Road safety depends on a complex balance between all the factors that compose the road system: user, vehicle, environment, and infrastructure. Directive 2008/96/EC introduces procedures to improve the European Transport Network (TEN-T) safety, recognizing an important role for safety inspections, but focusing them on freeways and highways. This paper proposed methods and criteria useful to optimize current inspection procedures and adapt them also to secondary and local rural roads. It is often complex to determine the severity and weight of the different risk factors in this context, since deficiencies and faults can be found both in the road infrastructure and in the other components of the system. The proposed survey method was applied to a stretch of the SS7 Appia state road (Lazio, Italy). Producing video capture and using GPS sensors to geolocalize the data proved to be very useful for the compilation of the survey forms. The results showed a good consistency between the safety assessments obtained from the scoring of the inspection forms and the historical accident rate. Therefore, the proposed methodology can be a valuable aid in understanding safety concerns and in defining the improvement actions.

Abstract In Poland, road inspections were implemented in June 2014 on all national roads. Previous traffic surveys mainly looked at the technical condition of roads, signs and markings; other safety issues were overlooked. The main problem of the inspections is that the qualitative assessment is subjective which affects the classification of the sources of hazard on the road. The paper presents an analysis of the variability of the qualitative assessments of road defects when they are assessed by different teams of inspectors. On this basis, guidelines were developed for the classification of risks based on the relationship between sources of road hazard and the personal and economic losses involved in road accidents. These relationships are quantified using mathematical models to simulate the effect of hazard variability on the consequences of selected road accident causes on sections of the road network.

AbstractIn the paper methods for conducting Road Safety Inspections (SIs) in Italy and Poland are described and compared. The goal of the study is to improve the quality and efficiency of the safety inspections of road network by using low cost equipment (GPS, Tablet, Camera) and specific software. Particular attention was paid to the need for proper calibration of factors, causing traffic safety hazard associated with road infrastructure. The model developed according to the Italian procedures was adapted to comply with the checklists and evaluation criteria of the Polish guidelines. Overall, a good agreement between the two approaches was identified, however some modification was required to include new safety issues, characteristic for the Polish network for safety inspection of two lane rural roads. To test the applicability about 100 km of regional two lane roads in Poland were inspected with Polish and Italian procedures.

Road safety management begins with a detailed analysis of accidents, which is reflected in Article 24 of the Law of Ukraine “On Road Traffic” which states that when performing repairs and maintenance of roads, streets and railway crossings road maintenance organizations in the first place should take measures for road safety on the basis of accounting and analysis of road accidents, results of inspections and surveys of roads, streets and railway crossings, and especially in emergency and dangerous areas and in places of concentration of road accidents. The problem of reducing the accident rate and reducing the number of victims of road accidents during the maintenance of roads has so far been solved mainly by identifying areas (places) of concentration of accidents with the development of measures to improve road conditions and improve the organization of traffic on them and conducting annual commission spring and autumn inspections of the road network by representatives of road organizations and the police. However, the areas of concentration of road accidents were not fully covered on the road network of local significance due to the lack of accurate reference of the places of accident in the accident registration cards, as well as they were not identified on the streets and roads of cities and other settlements due to the absence of any criteria for their identification and therefore the maximum efficiency from introduction of management of sites (places) of concentration of road accident isn’t reached. The article analyzes the criteria for determining the areas of concentration of accidents on public roads in different periods, examines the dynamics of the number of areas of concentration of accidents and considers other modern opportunities for effective traffic safety management, in particular, inspection (inspection) of existing roads.

Road transport safety, apart from environmental protection, is one of the most important tasks for the contemporary world. Annually, about 50 million people are injured in road accidents around the world, of which nearly 1.5 million die as a result. Transport safety consists of many activities and includes various initiatives, including legal changes, training, preventive actions, building safe road infrastructure, and the production of safe vehicles and control systems. This article deals with the issue of performing roadside technical inspections in the Slovak Republic. Specifically, it analyses the results of these roadside technical inspections in individual counties of the Slovak Republic and examines their possible impact on transport and logistics systems in these counties. The correlation analysis showed that the number of checks under the technical roadside inspections is weakly related to the number of logistics centres, but the number of such inspections is moderate in relation to the number of failed vehicles (correlation coefficient = 0.44079). In addition, due to the age of the vehicles, the number of serious and dangerous faults found on them during maintenance inspection increases.

