Le renouveau minier français fait intervenir des acteurs nouveaux en France métropolitaine, les juniors d’exploration minière, dont l’organisation économique est proche des start-up. Celles-ci doivent lever des fonds avant de pouvoir faire aboutir leurs coûteux projets d’explorations minières. Cet article étudie le travail réalisé par ces acteurs privés pour convaincre différents publics de la rentabilité et de l’intérêt futurs de développements miniers. Nous parlons d’ingénierie de la promesse pour qualifier cette activité. Les projets miniers suscitent de nombreuses controverses dans les territoires concernés. Pour les comprendre, l’article analyse les tensions entre les promesses que les compagnies formulent à un public d’investisseurs potentiels et celles adressées aux populations vivant à proximité des projets d’exploration.

La Chine, premier importateur mondial de matières premières depuis le début du 21e siècle, est attentive au potentiel minier de l’Arctique. Des investissements directs à l’étranger (IDE) chinois dans des projets miniers dans l’Arctique canadien, le Grand Nord québécois et au Groenland ont contribué à faire naître une certaine sinophobie, en raison notamment de la méconnaissance des facteurs qui déterminent le choix de cette région pour ces investissements. Les résultats démontrent que ces territoires sont attrayants en raison de la stabilité politique et du climat compétitif des affaires qui les caractérisent, ainsi que de la qualité de leurs ressources physiques. En revanche, le manque d’infrastructures dans l’Arctique et le coût et la disponibilité de la main-d’oeuvre constituent des facteurs limitatifs.

Depuis la fin des années 2000, une trentaine de projets de mines métalliques ont vu le jour en Europe, à rebours de la tendance à délocaliser les investissements miniers vers le Sud global. L’Andalousie est à l’avant-garde de ce processus de réactivation minière avec sept nouvelles mines métalliques et d’autres projets sur le point d’aboutir. De tels projets adviennent avec le soutien des pouvoirs publics à l’échelle régionale, nationale, mais aussi européenne, depuis que la Commission européenne a présenté, en 2008, l’Initiative matières premières. Comment l’extraction minière apparaît-elle comme une solution en contexte de crise économique, sociale et environnementale ? Cet article développe un premier niveau de réponse à partir de l’analyse des discours institutionnels de la relance minière. De l’Union européenne à l’Andalousie, il montre d’abord comment le travail de conviction décelable dans ces discours publics produit un énoncé consensuel, par lequel la « solution » de la relance minière intègre un éventail hétéroclite de motifs et repose sur des formules qui visent à neutraliser les contradictions. La stabilisation de l’énoncé de la relance minière favorise ensuite l’alliance d’acteurs publics et privés autour de deux objectifs d’action publique. D’une part, l’énoncé promeut une politique de la connaissance qui soutient l’exploitation des sous-sols. D’autre part, le ciblage des États comme responsables de la sous-exploitation des matières premières européennes conduit à un second objectif, celui de repenser la politique des sous-sols pour y incorporer l’impératif minier.

Les vives contestations rencontrées par la politique de renouveau minier en France métropolitaine s’inscrivent dans la montée en puissance des mobilisations territoriales et environnementales, témoin de l’essoufflement de la gouvernance des projets industriels et d’aménagement. Définies comme un problème d’acceptabilité sociale, elles ont mené les acteurs de cette politique à la mise en place d’instruments destinés à gouverner les critiques qui lui sont adressées. Cet article analyse trois de ces types d’instruments (participatif, sociométrique, communicationnel) et met en lumière les référentiels sous-jacents qui en émergent : le territoire et l’environnement. L’échec des instruments participatifs met à jour l’inconciliabilité des positionnements entre la société civile d’une part, puis les acteurs administratifs et productifs d’autre part, et mène à la persistance des logiques néocorporatistes dans la gouvernance des ressources minérales. L’appréhension de plus en plus fine du territoire et de la diversité du monde social qu’opèrent les instruments sociométriques s’est également révélée insuffisante pour la meilleure acception des projets miniers. Si les effets des instruments communicationnels nécessitent quant à eux d’être appréhendés dans le temps long, on peut spéculer sur leur faible impact sur les contestations du renouveau minier, du fait de leurs particularités. Ainsi, les instruments de gouvernement de la critique ne s’attaquent pas au paradigme économique (capitaliste et extractiviste) qui sous-tend l’industrie minière, tandis que les critiques sont justement fondées sur la remise en cause profonde de l’extractivisme (en tant que modèle économique basé sur l’extraction des ressources et en tant que régime politique d’accaparement des biens communs).

