The federal budgeting process is wrought with conflict that makes it nearly impossible for the budget to be passed on time, or so it seems. One aspect overlooked is the effects of statutory Pay-As-You-Go (PAYGO) rules. The cursory evidence indicates PAYGO may be beneficial under certain circumstances. The analysis relies on an Autoregressive-Moving-Average (ARMA) time series model with data from appropriations bills signed into law from fiscal years 1994 to 2014. The findings indicate mixed effects for PAYGO statutes with a shorter budgeting timeline under the Budget Enforcement Act of 1990, but a longer timeline under the Statutory PAYGO Act of 2010. Additional findings suggest substantive relationships between the length of the budgeting process and party polarization, presidential leadership, and the economy.

The purpose of the research was to assess the effect of disciplinary procedures on employee punctuality and performance at Ndola City Council. The research questions were: What is the relationship between disciplinary procedures, employee punctuality and performance? How have the institution’s disciplinary procedures influenced employees on their punctuality? In what ways have the institution’s disciplinary procedures influence employees’ performance? Four hypotheses, i.e., disciplinary procedures positively affect employee performance; disciplinary procedures positively affect employee punctuality; employee punctuality positively affects employee performance; disciplinary procedures and employee performance was moderated by employee punctuality were tested. The hypothesis, disciplinary procedures positively affect employee performance was supported. It was concluded that factors including organizational culture, public institutional entity, and delayed payment of employees’ motivational remunerations could possibly affect employee performance, hence punctuality not being a moderator. The main recommendation was that management should review issues related to organizational culture in relation to punctuality to improve performance.

Resumen
Punctuality is important character in reporting the financial report besides main report and note of financial report. Delay of financial report publication will destract its user. Demand of its punctuality in delivering financial report of public enterprise in Indonesia is regulated on UU No. 8, 1995 on capital market and based on BAPEPAM chief’s decision No.36/PM/2003 on regular financial report obligation. This research aims to test the impact of profitability, liquidity, public ownership and KAP reputation towards punctuality on reporting the financial report. The test is using logistic regression analysis. The result shows that profitability, liquidity, and KAP reputation do not affect toward the punctuality on reporting the financial report, meanwhile the public ownership affects the punctuality on reporting the financial report. Resumen
: Punctuality and regularity are crucial traits in medical education that can significantly impact learning behaviors and clinical skills development. However, there is a lack of empirical evidence investigating their impact on postgraduate residents in the Pakistani healthcare system. This qualitative study aims to explore the experiences and perceptions of doctoral residents regarding punctuality and regularity in their clinical and learning activities at Nishtar Hospital Multan. The study also seeks to identify the perceived effects of punctuality and regularity on residents' learning behaviors and clinical skills development, highlight any barriers or facilitators to maintaining punctuality and regularity in the residency program, and provide insights to inform future interventions or policies aimed at promoting punctuality and regularity among postgraduate residents. The study found that punctuality and regularity significantly enhance postgraduate residents' learning behaviors and clinical skills. Punctual and regular residents reported better time management skills, increased exposure to different cases, and improved academic performance in their clinical and learning activities. However, some residents faced barriers to maintaining punctuality and regularity, such as long working hours and inadequate supervisor support. The study suggests that interventions aimed at promoting punctuality and regularity should consider the unique challenges and opportunities of the Pakistani healthcare system and prioritize the needs and experiences of postgraduate residents.

Abstract Purpose To evaluate the impact of pharmacy team huddles and near real-time performance dashboards on the punctuality of medication delivery departures from the adult inpatient pharmacy of a multihospital medical center. Methods Baseline delivery punctuality was established during a 2-week unannounced preintervention period, followed by the implementation of daily huddles focused on delivery timeliness along with visual displays of delivery performance metrics. The 5- to 15-minute huddles included pharmacy technicians, pharmacists, and managers. Printed visual displays that tracked hour-by-hour timeliness over the prior 24 hours were prominently displayed in the pharmacy. The primary outcome was the overall change in the percentage of punctual medication delivery departures (ie, deliveries leaving the pharmacy at the scheduled time) during the 2 weeks after implementation of huddles and visual displays (the postintervention period). Punctuality was assessed at both the day and shift levels using generalized estimating equations in a piecewise regression model. A multivariable model was constructed using a forward stepwise selection process to assess the potential impacts of workload drivers and staffing levels on medication delivery punctuality. Results During the pre- and postintervention periods, the punctuality of a total of 1,032 deliveries was recorded. Punctuality of deliveries across all shifts increased by 37% (95% confidence interval [CI], 18%-56% [P < 0.001]), from 50% to 87%, immediately following implementation of the huddle intervention. When punctuality was assessed by individual shift, we observed statistically significant increases for the day (35% [95% CI, 13%-57%], P = 0.002), evening (34% [95% CI, 12%-56%], P = 0.003) and night (57% [95% CI, 35%-79%], P < 0.001) shifts. During the forward stepwise multivariable model-building process, order volume, message volume, and technician staffing levels were not significantly correlated with delivery punctuality at the day or shift level. Conclusion Daily huddles with visual displays were successful in improving the punctuality of medication delivery departures from the pharmacy, independent of workload drivers and staffing levels.