There is a wide literature focused on how to design new bus stops, but the research on how to review and assess quality and safety of existing bus stops is, so far, still less developed. Therefore, this paper highlights the need for in field inspections of existing bus stops and illustrates a possible methodology to assess and review them. The paper further develops a Road Safety inspection methodology for existing bus stops. Particularly, starting from the inspection methodology, the paper describes how it is possible to handle data collected during bus stops inspections to perform a more comprehensive review of the bus stops, in terms of Road Safety, Security, Comfort and Accessibility levels. The technique was successfully applied to some bus lines in the Province of Brescia (Italy), and can be easily transferred to other contexts. Through the use of a Geographical Information System (GIS), informative layers were built, and thematic maps were realised. The assessment can then be used by technicians and decision makers to plan and prioritise interventions on the infrastructure.

Traffic barriers represent one of the basic road safety features. There are several types of traffic barriers based on the material from which they are made of and their location. Bridge structures are usually fitted with steel barriers. A steel barrier is, in fact, a relatively complex system linking individual steel elements, which, as a whole, has to meet the requirements given by normative regulations. In order for the steel barriers to fulfill their function and prevent the catastrophic consequences of traffic accidents, it is absolutely necessary to ensure their correct installation on the bridge structure. It seemed until recently that carrying out quality inspections of steel barriers installation, i.e., their anchoring into the concrete ledges, was a relatively complicated time- and money-consuming process, and that is why inspections of the correct anchoring installation in new or existing barriers were not carried out as standard. This paper thoroughly describes in detail the non-destructive ultrasonic pulse method, with which the anchoring of steel barriers on selected bridge structures is being checked. From the measurements and statistical evaluation of the results, it is apparent that carrying out inspections of the anchoring of these road safety features should be considered routine, and at the same time, the inspection of anchoring quality should be required by law in order to ensure the safety of road traffic.

Attention to the most vulnerable road users has grown rapidly over recent decades. The experience gained reveals an important number of fatalities due to accidents in urban branch roads. In this study, an analytical methodology for the calculation of urban branch road safety is proposed. The proposal relies on data collected during road safety inspections; therefore, it can be implemented even when historical data about traffic volume or accidents are not available. It permits us to identify geometric, physical, functional, and transport-related defects, and elements which are causal factors of road accidents, in order to assess the risk of death or serious injuries for users. Traffic volume, average speed, and expected consequences on vulnerable road users in case of an accident allow us to calculate both the level of danger of each homogeneous section which composes the road, and the hazard index of the overall branch. A case study is presented to implement the proposed methodology. The strategy proposed by the authors could have a significant impact on the risk management of urban roads, and could be used in decision-making processes to design safer roads and improve the safety of existing roads.

Abstract The technical diversification of the current road traffic units in Romania is enhanced by the growth of the national fleet of road vehicles. According to APIA statistics, cars have the largest share in the volume of the car fleet in Romania. In 2019, the national car park increased by 7% compared to the previous year - 606,163 units, including 161,562 new and 444,601 used. The fleet of commercial vehicles registered an increase of 80,895 units (25,936 new and 54,959 used) or 6.1%, reaching a total nationwide at about 8 million units. The technical condition of these vehicles significantly determines road safety as well as the impact that road transport has on the environment. For each vehicle, the technical condition is validated by periodic technical inspection. In this paper, the findings of periodic technical inspections allowed the authors to develop significant scenarios related to road safety, environmental influences, but also related to commercial issues associated, for example, with the change of owner of the vehicle. The objectives we achieve in this paper are directly related to the direct link between the scope of European Union regulations certifying the compliant technical condition of a particular vehicle (result of periodic technical inspection) and road traffic safety in Romania today corroborated with projections of environmental influences and changes climate.

