Resumen
Background: Since 2015, in order to handle the increasing prevalence of age-related diseases and escalating health expenditures arising from the aging population, the full coverage of essential medicines (FCEMs) policy for rural seniors has been implemented in primary healthcare institutions of Qidong County of Jiangsu, China. The purpose of this study is to examine the long-term effects of the introduction of FCEMs’ policy on the utilization and accessibility of primary healthcare service for elderly beneficiaries. Methods: The retrospective study was conducted in Qidong County in the Jiangsu province, China. A 47-month longitudinal dataset involving 91,444 health insurance claims records of inpatients aged 70 and older in primary healthcare institutions was analyzed. Changes in health service utilization (average length of stay), patient copayments (out-of-pocket expenses), New Rural Cooperative Medical System (NRCMS) reimbursement rate and daily hospitalization costs per patient were analyzed using interrupted time series analysis. Augment Dicky-Fuller unit root method was used to test the stationarity of the series alongside the Durbin Watson method to test autocorrelation. Results: Average length of stay increased at 0.372 bed-days per month before the implementation of FCEMs policy, whereas the increasing trend was slowed down at 0.003 bed-days per month after the implementation of FCEMs policy (p < 0.001). The average out-of-pocket expenses increased by 38.035 RMB monthly in pre-implementation of the policy period, but it decreased at the rate of 5.180 RMB per month after the implementation of the FCEMs policy (p = 0.006). The NRCMS reimbursement rate increased at 0.066% per month in pre-implementation of policy and the increasing trend was sharper at 0.349% in post-implementation of policy (p = 0.135). The daily hospitalization costs per patient decreased by 6.263 RMB (p = 0.030) per month, whereas it increased at the rate of 3.119 RMB (p = 0.002) per month afterwards. Conclusions: Based on interrupted time series analyses, we concluded that FCEMs policy was associated with positive changes of average LOS and average OOP expenses. The FCEMs policy has alleviated the financial burden of the rural seniors and slightly improved the efficiency of primary health service utilization. However, it had no positive effect on daily hospitalization costs. Therefore, in the general framework of FCEMs policy, the Chinese health policy-maker should take necessary supporting measures to curb climbing hospitalization expenditures and promote the rational drug use in primary healthcare institutions.

Der vorliegende stattliche Band1 würdigt das Lebenswerk des chinesischen Germanisten Zhengxiang Gu, der 1944 in Qidong (Provinz Jiangsu) geboren wurde. Er studierte Germanistik an der Fremdsprachenhochschule in Shanghai (heute Shanghai waiguoyu daxue ) bis zum Jahr 1968. Allerdings machte die sogenannte Kulturrevolution zunächst eine Tätigkeit im gelernten Fach und damit verbundene weitere Absichten und Planungen zunichte: statt wissenschaftlich zu forschen, musste er acht Jahre lang auf dem Lande Chinesisch unterrichten. Erst im Frühjahr 1979 konnte er sich nach einer staatlich organisierten Prüfung wieder der Germanistik widmen. Am Anfang seiner Laufbahn standen Übersetzungen einer Biographie Heinrich Heines2 sowie einer Biographie der Brüder Grimm3. Das nächste Werk war eine gemeinsam mit Qian Chunqi unternommene kommentierte deutsche Gedichtanthologie, wobei die Lyrik Friedrich Hölderlins im Mittelpunkt stand.4 Hölderlin nahm in der Folge einen wichtigen Platz in Gus Arbeit ein: Wir verdanken ihm die erste chinesische kommentierte Hölderlinausgabe.5 Diese Sammlung entstand im Zusammenhang mit Gus Tübinger Dissertation (1994) Deutsche Lyrik in China. Studien zur Problematik des Übersetzens am Beispiel Friedrich Hölderlins.6 Eine neue Ausgabe von Hölderlins Gedichten kam 2012 heraus.7 Ein Überblick über die chinesische Hölderlinforschung erschien im August 2020: Hölderlin in chinesischer Übersetzung und Forschung seit hundert Jahren: Analysen und Bibliographie.8

Resumen
This article aims to uncover the underlying social and institutional origins of China’s local preemptive environmental protests against developmental projects with negative externalities, which have not been fully investigated by the extant literature on “NIMBY” (“not-in-my-backyard”) activism in China. Primarily through the perspective of Karl Polanyi’s environmental sociology, this article presents a case study of the 2012 protest in Qidong, Jiangsu province, against an industrial waste disposal pipeline. The case of Qidong shows how local ecology has been deeply embedded in the social context and relations that have historically shaped the economic structures, culinary traditions, and place attachment in the area. Such a nexus between the environment and society in turn significantly impacted the opposition pattern of the local communities, which involved various social strata by triggering their economic and health concerns as well as an emotional response. Moreover, the article finds that the unified cross-class action under the banner of defending public interests was possible in Qidong largely because the actors were all part of the same holistic local ecological system, with shared economic interests, dietary preferences, and cultural identities. This research thus echoes the insights of environmental sociology and argues that it is necessary to take into account the interplay between ecology and locality to understand local environmental politics.

