Purpose The purpose of this paper is to examine the financing and provision of basic public services in China. The main issue addressed is how to reform the public finance system to achieve quality and fairness in the provision of basic public services. Design/methodology/approach Based on an historical analysis of the functional transformation of the public finance system in China and on an empirical analysis of the current public finance system and the public service provision system, a comprehensive understanding was gained about the relationship between the financing and provision of basic public services. Findings The paper argues that there is a close relationship between the provision of basic public services and the functional changes made to the public finance system. Based on a systematic retrospective study of the Chinese Government’s efforts to improve basic public services over the last three decades, this paper offers policy suggestions on further public finance restructuring that would support better service provision. Originality/value By analyzing issues in the public service provision system, this paper contributes to the debate about the efficiency improvement made to governmental functions in China.

Resumen
This article aims to explain how public services using a humanistic approach are organized by public service institutions to realize good governance. The public service agency under study is the District Government of Gamping Yogyakarta. The humanistic approach in providing public services in this study is understood as an approach that prioritizes humanist/humanitarian values. This study uses a qualitative approach to obtain complete information about public services carried out by public service actors in Gamping District, Yogyakarta, explored through observation, documentation, and in-depth interviews. The method used is the descriptive method, which describes several studies, public service policies from various works of literature. The results show that character education and the implementation of humanism values for service providers (government/political elites, bureaucratic apparatus) are critical and must be of higher quality and provide optimal satisfaction for the public service process service recipients.

This research is to find out alternative strategies for improving the quality of institutional services for lecturers and education staff at FISIP Muhammadiyah University Jakarta with the principle of New Public Service in institutional services for lecturers and education staff. The background of public service literature is fundamentally humanistic (citizens do not serve customers), where the public interest (seeking the public interest) and accountability for the Implementation of New Public Services are prioritized on the principle of being able to increase the synergy of public services and the responsiveness of public service organizations to the needs of lecturers and education staff in FISIP Muhammadiyah University Jakarta, applying the citizen model does not serve customers, strives for public interest and public service accountability as part of the New Public Service principle as an alternative to improving the quality of public services. The service process for FISIP lecturers and education staff at the University of Muhammadiyah Jakarta is a process of interdependence between the actors involved and bargaining occurs between actors.

One of them is the Yogyakarta Education and Training Agency as a public service provider in the form of education, training, and competency development for the State Civil Apparatus. Public service standard documents that have been prepared by the Yogyakarta Education and Training Agency in 2017 need to be evaluated because they allegedly did not meet the method in the preparation process. The research conducted is a literature review with data mining techniques using observation techniques, interviews, mini focus group discussions and public hearings. Based on the research results it is known that the public service standard documents that have been owned by the Yogyakarta Education and Training Agency are still not comprehensive, but this solution is then obtained after an analysis and discussion with stakeholders at the Yogyakarta Education and Training Agency has also successfully identified various types of services that need to be it is prioritized to develop public service standards.

Electronic Commerce (EC) / Electronic Business (EB) has been (and is expected to continue to be) a dynamic, rapidly evolving area of technology, requiring skilled people with up-to-date knowledge and skills. The global community has required (and still requires) tertiary academic programs to prepare and train these people quickly. In the late nineties, following a tidal wave of tertiary EC program development in the United States, new tertiary programs began to appear in the Asia-Pacific (AP) region to satisfy this need, over a very short period of time. This research project aims to examine whether the development and effectiveness of tertiary EC/EB educational programs can be enhanced through employing a particular marketing paradigm. Four regions - Australia, New Zealand, Hong Kong SAR and the Republic of Singapore — were selected from the AP region, for this study. Based on a review of marketing literature, an inductive approach is adopted to build a model for new educational service product offerings. I also provide a description and comprehensive analysis of EC/EB education, and explore the model empirically, examining how it applies to the way EC education programs have been developed, to date. Essentially, this project consists of two major activities: theory building and theory testing – and is divided into three parts. Part 1: Preliminary study – literature review for theory building. This section of the thesis provides a literature review of the domains of curriculum development, EC/EB program development and management, EC/EB component models and new service product development. Part 2 : Understanding the marketplace – quantitative analysis. This section comprises five major surveys which provide an understanding of EC/EB education. Part 3 : In-depth analysis – qualitative research for theory testing. This section discusses the results of the multiple case studies of EC/EB degree programs undertaken over a five year period. The results of this project highlight both theoretical and practical aspects of the topic. In terms of the theoretical aspect, I provide a contribution to existing theory concerning the planning and development of new tertiary education programs. Research into academic course development in the past has tended to assume that all program development is pedagogically based and influenced. There is an assumption that people only develop academic programs and academic courses for pedagogic reasons. What this research project has done is to suggest that there are, in fact, many possible reasons for developing new programs and that, although these reasons might be pedagogic in nature, they can also be industry-focased, and market-oriented in the following ways: -the university is shaping the way it is perceived by the public – that is, the market; -the university is highlighting where its expertise lies. This led me to a form of new service product development consistent with the new image of the university. There is a clear need for diverse models for program development which accommodate the dynamic roles of modern universities. My research project develops such a model based on conditions in the Asia-Pacific region, and discusses findings arising from the overall project, which can be used to improve new educational program offerings in future, in both the Asia-Pacific and, I suggest, in other regions. This potential use of my findings highlights the practical contribution made by the research Project.

