Resumen
Due to the lingering impacts of the Vietnam war and the difficulties that Vietnam has been confronting in the post-war period, traditional cultural values in rural areas in North Vietnam were neglected. Since Đổi mới (in 1986), the Communist Party of Vietnam and the Vietnamese government have drawn more concern and been thoroughly aware of the role of culture on Vietnam’s developing path of the country. In addition, the remarkable growth of Vietnam’s economy recently paves the way for Vietnamese residents to rebuild and renew their spiritual lifeas well as enjoy benefits created based on traditional cultural values. This research elucidates the resilience of conventional cultural values in rural areas in North Vietnam in the Đổi mới period, particularly emphasizing the following aspects: Inhabitants’ contributions to build and rebuild temples and pagodas; reinstating conventional rituals and festivals; restoring family customs, and compiling village convention.

Vietnam's rural area accounts for 65% of the population, providing over 70% of the labor force for the national economic sectors, of which 51% of the workforce is working in the agricultural sector. This is a sector that creates many jobs for rural areas, contributing 30% of GDP to the national economy. In the current period and the coming years, Vietnam's rural agriculture still plays an important role in the country's socio-economic development. However, Vietnam's rural areas are facing new difficulties and challenges, the growth of agriculture is slow and unsustainable; Farmers' living standards are low and slowly being improved; The disparity in living standards between urban and rural areas, and between regions and regions is tending to expand, especially in mountainous rural areas with unfavorable natural conditions, with many ethnic minorities living together, the gap between the rich and the poor is increasing. That creates conflicts and instability in society, threatening the sustainable development of the country. This article focuses on analyzing the state management situation on new rural construction in Muong Cha district, Dien Bien province, Vietnam, pointing out the achievements, limitations, causes and some recommendations for improvement. In the context of English as a global language, compulsory English language education at the primary level has become an inevitable trend in many non-English-speaking countries, including Vietnam. However, there have been concerns regarding how English language policy is realised across contextual settings, especially in rural and remote areas of Vietnam. Based on language-in-education goals, this article investigates English language policy implementation in Vietnam’s rural and remote areas from the perspective of primary English teachers from 2008 onwards. The present paper employs a desk review of existing literature, policy analysis, and semi-structured interviews. Data collected from multiple sources show the inequality of access to English language learning in the rural localities. The findings also indicate a significant gap between the current English language policy goals and implementation in the rural primary sector regarding slow execution, curriculum variations, limited teaching resources, inappropriate pedagogy, and assessment. These problems have been accelerated due to a shortage of teachers as well as inconsistency and limitations related to pre-service teacher training programs and recruitment. Identifying significant challenges of English language policy implementation in the Northwest of Vietnam helps shed light on primary English education in remote and marginalised regions. Therefore, the recommendations target policy makers, teacher educators, and stakeholders to assist primary English teachers in rural areas to improve and advance the success of primary English education in Vietnam’s remote areas and beyond the specific context to which it refers.

Social capital is always considered as an important resource in the development process. In each nation, social capital shows different characteristics; as a result, these differences create varieties in both styles' lives and social relationships. Usually, social capital is traditionally studied in the sociology field; however, this research will examine it from an economic perspective; and focus to discourse on social capital within the context of economic development in rural areas in Vietnam - a middle-income developing country. Through the author's practical experiences in 6 rural areas in northern Vietnam, combined with in-depth interviews with farmers in these 6 regions and official statistical data from state agencies, the article has synthesized and summarized and pointed out the impact of social capital on Vietnam's rural economic development.

Purpose – The purpose of this study was to explore the impact of governmental support policies and socio-cultural influences on female entrepreneurship in rural Vietnam. As such, the study addresses an important literature gap concerning female entrepreneurship within rural communities in South East Asia. Design/methodology/approach – Qualitative in-depth interviews were conducted with six female entrepreneurs and six female non-entrepreneurs in northern Vietnam to examine the influence of various environmental factors on female entrepreneurship in a rural setting. Findings – The results suggest that government pro-entrepreneurship policies, together with private sector interventions, have had an impact on rural Vietnam. Yet females in rural and remote Vietnam are still constrained by societal prejudices, financial limitations, and limited entrepreneurship educational opportunities. Originality/value – The paper's originality lies in its review of the circumstances confronting women in rural Vietnam and its findings concerning the impact of environmental factors on female entrepreneurship in this setting.

