This study aims to analyze The Influence of Safety, Health, Work Accidents, Work Morale and Work Capability on Employee Performance at the Regional Development Planning Agency of Labuhanbatu Regency. The research method used in this research is quantitative. In this study, the population was employees of the Regional Development Planning Agency of Labuhanbatu Regency as many as 60 people. The research sample uses saturated sampling technique by attracting the entire existing population to be used as a research sample witha total of 60 people. Data collection techniques used were observation, documentation studies and questionnaires. The method of analysis of this research is multiple linear regression with the SPSS program. The research results prove that Safety positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency.Health positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency.Work accident positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency.Spirit at workpositive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency Work ability positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency. Safety, Health, Work Accidents, Work Morale And Work Ability simultaneously positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency. The coefficient of determination is 0.848, meaning that employee performance can be explained by variables Safety(X1),Health(X2), work accidents (X3), morale (X4) and work ability (X5) of 84.8%, while the remaining 15.2% can be explained by other variables not examined in this study.

This study aims to examine Effect of Incentives and Work Environment Against Job Performance Employees At the Office of the Regional Development Planning Board Lahat regency . The sampling technique used is the census method , ie the entire population studied by distributing questionnaires to the employees of the Office of Regional Development Planning Board Lahat which numbered 60 people . The data analysis in this research using descriptive analysis and testing techniques Infrensial data used in this study is the normality test , F test ( ANOVA ) and t test in order to prove the hypothesis of the study . Simple Regression Analysis showed from the regression equation is Y = 2,149 + 0,862 + 0,109X1 X2 or Job Performance = 2,149 + Incentives 0109 + 0862 Work For these three variables can be seen constants = 0.116 , Incentives = 0.011 and Working Environment = 0.000 . This means that employees working in the Office of Regional Development Planning Board (Bappeda ) Lahat Incentives variable significant effect on employee job performance of Regional Development Planning Board Lahat ( for figures of significance < 0.05 ) , while the working environment positive effect and significant impact on Employee Job Performance Regional Development Planning Board Lahat ( because the numbers Significance < 0.05 )

This study aims to examine the effect of Incentives and work environment to performance of employees at the Office of the Regional Development Planning Board Lahat Regency. Sampling technique used is the census by distributing questionnaires to all 60 employees of the Office of Regional Development Planning Board Lahat. The data analysis in this research using descriptive analysis, normality test, multiple regression analysis, F test ( ANOVA ), and t-test in order to prove the hypothesis of the study. Multiple regression equation obtained is Y = 2,149 + 0,862X1 + 0,109X2 + e or Job Performance = 2,149 + Incentives 0109 + 0862 Work Environment + error. The results of t-test to each independent variable show the sig. value of constants = 0.116 , incentives = 0.011 and working environment = 0.000. This means that Incentives has a positive and significant effect to employee job performance of Regional Development Planning Board Lahat. Working environment also has positive and significant effect to Job Performance of employees of Regional Development Planning Board Lahat. Based on the significance of Anova test or F -test, obtained the F-count 447 870 with a significance level of 0.000. This means that incentives and working environment together (simultaneously) effect to Job Performance the Office of the Regional Development Planning Board (Bappeda) Lahat regency .

Development. Planning Board of Jambi City. This study aims to determine how the work motivation of the Regional Development Planning Agency of Jambi City in terms of intrinsic and extrinsic motivation. The research methodology used in this research is a descriptive analysis using data collection method through questionnaire, documentation, literature study. Respondents in this research are employees of the Regional Development Planning Board of Jambi City. The results of this study indicate that the overall motivation of employees of the Development Planning Agency of Jambi City has been running quite well. The situation is indicated by the percentage of motivation factors that get the response from the employees. From this research, it can be concluded that the employees of the Regional Development Planning Agency of Jambi City are motivated to perform the tasks, although there are several obstacles. Based on this research, it can be mentioned several suggestions to the Development Planning Board of Jambi City to maintain and improve the motivation of their existing employees, enhance the system of Corporate Administration Policy and Supervision to the employees so that they can understand and perform their duties well.

Expenditure is one component that is of public concern in the Budget Realization Report. This study aims to: (1) find out the procedures for preparing the budget for the Manado City Regional Research and Development Planning Board (2) find out the consideration factors in preparing the budget for the Manado City Regional Research and Development Planning Board (3) Analyze the difference between the realization with a budget for the Manado City Regional Research and Development Planning Agency. The analytical method used in this thesis research is a descriptive method in which all data relating to the budget are collected to be analyzed and then drawn a conclusion. The results obtained show that the procedures for preparing the budget and the factors considered in preparing the budget are good, even in the implementation of the preparation are in accordance with the guidelines and the results of the analysis of variance (deviations) from the 2016-2018 fiscal year are still profitable because the realization is still lower than budgeted.

Regional Population Family Planning Board is an institution / agency that functions to control the population by providing information on contraceptives to the community to form family planning. Family Planning is a government program designed to balance the needs of life and population. The family planning program is carried out by the government so that the family as the smallest unit of national life accepts the Norms of a Happy and Prosperous Small Family which is oriented towards balanced growth. To support this goal, it is necessary to collect data on fertile age couples. The fertile age couples data collection activity that was previously carried out manually is an administrative process as well as routine activities carried out. Based on the reality on the ground, the fertile age couples data collection which is carried out manually is deemed ineffective and inefficient. Therefore, it is necessary to implement a Family Planning Management Information System, among others, for online fertile age couples data collection with the aim of creating transparency in fertile age couples data and facilitating data collection on participants of fertile, targeted, and quality family planning couples. The place of research is the Regional Population Family Planning Board Curugkembar Sukabumi District. From the results of the application of the Family Planning Management Information System, it can be concluded that: The application of a Web-based Family Planning Management Information System at the Regional Family Planning Population Board, facilitates and speeds up data processing. The system also allows setting the service schedule and control. In designing a web-based Management Information System program, it minimizes the possibility of errors in the data entry process for fertile age couples on family planning. With the implementation of this Management Information System, delays in making reports will be minimized every month.

In order to realize bureaucracy reform of public service, especially licensing service and easy doing of business in Indonesia need to be done planning improvement strategy of regional Licensing service. Gap performance analysis regional licensing service board of DKI Jakarta conducted using MBNQA method with criteria MBCfPE version 2017-2018, while the design of the performance improvement strategy of the board of regional licensing services of DKI Jakarta is done with SWOT analysis. The results of the performance measurement of regional licensing service of DKI Jakarta using MBNQA standard resulted in a score of 752,475 which is at the level of an excellent global image with industry leader category. SWOT analysis results put the regional licensing service of DKI Jakarta in the Quadrant I (strengths-opportunities) that recommend the strategy of aggressive. Researchers recommend ten strategies for the performance improvement of the Regional Licensing Service Board of DKI Jakarta.

