Resumo: Desde o início da década de 1990, os países-membros da União Européia tem se movido em direção a políticas e leis de imigração cada vez mais repressivas, punitivas e de amplo caráter discriminatório. A intensificação desta política bem como a militarização progressiva de suas fronteiras tem construído o fenômeno político denominado fortaleza Europa, constituído por muros reais e virtuais, pela vigilância constante tanto dos limites territoriais como do próprio espaço público e pelas práticas sancionadas pelos Estados de estigmatização dos imigrantes, refugiados e solicitantes de asilo com base em sua origem cultural, fenótipo e etnia. Neste contexto, o Estado italiano aparece como um caso exemplar desta nova política, pautada pela ótica da emergência, da exclusão de todos os seres considerados indesejáveis e pelo racismo de ordem cultural, que concebe o estrangeiro como incapaz de se adaptar aos valores ocidentais, sobretudo aos valores italianos. Esta dissertação tem como objeto a política italiana para imigração, cujo pilar principal é constituído pela instauração dos Centros de Permanência Temporária, espaço de exceção nos quais são confinados os imigrantes ilegais, refugiados e solicitantes de asilo, e nos quais se efetua a espoliação do estatuto jurídico destes seres, convertendo-os em não-pessoas. Nesse sentido, a análise destes espaços e da política que os criou pode ser capaz de revelar o sentido da reaplicação de esquemas racistas na configuração das relações sociais,bem como o lugar ocupado pelo paradigma da segurança e da exceção, nos quais se pautam diversos Estados europeus e que redefinem a política na atualidade
Abstract: Since the early 1990s, member states of the European Union (EU) have moved toward policies and immigration laws increasingly repressive, punitive and discriminatory. The intensification of these policies and the gradual militarization of EU's borders have built a political phenomenon called Fortress Europe, which consists of real and virtual walls, constant surveillance by both the territorial limits and the very public space and practices sanctioned by the States of stigmatization of immigrants, refugees and asylum seekers based on their cultural background, ethnicity and phenotype. In this context, the Italian State appears as a striking example of this new policy, guided by the optics of emergency, the exclusion of all beings that are considered undesirable, and by cultural racism that sees the foreigner as unable to adapt to Western values, especially Italian values. This thesis aims at Italian immigration policy, which main point is the establishment of Temporary Stay and Assistance Centers. These centers are states of exception in which illegal immigrants, refugees and asylum seekers are confined to, their legal status is spoiled, and thus, they are turned into non-persons. In this sense, the analysis of these states and the politics that created them may reveal the meaning of racist reapplication regimens in the social relations set, and the place occupied by the security and exception paradigm, in which several European States are governed redefining the political scene today

Texto completoOù se situe le patrimoine dans les politiques de la cohésion européenne? Quels sont les objectifs de la politique de cohésion? Quelles sont les interactions entre développement, cohésion et patrimoine? Les politiques en faveur du patrimoine, actuellement appliquées, sont elles classiques? C’est-à-dire :sont-elles focalisées sur la protection et la restauration du patrimoine ;ou bien sont-elles plus complexe, en ce sens qu’elles impliquent la valorisation et l’insertion du patrimoine parmi les ressources d’un territoire, permettant à la fois d’y greffer des politiques d’emploi, des politiques commerciales et des politiques de cohésion sociale ?Actuellement quelles sont les limites d’une mise en œuvre performante? Au final, le patrimoine a-t-il vraiment la signification et la place qu’on veut lui attribuer? Outre ce qu’ils postulent en matière de développement, les textes produits par l’UE indiquent que le patrimoine et sa valorisation sont d’habitude considérés comme éléments qui contribuent positivement à l’amélioration de la qualité de vie. Mais quelles sont les définitions qui sont actuellement disponibles? Quels sont vraiment les rapports entre toutes ses notions et leur concrétisation sur le terrain? La thèse ambitionne de contribuer à une réponse à ses questions.
Les instruments fournis dans le cadre de la politique européenne, sont extrêmement nombreux et multiformes. Une analyse est tentée afin d’évaluer l’efficacité de divers instruments disponibles de la politique de cohésion, en termes de valorisation du patrimoine et de son intégration, dans un contexte de développement local et régional. L’analyse s’effectue au travers d’études de cas. Les études de cas proposées (deux études de cas dans deux pays européens différents, la ville de Nicosie à Chypre et la ville de Xanthi en Grèce) traitent de l’espace du sud-est méditerranéen de l’U.E. La Grèce et Chypre ont été choisis en tant qu’exemples tout à fait représentatifs d’un point de vue géographique mais également d’un point de vue Européen. (Grèce:U.E 3 et Chypre: UE 12)
Le cas de Xanthi, Grèce, est le plus développé. Notre étude le présente comme un résultat globalement positif du rôle des politiques et des programmes de l’ U.E. Les mécanismes locaux d’utilisation des opportunités offertes par les financements européens sont expliqués. On montre comment l’identification, la réhabilitation, la valorisation d’un patrimoine spécifique à la région et la polarisation des politiques de développement sur ce patrimoine ont entraîné d’importants changements dans le comportement de la population vis-à-vis de son territoire. Outre un réinvestissement massif des groupes sociaux moyens et supérieurs dans le cœur urbain, on a pu constater une forte croissance de toutes les activités tertiaires et l’émergence d’une vie locale extrêmement dynamique. Tant la démographie que le nombre d’emplois montrent une courbe ascendante. Si l’on ne peut pas faire abstraction de phénomènes qui se rapprochent de la gentrification, on doit admettre que l’évolution des prix des immeubles et du foncier, n’a pas eu des conséquences identiques à celles qui sont observées en Europe occidentale. On peut semble–t-il dans ce cas (proche d’autres cas voisins dans les petites villes grecques) parler d’amélioration de la qualité de la vie.

