Texto completoThe consequencies of the deficit of the urban area management about the sanitary aspect of the populations are not only tragic but often unknowed. It's through the city of Saint-Louis example that we have studied children health aged 0 to 14 years. It was factors analysis (urban environment, sanitation of the districts, supply health care, risk behavior) that determines most the health in urban area. It result that Saint-Louis is a morbid city. The high morbidity confirms the state of general unhealth urban environment and the bad health state of the whole population. The main part of the pathologies comes from a lack hygiene. We remark that the high prevalences of the hygienic pathologies and the level intra-urban community facilities are note connected. The study reveal that, probably, it was the living conditions that determines mostly the level of the sanitary risk. The deseases affects all districts. The inter-district difference is situated only on the nature of the pathology. The morbidity seasonality is well distingued: a summer high-morbidity against a winter low-morbidity. Our conclusion shows that the deficit of sanitation is a political choice question, but the urban pathology development will be rather connected to the way of life population and not to the deficit of supply health care. The study reveal also the necessity of a urban health policy where the medical geography, by his systemic approch, will can contributed efficiently

Texto completoThe church Saint-Louis of Versailles was built according to the wishes of Louis XV, who wanted the area known as the parc aux cerfs to have a place of worship. He therefore named an architect from the French academy of architecture, Jacques Hardouin Mansart de Sagonne, grand-son of a famous family of architects. The design made from classical techniques melts reminiscences of baroque and hints of new tendencies as well as rococo influence in the decoration due to Nicolas Pineau, the most famous and innovative sculptor of the 18th century for the ornamentation. The paintings and sculptures, chosen to sustain the catholic faith and decorate the altars are works from the best French artists. The chapel de la providence raised in 1764 for the catechists is due to Jean-Francois Trouard, one of the first new architects to use the neoclassical tendencies born of philosophy and art schools, which will expand all along the second part of the century. The church will stand up to the revolution and was chosen to be a cathedral at the beginning of the 19th century. New decorations are added and the cathedral Saint-Louis remains an outstanding evidence of the permanence of faith and art

Texto completoFirst town of French urban model in sub-Saharan Africa created in 1659 and old capital of French Western Africa (before Dakar), of Senegal and Mauritania, Saint Louis of Senegal occupies a peculiar place in the memory of slavery and colonization. Initially, it is a half-casted population called the Signares who built this trading-post city on a fortified island of the estuary of the Senegal River, before being replaced by the French colonizers then by the first African executives. All these social groups left a long time ago. It remains modest families essentially made up of new urban dwellers who surround the ancient buildings with new urban practises. Declared by UNESCO world heritage of humanity since 2000, the city is exhausted but changed nevertheless. The research project consists in putting in report/ratio the changes which affect the architectural structure and the shape of the island of Saint-Louis with the demographic, social, economic and cultural changes. If the social analyses express the evolution of the architectural scenarios resulting from the socio-economic processes, which were the real impacts of this degradation of the frame like those of the transformations and specific changes which affect the architectural stereotype and the urban landscape ? All in all, with which, for which, why and how to ensure a durable future to this city in the town since a modern agglomeration of more than 200. 000 inhabitants is being extended on the lagoon and along the banks ?

It aims at showing that - in the fillo of mortality - it exits in Africa data that allow to follow its evolution despit quality of avalaible data. The study consist on evaluating data to be used (vital registration from 1930 to 1989 - census of 1976 and 1989 and demographic surveys of 1960 and 1970) 8) and measuring the level of mortality at different periods - and at least, studing the role of various factors that are at the basis of the observed evolution in the view to explain it. Issues go beyond our hopes. The quality of data which was yet good has been increased by the ajustment method adopted. These issues show le magnitud of the evolution of structure and the level of the mortality de saint louis. Texto completoI base my research on a fairly complete collection of pastor’s Dallière writings that I have assembled and digitized (see the CD-rom), presenting some of the main themes in the theology of Louis Dallière (1897-1976), a pastor in the Reformed church of France. After a biographical sketch of his life, I present his critique of Idealist philosophies and its impact on Protestant theology. I present Louis Dallière's larger objective of establishing a more concrete and confessional ecclesiology, including his rethinking of the practice of baptism, especially infant baptism. Convinced that the era of Christianity was coming to an end, he called for a renewed practice of the immersion of confessing believers. Because he supported the beginnings of Pentecostalism he also believed in a renewal of spiritual charisms within church life. I also explore the larger purpose of his call for a renewed confessing church to prepare for Christ's Second Coming, with his consequent re-appropriation of eschatology without the excesses of some apocalyptic movements. In each of our chapters I place L. Dallière in his ecclesiological and theological context. In my conclusion I explore the relevance of Dallière’s insights for our current theologies