This study has the same population and sample of 63 people. Data retrieval is done by distributing question questionnaires. Based on the discussion it can be concluded that the influence of the work environment on performance is 34.45%. And the Work Environment has a partial and significant effect on employee performance at the Office of the Regional Development Planning Board of Batang Hari Regency.

The results show that: the Implementation of the Correspondence EDiposition<br />System at BAPPPEDA Gorontalo Province has not been effective. this is due to the<br />Oppartor's lack of ability to implement the Correspondence E-Diposition System. The lack of<br />information or outreach regarding the importance of the E-Disposition System for<br />correspondence and the poor internet network in the office environment can hinder the process<br />of inputting mail data into the E-Disposition application</p>

Objectives To describe the context and key drivers for regionalization of one provincial health care system in Canada; to document the original expectations of regionalization on governance and the extent to which these expectations were met; to identify the perceived successes and weaknesses of the process; and to examine the key issues and concerns that warrant further consideration and action in the future. Methods Forty-five CEO/senior administrator or senior health department officials in the period 1993-2001 were invited to participate, of whom 35 were interviewed (67% of senior health officials and 85% of CEOs/ senior administrators). Results For the most part, key informants felt that expectations of reform with respect to reduction in the number of boards and integration of services under each board's mandate did occur. However, ongoing financial restraint, failure to include the full range of health services under the regional board mandate (including physician and pharmaceutical services), uncertainty regarding the level of authority the regional boards had for decision-making, and unclear accountability mechanisms between the regional boards and the provincial Ministry of Health limited the extent to which broader expectations related to development of a population health focus, and improved continuity of care for individuals and families was achieved. Conclusions Implications for policy-makers were identified in four main areas: alignment between health policy goals and the governance structure; clarification of authority and accountability relationships; clarification of roles and responsibilities among all key actors; and strengthening of mechanisms that support accountability.

This research aims to analyze the effectiveness of the Child Marriage Prevention Strategy program implemented by the Regional Development Planning Agency (Bappeda) in preventing child marriage in Bone Regency. The study employs a qualitative descriptive analysis method through a case study in Bone Regency. Data was collected through interviews with Bappeda, the Women Empowerment and Child Protection Agency (DP3AP2KB), the Ministry of Religious Affairs (Kemenag), and the Watampone Class 1A Religious Court. The findings reveal that the implementation of the Child Marriage Prevention Strategy program in Bone Regency involves collaboration among various sectors and stakeholders committed to preventing child marriage. This mechanism encompasses several steps, including coordination meetings with various stakeholders, and monitoring, and evaluating the implementation and success of programs undertaken by each stakeholder in preventing child marriage in Bone Regency. The effectiveness of the Child Marriage Prevention Strategy program implemented by Bappeda Bone Regency has been proven effective in preventing child marriage, as evidenced by a significant decrease in the number of child marriages and dispensation for marriage cases at the Watampone Class 1A Religious Court in Bone Regency. The Child Marriage Prevention Strategy implemented by Bappeda Bone Regency represents a crucial effort to prevent child marriage, aligning with the principles of Islamic Family Law that prioritize child protection and well-being.

This study aims to determine the Strategy for Reducing Poverty and Unemployment in the Highlands of North Sumatra by the Regional Development Planning Agency of North Sumatra (Bappedasu) and to find out what factors hinder the performance of the Regional Development Planning Agency of North Sumatra in Reducing Poverty and Unemployment in the Plains Region. North Sumatra High. The North Sumatra Regional Development Planning Agency is an agency or government agency that aims to coordinate development in the North Sumatra area. This research was conducted at the North Sumatra Regional and Development Planning Agency (BAPPEDASU). This study uses qualitative research methods with the type of exploratory research with data collection techniques through observation, interviews, and documentation. In this study, a purposive sample strategy was utilized to recruit informants. With the results of the research that the Regional Development Planning Board of North Sumatra is still not as expected or has not carried out its overall task. This can be seen from the fact that the development target of North Sumatra Province in 2021 has not been achieved, especially in the highlands. And the factors that hinder the North Sumatra Regional Development Planning Agency are the rupiah exchange rate which shows an increase, the lack of job training centers, low public trust, the low rate of continuing schooling from high school / vocational school to university due to poor family conditions, and the spread of Covid19.

Fixed assets are tangible assets that have a useful life of more than 12 (twelve) months to be used in government activities or utilized by the general public. Regional asset management is part of regional financial management covering all activities covering needs planning and budgeting, procurement, use, utilization, security and maintenance, appraisal, transfer, destruction, write-off, administration, and development, supervision and control. The management of fixed assets at the Regional Financial Board (BKD) of Tanah Datar Regency needs to be carried out properly and optimally in order to achieve good fixed asset management. The Tanah Datar Regency Regional Financial Board has several obstacles in carrying out administration, namely in carrying out capital expenditures related to fixed assets because in that year the Tanah Datar Regency Regional Financial Board did not record the time the capital expenditure process occurred. The purpose of this study was to find out whether the management of fixed assets is in accordance with Permendagri No.19 of 2016 at the Regional Financial Board (BKD) of Tanah Datar Regency. The type of research that the researchers did was field research with a qualitative approach. The data sources that researchers use are primary data sources and secondary data sources. Data collection techniques used are interviews and documentation. The results of the research conducted by the author can be concluded that the management of fixed assets carried out by the Regional Finance Agency (BKD) of Tanah Datar Regency as a whole has been carried out properly and is in accordance with Permendagri No.19 of 2016.Keywords: Asset, Fixed Asset, Management

State budget management is tightly related to how the existing state law regulates fiscal relationship between the central government and the regional-local governments. The authority granted to regional-local government to manage their own budgeting more or less autonomously in practice results in mismanagement, misuse of available financial resources and even corruption. Unfettered and unchecked financial leakage at the regional government level may and have resulted in failure to realize and implement projects much needed by society. In light of this situation, a justified need arise for state intervention to monitor-control planning and realization of regional-local government budget. The author proposed the expansion of the Audit Board of the Republic Indonesia’s authority. They should not passively wait for financial reports to be submitted but actively assist regional-local government in planning their own budget, monitor the spending and realization of it and lastly, provide assistance in drafting the final report.

