Resumen
AbstractThis article examines the lived experience and recent commemorative efforts relating to the experience of displaced prsons who were sent to Queensland in the post-war period. 170,000 displaced persons — predominantly Central and Eastern Europeans — arrived in Australia between 1947 and 1952. They were sent to reception and training centres upon their arrival before commencing a two-year indentured labour contract. Memorialisation of these camps tends to present them as the founding places of the migrant experience in Australia; however, there has been very little historical work on displaced persons in Queensland, or on the Queensland migrant camps — Wacol, Enoggera, Stuart and Cairns. This article focuses on recent commemorative attempts surrounding the Stuart migrant camp in order to argue that, in relation to displaced persons, family and community memories drive commemorative activities.

Resumen
Abstract The paper examines how the self-acclaimed religious terrorism has forced thousands of Nigerians to be displaced from their homes. Boko haram, a religious terrorist group, has destroyed properties, wasted lives and rendered many homeless. These homeless persons became refugees and internally displaced persons. These refugees are those who fled the shores of Nigeria to neighbouring countries while the internally displaced persons (IDPs) are those persons who are still within Nigeria. The paper critically accesses the plight of displaced persons (Nigerian refugees and IDPs) and the causative factors. It was discovered that there are severe hunger and starvation in displaced person’s camp. The methodology used in this paper is the descriptive phenomenological method of qualitative research. It was used so as to provide an objective report on the findings of this research. As part of its recommendation, the paper proposes that the government should make candid effort to see to the adequate care for Nigerians who have been displaced from their homes.

Children are the center of households and an integral part of communities in many cultures. For a long time, refugee populations, including their children, have been treated as a homogenized social group on the basis of displacement and vulnerabilities. This has silenced the voices of displaced children in refugee literature. Nevertheless, as children constitute around half of the world's displaced persons, it is vital to listen to their views on the present and future.

Resumen
Trans-border insecurity remains a major preoccupation in Sub-Saharan Africa (SSA) and particularly in the Far North Region of Cameroon. The porous borders of states in the Lake Chad region has enhance trans-border insecurity stemming from the illicit movement of people, goods and arms leading to the displacement of persons across borders. This is the case of the Far North Region of Cameron hosting displaced persons in two of its six divisions (Mayo Sava and Mayo Tsanaga) due to the nefarious activities of Boko Haram terrorist sect. The study employed a mixed research design made up of the descriptive and quantitative designs in accordance with the stated objectives. This design permitted the collection of pertinent data from both secondary and primary sources. Secondary information was obtained from libraries, archives of institutions such as end of year reports of local NGOs and other international institutions working with displaced persons. From the libraries of ENS and National Polytechnic Maroua, information on trans-border insecurity and the management of displaced persons were obtained from text books and already defended dissertations. Results revealed that, the categories of displaced persons in area include; IDP (50%), refugees (36.4%) and returnees (13.6%). The numbers of attacks reached its peak in 2014 and Mayo Sava and Mayo Tsanaga recorded over 250 attacks. Results also show fluctuating trend of displacements between 2012 and 2022. The years 2012 to 2015 was marked by increasing wave of displaced persons with IDPs recording 77,695, out of Camp refugees 6870 and returnees 10,316. Between 2017 and 2018, there was relative calm as the number of displaced (IDPs) dropped rapidly to 21,312 persons while the number of returnees increased to 4,397. Out of Camp refugees also recorded a drop in numbers that is 32,669 people. Between 2019 and 2020, a 7.8% increase in displaced persons was witnessed in Mayo Sava while Mayo Tsanaga registered an increase of 3.9%. Between April 2019 and March 2021, the numbers of attacks increased with IDPs surging to 341,000 while returnees in 2021 also rose to 124,300 persons. Therefore, the number of attacks greatly affects displacements and response strategies must engaged local leaders.

Resumen
Background: With the steady increase in the number of old age people, the prevalence of chronic diseases, and the health expenditures, the importance of preventing malnutrition is becoming more critical than ever. This study aimed to assess malnutrition among the internally- displaced old age people in Iraq. Methods: A descriptive cross-sectional study conducted between November 2016 and March 2017 at the Dream city camp for the internally - displaced persons in Tikrit city, Iraq. Data was collected using the valid (Arabic) version of the mini - nutritional assessment (MNA) questionnaire. The internally displaced persons (IDPs) interviewed, and the nutritional status assessed via the MNA, body mass index (BMI), mid-arm circumferences (MAC) and calf circumferences (CC) measures. Results: A total of 142 eligible old age persons, of which 40.2% were malnourished, and 35.2% were at risk of malnutrition. Among those with malnutrition, 40% were males, and 60% were females. Concerning comorbidity, 80% with positive malnutrition, had chronic diseases. DM reported a higher prevalence (46.5%) compared to other chronic diseases. Conclusion: The prevalence of malnutrition was high among the old age people resident at the displacement camp in Iraq. Both the deteriorating security situation and the lack of proper services have combined to exacerbate the nutritional status of older persons in displacement camps.