Les migrations pendulaires constituent un moyen de plus en plus répandu d'intégration de la main-d'oeuvre autochtone aux projets miniers et pétroliers du Nord du Canada. Cet article cherche à comprendre les causes de ce phénomène. L'analyse procède d'une étude du scénario d'implantation d'un tel mode de gestion et, notamment, des intérêts impliqués et des circonstances qui ont favorisé sa mise en place. L'étude se démarque des perspectives dualistes de la géographie humaine du Nord canadien. Elle propose une interprétation qui tient compte de l'interaction entre le capital, l'État et les indigènes dans les cadres d'une société capitaliste occidentale en expansion dans ses zones frontalières.

Résumé Depuis la fin des années 1950, de nombreuses compagnies minières ont exploré la Fosse de l’Ungava au Nunavik (Canada). Des gisements de nickel, de cuivre et d’amiante y ont été exploités, ou sont en ce moment exploités, depuis les années 1970. Actuellement les compagnies Canadian Royalties et Glencore Xstrata emploient quelque 1500 personnes sur leurs sites d’extraction. Les Kangirsujuamiut, Sallumiut, Puvirnitumiut et les Nunavimmiut en général ont dû apprendre à vivre avec les retombées socioéconomiques et environnementales des projets miniers. Si leur perception de l’activité minière au Nunavik a évolué avec le temps, l’importance qu’ils accordent à la protection de l’environnement, elle, ne s’est pas érodée. Des comités comme la Commission de la qualité de l’environnement Kativik, le Comité Raglan et le Comité Nunavik Nickel voient à ce que le Nunavik continue à être perçu comme un territoire sain où il est toujours possible de pratiquer des activités de subsistance. La création du parc national des Pingualuit à proximité des mines aide également à minimiser les impacts environnementaux négatifs et offre aux Nunavimmiut la possibilité de récupérer un territoire qui avait été délaissé avec le temps. Le parc national des Pingualuit permet aux jeunes générations de se réapproprier une partie de leur culture, simplement en occupant le territoire.

"Complexe et inclusive aux enjeux globaux, la lutte contre les changements climatiques est au coeur des préoccupations scientifiques, économiques, sociales, politiques et géopolitiques. Nous regardons désormais sous un angle nouveau tout ce qui nous entoure. Les récurrents rapports du Groupe d’experts intergouvernemental sur l’évolution du climat (GIEC) et les intempéries inédites de juillet 2021 confirment l’importance de construire une approche nouvelle pour rendre les ouvrages dans le secteur de l’eau plus résilients. Dès 2019, une étude des risques et vulnérabilités climatiques a ainsi été entreprise pour les ouvrages d’assainissement et de démergement (dispositifs mis en oeuvre pour évacuer les eaux afin de prévenir les inondations dues aux affaissements miniers), ainsi que pour les installations de production et de distribution d’eau potable en Wallonie (Belgique). Les objectifs poursuivis étaient de fournir un outil d’aide à la décision ainsi que proposer des mesures susceptibles d’être intégrées dans les différents projets collaboratifs du secteur. Tout en respectant la méthode promue par la Banque européenne d’investissement, la prise en compte d’exigences particulières au projet a requis l’application d’une approche innovante et participative : collaboration sectorielle entre les acteurs de l’assainissement/ démergement (SPGE et organismes d’assainissement agréés) et de l’eau potable (SWDE, CILE et InBW). Cela dans le but de réaliser une étude inédite à l’échelle d’une région et impliquant différents acteurs, dans des délais et budgets raisonnables. Le secteur de l’eau présente en effet certaines spécificités : outre son indispensable continuité de service tant sanitaire qu’environnemental et sociétal, il est également fortement soumis aux aléas et connecté avec le milieu naturel. Sur la base des risques identifiés comme significatifs en fonction des sous-secteurs et des cas (inondations, précipitations abondantes, fortes chaleurs et sécheresses), les options d’adaptation proposées au terme de l’étude démontrent la nécessaire collaboration entre les acteurs du cycle anthropique (dont ceux cités ci-avant) et naturel de l’eau, pour renforcer les dispositifs et leur succès."