Local government budget (APBD) is the annual financial planning of the local government in Indonesia that requires consent from the Regional House of Representatives (DPRD) and is determined by regional regulation. One of the budgets is a fiscal balance which includes a revenue-sharing Fund (DBH), a general allocation fund (DAU), and a specific allocation fund (DAK). This study aims to analyze the role of funds allocation from the central government on the promptness of APBD establishment. The populations of this research were local governments in Central Java in periods 2014-2017. The data were obtained from the audit board (BPK) office and regional financial and asset management board (BPKAD) office in Central Java. This study is analyzed by logistic regression. The outcomes of this study indicated that DAK has a significant positive effect on the promptness of APBD establishment, whereas DAU and DBH have an insignificant negative impact.

This research was conducted to find out the Role of Regional Government Information Systems (SIPD) Administration to Media for Financial Reporting in the Regional Development Planning Board of West Java Province. The method applied in this research is descriptive qualitative with data analysis that has been collected on the independent variable, namely the Regional Government Information System (SIPD) and administration as well as dependent variables, namely financial reporting media. The results of the study show that SIPD has an important role in accessing local government development information. So that efforts that can be made to overcome this are coordination made to the West Java BPKAD as the manager of Regional Financial Information regarding SIPD.

This study aims to analyze the influence of Employee Motivation on Organizational Performance at the Regional Development Planning Board (Bappeda) of Banyuwangi and Jember Regencies. This study uses a quantitative descriptive research method. The population and sample amounted to 98 respondents consisting of all employees of the Regional Development Planning Agency of Banyuwangi Regency and Jember Regency. The instrument and data analysis technique used in this study is Partial Least Square (PLS). For data collection techniques using questions (questionnaires) or questionnaires distributed to all respondents.There are five indicators in the employee motivation variable used in this study, namely: 1) physical needs, 2) needs for security and safety, 3) social needs, 4) self-esteem needs, and 5) self-actualization. For organizational performance variables, there are six indicators used in research, namely 1) effectiveness, 2) efficiency, 3) quality, 4) productivity, 5) quality of work life, 6) learning and innovation. The results of this study indicate that employee motivation has a significant effect on organizational performance in the Regional Development Planning Agency (Bappeda) of Banyuwangi and Jember Regencies.

ObjectivesIn Aotearoa New Zealand (NZ), integration across the healthcare continuum has been a key approach to strengthening the health system and improving health outcomes. A key example has been four regional District Health Board (DHB) groupings, which, from 2011 to 2022, required the country’s 20 DHBs to work together regionally. This research explores how this initiative functioned, examining how, for whom and in what circumstances regional DHB groupings worked to deliver improvements in system integration and health outcomes and equity.DesignWe used a realist-informed evaluation study design. We used documentary analysis to develop programme logic models to describe the context, structure, capabilities, implementation activities and impact of each of the four regional groupings and then conducted interviews with stakeholders. We developed a generalised context-mechanisms-outcomes model, identifying key commonalities explaining how regional work ‘worked’ across NZ while noting important regional differences.SettingNZ’s four regional DHB groupings.ParticipantsForty-nine stakeholders from across the four regional groupings. These included regional DHB governance groups and coordinating regional agencies, DHB senior leadership, Māori and Pasifika leadership and lead clinicians for regional work streams.ResultsRegional DHB working was layered on top of an already complex DHB environment. Organisational heterogeneity and tensions between local and regional priorities were key contextual factors. In response, regional DHB groupings leveraged a combination of ‘hard’ policy and planning processes, as well as ‘soft’, relationship-based mechanisms, aiming to improve system integration, population health outcomes and health equity.ConclusionThe complexity of DHB regional working meant that success hinged on building relationships, leadership and trust, alongside robust planning and process mechanisms. As NZ reorients its health system towards a more centralised model underpinned by collaborations between local providers, our findings point to a need to align policy expectations and foster environments that support connection and collegiality across the health system.

Gender equality in leadership positions is important for sport organizations to achieve economic and social sustainability. Based on a multi-level framework, this study examines spillover effects from economic and social state-level factors in sport organizations’ environment on critical masses of women on their boards (in terms of share and numbers) and board gender diversity (reflected by different types of boards). Data of national and regional sport governing bodies in Germany were collected (n = 930), with variables capturing organizational characteristics (e.g., board composition) and economic and social factors at the state level. The results of regression analyses show that women’s attainment in tertiary education increases the likelihood of a critical mass of at least 30% women on the board, and a higher divorce rate increases the likelihood of a critical mass of three women on the board. Sport organizations in states with a higher gender wage gap are more likely to have balanced boards, indicating that volunteering might be a substitute to paid work. The findings suggest that the presence of women in sport leadership is affected by economic and social conditions in the organizations’ geographical surroundings and that spillover effects occur from the state level to the organizational level.

This research discusses the dynamics of growth and development of Madrasah Tsanawiyah Darud Dakwah Wal Irsyad Palu in the review from the perspective of educational management. The research approach used is historical – sociological – pedagogical approach.. Historical - sociological - pedagogical approach intended to assess critically investigate the dynamics of growth and development of Madrasah Tsanawiyah Darud Dakwah Wal Irsyad Palu between the years 1969-2013. The results of this study indicate that the dynamic development of MTs DDI Palu from year to year since 1969 until now not experiencing significant growth. Some efforts have been made such as searching for prospective students throughout the village and the dissemination and promotion of the community around MTs DDI Palu. But the results did not show significant progress. It is influenced by several things namely: The planning function has been no integration of planning synchronization between the Regional Board of DDI Palu with MTs DDI Palu, the implementation function goes without coupled with oversight functions running simultaneously. Supposedly function execution carried out simultaneously with both internal control oversight functions performed by the head of MTs DDI Palu and external monitoring carried out by the Regional Board of DDI Palu with Madrasah Committee

Introduction: Population growth in Indonesia is getting higher. This change is influenced by population density. Economic growth in the behind-the-board area is still volatile; this can be addressed by planning for human resource development and managing business fields in several regional sectors. The purpose of this study is to analyze the economy of Balikpapan in 2022. Method: This study uses a qualitative literature study method. Through data collection from journals and other literature supporting media. Result: The study results indicate that the economy behind the board area needs to develop a strategy to adjust the existing potential by increasing the balance of human resources as management staff. It is based on the performance achievements of local companies by collaborating in the international market sector. The achievement of business economic development through increasing MSMEs in several areas behind the board is an effort to improve the creative economy. Conclusion: The market shift has created a new attribute among the business, tourism and micro and macroeconomic sectors. The development aspect supports regional progress in economic growth with the high capacity of the population in Indonesia, especially behind the board. The creative economy has become a significant change from the existence of the Indonesian youth creative economy movement.

