This research study has been carried out for the purpose of thoroughly examining and evaluating "liNE 1088 ", an interactive live cultural / informational TV programme, on the Cyprus Broadcasting Corporation (CYBC, the State Channel of Cyprus), of which I am the researcher and presenter. The CYBC, as a public service institution, is the only TV channel in Cyprus to offer programmes of this kind on a regular basis. At this point in time, especially now that Cyprus has joined the ED, the people of Cyprus need to be educated and informed on many matters that concern them, especially those which are relevant to the multicultural dimensions of Europe, and the many ways in which they affect their life. The aim of the project is to examine ways and forms of improving the TV programme "LINE 1088" in order to maximise the viewers' participation in the programme in accordance with the EU's directives on public broadcasting. The objectives of the study have been, mainly through an extensive audience research, to ascertain the strong points and the shortcomings of the programme as a whole, to what extent it meets the expectations of its audience, as well as how its overall quality may be improved. For this research a "mixed method" approach was adopted in order to collect data., using quantitative and qualitative research techniques. For the purpose of achieving validity, I used multiple data collection techniques and a range of sources of information namely four different kinds of surveys: literature review, existing viewing pools and the review of five transcripts with findings from one research technique checked against the findings from the research of another type. The results of the project led to a set of recommendations for the overall improvement of my programme as well as to a working model (pro to-type), for the CYBC which could fit into a more global picture of broadcasting and thus motivate society to become more actively concerned with cultural socialisation A working model which should not be static, but embody the time dimension and gradually become polymorphic. This vision should have as broad a range as possible. This working model could become a manual for public television and contribute to cultural development and to a society of active citizens. The project is the product of lifelong research, learning and experience in the media and in culture. Being the fIrst of its kind in Cyprus it will, I hope, contribute to a new body of knowledge in this field and will also become a valuable tool in a wider context.

This thesis is a theoretical and methodological engagement with the extent to which the public-private dichotomy is an appropriate and effective framework within which to critically approach the history of broadcasting regulation in the UK. The critical literature on the subject tends to present a narrative of decline, from an ethos of public service and citizenship, which is presumed to have enabled the public sphere, to a neoliberal faith in market logic and consumer choice, which is accused of undermining it. Much of this discussion is theoretically weakened, however, by a lack of engagement with the relevant literatures, and by the reduction to unitary oppositions between commonsensical terms of what are actually protean distinctions between contentious concepts. Taking this claim as its starting point, the thesis will attempt to clarify the ambiguity of the key concepts of debate on broadcasting regulation, recognising the need for the complexification of distinctions rather than their simplification or abandonment. Although not arguing that the assumptions or conclusions in the dominant literature are incorrect, the aim of the thesis is nevertheless to move away from an approach that identifies public service broadcasting (PSB) with political citizenship and the public sphere, and to explore instead the ways in which the distinction between public and private, and that between citizens and consumers, has always been a negotiated and unresolved process. Consequently, critical engagement with theoretical debates on citizenship, consumption, neoliberalism and the public sphere, as well as with methodological debates on the critical and genealogical approaches to discourse analysis, will be undertaken as a first step towards a more theoretically-informed (and more critical) genealogical account of the history of broadcasting regulation.

The advent of democracy in South Africa ushered in a new paradigm for freedom of religion and freedom of expression. Public broadcasting in general and the South African Broadcasting Corporation in particular constituted critical sites where the material possibilities and impossibilities of these rights were to be defined, negotiated, and regulated. This thesis investigates the role of religion in the history and development of the South African mediascape. Substantial chapters analyse the role of religion in the banning and introduction of television under apartheid, the place of religion in the formulation of new media policy in the democratic era, and the regulatory role of the Broadcasting Complaints Commission of South Africa in dealing with allegations of religious offense, blasphemy, defamation, and incitement to violence. From the television controversy in apartheid South Africa to postapartheid media policy and practice, the thesis uncovers issues of religious legitimation, religious regulation, freedom of expression, and freedom of religion in relation to the multiple configurations of religion, media, and politics. The way that the media industry and its regulatory bodies engage with religion, whether through production, dissemination, or regulation, is expected to be underlined in policy and practice by the constitutional mandate to balance freedom of expression against other rights that might be at stake in the mediasphere. Whereas freedom of expression is considered the defining framework for broadcast media, freedom of religion is subject to regulation. As the first extended study of religion and media in South Africa, this thesis shows that as a result of the deeply rooted Christian national heritage of public broadcasting and the Western Christian orientation of the constitutional democracy, Christian normative sensibilities regarding religion have been sustained within the institutional structures that govern the political economy of religion and public broadcasting.

This thesis provides an overview to a series of reforms undertaken at RAI (Radiotelevisione Italiana), the Italian public service broadcasting company between June 1993 and April 1996. The reform process began as a direct result of the collapse of the Christian Democrats and its coalition partners after 45 years of continuous government and was initiated by the centre-left 'Technocrat' government led by the former governor of the Bank of Italy, Carlo Azeglio Ciampi (April 1993 to May 1994); it was also continued by the centre-right Berlusconi government (May 1994 to December 1994) and by the centre-left Dini technocrat government (January 1995 to April 1996). The research aims to focus on two related topics in order to fully explain the broad social, economic and political context within which the reforms took place. Firstly, especial interest wil be given to an historical analysis of public service provision in Italy in the light of the twin pressures coming from the state and market. Historically, these twin pressures have had a detrimental effect on public service broadcasting in Italy. Secondly, the research also focuses on the impact of the reform process on the functioning of public service broadcasting in Italy. It identifies four areas of RAJ's operations which merit special attention: the system of political occupation, the so-called lottizzazione; the internal network system; the devolution of Raitre; and RAI and Fininvest-Mediaset duopoly. This thesis uses a combination of qualitative and quantitative methodologies, including primary and secondary analysis and interviews with key architects of the reform process.