Resumen
Due to recent pandemic, 2022 8th International Symposium on Sensors, Mechatronics and Automation System (ISSMAS 2022) was held virtually online on January 14-16, 2022. The decision to hold the virtual conference was made in compliance with many restrictions and regulations that were imposed by countries around the globe. Such restrictions were made to minimize the risk of people contracting or spreading the COVID-19 through physical contact. There were 150 individuals who attended this on-line conference, represented many countries. The idea of the conference is for the scientists, scholars, engineers and students from the Universities all around the world and the industry to present ongoing research activities, and hence to foster research relations between the universities and the industry. The conference will be held every year to make it an ideal platform for people to share views and experiences in Sensors, Mechatronics and Automation System and related areas. It will bring you an unexpected harvest. During the conference, the conference model was divided into three sessions, including oral presentations, keynote speeches, and online Q&A discussion. In the first part, some scholars, whose submissions were selected as the excellent papers, were given about 5-10 minutes to perform their oral presentations one by one. Then in the second part, keynote speakers were each allocated 30-45 minutes to hold their speeches. In the second part, we invited five professors as our keynote speakers. Dr. Xiaohui Liang, our first keynote speaker, from Institute of Chemical Materials (ICM), China Academy of Engineering Physics (CAEP), China. His research interest includes structure healthy monitor and destroy diagnose of military-industrial material and structure, fault diagnose of major equipment, Advanced signal and information process, modern control technology, control technology application of electromechanical and hydraulic equipment. The second keynote speakers, Assoc.Prof. Kai-Sheng Chen, School of Electrical and Computer Engineering, Nanfang College of Sun Yat-Sen University, China. His research interests cover optical CDMA, radio-over-fiber, optical packet switching, and visible light communications. Assoc.Prof. K.VINOTH KUMAR, Karpagam University, Coimbatore. His research interests included Electronics & Communication Engineering, Applied Electronics, Wireless Sensor Networks Survey, Investigations on Location based Multipath Secured Energy Efficient Routing Approach. Assoc.Prof. Ruhui Ma, Shanghai Jiaotong University, Department of Computer Science and Engineering. His main research directions are artificial intelligence, computer vision, intelligent manufacturing, medical-industrial intersection, cloud computing system, cloud security, intelligent system, etc. Lastly, we were glad to invite Prof. Shahid Hussain, Jiangsu University, China. His Research interests: MOS-MOF-MXene Nanomaterials, Gas-Sensors, Electrochemical Supercapacitors, Li-S batteries. Their insightful speeches had triggered heated discussion in the third session of the conference. Every participant praised this conference for disseminating useful and insightful knowledge. The proceedings are a compilation of the accepted papers and represent an interesting outcome of the conference. Topics include but are not limited to the following areas: Sensing and measurement in electromechanical systems, Intelligent sensing and control, Computational Fluid Dynamics, Fault Detection and Diagnostics, Control of Distributed Generation Systems and other related topics. All the papers have been through rigorous review and process to meet the requirements of international publication standard. We would like to acknowledge all of those who supported ISSMAS 2022. The help and contribution of each individual and institution was instrumental in the success of the conference. In particular, we would like to thank the organizing committee for its valuable inputs in shaping the conference program and reviewing the submitted papers. We sincerely hope that the ISSMAS 2022 turned out to be a forum for excellent discussions that enabled new ideas to come about, promoting collaborative research. Resumen
Nan Jing is famous for its long history and rich culture and nowadays it is facing a serious problem of character lost in company with fast modernization and construction. In south area along Qin Huai River which is the source of most non-material cultural heritages, lots of old districts are under the process of demolishing which contains the most valuable element for the area is the existing urban texture of old Nan Jing city. On the other hand, people in old south area are facing problems of over density , chaos environment and shabby houses for decades of years. How to improve people’s living standard become an important issue for local government. The purpose of the thesis is to find ways to preserve the valuable urban texture, at the same time, expand open spaces for new requirements of residential and public use. The traditional small scale and the requirement of big open space is the main conflict through out the whole design. The design is proposed to create big spaces first and use different ways to separate them into small spaces with the maintenance of the function. There are two steps in the design process. The first step is to reorganize the existing buildings and the second step is to generate landscape design. The landscape design should keep the same language with the buildings and interpret different ways to keep the original scale of the space at the same time meet the requirement of new space functions.

The residential building patterns are according to the living behavior, climate consideration, environmental requirement and market demands. Our previous studies have shown that sunshine regulation is by far the most important factor in the generation of the residential building pattern since 1980. This paper attempts to make a comprehensive evaluation to see the generating mechanism of the residential morphological patterns. Ten residential plots from two cities located in different climate zones of Xi’an and Nanjing are evaluated. Five factors, namely, the type of the apartment, plot FAR, land coverage, sunshine regulations and spatial characteristics of plot pattern, will be used as comprehensive evaluation indicators in the comparison. The study reveals how these factors interplay in the generation of the observed plot patterns and which factor is most important in this process. If the sunshine regulations were the key factor, how different the plot patterns in different climate zones and latitudes would have varied. Through evaluating generating mechanism we could find out the key generating factors, which is useful as the references for design.