Installing disaster signs and information boards in disaster-prone areas is one form of effort to improve disaster preparedness and mitigation through disaster education for people in disaster-prone areas. This study aims to analyze the form of DiMaggio and Powell Isomorphism in the installation of signs and information boards for the Lembang Fault earthquake disaster and provide recommendations for the installation of signs and disaster information boards at the West Bandung Regency Regional Disaster Management Agency (BPBD KBB). The consideration of case selection is based on the high Indonesia Disaster Risk Index (IRBI) in 2022 in West Bandung Regency, reaching 14.74 (high risk for earthquakes). The research methodology uses a descriptive qualitative approach with case studies on BPBD KBB as coordinators in disaster management in the regions. Data collection techniques involve literature study and in-depth interviews. The results showed that the installation of signs and information boards was influenced by normative coercive Isomorphism. The implications of this study include practical recommendations for improving strategies for installing signs and information boards to improve the effectiveness of disaster mitigation in the region.

The institutional capacity of local authorities to integrate climate change mitigation aspects into spatial planning is of vital importance. This paper sets out to investigate this capacity in the county of Stockholm, Sweden, by surveying 26 municipalities and analysing two case study municipalities through participation in workshops and interviews. The study shows the need both for a local energy and climate policy domain that can be integrated into spatial planning as well as dedicated personnel to maintain this policy, thereby securing knowledge resources within the organisation. Additionally, the importance of relations to and repertoires for interacting with politicians is highlighted. Lastly, the study demonstrates the complementary added value of a regional-local network administered by the County Administrative Board, spreading learning examples and diffusing theoretical knowledge, as well as sub-regional, inter-municipal networks that enable the transfer of more practical knowledge and provide a platform for concrete action.

This study aimed to analyze the effect of transformational leadership, job satisfaction and organizational commitment to increase the degree of job performance from public service employees in Bengkulu City. Sample of research include 60 civil servants in the Local Government Unit (SKPD) Bengkulu from Regional Employment Agency (BKD), Regional Development Planning Agency (Bappeda), Narcotics Board (BNN Kota Bengkulu) and Kesbanglinmas using multiple regression analysis. Sample determined by convenience sampling method. This research concludes that transformational leadership, job satisfaction and organizational commitment have significant effect on employee performance in public sector of Bengkulu City . The research aimedat exploring the education budget policies that carried out in the context of regional autonomy concerning to: formulation, content, implementation, evaluation and policy impact.The research was qualitative and using deep interviews,observations and focus group discussions.The source of information were the related staffs of Educational Board, Regional Development Planning Bureau, Local government and legislatives in Lombok Tengah which then run on purposive and snowball sampling technique. It was concluded that formulation stages applied three main approaches namely participatory, technocratic and political. The contents of the budget policymet the demands of budgeting regulation (20%), but still focus on infrastructure development and bureaucratic spending. The implementation process using a top down approach that automatically implementer predominantly from government agencies. The resultswere still below of the standards (criteria) that have been defined previously on planning stage. Finally, the impact provided less social benefit to the community. Hainan Island has a rich diversity of tourism resources. China’s central government recognized this and announced a national policy to promote Hainan Island as a first-rate international tourist destination on December 31, 2009. The authors explore the effects of the announcement using an event studies approach. The results with and without considering the clustering issue show that, first, the averages of cumulative abnormal returns are not different from 0 prior to the announcement and, second, the cumulative abnormal returns of the Hainan board continuously rose over trading days after the announcement of a regional tourism industrial policy. These findings indicate that regional tourism industrial policy is valuable not only to the tourism industry in the destination region but also to other industries in that region.

This study aims to analyze the management of regional assets in the Regional Revenue and Financial Management Board of Southeast Minahasa Regency. The research method used in this study uses a qualitative approach. The data used consists of primary data and secondary data. The informants in the study were taken using a purposive sampling technique with a total of 5 people. The research focus is based on management principles consisting of planning, implementation or utilization and supervision. The data collection was carried out by means of observations, interviews and documentation which were then analyzed in three stages, namely data reduction, data presentation and conclusion drawing. The results of the study show that the management of regional assets in the BPKPD of Southeast Minahasa Regency is carried out in advance, namely each SKPD within the Government of Southeast Minahasa Regency submits for the use of the assets needed, in this case the use of regional property which must be accompanied by supporting documents as part of the requirements administration which aims to determine the utilization of regional assets

The purpose of this study was to determine the effectiveness of the preparation of work plans for regional apparatus organizations at the Regional Development Planning, Research and Development Agency of Parigi Moutong Regency. The basis of the theory used is the measurement of effectiveness by Richard M. Steers (1985) who suggested that there are three indicators, namely 1) achievement of goals; 2) Integration; and 3) Adaptation. This type of research is qualitative using a descriptive approach. The results of this study indicate that the effectiveness of completing work plans for regional apparatus organizations at the Regional Development Planning, Research and Development Board of Parigi Moutong Regency has not run optimally, due to the lack of integration carried out by several fields resulting in several problems such as performance indicators that are not in accordance with the form of activity, the output units are not in accordance with the activities that have been determined, and in the design of expenditure activities contain supporting costs that are greater than the technical costs for implementing activities. The indicators that have been appropriate are adaptation, namely the division of tasks and responsibilities in accordance with each field and in the drafting process, assistance is carried out before finalizing and forcing goals because the implementation has been carried out in accordance with the time and activity targets that have been set.

The review of the academic journals on urban studies shows a pattern of periodicals from their founding to the present. The development of scientific bulletins associated with growing research centres and urban studies in general. The early period of 1960’s-1980’s connected with rising of national schools of this direction of science. During this time the periodicals in nationallanguages prevalent. With the globalization of nowadays, the predominance of publication in English is observed. It is noted the current change of the form of publication – from the paper to electronic – and modifying of journals’ role as a form of communication and presentation of research results. The author reviewed the journal by the national schools and made notes on access to the publication via the Internet, publishers’ websites. The leading American journals on urban studies (such as Journal of Urban Economics, Urban Geography, Journal of Urban Planning and Development) show the diversity of direction of urban studies and the importance of interdisciplinary in researches. British bulletins (International Journal ofUrban and Regional Research, Urban Studies Journal, Cities: The International Journal of Urban Policy and Planning etc.) have the highest ranking and influence. The Netherlands journals (Regional Science and Economics, Landscape and Urban Planning) gathered on the editorial boards the international teams of experts for achieving the high ranking. French publications of SAPIENS and Historie Urbaine are relatively ‘young’ and growing at nationalurban studies centres. Italian Scienze Regionali, Territorio, Città e Storia, polish Bulletin of Geography. Socio-economic Series journals are developing at university centres and display the socio-geographical approach of urban studies. The author notes the editors of journals as the prominent research of urban studies.The review gives three rankings on urban studies journals – Web of Science, Google Scholar, SCImago Journal, and Country Rank. It shows the dominance of the Anglo-American system of academic journal publishing.As a conclusion, the author shows that successful modern academic journal on urban studies is edited in English at the science centre with the international editorial board, it has both paper and web version with quarterly at the least regularity of issuing.