The thesis investigates the application of the public value notion in UK public service broadcasting (PSB). In the context of technological change from analogue to digital broadcasting and the reduction of applicable market failures, the notion has been used to describe the remit and assess the performance of PSB, thus providing sustained justification of PSB in the digital age. The overall research interest is to investigate the public value notion in the context of evolving media policy paradigms to examine whether its institutionalisation represents a paradigm shift in the ideological justification of PSB. The ideological justification is investigated in the form of economic and noneconomic regulatory rationales as different academic approaches to market intervention and public service provision. As a fundamental type of policy change, the paradigm shift concept is operationalised by devising an analytical framework that consists of two analytical strands; an ideological shift and a policy process analysis. Based on a case study approach of the notion’s application at the BBC and Channel 4, the research design employs interpretative textual analysis of documents and expert interviews to investigate the ideological composition of the public value notion and its wider policy process. The research finds that no paradigm shift has taken place in the justification of PSB as the public value notion continues the overall more economic than non-economic focus of the incumbent media policy paradigm. These findings contribute to media and public policy studies with regard to the understanding and classification of (media policy) paradigm shifts as a fundamental type of policy change and the use of economic and non-economic rationales as different ideologies in informing policy ideas and decisions-making in media policy.

1992 marked a turning point in Nigeria’s broadcasting history as the country formally deregulated her broadcast space. However, it was not until March 2002 that the first commercial radio station was established in Rivers State, a broadcast environment hitherto monopolised by Radio Rivers. The coming of the first independent radio station in Rivers State in March 2002 was followed by the establishment of two other stations in October 2003 and November 2003 respectively. As important as these events in broadcasting in Rivers State are, however, media scholars have argued that in most societies where such change has taken place, public service broadcasters have tampered with their values of being an open space where individuals and groups can come together to be educated, informed, and entertained. This study investigates the extent to which the proliferation of commercial broadcasting outlets has affected Radio Rivers’ public service programming and scheduling. Using a combination of qualitative and quantitative research methods, through in-depth interviews and analysis of the mandate and programme schedules, the study established that while Radio Rivers still maintains some public service values, its current programming policy is driven by the need to compete with the commercial broadcasters. This is evidenced in the decrease in the programme space allocated to current affairs and educational programmes on the schedule, (the genre of public service broadcasting), and the increase in attention to advertisements and entertainment programmes, (the genre of commercial broadcasting). The study also confirms the adverse effects of dwindling financial resources as forcing public service radios to compromise on their public service values, as majority of programmes on Radio Rivers current programme schedules are now geared towards attracting advertisers rather than serving the public good and interests. However, the study proved that it is not in all cases that the entry of commercial broadcasters into Rivers State broadcast space has undermined Radio Rivers public service values. Indeed, in leading to the expansion of interactive, news, and the diversification of entertainment programmes spaces on Radio Rivers’ programming schedules, the proliferation of commercial broadcasters has yielded some positive effects on Radio Rivers public service values and contribution to the public sphere. The study further highlights the need for some policy reforms at Radio Rivers, such as the introduction of licence fees, increased government funding and loosening government’s current control over the station. In addition, there is the need for the edict establishing the station to be amended to reflect the current trends in broadcasting in Rivers State, and above all to reposition Radio Rivers to sustain public good and public interests in its programming.

The problem with which this investigation is concerned is the description of the social map that is presented to the viewers of public television. Using content analysis methodology, the study describes how different genders, racial groups, and age groups are being portrayed on PBS programming. The sample consisted of one week of PBS 1984 fall programming broadcast on KERA-TV, the PBS station in Dallas-Ft. Worth, Texas. Research questions addressing proportions of groups, types of roles, length of scenes, occupational variation, conversational behaviors, conflict management modes, and cultural norms were answered. All coding was accomplished by the principal investigator. Upon completion of the coding sub-totals for the variables under study by program types and a grand total for the entire sample were then tabulated. After this extensive content analysis, the report concludes that females are still extremely underrepresented in PBS programming, accounting for only 32.7% of the total participants. Blacks and Hispanics are also underrepresented except in children's programming. Occupational variation for white males is evident for all types of PBS programming. Occupational variation for white females is evident in children's programming and informational/documentary programming. Minorities with delineated occupations are extremely limited in all types of programming except for children's programming. The exchange of information is the major conversational behavior that occurs on PBS programming with minority characters receiving orders considerably more than their white counterparts. Verbal aggression is the conflict management mode chosen most frequently on PBS programming. Explicit messages regarding racial and sexual equality and prosocial behavior occur on PBS programming. Implicit messages such as frequency of appearances, number of major roles, and prevalence of power cues suggest a white male domination of television programming on PBS. The findings of the study reveal that major inroads have been made by women and minorities in children's programming. This comprehensive analysis confirms, however, the virtual exclusion of minorities in major segments of PBS programming.

While journalistic ethics exists in the Untied States today, it works primarily to address dilemmas in the profession, as opposed to working to comprehensively understand journalism in relation to its public duties. This role in United States journalism is not only misunderstood by the majority of journalists working in the media industry, it is also misunderstood by the public. This misinterpretation is directly linked to the concepts of cultural separation between the 'natural' laws that run the market place and those things in society that influence everything else. In this sense, journalism has become an industry working in the market place. Essentially, the product of completely corporatising the media industry has created a gap between the role of journalism in a democratic society and the current state of journalism in the United States. That said, the relationship between the media and democracy can be traced back through the history of United States democracy and the subsequent history of journalism as a profession that was an essential part to keeping the public sphere of democratic debate healthy. A section of journalists, public journalists, currently attempt to heed the public responsibility needed to create this space for democratic debate. However, these journalists, though earnest in their pursuit to rebuild the type of journalism needed to create this democratic sphere, cannot reach the masses effectively without more funding and more autonomy. Likewise, the public broadcast station (PBS) in the United States could be enhanced in many ways with more funding and more autonomy. Such funding and autonomy for media in the United States could come from a tax-payer funded public broadcast station. And though not all media need to bear the responsibility of journalism focused on public life and politics, a section of the mass media should commit itself to creating a sphere to enhance democratic debate. This thesis explores the necessity of a government funded mass media source in the United States. Given that United States media and democracy are inherently linked, as I will aim to show through the development of democratic history and the development of liberal democracy in the United States today, the ethical need for a media source that can fulfil its democratic duties.