The overall purpose of this study was to examine how Certified Public Accountants (CPAs) perceive the potential use of assurance services to assess quality in accounting education programs. Survey questionnaires were mailed to a random sample of 250 CPAs in the north central Texas area. The questionnaire was designed to obtain demographic information and information relating to the respondents' perceptions of quality assessment of accounting education programs. An analysis of the results of this study suggest the following: CPAs consider (1) certain established criteria, such as SAT scores and faculty-to-student ratios, as effective measures for assessing quality attributes in accounting education programs and (2) traditional measures currently used for quality assessment in accounting education programs as only moderately effective by CPAs. CPAs are apparently seeking increased involvement with accounting education quality assessment and formulation of educational standards. They view the potential application of assurance services to accounting education quality as a way to offer a wider range of services to the public. CPAs perceive assurance services as a type of quality assessment that can be used to complement, but not replace, some of the more effective traditional methods, and as a way of enhancing the quality assessment process for accounting education.

This research investigates how public service organisations (PSO’s) use public procurement, referred to as the acquisition of goods and services by PSOs, to analyse the processes through which a PSO acquires innovative goods and services in order to improve public services. Despite a number of success stories from the literature (Phillips et al, 2007; Uyarra, 2010; Yeow et al, 2011), PSOs struggle to procure and implement innovation (e.g. Uyarra et al, 2014a). One major reason for this lack of innovation procurement and adoption is the nature of governance of the procurement process in the public sector (Rolfstam, 2009).Drawing from the public sector and organisational governance literature, this research develops a conceptual framework to investigate how internal, managerial and external governance affects the willingness and ability of PSOs to procure innovative goods and services. External governance refers to overarching bodies of organisations and institutions situated outside the PSO which influences policy and organisational arrangements of PSOs. Managerial governance refers to organisational actors and other stakeholders brought together to form governing boards which directly control and support the PSO leader. Internal governance refers to the day-to-day operations and delivery of a public service. This research adopts a positivist approach with a deductive inquiry process. Using the English secondary education system as the PSO under investigation this research utilises a mixture of quantitative (survey to two types of secondary schools in England) and qualitative methods (four case studies). The findings of this research indicate that these three governance levels influence PSOs procuring innovation in a number of ways. External governance can determine the decision-making process and what can and cannot be procured to improve the service and how budgets are used for innovations. External governance can also act as a source of expertise and knowledge, create opportunities and incentivise PSOs by establishing conditions, mechanisms and access to large scale programmes and initiatives. Similarly, managerial governance entails actors to act as gatekeepers in the decision making process, assisting in procurements by leveraging expertise from other positions and improving the chances of procuring innovation through partnership arrangements with internal governance actors. At the internal governance level, procurement of innovation is greatly improved when ‘champions’ support innovative solutions and when staff responsible for the delivery of the service (i.e. teachers) specify requirements. This research makes three contributions. Firstly, it develops a conceptual framework for public procurement of innovation (PPI) with governance at the centre. Secondly, it adds to the growing body of literature of PPI practice and the barriers faced by PSOs. Finally, this research pays attention to education, a public service sector that has been overlooked by previous studies. Consequently, this research may help policy-makers and practitioners to better understand the governance of PPI.