Leadership in government institution increasingly recognized role in improving employee performance. As one of the organizations responsible for performing research and development planning for local development, Bappeda need leaders who are able to use the leadership style. This study aims to look at the effect of transformational and transactional leadership on employee performance Regional Development Planning Board (Bappeda) in Bandung. Data was collected using a census technique on all employees of the Bappeda totaling 88 people. Data were analyzed using Structural equation modeling (PLS). The results showed a positive and significant influence of transformational and transactional leadership on employee performance. Transactional leadership has a greater influence than the transformational leadership. The next study is expected to use different methods in order to more clearly the contribution of leadership on employee performance, especially in government institution.

This research of prime mover region in Joglosemar consists of 5 regencies and cities in DIY province and 16 regencies and cities in Central Java Province. Those twenty-one regencies are split into four clusters, the Jogja Cluster, Solo Cluster, Semarang Cluster and Corridor Cluster. The objective of this research is to know regional economic performance by looking at the regional division using Klassen’s typology. Main method of this research is case study, the data that was used are secondary data for 10 years in the form of the Gross Regional Domestic Product at Constant Prices 2000, Economic sectors, PDRB per capita and Population Data which was acquired from Kantor Badan Pusat Statistik (The Central Statistical Agency) and BAPPEDA (Regional Planning Board) DIY and Central Java. Data processing techniques are qualitative, descriptive and quantitative analysis. The quantitative technique is Klassen’s typology to know the performance of regional economy, and the qualitative techniques are used to know the true meaning behind the data by a deep interview. According to Klassen’s typology analysis, there are 4 spatial classes of regional economy; namely high growth and high income, high income but low growth, high growth but low income, and low growth and low income. So that the regional function as a prime mover can give a positive effect towards the development of surrounding area.

This case study aims to analyze how boards and top management in regional cluster organizations contribute to social sustainability commitment for themselves and their member organizations with specific focus on gender equality and diversity issues. The study adopts a case study research approach, where interviews, observations and secondary data constitute the basis for in-depth analysis. To deepen the case analysis, four theoretical perspectives are applied for pattern-matching: stakeholder, resource dependence, agency and institutional theory. Results of the study show that the boards are aware of stakeholder requirements, have necessary resources and expertise, and are well aware of the importance of social sustainability, but they act traditionally by focusing on economic incentives and responsibility. Board members act symbolically by transferring social responsibility to the top management of these cluster organizations through their applications for funds. From agency and stakeholder perspectives, the fund application regulates roles and responsibilities between the parties. Top management legitimates the responsibility by initiating projects and initiatives to strengthen social sustainability in a substantive way in member organizations. The study contribution shows that the board’s mission and role have symbolic significance for building social responsibility, while top management contributes substantively.

The performance of members of an organization is needed to support organizational performance. The performance of employees at the DKI Jakarta Provincial Development Planning Agency will affect the performance of these government agencies. The purpose of this study is to find out how much the role of organizational culture, motivation, and training in order to improve the performance of employees in the Regional Development Planning Agency of DKI Jakarta Province, both simultaneously and partially. The method used in this research is descriptive and verification method. The source of the data in this study were employees of the DKI Jakarta Provincial Planning Agency. Primary data was collected by way of questionnaires and interviews with employees BAPPEDA Jakarta. Secondary data was collected by means searches the documents that are relevant to the problem under study. The results of descriptive data analysis on the research variables indicate that organizational culture, motivation, training, and employee performance in the DKI Jakarta BAPPEDA are in the good category. Organizational culture, motivation, and training have a significant role in order to improve employee performance , which is equal to 72.2%. Variable motivation has a role more dominant in order to improve the performance of employees of Bappeda Province of Jakarta as having beta value most 37.1%.

Background. Sickle cell disease (SCD) remains the most common genetic hematologic disorder, with a disproportionally high incidence and prevalence in African countries. It is associated with an increased risk of maternal and infant morbidity and mortality compared to the general population. As more young adults living with SCD reach healthier reproductive ages, it is imperative that there is open communication between providers and patients regarding reproductive health, maternal risks associated with childbirth, and the risk of having children who inherit SCD. It is also important that providers understand reproductive health knowledge and perceptions within this population and methods to improve family planning education. We performed a survey-based study aimed to quantify current knowledge and perceptions regarding reproductive health choices, family planning and genetic counseling-presented in another abstract-. Here we present a sub-analysis, aiming to quantify differences, based on the participants region, concerning reproductive health knowledge and perceptions amongst adults with SCD. Methodology. All study participants were at least 18 years old and have a SCD diagnosis. They were asked to complete an anonymous survey instrument consisting of 43 questions, administered using Qualtrics Survey Software. The survey was comprised of questions about participants' demographics, knowledge base and perceptions about reproductive health and genetic counseling. Participants were recruited using convenience sampling in two ways. The first was through reaching sickle cell patient groups online via social media through Facebook and Twitter. The second was at an adult SCD clinic where participants were invited to complete the survey in clinic or afterwards. 152 participants accessed the survey, and 105 that completed more than 90% of the survey were included in the primary analysis. Further analysis was done to compare data from 70 participants who did not migrate from their reported birth country. Comparison groups were generated using reported birth country and current location. Forty-seven participants from North American (U.S. and Canada) and 23 from African Countries (Nigeria, Zambia, Kenya, and South Africa) were included in this analysis. Results. Demographics: Among the 70 analyzed, 47 (67.1%) respondents were from North America (N.A.) and 23 (32.9%) were from African Countries (A.C). Knowledge: People from both N.A. and A.C. agreed that women with SCD were at higher risk of pregnancy complications (91.5% and 87%, respectively), and understood the chance of having a child with SCD if both parents have the trait (78.7% and 78.3%). Perception: Participants from N.A. reported receiving most of their information about family planning, partner screening, and reproductive health from healthcare providers more frequently than participants from A.C. (67% vs 39%). More participants from A.C, 21 (91.3%), agreed that having children in the future was important to them, while 21 (45%) of the participants from N.A agreed to this. Participants from A.C. and N.A. equally agreed that is it important to know if their partner has the sickle cell trait (SCT) (95.7% and 93.6%). However, more participants from A.C., 21 (91.3%), reported having any discussion with their partner about being screened for the SCT, versus 29 (61.8%) from N.A. Participants from N.A. and A.C. were equally knowledgeable about what a genetic counselor is (72% v. 70%, respectively), and utilized genetic counseling at low rates (37% v. 39.1%, respectively). Most participants reported that they do not know how to get in contact with a genetic counselor in their community, 31 (66%) from N.A. and 18 (78.3%) from A.C. Many have not been referred to a genetic counselor in the past by a healthcare provider, 39 (83%) from N.A. and 20 (87%) from A.C. Conclusion. Our study suggests that there are differences in reproductive health and genetic counseling knowledge and perceptions when comparing SCD participants living in two world regions. Independently of regional differences, many people with SCD appear to lack key reproductive health and genetic counseling knowledge and resources. We believe there is a need for improved communication between providers and patients in family planning education, as well as further studies to address access to reproductive health and genetic counseling resources. Therefore, the recycling and utilization industry of power batteries is gradually emerging and attracting increasing attention. The development level of the power battery recycling and utilization industry varies in different regions of China, influenced by factors such as policy environment and geographical conditions. Based on multidimensional data and regression analysis algorithm, this paper constructs a regional heat index for the recycling and utilization of power batteries in new energy vehicles, in order to provide a basis for government authorities and relevant industry enterprises for future investment layout and planning.