L’évaluation fine des impacts miniers représente un défi majeur considérant l’ampleur des changements socio-économiques et environnementaux et les controverses que le secteur minier continue jusqu’à lors de susciter. Un aspect souvent manquant de l’évaluation des projets miniers est lié à la question de l’impact sur le bien-être. La thèse a pour objectif d’apporter un ensemble d’éclairages sur les potentiels impacts, notamment en considérant l’hétérogénéité de la population. Le contexte d’étude est la province minière du Québec, au Canada, avec une enquête des ménages mesurant les variations de bien-être par la méthode Choice Experiment. L’article 1 pointe l’importance du contexte géographique, marquée par des inégalités spatiales dans les impacts miniers. Nous trouvons que le développement minier peut avoir des impacts de longues distances sur le bien-être, liés au type de minerai et à la perception individuelle du risque. L’article 2 tire avantage du passé minier de l’exploitation de l’or au Québec pour étudier si cette expérience collective facilite les arbitrages miniers sur les terres rares, un minerai nouveau dans la province et souvent méconnu par le public. Enfin l’article 3 teste les effets potentiels de campagnes d’information sur les changements de bien-être. L’information apparaît avoir peu ou aucun effet. Cependant, ce résultat masque des effets élevés et contrastés auprès des individus opposés par leurs perceptions sur l’opportunité/menace d’une nouvelle mine. La thèse conclue en présentant des nouvelles pistes de recherche pour mieux évaluer les effets du développement minier sur le bien-êtreAccurate evaluation of mining impacts is highly challenging given the strong magnitude of socio-economic and environmental changes at play, and possibly related controversies. This thesis raises the question on how mining impacts well-being with a primary focus on population heterogeneity. A choice experiment survey is conducted to collect ground information on changing well-being due to mining within the province of Quebec, in Canada. Article 1 points to the importance of the geographic context, marked by spatial inequalities in mining impacts. We find that mining development can have long-range impacts on welfare, related to the type of mineral and individual risk perception. Paper 2 takes advantage of strong gold mining history in Quebec to study whether collective experience facilitates mining trade-offs over rare earths, that are new to the province and often poorly known by general public. Finally, paper 3 tests potential effects of information campaigns on welfare changes. Information appears to have little or no effect. However, this result masks high and contrasting effects according to opposing prior beliefs for or against mining windfall. Ce phénomène s'observe aussi bien dans les pays développés que dans les pays non développés. Il se vit également dans les pays démocratiques comme dans les pays non démocratiques.Afin de justifier la détermination à proposer des solutions à ce problème, la première partie de ce travail démontre que l'industrie minière est le catalyseur et le socle de la croissance économique moderne et que par conséquent, toute perturbation de la sécurité des approvisionnements en produits miniers mérite une mobilisation de la communauté internationale.Dans la deuxième partie, la conclusion montre que ces actions de défiance sont loin d'être des revendications à caractère idéologique. Elles sont tout simplement l'expression d'une requête contemporaine qui consiste à intégrer dans les décisions de mise en valeur des ressources minières les principes sur lesquels repose la mondialisation à savoir : le respect du droit au développement collectif et individuel, le respect des droits humains dont le droit à l'environnement et la participation des communautés ou des individus à la prise de toute décision pouvant avoir des conséquences sur leur existence.Dans une troisième partie, il est démontré que le Continent africain est devenu le nouveau pôle de développement minier depuis la fin de la guerre froide. Dans ces conditions, l'étude de la question des Mobilisations communautaires contre l'exploitation minière dans quatre pays d'Afrique aux traditions minières établies comme la Guinée