Abstrak Kabupaten Bolaang Mongondow Utara adalah salah satu kabupaten di Provinsi Sulawesi Utara yang memiliki kawasan pesisir pantai dan terdapat 48 desa di enam desa yang memiliki garis pantai dan termasuk dalam kawasan pesisir. Prasarana, sarana dan utilitas umum di permukiman pesisir Kabupaten Bolaang Mongondow Utara juga masih ada yang belum tersedia dan terlayani. Penelitian ini betujuan untuk mengidentifikasi ketersediaan serta menganalisis kebutuhan prasarana, sarana dan utilitas umum permukiman pesisir di Kabupaten Bolaang Mongondow Utara yang menggunakan analisis deskriptif kualitatif, analisis spasial dan analisis kuantitatif. Dari hasil analisis kebutuhan prasarana sarana dan utilitas umum maka sampai dengan tahun 2040 terdapat prasarana yang perlu ditambahkan agar bisa memenuhi Standar Pelayanan Minimal seperti jaringan drainase, jaringan persampahan dan jaringan air minum. Untuk sarana sampai dengan tahun 2040 sarana yang tersedia saat ini masih SNI 03-1733-2004 dan belum membutuhkan penambahan namun perlu ada peningkatan atau perbaikan. Untuk kebutuhan utilitas umum sampai dengan tahun 2040 masih membutuhkan penambahan untuk jaringan listrik, jaringan telekomunikasi dan proteksi kebakaran. Dari hasil tersebut dapat menunjukkan bahwa masih terdapat prasarana dan utilitas umum yang perlu ditambah agar kebutuhan prasarana, sarana dan utilitas di Kabupaten Bolaang Mongondow Utara terpenuhi sampai tahun 2040. Kata Kunci : Analisis, Permukiman Pesisir, Prasarana, Sarana, Utilitas Umum Abstract North Bolaang Mongondow Regency is one of the regencies in North Sulawesi Province which has a coastal area and there are 48 villages in six sub-districts that have a coastline and are included in the coastal area. Infrastructure, facilities and public utilities in coastal settlements in North Bolaang Mongondow Regency are also still unavailable and underserved. This research aims to identify the availability and analyse the need for infrastructure, facilities and public utilities for coastal settlements in North Bolaang Mongondow Regency using qualitative descriptive analysis, spatial analysis and quantitative analysis. From the analysis of the needs for public facilities and utilities, until 2040 there are infrastructures that need to be added in order to meet the Minimum Service Standards such as drainage networks, waste networks and drinking water networks. For facilities up to 2040, the currently available facilities are still SNI 03-1733-2004 and do not require addition, but there needs to be an increase or improvement. For the needs of public utilities until 2040, they still require additions for the electricity network, telecommunications network and fire protection. From these results, it can be shown that there are still public infrastructure and utilities that need to be added so that the needs for infrastructure, facilities and utilities in North Bolaang Mongondow Regency are met until 2040. PurposeThe purpose of this paper is to investigate the status quo of Global Reporting Initiative (GRI)-based sustainable public value (SPV) reporting by electric utilities. Furthermore, the study attempts to find out whether a stock exchange listing and/or a public ownership are positively associated with electric utilities’ reporting regarding their contributions to a sustainable development (SD) or not.Design/methodology/approachAn empirical analysis of sustainability reports published by electric utilities from 28 different countries all over the world is carried out. The investigation is based on a documentary analysis of 83 GRI G4 reports.FindingsThe findings show that electric utilities’ coverage of GRI indicators of the electric utilities sector disclosures varies between, as well as within, the different categories of the GRI guidelines and that the coverage of sector-specific indicators is often lacking behind the general coverage rates. Furthermore, the study reveals that a stock exchange listing is positively associated with electric utilities’ GRI-based SPV reporting. In contrast, public ownership does not show a significant association.Originality/valueElectric utilities have a significant influence on SD. They operate in a regulated environment that is targeted at utilizing electric utilities for economic and environmental public policy objectives. Against that background, the study discusses which issues of SPV creation are reported by electric utilities that use the GRI guidelines and therefore brings together the public value (PV) and the sustainability community.