ABSTRACT

Internally displaced persons remaining in camps

- who are they, why do they stay?

A case study of internally displaced persons in Sri Lanka

Essay in Political Science C, by Rebecka Johansson, fall 2004

This essay is a case study of internally displaced persons in camps in the district of Vavunyia in northern Sri Lanka. The main question was; Why do some internally displaced persons remain in camps when many displaced people already have settled elsewhere? The aim of this study was to examine why some people stay in camps even after a ceasefire agreement has been signed and though many people already have settled. The literature on solutions of conflict-induced displacement is not conceptually rich or theoretically exact. Therefore this study also tried to make a model for analysing why some individuals remain in camps. The model is based on the political scientist Robert Dahl theories on “political resources”. The concept used in this essay is “personal resources”. The personal resources examined were social situations and land and property ownerships and political and legal rights. The study assumes from the hypothesis that the remaining people in camps lack these personal resources which are of importance for their ability and motivation to settle outside the camps. The personal resources have been divided into structural and agential factors.

The result of this study suggests that the given hypothesis was right; the remaining displaced persons lack most of the examined personal resources. Their social situation was characterised by low status, small social network in the place they fled from, low education and unskilled work. A majority of the displaced who remained in the camps were landless. Until recently their legal right to choose settlement was restricted. The only personal resource that the majority of the displaced possessed was the political right to vote. The lack of personal resources affects both the displaced persons’ ability and motivation to find a durable solution.

Worthy to note is that it is impossible to draw clear distinctions between what is to be seen as agential and structural factors. Landlessness which in the introduction was categorised as a structural factor was proved to also constitute an agential factor as it affects people’s motivation to return.

The study shows that the circumstances surrounding internally displaced persons are complex and constitute many obstacles to their possibility to find permanent settlements. The most obvious factors, like not having any place to return to and deprivation of the legal rights of choice of settlement, can be the most important explanations.

Resumen
The aim of the study was to explore the experiences of displaced women living in the Osire refugee camp in Namibia about their health care needs, and to develop health care guidelines that will help to address the identified health care needs of displaced women. A descriptive phenomenological study was used, using face-to-face interviews with participants in response to one question. The following question was asked: What are the health care needs of displaced women living in Osire refugee camp and how should they be addressed? Ten women were interviewed. Their ages ranged between 18 and 58 years. The duration of displacement was longer than 6 months. Interviews were conducted in Osire Refugee Camp in Namibia. Displaced women were invited to participate in the study on a voluntary basis. The interviews were tape recorded and transcribed verbatim. During the analysis the essence substantiated by the constituents of their experiences regarding their health care needs were identified. The findings of the health care needs of displaced women living in Osire refugee camp reflect that they have a need for restoration of hope and human dignity. A thorough literature review was done and the constituents were re-phrased to form guidelines on how to address the health care needs of displaced women. The guidelines were refined through a Delphi study.

Turner, Claudia. "Infant and early childhood pneumonia and early onset neonatal sepsis in Maela camp for displaced persons". Thesis, Open University, 2012. http://ethos.bl.uk/OrderDetails.do?uin=uk.bl.ethos.594753.

Resumen
Background An estimated nine million children under five years of age die each year. The largest numbers of deaths are from pneumonia. Another common cause of death is early onset neonatal sepsis (EONS), with an estimated half a million neonates dying annually. Methods This thesis comprises three studies that were conducted over a five-year period in Maela camp for displaced persons on the Thailand-Myanmar border. The first study: a cohort study focussed on pneumorua that followed 955 children from birth until two years of age. Pneumonia episodes were diagnosed using WHO criteria and investigations taken included chest x-ray, complete blood count, C-reactive protein, serum sodium, blood culture and a nasopharyngeal aspirate. Potential risk factors for pneumonia were examined. The second study: a three year observational study capturing all episodes of clinically diagnosed EONS occurring in infants born in Maela camp. The final study: a cross sectional study of Group B Streptococcus (GBS) carriage. Vaginal-rectal swabs, collected during labour from 675 women were processed to determine the GBS carriage rate and serotype prevalence, Results The incidence of clinical pneumonia was 0.73 (95% CI 0.7O-D.75) episodes per child year, with one third of cases being associated with RSV infection. From April 2009 until April 2012 the incidence of EONS was 42.1 per 1000 live births. None were associated with proven GBS infection. The maternal GBS carriage rate in the study population was 12.0% (95% CI 9.4- II 15.0). Conclusion We found a high incidence of WHO defined clinical pneumonia in children less than two years of age living in a crowded but rural community in Thailand, with RSV being commonly detected during a pneumonia episode. Despite EONS being a common cause of neonatal death globally, there were no deaths from EONS in the study described in this thesis.