The current research examines the road safety aspects of Motorcycle Rickshaws (MRs). MRs are motorcycle driven three-wheeled paratransit vehicles that appear to be the largest informal public transport mode in Pakistan. There are widespread public concerns about their negative effects on safety, traffic flow, and air and noise pollution, but little relevant research or government policy exists because of the lack of registration systems for these vehicles and under-reporting in police crash data. In response to this identified gap in knowledge, this doctoral program was undertaken to: (1) examine the road safety aspects of MRs, and (2) identify appropriate policy measures and strategies that could improve the road safety of MRs.

Petroleum products, which are required to keep the 'wheels' of industry and commerce turning, are distributed from the various refineries to their destinations throughout the country on a daily basis and the mode and extent of transportation or conveyance of these products is varied. This distribution activity predominantly takes place by means of road tanker, pipeline as well as rail tanker and quantities during transit could vary from a few hundred litres to many thousands of litres per trip. Road tanker transportation is considered to be the most vulnerable form of distribution means and this poses a high risk in terms of the potential for being involved in an accident. The risk potential associated with the road transportation of these fuels, from an environmental point of view, is aggravated due to: *The conveyance of bulk loads, *non-roadworthiness of many vehicles, *inconsistency in vehicle condition checking systems and in the application of *safety systems, *poor road conditions, *driver fatigue, *hi-jacking threats, *the level of incompetence or unsuitability of drivers, *the inconsistency in driver training programs, *the vulnerability of the tankers being subject to collision and accidents. The potential exists for road tankers involved in accidents to leak or spill large quantities of petroleum products which in turn could result in catastrophic environmental consequences (such as leaking large quantities of fuel into sewers, plantations, rivers and streams thus causing much ground and water pollution). Also, during an accident the fuel leaking from a road tanker may ignite causing it to burn for several hours before it is finally brought under control and extinguished. This may result in much air pollution as well as damage to the surrounding ecological systems. Subsequent explosions could further result in severe loss of life and associated fires which in turn could cause more environmental degradation and damage. For the purpose of this dissertation, focus was specifically placed on the introduction of internal company control measures that a "supplier” company (such as Natref (Pty) Ltd) could implement to check whether petroleum product distributors are complying with predetermined criteria aimed at reducing the potential for accidents involving road tankers. The measuring of how these controls have an effect in the bigger scheme of things in terms of reducing accidents and environmental degradation was very difficult to determine because it was not possible to extract from the distributors how many of their vehicles were actually involved in incidents during the study period. As a result it was not possible to determine whether the improved control measures had an effect on the number of accidents incurred by the vehicles that were effected by the improved application of the standards. The study thus focused primarily on the effect that the implementation of an inspection system could have in progressively reducing the number of defects found on road tankers wanting to gain access to Natrefs site as well as measuring whether an improvement in compliance to standards actually took place. This study was conducted over a period of 22 months and involved the development and implementation of a new procedure and training course, implementation of an inspection checklist, improved reporting methods as well as improved the overall environmental awareness of the employees involved in the checking and inspection process. It is however assumed that the implementation and ongoing enforcement of the company standards has assisted in contributing towards minimising the potential for pollution exposures arising from accidents and in so doing minimising environmental degradation to a larger or lesser extent.

The thesis focuses on a road safety inspection in South Moravian Region. In the first part, 15 locations with different characteristics were chosen, which were subjected to in-depth accident analysis and then compared by security indicators. On the basis of the results of this analysis, 5 locations were selected, namely the junction on a road II/430 and four sections on the roads II/373, II/384 and II/394. The selected sites were the objects for a road safety inspection, consisting of a personal visit of sections and the subsequent preparation of the potential risks influencing the origins of accidents. For each risk are proposed corrective measures that remove or eliminate the problems on selected section.

The diploma thesis focuses on a road safety inspection of selected intersections in Olomouc Region. The first step of the diploma thesis was to select 20 intersections, then each one was subjected to accident analysis. The intersections were compared by accident indicators, which were the basis of selection 11 intersections for visual inspection purposes. Based on visual inspections, the selection was further reduced to 4 intersections in Olomouc Region, which were subjected to detailed road safety inspection, then the potential risks influencing the origins of accident were identified and corrective measures were proposed in order to remove or eliminate the intersections problems.