Australia has been engaged on a comprehensive process of federal public service reform for more than 20 years. It began in the 1970s, when the long undisturbed Australian Public Service (APS) was confronted with a major review process and with a set of administrative law reforms. This was followed in the 1980s by the introduction of a set of ambitious administrative reforms, which drew strength from similar developments occurring overseas, notably in Britain, the United States, New Zealand and Canada. This created the setting for the commercialisation of the APS that began in the late 1980s, which itself created a further set of organisational and management imperatives for the APS. The articulation of the desired management competencies became a pressing priority to consolidate the administrative and commercialisation reforms and a broad consensus emerged. The next challenge was to determine how best to inculcate the desired APS management competencies. The overall conclusion drawn was that while the administrative and commercialisation reforms have moved the APS some way towards attaining the distinctive characteristics that well-performing public agencies should have, they have created a wide variety of challenges and threats yet to addressed adequately. Within an organisational and politico-administrative environment that leaves APS managers vulnerable, especially those in APS 'quasi-businesses', because they are expected to improve service delivery productivity, so as to reduce costs, while at the same time to enhance service quality. This management task requires them to confront a variety of these threats and challenges, which purveyors of public management education must help them address, if they are to meet their idiosyncratic learning needs. This requires the adoption of a learner-based, problem-centred approach to learning for, rather than about, public management.

Teaching, research, and service constitute the three commonly articulated missions of American colleges and universities. The purpose of this study was (1) to examine whether public service is a viable element of the college mission or a marginal activity and (2) to analyze the forces that shape the public service responsibility of a given institution. The specific aspect of public service addressed is the college's role in providing continuing educational opportunities for adults in the surrounding community.;The College of William and Mary in Virginia was selected as a case study because of the wide variations it has undergone in character, purpose, and leadership. It was hypothesized that the interpretation of William and Mary's public service responsibility changed significantly with the shifting emphases in institutional mission. Also investigated was the possibility of a relationship between increased prestige and selectivity and diminished provision for continuing education. The scope of the study was from 1906, when the College became state-supported, to 1972, when credit-bearing extension courses were discontinued.;External forces that were found to influence the public service aspect of mission were political, military, economic, and demographic. Internal forces included changes in presidential leadership and disputes over the college's primary identity. The competing images of William and Mary were those of the prestigious liberal arts college renowned for its colonial heritage and the state-supported, service-oriented institution with a legacy of teacher education and broadly-based educational opportunity.;It was concluded that the public service mission is not constant but changes over time as an institution evolves; that public service is not a static list of obligations but a dynamic response to the circumstances that shape the identity of a college; and that the key to the type and extent of public service is the perception of the constituencies to be served. More study is needed on individual faculty initiatives in public service, the role of the student in public service, and the development of partnerships between colleges and corporations in addressing public needs.

This study is aimed to evaluate service-learning program's impact on senior dental students' attitude to community service at Virginia Commonwealth University (VCU) School of Dentistry. Experience gained through service-learning in dental school may positively impact dental students' attitude to community service that will eventually lead into providing care to the underserved. Two surveys were administered to 105 senior dental students. For the first survey (post-test), students reported their attitude to community service after the service-learning program completion. For the second survey (pre-test), students reported their attitude prior to the program retrospectively. Seventy six students responded to the post-test and fifty six students responded to the pre-test. A repeated-measure mixed-model analysis indicated that overall there was a change between pre-test and post-test. Scales of connectedness, normative helping behavior, benefits, career benefits, and intention showed a significant pre-test and post-test difference. A relationship between attitude to community service and student characteristics such as age, gender, ethnicity, and volunteer activity was also examined. Only ethnicity showed a significant difference. In conclusion, service-learning program at VCU School of Dentistry has positively impacted senior dental students' attitude to community service.

Performance measurement within public services is a key feature of the literature but at ward level it has been an under-studied concept. This thesis presents research within a ward with deprived and affluent areas, focusing on community education service provision and the part performance measurement plays in it. The literature shows the importance of community education services in deprived areas to empower residents. They have the potential to impact positively on the lives of individuals and communities. Performance measurement is meant to ensure the delivery of value for money, quality services but it can instead be a barrier. In subjective areas like community education, measurement is difficult. The primary research was conducted in a qualitative case study. Data collection involved semi-structured interviews with ward stakeholders. The key findings identify constraints surrounding performance measurement in subjective services. While there was increased emphasis on measuring performance the value of such procedures was questioned. Performance measurement practices did not necessarily lead to improved service outcomes. The findings uncovered many specifics concerning both the process and the context. As community education was credited with reducing public service dependence by supporting self-reliance, dedication to such services was seen as necessary. Changes were needed, in performance measurement and more broadly, as there was a risk that the sector would not be able to operate soon. Despite the various representative bodies, effective local input, which was needed, had yet to be achieved. The findings draw out real issues with potentially serious implications. They highlight how the public service provision might be improved at the most micro level of democracy, the ward, where citizens experience first-hand public services. The research could therefore be of value to policy-makers and those responsible for service provision.

