The accurate visual perception of an object’s motion requires the simultaneous integration of motion information arising from that object along with the segmentation of motion information from other objects. When moving objects are seen through apertures, or viewing windows, the resultant illusions highlight some of the challenges that the visual system faces as it balances motion segmentation with motion integration. One example is the barber pole Illusion, in which lines appear to translate orthogonally to their true direction of emotion. Another is the illusory perception of incoherence when simple rectilinear objects translate or rotate behind disconnected apertures. Studies of these illusions suggest that visual motion processes frequently rely on simple form cues.

This article discusses electronic text as essentially just a sequence of characters. Text needs to be segmented at least into linguistic units such as words, punctuation, numbers, alphanumerics, etc. This process is called tokenization. The article mentions that most natural language processing techniques require text to be segmented into sentences as well. It briefly reviews some evaluation metrics and standard resources commonly used for text segmentation tasks. This article presents substantial challenges for computational analysis since tokens are directly attached to each other using pictogram characters or other native writing systems and outlines various computational approaches to tackle them in different languages. It focuses on the low-level tasks such as tokenization and sentence segmentation.

How do international organizations in the United Nations system put together their budgets? What is the role of complex principals—most notably member states—and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of twenty-two UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes—proceduralization, routinization, and budgetary segmentation—as international organizations grapple with managing discord over priorities as a result of complex principal–agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations are becoming more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances (in some cases even leading to the setting up of new international organizations); and budgeting and resource mobilization have become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfill their budgeting responsibilities is stretched to the limit and beyond.

The commercial success of natural language (NL) technology has raised the technical criticality of evaluation. Choices of evaluation methods depend on software life cycles, typically charting four stages — research, advance prototype, operational prototype, and product. At the prototype stage, embedded evaluation can prove helpful. Analysis components can be loose grouped viz., segmentation, tagging, extracting information, and document threading. Output technologies such as text summarization can be evaluated in terms of intrinsic and extrinsic measures, the former checking for quality and informativeness and the latter, for efficiency and acceptability, in some tasks. ‘Post edit measures’ commonly used in machine translation, determine the amount of correction required to obtain a desirable output. Evaluation of interactive systems typically evaluates the system and the user as one team and deploys subject variability, which runs enough subjects to obtain statistical validity hence, incurring substantial costs. Evaluation being a social activity, creates a community for internal technical comparison, via shared evaluation criteria.

Chapter 13 first looks at how changes at one level in the food supply chain may affect prices and quantities at another level via profit maximization. The chapter then considers firms that are closer to the consumer (e.g., restaurants) who will often be able to set their own prices and consider the analytics of profit maximization under this scenario. Utilizing this framework, the chapter considers the question: Are healthier foods more or less profitable than unhealthy foods? This leads naturally to a discussion of market segmentation, the limit of the market, and the distribution of healthy and unhealthy foods in the food system. As there are many calls for food firms to be more socially responsible and offer healthier foods, the chapter utilizes the framework to explore the implications of corporate social responsibility and how compatible that idea is with profit maximization.

“This content is not available in your country.” Media consumers around the world regularly run into this reminder of geography’s imprint on digital culture. Despite utopian hopes of a borderless digital society in an era of globalization, DVDs, video games, and streaming platforms include digital rights management mechanisms like region codes and IP address detection systems that block media access within certain territories. Although propped up by national and transnational intellectual property regulation, these technologies of “regional lockout” are designed primarily to keep the entertainment industries’ global markets distinct. Beyond this, they frustrate consumers around the world and place certain territories on a hierarchy of global media access. Drawing on extensive research of media-industry strategies, consumer and retailer practices, and media regulation, Locked Out explores regional lockout in DVDs, console video games, and streaming video and music platforms. The book argues that regional lockout has shaped global media culture over the past few decades in three interrelated ways: as technological regulation, media distribution, and geocultural discrimination. As a form of digital rights management, regional lockout builds in limitations on the affordances of digital software and hardware. As distribution, it seeks to ensure that digital technologies accommodate media industries’ traditional segmentation of markets. Finally, as a cultural system, regional lockout shapes and reflects long-standing global hierarchies of power and discrimination.

In 2007, PAHO launched the Integrated Health Service Delivery Network (IHSDN) initiative to address the problems derived from the fragmentation of health services and to overcome the structural problems stemming from the widespread segmentation of health systems in the countries of the Region. In the IHSDN initiative, hospitals are an aggregate of specialized institutions that support a highly effective first level of care. Hospitals themselves are defragmented, which is theoretically correct, innovative, and even visionary. However, the IHSDN initiative does not seek to diminish the influence of hospitals in the health system or the importance of their role, but to integrate these institutions so that all their efforts are aligned with the needs of the people and communities they serve through the development of IHSDNs. It is obvious that without hospitals there can be no IHSDNs; however, it should also be recognized that without effective networks, hospitals cannot do their job. The IHSDN initiative presents a change in the role assigned to hospitals, in which they are no longer considered the apex of a pyramid in which the hierarchy is based on specialization to successfully treat disease. Instead, the hospital becomes a very important participant in a service organized as a network, performing specific tasks in a series of processes that cut repeatedly across the health service delivery network and include the participation of individuals and communities. The product of an intense debate and joint effort, this work contains a series of proposals in the six areas considered a priority for developing the new role of hospitals in IHSDNs: governance, resource allocation and incentives, the model of care, technology and infrastructure, human resources, and organization and management.