This thesis presents a safety inspection in selected places in the Vysocina region of the Czech Republic. Six intersections in rural and municipal areas, plus three rural road sections were selected for the inspection and an accident rate analysis. The places selected were compared in terms of the accident rate and one case of each group was then selected for a detailed safety inspection encompassing visual inspection and identification of possible hazards. By eliminating such safety hazards, it is possible to ensure a traffic fluency and to preclude traffic accidents or at least minimize the harm caused by it.

This masters dissertation deals with the preparation and realization of a road bridge recontruction in the Vlkoš village. The introduction of this thesis contains basic information about the structures of the construction. Execution of main technological stages is addressed in construction technological study. The thesis also includes a coordinational site-layout of the construction, design of site equipment, design of the main construction machines and mechanisms, time and financial schedule, construction workers deployment plan, plan of achines usage. In my thesis I deal mainly with the supporting construction of the bridge. For these stages i implemented technological directives in addition of Inspection and check plan. Safety and protection of health durink work is also addressed. I also worked out the technical report of the constuction sites facilities including the needed drawings.

This work aimed at the definition of a Network-wide Road Safety Assessment procedure for two-lane two-way rural roads, namely Human Factors Evaluation procedure, which accounts for the influence of Human Factors in accidents triggering factors. The purpose of such a procedure is to provide an instrument to evaluate the risk of accidents occurrence because of wrong perceptions and expectations caused by the road. This often translates in operational errors, which may become driving errors that finally results in accidents, if uncorrected. The need of a Network-wide Road Safety Assessment procedure which accounts for Human Factors, together with an overview of considered methodologies, is discussed with a focus on Road Safety Inspection procedures. Indeed, visual site inspections and surveys allow to identify specific critical issue that may otherwise be missed while using big data analysis. Moreover, it has been decided that the Human Factors Evaluation procedure must follows the requirements of the updated 2008/96/EU directive (European Parliament and the Council, 2019). This will let it be a usable instrument for road agencies.

Road safety inspection is an important part of road maintenance. The road inspection typically depends on road inspectors to do regular check-ups in their responsible areas. If the inspectors find damaged roads or broken facilities such as traffic lights, they will note them down with their cameras or smart phones. Sometimes, citizens report the damaged road condition, and then the inspectors con rm the damage in person. The method needs a higher input of labor and longer process time. In recent years, satellite inspection cars were introduced for road inspection. Inspectors use cameras and a satellite positioning system to document noticed damages. The satellite inspection car shortens the time for road inspection. However, this method still needs extra staffs to carry out the task. Moreover, the satellite inspection car is very expensive. This thesis introduces a system for supporting road safety inspection. Citizens use mobile devices to record videos and location information when they are driving. The videos then can be uploaded to the system. The system shows the roads of which videos are available. Road inspectors select needed road segments to watch the corresponding videos, so they can collect the information without going to the damaged spots. The system can reduce required inspection manpower, cost, and time.

AbstractBridges are among the most important structures of any road network. During their service life, they are subject to deterioration which may reduce their safety and functionality. The detection of bridge damage is necessary for proper maintenance activities. To date, assessing the health status of the bridge and all its elements is carried out by identifying a series of data obtained from visual inspections, which allows the mapping of the deterioration situation of the work and its conservation status. There are, however, situations where visual inspection may be difficult or impossible, especially in critical areas of bridges, such as the ceiling and corners. In this contribution, the authors acquire images using a prototype drone with a low-cost camera mounted upward over the body of the drone. The proposed solution was tested on a bridge in the city of Turin (Italy). The captured data was processed via photogrammetric process using the open-source Micmac solution. Subsequently, a procedure was developed with FOSS tools for the segmentation of the orthophoto of the intrados of the bridge and the automatic classification of some defects found on the analyzed structure. The paper describes the adopted approach showing the effectiveness of the proposed methodology.