Resumen
This chapter explains the struggles of tracing people who have disappeared via resettlement. By the end of the 1940s, thousands of women and children were left waiting in displaced persons camps while the male population in the camp dwindled. Immigration policies of Western governments hungry for manual laborers sparked the second phase of displaced persons family separations. The chapter notes how the BBC's Address Unknown dramatized the phenomenon of disappearing displaced persons. Additionally, it highlights how the radio serial built fascinating figures of missing people under the lenses of either tragedy or deception. The chapter, then, discusses the communication channels offered by the Red Cross during the Cold War period.

Resumen
This chapter looks at the experience of survivors in displaced persons (DP) camps as a cultural anomaly, when Yiddish language and literature formed the basis for cultural continuity in the aftermath of the Holocaust. Jews in the DP camps produced a number of Yiddish publications whose aim was to renew Jewish cultural life. But even as the camp setting fostered the use of Yiddish as a lingua franca, survivors recognized that the role of the language and its culture was changing. Despite the efforts of Yiddishist writers and cultural activists to sustain it, Yiddish stood at a critical juncture: the debate over the adoption of a common language to unify Jewish civilization was not new, but in the DP camps it set the stage for the future development of Jewish culture. The chapter then explores the Yiddish DP camp publications to interpret the choices and loyalties that shaped the language practices of the time and the policies the intelligentsia of the camps articulated. It looks, first, at factors internal to the DP camps and, second, at external factors influencing language use, especially political and Zionist organizations and agencies.

Resumen
This essay examines media and child rights protection in Nigeria, using Kuje IDPs Camp in Abuja, FCT as a case study. It argues that the media has important and indispensable roles to play in enabling the promotion of the United Nations Convention on the Rights of the Child and Nigeria's Child Rights Act, 2003. The study adopted the qualitative method through interviews and focus group discussions conducted at the Kuje IDPs Camp. Findings suggest that the Nigerian government is not committed to implementing the prescription of the United Nations Convention on the Rights of the Child and the Child Rights Act, thus further jeopardizing the already fractured rights of the of children in IDPs camps in Nigeria. Similarly, the media is not paying attention to the plight of the displaced children. The prescriptions advanced in this study as well as the conclusions reached are relevant for policy makers at the national, regional, and international levels responsible for the rights of the children, especially the Nigerian child.

Resumen
This chapter explores the tragedy of unaccompanied children and unfit mothers following the war. During this period, children robbed of their mothers became the most poignant symbol of the cruelties of war. The International Refugee Organization (IRO) filed a story about a family in the Beth Bialek displaced persons camp which aimed to humanize the refugee problem and to attract organizations or individuals to sponsor families. Alongside the publicity, IRO desks were flooded with adoption offers by American and British couples. However, child welfare workers were shocked to discover that many children alleged to be illegitimate offspring of forced laborers were in fact kidnapped children.

Resumen
This project emerges from the need to counteract a scenario of risk and unpredictability in the care provided to patients in illness situations, which stems from a poor or non-existent health record system (HRS). The direct contact in the year of 2017 with an emergency medical Non-Governmental Organization (NGO), working in context of humanitarian crises, demonstrated the precarious and yet scarce presence of such a system. The lack of practicality, easy understanding and access to other health partners proved to compromise the quality of care.Since a functional HRS (via paper or electronic means) is a core component for the management, delivery, and safety of quality in healthcare, the identification of a simple and yet effective system, capable of maintaining a history of care provided, is imperative. This need increases exponentially when the focus is on a humanitarian crisis context, in which populations have been forced into displacement and the health system is disrupted, of which the Internal Displaced Persons in Iraq are an example (commonly referred as refugees). The constraint of resources and the clash of different cultures and experiences between professionals, can hinder or even compromise the provision and quality of care, as well as the experience and perception of patients themselves regarding the services provided. With this study I propose the mapping of a HRS within an emergency medical field hospital, in a refugee camp in Iraq, to ensure the quality of emergency management and delivery of care, in a scenario of instability and political uncertainty. This system, which functions as a systematically collected database, presents specific health characteristics of a given patient when receiving differentiated care essential to guarantee high standards of care.A service design methodology to test the hypothesis will be used through a service blueprint development, capable of mapping the activities, processes and systems involved in a patient's health experience. Design research methods such as service safari and user shadowing with informal ethnographic interviews will be implemented, as well as workshops with national and international health professionals involved with NGO work. Thus, it is expected to re-design a robust monitoring and patient track, with faster access of the patient’s history to health professionals, a better prevention of medication errors and duplication, and a greater transparency in the management and delivery of care. The easy implementation of the system will also allow an easier communication of patient’s needs and care, between different health stakeholders.