et le Maroc et en voie d'émergence minière comme le Mali et la Côte d'Ivoire, permet de comprendre que les Mobilisations Contre les projets miniers sont bel et bien une réalité en Afrique.Les tentatives de solutions apportées et les institutions conçues pour leur mise en œuvre dans ce nouvel eldorado sont loin de mettre durablement la plupart des projets miniers qui y sont entrepris à l'abri des colères des manifestants. Toute chose qui expose l'économie mondiale à d'éventuels chocs qui seraient préjudiciables à la paix et à la sécurité internationale.Dans ces conditions et en guise de conclusion, il faut souhaiter dans un premier temps, que la communauté internationale se saisisse de la question pour organiser un sommet mondial sur l'avenir de l'industrie minière au XXIe siècle, et que soit créé un Fonds Mondial au service du Développement des Communautés Affectées par les Projets Miniers (FMDCAPM).Dans un deuxième temps, il faut envisager à l'échelle des États producteurs, que les politiques minières nationales soient le reflet d'un véritable consensus entre les États, les entreprises minières et les collectivités locales en insistant sur la nécessité de doter ces dernières de Fonds d'Investissement alimenté par chaque projet.Finalement, et toujours à l'échelle des États, il est à souhaiter que la recherche de solutions à apporter aux préoccupations tant sociales qu'économiques des zones affectées par les projets miniers soit confiée à une Autorité Nationale Autonome (ANA) qui saura négocier indépendamment des services gouvernementaux au mieux des intérêts des collectivités et populations localesSince the beginning of the 1990s, almost throughout the world, bordering communities of mining projects oppose the proceedings of mining exploitation works. This phenomenon occurs in developed countries as well as in developing countries. It is also present both in democratic and in non democratic countries.To justify the determination to offer solutions to this problem, the first part of this work proves that the mining industry is the catalyst and the base of the modern economic growth and that, consequently, any disturbance in the safety of mining product supplying deserves a mobilization of the international community.In the second part, the conclusion shows that these mistrust actions are far from being ideological claims. They are simply the expression of a contemporary request which consists in integrating into mining resource development decisions the principles globalization is based on : the respect for the right to collective and individual development, the respect for human rights, including the right to the environment and the participation of communities or individuals in any decision-making that may affect their lives.In the third part, it is proved that the African continent has turned to be the new mining development pole since the end of the cold war. In these conditions, the study of the issue of the community mobilizations against mining exploitation, in four African countries with strong mining traditions such as Guinea and Morocco and in the process of mining development such as Mali and Ivory Coast, allows us to understand that mobilizations against mining projects do really exist in Africa.In these conditions and as a conclusion, it is first of all necessary to wish that the international community be concerned by this issue to organize a world summit on the future of the mining industry in the 20th century, and that a World Fund in the service of the Development of Communities Concerned by Mining Projects (FMDCAPM) be created.Secondly, one must consider, at the scale of the producing States, that the national mining policies be the reflection of a real consensus between the States, the mining companies and the local authorities by insisting on the necessity of giving the latter ones Investment funds fed by each project.Finally, and always at the scale of States, it is to wish that the search for solutions to be brought to both social and economic concerns of the zones affected by the mining projects be entrusted to an Autonomous National Authority (ANA) which will know how to negotiate at best, independently from governmental authorities, the interests of communities and local populations