Indicators of expected quality of service in public contracts are often based on some kind of “punctuality”, usually defined in terms of the percentage of trains arriving at the final destination (and/or at intermediate significant stops) within a given delay. Passengers, however, tend to use the word “punctuality” with a more general meaning, mostly as a synonym for expected delay at their own destination, and especially in case of commuters are much less tolerant of even smaller delays than train operators would normally allow. In particular, measuring the delay only at the final destination is perceived as largely inadequate, leading to underestimation of the actual percentage of late trains, and in turn undermining passengers’ trust in official performance statistics. In this paper, we take the passengers’ perspective, introducing a family of delay indices called D-indices aimed at capturing the overall performance of a train “as a whole”, taking into account both the delays at the sampling points and the mutual location and order of such sampling points. In this paper, all indicators have the physical dimension of time in order to be easily replaceable to other delay measures. We first present typical approaches and definitions of punctuality in the literature, then introduce D-indices while exploring their features, pros and cons, and relevant properties. We validate and discuss our approach by comparing this model with existing approaches both theoretically and by comparison with selected datasets consisting of about one hundred trains transcribed over the last three years.

The author suggests analysis and classification of delays in the process of arrival and departure of flights and of the reasons that most often lead to a violation of regularity of flights. The concept of punctuality in the context of work of an airport and personnel according to a schedule is explored. The types of punctuality are suggested and analyzed from the point of view of timeliness of departure of flights, accuracy of arrival of flights, compliance with schedules of taking-off and landing. The method of calculation of all types of punctuality is given. The final part of the article assesses the international experience of monitoring of the regularity of air traffic of passenger aircrafts, airports and airlines. This study sought to determine the Senior High School English teachers’ teaching practices in terms of punctuality, attendance and its relationship to students’ academic performance. Specifically, it determined the Senior High School English Teachers’ level of punctuality and attendance; the Senior High School Students’ level of academic performance in English; and the significant relationships of the teachers’ level of punctuality and attendance and their Senior High students’ level of performance in English. The study used the descriptive-correlational survey method. The respondents of the study were the twenty four (24) teachers of the twelve (12) senior high schools of Maguindanao, Philippines. There were two (2) Senior High English teachers that were chosen randomly from each senior high schools of Maguindanao. It has a total of twenty-four (24) Senior High English Teachers. In every teacher, there are 10 senior high school students chosen randomly with a total of two hundred forty (240) senior high school students. The immediate supervisors of the teachers from the twelve (12) secondary schools answered the research problem number 1, while the final grades in English of the two hundred forty (240) senior high students were taken from their English teachers to answer the research problem number 2. The respondents of this study were chosen randomly using lottery. Pearson’s Product - Moment Correlation Coefficient was used to determine the significant relationship of the level of punctuality and attendance of the English teachers to the students’ level of academic performance. Based on the findings of the study, it is concluded that the Senior High School English Teachers’ level of teaching practices is influenced by their punctuality and attendance. It further concluded that teachers’ punctuality and attendance contributed to students’ level of academic performance in English. This study aims to determine the effect of audit committees, profitability, and solvability on the financial report punctuality of metal manufacturing companies listed in the Indonesia stock exchange. This study used quantitative approach. The data collection technique used in this study is document analysis in the form of financial statements of metal subsector manufacturing companies listed on the Stock Exchange for the 2014-2016 period accessed from www.idx.co.id. The sampling technique used was purposive sampling with a total sample of 30 companies. The data analysis method used was multiple linear regression analysis performed in SPSS 24.0 program. The results showed that (1) audit committees do not significantly affect the punctuality in submitting financial statements. (2) Profitability (ROA) has a negative effect or no significant effect on the financial reporting punctuality, (3) Solvability does not significantly influence the financial reporting punctuality (3).