Resumen
Public utilities, such as electricity, water, heat, oil, gas, and electronic communication, are a vital component of every modern society. With rising urbanisation, more complex buildings and infrastructure, underground and overground construction, as well as a limited amount of space in such areas, the proper registration of utilities has become more important than ever. A bibliometric analysis was conducted on the research topic of public utilities’ registration. On publications retrieved from the Scopus database concerned with the topic of public utilities in land administration a bibliometric performance analysis and a scientific mapping analysis were conducted. A total of 241 publications containing the keyword ‘utilities’ or ‘infrastructure’, together with the keyword ‘cadastre’ or ‘land administration’, in their titles, abstracts, or keywords were selected for this research. The outcomes of the performed analysis were also compared with the outcomes of analysis of publications concerned with land administration research in general. Our results revealed that research conducted on the topic of public utilities registration has increased but is still rare compared to the research conducted on land administration in general. Our results also showed the importance of the development of three-dimensional cadastres, as well as standard models, such as the ISO standard Land Administration Domain Model, for including utilities in land administration.

The paper presents the legal status of existing public enterprises in Slovenia before and after the adoption of Public-Private Partnership Act, that demanded the reorganization of existing public enterprises in the period 2007-2009. The paper also presents the analysis of local public utilities delivery mechanisms in Slovenia, focusing on the local public utilities providers in the field of water and waste management. The aim of the paper is to introduce the changes in the legal status of existing public enterprises, caused by new legislation and also to give an insight into the current state of local public utilities providers in the field of water and waste management. The results confirm the fact that public enterprise is the most common organizational form of local public utilities providers in the field of water and waste management and lead to conclusion that in the reorganization process the majority of existing public enterprises retained the status of a public enterprise.

Public utilities are rarely registered in land administration systems, and these records have no legal value in those cases where they are registered. Therefore, ownership of public utilities is not recorded in the land administration system, which in turn prevents the possibility of registering mortgages. In this paper, data on utility infrastructure were collected from the Croatian Utility Cadaster and the Land Book to analyze the registration of the legal status of utility infrastructure and the completeness of the utility registration of public utilities. Two approaches to linking utility infrastructure charges to cadastral parcels are analyzed for their advantages and disadvantages. One approach is logical linking, where the charges are directly linked to the cadastral parcels, and the other approach is spatial linking, where the charges are registered separately and then linked to the cadastral parcels. The possibilities of modeling public utilities with LADM were investigated using the proposed model for the complete registration of public utilities. The proposed model was then evaluated for the registration of the legal status of public utilities with the collected data.

The research on management performance evaluation and governance countermeasures of public utilities, as an important entry point, focus, and flash point of the combination of management science, engineering research, and public management research, not only highlights the implementation and implementation of the scientific outlook on development and correct outlook on political performance, so that the topic has distinct theoretical frontier, practical pertinence, and practical guidance. It also highlights the intersection and integration of multiple disciplines, combines normative research with empirical research, qualitative research with quantitative research, macro research with micro research, and method and technology research with concept innovation and institutional arrangement research, and strives to realize the integration and complementarity of research methods of management science and engineering and public management. The research of public management broadens new horizons, expands new fields, and provides new paradigms, methods, and means. Based on the weight of public utilities management performance evaluation indicators and the selection of empirical samples, this paper studies the basic principles and comparative advantages of fuzzy comprehensive evaluation model and DEA model, makes an empirical evaluation of public utilities management performance, draws evaluation conclusions, and analyzes the key factors affecting and restricting the level of public utilities management performance. From the research level of evaluation technology and methods to the level of institutional arrangement, it is the only way to realize the scientific, standardized, and institutionalized performance evaluation of local government public utilities management. The basic procedures of performance evaluation and the performance evaluation mechanism are introduced, and the establishment and improvement of the information fidelity system and result application system of public utilities performance evaluation are studied. Based on the evaluation conclusion and empirical analysis of public utilities management performance, aiming at the key factors affecting the level of public utilities management performance, this paper puts forward the governance countermeasures of public utilities from the aspects of establishing scientific public utilities management performance concept, innovating public utilities management system, establishing and perfecting public utilities investment management mechanism, and so on.