In these conditions, the study of the issue of the community mobilizations against mining exploitation, in four African countries with strong mining traditions such as Guinea and Morocco and in the process of mining development such as Mali and Ivory Coast, allows us to understand that mobilizations against mining projects do really exist in Africa.In these conditions and as a conclusion, it is first of all necessary to wish that the international community be concerned by this issue to organize a world summit on the future of the mining industry in the 20th century, and that a World Fund in the service of the Development of Communities Concerned by Mining Projects (FMDCAPM) be created.Secondly, one must consider, at the scale of the producing States, that the national mining policies be the reflection of a real consensus between the States, the mining companies and the local authorities by insisting on the necessity of giving the latter ones Investment funds fed by each project.Finally, and always at the scale of States, it is to wish that the search for solutions to be brought to both social and economic concerns of the zones affected by the mining projects be entrusted to an Autonomous National Authority (ANA) which will know how to negotiate at best, independently from governmental authorities, the interests of communities and local populations

La conception des ouvrages miniers souterrains repose sur une caractérisation géotechnique du massif rocheux. Lors des essais en laboratoire sur le roc intact, les données géotechniques sont amassées suivant les recommandations prescrites par la Société internationale de mécanique des roches (SIMR) (Brown, 1981). Bien que les essais en laboratoire sur le roc intact soient effectués selon les recommandations de la SIMR, ils ne sont pas réalisés d’une manière optimale quant au nombre de spécimens testés, à la localisation des essais, à la temporalité des essais, aux critères de rejet de certains spécimens testés et à l’utilisation des résultats dans la définition du critère de Hoek-Brown. Avec le coût élevé des essais en laboratoire, il est primordial d’optimiser les campagnes d’essais en laboratoire et de s’assurer d’utiliser et de maximiser l’information provenant des résultats tout en s’assurant de leur représentativité. À l’aide de deux études de cas réalisées sur des sites miniers québécois, ce mémoire a pour objectif global d’effectuer la caractérisation statistique de paramètres géomécaniques dans le but d’optimiser les campagnes d’essais et de de maximiser l’information obtenue par l’entremise d’essais en laboratoire sur le roc intact. Les analyses statistiques permettront de mieux quantifier la connaissance des propriétés du roc intact dans le cadre d’un projet minier. Elles permettront également d’optimiser le nombre d’essais à réaliser tout en s’assurant de la représentativité des résultats. Finalement, elles permettront d’identifier plus efficacement de nouvelles cibles de caractérisation.

Les phases de construction des grands projets miniers qui se sont développés en Nouvelle-Calédonie au cours de la dernière décennie, en marge (pour le projet du Sud) ou dans le cadre (pour le projet du Nord) du processus mis en place par l’Accord de Nouméa, constituent un terrain d’étude exemplaire pour observer et analyser la complexité des phénomènes du plurilinguisme et des pratiques interculturelles en situation professionnelle. La thèse, menée parallèlement à une activité de prestataire de services au sein de ces espaces multiculturels, porte donc sur la question : comment les compétences langagières plurilingues des acteurs locaux contribuent-elles à la résolution des écarts constatés entre les langues et les cultures dans un monde du travail globalisé ? The thesis led in a parallel to an activity of service provider within these multicultural spaces, deals with the question: how do the plurilingual linguistic skills of the local actors contribute to the resolution of the linguistic and cultural gaps when working in a globalized world? The results of the research enlighten the importance of the specific experimented knowledges of the languages go-between, actors in discreet function in administrative positions and their ability to act as a wordforce essential to the organization which employs them. It doing the thesis tries to highlight the sociolinguistic challenges bound to the transformations of the working world at this beginning of XXIth century

