Research conducted aims to: 1) to identify the potential economic sectors as the base sector as a determinant of the central region of growth in the Region Development Unit (RDU) Kediri East Java; 2) to identify economic sectors that have a competitive advantage in the Region Development Unit (RDU) Kediri East Java; (3) to classify the region in each Regency / City in the Region Development Unit (RDU) Kediri East Java; (4) to identify region based on the availability of service facilities in Region Development Unit (RDU) Kediri East Java; and (5) to identify region with potential interaction strength among regions as the central development areas in Region Development Unit Kediri East Java'. An analysis method that used a method of quantitative descriptive analysis by using secondary data obtained from the Statistic Indonesia and other institutions needed. The analysis is use location quotient analysis, shift share analysis, typologi klassen analysis, scalogram analysis, dan gravitation model analysi. The Analysis showed Kediri City emerges as a growth poles in Region Development Unit Kediri East Java with regional advantages from two aspects namely regional capability (Location Quotient analysis) and high per capita income (Tipology Klassen analysis) with hinterland area such as Kab. The conditions of life and the levels of living of the population present one of the most important indicators of the overall economic development of a given geographic area. Recording and assessment of trends in this domain offers an important information as the strategical management and decision making about regional development are concerned.. Assessment of the state of levels of living then presents a comparatively complex task, because containing a very broad system of indicators, containing a very broad system of indicators of both the quantitative and qualitative nature. The official statistics are aimed at quantifying and univariate analysis of some selected components of the levels of living, particularly from the areas of population incomes and consumption. Such an analysis offers a very important information on the levels of living but it is a partial information only purely. Besides those indicators the values of which can be quantified, also some other factors have to be included into the levels of living. The subjective opinion of the population concerning their levels of living and the state of the conditions of life are to be assessed here, and moreover also the factors explaining and complementing the quantitative indicators mentioned. The paper deals with analysi of subjective assessment of living conditions of population in regions CR.

One of the most important characteristics of the labour market is labour mobility that allows assessing the economic efficienc y o f labour . A comparativ e analysi s i s necessar y fo r determinin g th e degre e o f mobility . I n term s o f spatia l and sectoral characteristics, the paper assesses the degree and dynamics of mobility in the Russian labour market based on previously published studies, as well as the authors’ findings. To determine the degree of mobility, the research uses various approaches, applying both direct (mobility costs, transition matrices) and indirect indicators (structural unemployment, wage differentiation, unemployment rate, gross regional product (GRP)). The analysis uses the data of the Russia Longitudinal Monitoring Survey — Higher School of Economics (RLMS-HSE) and Federal State Statistic Service (Rosstat) for 2000– 2016. The obtained results demonstrate a relatively low intersectoral and interregional mobility in Russia compared to Organisation for Economic Co-operation and Development (OECD) countries. Low intersectoral mobility may indicate weak exchangeability of the sectors and high mobility costs. The largest number of transitions is observed in trade, where employees do not need any specific knowledge. Generally, other transitions are made between related sectors that require similar knowledge from employees. The lowest intersectoral mobility is characteristic for the education and health sectors. According to the Shorrocks index, in Russia, interregional mobility is lower than intersectoral mobility. Low spatial mobility is explained by high migration costs, including those associated with “poverty traps”, the peculiarity of statistical accounting of migrants and the size of Russian regions. The obtained results are correct for the examined period and the applied criteria. The changes in labour mobility in Russia caused by global digitalisation of the economy and the transition to remote working require a separate study.

Resumen
- By means of different econometric techniques, this paper estimates the relationship between the knowledge capabilities (i.e. the extent of R&D activities and higher education) and the GDP per capita growth of European developed regions. Along with structural features and initial income levels, our estimations account for the presence of spatial dependence. We find that regional growth is positively affected by the intensity of R&D and the share of adults with tertiary education. These findings are robust to alternative estimation procedures, as they arise from both OLS regressions with country demeaned variables and ML estimations of different spatial models. - In this paper we analyse the innovative capacity of the most productive and most industrialised Italian regions by comparing them with a set of European regions that in the past two decades followed an industrial restructuring path towards knowledgebased sectors, doing so via the formation of a Regional Innovation System. Even though the European benchmarking regions now specialise in high-tech sectors and are characterised by high innovative activity, they share an industrial past based on heavy and traditional industries. The article defines the relevance and significance of conducting a methodological and statistical analysis of the formation of gross value added at the regional level. The following are considered and analyzed: the relationship between indicators of gross value added, GRP and basic regional parameters of economic development, the dynamics of changes in indicators of gross value added and gross regional product of the Orel region in 2011-2020, the ratio of indicators of output (works, services), intermediate consumption and gross domestic product in the Orel region. A method for calculating the gross value added at the regional level is proposed, which meets the requirements of the Territorial statistics bodies of the Orel region.

