Resumen
This article discusses philosophy of public administration. It must be recognized that the goals of the development strategy of New Uzbekistan serve the development of all spheres of state and community life. But what is the reason why the construction of a society and a people-friendly state with priority of human value is defined as the first priority of the development strategy? Because the effectiveness of our activities in the remaining six directions will directly depend on pro-people policy and pro-people management. In other words, the populist Strategy cannot be implemented without populist leaders. This requires raising the public service to a new level.

Resumen
Good governance is a common denominator for reform processes in public administration, which can potentially become supranational. It includes a set of doctrines and governance techniques in public administration. Considering the changes and challenges faced by the public administrations of countries around the world and the necessary reforms in response to them, this concept, with its universal potential, can serve as a kind of guide for them. It represents an aspiration to make public administration more open, transparent, and accountable. The principles contained in the concept of good governance should be understood as fundamental principles on which modern public administration rests and as a standard presented to national public administrations that should be strived for.

Resumen
The article reveals the basic theoretical principles of public administration. The stages of formation and development of public administration are studied. It was found that public administration, as a system of public administration in Ukraine, needs to be reformed in a market economy and democratization of society. The main problems of formation and development of the system of public administration in terms of compliance with the European political trend of integration of public and personal factors, expanding the sphere of state influence while maximizing rights and freedoms, absolutization of the administrative factor of social transformations are considered. It is established that public administration: provides implements the decisions of the authorities; applies democratic, public, liberal forms and methods of managing the social, social and economic development of the country. The main factors that influenced the emergence in many countries of the world of such a new form of government in the public sector as public administration. Based on the understanding of the peculiarities of the evolution of the management model in the public sector, the need to introduce the concept of "public administration" into scientific circulation is substantiated. Recommendations for decentralization of management in the context of domestic reforms to increase the efficiency of the system of public authorities on an innovative basis are offered. In this context, it is extremely important to implement initiatives on constitutional changes in the decentralization of power, the priorities of the Public Administration Reform Strategy of Ukraine for 2016-2020; development of a new version of the Law of Ukraine "On Civil Service", which regulates the basic principles, legal and organizational principles of public service.

Resumen
Nowadays, many public administrations are facing the low level of public trust in state authorities. It is largely due to public dissatisfaction with the activities of public administration and beliefs that public administration does not serve to the public interest. Participation in decision-making processes is one of the ways to reduce public dissatisfaction and mistrust in public administration. In order to understand the importance of public participation in public administration processes, the aim of the paper is to study trends in the transformation of public administration and society at different stages of the development of the state reform in Latvia and its impact on public trust in public administration. The following methods have been used in the research study: analysis of normative documents, an expert survey with non-governmental organizations (NGOs) and government representatives, as well as analysis of statistics on the implementation of the Memorandum of Cooperation between the government and NGOs. An analysis of the normative documents adopted by the Latvian government shows that the legal framework provides for wide opportunities for NGO involvement in public administration. The statistical data and opinions of NGOs and public administration experts show that there are a variety of mechanisms for increasing NGOs participation. However, the opportunities for developed participation are not conducive to public trust in the public administration, since in most cases information about the opportunities and results of participation is not reachable to the general public. Thus, it is vitally important to create an optimal model of NGOs and public administration relations for the activation of Latvian society in order to reduce the low participation and public trust in public administration.

Resumen
The Republic of Kazakhstan is one of the countries of Central Asia which is actively working to improve the apparatus of public administration. The formation of the Republic of Kazakhstan as a sovereign state, the ongoing socio-economic reforms in the country and market relations have necessitated a transition to a new administrative mechanism. The meaning of the new mechanism means eradicating bureaucracy and corruption, increasing the level of people’s trust in the state bodies and provision of quality public services. The Republic of Kazakhstan has made considerable progress in reforming its public administration. The country continues to modernise this process. The primary purpose of the present paper is to review one of the public administration reforms in the Republic of Kazakhstan. Specifically, the article aims to present a reform such as creating the Population Service Centre (PSC) and the e- government project to provide public services to the citizens in the Republic of Kazakhstan and its results. What is more, the paper seeks to introduce the new upcoming reforms in public administration because the country has encountered serious riots in January that consequently requires changes in the system of public administration. Thus, the aims of the complex reformation of public administration which the President of Kazakhstan Kassym Jomart Tokayev has set will be presented in this paper. The approach that has been used in this paper was descriptive and relied on analysing the secondary data, including various journal articles, reports, and national and state programs.

Resumen
In this article, the aim is to explore some of the key themes to emerge in the journal during the past two decades. Each selected theme will be reviewed in the light of issues raised in particular papers. The aim of this approach is, first, to facilitate reflection upon the contribution of the journal as its subject matter has moved from a concern with British public administration to something more international in its scope and, second, to encourage critical attention to the current state and future direction of the discipline of public administration itself. The identification of cross-cutting themes enables the reader to dig a little deeper and draw his/her own conclusions about where the journal has made its distinctive contribution.

The teaching of an introductory course in American Government can be a difficult and frustrating endeavor under even the best of circumstances. Given the general level of cynicism and/or lack of interest by large numbers of Americans regarding politics and politicians, the task of generating student enthusiasm, or even mild interest, toward the subject matter can indeed be an arduous one. When the teaching of such a course takes place in a business college, and when the student audience is “captive” to a college requirement that all students must take the course, the task can be rendered considerably more formidable.For the past six years I have been teaching such courses at business colleges — one year at Bryant College in Rhode Island, and the following five years at Bentley College in Massachusetts.

Purpose – The purpose of this paper is to define the problem and to initiate discussion on library evaluation as significant part of institutional evidence-based management from public administration approach. Design/methodology/approach – In order to fulfilling the purpose, special attention to present the concepts of valuing information, library performance evaluation, measurement, etc. is drawn, main evaluation functions are analysed. Economic aspects of information services vs intellectual ones are discussed. Consistent patterns and principles of public administration as well as possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user are analysed. Findings – The paper provides insights about different aspects of information services evaluation. Results of analysis of economic aspects of information services vs intellectual ones are presented, consistent patterns and principles of public administration, possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user possibilities are presented. Originality/value – The paper fulfills need to study how public administration could involve library evaluation as tool for evidence-based decision making.