Bien que l’industrie minière utilise convenablement les outils de gestion des risques, certains projets miniers d’envergure ont rencontré de nombreux problèmes dus à un manquement de prise en considération de la santé et de la sécurité du travail (SST). Malgré le degré élevé des risques et des incertitudes relié à l’exploitation d’un projet minier, il n’existe qu’un nombre limité de recherches proposant de gérer tous les risques identifiés de façon systématique. Cette insuffisance est parfois expliquée par le manque de fiabilité des données et les carences relatives à l’expertise permettant d’identifier et d’évaluer convenablement tous les risques miniers.
Dans un contexte économique en pleine effervescence, l’industrie minière doit relever plusieurs défis en lien avec le démarrage de nombreux projets. Dans un environnement très complexe et incertain, une gestion rigoureuse des risques demeure une composante indispensable pour contourner plusieurs menaces. Étant donné la complexité de ces projets, plusieurs entreprises minières cherchent continuellement à améliorer et créer des démarches
intégrées de gestion des risques.
Dans cette thèse, nous proposons une nouvelle démarche par facteurs de risques pour intégrer la SST, de façon systématique et systémique, dans la gestion des risques de projets miniers. Cette démarche est appuyée sur un nouveau concept, la « concentration des sources de dangers », et sur la méthode d’analyse multicritère AHP (Analytical Hierarchy Process). Les travaux de recherche ont pour finalité la généralisation progressive de l’utilisation de cette démarche dans le secteur des mines d’or au Québec.
En plus de la démarche proposée, de ses outils et de ses nouveaux concepts, nous fournissons à la communauté scientifique et aux praticiens un portrait préliminaire des risques associés aux projets miniers. Ce portrait de risques est indispensable pour compléter une évaluation
fiable et rapide des risques de projets miniers. Nous partageons également deux bases de données évolutives comportant chacune plus de 200 sources de dangers élaborées
relativement à deux mines d’or (à ciel ouvert et souterraine). Ces bases de données servent comme bases de connaissances évolutives et potentiellement adaptables et transférables à d’autres entreprises, de même qu’à d’autres nouveaux projets miniers.
Les travaux de recherche ont permis à nos partenaires industriels d’identifier et de prioriser les risques potentiels afin qu’ils puissent choisir la meilleure stratégie de contrôle. Plusieurs équipes interdisciplinaires ont été impliquées dans cette recherche, favorisant ainsi un partage du savoir-faire industriel. Enfin, cette recherche a permis une prise en considération de la SST dans toutes les activités opérationnelles des mines impliquées.
Malgré ces efforts, cette thèse présente plusieurs limites parmi lesquelles on retrouve certaines que nous envisageons de résoudre dans un avenir rapproché. En premier lieu, nous
nous proposons d’utiliser la méthode Delphi en vue d’atteindre un consensus entre les experts, dans le but de valider une échelle de conversion des « concentrations des sources de dangers » en probabilités. Nous envisageons également d’explorer les possibilités d’ajout d’autres techniques de collecte de données mieux adaptées aux problématiques et risques étudiés. Seulement deux entreprises minières au Québec ont mis en oeuvre la démarche de gestion des risques proposée. L’influence de la culture des organisations sur la démarche proposée reste un obstacle important quant à la généralisation des résultats de la thèse. Nous essayons de remédier à cette contrainte par une présence plus étendue dans le secteur, ainsi que par le suivi de nos partenaires industriels.

Cette thèse a pour objectif d'éprouver la pertinence d'une approche hybride top-down / bottom-up pour évaluer les projets miniers dans l'optique du développement durable. Avec l'avènement des concepts de responsabilité sociale d'entreprise et de développement durable, de nouvelles attentes sociétales pèsent en effet sur les entreprises qui vont au-delà d'une simple exigence de rentabilité économique. Des réponses doivent être apportées par les entreprises, au risque de perdre leur légitimité sociale. Traditionnellement associée à des risques et des impacts sociaux, environnementaux, économiques et politiques jugés traditionnellement comme importants, l'activité minière est particulièrement concernée par ces nouveaux enjeux. Alors que les besoins en ressources minérales n'ont jamais été aussi élevés, on attend désormais des entreprises qu'elles limitent leurs effets négatifs et prennent en compte les préoccupations de leurs différents publics afin de définir ensemble les termes d'un accord conférant à l'entreprise sa légitimité. Au vu de la diversité des enjeux, des échelles, des contextes et des acteurs concernés, le défi est de taille et nécessite des outils visant à mieux cerner les enjeux et structurer les dialogues. Basé sur l'étude de cas des mines d'uranium d'Arlit au Niger, ce travail montre qu'associer des démarches participatives à des outils de structuration et des propositions issus de la littérature apparaît comme une formule efficace pour mieux organiser la diversité des enjeux associés au projet et construire une négociation structurée entre les entreprises minières et leurs parties prenantes. La Première Partie, (Cadrages), a pour objectif de présenter les contextes théoriques, institutionnels et sectoriels dans lesquels s'ancre la thèse. La Deuxième Partie, (Application de la démarche sur les mines d'Arlit), expose les travaux et les résultats de l'évaluation réalisée au Niger. Enfin, la Troisième Partie, (Recadrages), dresse le bilan des enseignements et des conclusions que l'on peut tirer de ce travail de recherche et présente une proposition de démarche potentiellement applicable à d'autres sites miniers.