This study investigates the relationship between geographical indications (GIs) and sustainable rural development in Vietnam, and analyzes the case study of the Cao Phong orange. Qualitative data were collected from interviews with Vietnamese policy-makers and orange growers to investigate the role of the government of Vietnam in designing and implementing GIs, as well as the involvement of local producers taking advantage of GIs, in order to identify how and to what extent GI protection affects sustainable rural development. The results show that GIs have positively contributed to sustainable rural development in Vietnam; however, some problems remain. This study concludes with policy implications for promoting GIs and sustainable rural development in Vietnam.

Sustainable development is a critical issue, especially in developing countries like Vietnam, where balancing economic growth, environmental sustainability, and social welfare presents complex challenges. This research examines the impact of Vietnams sustainable development policies on the welfare of the poor, with a particular focus on rural and marginalized communities. Despite significant economic growth, the benefits of sustainable development have been unevenly distributed, resulting in increased inequality, environmental degradation, and social tensions. The analysis identified three key problems: economic inequality between urban and rural areas, environmental degradation in rural regions, and insufficient community engagement in policymaking. To address these issues, several strategies are proposed, including designing more inclusive policies, strengthening environmental protection in rural areas, fostering greater social participation in decision-making processes, and providing financial and technical support to help rural communities transition to sustainable practices. The findings of this research have both social and commercial value, offering insights for policymakers and businesses to promote more equitable and sustainable development in Vietnam. This study contributes to a deeper understanding of the complex relationship between economic growth, environmental sustainability, and social equity in developing countries.

As many countries in the world, Vietnam is on ways to improve its investment climate from the perspective of investors. This paper aims to assess rural investment climate and analyze the Government’s effort to strengthen rural investment climate in Northern Vietnam. Data used for the research was collected from a survey with 200 agro-enterprises in the North of Vietnam and statistical analysis was used to identify constraints of rural investment climate and analyze significant effects of the policy initiated by the Government to remove these constraints. As positive citing of the agro-enterprises, the Government’s efforts have largely contributed to improve rural investment climate in Northern Vietnam. The analytical results showed that some constraints are believed to have positive changes such as rural infrastructure, taxation, administrative procedures, workforce and legal environment whilst other obstacles which include access to credit, access to land and macro uncertainty are emerging as the biggest obstacles for enterprises to perform their business activities. Finally, the paper expresses some policy implications that may significantly contribute to remove the obstacles of rural investment climate in Northern parts of Vietnam.

In connection with the development of the Republic of Vietnam, which is accompanied by the growth of its importance in the Asia-Pacific region, it becomes relevant to analyze the current state and prospects of the republic in various industries and regions, including in agriculture. In order to eliminate the imbalance between the declining share of agricultural production in the national economy and more than 60% of the population living in rural areas, a competent state policy in the field of integrated rural development is necessary. In addition to this disparity, there are growing problems associated with the income gap between the peasantry and urban residents, with a strong orientation of agriculture towards exports, and with the implementation of the idea of creating peasant cooperative farms. To date, the basis for working with rural areas is the resolution of the Communist Party of Vietnam “Agriculture, farmers and rural areas” adopted in August 2008. On its basis, the “National target program - New rural development” was created, designed for the period from 2010 to 2020. Data analysis showed that the area of agricultural land in the Socialist Republic of Vietnam gradually increase, and the cropping pattern change, for example, reduces the area of rice fields and increases the area occupied by permanent crops, especially fruit. Production of grain per capita has been steadily decreasing. In animal husbandry, there is a gradual transition from small-scale dispersed production to its concentration on large farms. The measures taken for the development of agriculture are aimed, among other things, at minimizing the negative impact on the environment and introducing modern achievements of science and technology in order to increase the economic efficiency of production. At the same time, Vietnam’s food security in general cannot be called sustainable, especially because of the need to import barley, without which Vietnam’s livestock farms cannot feed their existing livestock