This thesis is a history of ABC television sports broadcasting, focussing on Test cricket coverage to the 1970s and the reinvention of ABC sport following World Series Cricket (WSC). It charts public broadcasting innovation, using ABC sport to illustrate public broadcasting's role as both a comprehensive and a complementary sports broadcaster, but at different times. The thesis confronts received wisdom of a WSC "revolution" with analysis of ABC production and audience strategies. The thesis places the contemporary era of ABC TV sport in this historical frame, with its focus on sports ignored by commercial broadcasters, including women's and Paralympics sport.

The European Public Sphere in the European Broadcasting Space Does the European public sphere exist in European television? Flora Anna Retfalvi PhD in Political Science Recently, as communicating Europe gained importance, a wide academic debate on the EU, its democratic legitimacy and its communicative efforts has risen. The majority of the scientific literature written about EU communication is focused on the concept of the “European public sphere”, which generally refers to the place where public opinion takes form through the discussion of questions, political issues and decisions and also where political power is placed under scrutiny. This research, besides discussing the mainstreams of the European public sphere(s) and summarizing and updating the ongoing debate over its existence/nature, primarily aims to address two additional aspects: on one hand it seeks to provide insight to the main communication channels and dynamics of information-exchange within the European network of journalists, news-agencies and television broadcasters—for this a qualitative method was used and interviews were conducted with journalists, editors and broadcasters. On the other hand it aims to monitor and measure the perception of European and Europeanized news on national (public) television channels with regard to the European institutions’ role in agenda setting, the impact of trust, informedness, language, diversity of news, independence and the channels’ ownership. Quantitative methods were used and we have designed graphs and diagrams using raw data from Eurobarometer. The outcomes measure how much general opinion on informedness, image of the EU, trusting the EU institutions and feeling like a citizen reflect the main characteristics of the European public sphere summarized in this research: knowledge, identity, we-feeling, legitimacy, participation and democracy. By comparing these outcomes with the requirements of an existing European public sphere, we can see that media, especially television, contribute to some of the main characteristics of a strong European public sphere, namely to a common knowledge; a European identity; a we-feeling and it also legitimates the EU by increasing trust in citizens. Although we agree with the academic mainstream of the Europeanization of national public spheres, we believe that it will never result in a truly united European public sphere due to numerous influencing elements also described in this research.
La sfera pubblica europea nel campo delle telecominicazioni in Europa Esiste la sfera pubblica nella televisione europea? Progetto di ricerca di Flora Anna Retfalvi Dottorato in Scienze Politiche Recentemente, mentre la comunicazione europea ha acquisito importanza, è cresciuto un ampio dibattito accademico sull'UE, la sua legittimità democratica e suoi sforzi comunicativi. La maggior parte della letteratura scientifica scritta sulla comunicazione dell'UE si concentra sul concetto di "sfera pubblica europea", che si riferisce generalmente al luogo in cui l'opinione pubblica si forma attraverso la discussione di questioni politiche, decisioni e anche dove il potere politico è messo sotto controllo. Questa ricerca, oltre a discutere i principali spazi della sfera pubblica europea e riassumendo e aggiornando il dibattito in corso sulla sua natura, mira principalmente ad affrontare due ulteriori aspetti accademici. Da una parte, cerca di fornire informazioni sui principali canali di comunicazione e sulla dinamica dello scambio di informazioni all'interno della rete europea di giornalisti, agenzie di stampa ed emittenti televisive. Pper questo è stato utilizzato un metodo qualitativo e sono state condotte interviste con giornalisti, redattori e emittenti. Dall’altra parte, mira a monitorare e misurare la percezione delle notizie europee ed europeizzate sui canali televisivi nazionali (pubblici) per quanto riguarda il ruolo delle istituzioni europee nell'ordine del giorno, l'impatto della fiducia, della conoscenza, della lingua, della diversità delle notizie, dell'indipendenza e la proprietà dei canali. In questo caso sono stati utilizzati metodi quantitativi e abbiamo progettato grafici e diagrammi utilizzando dati grezzi dell'Eurobarometro. Knowledge is now regarded as the most important resource surpassing other resources like land and capital. It is a foregone conclusion that knowledge flows out of organizations through various ways such as resignations, retirement and death yet, it does not seem as if organizations are employing strategies to retain such a vital component of production and service delivery. This study investigated the knowledge retention strategies in three Southern Africa Development Community (SADC) public broadcasting organizations of the South African Broadcasting Corporation in South African (SABC), the Department of Broadcasting Services (DBS) in Botswana and the Zimbabwe Broadcasting Corporation (ZBC) in Zimbabwe. The aim of this study was to establish how knowledge is captured and retained at such organizations. The objectives of the study were; to find out the types of strategies the three broadcasting organizations employ to capture and retain knowledge; establish how the three broadcasting organizational cultures enable knowledge acquisition, transfer, sharing and retention; establish the role of ICTs as tools and enablers of knowledge retention, creation, transfer and sharing in the three broadcasting organizations; and to propose recommendations on the best strategies for retention of knowledge in the three public broadcasting organizations as well as suggest areas for further and future research. v The study used the survey method and employed the triangulation design for data gathering. Data were collected from three SADC public broadcasting organizations. The population sample comprised 240 professional staff including 38 managers from different sections of the broadcasting organizations. The researcher collected data by administering a questionnaire to staff, interviews with managers and observations. Documentary analysis was also conducted in order to supplement data and fill in gaps. The researcher was mainly interested in gathering data that would give a comprehensive picture about knowledge retention methods in broadcasting organizations. There were four main findings. First, knowledge management as a relatively new concept and practice has not yet been properly embraced in the public broadcasting organization system in order to capture and retain knowledge that is acquired and generated in the organizations. There are no measures put in place in the organizations to retain the knowledge to ensure that once those who hold vital tacit knowledge are gone, the knowledge may still be available and accessible. Second, the study established that the respective organizational cultures impede on organizational knowledge retention. The study established that there was no culture of knowledge sharing. It also emerged that employees were not free to share their knowledge because of government regulations, prevailing political contexts, mistrust and general lack of incentive to share knowledge. Third, the study established that the organizations have no strategies or systems in place to capture the experts‟ knowledge or the knowledge of experienced staff and vi those approaching retiring age. The Human Resources Departments hold exit interviews that cover issues purely to do with why the person is leaving the organization instead of recording the work experiences and expertise of the departing employees. Fourth, the study revealed that the public broadcasting organizations still lag behind in collaborative and communicative technologies that facilitate knowledge transfer and sharing of tacit knowledge but retention of knowledge generally. The study also found that, some of the organizations studied did not have internet connectivity and websites were not yet functional, which hampered acquisition and sharing of knowledge for retention purposes. The importance of this study is that it has made a contribution and provided literature on knowledge retention strategies for public broadcasting corporations as part of knowledge management practice. On the basis of these findings the study recommended the following: appointment of knowledge management officers, establishment of Communities of Practice, encouraging knowledge sharing between employees, introduction of joint programmes with other broadcasting organizations by managers and their supervision of mentoring programmes; organizations to facilitate acquisition of information and communication technologies that enable knowledge management