Currently, air transportation is the choice of the community because of the short and comfortable travel time. However, short travel times and travel comfort are meaningless when passenger safety is not guaranteed. This study aims to examine the impact of safety and punctuality in the use of flight services on the satisfaction of air transportation users. The results of the study show that social status and travel destinations are the factors in the selection of flight services. In addition, price remains the main consideration for passengers in choosing flight services. Safety and punctuality are major factors for passengers with official travel destinations where travel financing is not the passenger’s responsibility. Likewise, passengers with high social status will prioritize a sense of security and punctuality in addition to the price. Meanwhile, security, punctuality, and cost are all factors that affect passenger satisfaction in using air travel transportation.

Background: Patients’ waiting time for healthcare services is identified as one of the key measurements of an effective health system. This factor has an important role in patients’ satisfaction as well. One factor that is related to the waiting time is patients’ punctuality. Objectives: the objective of this study was assessing the effect of patients’ and physicians’ punctuality on outpatients’ waiting time. Methods: This was a cross-sectional study. The study population was outpatients that were admitted in clinics of a general non-educational hospital. 3500 samples were selected from all clinics. The sampling method was stratified randomized method. Samples were included after taking the informed consent. Data gathered by check lists that recorded the patients work flow at the clinic and the time of arrival to and departure of each station. Results: About 34% of patients had appointment that 98.5% of them were unpunctual. The correlation of patient unpunctuality (positive and negative) and their waiting time indicated that these variables had positive correlation (P<0.001). Assessing the correlation of physicians’ punctuality and patients’ waiting time indicated that these variables also had positive correlation (P<0.001). Conclusion: Appointment systems are very useful in controlling patients waiting time. This study identified that patient’s unpunctuality will increase patients waiting time. By the way negative punctuality will affect waiting time more that positive punctuality. Other important findings of this study were revealing the relation of physicians’ unpunctuality and patients’ waiting time. Punctuality of patients and providers are very important in the performance of appointment system in outpatient settings.

This study determined the teaching practices of the English teachers teaching in Senior High School in Maguindanao in terms of instructional competence, professional and personal characteristics, and punctuality and attendance. The descriptive-correlational survey method was used to determine the significant relationship of the level of teaching practices of the senior high English teachers and the students’ level of academic performance. Results revealed that the Senior High School English Teachers’ level of teaching practices in terms of instructional competence, professional and personal characteristics, and punctuality and attendance are very satisfactory. The Senior High School students’ level of academic performance in English is also very satisfactory. Results also show that there is no significant relationship between the teachers’ level of teaching practices in terms of instructional competence, professional and personal characteristics, and their students’ level of academic performance in English. In contrast, findings show that there is a significant relationship between the teachers’ level of teaching practices in terms of punctuality and attendance and their students’ level of academic performance in English. Thus, the Senior High School English Teachers’ level of teaching practices is influenced by their punctuality and attendance and the teachers’ punctuality and attendance contributed to students’ level of academic performance in English.

This research aims to determine the financial factors that can influence punctuality in submitting financial reports on the consumption industry companies listed on the Indonesian Stock Exchange for four years (2017-2020). The financial factor used in this research is an independent variable: profitability projected with ROA, leverage to determine the debt ratio amount toward equity, and managerial ownership to determine how much the share ownership management influences the decision-making. The research sample consisted of 29 companies of the consumption industry selected using purposive sampling with specific criteria. The data analysis applies the analysis of regression panel data. This research result showed that ROA was not negatively influenced by punctuality in submitting the financial report, and managerial ownership influences positively and significantly on punctuality in submitting the financial report.

Abstract The quality of public transport plays an increasingly important role in overall quality of life assessment in metropolitan areas. The punctuality of departures is classified as one of the primary criteria for passengers, public transport authorities and carriers. The paper presents the problem of measuring the punctuality of services in view of assessing by different participants of the transportation process. The literature references were discussed pointing out the most commonly used measures for punctuality assessment and relevance to travel-time reliability. The analytic tool designed for transport operator was described, which provides detailed analysis based on data registered during the transport services execution. The information support model for the transport system operation process was referred, which utilizes the available archive timetable execution data to provide the optimized routes based on passengers’ query. The importance of reliability assessment was highlighted for the interchanges being performed along the journey.

Purpose: This study proposes a consumer-relevant evaluation system for the quality of consolidation logistics services based on the four qualities of timeliness, dependability, economy, and convenience. It also investigates the relationship between these aspects and consumers' intentions to reuse in order to increase their intentions to reuse. Research design, data, and methodology: This paper collects the opinions of 514 customers of consolidation logistics services, and employs structural equation modeling to examine the influence of service quality on consumers' reuse intentions across four dimensions. Results: Consolidation logistics ser vice providers that demonstrate punctualit y, dependability, economical approaches, and convenience are better able to entice clients to employ their services regularly. Conclusions: Consolidation logistics service providers that demonstrate punctuality, dependability, economical approaches, and convenience are better able to entice clients to employ their services regularly.

