The accuracy and correspondence between the measured concentrations from the survey and predicted concentrations on the basis of the three types of statistical antimicrobial use in Japan was evaluated. A monitoring survey of ten representative antimicrobials: ampicillin (APL), cefdinir (CDN), cefpodoxime proxetil (CPXP), ciprofloxacin (CFX), clarithromycin (CTM), doxycycline (DCL), levofloxacin (LFX), minocycline (MCL), tetracycline (TCL), and vancomycin (VMC), in the influent of sewage treatment plant (STP) located in urban areas of Japan, was conducted. Then, the measured values were verified in comparison with the predicted values estimated from the shipping volumes, sales volumes, and prescription volumes based on the National Database of Health Insurance Claims and Specific Health Checkups of Japan (NDB). The results indicate that the correspondence ratios between the predicted concentrations calculated on the basis of shipping and NDB volumes and the measured concentrations (predicted concentration/measured concentration) generally agreed for the detected concentration of antimicrobials in the STP influent. The correspondence ratio on the basis of shipping volume was, for CFX, 0.1; CTM, 2.9; LFX, 0.5; MCL, 1.9; and VMC, 1.7, and on the basis of NDB volume the measured concentration was CFX, 0.1; CTM, 3.7; DCL, 0.4; LFX, 0.7; MCL, 1.9; TCL, 0.6; and VMC, 1.6. To our knowledge, this is the first report to evaluate the accuracy of predicted concentrations based on sales, shipping, NDB statistics and measured concentrations for antimicrobials in the STP influent.

AbstractFor the history connecting East Asia with the West, there is much literature about contact and trade across the Atlantic Ocean from the sixteenth to the early nineteenth centuries.1 This paper notes the rapid growth of the Pacific Ocean in linking Asia with the larger world in the early twentieth century by perceiving the economic relationships between Taiwan and Hong Kong while Japan colonized Taiwan. The Pacific route from Taiwan directly to America or through Japan largely replaced the Hong Kong–Atlantic–Europe–USA route to move Taiwan's export products to countries in the West. Other than still using Hong Kong as a trans-shipping point to connect with the world, Japan utilized Taiwan as a trans-shipping point to sell Japanese products to South China, and Taiwan's tea was sold directly to Southeast Asia rather than going through Hong Kong. Taiwan's exports to Japan took the place of its exports to China. Japanese and American goods dominated over European goods or Chinese goods from Hong Kong for Taiwan's import. Japanese and Taiwanese merchants (including some anti-Japanese merchants) overrode the British and Chinese merchants in Hong Kong to carry on the Taiwan–Hong Kong trade. America's westward expansion towards the Pacific, the rise of the Pacific shipping marked by the opening of the Panama Canal in 1914, and the rise of Japan relative to China, restructured intra-Asian relations and those between Asia and the rest of the world.

Product returns are one of the obstacles faced by two-wheeled motor vehicle industry companies in Indonesia, where the company's head office is based in Japan. The obstacle faced is the excess cost of shipping product claims compared to the planned cost budget. These products are replacement parts for CBU (completely built-up) units for two-wheeled motor vehicles exported to Japan. This case will be solved using reverse logistics, where the initial analysis is carried out by finding the value of the bullwhip effect on the company's orders and requests. The next stage is forecasting for the next period using the ARIMA method using Rstudio. The results showed the occurrence of a bullwhip effect, and then the best result was the ARIMA model (0,1,3) (2,1,0). The value of the bullwhip effect managed to decrease by applying the forecasting model. Then optimizing the shipping cost of claim products processed by LINGO results in a 5% reduction in shipping costs from the budget.

This paper develops a simulation model to include the short-sea shipping (SSS) on the intermodal freight flow model the author already developed, in order to measure an impact of policy that encourages the utilization of the SSS. The developed model is applied to the real shipping network connecting the northern Kyushu area in Japan with China and Korea; as a result, the model reproduces the actual maritime shipping market well, and some implications are acquired such that in order to advance utilization of the SSS, a kind of drastic policy such as mutual recognition of chassis is needed.

This paper aims to extract lesson from the experiences of Japan for escaping from the middle income trap which many countries in Asia and Africa confront. This paper will review in detail the efforts to increase the income levels of rural and agricultural firms by establishing a value chain under an almost zero growth economy in the 2000s in Japan. After referring to the condition of Japan agriculture and the framework of structural reform of agricultural policy of Japan, the core action schemes of the Sixth Industrialization and Relay Shipping are focused on. The mechanisms of relay shipping of vegetables and the institutions for facilitating the scheme are reviewed in detail. It is revealed that institutional capacity for greater inter-sector and government coordination are essential for implementing the schemes to establish effective and efficient value chain. These are institutional reform and capacity building efforts in Japan. Experiences in Japan reveal that various executing agencies with good governance are required to establish the mechanism of effective resource mobilization and implement reform of value chain. There have been no detail studies on implementing such reform for establishing sustainable value chain in countries where escaping middle income trap is needed. This study should be useful lesson for countries confronting the middle income trap.