This thesis presents a case study of the Special Broadcasting Service documenting the broadcasting challenges posed by user-generated content initiatives and the work-place approach to strategies for participation. Using the action research method, the project findings reveal that limitations to resources and funding determined the scope for innovation and that the practice of executive editorial control over content was considered fundamental to fulfilling the responsibilities of the public service mandate. Media workers were overwhelmingly positive about the enhanced productive capabilities of the audience and willing to facilitate moderated interactions, however the effectiveness of these initiatives differed according to the level of skills required. This thesis demonstrates how participatory initiatives can enhance aspects of the public service remit relating to cultural diversity, the servicing of niche interests, and broader social representation, and help reinvigorate the relevance of public service broadcasting in the digitalised media sphere.

The main objective of this dissertation is to provide a comprehensive picture of the evolution and current performance of the market-oriented model of public service television in Chile. The focus is largely on the commercially-funded stateowned television network, Television Nacional de Chile (TVN). This thesis argues that Public Service Broadcasting (PSB) is still valid and necessary, yet the means to achieve this ideal have evolved and require some fresh thinking; such as the way forward provided by this case study. This work attempts to describe TVN's main political, economical, and managerial characteristics when delivering PSB according to television law, considering the evolution of the media in Chile and Latin America. For this purpose, the analysis integrates the political economy of the media from a managerial and regulatory perspective. The work is divided into two main parts. The first explains the current situation of PSB in the industrialised world, and also deals with the peculiar development of Chilean broadcasting within Latin America. The second part is the most important because it assesses the Chilean model at its present state. Nowadays TVN is an influential counterweight to authoritarian entrenchments as well as a booster of innovation and growth of the audio-visual sector. Its promarket orientation prevents traditional forms of government manipulation, it is coherent with overall macroeconomic policy, and introduces awareness for the audience's preferences. But this case also has important contradictions that need to be dealt with in order to enhance its contribution to social welfare and democracy. The thesis assumes that PSB -a Western European concept- has been possible in Chile because of a relatively extended republican tradition, and because of the effectiveness and probity of its public institutions. Nevertheless, as a developing country Chile has also suffered poverty, economic instability, and a prolonged military dictatorship (1973-1990) among other problems. These factors explain the differences between Chilean public television and its counterparts in the industrialised world, yet at the same time they reveal a special need for such a service despite all the technological changes that are taking place.

Purpose: To investigate how new technologies and new media possibilities are converging into older forms of mass media and examine the flow of cross platform communication and its implications with gatekeeping. Questions at Issue: How is gatekeeping involved in the process of broadcasting the internet discussion? How do television gatekeepers pre-mediate and script the online discussion? Is the convergence process allowing access for the participatory culture, making televised information less hierarchical? Theory: Gatekeeping controls the flow of information distributed through media to its audience. Gatekeeping is a selective process, using different mechanisms to filter information. Method: A semi-structured interview was conducted with an editor at the Swedish TV4 program Nyheterna. Additionally, through a content analysis proceeding the comments found on the TV4 forum submitted by participants of the convergence process were collected and compared to the comments broadcast in television. Results: The material showed that out of 319 comments, in total, 39 where broadcast; only 19 of the 39 comments could be traced back to the forum. The comments had also been manipulated in the convergence process. Despite new technologies traditional gatekeeping mechanisms control the flow of information. Summary: Further research needs to be done to fully investigate the impact of new technologies and explore whether their participants have influence during the gatekeeping process.

