Texto completoAccurate evaluation of mining impacts is highly challenging given the strong magnitude of socio-economic and environmental changes at play, and possibly related controversies. This thesis raises the question on how mining impacts well-being with a primary focus on population heterogeneity. A choice experiment survey is conducted to collect ground information on changing well-being due to mining within the province of Quebec, in Canada. Article 1 points to the importance of the geographic context, marked by spatial inequalities in mining impacts. We find that mining development can have long-range impacts on welfare, related to the type of mineral and individual risk perception. Paper 2 takes advantage of strong gold mining history in Quebec to study whether collective experience facilitates mining trade-offs over rare earths, that are new to the province and often poorly known by general public. Finally, paper 3 tests potential effects of information campaigns on welfare changes. Information appears to have little or no effect. However, this result masks high and contrasting effects according to opposing prior beliefs for or against mining windfall. The thesis concludes on relevant research extensions to help estimate mining effects on people’s well-being

This phenomenon occurs in developed countries as well as in developing countries. It is also present both in democratic and in non democratic countries. To justify the determination to offer solutions to this problem, the first part of this work proves that the mining industry is the catalyst and the base of the modern economic growth and that, consequently, any disturbance in the safety of mining product supplying deserves a mobilization of the international community. In the second part, the conclusion shows that these mistrust actions are far from being ideological claims. They are simply the expression of a contemporary request which consists in integrating into mining resource development decisions the principles globalization is based on : the respect for the right to collective and individual development, the respect for human rights, including the right to the environment and the participation of communities or individuals in any decision-making that may affect their lives. In the third part, it is proved that the African continent has turned to be the new mining development pole since the end of the cold war. In these conditions, the study of the issue of the community mobilizations against mining exploitation, in four African countries with strong mining traditions such as Guinea and Morocco and in the process of mining development such as Mali and Ivory Coast, allows us to understand that mobilizations against mining projects do really exist in Africa. In these conditions and as a conclusion, it is first of all necessary to wish that the international community be concerned by this issue to organize a world summit on the future of the mining industry in the 20th century, and that a World Fund in the service of the Development of Communities Concerned by Mining Projects (FMDCAPM) be created.Secondly, one must consider, at the scale of the producing States, that the national mining policies be the reflection of a real consensus between the States, the mining companies and the local authorities by insisting on the necessity of giving the latter ones Investment funds fed by each project. Finally, and always at the scale of States, it is to wish that the search for solutions to be brought to both social and economic concerns of the zones affected by the mining projects be entrusted to an Autonomous National Authority (ANA) which will know how to negotiate at best, independently from governmental authorities, the interests of communities and local populations

Texto completoThe construction phases of the big mining projects which developed in New Caledonia during the last decade, in margin (for the South project) or in the frame (for the North project) of the process set up by the “Accord de Nouméa”, constitute an exemplary field of study to observe and analyze the complexity of the phenomena of the plurilingualism and the intercultural practices in professional situation. The thesis led in a parallel to an activity of service provider within these multicultural spaces, deals with the question: how do the plurilingual linguistic skills of the local actors contribute to the resolution of the linguistic and cultural gaps when working in a globalized world? The results of the research enlighten the importance of the specific experimented knowledges of the languages go-between, actors in discreet function in administrative positions and their ability to act as a wordforce essential to the organization which employs them. It doing the thesis tries to highlight the sociolinguistic challenges bound to the transformations of the working world at this beginning of XXIth century

Texto completoThis thesis aims to appraise the relevance of using an hybrid top-down / bottom-up approach to evaluate mining projects in the perspective of sustainable development. With the advent of corporate social responsibility and sustainable development concepts, new social expectations have appeared towards companies that go beyond a sole requirement of profit-earning capacity. If companies do not answer to these expectations, they risk to lose their social legitimacy. Traditionally associated with social, environmental, economical and political impacts and risks, mining activity is particularly concerned by these new issues. Whereas mineral resources needs have never been so high, mining companies are now expected to limit their negative effects and to take into account their different audiences’ expectations in order to define, together, the terms of their social license to operate. Considering the diversity of issues, scales, actors and contexts, the challenge is real and necessitates tools to better understand issues and to structure dialogues. Based on the Uranium mines of Arlit (Niger) case study, this work shows that associating participatory approaches to structuring tools and literature propositions, appears as an efficient formula to better organise issues diversity and to build a structured dialogue between mining companies and their stakeholders. First Part aims to present the theoretical, institutional and sectorial contexts of the thesis. Second Part exposes work and results of the evaluation carried out in Niger. And, Third Part, shows the conclusions that can be derived from this work and presents a proposal for an evaluation framework, potentially applicable to other mining sites