Objective. The main objective is to illustrate the role of intelligent management systems in surgical punctuality and quality of care. Methods. 72 registered nurses were selected from our operating room, and 180 patients who needed surgery were randomly divided into the control group and the observation group for satisfaction survey and satisfaction analysis. Results. The correct rate of surgical clothing distribution and the qualified rate of clothing recovery were improved, and the punctuality rate of the operation was enhanced than before the implementation of the intelligent management system. The accurate positioning of surgical items and the accurate statistics of equipment use time were enhanced than before implementation. The error rate of surgical item preparation after implementation was lessened than before implementation. Both nursing satisfaction and patient satisfaction after implementation were increased than before implementation. Conclusion. The intelligent management system improves the punctuality of surgery and the quality of care in the operating room.

The punctuality of study is the time period to complete an education, for undergraduate students is 4 years. One of the quality’s determining of higher education is students’ ability to complete their education on time. The purpose of this study is to see the best modeling results and the accuracy of the punctuality of study of class 2017 FMIPA UNP undergraduate students using MARS. MARS is a method of multivariate nonparametric regression between response variables and predictor variables. The type of research used is applied research. The predictor variables used in this study are Grade Point Average (GPA), gender, university entrance, major, school origin status and place of origin. While the response variable is punctuality of learning time. The results of trial and error showed that the best model was obtained from a combination (BF = 18, MI = 3 and MO = 2), with a minimum GCV value of 0.23182 and R2 value of 0.10045. From the model, it can be seen that the factors that significantly affect punctuality of learning time for FMIPA UNP students class 2017 are the X4 (majors) with an importance level of 100%, the X1 (GPA) with an importance level of 96.61%, X3 (university entrance) and the X5 (school origin status) with an importance level of 16.78 %. The classification accuracy on the 2017 student study timeliness is 64% based on graduating on time and not on time, with a classification error rate of 36%.

This study aimed to investigate the effects of class schedules on the focus and punctuality of senior high school students, particularly the Grades 11 and 12, in Nazareth School of National University and compare its effects on the two different grade levels who start their face-to-face classes at different times. With the time their classes are scheduled, students may experience its effects on their ability to focus and be punctual in their classes. This study used a quantitative research design employing a descriptive-comparative approach as it enables understating the effects of different class schedules on the focus and punctuality of senior high school students and compares two different class schedules, namely the morning classes and afternoon classes. The study was conducted using a questionnaire with twenty-nine (29) items that aims to assess the focus and punctuality of senior high school students in their scheduled face-to-face classes. The study had hundred sixty-six (166) participants using a stratified sampling technique, particularly Grade 11 students who attend morning scheduled classes and Grade 12 who attend afternoon scheduled classes. The findings of the study showed that students from morning and afternoon scheduled classes may exhibit similar levels of focus and punctuality while there is no sufficient evidence to reject the null hypothesis of the study stating that there is no difference between morning and afternoon classes in terms of the focus of the students.

Public transportation is a crucial component of urban transportation systems, and improving passenger sharing rates can help alleviate traffic congestion. To enhance the punctuality and supply–demand balance of dedicated buses, we propose a hierarchical multi-objective optimization model to optimize bus guidance speeds and bus operation schedules. Firstly, we present an intelligent decision-making method for bus driving speed based on the mathematical description of bus operation states and the application of the Lagrange multiplier method, which improves the overall punctuality rate of the bus line. Secondly, we propose an optimization method for bus operation schedules that respond to passenger needs by optimizing departure time intervals and station schedules for supply–demand balance. The experiments were conducted in Future Science City, Beijing, China. The results show that the bus line’s punctuality rate has increased to 90.53%, while the retention rate for platform passengers and the intersection stop rate have decreased by 36.22% and 60.93%, respectively. These findings verify the effectiveness and practicality of the proposed hierarchical multi-objective optimization model.

This research paper is based on a survey carried out in public schools under the northern geographical regions of Tshwane in South Africa. The research work was conducted in order to measure the perception of teachers working in public schools about the relationship between punctuality at school and improved academic performance among young learners attending public schools. The study was conducted by gathering data from 147 teachers working in public schools. About 70% of teachers who took part in the survey indicated that there was a significant association between punctuality and improved academic performance among learners attending public schools.