Over the last two decades public service broadcasting (PSB) around the world has faced increasing pressures from accelerating commercialisation and the fragmentation of the broadcasting landscape. This has led a number of media commentators in the system's traditional heartlands to ask whether the idea has now outlived its usefulness. Against the grain of this international trend, Taiwan has moved in the opposite direction, democratising its state-owned television system and introducing a form of public broadcasting for the first time. Against the grain of growing enthusiasm for a privatised solution supporters presented PSB as a necessary counter to the perceived deficiencies of the existing system, in serving a society moving from authoritarian to competitive party rule. This study sets out to explore how the expansion of PSB in Taiwan has been socially defined and constructed, and by whom. The various constructions in play were mapped through in-depth interviews with a range of claim-makers involved in the process. A systematic content analysis of the mainstream Taiwanese press was then conducted to explore the ways contending positions and issues were presented in the public domain and to identify the key voices given a public platform. This analysis demonstrated that the opinions and concerns of the general public were largely missing from a debate dominated by political and academic elites. Against the grain of their own claims to be representing the public key actors constructed public debate as a series of monologues, advancing their own sectional and paternalistic interpretations of the public interest. These findings point to the supremely ironic conclusion that a process ostensibly dedicated to reconstructing broadcasting as key element in a new, democratic, public sphere, excluded the public from active participation and relegated them to the role of spectators.

This thesis examines the nature and impact of a set of policies formulated during the 1980s upon the labour process of television production. It locates both the nature of the reforms and the details of their impact within a broader account of the BBC which had become the special target for the government of Margaret Thatcher during the 1980s. The study reports upon the emergence and development of a particular set of work practices associated with television production within the BBC. Working within a set of ideas called 'public service broadcasting,' the workforce had relied upon a unique set of operating procedures that had survived well into the 1980s. This so-called "privileged" organisation, reliant upon a license fee for its income, became the object of intense interest when an expanding media industry was looking for additional opportunities for growth including the advertising industry. For those seeking to restructure this powerful organisation, often considered to represent many of the core values of British society, such as free speech and a liberal tradition resulting in high quality creative programmes, the challenge was to depict an organisation that was in need of modernisation. The form that modernisation took, under a government claiming to want to reduce the scale of the state, was an adoption of neo-liberalism. Instead of a heavy bureaucratic state machine, open Inarkets would allocate resources in television in the fonn of consumer choice. Policies would be devised to replace centralised bureaucracy with devolved budgets Inonitored by accurate financial information systems. This it was clailned would place the BBC within a dynamic market place where a burgeoning independent sector would supply a fresh source of creative talent and drive down costs. Such claims made for the legislation and a number of management policies which sought to reinforce these statutory reforms within the Corporation, appear not to be supported by the findings where there is strong evidence of the growth of temporary non-standard employment in place of secure full-time jobs. This has resulted in lowered commitment and motivation in the workforce. The new procedures for the production process of television Inanufacturing resulted in unforeseen inefficiencies which held the potential to increase costs. Alongside these problems, the role of the producer had been redefined to the point where informal social and political skills were required and supplemented the core creative skills which had traditionally defined this role. The introduction of market-driven reforms has redefined the nature of the television labour process. From the results of this research, it appears that a series of contradictions and unanticipated outcomes makes many of the original claims for these policies appear hollow. If this public sector broadcaster as an agency of the central state is to survive and flourish, it will have to create a role for its producers which allows for sustaining trust, open and honest cOlnmunications and creativity. The teams with which they work will need security, training and careers for sustaining motivation and ambition.

With the advent of digital era, the broadcasting landscape is radically changing. Technological development, deregulation and globalisation, as well as changes in social structure and lifestyles combine to shift the established broadcasting paradigm. In the broadband communications environment, bandwidth scarcity, the basis of public service broadcasting, is relieved and thus hundreds of channels are available. Audiences once united in their loyalty to public service channels. are now fragmented. In these circumstances, public service broadcasting, which has been regarded as indispensable, is losing its rationale. Public service broadcasters, irrespective of region and country. are forced to battle for viewers and funding, to redraw their mission and range of activities. and to reshape themselves for the digital world. This study explores how the public service broadcasters (the BBC and KBS) of Britain and Korea have been restructuring themselves to adapt to the changing broadcasting environment. It also traces how the concept of public service broadcasting has evolved in Britain and examines the development of Korean broadcasting, proposing that the distorted operation of Korean public service broadcasting directly resulted from that country's history. Finally, it analyses the reasons why broadcasting in Korea has never been operated on principles of public service despite its proclaimed 'public service system' and explores how to secure the public-ness and public interest of Korean public service broadcasting in the future. For this study in-company research at the BBC and KBS was conducted between 1998 and 2003, along with a literature review. During this period over forty senior staff members were also interviewed, representative of both broadcasters.