Texto completoIn natural resource projects such as mines and oil fields, there are at least two important sources of uncertainties, market uncertainty represented mainly by the price of the commodity, and technical or private uncertainty represented by the reserves. Traditional methods of evaluating projects such as discounted cash flow analysis are based on fixed values of all the parameters and a fixed development scenario. They assume that firms are passive to changing conditions. Real options is an approach that has been designed to incorporate managerial flexibility and uncertainty on commodity prices, but little work has been done on incorporating uncertainty on technical parameters. For this we thought of combining real options with geostatistical conditional simulations, and in particular a Bayesian approach, to value a gold mining project and define the best development strategy. This thesis addresses the question of how to evaluate additional drilling. The investment in additional information is an important alternative for both the early development and the waiting for better market conditions

Texto completoThe Kettara site (Morocco) is an abandoned pyrrhotite ore mine in a semi-arid environment. The site contains more than 3 million tons of mine waste that were deposited on the surface without concern for environmental consequences. Tailings were stockpiled in a pond, in a dyke, and in piles over an area of approximately 16 ha and have generated acid mine drainage (AMD) for more than 29 years. Investigation results show that the hydrochemistry of water samples is characterized by the relatively significant enrichment in Ca2+, Mg2+ and SO 42-. Seasonal variations in major ion concentrations were partly attributed to dissolution/precipitation processes. The rehabilitation scenario being investigated at the Kettara mine involves using fine alkaline phosphate waste (APW) as both an amendment and a ‘store and release’ (SR) covert. To facilitate the success of this rehabilitation project, it was important to determine the nature of the geological substrate of the tailings pond and the internal structure of the mine wastes, and to estimate the volume of tailings by determining the thickness of the tailings layer in the tailings pond. The surveys geophysics realized made it possible to image the internal structure of the park with mining rejections and to estimate their volume (462 400 m3). The results obtained show the presence of fractured zones that constitute privileged drains for the transfer of the DMA to groundwater. The simulations results of the transport of the AMD in the event of rehabilitation of the site, showed that pollution decreases in a significant and long-term way

Texto completoThis study questions the forms of power at stake in the hearth of a mining project in Peru. This work focuses over nine years of coexisting between the peasant community of Fuerabamba and a mining company (2005-2014). From a local scale, this work reveals the relationships of power and the social and political transformations that the project induces. This study highlights the interactions and frictions taking place between the inhabitants of this community ant the mining company, but also between inhabitants themselves. The company is grafted onto a territory marginalized by the State and to its political and historical dynamics. A new “mining social order” seems to be established with the arrival of the project. The ethnography of the coexistence reveals the company’s complex power. It articulates international mining operational models and social power traditions in this State’s grey zones. The study of this coexistence can be broken down to a certain number of processes. Historical heritage and future consequences allow to understand the echoes of this particular case in a broader context. Finally, this situation appears to be an asymmetric power balance. Its grip, the paternalism and the promise of future benefits for families allows the company to fulfil its objectives. To quiet the opposition, relocate the community and operate the mine

Texto completoThe Cerrejón mine is the world's biggest open-pit coal exploitation that came into being in the late 1970s due to an association between the Colombian State and an American multinational in the late 70s. The mine transformed the living conditions of a large number of communities. The Cerrejón is a geo-politico-e'conomic project of the multinationals and the State, and ont of Indians. Nevertheless, it has produced a relational space in which the Wayuu built discursive and paractical strategies towards an articulation with the project based on the construction of an identity politics in negotiation with politics of recognition, defined by the Multinational and the State. The politics of recognition and of identity are based essentially on arguments concerning territorial rights; recognition of ethnicity; the legitimation of leaders, and, finally, the autonomous definition of local aspirations within the framework of developmental politics