Maritime shipping is considered a major air pollutant that directly affects global warming and climate change. This study aims to design an emission control route (ECR) that can contribute to long-term initiatives along with emission prevention policies. Applying a scenario analysis, this paper has analyzed the impact of ECR implementation on air quality in the shipping route between Korea and Japan. In this study, the ECR is defined as eco-friendly shipping routes that recommend maintaining a specific level of speed while sailing. Based on the navigation trajectories of 55 O/Ds, which were extracted by the automatic identification system (AIS) data of 135 container ships for each port call during one year, the ECR domains were designated. To analyze the introduction impacts, this study employed a scenario analysis based on the current Vessel Speed Reduction Program (VSRP) recommendation of 12 knots or less. The results demonstrated that the introduction of ECR in the liner services between Korea and Japan would increase the average travel time by 10.47–16.98%. However, according to the results of the scenario analysis, the introduction of the ECR can reduce emissions by 25.65% to 39.73%. By suggesting the initial concept of ECR and analyzing the emission reduction effects of its implementation, this study provides useful insights for a balance between economic and environmental performance.

AbstractThe commercial nuclear industry is considering the Northern Sea Route (NSR) as an alternative transit route for shipments of radioactive material between Europe and Japan, and as an import$sol;export route for shipments into and out of Russia. Technologically, the NSR is a practicable route, and factors that currently make it uneconomical for most commercial cargoes do not generally apply to nuclear ones. A shorter route between Europe and Japan may reduce operating costs and could enhance the safety and security of nuclearmaterial. Shippers are also attracted by the prospect of reducing political opposition along current routes. These advantages are offset by the cost of building specialised ships, uncertainties associated with Russia and its icebreaker fleet, and uncertainties regarding the risk and effects of a severe transport accident involving radioactive material. The likelihood of using the NSR for nuclear transport remains uncertain. Transit use is unlikely without a basis for long-term transport between Europe and east Asia. Russia's plans to expand its nuclear services industry are not dependent on using the NSR: the Arctic alternative via the port of Dudinka is only one of several suggested routes. Whether it is selected will depend upon whom Russia gains as customers and whether it provides the most convenient, cost-efficient option.

This study aims to present the strategic direction of domestic shipping companies by comparing and analyzing the management strategies of representative Korean, Chinese, and Japanese East Asian shipping companies that are competitive in the frequently changing shipping industry. As a research method, literature research and case studies were conducted. The results of this study are as follows. First of all, most East Asian shipping companies were found to be adopting both a cost leadership strategy and a strategic partnership strategy, but as seen in the cases of Japanese and Chinese companies, it is also considered a strategy worth considering to solidify the position of the shipping industry by choosing a centralized strategy that provides more reliable maritime transport services to specific customers. Next, a common problem among shipping companies was found to be low punctuality. To solve this problem, introduce a logistics system that optimizes ship operation routes using big data analysis and provide customer support from ship and cargo schedule inquiries to real-time tracking. It appears that a differentiated strategy is needed to provide all transportation-related services.

Britain and Japan, fellow island nations, share many geographical similarities, and accordingly both societies have long taken advantage of water transport domestically. In modern times the two nations’ governments have diverged in terms of philosophies toward economy and industrialization. Britain is known as today’s consummate private-industry advocate within western Europe, while Japan is noted for the strong level of government “guidance” in its post-WWII economy. Using the abovementioned similarities as a baseline, this thesis examines how the supposedly different relationships between government and economy in Britain and Japan have affected the ongoing use of water in their domestic transport sectors since World War II. Some forms of water transport have continued to thrive commercially in both nations, due primarily to those forms’ inherent economic and technical advantages, while other water transport modes are maintained through government support because of other, less commercial benefits they offer to the two societies.

AbstractIn this chapter, we introduce the effects of radiocesium spread by the Fukushima Daiichi nuclear accident on fruit trees, especially the change of radiocesium in soil, trees, and fruits after accident. Investigation of the dynamics of radioactive cesium in fruit trees before the Fukushima Daiichi Nuclear Power Plant accident, and points verified after the accident at Chernobyl. As the occurrence of the accident and radioactive contamination of the orchard, the radioactive Cs localized in the bark and the transfer process to the fruit were discussed. We will explain the implementation status of the cases investigated in Japan after the accident, the actual investigation in the field, and the verification test using potted trees in Japan. It also introduces estimates of the concentration of radioactive cesium in fruits and measures to reduce radioactive cesium that have been implemented in Fukushima Prefecture. Finally, we will discuss our thoughts on the resumption of shipping of Anpo-gaki, the social implementation of research results so far, and future challenges.

