupation contrasts and links with the village are investigated. The reasons behind the migration decision and the reward of the rural-urban migration are also shown. Seasonal migration is discussed to disclose the nature of the movement and its patterns which are associated with the cotton picking operation in the Gezira scheme. The types of labour involved and labour market conditions are also investigated. The findings verified the seasonality of the movement to the scheme and the consistent relationship between migrants and tenants in the scheme.

The article states the methodological and research technique conditions for the historical disclosure of the socio-natural synergy of social history in the specific case of Russian population migrations in the more than eventful period from the reign of Alexander III to the Great Patriotic War and the first post-war years, inclusive. The requirements for a modern researcher of social processes on long continuous series of complex sociographic and demographic information are formulated. The public and author's mass sources are named, which are necessary for identifying and comparing the synergisms of migrations at five levels of populations of individual settlements, a subregion, a region, a macro-region and the country as a whole, and an algorithm for their processing is shown. Some of the most important results of the study of migration as a complex socio-natural mechanism of regulation and control of populations are presented in graphs, diagrams, histograms and maps.

Germany being encountered great destruction during the World War 2 has gone through a process of reconstruction and development. However, as it could not be able to find sufficient labor force during this process, Germany has signed subsequent labor migration agreements with Italy, Greece and finally with Turkey in the year of 1961. From this date onwards, a constant labor migration has started in Germany and currently it can be concluded that 3 million Turkish origin people are living in Germany. This study aims to analyze socio-economically the point that the situation has reached in 50-year period of time. As opposed to the existing aged German population, Turkish people having relatively younger population provides support to necessary labor force. Recently, Turkish people are not only laborers in the context but also with their increasing number they began to become employers in Germany whereby contributing to Germany economy. The number of Turkish entrepreneurs in Germany is estimated to be 70-80 thousand; they operate in diverse sectors and employing approximately 400 thousand laborers. It is estimated that the Turkish businesses are making annual return of 35-40 billion Euros in Germany. More and more, a new Turkish generation has been formed there, which embraced Germany as home country and they form plans about future around Germany values. Turkish population living in Germany is crucial in terms of improving the relationships with Germany; therefore importance should be given to this issue and establishment of novel policies by the central authorities in both countries.

Over the last decade, the migration landscape in Latin America and the Caribbean (LAC) has changed significantly. In this context, the socio-economic integration of immigrants is an increasingly high priority on the regional development and policy agenda. For this reason, the Inter-American Development Bank (IDB), the Organisation for Economic Cooperation and Development (OECD), and the United Nations Development Programme (UNDP) have collaborated on this joint exercise that builds on OECDs previous experience in measuring migrant inclusion as well as IDBs expertise in building data around the state of migration in Latin America and the Caribbean, and UNDPs presence on the ground and experience working with national and local governments in the region to advance their development priorities. This report provides a general overview of the state of socio-economic integration of migrants in 12 LAC countries by 2021. It presents a series of quantitative indicators related with, for instance, labor market informality, self-employment, youth employment, school attendance, reading literacy and living conditions. This exercise also relies on selected policy indicators that shed light on the regulatory framework within which migrants integration takes place. The objective is to provide decisionmakers and policymakers in host countries with useful indicators to better understand where the gaps are in terms of migrants integration and to help them identify the areas where they should focus their efforts and scarce resources.

The Population Council, in partnership with the Global Fund to End Modern Slavery and the Norwegian Agency for Development Cooperation, undertook a multicomponent study to better understand the relationship between debt and overseas labor migration from India. The study shed light on: levels and patterns of household indebtedness among migrant households, with a special focus on households with overseas migrants; cost of overseas labor migration from India and the role of debt in financing overseas migration; role of debt in migration-related decisions; differences in work-related choices and experiences and financial vulnerabilities migrant workers experienced by household indebtedness; and migrant workers’ perceptions about financial products that can potentially reduce their financial vulnerabilities. This report describes the levels and patterns of household indebtedness and socio-demographic differentials in indebted international migrant households. It sheds light on costs incurred for overseas labor migration and the role of debt in financing migration, migration-related decisions, work-related choices and experiences, and financial vulnerabilities faced in India and overseas. A description of financial products that can potentially reduce the financial vulnerabilities of overseas labor migrants is included, as are recommendations for programs and research.