Texto completoStudying the protection of the city of Saint –Louis du Sénégal leads us to take an interest in the heritage process of former colonial towns, in the relevance of the use of juridical tools inherited from the colonization (avec un s à la place du z si tu veux faire plus anglais et moins américain), and in the universality of the 1972 UNESCO World Heritage Convention. The historical heart of Saint-Louis is protected by Senegal since 1976 and the colonial town was included on the World Heritage list in 2000. Juridical texts, studies and projects follow one another while buildings deteriorate, laws are not respected, and renovation work does not seem to constitute a priority for the Senegalese, foreign contributors being more active than national ones. This situation leads us to question the weight of identities, of the economy, and of tourism in this process, as well as the confusion generated by international intervention and the heritage overload created by the World Heritage listing. The heritage process of the former capital of Senegal and the A. O. F. Underlines the technical difficulties linked to the absence of original materials that are necessary in order to respect the condition of authenticity required by the UNESCO. Unless the prospect of touristic activity eventually comes to constitute a foundation on which to build a heritage policy for colonial towns

Texto completoIn order to foster better social and economic development, empowering women appears to be a clear necessity. In Senegal, women play a key role in the smooth running of families. However, their socio-economic living conditions question whether their needs are taken into account. However, their socio-economic living conditions question whether their needs are taken into account. In this context, the Government of Senegal has established the National Family Security Subsidy Program (PNBSF) to ensure more inclusive development for all through a redistribution of national resources in the form of cash transfers to low income households with children, the recipient of which are mothers. In this context, the objective of this research is to identify the obstacles and elements which facilitate women's autonomy and participation in the commune of Saint-Louis, one of Senegal's largest cities. At the same time, it examines the role the PNBSF could play in this regard. To carry out this study, a qualitative methodology was used, involving 21 participants, including 14 women from low-income households who are beneficiaries of the PNBSF grant, five agents of the NGO responsible for implementing this programme in the field and an expert from the Ministry of Health. Three focus groups and one individual interview were conducted to collect the data. The results show that women face economic, psychosocial and cultural barriers as well as political, legal and administrative obstacles. Their vulnerability also affects their health and the education of their children. The study shows that in order to empower these women, it is necessary, among other things, to build their capacity in literacy and vocational skills and to promote their access to a number of resources. The PNBSF could play a role in providing these women with training, counselling and additional financial support.

Texto completoSaint-Louis, of Senegal, is located in the West African coast. It is a very typical town. It was the first city ever built by Europeans on the Black Continent during the XVIIth century, and inherited a town-planning and architectural heritage which is consequent, because of its diversity and originality. However, those remains of the colonial era are threatened. Nowadays, most of the buildings are in ruins or have vanished, because of economic, climatic circumstances, or because of the wearing effect of time. While the public institutions seemed to be overwhelmed by this issue, the UNESCO gave hope by listing the city in the UNESCO World Heritage. In the meantime, the local government faced reorganization, and made partnerships up in a context of decentralization. Thus, the architectural heritage faces many initiatives of restoration and promotion. It now has become the pretext of a renewed process which is visible in a spectacular way, by the rise of the tourism and the development of trade and services. Moreover, this process is not without some strain, and it even put in question the exploited heritage

Texto completoGilbert Colbert de Saint-Pouange (1642-1706) who was a Colbert on his father’s and Le Tellier on his mother’s side, succeeded his father in 1663 as a head clerck of the War Department. He was essentially in charge of logistics to the army, but sometimes also represented his cousin Louvois and even the king. Up to 1701 he gave them a systematic account on everything he had noticed. At the same time he was appointed « secrétaire ordinaire » of the King’s Chamber and Cabinet. In 1701, Louis the XIV made him a « Grand Trésorier et Commandeur » in the King’s Orders. From 1670 to 1701, he had an almost daily mail exchange with Louvois, and later with Barbezieux. Aboiut 1000 mails and bills are preserved until now in the Historical Department of Defense. Their detailed studies give a very interesting information on the various rules and proceedings of Louis XIV’s government. The survey first concerns the proceedings of war management which involved the creation of défense administration tending to rationalise itself. It became the pattern of all other administrative services of the kingdom. This correspondence further reveals logistic as a primordial stratégic necessity. The mails allow to understand the king’s primordial interest in the Northern and Eastern borders and further to notice the upcoming idea of « pré carré » and « frontières naturelles » , according to Vauban’s theory, clearly appear into those mails. They also show in which way general administration and even war one could be in charge of recently enobled civilians. Finally, these mails exchanged between the king’s cooperators reveal the progressive birth of the notion of State (notion d’État)

Texto completoThis study examines the role of music in the education of young ladies at the Saint-Cyr convent school, and in the musical drama performed there. Five tragedies were composed for them during the period under analysis: Racine's Esther (1689) and Athalie (1691) with music by J. -B. Moreau, Boyer's or Testu's Jephte with music by C. Oudot, (c. 1690), an anonymous Judith and Duche de Vancy's Jonathas (c. 1700) with music by Moreau. Though seldom theorized upon, music played a prominent role from a social point of view, as part of semi-public spectacles designed to ensure the recognition of the school as an institution. As a feature of an edifying tragic repertoire, music was interspersed between declamatory passages according to patterns which were gradually simplified. It was eventually confined to musical sections performed between the acts. This alternation gave rise to a specific tragical and musical poetics. The function of music was to reinforce the effect of words by its lyricism. An aesthetics of simplicity favoured the intelligibility of the text and enhanced its sacred character. The performances incurred the usual criticisms about the morality of drama. Madame de Maintenon gave up the spectacular aspect which was at the heart of the controversy. The aesthetic and moral status of the music was saved by its functional aspect and the genre survived, as shown by the institution's manuscript sources, which bear witness to enduring and varied practices