An on-road study aiming at operationalising the individual gap acceptance is outlined.

It is well known that road safety issues are closely dependent on both pavement structural damages and surface unevenness, whose occurrence is often related to ineffective pavement asset management. The evaluation of road pavement operability is traditionally carried out through distress identification manuals on the basis of standardized comprehensive indexes, as a result of visual inspections or measurements, wherein the failure causes can be partially detected. In this regard, ground-penetrating radar (GPR) has proven to be over the past decades an effective and efficient technique to enable better management of pavement assets and better diagnosis of the causes of pavement failures. In this study, one of the main causes (i.e. subgrade failures) of surface damage is analyzed through finite-difference time-domain (FDTD) simulation of the GPR signal. The GprMax 2D numerical simulator for GPR is used on three different types of flexible pavement to retrieve the numerical solution of Maxwell's equations in the time domain. Results show the high potential of GPR in detecting the causes of such damage.

In order to reduce accident rate on roads and streets more and more various road safety measures are being imple- mented each year. Nevertheless, road safety problem exists in most countries. For example, even though accident rate in Lith- uania was almost halved (6372 to 3161 yearly accidents) from years 2004 to 2015, fatality rate is still quite high – 8.3 per 100000 people. New regulations, approved in 2008, dictate the need of carrying out road safety audits and road safety inspec- tions for all road and street design projects. This paper presents most common road design errors and methods of fixing those errors based on Vilnius Gediminas Technical University Road Research Institute road safety auditors’ experience from years 2011 to 2016. Most common safety problems are organized and presented in groups ordered by their importance. Recommen- dations on how to improve road safety audit and inspection procedures in the future are formulated, as well as suggestions on improving road project design stage by taking most common flaw priority into consideration.

The paper presents the procedure of track and turnout geometry condition assessment, taking into account also the deterioration of the rail running surface. Track geometry measurements are made using manual tools, microprocessor-based portable instruments, and geometry cars. Methods of collecting track and turnout geometry data are discussed, and an exemplary equipment design features are presented. Maintaining and possible improvement of the technical condition of the permanent way call for regular inspections providing voluminous data requiring detailed analysis. The approach based on track line-speed dependent geometry parameters analysis is explained. Several synthetic track condition assessment coefficients are described, and analysis of the temporal trend of the track and turnout geometry change. Train operation safety is also affected by changes on the running surface of the rails. In addition to the track geometry, the significant reasons for train operation safety are the railhead wear being affected by the type of transport, traffic intensity and maximum allowable axle load. Determining the permanent way condition with the continuous design and maintenance characteristics is possible if measured on the minimum 200-300 m length with the measurement steps of ca 0.5 m. Comments on employing the Artificial Intelligence tools for track and turnout condition analysis are provided. Most of the inspection data collected using various equipment, like track and turnout geometry measurement data and video inspection information, can be analysed automatically by the dedicated software agents. Such an approach yields analysis results equivalent to the standard inspections, except that the trains and self-propelled trolleys can record data at higher speeds, railways staff could achieve.

Buried medium and small diameter piping at road crossings and under access roads within plant or oil terminal boundaries that is not protected by any sort of casing presents inspection difficulties because access normally calls for a selective or total excavation of such piping. Often, only when an oil or gas leak is suspected to originate in the area of a road crossing, is such piping excavated and inspected. Sometimes such a finding will stimulate inspections at other selected road crossings as well as failure analysis of the pipe where the oil or gas leak was found. One of the root causes of piping failure at road crossings and under access roads may be the overburden (the soil cover above the buried pipe) and cyclic traffic load stresses that are increased in the carrier pipe because of local areas of reduced wall thickness, mechanical damage such as a dent or surface cracking. In-service corrosion or damage of the uncased pipe at road crossings can lead to integrity problems since the original design assumptions or safety margin for such piping may no longer hold. This paper reviews a typical approach to analyze buried pipe design at road crossings and adds selected API RP 579 procedures to illustrate the analysis of fatigue loadings. A brief note on common inspection practices and techniques for buried medium and small diameter piping at road crossings and within plant limits is also included.

