ISSN 0716-5811. http://dx.doi.org/10.4067/S0716-58112013000100013.Este artículo presenta las características más relevantes de la morfología delrromané hablado en Chile, a través de la segmentación morfológica de un cuento tradicional. Luego de la introducción, se presentan algunos aspectos relevantes de la fonología y morfología de la lengua gitana. Específicamente, se presentan los fonemas segmentales, con sus respectivas realizaciones alofónicas y ejemplos para cada uno de ellos; la estructura silábica, también con ejemplos; y los casilleros que se despliegan en las clases de palabra sustantivo y verbo, con sus respectivos morfemas instanciadores. El punto siguiente, el más extenso y que constituye el foco de este trabajo, contiene dos versiones del cuento: una, con el texto en rromané y español, dispuesto en dos columnas; y otra, con el cuento dividido en 152 enunciados (segmentados morfológicamente). Bajo cada uno de estos enunciados, se dan el significado de cada morfema y una traducción semilibre.

ResumenEste artículo corresponde a la segunda parte y final de nuestra investigación “Aspectos de la Sintaxis del Rromané de Chile en Textos Orales Tradicionales(1)” .Se incluyen aquí los tipos de frases modificadas no descritas en nuestra primera presentación (FMAdj, FMAdv, FApos, FSeriada y FC-Eje) y los aspectos más relevantes de la sintaxis del rromané en el nivel de la Oración. Se describen los tag memas identificados y sus instanciadores, además de los tipos de oraciones encontrados. Este segundo artículo contiene una propuesta de análisismorfológico de los posesivos en rromané, la cual incluye una nota introductoria sobreel tratamiento de los posesivos en la gramática castellana, un cuadro con las formas delos posesivos en rromané de Chile, una propuesta de segmentación morfémica y unapropuesta de asignación de morfos a morfemas. A cada uno de los puntos mencionados,le siguen observaciones que abordan aspectos morfológicos, fonémicos y comparativosrespecto del español. ResumenEste trabajo, dividido en dos artículos, presenta una descripción en el plano morfológico para una lengua poco estudiada en el ámbito nacional: el rromané jorajané hablado por los gitanos de Chile. Este primer artículo contiene una introducción etnográfica –donde se presentan unas notas breves sobre los aspectos más prominentes de la lengua de los gitanos–, losantecedentes de la investigación, los objetivos generales y específicos planteados, elmarco de referencia y metodología utilizados, y, como foco, un análisis morfológico de los demostrativos. Este último punto contiene una nota introductoria sobre el tratamientode los demostrativos en la gramática castellana, un cuadro con las formas de los demostrativos en rromané de Chile, una propuesta de segmentación morfémica, y una propuesta de asignación de morfos a morfemas. A cada uno de los puntos recién mencionados, le siguen observaciones que abordan aspectos morfológicos, fonémicosy comparativos respecto del español.Palabras clave: Gitanos, rromané, demostrativos en rromané.AbstractThis study, divided into two articles, is a description of the morphology of a language that has drawn little attention nationally: Rromané Jorajané, spoken by Gypsies in Chile. Resumen
Este trabajo pretende una primera aproximación a la descripción fonológica del rromanés de la comunidad gitana rrom bolochók de la ciudad de Cúcuta (Colombia). Para lograr el objetivo propuesto inicialmente se presenta una sucinta aproximación a características generales de la lengua y a la comunidad gitana rrom de Cúcuta para posteriormente iniciar el análisis fonémico determinando los fonos del rromanés bolochók de Cúcuta de acuerdo a parámetros articulatorios, tras lo cual se establecen los fonemas segmentales y sus respectivas realizaciones alofónicas teniendo como fundamento teórico central las reglas de distinción entre fonemas y sus variantes propuestas por Trubetzkoy. Se consignan posteriormente algunos regulares procesos fonológicos presentándolos a través de reglas de carácter general, concluyendo el artículo con una propuesta de alfabeto basado en una escritura de tipo fonológico y la transcripción de dos variantes del principal relato de la comunidad.

Cette etude examine la linguistique rromani sous plusieurs angles : son importance humaine, culturelle et scientifique, les termes en usage pour designer les rroms, les tentatives successives d'elaboration d'une ecriture en rromani, l'emergence d'une vision polylectale de cette question depuis quelques decennies, la classification des parlers rromani, une demonstration de l'unite de la langue rromani, la question des idiomes "para-rromani" et une analyse socio-linguistique de deux parlers en contraste tranche : le meckar l'albanie, a la phonologie tres archaique, et le kalderar de pologne, tres innovateur. Les systemes phonologiques de ces parlers sont decrits dans les cahiers 2 et 3 comme exemples extremes du diasysteme, ceci selon un meme modele : consonantisme, vocalisme, structure syllabique et accentuation. Le cahier 4 presente une description presque exhaustive de la structure du diasysteme phonologique rromani, sur la base des descriptions du meckar, du kalderar et de quelque trente autres dialectes (voyelles et consonnes - notamment les liquides et les questions de preyotisation, accent et sandhis - en particulier postpositionnels). Ceci conduit a une analyse critique detaillee de la decision de varsovie (1990 : "l'alphabet rromani commun") et de son usage polylectal, avec une etude comparee du principe polylectal dans vingt autres langues d'europe et une evaluation de l'alphabet rromani commun a la lumiere des criteres de zinder. Le cahier d'annexes renferme quelques illustrations, un article inedit de rene gsell sur le contraste x versus h en rromani, une etude du systeme des postpositions, des materiaux dialectaux sur les voyelles centrales et les vibrantes ainsi qu'un recueil d'environ cinquante textes dialectaux rromani
This study surveys rromani linguistics first in terms of human, cultural and scientific significance ; terminologies used for designating the rromanis ; successive attemps of producing a rromani orthography ; the emergence of a polylectal approach in the last decades ; an attempt at classifying rromani dialects ; a demonstration of the unity of rromani ; the "para-rromani idioms" and a socio-linguistical analysis of two rromani dialects in sharp contrast : phonologically archaic albanian meckar and innovative polish kalderar, to be used in parts 2 and 3 as extreme dialectal exemples for describing the rromani phonological diasystem (consonantism, vocalism, syllabic structure and accentuation). Part 4 describes comprehensively the rromani phonological diasystem utilizing confrontations of meckar, kalderar and thirty other dialects (wovels, consonants - especially liquid sounds and preyotation, prosody and sandhi - mainly in postpositions). This leads to a detailed critical analysis of the warsaw decision (1990 : "the common rromani alphabet") and its polylectal use, with a comparative study of the polylectal principle in twenty other european languages and an evaluation of the common rromani alphebet in the light of zinder's criteria. The last part provides some illustrations, an unpublished article by rene gsell about the x versus h contrast in rromani, a study about the postpositions, dialectal material about central vowels and r-sounds in rromani and a collction of some fifty rromani dialectal texts