Les granites peralumineux sont reconnus à l'échelle mondiale comme le produit magmatique final des cratons archéens. Cependant, leur durée, les conditions thermiques de leur mise en place, leur séquence de cristallisation, ainsi que les liens avec l'évolution tectonométamorphique des roches encaissantes et les systèmes minéralisés en métaux précieux, de base, et rares sont peu connus. Le Batholite de Decelles (c. 2670-2620 Ma) exposé dans le sud-est du craton du Supérieur au Québec, Canada est l'un des plus volumineux de la région, offrant une opportunité unique dmp;gt;'améliorer notre compréhension des conditions thermiques et de la mobilité des magmas et des fluides dans la croûte moyenne et supérieure. Nous présentons des nouvelles datations Lu-Hf et des cartes dmp;gt;'éléments traces sur grenat de trois échantillons de granite du Batholite de Decelles. Les nouvelles dates de 2668 ± 4 Ma, 2663 ± 5 Ma, 2656 ± 7 Ma sont indifférenciables (considérant les incertitudes) des dates Lu-Hf sur grenat et U-Pb sur monazite des unités métasédimentaires encaissantes. La cartographie des éléments traces in situ par LA-ICP-MS révèle une zonation compositionnelle systématique. Les grenats présentent un cur avec une zonation oscillatoire concentrique en Li, P, Sc, Ti, Y, Zr, REE, Hf, Th et U; et une surcroissance marquée par des concentrations relativement élevées en MREE, HREE et V, et de faibles concentrations en Li, Ti, P, Sm, Zr, Hf et U par rapport aux curs. Les résultats indiquent une origine magmatique des grenats par opposition aux grenats métamorphiques de la source avec une histoire de cristallisation complexe. Le contenu en éléments traces du grenat semble être contrôlé par des variations cinétiques de croissance et de diffusion à l'interface grenat-matrice, ainsi que par la cristallisation de phases majeures et accessoires telles que la muscovite, la monazite, l'apatite et le zircon. Dans l'ensemble, le grenat du Batholite de Decelles date le début de la cristallisation magmatique et son contenu en éléments traces enregistre son histoire complète. Les archives géochronologiques régionales indiquent une évolution commune des niveaux de croûte moyenne et supérieure avec un refroidissement progressif entre c. 2640 et c. 2620 Ma, associé à la migration et au refroidissement de fluides minéralisateurs.

The article provides an overview of scientific research on the study of migration processes in the Far Eastern regions. The problems of migration, the state mechanism for regulating migration issues, and the peculiarities of interethnic interactions are very topical topics not only at the regional, but also at the national level. In the Russian Federation, studies on these topics have appeared relatively recently. Due to the fact that at the end of the 20th century there was a surge in the ethnic self-awareness of the peoples of the country, together with the intensification of socio-economic transformation processes, there are sharp, often radical, changes in the field of interethnic interactions, in particular, the growth of armed interethnic conflicts, an increase in migration outflows or inflows. etc. Modern scientific research in the field of migration processes is practice-oriented, that is, they are aimed at the implementation of narrow applied problems, there is also an increase in the accumulation of an updated extensive theoretical and methodological base. In particular, studies, for example, concerning the topic of interethnic interactions, are directly related to the topic of ethnic tolerance, which has also become very popular and in demand in the last decade for specialists from various scientific fields - psychologists, ethnographers, lawyers, etc.

To date, one of the most important tasks of the State in ensuring the sustainable socio-economic and demographic development of the country is the regulation of migration processes. In the Republic of Bashkortostan in recent years there has been an increase in the number of people participating in both intraregional and extra-regional migration, which indicates the need to manage migration flows for the effective development of territories of this entity. In this connection, this article is dedicated to the development of GIS monitoring of the attractiveness of municipalities of the Republic of Bashkortostan, aimed at improving the effectiveness of decision-making in formulating migration policies in the region, based on a systematic combination of parametric and structural approaches. In the course of the study the analysis of existing approaches applied in this subject area, the methodology for determining the attractiveness coefficient of municipalities of the Republic of Bashkortostan was developed, A functional and information model for monitoring the attractiveness of municipalities has been developed, and a logical structural model of GIS monitoring the attractiveness of municipalities of the Republic of Bashkortostan has been built.

This paper integrates information from both economics and the physical sciences to survey the effects of natural disasters in the region. A first section surveys the human and economic impact of natural disasters in the region at both the household and aggregate levels, noting both the geographical distribution of disaster risk and its long-term implications for development. A second section reviews types of disasters prevalent in the region, and future disaster risks, as well as the socio-economic sources of vulnerability to disasters resulting from development and migration patterns. A third section discusses risk management strategies at the household and community level, with public policy options and proposals for emergency response and finding an appropriate mix of local, national and market-based solutions.

Tunisia’s agricultural system is central to the stability of the country, but it is also extremely prone to climate risks such as droughts and reduced or more variable rainfall. It is predicted that agricultural yields from key crops like wheat and olives will decline. These climate risks on Tunisia’s agricultural and wider food system can lead to socioeconomic instability and potentially cause security risks. Furthermore, these risks can have knock-on effects that cross national borders, sectors and systems. Tunisia’s capacity to adapt to climate change is undermined by three sets of political, governance and socio-economic factors, or so-called ‘climate-related development risks’, namely (1) governance and policy coherence challenges; (2) food import dependency and an export-oriented agri-food system; and (3) territorial inequalities. These factors contribute, directly or indirectly, to the likelihood of cascading climate risks that start with Tunisia’s agri-food system. Due to the country’s reduced adaptive capacity, climate risks in Tunisia’s agri-food system can have an impact on Europe through trade and supply chains, security relations, financial markets, international aid operations as well as migration patterns. It is key that the European Union recognises these risks in its Green Deal and adaptation efforts, as well as in a much wider group of policies, ranging from trade to migration.