This paper is a summary of the scientific research project entitled “Building New Rural Areas and Its Impacts on Sustainable Rural Development in Vietnam”. Besides using a methodology based on quantitative and qualitative datasets, we gathered the literature review of rural development studies and practical frameworks of rural development programmes (RDPs). We made statistical analyses for the National Target Programme for Building New Rural Areas between 2011 and 2015 in Vietnam by an on-site empirical survey in a community in Vietnam. Our conclusion is that RDPs should specify the difficulties for each rural area in the process of decision-making for development planning, and should frequently classify difficulties during implementation for the decentralized administration of implementation from central offices to local authorities in order to set up priorities for each rural area.

When Vietnamese people's strengths are not used and promoted, they have to try or be forced to use their weakness. So, the failure is almost inevitable. 
 
 This study aims to examine the change in the level of interactions between the agriculture, forestry, fisheries and rural sectors with other sectors in the economy and urban areas based on structure of the input - output table has been updated for Vietnam in 2016 by Vietnam Institute of Development Research (implemented 2018 under a Project of Vietnam Union of Science and Technique Associations VUSTA).

Purpose: The article is made to analyze the current situation of export activities of some key agricultural products of Vietnam, especially in the context of the world economy being heavily affected by the Covid-19 pandemic. Economies including Vietnam’s agricultural exports. Stemming from that practical requirement, the author proposes a number of solutions to overcome supply chain disruptions, to cope with the new context that creates momentum for the recovery and growth of Vietnam's agricultural economy by 2025. Design/methodology/approach: Research using the export approach of key agricultural products in a dynamic state, considering the impact of many factors, in which the influence of the Covid-19 pandemic is emphasized. disruption of supply chains from production to consumption of Vietnamese agricultural products. The study uses the research method to synthesize documents from reliable data and information sources of the economy such as MBS, CEIC, GSO of Vietnam, Ministry of Agriculture and Rural Development of Vietnam. Findings: The research results achieved the following contents: theoretical overview of key agricultural exports, agricultural development in a new context. The article analyzes the current status of the role of agriculture and the export of key agricultural products in economic development in Vietnam; Impact of the Covid-19 epidemic on the production of key agricultural products of Vietnam; Impact of the Covid-19 pandemic on Vietnam's key agricultural exports. The article proposes some solutions to export Vietnam’s key agricultural products in the new context from the perspective of the state to actors in the value chain of Vietnam’s key agricultural exports in the new context until 2025. Research, Practical & Social implications: Research results are references for scholars interested in the field of agricultural economics, business and commerce; policy makers of agricultural economics in Vietnam. The Vietnamese government seeks and expands new markets in the direction of official channels to avoid price pressure. To do this, businesses need to pay attention to product quality, traceability, and packaging to comply with regulations and standards of key importing countries of Vietnam’s agricultural products by 2025. Originality/value: On the basis of a theoretical overview of the export of key agricultural products, agricultural development in a new context. The author analyzes the current status of the role of agriculture and the export of key agricultural products in economic development in Vietnam; Impact of the Covid-19 epidemic on the production of key agricultural products of Vietnam; Impact of the Covid-19 pandemic on Vietnam’s key agricultural exports. Agriculture – rural – farmer is a crucial issue in Vietnam development policy. There are huge challenges in enhancing the efficiency of agriculture production. This paper focused on the estimation and determinants of rice production of Vietnam rural farmers. Based on VHLSS database in 2016, the author checked and manipulated 3299 observations which were surveyed all 6 regions in Vietnam. This paper uses the Data Envelopment Analysis approach (DEA) to estimate the score of production efficiency. The results showed that the score of Vietnam rice production efficiency not good, mean at 8,95/100. Additionally, the author determined the effect of the factors on the efficiency score through the Tobit regression model. The model results reveal that labor and livelihood diversity effect on the efficiency of rice production of Vietnam rural farmers. Moreover, the difference in the geographical region and soci-economic characteristics also formalize the difference in production efficiency score among farmers in Vietnam.