Internal migrations, which involve population movements within the borders of a country for economic, political or social reasons, is seen as both a cause and a result of regional imbalances. In this framework, the effect increasing internal migrations have on developed and underdeveloped regions may differ through the effect of the different socio-cultural and economic conditions between regions. The aspect of imbalance is directly related to the extent to which migration affects parameters such as wage, production, consumption, human capital levels, entrepreneurial migration, unemployment, and household income in regions with different stages of development. This study analyzes the effect internal migration has on regional imbalances in Turkey’s NUTS-2 regions during 2008-2019 using the bootstrap quantile regression method. According to the analysis findings, internal migration increases growth in all NUTS-2 regions, but this effect is stronger at higher income levels. In this context, as a region’s income levels increase, the effect of net migration on growth also increases. When considering the migration direction to be from low-income regions to high-income regions, internal migration has been found to increase interregional disintegration in Turkey.

Purpose: Review of regional innovation strategies of Polish regions to assess the scope of research methods and techniques applied during their preparation. Design/methodology/approach: Analysis of regional innovation strategies applicable in all voivodeships with respect to the research methods and techniques used during their preparation. Findings: Polish regions apply diversified methods and techniques that allow them to determine the directions of innovation development, yet in the course of smart strategy identification they encountered limitations with respect to the availability of quantitative aggregated data on the voivodeship or lower levels; therefore, some of them reached to surveys and interviews, as well as the Delphi method which allowed for mitigating the impact of these deficiencies. The regions did not focus exclusively on fulfilling the ex ante condition, but they were intent on proper designation of the priority areas with respect to the aid, which is testified by, among others, reaching to results of foresight type projects and up-dates of the prepared strategies. Originality/value: A comprehensive review of regional innovation strategies applicable in the Polish regions until 2020 and a concise analysis of methods and techniques applied during their preparation as a starting point for the improvement of processes of preparation of subsequent innovation strategies in voivodeships.

Si propone un nuovo metodo di analisi comparativa regionale bifase volta a individuare dapprima la classificazione "strutturale" delle unitŕ regionali per poi procedere a una classificazione sulla base del "risultato". Tale metodo si propone di superare le problematiche di natura comparativa causate dall'eterogeneitŕ delle unitŕ statistiche considerate ed č alternativo rispetto alle proposte insoddisfacenti fino a ora adottate.

The economic crisis caused by the COVID-19 pandemic leads to a significant drop in incomes and tax payments. We consider express modeling of regional budget revenues depending on the depth of the crisis. The assessment is made for one of the Russian regions – the Chelyabinsk region. Purpose of the study. To build a mechanism based on available statistics for express estimation of the regional budget revenues. The comprehensive model for forecasting the region's enterprises' financial results, followed by a forecast of the regional budget revenues, was worked out. Materials and methods. Simulation models of macroeconomic indicators of the region's budget revenues are used in conjunction with enterprises' financial forecasting models. Big Data Analytics was applied to process financial statement data of the regional enterprises. Results. The model links the change in enterprises' financial results with the regional budget revenue dynamics. Based on scenario assumptions, the calculation of the change in financial results and tax bases of regional enterprises was made and the estimation of their contribution to the regional budget. The model allowed to form a forecast of revenues of the budget in the COVID-19 pandemic conditions. Conclusion. This approach combines meso- and microeconomics approaches and simulates the region's economic deve¬lopment as a multilevel system. The proposed model is universal and can be applied to consider the development of any Russian region.