The Rroma people have a complex and highly contested narrative which is partly due to the fact that the Rroma are a homeless society, a society with no borders, no economy, no territory but with an origin. The perception of ethnicity itself is based on subjective interpretation and not based on some kind of scientific sociological truth. Those that apply their notions of ethnicity on a group may do so based on particular aspects of physical appearance or differential culture customs.    This research draws heavily on the theories of two authors, Charles Taylor and Will Kymlicka in order to answer my research question: To what extent can the challenges of the Rroma people in Romania be explained by Kymlicka and Taylor’s theories? What rights if any do they have?   Despite the fact that Romania is a democracy and that all people have the fundamental human rights, one can easily see the big disparities that exist between the Rroma ethnical group and the Romanian society. Members of a culture that has failed to be recognized will feel uprooted and it is important to give the recognition that a minority or unprivileged group is due and thereby acknowledge the fact that they have a cultural identity with their own traditions and aesthetic history. People should have the right to express their ethnic culture without any fear from persecution and prejudice from the society they live in.

La spécificité de la langue rromani a inspiré très tôt une série de conjectures, passées en revue ici. La (re)découverte de l'origine indienne du rromani s'est accompagnée du mythe de l'intercompréhension entre Indiens et Rroms (ab Hortis). D'autres fictions prennent le relai : d'un côté une unité qui permettrait l'intercompréhension généralisée des Rroms, de l'autre un grand nombre de langues différentes. Aucune ne correspond à la réalité et nous tenterons de dégager la logique – cohérente mais erronée, de chacune de ces approches, chez les locuteurs de base et chez les chercheurs. Le statut (réel ou présumé) de la langue nourrit diverses représentations, de même que son usage effectif et ses capacités d'expression (ćordikani ćhib, invention du diable, jargon de voleurs). L'image du rromani écrit dépend pour sa part de l'ignorance (cf. C. P. Snow) de l'histoire des autres langues écrites par les détracteurs, mais le sujet est en lui-même un instrument de manipulations politiques.

All across Europe, schools and universities have been setting up new training methods in order for students to develop intercultural skills and competence. In multilingual societies the pedagogical assumptions of e-learning environments need to be made explicit. World Wide Web with the rapid development of Information and Communication Technologies in Romania has caused changes in the way teaching and learning is viewed increasing the diversity of the beneficiary population. Romania is a country with a multicultural and multilingual society. In these societies the implicit pedagogical assumptions of e-learning environments need to be made explicit. Two different cultural dimensions of educational practices are more specifically concerned: the pedagogical culture and the values, beliefs, attitudes, theories and models involved; and the digital culture and the emerging transformations related to knowledge and pedagogical modeling. This article focuses on examining the various effects of cultural factors regarding the e-learning process in Romania. An e-learning environment is one where the educational practices are based on information and communication technology. There can be a combination of online and offline, solitary and group learning. As Internet culture existing in cyberspace is not geographically tied, learning through e-learning is no longer bound by location (school, training center) or time, but is actually dependent on technology. Examining the relationship between culture and language we discover that they are closely linked to the issue of national identity. After the Dutchman Geert Hofstede, researcher of corporate culture, national culture is the software of the mind, specific and learned patterns of thought and behavior, relatively clear limiting potential answers to basic questions of existence, sets the example, modus operandi for survival, and it is necessary for us to be successful persons. Overviews of cultural considerations (linguistic, national and individual aspects) can help build and implement effective e-learning. After examining the sociolinguistic distribution will explore the learning process in terms of culture-dependent characteristics, and possible ways of customization. The development of intercultural abilities can lead the way to an enhanced experience of learning. Considering that ensuring equal opportunities is important to know what to do with e-learning software - acquired abroad or produced locally - by introducing a limited market (the speakers of Hungarian / Rromani). Finally, the paper analyses the e-learning platforms offered by the major Romanian Universities and the way they respond to the needs of Hungarian and Romani minorities, taking in account their cultural and pedagogical peculiarity. The aimed scope of this paper is to submit to the universities and to the Ministry of National Education some solutions to increase the access of Hungarian and Rromani minorities to on-line learning higher education.