The Nawacita agenda, a priority agenda for President Joko.Widodo and his cabinet, consists of 9 flagship initiatives, and the power to implement them has been delegated to the National Family Planning Coordinating Board (BKKBN). According to the provisions of Law No. 23 of 2014 on Regional Government, specifically in the Division of Concurrent Government Affairs between the Central Government, Provincial Regions, and Regency/City Regions. in letter N (Division of Government Affairs in the Field of Population Control and Family Planning), a Family Planning Village Program (KB Village) policy was drafted in an effort to realize the development priority agenda. Decree of the Sintang Regent Number: 476/500/KEP-DKBP3A/2021 Concerning the Formation of a Regional Working Group (District Working Group) on Population, Family Planning, and Prosperous Family Development in Sintang District, particularly in Teluk Kelansam Village, Sintang District, mandated the establishment of the KKBPK in order to implement the KB Village Program at the district level. The goal of this research was to use the Charles O. Jones Theory to identify, describe, and evaluate the steps taken by the residents of Teluk Kelansam Village, Sintang District, Sintang Regency, as they implemented the KB Village Program policy. First, the findings indicate that the organization in question has the necessary institutional framework, personnel, financial resources, and physical facilities to function effectively. Second, application/application, which involves having a defined work program, work processes, and schedule of activities; third, interpretation, which includes compliance with rules, technical instructions, and implementation instructions.

Norwegian wild reindeer habitats are threatened by human intervention. Wild reindeer habitats are joint region wide common pool resources (CPR). Municipalities may be free-riders to that resource if they prefer investments boosting municipal economy despite negative consequences for wild reindeer as a regional resource. Partial county development plans, following the rules of the Planning and Building Act (PBA), are a means that may combine preservation of habitats and development. In order to analyze such plans, theory on CPR management is applied to spatial development planning in the Rondane and Hardangervidda wild reindeer areas. It is shown that the nested system is in accordance with most of Ostrom’s principles. Still, a joint Planning Board ought to be established at Hardangervidda and a partial county plan for the whole wild reindeer area there ought to be established. It is recommended that regular monitoring of interventions and planning is established. Finally, a system or mechanism for low cost conflict resolution is needed; but is not easily included into a system based on official actors at different levels, the planning and building act and public anticipation on equal management. The last point is important for mutual acceptance of restrictions on own activity. Villreinområdene er en regional fellesressurs, men kommunene kan bli gratispassasjerer i forhold til utnytting av denne ressursen ettersom de kan bli fristet til å vektlegge utbygging som gir lokaløkonomiske effekter, på tross av negative konsekvenser for villreinen som en regional ressurs. Fylkesdelplaner, som er basert på plan- og bygningsloven, er et virkemiddel som kan kombinere bevaring og utvikling. For å forstå slike planers muligheter og begrensninger analyses her fylkesdelplanene for Rondane og Hardangervidda øst i forhold til teorier om forvaltning av fellesressurser. Analysen viser at planleggingen og det offentlige systemet som er bygget opp omkring planene, er i tråd med de fleste av Ostrom sine prinsipper. Det bør imidlertid etableres et planråd for Hardangervidda og fylkesdelplanen der bør utvides slik at den omfatter hele villreinområdet. Det bør etableres et system med regelmessig kartlegging av planleggingen og effektene av det. Det bør også etableres et system som gir grunnlag for å løse konflikter på en enkel måte, men dette er ikke enkelt fordi planleggingen er basert på det offentlige planleggingssystemet og forventninger om like behandling av saker. Lik og rettferdig behandling av saker er viktig for at aktører skal kunne godta restriksjoner på egen aktivitet.

This article examines the legal and organizational issues of the role of universities in the development of regions. The purpose of the study is to determine the models of cooperation between universities in the development of regions. Methodology. In the course of the study, logical and formal-legal methods of analysis of individual regulatory legal acts of the Republic of Kazakhstan were used. The legislation of the Republic of Kazakhstan regulating the issues of strategic planning, ownership of universities as legal entities, missions of universities and achievement of the stated goals, the organizational and legal form of universities, corporate governance bodies, requirements for members of the board of directors of universities were studied. Along with this, this study is based on international publications in the fi eld of higher education management, the place of development strategy in achieving sustainable development goals. Originality / value of research. We built our research on the analysis of the best universities in Kazakhstan according to the results of the IQAA-2020 ratings, since it was these universities that showed good practice of interaction with the regions. Along with this, the strengths and weaknesses of such interaction were identified to determine the further development path. Findings. The research has shown that many Kazakhstani universities do not quite clearly understand the role of universities in the development of regions and the performance of a social function. The lack of a clear understanding of the function assigned to the university by the society leads to the fact that universities do not see key priorities in such cooperation. The study made it possible to draw some conclusions and develop recommendations that are important for continuing eff orts in this direction. Universities should view this interaction as an important, strategic direction for their work and build on established practices.