Rural E-commerce has performed as a new area to consider, primarily takes spontaneous nature and it does not have an obvious orientation. As a result, rural E-commerce needs to select a suitable development model to form the breakthrough premise for Vietnam’s agriculture. Moreover, the core goal of this model is to intensify agricultural trading to build a modern agricultural product trading system (1 out of 3 new TAM NONG ideological criteria). Along with the purpose to exploit the potential in rural areas, increase the farmers’ income and improve the standard of living - a foundation to create a green, clean and beautiful environment, modernize the agricultural economy; the research is also of great significance in the development of modern TAM NONG policy with recent 4.0 technology in Vietnam. This research uses a cross-sectional descriptive method, aiming at shedding light on the key factor for the development of rural E-commerce in Vietnam based on the O2O model, including the ability to participate in E-commerce (age, gender, etc), living areas (rural, urban), academic level, combining of cultural, rural, regional specialties in developing field-trip ecotourism, managing logistics. As a result, our research aims to establish a new rural E-commerce combining 3 in 1: E-commerce O2O model, rural specialties, together with rural educational experience.

This study fills a gap in previous studies by focusing specifically on small and medium enterprises in rural Vietnam, which are important for economic development but are disadvantaged by geographical and institutional constraints. The study was conducted to understand these challenges, evaluate the effectiveness of current financial policies and programs, and propose practical solutions to improve access to credit for small and medium enterprises in rural Vietnam. Using a qualitative approach, the study collected data from semi-structured interviews with 18 rural small and medium enterprises owners, 12 financial experts, and 10 policy makers across Vietnam. The findings suggest key barriers such as lack of collateral, high interest rates, limited financial literacy, inefficient bureaucracy and limited presence of financial institutions in rural areas. Although government initiatives and microfinance models show potential, their scope and impact are limited by many operational and cognitive issues. The results underscore the need for targeted interventions, such as simplifying the lending process, expanding financial literacy programs, and strengthening community-based financing mechanisms. Improving access to credit for rural small and medium enterprises plays an important role in promoting inclusive economic growth, poverty alleviation, and addressing regional inequalities in Vietnam. Background: Under-developed countries like Vietnam are facing sustainability problems in developing transportation infrastructure for rural and remote areas. The lack of financial resources and public support is the causative factor of the problem. Rural community participation is considered crucial to resolving these problems. Even demographics strongly influenced, but how they should interact with community participation is still under study in the South-eastern provinces of Vietnam. Methods: South-eastern provinces of Vietnam, including HoChiMinh City and BaRia-VungTau, BinhDuong, BinhPhuoc, DongNai and TayNinh provinces, were selected for the study due to the high requirement of rural transportation infrastructure in these provinces. Questionnaires were sent to local households for data collection. Data analysis was conducted descriptively with the model of logistic regression. Results: Community participation is identified as contributions in terms of finance, labor, material, and land. Household composition, education, income, and a member in the household as a community leader are among the chief contributing factors to community participation. Conclusion: The study can be beneficial for policymakers and local governors in planning and predicting local rural development programs. It aims to enhance rural community participation and increase rural transportation infrastructure in the South-eastern provinces of Vietnam.

Vietnam is a country that found itself at the center of the Indochina wars and was subjected to the most intense aerial bombing in history. However, little research has been done on the effect of unexploded ordnance (UXO) contamination on household livelihoods in rural Vietnam. In this paper, we investigate the contaminating effect of unexploded ordnance on households. Livelihood choices are classified by cluster analysis techniques, and unexploded ordnance contamination is measured at the district level by the proportion of land at risk from unexploded bombs and mines. We examine the effect of UXO contamination on livelihood choices using a multinomial logit model, controlling for various important household and regional level characteristics. It was found that households in districts with greater contamination were less likely to adopt a formal wage-earning livelihood, characterized by higher income and less poverty, than they were to engage in an agricultural livelihood. This suggests that the Indochina wars have had a long-running effect, reducing the likelihood of non-farm diversification, which in turn diminishes economic well-being among rural households in Vietnam.