AbstractClimate change and global warming have significantly threatened food security and the global supply chain. As the trade volume of bulk commodity grains has been growing steadily, ensuring quality while minimizing losses during long-distance shipping between warm and cold seawater has become a critical issue. An evidence-based approach to provide quantified implications is needed to illustrate a roadmap toward a net-zero-carbon society. This study applied the GTAP-E-Power model to examine the economic and welfare impacts of eco-friendly cooling system implementation on sea transportation in Japan, Australia, and New Zealand. By creating scenarios of Japan’s technology change calibrated from SPIAS-e and capital-use subsidy on sectors of electronics, solar power, and sea transportation as cooling system implementation, the simulation results showed a GDP growth of 0.09% in Japan and 0.11% in Australia and New Zealand. Moreover, Japan's welfare could improve by USD 4,219 million, while greenhouse gas emissions might be reduced to 8.4 million tons, equivalent to 0.9% of the total emission of Japan’s sea transportation sector.

Kunio studies the contextual background to Japan’s international shipping interests, including the history of the Nippon Yusen Kaisha company, the ambitions of Japanese Shipowners, the debates in Japanese parliament, and Japanese public opinion, to determine the motives that led Japan to enter into international shipping and trade.

Solar hybrid fuel production from natural gas using concentrated solar thermal energy in Australia was studied, assuming that 54.6MW/(one unit of solar farm) of the concentrated solar thermal energy is used for the endothermic process of stream reforming (solar steam reforming; SSR) with total solar energy conversion efficiency of 45.5% (120MW of heliostat field; one unit of solar farm). With 23 units of the solar farm, natural gas of 2516t/d can be reformed by the SSR. To ship the product fuel to Japan by existing tankers, the syngas (CO + 3H2) produced by the SSR is separated into one mole of H2 (375t/d) and the mixed gas of one mole of CO and two moles of H2 which is converted to one mole of methanol (6000t/d) to be shipped by existing tankers. The one mole of H2 will be used in Australia as the H2 fuel with 25% solar share (CO2 reduction). To improve cost barrier between oil and the methanol produced by SSR, the CO2 zero emission process of the combined process of SSR and AT (auto-thermal process) is proposed as the one whose methanol cost can be competitive with oil, when carbon tax is introduced. By shipping the methanol produced by the CO2 zero emission process of the combined process of SSR-AT (economically feasible), we can reduce CO2 emission by co-firing coal and methanol at coal-firing power stations in Japan. In this system, an excess H2 fuel with solar energy is produced, and can be used in Australia.

Intensive research and development of Mega-float was implemented by Technological Research Association of Mega-Float (TRAM) in late 1990s. Mega-float is a concept of a pontoon type VLFS installed in protected calm water typically large bay, and the concept was promoted by TRAM after relatively long concept development phase in Japan. This paper reviews the research and development of VLFS in Japan. The research and development of Mega-float is briefly reviewed firstly and two research and developments after Mega-float are reviewed. Concerning development of Oil-Gas development, logistic hub concept has been developed by J-DeEP, a consortium comprised of major Japanese heavy industries, shipping company, ClassNK and NMRI, and proposed for presalt oil field development offshore Brazil. Another research is pontoon type coal storage and offloading facility to be installed offshore South Sumatra, Indonesia. The coal storage and offloading facility was investigated by JIP comprised of JMU, ClassNK, Osaka University and University of Tokyo.

Abstract In 2011, the National Diet of Japan passed a law to implement the policy of “International Container Strategy Ports,” which would be applied to public-built private-management system and private company financing methods to container terminals at the main ports operated by Port Management Bodies which are local governments. It would also establish the port management corporation at each port in order to improve the productivity of container terminals throughout Japan. Port management corporations have already been established at several ports such as “Kobe-Osaka,” “Yokohama-Kawasaki” and “Nagoya-Yokkaichi.” The purpose of establishing these port management corporations for container terminals is to amend the rigid port management system by local governments, and to be prepared to provide a quick response to global economic changes and the wills of cargo owners and shipping companies. Current port management corporations, however, are facing various problems of management. On the other hand, as in the cases of the tidal inundation disaster at Kansai Airport and the port area due to heavy rain in 2018, port management needs to make new capital investment to cope with the issues such as the construction to protect ground structure against high tide and tsunamis. Therefore, the author would like to first analyze the issues that current port management face, and then propose solutions and possible scenarios for improving the productivity and sustainability of port management against high tide and tsunamis.

