The monograph examines the main directions of the organization and legal regulation of the interaction of law enforcement agencies in the activities to ensure the national security of the Russian state. Social policies in the United States often favor families and encourage reproduction—but not for infertile persons. When the infertile want to have children, health care funding policy, legal rules, and popular sentiments generally are not very sympathetic. Infertile couples typically must rely on their own resources to procreate, without reimbursement by their health insurance; the law may erect barriers to assisted reproductive services, as with prohibitions against surrogate motherhood; and infertile couples may not find much concern for their plight from friends or even some family members. Such discounting of the needs of the infertile is unjust and reflects a misunderstanding of the nature of infertility. Infertility is a disability—and a very serious one for some people—yet it is often misperceived as not a real handicap or even as enabling. Respect for the fundamental interest in reproduction justifies changes in social attitudes and reforms in the law to ensure fair treatment for the infertile.

A society’s culture can lock in beliefs and practices that inevitably produce persistent poverty and tyranny. But a society’s culture can also provide a foundation for maximizing general prosperity and freedom to produce mass flourishing. This book explains why culture—not genes, geography, institutions, or policies—is therefore what ultimately explains the differential success of societies. In short, when certain kinds of moral beliefs are culturally transmitted, a society can overcome the most fundamental obstacle to societal success: rational self-interest undermining the common good. General prosperity requires large-group cooperation, and the most effective large-group cooperation requires having a high-trust society. This book explains why the larger a society is, the more difficult it is to sustain a high-trust society. At the same time, the larger societies become, the more likely rational self-interest and tribalism will undermine crucial but highly trust-dependent institutions like democratic voting and a free press. This book shows how culture uniquely addresses this problem by aligning individual interests with the common good when specific kinds of moral beliefs are strongly held by most people. Culture also matters instrumentally because childhood instruction, a hallmark of culture, helps overcome the irrationality of adult individuals choosing to have moral beliefs that they know will limit their ability to promote their own welfare at the expense of the common good in the future. The analysis has surprising implications for the family, religion, government, and the stability of Western free market democracies.

Governments frequently borrow money. It is often assumed that it is creditors, and creditors alone, who determine what loans developing countries obtain. Yet this is only partially true: the data show that countries with the same credit rating, income levels, and degree of democracy exhibit a remarkable diversity in the types of creditors used. Some borrow from China, while others turn to the United States; some borrow from private investors, while others rely on multilateral institutions. Apparently, developing countries have some choice. Developing countries are not merely passive recipients gobbling up whatever loans they can get, but active agents. This book systematically explains how governments choose among competing loan offers. The argument focuses on societal interest groups in recipient countries and the distributional consequences of external loans. For example, China and the International Monetary Fund might both offer the same loan volume, but the strings attached to the loans differ. As a result, domestic interest groups would benefit from one loan but not the other. Governments then cater to whichever domestic interest group coalition dominates by borrowing from that coalition’s preferred creditor. Interviews with decision-makers in Ecuador, Peru, and Colombia provide strong evidence that domestic politics shape borrowing decisions. A Statistical analyses confirms that borrowing portfolios around the world reflect the relative strength of societal interest groups. Understanding why certain loans are chosen is critical for gaining insights into the effects these loans might have on growth and democracy.

Sex and gender are emotionally charged concepts in society. Never before has there been more interest in the sciences of sex and gender. In the past, sex and gender were primarily the domain of the humanities, especially literature, painting, and music. Greater political and sociological expectations for the rights of women and the emergence of increased tolerance for alternative lifestyles have reverberated throughout societies globally—with mixed results. Women, in particular, have suffered from lack of appreciation for the inescapable, well-documented biopsychosocial sexual dimorphisms that are all too often overshadowed by politics, fear, and ignorance. Without a more evolved understanding of and engagement in the unique characteristics and potentials of women and men, from cell to society, cancer science would have remained a “hidden hostage” to societal ignorance. The emergence of strategic or tailored cancer medicine cannot exist without integrating sex into prevention, diagnosis, and the development of new treatments.

This book explores the complex literature on climate migration and investigates the epistemological and ethical challenges the topic poses for anyone who takes an interest in the relationship between climate change and human migration. At the heart of the contemporary preoccupation with climate change is a concern for its societal impacts. This chapter examines how multistakeholder institutions reflect dominant political and/or economic interests, arguing that the discourse of multistakeholderism is used to legitimize arrangements benefiting powerful, established actors like the United States and its robust Information and Communication Technology (ICT) sector. After a brief discussion of what is actually at stake in debates over internet governance, the chapter provides an overview of the origins and theory of the multistakeholder process. It then considers how seemingly participatory, inclusive, and consensus-driven decision-making structures provide legitimacy for existing political and economic interests by using three case studies: ICANN, the Internet Society (ISOC), and the Internet Engineering Task Force (IETF). It shows that, by incentivizing inclusion and consensus, multistakeholder processes risk stifling legitimate dissent from external actors who have no interest in lending legitimacy to the facade of an apolitical negotiation.