The research on the distribution of rural buildings is one of the fundamental works of urban–rural development in Vietnam. Adopting a Mask R-CNN deep learning framework and collecting sub-meter remote sensing images, this research used a remote sensing interpretation model of rural buildings trained based on East Asian characteristics of rural buildings and successfully recognized about 2.87 million rural buildings in 34 Vietnamese provincial administrative districts with a total area of rural buildings of 2492 million square meters. The reliability of the identification results was verified by manual detection and quantitative statistics, and a multi-scale database of rural buildings in Vietnam based on individual rural buildings was created. Based on the database, this paper analyzes the distribution characteristics of rural buildings and summarizes characteristics of rural building distribution at the country, regional, and provincial scales. The identification results lay the foundation for the next study of urban–rural relations in Southeast Asia and the construction of a basic database on villages.

English learning and teaching is considered an essential part of Vietnam's educational system, garnering significant attention from families, schools, and society. This study examines the current state of English learning and teaching at the primary level in rural Vietnam through a case study of Viet Thuan Primary School, Vu Thu, Thai Binh, Vietnam. The study employs a mixed-method approach, utilizing questionnaires, in-depth interviews, and classroom observation as research tools. The participants include students, teachers and parents at Viet Thuan Primary School. The results reveal that although the curriculum aligns with educational goals and students display a keen interest and positive attitudes towards learning English, their proficiency level in the language remains low. The study also identifies unique challenges and difficulties faced by both teachers and students in rural areas, including limited parental support, limited exposure to English outside the classroom, challenging textbooks, and inadequate teaching resources and time allotment. This research offers practical insights for policymakers. By understanding the challenges faced by rural schools, targeted strategies can be developed to create a more supportive learning environment for rural students. Additionally, the research findings offer valuable insights for educators, assisting them in adopting suitable teaching methods to enhance the quality of English learning and teaching in rural areas.

Examining recent momentous changes in rural Vietnam, this article contends that many rural development policies implemented by the state and international development agencies adopt criteria of progress that are inappropriate to the situation and needs of rural people. However, far from being left entirely bereft by the failures of official development schemes, rural people in Vietnam have access to an alternative set of resources and strategies to improve their lives. Using examples from the Mekong Delta, the article demonstrates that these resources and strategies help rural people realize a quality of life that is engaged, modern, and viable.

Vietnam’s New Rural Development program envisages the creation of a newly modern rural Vietnam. Drawing on fieldwork, this paper argues that the program has had little bearing on peasant livelihood strategies. The emergence of deagrarianization has not arisen as a result of the program but because of household interest in maintaining a diverse set of income activities. These two contrasting rural realities—the advance of deagrarianization against a backdrop of continued subsistence farming—coexist and are mutually supportive. Peasant livelihood diversification strategies have been perpetuated without much attention to broader state-led initiatives aimed at “reforming” the countryside.

Youth migration is an important phenomenon in modern Vietnam, acting as a major driving force for economic growth and social change. The migration of young people from rural to urban areas not only reflects the trend of economic development but also shows profound changes in social structure, family models and community relations. This paper aims to assess the social impact of young people migrating from rural to urban areas on rural communities in modern Vietnam, based on the case of Vinh Trach Dong commune, Bac Lieu province. The main methods used in this research include a questionnaire survey (N=811) of households with young people migrating from rural to urban areas and in-depth interviews (N=20) of people in these communities to clarify the analysis from observation or available data collection. In addition, the study also provides useful information to help explain the social impacts of rural-urban youth migration on rural communities in modern Vietnam. The combination of quantitative and qualitative methods in the study not only helps to measure the scale of impact but also clarifies changes in gender roles, impacts on marital relationships, impacts on child education, impacts on the elderly and changes in community relations. In addition to analyzing the social consequences of youth migration, the article also proposes reasonable management solutions to minimize negative impacts and support sustainable social development in rural areas. These solutions focus on facilitating local economic development, strengthening community cohesion, improving infrastructure, and developing policies to support families with migrants. From there, the study is expected to contribute a more comprehensive approach to managing labor migration and ensuring the sustainable development of rural communities in the context of strong urbanization in Vietnam.