This paper considers the institutional and regulatory framework of local infrastructure services in Florida. Furthermore, it examines how decision-makers perceive the governance structures of publicly-owned utilities in this state. After reviewing the theory, the study describes the current system in terms of rate setting, investments, consumer protection and quality of service. A state-wide survey was developed to identify potential sources of tension between managers and politicians. The responses were supplemented by interviews with managers, enabling the authors to identify good practices of local governance, including the de-politicization of the decision-making and the managerial attention to sustainable approaches to funding infrastructure.

In contemporary business conditions, that is, in a market economy, business success of a company has to be based on a basic economic and business principle of accomplishing the best possible business results with as little investments as possible. Considering that public utilities carry out public interest activities and employ a large number of people in Serbia, a need emerges to analyze their current status. The goal of this business analysis is to find out appropriate ways of improving public utilities business, including the improvement of the entire public utilities sector in Serbia. The subject of this paper is the analysis of indebtedness of public utilities on the territory of the city of Loznica. Special attention is paid to enterprises that have long-term liabilities in their business. The aim of this paper is a realistic presentation of the indebtedness of public utilities whose founder is the City of Loznica. The amount of indebtedness of local companies is compared in relation to the average indebtedness of public companies from the territory of the Republic of Serbia and the Mačva District. The City of Loznica has established five public companies, with three public companies performing communal activities. The paper will use the ratio analysis of financial indicators. The business operations of the utilities in the period from 2017 to 2019 will be analysed. In addition, the aim of this paper is to present alternative sources of financing for public utilities, which companies can use in case of facing financial problems. The research established that public utilities in Loznica do not have high long-term liabilities, but that this is not the case with other public utilities in Serbia.

In reality, non-profitable government organizations, other organizations or individuals (G part) and profitable social organizations or individuals (S part) usually construct and operate utilities tunnel together. As quasi public goods, utilities tunnel public project has the character of big scale construction, high investment and long recycle period. In China, utilities tunnel project is mainly fulfilled by non-profitable government organizations and profitable social companies. This paper uses G-S interactive finance framework to analyze finance design for utilities tunnel public project in China. It also develops and deepens G-S interactive finance framework for utilities tunnel project. China’s experience is useful for other countries to construct and operate utilities tunnel engineering project.

Resumen
In order to understand the relationship between professional commitment and learning burnout of undergraduates majoring in public utilities management, the students majoring in public utilities management in C University were coded, and 100 undergraduates with different gender, household registration and classes were randomly selected to distribute scales, and 97 valid scales were collected. Descriptive statistics, one-dimensional linear regression model and multiple linear regression model were used for empirical research. The results show that the emotional commitment factor in professional commitment has a significant impact on the degree of learning burnout. By studying the relationship between professional commitment and learning burnout of undergraduates majoring in public utilities management, this study aims to help students establish a correct professional concept, enhance their professional identity and reduce their learning burnout. And put forward some suggestions for the development of public utilities management specialty to cope with the development crisis of public utilities management specialty.

Resumen
We analyze the performance of two water utilities located at the USA–Mexico border with a focus on public accountability. We evaluate selected performance indicators and explain how public accountability mechanisms can be associated with those outcomes. We find strong hierarchical accountability relationships between policymakers and water services providers but weak feedback mechanisms from customers to policymakers; moreover, structural barriers to political accountability resulting in weak accountability mechanisms may explain different facets of the relatively poor performance of both water utilities. Our findings suggest the need for these water utilities to build a closer relationship with their customers and to implement customer service indicators to track their performance.