ENGLISH ABSTRACT: The aim of this analytical study was to establish whether the Zimbabwe Broadcasting Corporation (ZBC) operates as a true public broadcaster or as a state-controlled broadcaster. The performance of the ZBC was analysed through its main 8.00 pm television news bulletins broadcast during the period between the signing of the Global Political Agreement (GPA) by the Zimbabwe African National Union Patriotic Front, ZANU (PF) and the two Movement for Democratic Change (MDC) political parties in September 2008 and the establishment of the inclusive Government of National Unity (GNU) in February 2009. The study was undertaken from within the paradigms of the Social Responsibility Theory as this was deemed the most applicable in terms of the research subject. Both qualitative and quantitative research methods were applied as part of a process of triangulation. The qualitative research method, as the main methodological approach, was applied to solicit views and opinions of participants by use of questionnaires designed to interview specific interviewees, namely the ZBC journalists and spokespersons for the various political parties now in the GNU. The journalists explained how they gathered and packaged news bulletins having to endure some government interference on a regular basis. The MDCs' spokespersons outlined how the ZBC denied them broadcast time for their rallies, press statements and participation in live debates. ZANU (PF) was of the view that the MDC parties only wanted to blame the previous ZANU (PF) government through “unsubstantiated” remarks about bias and the breakdown of the rule of law and absence of democracy and freedom of expression in the country. This, according to ZANU (PF), they did in order to please their alleged Western financiers like Britain and the United States who imposed targeted sanctions on the country. Through the analysis of political parties' accessibility to the main television news bulletins, the research confirmed the assumption that the ZBC is still biased in favour of the former sole ruling ZANU (PF) party which is also in charge of the information ministry in the GNU. The study concluded that since the ZBC, as a public-funded institution, was clearly not accessible to different political parties and civic society groups in order for them to participate in a crucial nation-building process, it failed to fulfil its expected mandate as a public broadcaster. By also negating a social responsibility role that calls for high professional conduct, fairness and objectivity expected of public broadcasters, this study showed that the ZBC was still a state-controlled broadcaster that needs to be reformed.
AFRIKAANSE OPSOMMING: Die doel van hierdie analitiese studie was om vas te stel of die Zimbabwe Broadcasting Corporation (ZBC) as 'n ware openbare uitsaaier of as 'n staatsbeheerde uitsaaier funksioneer. Die werkverrigting van die ZBC is geanaliseer deur die 8 nm-TV-bulletin gedurende die periode tussen die ondertekening van die Global Political Agreement (GPA), deur die Zimbabwe African National Union-Patriotic Front, ZANU (PF) en die twee Movement for Democratic Change (MDC) politieke partye in September 2008 en die totstandkoming van die inklusiewe Government of National Unity (GNU) in Februarie 2009 te bestudeer. Beide kwalitatiewe en kwantitatiewe navorsingsmetodes is toegepas deur dit met die proses van triangulering te kombineer. Die kwalitatiewe navorsingsmetode, wat die hoof-metodologiese benadering is, is aangewend om perspektiewe en opinies van deelnemers te verkry, deur gebruik te maak van vraelyste wat ontwerp is vir spesifieke deelnemers, naamlik die ZBC joernaliste en woordvoerders van die verskillende politieke partye, tans in die GNU. Die joernaliste verduidelik hoe hulle met die inwin van nuus en samestelling van nuusbulletins inmenging van die staat op 'n gereelde basis moes verduur. Woordvoerders van die MDC het in breë trekke uiteengesit hoe die ZBC hul uitsaaityd geweier het vir hul byeenkomste, persverklarings en deelname aan regstreekse debatte. Die ZANU (PF)-deelnemers is van mening dat die MDC- partye net die vorige regering wou blameer deur "ongesubstansieerde‟ opmerkings te maak oor vooroordeel en die ontbinding van die oppergesag van die gereg, die afwesigheid van demokrasie en vryheid van spraak in die land. Dit sou hulle doen om hul beweerde Westerse finansiers, soos Brittanje en die Verenigde State, wat geteikende sanksies op die partyleierskap opgelê het, insluitende president Robert Mugabe, tevrede te stel. 'n Analise van die politieke partye se toegang tot die hooftelevisie-nuusbulletins bevestig die hipotese dat die ZBC steeds die vorige enkel regerende ZANU (PF)-party wat in beheer van die inligtingsministerie in die GNU is, bevoordeel. Die slotsom is dat, aangesien die ZBC, 'n openbaar-gefinansierde instansie, ontoeganklik vir verskillende politieke partye en burgerlike gemeenskapsgroepe is, hulle van deelname aan 'n belangrike nasiebouproses uitgesluit is. Daarmee faal die ZBC in sy veronderstelde mandaat van 'n ware openbare uitsaaier, asook sy sosiale verantwoordelikheidsrol, wat hoë professionele gedrag, regverdigheid en objektiwiteit van openbare uitsaaiers vereis. Die studie bewys die ZBC is steeds 'n staatsbeheerde uitsaaier wat hervorm moet word.

The relationship between television institutions and film in Britain has a complex history, influenced by profound changes in both industries over time. The involvement of public service broadcasters (PSBs) in British cinema has been a regularly-acknowledged, but under-examined phenomenon. There is a dearth of up-to-date scholarship dealing with the relationship, particularly as it unfolded over the turbulent decades of the 1990s and 2000s. This thesis updates and expands the existing field on the relationship between British television and film cultures. It does so by examining the ways in which PSBs have been involved in film culture, as producers, distributors and exhibitors. It also discusses the significant changes to this relationship wrought by the coming into dominance of digital technologies, and the responses of the PSBs to digitalisation. The body of the thesis is separated into two parts. Part One examines the relationship between television and film at the end of the analogue era, ending roughly in 2002. The first chapter explores the historical background to television films in Britain, discussing the semantic turn from describing single dramas shown on television as ‘plays’ and ‘films’. The second chapter outlines three case studies which explore the relationship between television and distribution. The third chapter discusses the industrial relationship between film and television, and the distinct discourses of ‘quality’ applied to each form. The second part of the thesis discusses the effects of digital technologies on the PSB’s role as producer, distributor and exhibitor of films. Chapter Four explores the position of the PSB as patron of low-budget, digital production schemes. In Chapter Five, the opening night and subsequent decade of broadcasting on the FilmFour digital television channel is analysed. Chapter Six takes as its subject the online film output of the BBC, particularly via its iPlayer platform, and its short film distribution network, the BBC Film Network.

A defining characteristic of many previous broadcasting histories is their tendency to present a liberal interpretation of broadcasting. This is particularly so in relation to the BBC, which is commonly perceived as an exemplary public institution whose principal role is essentially a democratising one, contributing to the on-going cumulative empowerment of the people. A further aspect of this liberalist narrative is that broadcasting becomes increasingly free of state interference and politically independent, thus making government and politicians more accountable to the public. Whilst there is evidence to support this type of analysis, what it has resulted in is an overly-idealised historiography of public service broadcasting that is complicit with the ideological framework of a liberal democratic polity, and thus fails to recognise modern relations of culture and government, relations that are inextricably intertwined with the exercise of power. Drawing on the work of Foucault, governmentalist studies, and extended analysis of BBC archives, I argue instead that the BBC and its public service ethos is better reconsidered as a civilising mission whose political rationality was to render the listening public more amenable to cultural governance. Understood thus, early broadcasting can be seen to function as a political technology that facilitated governance from a distance, thus overcoming the paradoxical concern of liberal governmentality, the danger of 'over-governing'. More specifically, I mean to demonstrate that the emergence and subsequent development of broadcasting can be understood as a response to the early twentieth century problems: of efficient state building, ensuring the nation's physical and moral well-being, and remedying the varying inter-war periods of crises in cultural hegemony. As such, early broadcasting was an amalgam of secular cultural governance, Christian pastoral pedagogy, and the exercise of what Foucault famously referred to as 'bio-power', particularly the bio-politics of welfare and social policy.