This paper addresses the limited access to formal credit among vulnerable rural households in Vietnam—a persistent challenge despite the government's efforts to promote financial inclusion. The research aims to identify key socio-economic determinants that affect the ability of vulnerable groups to access official credit channels. Using data collected from a survey of 1,200 rural households across eight provinces representing Northern, Central, and Southern Vietnam, the study employs a binary Logit regression model to estimate the probability of successful credit access. The findings reveal that the highest education level within a household and household income positively influence access to formal credit. In contrast, the education level of the household head, land ownership status, and residence in the Central region negatively affect the likelihood of receiving loans. These results underline the complexity of credit accessibility in rural areas and suggest that improving financial literacy and revising legal frameworks are essential to enhance credit outreach. The paper concludes with policy recommendations to strengthen the legal and institutional foundations for inclusive credit programs tailored to the needs of Vietnam's vulnerable populations.

Using data from the 2018 Vietnam Household Living Standard Survey, our study investigates the impact of education on household income in rural Vietnam. Both mean and quantile regression analyses were employed to analyze the impact of education. We found that education has a positive effect on the household income after controlling for various factors in the models. However, quantile regression analysis reveals that the effect of schooling years increases with quantiles, suggesting that education bring higher returns for richer households. We also found that households with the heads having higher qualifications or vocational education tend to earn higher income levels. Combined together, these findings imply that while education was found to increase household income, it increases income inequality in rural Vietnam. Our research findings suggest that improving the access of poor households to better education is expected to increase their income and reduce inequality in rural Vietnam.

Many studies have been conducted to estimate effects of rural credit programs on household income in both Vietnam and foreign coutries. Some provided positive evidence of such programs’ efficiency while others suggest that not all credit programs improved household income. Responding to the question of whether formal credit affects household income will contribute to directions determined to adjust allocation of resources for agriculture and rural development. In addition to the use of Difference-in-Differences (DD) method in connection with pooled OLS regression, this paper employs panel data from Vietnam Access to Resources Household Survey (VARHS) in the years 2006–2012, and finds that the formal credit does have effects on the rural household income. Additionally, the paper offers three groups of policies for promoting the role and improving efficiency of the formal credit programs on the household income in rural Vietnam.

Population aging, which is a global phenomenon, has strongly impacted the social lives of many societies around the world. In which, Japan and Vietnam are two of the twenty countries with the largest older population in the world. The “Kaso”- depopulation, has been occurring in rural Japan since the 1960s and has had negative impacts on community development. Vietnam in general, and Thua Thien Hue Province in particular is revealed to be in the beginning period of the “aging phase” - one of the Kaso signs. This paper attempts to clarify (1) how the extent of “Kaso” in Japan occurs in the study area of Vietnam; and (2) how is the inhabitant consciousness on daily life, socioeconomic development status and the concern of local people on the future development of rural community in context of projected population aging. Based on preliminary typology analysis of the demographic statistics (total population, aging population structure) of Thua Thien Hue at the commune level during the period of 1989-2012, two rural communes with aging population characters were chosen for further analysis through household questionnaires. The research result demonstrated that there has been similar to the initial situation of Kaso in rural Japan. However, the deep analysis result indicated that the presence of rural people’s negative consciousness of community development is not strong. Those preliminary results enable to emphasize significant importance on providing implicit information on the negative consciousness of rural people regarding the future of rural Vietnam.