Background and Objectives: A patient’s wait to see a provider before scheduled appointments may impact their experience at the primary care clinic. This survey study examined how long patients are willing to wait, where they prefer to wait, and whether punctual care in the clinic may be more prioritized than quality care. Methods: We disseminated a survey in the waiting room of an urban adult primary care office to assess patient perceptions and evaluate the importance of punctuality. We completed subgroup analyses to examine any differences by age and gender in patient expectations and values. Results: The survey was completed by 180 respondents (92% response rate). Patients report they can wait up to 20 minutes (95% CI 19.1-22.0) before seeing their provider. A subgroup analysis determined that age alone cannot be used as a screening tool to identify patients who require the most punctual care. Women expressed a more explicit preference for quality rather than punctuality compared to men (P=.0017). Conclusions: Results suggest that patients are unwilling to forego quality care for punctuality alone. Our findings may help providers better understand patient perceptions of waiting at a primary care clinic.

This research aims to understand how the supervision of the school principal regarding teacher discipline is carried out at mts Ilham Palembang. The research subjects consist of monitoring, inspection, guidance, punctuality, work process compliance, and work results compliance. This research is a qualitative descriptive study, and the research subjects include three individuals, namely the school principal, the vice principal in charge of the curriculum, and the teachers. Data is collected through three methods: interviews, observations, and documentation. The data analysis technique involves data collection, data presentation, and data verification. The research findings indicate that: (1) Monitoring is carried out by supervising teachers while they are teaching in the classroom. (2) Inspection involves structured examinations of teachers and their attendance. (3) Guidance includes planning, discussion, and evaluation meetings related to teacher discipline. (4) Punctuality entails checking the teachers' punctuality according to the established schedule. (5) Work Process Compliance involves the principal monitoring a teacher's work process according to the schedule and the implementation plan. (6) Work Results Compliance consists of the principal consistently appreciating teachers who adhere to their work results and evaluating any mistakes in the work process

This research work “The Effect of Time Management on Employee performance of some public organisation (Councils) in Boyo. The study had as objectives; Find out the extent to which work schedule affects employee (job) performance; To examine the extent to which Punctuality influence employee (job) performance; Assess the role of Procrastination on employee (job) performance. The study was based on three null hypotheses H01: work schedule has no significant effect on employee performance; H02: Punctuality has no significant effect on employee performance; H03: Procrastination has no significant effect on employee performance. Data for the study was gotten from primary sources. 120 structured questionnaires were administered to employees of the Councils who were selected through the stratified sampling technique. Data was analysed using descriptive and inferential analysis and presented using tables. The value of R square indicates how the variation of the independent variable varies on the dependent variable. The R square (0≤R2≥1) gives the level at which the dependent variable (Employee Performance) is being explained by Time Management (Work schedule, Punctuality and Procrastination), it is generally compared at 30%, the higher the R square the better the degree of explanation. In this case R2= 65.1 % which is greater than 30%. This coefficient shows a relative moderate degree of explanation of the dependent variable by the independent variables. Thus, work schedule, punctuality, and procrastination have a positive influence on employee performance. Hence the decision will be to reject the null hypothesis (H0) in favour of the alternative. This means that time management has a significant influence on employee performance. It is therefore recommended that the management and employees of councils should be able to identify primary objectives so that they can put in place those time management strategies that best satisfy them

Durch Berücksichtigung der Kennzahlen Flussgrad, Fertigstellungsgrad und Pufferreichweite kann neben der mittleren Termineinhaltung auch der mittlere Durchsatz verbessert werden. &nbsp; DezPatch is a decentralised dispatcher to improve the punctuality rate of production jobs in the complex job shop of the semiconductor industry. Four algorithms for prioritising production dispatchment in buffers before workstations are examined by a discrete event simulation. By integration of the factors flow factor, degree of completion and buffer range, the average punctuality rate and the average throughput can be improved.

Following the events related to the pandemic and the war in Ukraine, increasing air traffic also increases turnaround agents' activity at airports. Turnaround operations are among the critical activities performed at airports, which must be characterized by punctuality and accuracy of the elementary handling operations. Lack of punctuality in ground handling causes delays in air traffic. On the other hand, a lack of accuracy can also cause disruptions that can turn into aviation incidents. Achieving punctuality and accuracy in aircraft handling is possible by minimizing the resulting disruptions during such handling. The safety management system (SMS) assumes activities to reduce the causes of potential incidents. In the turnaround process, the human factor, the technical aspect, and compliance with existing procedures are significant. The authors have extensively analyzed the disruptions arising during ground handling, learning its causes and effects, which will help avoid adverse events. Occurring disruptions can cause delays in the execution of flight operations but can also cause aviation incidents. Therefore, the authors focused on ground-handling disruptions that can cause adverse aviation incidents. The article presents the interference analysis results as an Ishikawa diagram. Using the FRAM method, an analysis of possible disruptions during the baggage handling process was carried out.