AbstractElectoral administration in Indonesia is complex. The Electoral Commission (Komisi Pemilihan Umum) is responsible for planning and running five-yearly elections for one national and two regional legislatures, and one additional national regional representative body, as well as direct presidential, gubernatorial, mayoral and regent elections. Because candidates and parties often have significant financial stakes in their outcome, these elections are hotly contested and the results quite commonly disputed, including in Indonesia's Constitutional Court (Mahkamah Konstitusi). Electoral contestants often point to mistakes in administration and vote counting, which appear to be natural consequences of the great logistical challenges these elections present. For example, on 17 April, 2019, well over 150 million citizens attended one of over 800,000 polling stations to vote for candidates to fill 19,817 legislative seats in national and subnational parliaments. Many of these elections are said to be marred by attempts by candidates and their parties to gain illegal advantage, whether through misuse of incumbency or vote buying. There is also said to be much potential for corruption amongst electoral administrators themselves in registering candidates, verifying parties, procuring equipment for polling stations, and counting and tallying votes on election day. Given the potential of mistakes and illegality to jeopardise the legitimacy of election results, lawmakers in Indonesia have created multi-layered oversight mechanisms to oversee the planning and running of the elections by the Electoral Commission, as well as to oversee the Election Supervisory Board (Bawaslu, Badan Pengawas Pemilihan Umum) itself, which is charged with supervising that Commission. This article examines the work and performance of these institutions, and the Electoral Administration Honour Council (DKPP, or Dewan Kehormatan Penyelenggara Pemilu), which hears allegations of breaches by the Commission and the Board.

The use of performance measurement system in the public sector (PMS) has become a panacea in addressing an inefficient bureaucracy that fails to meet the citizen satisfaction by its lethargic service delivery. It has introduced a way for public managers to better generate outcome policy into a concrete-measurable actions. While many countries already demonstrates the benefit of using the system, Indonesia remain struggle in implementing the ideal of performance management particularly in the context of local government that usually lacking of adequate capacity and sources. Despite the continuous support by central government, the diverse of socio-environmental context hinder local government to fully implements of SAKIP. This paper sought to portray the implementation and challenges that is faced by one local government agencies in Sukabumi, West Java Indonesia in implementing Indonesian public performance management system (SAKIP). This paper is using qualitative approach by conducting structured interview to key informants. The results showed that organizational variables have been able to accommodate the implementation of SAKIP policy through units formed specifically in organizational structure and governance regulations, organizational interpretation variables are still necessary to improve the dissemination of policy information to all levels of employees, application variables where the implementation of policies are still experiencing constraints, especially in planning and evaluation, as well as a lack of specific strategies in improving organizational performance. This paper reinforces the results of previous studies related with performance management system in Indonesian local government that its implementation has not been yet showing their best result.

Historical sites may be found in nearly all small towns in Poland. Some are listed by UNESCO as World Heritage Sites. The purpose of the paper is to discuss the role of these resources in the broader set of elements shaping the tourism potential of towns, and also to illustrate the regional differences among small towns in Poland in terms of their potential to develop a local or regional tourism sector. The study provides a typology of towns based on local natural and landscape elements, cultural heritage resources as well as hotels and other tourist accommodations. The statistical data discussed in this paper was obtained from the Local Data Bank of Statistics Poland for the period 2012–2014, while historical sites were chosen from the National Heritage Board of Poland. The study covers all small towns in Poland and has shown unequivocally that the presence of a historical site is not necessarily a factor in the overall development of a local tourism sector. The cultural resources appear to be an undervalued asset, which can be used to develop a local tourism sector, especially in towns which are searching for new development paths.

In Poland, informal forest education is carried out mostly on forest educational paths, equipped with educational boards. Due to the diverse audience, an attempt was made to assess the elements supporting forest education from the perspective of forest users. The aim of the study is to determine the basic criteria that, in the opinion of path users, determine the use, attractiveness, and importance of educational boards in education. In an anonymous questionnaire, 504 people participated during meetings with an educator on paths in forests of the Regional Directorate of the State Forests in Lublin. In the opinion of trail users, boards are not an important element that should be present on educational trails; in their opinion, they moderately support informal forest education activities. Users generally paid attention to between one to two or three to four boards. The attractiveness of the boards is determined by the graphics of the whole board. Respondents would also prefer boards on which information is presented in graphical rather than text form. Our study indicates a somewhat negative perception of educational boards in forest education, which has prompted the authors to conduct further research in order to clarify forest users’ perceptions of the issues analyzed.

Abstract South Africa is a water scarce country with deteriorating water resources. Faced with tight fiscal and water resource constraints, water utilities would have to adopt technically efficient water management technologies to meet developmental socio-economic objectives of universal coverage, aligned to the United Nation's Sustainable Development Goal 6. It is important to measure the technical efficiency of utilities as accurately as possible in order to inform policy. We do this by using a non-parametric method known as Data Envelopment Analysis to determine, measure, analyse and benchmark the technical efficiency of all water boards in South Africa. Our contribution to the literature is twofold: This is the first paper to model technical efficiency of water boards as utility suppliers and guardians of water services in South Africa, and second, we address the over- and underestimation issues of technical efficiency measurement in the water sector. We do this by modelling one of the most pronounced negative externalities from water provision (water losses) as an undesirable output using the approach developed by You and Yan. We find, on average, technical efficiency of water boards is 49%, with only three of the nine water boards technically efficient. Six of the smaller water boards showed high levels of inefficiency with an inefficiency rate of 51%, which is equivalent to wastage in expenditure of R3.7 billion. Six water boards operate at increasing returns to scale and two are scale efficient. Only Rand and Sedibeng water boards exhibited decreasing returns to scale. Therefore, redirecting potential efficiency savings to optimal uses could result in technical and scale efficiency for the sector. Scale efficiency results seem to support larger regional water boards as small- to medium-sized water boards are scale inefficient with low technical efficiency. For example, Amatola Water (small water board) with an efficiency score of only 16% has a total expenditure of 18% of that of Umgeni (large water board), but sells only 6.7% of the quantity sold by Umgeni. Amatola also has seven times the proportion of water losses compared with Umgeni and charges 1.6 times the tariff of Umgeni. The ratio model with an undesirable output outperforms previous methods to deal with undesirable (bad) outputs, which either provide an over- or underestimation of technical efficiency.

Board diversity has become a major topic in a developed context, yet its impact has not been examined by scholars in emerging economies where the liberalization of women is not equally popular. Based on upper echelons theory, this study explores the impact of female board directors on corporate environmental investment (CEI), as well as its boundary conditions under different institutional backgrounds. Taking 463 A-share listed corporations in Shanghai and Shenzhen Stock Exchange from 2008–2017 as examples, we reveal that female board directors are positively related to CEI. In addition, provincial pollution level and regional legal development strengthen the positive relationship between female board directors and CEI. These findings contribute to upper echelons theory that board diversity facilitates corporate pro-social behaviors, especially under pressure from the external environment, emphasizing the influence of female directors’ characteristics. Our research also has managerial implications that corporations may enhance their representation of female directors for better environmental actions and subsequent better marketing performance as well as improved reputation. Moreover, the government is suggested to put forward regulations that increase the proportion of female directors in order to enhance corporate environmental investment.