The aims of this research were to identify the factors affecting milk consumption of rural households. As well as to determine the effects of these factors on the rural household’s intention to consume milk. A random sample of 514 rural households in northern Vietnam was selected to collect data on their milk consumption. Methodologically, statistical analysis was used to identify the preferences of rural households in purchasing dairy products and the two-step econometric technique was applied to measure the effects of the socio-economic and demographic factors and characteristics of milk market on milk consumption of the rural households. The integrating results from the two models showed that household’s income and convenience in milk buying have strongly positive effects on milk consumption of the rural households. At the lighter level, numbers of children and elders in the rural household also have positive effects on the probability of milk purchasing of rural households and milk expenditure while educational level was only found to affect milk expenditure of the rural households. In contrast, age of the rural household head and the importance of milk price have significant negative effects on both decisions of milk consumption of the rural households, decision to buy milk and level of milk expenditure. Finally, several implications of this study highlighted the contribution of the research to theory by enriching body of literature and marketing perspective by showing the worthy bases for the companies to determine their target rural consumers and improve their products.

Background: Vietnam’s network of commune health centers (CHCs) have historically managed acute infectious diseases and implemented national disease-specific vertical programs. Vietnam has undergone an epidemiological transition towards non-communicable diseases (NCDs). Limited data exist on Vietnamese CHC capacity to prevent, diagnose, and treat NCDs. In this paper, we assess NCD service readiness, availability, and utilization at rural CHCs in 3 provinces in northern Vietnam. Methods: Between January 2014 and April 2014, we conducted a cross-sectional survey of a representative sample of 89 rural CHCs from 3 provinces. Our study outcomes included service readiness, availability of equipment and medications, and utilization for five NCD conditions: hypertension, diabetes, chronic pulmonary diseases, cancer, and mental illnesses. Results: NCD service availability was limited, except for mental health. Only 25% of CHCs indicated that they conducted activities focused on NCD prevention. Patient utilization of CHCs was approximately 223 visits per month or 8 visits per day. We found a statistically significant difference (P<.05) for NCD service availability, medication availability and CHC utilization among the 3 provinces studied. Conclusion: This is the first multi-site study on NCD service availability in Vietnam and the first study in a mountainous region consisting predominately of ethnic minorities. Despite strong government support for NCD prevention and control, Vietnam’s current network of CHCs has limited NCD service capacity.

This paper examines the development of Vietnamese studies in post–World War II Japan. During the Vietnam War, Vietnamese studies in Japan was developed by a young generation of academics who were shocked by war coverage. Some of these scholars viewed Vietnamese society and its nationalist spirit as their “ideal social model,” and dedicated themselves to research topics centered on Vietnam’s rural society, revolution, and nationalism. However, when fieldwork became possible in the 1990s after the Đổi Mới reforms, research subjects became diversified among scholars who came after the Vietnam War generation as they encountered the country’s diverse realities.

We investigated the growth and convergence in Vietnamese rural income using the household survey data, VHLSS of the years, 2004 and 2018. The regional convergences in the district level income sources were estimated and tested. We found that real agricultural income, off-farm income, and the whole farm income all increased and converged, but the convergence rate in off-farm income was much higher than that in agricultural income. The convergence in income implies that an overall increase in rural income in Vietnam will contribute to reducing poverty rate. We also found that the geographic characteristics are the main determinants of agricultural income growth rates. On the other hand, ethnic minorities and people living in poverty have difficulties in developing off-farm income sources despite the convergence tendency of off-farm income.

Migration flows to urban areas is an unavoidable trend in the process of urbanization in both developed and developing countries. In Vietnam, while rural-urban migration flows accounted for a larger proportion in the previous period, up to now, urban-urban migration flows have tended to dominate. This phenomena shows that Vietnam is in the process of urbanization in both breadth and depth. This study was conducted to clarify the main characteristics of urban migration flows in the context of urbanization in Vietnam, with similarities and differences between rural-urban and urban-urban migration flows. In addition, the study points out the main contributions and pressures of this migration flows to urban growth in Vietnam.