AbstractGlobalization has created an international wine market and global brands. However, consumers continue to regard regional origin as a dominant criterion in their wine buying decisions. Indicators of collective regional reputation as well as individual producer (or brand) reputation guide consumers in their buying decisions. We measure regional and brand reputation indicators for 27 growing regions around the world. Regional reputation is based on a region's overall quality performance through time. Positive and negative brand reputation based on relative regional peer performance is a distinct feature of this empirical application. Noting competing as well as common interest among regional producers, we hypothesize that wines from producers with a high quality reputation rely more on their own strengths and will depend less on their region's reputation and vice versa. We also test whether this assertion is valid over time covering six recent vintages. We apply a hedonic model to measure the significance of these regional and brand reputation indicators in determining wine prices. Our model largely confirms our hypothesis, but it also suggests that for some regions (Germany and New Zealand), high quality brands rely heavily on overall regional reputation. In other regions (including Napa and Sonoma Valley), high reputation brands seem to lose their strength and start to rely on regional reputation. Regions holding on to their strong individual brand reputations include the Rhone Valley, Spain, and Bordeaux. The analysis sheds light on how regional and producer brands are performing as wine markets mature in terms of global branding and consumers becoming more knowledgeable about wine regions, quality, and reputation. From the present course of solution of the project “Creation of diagnostic methods set for monitoring efficiency of support from the EU funds” knowledge, it resulted that the regional development potential, if you like the potential of regional development, is necessary to be perceived as a dynamic social-economic category, on which many influencing factors have an effect and is which in the region connected with space, in which many quantitative and qualitative processes take place. In the solved project, it is dealt with a complex conception of all factors influencing natural potential and processes connected with it, demographic, economic and social potential, and processes which work upon the change of this potential. On the base of the hitherto selected criteria, it has been possible to compare the social-economic development and economic efficiency of particular districts, resp. regions, and their following aggregation in the frame of regions of cohesion.

The construction of design flood hydrographs for ungauged drainage areas has traditionally been approached by regionalization, i.e. the transfer of information from the gauged to the ungauged catchments in a region. Such approaches invariably depend upon the use of multiple linear regression analysis to relate unit hydrograph parameters to catchment characteristics and generalized rainfall statistics. In the present study, Geomorphologic Instaneous Unit Hydrograph (GIUH) was applied to simulate the rainfall-runoff process and also to determine the shape and dimensions of outlet runoff hydrographs in a 37.1 km<sup>2</sup> area in the Ammameh catchment, located at northern Iran. The first twenty-one equivalent rainfall-runoff events were selected, and a hydrograph of outlet runoff was calculated for each event. An intercomparison was made for the three applied approaches in order to propose a suitable model approach that is the overall objective of this study. Hence, the time to peak and peak flow of outlet runoff in the models were then compared, and the model that most efficiently estimated hydrograph of outlet flow for similar regions was determined. Statistical analyses of the models demonstrated that the GIUH model had the smallest main relative and square error. The results obtained from the study confirmed the high efficiency of the GIUH and its ability to increase simulation accuracy for runoff and hydrographs. The modified GIUH approach as described is therefore recommended for further investigation and intercomparison with regression-based regionalization methods.

Resumen
The objective of this paper is to analyze the link between geographic location and the level of human development in Cameroon. To achieve that objective, we use Exploratory Spatial Data Analysis (ESDA) techniques on regional human development indices (HDI) in Cameroon from 2001 to 2014. The Moran test confirms the presence of a positive and significant global spatial autocorrelation of the regional human development indices. Thus, the values of the regional human development index in Cameroon are not randomly distributed. There is thus spatial clustering of regions with similar HDI levels. The spatial dependence of the regional HDI in Cameroon suggests cooperation and synergy of action by the regions within the framework of their competences resulting from decentralization, in order to take advantage of the spatial diffusion effects of human development. The Cameroonian government could pursue geo-targeting policies in the implementation of development programs, focusing on regions where spatial externalities would have a greater impact.

The phenomenon of migration is addressed by several disciplines, such as demography, sociology, economics, political science and history. Therefore, a wide range of analytical tools can be used to analyse this phenomenon. This study focuses primarily on regional migration and capturing the dimension of distance in empirical analysis. Cartograms can be used to analyse regional migration, and Webb diagrams that capture the evolution of net international and internal migration over time. It is also appropriate to use the efficiency matrix of migration indices and nodal graphs to analyse migration flows between different regions. Spatial econometrics is then important for migration analysis to test the validity of theoretical concepts of migration. However, it is often not possible to track the exact distance of migration flows in the data. Therefore, it is necessary to resort to proxy methods to determine the distance. Tracking internal migration plays a crucial role in regional development and is vital in assessing political, economic and social change. Therefore, appropriate analytical tools must be used to analyse it at the regional level.