The present study is a long term structural analysis of how broadcasting systems develop and change. The analysis focuses primarily on the establishment and development of public service television in Britain and Norway, and combines two different approaches: broadcasting policy studies and historical analysis. The study has been based mainly on documentary sources: Official publications, comments on broadcasting policy from various groups and interested parties, and material published by the two broadcasting corporations (the BBC and the NRK). The study has produced results on two levels: Firstly, it has identified a series of similar processes and alliances in the two countries in connection with the establishment and development of broadcasting systems. Secondly, it has produced detailed results regarding the present crisis for public broadcasting in the two countries. The study has demonstrated that while the privileges of the BBC and the NRK have been undermined, they are still expected to fulfil many of their original obligations, obligations which in turn have become more difficult to fulfil. These developments have presented the corporation with difficult challenges regarding both their financial bases and their social legitimacy. The corporations have both responded these challenges with a dual strategy: On the one hand they have attempted to improve their financial balances and adapt to market-standards, whereas on the other they have strengthened their commitment to some of the areas which they have seen as crucial to their identity as public broadcasters. While these strategies may be successful in the short term, however, they may produce new challenges in the long term.

Competition in many market-driven media systems in advanced industrial countries can sometimes compromise traditional public service broadcast values such as programming for diversity, citizenship, minority interests and national identity. This study investigates the presence and effects of commercial-logic in a state-owned broadcaster in a developing country: the Malawi Broadcasting Corporation. Using indepth interviews and analysis of records on finance and programme schedules, the study finds overwhelming indicators of the presence of commercial logic, not driven by competition, but a commitment to provide a public service under deteriorating financial conditions. Distinguishing between the impacts of advertising and sponsorship markets on media output, the study finds contradictory effects of commercialisation. Some effects confirm some of the adverse effects of commercialisation such as heavy sponsorinfluence on programme content, self-censorship among programme producers who avoid injuring sponsors and producers paying more attention to sponsored programmes at the expense ofthe quality of some non-sponsored public service programmes. However, effects are not always contrary to public service broadcasting but may Indeed reinforce such broadcasting. Commercialisation in some instances has led to the sustenance of a range of non-sponsored public service programmes including programmes to promote culture and civic rights. In general, this study highlights the need to focus on what is realistically possible within the dynamics of the Malawi Society as a precondition for a proactive and elaborate strategy for commercialisation ofthe country's public broadcaster.

This thesis examines the production of UK children’s public service broadcasting in the 21st century through extended case study of one significant production facility: BBC Scotland Children’s Department. Starting from the hypothesis that the Department offers a unique inflection of its public service remit through being an alternative producer to the main BBC Children’s production facility in London, it argues that the various contexts and settings of the Department impact on its texts, practices and discourses to articulate a distinctive approach to children’s public service broadcasting befitting the Department’s status as a BBC ‘centre of excellence’. Based on production research at BBC Scotland from 2007 to 2011, the study explores a number of problematic concepts associated with contemporary UK public service broadcasting for children, including the perceived value of UK-originated content; the occupational values of producers as specialists; the construction and representation of the children’s audience; and the specificity of television form in achieving public service for children. These issues are given additional scrutiny with respect to how BBC Scotland Children’s Department negotiates the demands of producing content that is simultaneously national and network, and in light of the difficulties in UK children’s broadcasting as a whole, suggested by the 2007 Ofcom Report on The Future of Children’s Television Programming. Occurring at a critical juncture in the history both of the BBC and of public service broadcasting more generally, the study reveals how the theorised gap between audience and producer, so critical in children’s media, is managed by the Department, and how notions of ‘public service’ to children are articulated in institutional ethos and practice as well as in texts and artefacts. Through analysis of different aspects of the children’s television production process at BBC Scotland, the thesis concludes that the Department embodies and manifests a strong ethos of public service in all its work.

Public communication’s normative task is to support the legitimacy of collective decisions. Theoretically, two challenges in particular have proved persistent: (1) defining the purpose of public communication under conditions of pluralism, and (2) defining the composition of the public sphere as communication becomes increasingly transnational. It is argued that shared definitions of these, among actors participating in public communication, are prerequisites for the democratic legitimacy of collective decisions. Achieving this is difficult, particularly because it remains unclear how practices of public communication relate to ideals such as participation, inclusion and public reason. In part these difficulties can be attributed to a lack of congruence between the way political theory and empirical social research frame questions about the public sphere. To deepen understanding of these challenges, this study asks how purpose and composition are defined in Persian-language transnational newswork. It also asks whether communicating actors enjoy any meaningful definitional agency. The study is designed to align these empirical results with normative questions about public communication so that they speak more fully to one another. An interview-based qualitative study of the way newsworkers who engage in transnational Persian broadcasting define the public sphere provides the setting for this research. Newsworkers are examined because, it is argued, they enjoy a privileged kind of agency over processes of public communication and play an important role in the public sphere. The results show that transnational newsworkers enjoy some definitional agency, and that both purpose and composition find multiple, sometimes overlapping, and sometimes incommensurable and contradictory definitions in newswork. Newsworkers define a polymorphous public sphere characterised by a plurality of communicative purposes and constituted of a multiplicity of groups with different political allegiances. Some aspects of their definitions resonate with deliberative or agonistic conceptions of the public sphere. Despite these resonances, there are some contradictions between the requirements normative theory makes for a unified single-purpose public sphere and the multiplicity of purposes and criteria for inclusion found in practices of public communication. It is argued that these can be addressed by reducing the fact/value dichotomy and by shifting attention from compositional questions about the public sphere to a greater emphasis on the efficacy of public communication. This thesis contributes to the analysis of transnational and pluralistic public spheres. Moreover, based on both conceptual and empirical analysis, it examines how practices of public communication relate to ideals of the public sphere, an issue that is neglected in the literature