Resumen
INTRODUCTION Hepatitis E causes high mortality among pregnant women, with case fatality risks over 30% and adverse fetal outcomes. There is an evidence gap on the safety of the only licensed vaccine, Hecolin®, in pregnancy. In 2015, WHO recommended vaccine use in response to outbreaks, including pregnant women. In 2022, the first mass reactive vaccination campaign against Hepatitis E was conducted in Bentiu displaced persons camp in South Sudan. We aimed to determine whether vaccination against hepatitis E in pregnancy increased the risk of fetal loss in a cohort of vaccinated and unvaccinated pregnant women. METHODS An exhaustive pregnancy census was conducted from 16 May 2022 until 30 June 2022 after the second vaccination round, and women were revisited 28 days after delivery date to document the pregnancy outcome. We used an emulated target trial framework to address biases inherent in observational studies. We matched (1:1, with replacement) vaccinated to unvaccinated women on age, gestational age, and vaccination propensity score, and we estimated cumulative incidence functions for fetal loss in vaccinated compared with unvaccinated women using the Nelson-Aalen estimator. RESULTS Among 2741 women who had a pregnancy outcome after the start of the vaccination campaign, 67 (2.4%) were vaccinated before conception, 2036 (74.3%) were vaccinated during pregnancy, and 638 (23.3%) were not vaccinated. Among the 2407 women retained in the matched analyses, the cumulative risk of fetal loss in women vaccinated during pregnancy was 6.38% (95% CI 4.93–7.26) compared with 6.26% (3.9–9.19) among unvaccinated women (risk ratio [RR] 1.02 [95% CI 0.64–1.53]). In an analysis restricted to women vaccinated during pregnancy with less than 90 days gestation, the cumulative risk of miscarriage was 11.01% (95% CI 8.45–13.13) among vaccinated women and 11.62% (6.45–17.09) among unvaccinated women (RR 0.95 [95% CI 0.59–1.66]). In sensitivity analyses, we explored the impact of different matching criteria on the estimated RR and found no qualitative differences with the main analyses, with no evidence of increased risk of fetal loss among vaccinated women. CONCLUSION We used an emulated target trial methodology with matching to simulate a vaccine trial in pregnant women after a reactive vaccination campaign. This robust analytical method simulating a vaccine trial attempts to control for bias inherent in observational data. We found no evidence for increased risk of fetal loss among women vaccinated during pregnancy.

Resumen
This rapid literature review finds that authorities use a range of methods to reduce insecurity in camps. Security in camps can be addressed through better planning of services by camp management, by more involvement of refugees, and through the use of outside security support. However, the militarisation of camps is a broader problem that requires political support from a number of stakeholders. The review focuses on insecurity arising from conflict (militarisation) and from crime and disputes within and around camps. It starts from the position that camps for refugees or internally displaced persons (IDPs) should be ‘civilian and humanitarian in character’, and thus, they should not host active combatants or fighters or support conflict. The rights of camp residents - e.g. non-refoulment of refugees - should be respected. In the case of insecurity arising from crime and disputes within and around camps, security measures should be proportionate and consider refugee protection. This review surveys evaluations and academic papers on camp security management. There is a significant body of evidence on the problem of camp militarisation in settings including Zaire/DRC, Thailand, Lebanon and the former Yugoslavia. However, the review has found relatively little evidence on successful efforts to counter militarisation in cases of conflict. It has found case studies and evaluations of a number of programmes to improve lower-level camp security, or in cases where conflict has abated. There are several reviews of UNHCR ’security packages’ involving support to host state police in African countries. These lessons are focused on how to engage with refugee and host populations, as well as host states, and how to manage security services. Guidance on camp management is also surveyed. There is very little evidence discussing liaison arrangements beyond stating the need to provide protection training and oversight for security forces; and the need for principled engagement with states and non-state conflict parties.