Resumen
The purpose of this study is to explore the improvement of the quality of public sports services in rural areas of China's Zhuang Ethnic Groups, as well as to cultivate multiple governance actors to enhance the quality and sustainability of public sports services, and to propose corresponding improvement measures. The study found that there are deficiencies in the quality of public sports services in rural areas of China, especially in the economically underdeveloped Zhuang Ethnic Groups. Therefore, this study examines how to improve the quality of public sports services and enhance their quality and sustainability by fostering multiple governance actors, using rural public sports services in the Zhuang Ethnic Groups of China as an example. The study shows that competence, public service delivery and service design have significant effects on the quality of public sport services. Competence positively affects public service delivery and public sport service quality, public service delivery positively affects public sport service quality, while service design also significantly affects public sport service quality. This study provides a theoretical framework and methodology for the improvement of public sport service quality. It enriches the theoretical system of public sport service quality improvement by revealing the effects of competence, public service delivery and service design on public sport service quality. It also provides government departments with specific strategies and measures to improve the quality of public sports services, which helps to enhance the quality and sustainability of public sports services.

From an epistemological perspective, the public education system is a specially developed concept to determine qualitative transformations, superior in the pedagogical reality delimited in a macro-structural context. It reflects a virtual pedagogical reality, important through its superior, formative, open, inexhaustible methodologically and praxeological potential. The main goal of the education system is to educate the further workforce, in this macro-context it is part of the global social system and should be in accordance to the transformation of the society. Education units are the base cells where the education, training programs are design, using the existing infrastructure and human resources, placing the educational process in time and space. In this research, we aim to analyze the mission, organizational and management structures of the public education service in Romania. Unpredictable, education plays an important role in any society that focuses on knowledge. Through it, the personality of the most important resource, the man, is modeled. That is why the education system has to build to provide knowledge and skills comparable with other European Union or worldwide education units.

Nordic welfare states are world renowned for providing high quality public services. Nordic municipal and regional authorities, in particular, play a central role in the delivery of key public services in areas, such as, health, education, and social care. However, in recent years, public authorities have faced several challenges which have reduced capacity and resources, including long periods of austerity following the 2008 financial crash, rapid demographic changes caused by an ageing population, and the COVID-19 health crisis. In response to these challenges many public authorities have looked to inter-regional, inter-municipal and cross-border collaborations to improve the quality and effectiveness of public service delivery (OECD 2017; ESPON 2019). Indeed, collaborative public service delivery is becoming increasingly prominent in the Nordic Region due to a highly decentralized systems of governance (Nordregio 20015; Eythorsson 2018).

Recent policy debates on the reform of social service delivery systems focus on the decentralization of services and the introduction of competition in order to improve the quality of services. Despite the common assumption that public sector unions oppose these reforms, their responses were diverse. This paper argues that the structure of union organization and the environment of party and union competition are fundamental for understanding union policy preferences and strategic choices regarding the reforms of social service delivery systems. Mexico and Argentina education and health reforms in the early 1990s are used to illustrate the influence of these institutional features on the policy preferences and strategic choices of public sector unions.

The urban population of Africa, the fastest urbanizing continent, has increased from 19% to 39% in the past 50 years, and the number of urban dwellers is projected to reach 770 million by 2030. However, while rapid urbanization has increased mobility and created a subsequent growth in demand for public transport in cities, this has not been met by the provision of adequate and sustainable infrastructure and services. The majority of low-income residents and the urban poor still lack access to adequate transport services and rely on non-motorized and public transport, which is often informal and characterized by poor service delivery. Lack of access to transport services limits access to opportunities that aren’t in the proximity of residential areas, such as education, healthcare, and employment. The urban public transport sector not only faces the challenge of poor service provision, but also of gender inequality. Research shows that, in the existing urban transport systems, there are significant differences in the travel patterns of and modes of transport used by women and men, and that these differences are associated with their roles and responsibilities in society. Moreover, the differences in travel patterns are characterized by unequal access to transport facilities and services. Women are generally underrepresented in the sector, in both its operation and decision-making. Women’s mobility needs and patterns are rarely integrated into transport infrastructure design and services and female users are often victims of harassment and assault. As cities rapidly expand, meeting the transport needs of their growing populations while paying attention to gender-differentiated mobility patterns is a prerequisite to achieving sustainability, livability and inclusivity. Gender mainstreaming in urban public transport is therefore a critical issue, but one which is under-researched in East Africa. This research explores gender issues in public transport in East Africa, focusing in particular on women’s inclusion in both public transport systems and transport policy decision-making processes and using case studies from three cities: Nairobi, Kampala and Dar es Salaam.