The issue of pay television has generated a plethora of reports and submissions from politicians, bureaucrats and industrialists for a decade. That the issue is not yet resolved is the result of many factors, all of which serve to highlight the structural complexities of the Australian electronic media system. At the political level, social policy is in a state of transition and broadcasting policy has reflected this. The Australian Broadcasting Corporation (ABC) and the Special Broadcasting Service (SBS) have been forced to reappraise their roles as public broadcasters. The commercial networks have seen their reserves and their profitability deteriorate drastically in an environment of poor management, fluctuating government policy and a depressed national economy. The Australian Broadcasting Tribunal (ABT), the federal regulator of commercial broadcasting, is struggling to adapt to these new circumstances, and is confronted by new challenges to its powers and responsibilities. Ideally, a discussion on the introduction of pay television would be conducted within the context of a comprehensive and established federal broadcasting policy. Basic to this thesis is the perception that no such policy exists. It is left to the analyst to speculate as to the intentions evident in Government initiatives, suggest the potential impact of pay television in that light, and offer constructive criticism accordingly. This thesis recognises that pay television seems inevitable as both major political parties are committed, in principle at least, to its introduction. This thesis sets itself the following objectives: to identify the salient components that serve to define pay television; to develop and employ a methodology to extract lessons from the experiences of others with pay television, whilst remaining sensitive to historical and structural context; to apply those lessons to the Australia condition; and to make recommendations on the introduction of pay television, based on both the definitional and comparative work of this thesis, within the context of contemporary Government deliberations, as evident in the Report from the House of Representatives Standing Committee on Transport, Communications and Infrastructure of November 1989.

The project evaluated the role of Tanzania Broadcasting Corporation (TBC) programmes in eradicating extreme poverty in Tanzania. The project intended to establish how TBC programmes on poverty eradication are produced and the constraints involved in producing them; how the audience receive them; and whether there is any evidence of interaction between programme producers and audiences in the production of the programmes. The concept of participatory communication was adopted as a major framework. This piece of research used in-depth interviews and focus groups as data gathering techniques. Three TBC programmes on business and economy, agriculture and women voice aired in 2009 were used as units of analysis. Findings indicate that participatory communication which involves feed-forward-feedback processes between broadcasters and citizens is essential in broadcasting for eradicating extreme poverty in Tanzania. However, TBC faced a number of constraints like lack of funds and government control which affected its performance as a tool for poverty eradication. Further, the findings show that mobile-phones and internet have rejuvenated and radically transformed participatory development communication on TBC. Finally, the study reveals that the impact of TBC programmes on poverty eradication in motivating people to participate in poverty eradication schemes is subject to government efficiency in implementing poverty eradication policies at the grassroots; in this research the government was inefficient. The research contributes to the study of communication for development in Tanzania by studying themes emerging from TBC programmes on poverty eradication. It also contributes to a further understanding of the obstacles to participatory communication in the Tanzanian context.

The ten year debate over the introduction of pay television in Canada is addressed using the concept of external signals to examine the interactions between the Canadian Radio-television and Telecommunications Commission (CRTC) and the players in the regulatory environment.
A critique of the notions of "public interest" and of regulatory "capture" precedes the analysis. An historical overview establishes the key issues shaping the nature of the CRTC as a signal-sending and signal-receiving institution.
The evidence demonstrates that the CRTC was not a passive receptor of external signals, but actively shaped and directed or deflected incoming signals according to its own public priorities. The conclusion holds that the traditional capture model does adequately describe the CRTC's behaviour as it attempted to manage the complex political and technological forces surrounding the pay television issue.

I submit for the committee's consideration this report on my internship at WLAE-TV, Channel 32, a nonprofit Public Broadcasting Station in New Orleans. Through the internship in the Development Department, I was involved directly in one of WLAE-TV's major fund-raising events, the spring Antique/Arts Auction. The duration of the internship was from January 19, 1987 to May 14, 1987. I worked under the supervision of Mr. Gregory Weaver, WLAE-TV's Auctions and Special Events Director. Unfortunately, due to problems in scheduling certain volunteers, WLAE's Antique/Arts Auction broadcast dates were moved from early to late May. The schedule change moved the Auction beyond the given parameters of my internship. Although I was unable to participate in the on-air auction itself, I believe that my pre-auction assignments have nevertheless made this particular internship an extremely valuable learning experience.

This thesis sheds light on the ways in which audiences are made through the relationships between organisational policy and news production practice. It explores the relationships between news practitioners� perceptions and definitions of audiences, production, and organisational policies, using the radio news service of the Australian national public broadcaster, the Australian Broadcasting Corporation (ABC). In so doing, the thesis demonstrates that production, in its institutional context, is a crucial site for the creation of audiences in the study of news journalism. In the process, it illuminates the role of public service broadcasting, in a world of digital media The conceptual framework utilises a new approach to framing analysis. Framing has been used to examine the news "agenda" and to identify the salient aspects of news events. This thesis demonstrates ways in which framing can be used to research important processes in news production at different levels, from policy level to that of professional culture, and generate insights to the relationship between them. The accumulated evidence of the bulletin analysis - using structural and rhetorical frames of news - field observation and interviews, shows that a specific and coherent audience can be constructed as a result of newsroom work practices in combination with organisational policies. The thesis has increased knowledge and understanding both of how news workers create images of their audiences and what the institutional factors are that influence the manufacture of audiences as they appear in the text of news bulletins.