AbstractBackgroundAt The Radiation Medicine Program described, the entire radiation therapy (RT) workflow was previously conducted through the use of two electronic programs. It duplicated workflow and created a situation where it was difficult to measure the RT process. Recent enhancements to the electronic medical record facilitated the consolidation of RT planning and treatment workflows into one electronic system.PurposeThis report will describe the clinical implementation of electronic Radiation Oncology (RO) Care Plans at a Regional Cancer Centre, and how they can be applied as a foundation for RT process improvements.Impact and outcomeA total of 51 Care Plans and 95 IQ Scripts were successfully implemented. The benefits of RO Care Plans include a more streamlined process, removed ambiguity, improved communication, standardised workflow and automation of tasks. In addition, multiple performance indicators can be obtained from the RO Care Plans, such as caseload reports, workflow reports and a ‘white board’.ConclusionThe implementation of RO Care Plans serves as a foundation for data-driven process improvement at a local Regional Cancer Centre.

Scientifically assessing the environmental carrying capacity (ECC) based on an evaluation of environmental quality standards (EQSs) holds great significance for establishing a long-term monitoring and early warning mechanism for resources and environmental carrying capacity (RECC) and for coordinating the sustainable development of ecological environments and regional economies. However, it remains unclear whether the evaluation of EQSs based on the short board effect is suitable for environmental assessments under different natural environments. In this research, Xinjiang is used as a case study. Based on the evaluation of EQSs, the atmospheric environmental carrying capacity (AECC), water environmental carrying capacity (WECC) and comprehensive environmental carrying capacity (CECC) are assessed using the short board effect and the weighted average. Additionally, the suitability of ECC evaluation in RECC evaluation is discussed. The results show the following: (1) In the atmosphere, the overload of inhalable particles (PM10) and fine particulate matter (PM2.5) is more serious, while in water, the overload of total nitrogen (TN) is more serious. (2) The percentages of the AECC, WECC and CECC in overloaded counties and cities based on the short board effect are 84%, 45%, and 51%, respectively, while the percentages based on the weighted average are 32%, 6% and 7%, respectively. (3) The extreme effects of a single pollutant can be eliminated by the weighted average, which is more suitable for environmental assessments in Xinjiang. (4) In evaluating RECC monitoring and early warning systems, weighted average evaluation is used to assess the elements, and short board effect evaluation is used in the comprehensive integration to prevent the influence of the amplification of a single index. Thus, the interference of non-key factors in the regional system on the final evaluation results is reduced.

SPE Board Announces Nominees 2023 President and 2022 Directors Medhat (Med) Kamal is the nominee for 2023 SPE President. He and six others make up the new slate of nominees recommended for positions open on the SPE Board of Directors. 2023 SPE President Medhat (Med) Kamal is a Chevron Fellow Emeritus with primary responsibilities including competency development within the company, identification and development of emerging and white-space technology opportunities, and provision of technological advice and counsel to senior management. He formerly was a fellow and leader at the dynamic reservoir characterization group for Chevron Energy Technology Company. Before Chevron he worked for ARCO, Flopetrol Schlumberger, and Amoco. North America Regional Director Simeon Eburi is a frontier exploration and new ventures petroleum engineer with Chevron, responsible for generating conceptual field development for exploration and business development opportunities. He has spent much of his professional life at Chevron in roles ranging from production operations supervisor in Bakersfield, California, and decision and economic analyst/advisor for deepwater US Gulf operations to production engineer in Oklahoma. Africa Regional Director Oghogho Effiom is a senior development planner for Shell Nigeria, where she enables integration between all disciplines to ensure consistencies across projects regarding development concepts, scenarios, and decisions. She formerly was a senior production geologist with Shell Nigeria. Asia Pacific Regional Director Henricus Herwin is the vice president for technical excellence and coordination at Pertamina, facilitating the expansion of the development and production staff ’s technical capabilities through publications, training, and networking. Prior to his current post, Herwin served as vice president of geoscience and reservoir for Pertamina as well as the head of the development and planning division. Before joining Pertamina in 2018, he held various upstream positions at Total. Middle East and North Africa Regional Director Hisham Zubari is the senior advisor to the Minister of Oil for Bahrain, where he identifies, initiates, plans, and manages national energy and sustainability initiatives related to energy efficiencies, renewable energy, and circular economy. He also acts as a senior advisor to the Bahrain National Oil and Gas Authority. Prior to his current posts, Zubari was deputy chief executive officer of Tatweer Petroleum and general manager for human resources and administration for Bahrain Petroleum Company, among other positions. Completions Technical Director Karen Olson is a senior completions advisor for Well Data Labs and an independent consultant. She previously was technology director for Southwestern Energy Company. Olson has been a completion/ reservoir engineer for more than 37 years, starting her career as a fracturing engineer for The Western Company of North America. She has also worked at S.A. Holditch and Associates, Mobil Oil, and BP. Reservoir Technical Director Rodolfo Gabriel Camacho-Velázquez is a professor in the petroleum engineering department at the National University of Mexico, where he teaches courses related to naturally fractured reservoirs and provides guidance and monitors research progress on the subject. He worked with Pemex for 25 years, where he was the manager of different positions identifying assets’ technical needs and provided guidance on the dynamic characterization and behavior of complex, naturally fractured reservoirs.

AbstrakIndonesia 's Regional Representatives Board is planning to submit a Bill onenvironmental services. The Bill proposes the establishment of a newinstitution in managing environmental service fund, which is collectedthrough a user-charge system. This new institution is expected to be anindependent Commission of Environmental Funds Management, of whichcommissioners are responsible only to the President. The author finds thatthe spirit of the Bill has nothing to do with the needs to implement economicinstruments in terms of user charge. Instead, the Bill stems from the needs toprivatize public goods such as environmental services. The spirit can be seenin the forms of reference to Hardin's "the Tragedy of the Commons ", inwhich public goods are considered a form of inefficiency in the allocation ofresources that will eventually lead to the overexploitation of the goods. Inaddition, the spirit of privatization can also be seen in the Bill's proposal tohand over the tasks of the Commission, which include planning, execution,and monitoring, to private entities. The author argues that, with such spiritof privatization in the management of natural resources, the Bill is actuallyinconstitutional, and hence, should be rejected.