This era is defined by Saint-Louis new competences on land use, citizen participation in urban governance and the capacity of Saint-Louis to mobilize actors beyond local boundaries. The purpose of this research is to show that the city is in the heart of development issues. The state decentralization process encourages the local governments to make inhabitants and non-profit organizations to participate in the thought over the city. In Saint-Louis, the participation is analysed through the “Assises de Saint-Louis” (Saint-Louis public hearings), participative observation in two neighbourhoods (Diamaguène et Léona) and in the “Groupements d'Intérêt Economique” (Economic Interest Group) in charge of waste management

Texto completoSenegal river delta is a low area under Atlantic Ocean and Senegal river influences. During the rainy season, the annual river flow, depending to the rainfall in the upper watershed, is combinated to the seasonal sea level rise due to the tropical water flow and the monsoon which accumulate water on the coast. From now to 2 100, sea level will increase because of global temperature rise linked to climate change. Human interventions, like dikes, protect the delta's low areas from flood. Nevertheless, the Diama's dam can't protect Saint-Louis town again flood. Then emergency level has a probability of 34% to occur by year in Saint-Louis and will happen every three years. But water level does not explain all. The duration of water stagnation or the slow evacuation of flow is important too. Then, no dredges, lengthening of "Langue de Barbarie" and sea level rise have increased this phenomenon. Different scenarios of water level based on Senegal river flows at Saint-Louis and sea level rise forecast, carry away impacts with various intensities in Saint-Louis town

Howerver, despite its move from informality to popularity, it is likely that the reflexion and action on popular economy are intended to end the long lasting process of modernisation of Africa's social structures. The liberal tradition, as a reference, encounters difficulty to find in the phenomena of popular economy the features of an economy quite simply. The promotion of entrpreneurship in Saint-Louis, Senegal, has thus trouble in providing the expected results and sets itself in the form of a social field run by diverse representations to which economic and institutional actors of different views and purposes abide by

Texto completoThis thesis describes the evolution of the educational system in Haïti, a system that from its onset in 1804, was deeply founded on a logic of inequalities inspite of the numerous attempts to reform it, the most notable reform being the 1979 one. In this paper based on the postulate that the Haitian system of education is intrinsically unequal, and that these social disparities are reinforced by the practices of the roman catholic schools, the author questions the place and contribution of these schools in the organisation and functionning of education in Haiti. From 1998 to 2002 the author conducted a survey on the teachning and religious practices of three well-known catholic schools in Port-au-Prince : Saint-Martial, Saint-Louis de Bourbon and Juvénat du Sacré-Coeur. In this study he analyses the strategies of adaptation and reconstruction of these schools in response to the social mutations of the Haitian society between 1980 and 2000. This analysis shows that the 1979 reform has accelearated the privatization of the school system in Haiti. Indeed 83% of the schools are private and only 17ù are public. By implementing the principle of a social selection which consists mainly in recruiting only the performant pupils, the roman catholic schools have contributed to the reinforcement of the social separateness that so far has prevailes in the Haitian educational system. One of the paradox of this study is that is also reveals that these same elitist schools have established a policy of reveiving, at different hours of the day, pupils from lower social background. This ambigous policy is one of the challenge the roman catholic schools have to face in Haiti

Texto completoOur doctoral thesis aims to shed light upon the writing of the passions in the “Mémoires” of the Duke of Saint Simon, and this with regard not only to the emotions which permeate (and direct) the Memorialist’s writing practices, but also with regard to the passions which dominate the Court, and which constitute one of the historical narrative’s main points of investigation. This double motif is not to be regarded as contingent or fortuitous : to the contrary, we argue that the relationship between these two questions is both essential and dynamic. Saint-Simon is assuredly the product of a cultural environment that determines him in part ; in return, however, the deeds and characters he consigns are penned with an irreducibly unique sensitivity. The issue at hand is to illustrate that the Court, as it is described and even ressuscitated by the “Mémoires”, is the scene of a passionate effervescence which must be taken into account if elements of historical causality are to be understood. In this context, it is in issues of courtly hierarchy that the greatest emotional stakes are invested ; conversely, love as a passion is portrayed as an object of suspicion that is both ethical and historiographical in nature. Finally, we have sought to define the character of Saint-Simon’s own involvement in the writing process, and to understand one of the greatest paradoxes of the “Mémoires” : the Memorialist’s extraordinarily impassioned presence in the narrative does not exclude the existence of a discourse of worldly disengagement, to which we have attempted to render its full importance