Resumen
The damage investigations that followed the Great East Japan Earthquake revealed that automobiles, shipping containers, and even ships themselves had been caught up in the resulting tsunami before being hurled into various port facilities, causing immense damage. The damage characteristics of such collisions must be an integral part of disaster mitigation measures aimed at reducing damage due to drifting ships. When considering the impact force of massive vessels on port facilities, it is necessary to take into account the changes in the drift velocity of the vessels due to waves reflected from the facilities and other coastal structures. In previous studies, the moving particle semi-implicit (MPS) method has been adopted to examine cascading tsunami flotsam damage by means of numerical simulations. In the present study, we use the MPS method to examine the drifting behavior and impact force of ships moored to an actual harbor, taking into account waves reflected from coastal area structures. Based on the results, we discuss the applicability of this method to disaster mitigation measures.

Resumen
A disaster happened in a nuclear power plant in Japan in August 2004, which was caused by failure of condensation water pipe in the secondary line. Shipping industries were concerned for possibility of occurrence of such a disaster in ships due to its construction similarity to marine boiler plant in steam, feed water and condensation piping for main or auxiliary boilers. Nippon Kaiji Kyokai has therefore investigated and gathered data of piping lines corrosion in ships collaborated with major Japanese ship owners right after the disaster. The results show that similar corrosion failure as in the nuclear power plant has occurred in shipboard steam/feed water/condensation water pipes for main and auxiliary boiler plants without causing severe consequences. The wall thickness measurements on actual pipe lines of steam, feed water and condensation water at bend parts, at T-junction, behind orifices, behind valves and at diffusers/reducers with a ultrasonic thickness gauge show a very definite evidence of a reduction in wall thickness of carbone steel pipes. It was confirmed that the amount of actual reduction in wall thickness could be well predicted by Kastner Equation [2–3].

Abstract The current regulations of the International Maritime Organization (IMO) aims to increase the reduction of carbon dioxide (CO2) emissions from shipping by providing mandates to improve the Energy Efficiency Design Index (EEDI) of new ships. This has prompted newer vessels to be equipped with low-powered engines as compared to the previous vessels of similar size. However, the low power may potentially cause some vessels to be ill-equipped to maneuver effectively in the presence of waves. Although, traditionally turning characteristics of a vessel is considered in calm waters, in light of the new regulations it is important to consider course-changing ability in waves during the design process. This study aims to compare the maneuvering simulations and experiments of a scaled KRISO container ship (KCS) in calm water and in regular waves. The MMG standard method was developed by the Maneuvering Mathematical Group (MMG) which was organized by the Japan Society of Naval Architects and Ocean Engineers. This model is used to simulate the motions of the vessel in still water. A potential flow theory-based MDLHydroD software is used for calculating second-order wave drift forces and these drift forces are added to the MMG model. The simulations are compared with free-running model tests in both calm water conditions and in regular waves.

Resumen
This paper is a progress report of a research project toward practical use of air bubble injection as a drag reduction device for ships. Air bubbles injected into the turbulent boundary layer in water flow are well known to have significant skin friction reduction effect. The current research project will last for three years, starting in April 2005. The project aims at obtaining 10% net energy-saving by air bubble injection, taking into account the work needed for injecting air bubbles. A full scale experiment is scheduled in September 2007. The photo and principal particular of the ship used for the full scale experiment are shown in Figure 1 and Table 1. The ship has a wide and flat bottom. Therefore, once air bubbles are injected at the bottom near the bow, they are expected to cover the entire bottom surface efficiently. The air bubbles must be injected against the hydrostatic pressure at the point of injection. Estimation of the rate of drag reduction per unit amount of injected air at full scale is extremely difficult if it is based on small model-scale experiments, because the scale ratio of air bubbles to boundary layer length scales is very different between model and full scale experiments. Therefore we carried out experiments using a flat plate (L = 50m, B = 1m) in the 400m towing tank of the institute. The plate was towed at 6.2m/s (12kt), the cruising speed of the ship for a full scale experiment. Air bubbles were injected at 3m from the bow. Both the total drag of the flat plate and local skin friction were measured. Recently we attached end plates almost along the entire length, in order to prevent air bubbles from getting lost from the sides, and obtained significant improvement in drag reduction. Injected air bubbles are expected to go into the propeller operating at the stern and the propeller performance may deteriorate. Therefore we carried out tests of a model propeller working in bubbly flow. So far we found that the degradation of the propeller performance due to bubbles is small and tolerable. The project is carried out in collaboration with Osaka Univ., Hokkaido Univ., Tokyo Univ., Mitsui Engineering & Shipbuilding CO., LTD. and Azuma Shipping CO., LTD.. The project is funded by NEDO (New Energy and Industrial Technology Development Organization), Japan.