This case study was conducted within the framework of the Austrian task participation IEA User-Centred Energy Systems Empowering all: Gender equality for the energy transition and analyzes to what extent the instrument of company-independent energy consulting in Austria addresses different target groups and takes gender and diversity aspects into account. Energy efficiency, climate neutrality in heating and electricity consumption are relevant aspects for the implementation of the energy transition. In addition, longer-term cost reduction for energy use is increasingly relevant for consumers and households. In Austria, therefore, company-independent energy consulting is offered and required renovations are partially subsidized (Stadt Wien, 2022). From a gender and diversity perspective, the following questions arise in this context: Who can take advantage of energy consulting? Who benefits from energy consulting? Are gender aspects, migration, age and socio-economic factors, as well as the overlaps of mentioned aspects (intersectionality) taken into account? What should be considered in gender and diversity friendly energy consulting? What could be a suitable approach for gender- and diversity-friendly energy consulting? In order to answer these questions, results of the international literature on the aspect of inclusion in energy consulting were first compiled, which were used for the development of the guideline for the data collection tools and for the data analysis. Based on this, internet research on the implementation of company-independent energy consulting and its funding opportunities in Austria was conducted. The unanswered questions about the systematics and processes of energy consulting were answered in a semi-structured expert interview with a person who conducts energy consulting. The case study is structured as follows: First, essential terms are explained. Then, the relevance of the case study for Austria as well as the international state of research are presented. This is followed by the results of the research and the interview along the guiding themes and the discussion of the results. Finally, the results are summarized, and recommendations are elaborated.

Cities in the Middle East and North Africa are already suffering the effects of climate change. Weak urban regulation, ineffective climate policies, limited decentralization and insufficient empowerment of local authorities and civil society further decrease urban resilience. Future climate scenarios and projected urban growth threaten the stability of the region; with potential negative knock-on effects on Europe. This CASCADES Spotlight Study examines climate vulnerabilities in urban areas in countries to the south of the EU and the wider Middle East and North Africa region and advocates for systemic approaches to addressing urban climate resilience by strengthening the water-energy-food nexus, as well as other enabling factors such as decentralization. It concludes with recommendations on how the European Green Deal can help cities in the region adapt to climate impacts, based on a water-energy-food nexus approach. Over the past two decades, the European Commission has stepped up its support for urban climate action and resilience. An increasing number of programmes financed under the European Neighbourhood Policy (ENP) South have addressed urban climate resilience in response to the region’s rapid urbanization and the high climate vulnerability of cities. The number of urban dwellers in the wider Middle East and North Africa region is estimated to reach 527 million in 2050, an increase of 72% compared to 2020. At the same time, climate impacts – including both slow onset changes and sudden disasters – are putting additional stress on urban infrastructure. This stress is aggravated by weak urban regulations that have created unsustainable development trends which undermine the potential benefits of urbanization and adversely affect urban climate resilience. The prevalence of highly centralized administrative systems and incomplete decentralization reforms hamper local capacity building and decision-making, which are prerequisites for effective adaptation and resilience. At the same time, climate impacts – including both slow onset changes and sudden disasters – are putting additional stress on urban infrastructure. This stress is aggravated by weak urban regulations that have created unsustainable development trends which undermine the potential benefits of urbanization and adversely affect urban climate resilience. The prevalence of highly centralized administrative systems and incomplete decentralization reforms hamper local capacity building and decision-making, which are prerequisites for effective adaptation and resilience. The convergence of the region’s harsh climatic conditions with rapid, unsustainable urbanization and the associated socio-economic burdens can exacerbate existing political instability, conflict-induced migration and poverty. These developments could cascade into the EU, altering security, trade and diplomatic relations with the Southern Neighbourhood. The EU’s evolving approach to working with local authorities on urban infrastructure and climate governance is a first step towards addressing the region’s intertwined urban and climate crises. However, this approach is still in the early stages and there is a need to reflect on lessons learned and how urban spaces, climates and governance are evolving in the region. This study suggests that the EU’s overwhelming focus on supporting cities in the region with energy efficiency and the transition to sustainable energy systems is not enough to strengthen urban climate resilience. In cities of the Southern Neighbourhood, which typically struggle with resource management and scarcity, climate resilience will increasingly depend on local capacities to formulate and implement nexus approaches, especially in the water, energy and food sectors. Based on case studies of three small and intermediary urban areas, the study advocates for a systemic approach to addressing urban climate resilience in Southern Neighbourhood cities. Considering the established effectiveness of applying a water-energy-food nexus approach to improving climate resilience, the paper stresses the need for local governments to explore nexus opportunities between the water, energy and food sectors in order to achieve resilient and sustainable urbanism, while also highlighting other enabling factors such as decentralization. It concludes by exploring how future external action around the European Green Deal and its ambitions for systemic transformation could benefit from stepping up cooperation with cities in the Southern Neighbourhood around the water-energy-food nexus.