Resumen
The article investigates the theoretical aspects, features and the main directions of development of human security concept. On the basis of systematization of scientific sources; and summarizing the experience of scientists, whose works are devoted to the problems of analysis and assessment the level of human security, the author improved the system of indicators that underlies the classification regions of Ukraine. According to the results of cluster analysis, the regions are grouped into six clusters. The article analyzes the dynamics of quantitative distribution regions of Ukraine according to the selected clusters. In the research process, we defined the cores with a constant composition of regions and presented the characteristics of each cluster. It is interesting to note that the appearance of the last (sixth) cluster has been observed since 2014, according to a number of objective reasons. The results of the study indicate a rather pronounced unevenness in the state of human security in the regions of Ukraine.

Resumen
Countries have liberalized their trade policies to enhance economic integration and developmental processes. In this context, this research focuses on the Association of South-East Asian Nations (ASEAN) to examine impact of economy size, geographical distances, common language, cultural variations, common border, and trade agreements on the enhancement of trade, exports, and imports. This empirical study uses the gravity model to investigate the dynamics of the constructs. Panel data analysis is conducted from 1985 to 2015. Results show that the ASEAN region's economy size and distance significantly affect trade,exports, and imports. It is also concluded that ethnicity and regional trade agreements are effective in increasing total trade. In ASEAN, common border and regional trade agreements increase exports while common border, common language, ethnicity, and regional trade agreement are effective ways to promote imports. This study can be utilized for the formulation of effective policy tools to enhance intra-regional trade of ASEAN member states.

The regional labor market reflects the socio-economic development of the region. Its balance is an important component of the region's economic development. The effectiveness of the labor market depends on the income of employees and the stability of the company. The regional labor market shows the main trends in the dynamics of employment in the region, its main structures, labor mobility, and unemployment. In modern conditions, the labor market significantly increases the need for qualified specialists. Labor quality issues remain an unsolved problem not only for many companies, but also for entire regions. The current development of human resources does not correspond to the structural model of regional development of the labor market. This circumstance actualizes the problem of labor market modernization, which requires an analysis of the state of the labor market. The study of the topic on the example of a particular region is due to the need to study the problems of the labor market, taking into account the specific conditions and features of the region's functioning, since without them it is impossible to form an effective policy for regulating the labor market. This article examines the trends in the development of the labor market in the Karaganda region. The analysis showed that a number of negative factors affect the development of the labor market in the region. Positive trends in the labour market development of Karaganda region are revealed, recommendations aimed at preventing negative phenomena in the regional labor market are proposed.

With all the regional features, it is possible to identify the main patterns that, in the authors’ opinion, were manifested in the Voronezh Region, which is a typical region of the Central Federal District. The data for 2010-2018 of the Federal State Statistics Service (Rosstat) were used as an information base to conduct the analysis. The research algorithm was presented by the following steps: application of the PEST analysis at the regional level, application of the SPACE analysis at the regional level, development of the authors’ methodology for integrating the results of SPACE and PEST analyses at the regional level. Based on the research results, an expert assessment was performed with respect to the aspects that reflected the region's potential, namely, social, economic, political, and technological. The use of methodology for integrating the results of SPACE and PEST analyses allowed combining and forming a track of the strategic state of the social and labor sphere of the Voronezh Region, reflecting the vector of its change.

Hybrid Approach to Delineation of Homogeneous Regions for Regional Precipitation Frequency AnalysisRegional frequency analysis of heavy precipitation amounts based on the estimation of the parameters of a regional distribution function usingL-moments is adopted for the specific geographical-climatological settings of Slovakia. The paper focuses on the first step of the regionalL-moment algorithm (Hosking, Wallis, 1997), which is the delineation of homogeneous regions. Objective and process-based logical pooling techniques are used to form homogeneous pooling groups of rainfall gauging stations for regional frequency analysis ofk-day precipitation amounts (k= 1 to 5 days). Even though the delineation of homo-geneous regions by means of objective methods is generally accepted and recommended in the literature, it is concluded here that such a pooling of similar sites should not be carried out automatically in precipitation analysis. Instead, a combination of physical/geomorphological considerations and objective methods should be preferred.