Texto completoThe implication of anthropogenic carbon dioxide (CO2) emissions in climate change is now widely accepted and solutions are emerging in order to limit the accumulation of CO2. Carbon mineralization, which allows the sequestration of CO2 through carbonate precipitation, stable minerals over geological time scales, is one of the options considered. Among the proposed carbon mineralization pathways, passive carbon mineralization in ultramafic mining residues can potentially lead to developing carbon-neutral mines. However, the impacts on leachate water quality and evolution of sequestration capacity in natural conditions, on medium and large scales, are still poorly documented. RNC Minerals plans to mine a nickel deposit located in the northwestern part of Quebec. The operation at the Dumont Nickel Project (DNP) would produce approximately 1.7 Gt of ultramafic mining residues. Several factors which influence the carbon sequestration capacity of the DNP residues have been studied in the laboratory, at variable CO2 concentrations. In this study, the processes of passive carbon mineralization in the DNP mining residues are described and the atmospheric CO2 sequestration capacity is estimated, at the experimental cell scale, under natural conditions. In order to study the impacts of meteoric weathering of the DNP residues, two experimental cells were built and instrumented. The first cell EC-1, contains the ultramafic waste rock, and the second EC-2, was filled with milling residues (Tailings). The hydrogeological properties and surface area of the residues contained in the two cells are different whereas the mineralogy is similar. The main minerals in the residues are chrysotile, lizardite, brucite, chlorite and magnetite. Between 2011 and 2015, changes in CO2 concentrations, mineralogy, and chemical composition of leachate waters were recorded. Monitoring of CO2 concentrations showed a decrease in CO2 concentration from the surface (~ 390 ppmv) to the bottom of the cells (~ 100 ppmv). At the same time, the carbon content in the weathered residues increased and the mineralogical analyses revealed precipitation of several magnesium carbonates such as hydromagnesite. These observations indicate that passive mineral carbonation of the mining residues is occurring within the experimental cells, for which three potential sources of CO2 can be identified : (1) the atmosphere, (2) the CO2(g) produced from organic matter oxydation, and (3) CO2(g) produced from carbonate dissolution. The isotopic compositions of CO2(g) and newly formed carbonates were measured. Using these isotopic compositions it was possible to demonstrate that dissolution of CO2(g) in interstitial water limits the sequestration capacity and that atmospheric CO2 is the main source of the CO2 sequestered. Despite the differences between the two experimental cells the same processes control CO2 sequestration. A conceptual model of the carbon mineralization reactions, including evolution of the isotopic compositions, is proposed. The leachate water sampled at the bottom of the experimental cells, between May and November since 2011, is characterized by an alkaline pH (~9.5), a high alkalinity (~90 to ~750 mg/L CaCO3) and a high concentration of magnesium (~50 at ~750 mg/L). This composition is consistent with weathering of ultramafic rocks in a system open to CO2. Since 2012, the chemical composition of the leachate water was evolved seasonnaly. These seasonal variations are explained by: (1) recharge and temeprature variations over the year and (2) increased carbonate precipitation between May and July. The seasonal decrease of alkalinity and magnesium concentrations, caused by increased carbonate precipitation, induces undersaturation of carbonate minerals. Therefore carbonate precipitation self-limits carbon sequestration through a negative feed-back loop. Since 2011, an estimated 13 kg of atmospheric CO2 was sequestered in the milling residues from EC-2, which corresponds to a mean rate of 1,4 (+/- 0.3) kgCO2/tonne/year. Using this mean rate, during the mining operation the milling residues will sequester about 21 kt of atmospheric CO2 each year, which will represents one quarter of the 127,700 tonnes of CO2 emitted. Using MIN3P, a numerical model which allow to simulate multi-component and multiphase reactive transport in unsaturated porous media, the carbon mineralization reactions were simulated in 1D at the center of cell EC-2. The data collected during the 4 years of monitoring were used to calibrate the numerical model. However, none of the simulations allowed to reproduce the evolution of the leachate water geochemistry and the CO2 concentrations observed in the experimental cell. Several simplifications of the conceptual model could explain the differences with the observed data.