This thesis deals with the democratic accountability question within systems of global governance, but focuses on the European Union. The main ambition has been to explore and give an account for the current situation, and lack of accountability as a part of the European Union democratic deficit. It will also stress some of the solutions proposed. In order to fulfil this I have used classic liberal democracy theory and multi level governance theory. The thesis defines the concept of accountability as to be held accountable to a constituency or a superior official and the relationship between them can take many different shapes. Several factors are identified as threats to accountability such as many tiers of governance, no clearly defined responsibilities and the lack of elected politicians on a level of global governance. By establishing the EU as a government of multi level governance and a bearer of democratic values, problems with accountability and hence legitimacy will be presented in relation to the EU:s sui generis features and unique composition. The thesis concludes that even though a union with democratic accountability is highly desired, it is not feasible that it will happen in the nearest future, hence as the situation is today with scattered responsibilities and an invisibility within the non elected institutions, accountability remains a utopia for coming generations to implement.

This analysis is connected with present and future forecasts energy productions from traditional fuels and from renewable sources. Theoretical analysis is conducted following a double conceptual pathway: - societal networks (Manuel Castells theory) and urban areas evolution (Saskia Sassen and Mike Davis) in order to picture the evolution of cities and towns in modern economies and in developing countries (Chapters 2 and 5); - Material and Energy Flow Analysis (approach by Wuppertal Institute for Climate, Environment and Energy) applied to renewable energy (Chapters 3 and 4) In Chapter 6 case studies are exposed on the deep cleavage between two different worlds: innovative, rich towns on a side and the landfills cities, slums on the other side. In the last part hypothesis and thesis are put together and open questions are explained (Chapter 7).

The objective of this thesis is to examine the role and utility of competition law within the EU’s legislative and regulatory dialogue, using its response to crisis conditions as a test of its aims and abilities. As such, the main conclusion of this thesis is that competition policy acts as a forum for debate as to the direction of the European integration project, while competition law can serve as a tool for aiding in the implementation of broader policy objectives. The analysis in this thesis follows certain themes as they arose in the individual chapters, namely: (i) the role of the general economic context in the application of competition law, (ii) the existence of identifiable baselines applicable in crisis conditions, (iii) the ability and role of National Competition Authorities (NCAs) in applying competition law, and (iv) the ways in which the Commission’s overarching policy goals can influence the application of competition law. The decision to take an empirical approach to this research project stems from a conviction that an investigation into the real world situations faced by firms and consumers should underpin the evaluation of the applicable legal rules. Over the past number of years the European Commission has exerted more and more influence over the development of the regional and global airline industry, and Chapters 4 and 5 reflect the emergence of an apparent overarching aim on the part of the Commission to create a market with a handful of ultra-competitive airlines with international reach serviced by an array of smaller feeder airlines on a regional basis.