Resumen
Russian regions recovered financial stability in 2017—2019 due to high ruble commodities prices, improving tax collection and conservative expenditures and borrowings policy. Panel data analysis shows that social-demographic structure of population is one of the key factors of regional budgets balance. Government measures will contribute to sustainability of regional finances and reducing interregional differences in debt sustainability, but provide negative impact of regional fiscal policy on output dynamics in the coming years. Strengthening of fiscal burden via federal taxes will diminish procyclicality of regional budgets revenues, but require a return of full profit tax rate on regional level for compensating lost incomes. For improving borrowing conditions Bank of Russia and regional governments must develop placement of bonds with floating rates, indexed and amortized nominal.

The key to China's regional high-quality development lies in county-level coordination and promotion. Therefore, based on 2847 county-level administrative units in China, this paper uses empirical analysis methods such as dynamic spatial panel Dobbin model and intermediary effect model to study.Then we test the relationship between the industrial structure of county innovation capacity and regional development of high quality. The results showed that (1) the regional development of high quality at the county level in China was generally distributed in clusters, and the agglomeration had a further trend of strengthening. (2) The innovation ability and industrial structure also had a positive effect on the regional development of high quality at the county level, and the result was significant. (3) Innovation had both direct and indirect effects on regional development of high quality. Industrial structure and regional development of high quality had strong spatial and temporal dependence effects.

Penelitian ini menggunakan analisis regresi data panel dimana model yang digunakan adalah common effect. Hasil penelitian ini menunjukkan bahwa Produk Domestik Regional Bruto (PDRB) dan Dana Desa berpengaruh positif terhadap kemiskinan.

Abstract Entropy has been proposed as a significant tool for an analysis of spatial differences. Using Semple and Gauthier’s (1972) transformation of the Shannon entropy statistic into an entropy measure of inequality and their algorithm, an estimation is made of changes in regional inequality in Poland over the years 2005–2012. The inequality is decomposed into total, inter- and intra-regional types, and an analysis is made of relations holding between them.

Four dimensions of the region's competitiveness are distinguished, representing factors of KBE development and effects of their operation in the economic sphere. With the help of principal components analysis, indices of the region's competitiveness are obtained.

The development of information technology such as the continuous improvement of mobile Internet infrastructure and the performance of computers has made it easy to process and share information. The huge market demand for location-based information services provides huge impetus to the generation and development of mobile terminal positioning technology. Generally speaking, the main causes of climate change can be summarized into two categories: natural climate fluctuations and the impact of human activities which is a major measure taken by China to actively respond to climate change. This is a successful approach to actively explore the rapid development of China’s industrialization and urbanization, which not only develops the economy and improves people’s livelihood but also responds to climate change and reduces carbon intensity. Firstly, this paper mainly is aimed at the connotation of regional low-carbon economic development mode, studying the basic mode of regional low-carbon economic development, and analyzing the characteristics and applicable conditions of each mode. Secondly, based on the machine learning algorithm of data mining, the main mode selection of regional low-carbon economic development is discussed. Thirdly and finally, when choosing the regional low-carbon economic development mode, comprehensive consideration should be given to the economic development basis, energy structure, resource characteristics, industrial status, development mode, geographic location, and other factors. This paper studies the basic conditions and applicable conditions of regional economic development models. The conclusion shows that from the perspective of regional economic evolution, low-carbon economy can be regarded as the decarbonization process of economic development. It is an economic form combining its own characteristics and an inevitable requirement for the transformation of regional economy from other economic models to low-carbon economic models. And other factors of Selection of regional economic development foundation, energy structure, resource characteristics, industrial status, development mode, geographical location, were also discussed.