Inclusive financial development has been identified by countries, including Vietnam, as one of the important measures to promote and support individuals and small businesses to borrow capital to develop production, business and consumption, serving the economic and social development of the country and locality. In this study, the author discusses the content of inclusive financial development and two basic factors affecting inclusive financial development, including traditional finance and digital finance. Based on the theoretical framework developed, the author conducted a survey of 400 managers of 200 financial institutions operating in a number of rural areas of Vietnam, including Hoa Binh province (North), Nghe An province (Central), and Bac Lieu province (South). The research results show that inclusive financial development is attracting the participation of a large number of rural people through traditional and digital financial channels; Increasing the level of use of these services not only contributes to increasing accessibility but also promotes the participation of different target groups in rural areas, including adults, women and the poor in the formal financial system. From the results of that study, the author discusses some solutions for sustainable financial inclusion development in Vietnam.

Vietnam is one of the countries most vulnerable to climate change impacts, especially from extreme weather events such as storms and floods. Thus, climate change adaptation is crucial, especially for natural resource-dependent farmers. Based on a qualitative research approach using a feminist political ecology lens, this article investigates gendered patterns of rural agrarian livelihoods and climate adaptation in the province of Thái Bình. In doing so, we identify differentiated rights and responsibilities between female and male farmers, leading to unequal opportunities and immobility for females, making them more vulnerable to climate impacts and threatening to reduce their capacity to adapt. This research also shows that demands on farmers to contribute to perpetual increases in agricultural output by the state poses a challenge, since farming livelihoods in Vietnam are increasingly becoming feminised, as a result of urbanisation and devaluation of farming. Past and present national strategies and provincial implementation plans linked to climate change do not consider the burden affecting rural female farmers, instead the focus lies on addressing technical solutions to adaptation. With little attention being paid to an increasingly female workforce, existing gender inequalities may be exacerbated, threatening the future existence of rural livelihoods and the viability of Vietnam’s expansion into global markets.

Using disaster data from the emdat.be website and data for six regions in Vietnam, this paper investigates the impacts of natural disasters on the gross product per capita of the three rural sectors that have been affected the most by disasters―agriculture, fishery, and forestry―over the period 1995 to 2013. The preliminary tests reveal endogeneity and contemporaneous correlations among these three sectors. Hence, a combination of instrumental variable (IV) estimations and system seemingly unrelated regressions (SSUR) are employed. The results reveal that disasters have different impacts on different sectors of the rural Vietnam with agriculture suffering the heaviest losses, fishery second, and forestry suffers the least. We then analyze the effects of reforestation as a disaster prevention measure and provide forecasts on the forest development in Vietnam.

Background/objectives The prevalence of hepatitis A virus (HAV) is associated with socioeconomic conditions, access to clean drinking water, and improvements in sanitation. In Vietnam, epidemiological data on HAV have been limited over the past two decades. This study aims to assess age-specific HAV seroprevalence across two distinct geographic regions, urban and rural areas, and identify the risk factors associated with HAV seropositivity in Vietnam. Methods This cross-sectional seroprevalence study was conducted in two distinct areas in Vietnam. Serological testing for anti-HAV total antibodies was performed, and socio-demographic questionnaires were administered to all participants. The age at the midpoint of population immunity (AMPI) was calculated and analyzed. Results A total of 1,281 participants aged 1–80 years were included, with 649 from urban areas and 632 from rural areas. Of the total participants, 33.2% were aged <15 years. Overall, HAV seropositivity was 69.2%, with urban areas exhibiting significantly lower seropositivity (57.9%) compared to rural areas (80.7%) (p < 0.001). The AMPI was 29 years, indicating Vietnam is at intermediate HAV endemicity. Multivariate analysis identified key risk factors for HAV infection, including age and rural residence. Conversely, participants with higher educational levels and those who consumed boiled drinking water were less likely to be HAV seropositive. Conclusions The study identified significant differences in the HAV seroprevalence between urban and rural areas, providing critical data for public health officials. These findings highlight the key role of targeted public health interventions and vaccination programs in mitigating HAV infection rates and reducing the disease burden, particularly among high-risk populations in Vietnam.