<p>During the 21st century, within road infrastructure management there is a strong enforcement on preserving assets and prevent roadway collapses. As a result, public agencies have to implement periodic inspections and asset condition assessments. As pavements and bridges also culverts management play a special role in roadway safety, because they prevent roadbed erosion. The scope of this investigation is the assessment and forecast of culverts performance regarding rating condition and network reliability forecast. In addition, it intends to analyze hazards influence in the culvert serviceability, modelling the hazards actions on the infrastructure.</p><p>In this paper, is performed the literature review of studies done during the past decade comparing advantages and limitations. Five main subjects are identified in the development of a culvert management system, since the inventory and inspection framework, to forecasting models and risk assessment. Moreover, it will determine the correlation between subjects and will find gaps for improvement.</p>

<p>The main objective of the COST Action TU1406 is to develop a guideline for the establishment of Quality Control plans for roadway bridges. The guideline is based on conclusions of Working groups 1 and 2 of the Action and is further developed with the contributions and findings of members of Working group 3. The paper presents the overview of the developed framework, where gradual damage processes as well as sudden events are being addressed in evaluation of Key Performance Indicators. The proposed framework relies on data from design and construction phase, as well as from results from visual inspections that are used for an assessment of safety and serviceability - the primary concerns of bridge managers. Special attention is aimed at possible Failure modes and related bridge Vulnerable zones. These are, for instance high moment regions, high shear regions and constructions joints, but can also be zones of bridge conceptual weaknesses. Since there are differences in design and materials for various bridge types, the suitability of the framework is tested separately for girder/frame bridges and arch bridges. Due to the specifics of sudden events, the application of the framework is given separately from gradual damage processes. Emphasis is given on flooding and scour as these are the most common culprits of bridge failures. The steps in the implementation of the framework are briefly shown and an illustrative example is presented.</p>

<p>In Spain, the national road network comprises over 17.000 bridges and viaducts, besides those managed by local and regional administrations. Many of these structures are very old; however, it was not until the 90s of the XX century that maintenance awareness rose among the society. Inspections are currently carried out visually, on a manual basis, implying low effectiveness and high costs.</p><p>To tackle these issues the SISGES project was conceived and aimed at developing a smart management system capable of making rational decisions regarding the maintenance and repair of existing structures. The methodology that has been followed to achieve this goal is to study the current available technologies, develop a data management structure, develop a monitoring system for each structure, create a structural model while considering interoperability with BIM and finally, develop a management application/software to be used for both technical profile users and general managers.</p><p>The SISGES platform comprises remote inspection technology, which reduces the inspection times and costs while increasing workers’ safety; continuous monitoring technologies, registering displacements, vibrations, temperature and humidity; scanning technologies to create three- dimensional models of the structures and BIM technologies to assign each element with an attribute.</p><p>Overall, this makes an innovative and integrated infrastructure management system in line with available technologies and capabilities while maximizing the efficiency of inspection and monitoring for current and future bridges and viaducts.</p>

Road managers are obliged by law to regularly monitor the condition of road pavements as part of road inspections. Visual inspections provide basic information on the condition of the road and regular assessments are the basis for planning maintenance and repairs. These inspections are usually carried out from a dedicated car and recorded manually by an operator or done by special sophisticated and very costly devices with cameras and various sensors. Inspections are done in defined periods based on road class and type of inspection. This paper presents a pilot test of a new method of monitoring pavement defects based on visual inspection by an autonomous vehicle-mounted system with automatic real-time evaluation performed by this device. The device processes the video recordings and uses deep neural networks for the detection and classification of pavement defects. The resulting metadata and location are immediately sent from this device to the cloud infrastructure. All the data are GDPR safe by design, no images or videos leave the device. The detection is not meant to be as precise as detection made by special diagnostic cars, it is used to do instant community-based monitoring of significant damages on the road network and hence serves as a pre-selection tool to provide road administrators valuable data on where detailed inspection or diagnostics is needed. In addition to the pavement condition, other parameters related to road objects and equipment can also be evaluated.