Tea is one of the most important cash crops and widely consumed beverages worldwide and plays a significant role in rural development, poverty reduction, and food security in many developing countries. Nevertheless, very few empirical studies have analysed the comparative advantage of the tea industry in developing countries. Taking Fujian Province, China, as the object of a case study, we carried out a spatiotemporal analysis of the determinants of the tea industry's revealed comparative advantage (RCA) during the period 2010–2018. The empirical analysis relied on a calculation of RCA and an estimation of a geographically and temporally weighted regression (GTWR) using data from 67 counties in Fujian. The results confirmed that the effect and significance of RCA determinants vary considerably across different spatial areas and over time. With the exception of ‘disposable income', all other determinants had a positive and statistically significant effect on a region's RCA in the tea industry. Specifically, the results indicated that regional specialisation had the strongest positive effect on tea competitiveness. Local governments' sectoral strategies and institutional policies were essential elements in building and maintaining regional tea competitiveness. Infrastructure development, which traditionally went hand-in-hand with urbanisation processes, had a significant impact on tea competitiveness. These findings imply that competitiveness of the tea sector can be improved by adopting local polices that support producers and processors through fiscal investment, technology provision, and capacity building as well as measures to improve rural road infrastructure and link small farmers to other actors along tea supply chains.

The U.S. Department of Agriculture last delineated the regional boundary of the Corn Belt in 1950. Mixed-grain and livestock farming practices have today transitioned to annually rotating corn and soybeans, which has altered the geographic bounds of this region. To illustrate the changing geography of the Corn Belt, ArcGIS geoprocessing and spatial analysis tools, along with a simple, summative assessment using Census of Agriculture data, were used to map how the region's boundary has changed as myriad internal and external driving forces influence where farmers grow corn. Since 1950 the region's core has remained spatially stable as corn production has intensified, while the region's periphery has shifted to the northwest. The methods used to create this contemporary Corn Belt region illustrate how a regional boundary and internal regional intensities can be used to map agricultural land use change.

Regional Regulation (Perda) which regulates public issues such as prostitution, alcoholic beverages, gambling, and the relationship between men and women turns out to be identified as a Regional Regulation with nuances of Islamic law. in Banyumas Regency there is a Regional Regulation which if used by the identification of Arfiansyah above, it can be referred to as a Regional Regulation with nuances of Islamic law. The regulation is: Banyumas District Regulation Number 15 of 2014 concerning Control, Supervision and Control of Circulation of Alcoholic Beverages and Regional Regulations of Banyumas Regency Number 16 of 2015 concerning Community Disease Management. This research has two formulations of the first problem related to the results of the content of the analysis on the Perda that are nuanced by Islamic law in Banyumas Regency. Both of the results of the analysis content on the Regional Regulations that are nuanced by Islamic law in Banyumas Regency are not contrary to Law-Invitation Number 12 of 2011? This research is a qualitative-descriptive study. The research method used is normative juridical. The main source of data is the Banyumas District Regulation Number 15 of 2014 concerning Control, Supervision and Control of Circulation of Alcoholic Beverages and Regional Regulations of Banyumas Regency Number 16 of 2015 concerning Community Disease Management. Interviews were also conducted with resource persons. Furthermore, the results of the analysis were carried out. Regional Regulation No. 15 of 2014 is actually a Regional Regulation that has a broad purpose of public interest, for the nation and state. So that the claim that Perda No 15 of 2014 as a Regional Regulation with nuances of Islamic law is not true. Regional Regulation No. 16 of 2015 is actually a Regional Regulation that has a broad purpose of public interest, for the nation and state. So that the claim that Perda No 16 of 2015 as a Regional Regulation with nuances of Islamic law is not true. Both of these Perda (Perda No 15 of 2014 and Perda No. 16 of 2015) are not in conflict with Law No. 12 of 2011 concerning the Establishment of Legislation. Both in terms of content, principles, goals, arrangements, administrative sanctions and criminal sanctions. Formally and procedurally the two Perda are in accordance with Law Number 12 of 2011

Previous studies analyzing the U.S. food industry have used national data and/or have focused on a particular sector of the industry. However, regional differences in resource endowments, income opportunities and population distribution imply that the impact of changing economic environment will not be the same for all regions. A farm to retail multiproduct sectoral model for the Northeast food industry is developed and estimated. This regional approach is used to analyze the effects of changes in exogenous variables on the Northeast region's food production and consumption. Empirical results are presented in terms of intrasectoral flexibilities and elasticities. Selected results from other regions are also presented and compared with the Northeast results.