The article is devoted to creating and development of the cloud based educational and scientific environment of higher education institutions, using modern approaches to the ICT infrastructure design, based on the different types of service models, including public, corporate or hybrid clouds. Object of the study: to conduct the theoretical analysis of the research trends of the cloud based higher education institution ICT infrastructure modeling in the context of the tendencies of the ICT development and standardization. Object of the study: the process of formation and development of the educational and research environment in the higher education institution. The purpose of the article: to reveal the current trends of the cloud-based service models of the learning environment design and implementation. The methods of the study: The analysis of scientific and educational literature on pro-research problems; domestic and foreign experience on the emerging ICT implementation in the learning process. Results: The main types of the service models of design and deploy the cloud-based infrastructure of the educational institution are revealed; the advantages and disadvantages of the cloud-based approach are considered; the promising ways of implementation are considered. Conclusions: there are promising ways of the learning environment cloud-based service models design and application, taking into consideration its preferences and disadvantages for the certain case study.

In this note, we leverage data from a nationwide survey conducted in 2019 in Ethiopia to shed light on what Ward Education Officers do, their understanding of their own role, and the constraints they face in executing their responsibilities. We interviewed 397 WEOs responsible for primary schools across 23 districts and six regions of Tanzania as part of a baseline survey conducted between February and May 2019. This note contributes to a growing literature on the activities, self-perceptions, and motivation of public sector officials in charge of “last mile” service delivery. For example, Aiyar and Bhattacharya (2016) use time-use diaries, in-depth interviews, and quantitative data to understand the views, attitudes, and activities of sub-district education sector officials, called block education officers, in India.

Resumen
The work proposes a conception of setup and use of teacher’s or lecturer’s workspace using common software and hardware products. The research object is a system built by using operating system capabilities in conjunction with office suite and public cloud service, as a foundation for teacher’s digital workspace. Research is made on how to set up, scale, and operate such a system, by studying the experience of national and foreign scientists and teachers, and using our own experience in educational processes, and working with operating systems and cloud services. As a result, we got a system which is easy to set up, learn, and apply by teachers without significant experience working remote education systems, and could be used for initial learning of remote education principles. It could be used as an initial step before migrating to specialized remote education systems. In the future, the system itself could be improved by adding additional objects into the system and a higher integration level between objects and external subjects.

Decentralization reforms have shifted responsibility for public service delivery to local government, yet little is known about how their management practices or behavior shape performance. We conducted a comprehensive management survey of mid-level education bureaucrats and their staff in every district in Tanzania, and employ flexible machine learning techniques to identify important management practices associated with learning outcomes. We find that management practices explain 10 percent of variation in a district's exam performance. The three management practices most predictive of performance are: i) the frequency of school visits; ii) school and teacher incentives administered by the district manager; and iii) performance review of staff. Although the model is not causal, these findings suggest the importance of robust systems to motivate district staff, schools, and teachers, that include frequent monitoring of schools. They also show the importance of surveying subordinates of managers, in order to produce richer information on management practices.

In-service teacher training aims to improve the supply of public education. A randomized experiment was conducted in Mexico to test whether teacher training could increase teacher efficiency in public secondary schools. After seven and a half months of exposure to a trained teacher, students improved their English. This paper explores two mechanisms through which training can affect student learning. First, trained teachers improved their English by 0.35 standard deviations in the short run. Teachers in the control group caught up with treatment teachers by the end of the school year in part because teachers in the treatment group reduced out-of-pocket expenditures to learn English in 53 percent. Second, teachers changed classroom practices by providing more opportunities for students to actively engage in learning. This evidence suggests that teacher training may be effective at improving student learning and that teacher incentives may play a role in mediating its effects.

The People’s Republic of China (PRC) has eliminated absolute poverty in 2020. Its recent national 14th Five-Year Plan (2021–2025) highlights improving the quality of human capital as an essential goal. Research has shown that investing in early childhood development generates the highest rates of return and leads to better education, health, social, and economic outcomes. After decades of neglect, the government has been increasing investment in preschool education targeting children in ages 3–6 years since 2010. This paper recommends that a comprehensive and equitable early childhood development service system must be a priority in building essential public service systems.

On average, teachers' qualifications in Latin America fall short of what is needed to implement and sustain the education reforms under way in most countries. Large investments in teacher training, both pre-service and in-service have been made and will continue to be made by the governments of the region in recognition of this fact, often with the support of the IDB and other international organizations. This paper responds to the growing demand for new approaches to the design of teacher training components in education reforms. This demand reflects widespread disappointment with the effectiveness of traditional methods and the principles upon which they are organized. The paper builds on the existing literature on the subject around the world but draws its conclusions from eight case studies on innovations in teacher training in Latin America. The cases include both in-service and pre-service programs, in rural and urban environments and public as well as private initiatives, in different countries.