Active citizenship became a research issue for adult learning and education in 1995 when the Council of Ministers decided to make 1996 the Year of Lifelong Learning. Moreover, the Lisbon programme, in the year 2000, reinforced the relevance of the issue and, along with employability, connected it to lifelong learning. That is why since 2001 comparative adult learning and education researchers have put a specific focus on analysing active citizenship and bridging it to adult learning. For this very reason, a distinguished Comparative Working Group was formed at the 2019 Winter School of the Erasmus+ Intall project—on the one hand, to collect different national/regional and local narratives and understandings of active citizenship and, on the other, to gather examples, good practices, formations of active citi-zens, or trajectories of how to learn for active citizenship as routes and processes of lifelong learning. The same Winter School comparative group tried to analyse the similarities and differences collected in an effort to relate them to existing theoretical frames offered by key authors on the topic, including Baert, Jansen, Jarvis, Johnston, Wildemeeersch, and others. This paper discusses the experiences of the comparative working group and formulates some special conclusions and comments for further actions of comparative studies in adult learning and education.

AbstractThe Gaia-X project was initiated in 2019 by the German and French Ministers of Economy to ensure that companies would not lose control of their industrial data when it is hosted by non-EU cloud service providers.Since then, Gaia-X holds an international association presence in Belgium with more than 334 members, representing both users and providers across 20 countries and 16 national hubs and 5 candidate countries.The Association aims to increase the adoption of cloud services and accelerate data exchanges by European businesses through the facilitation of business data sovereignty with jointly approved (user and provider) policy rules on data portability and interoperability.Although for many enterprises, data sovereignty is seen as a prerequisite for using the cloud, a significant driver to boost the digital economy in business is incentivizing business data sharing. Two decades of cost optimization have constrained business value creation, driving many companies to neglect the opportunity to create shared value within a wider industry ecosystem.Now, thanks to the participation of large numbers of cloud users in the domains of Finance, Health, Energy, Automotive, Travel Aeronautics, Manufacturing, Agriculture, and Mobility, among others, Gaia-X is ideally positioned to help industries define appropriate data spaces and identify/develop compelling use cases, which can then be jointly deployed to a compliant-by-design platform architecture under the Gaia-X specifications, trust, and labeling frameworks.The creation of national Gaia-X hubs that act as independent think tanks, ambassadors, or influencers of the Association further facilitates the emergence of new data spaces and use/enabler cases at a country level, before these are subsequently extended to a European scope and beyond. Gaia-X partners share the view that data spaces will play a similar role in digital business as the web played 40 years ago to help the Internet take off.The Gaia-X Working Groups are at the core of the Gaia-X discussions and deliverables. There are three committees: the Technical, the Policies and Rules, and the Data Spaces and Business.The Technical Committee focus on key architectural elements and their evolution, such as and not limited to: Identity and Access Management: bridge the traditional X509 realm and new SSI realm, creating a decentralized network of identity federations Service Composition: how to assemble services in order to create new services with higher added value Self-Description: how to build digital trust at scale with measurable and comparable criteria The Policy and Rules Committee creates the deliverables required to develop the Gaia-X framework (compliance requirements, labels and qualification processes, credentials matrix, contractual agreements, etc.): The Labels and Qualification working group defines the E2E process for labels and qualification, from defining and evolving the levels of label, the process for defining new labels, and identifying and certifying existing CABS. The Credentials and Trust Anchors working group will develop and maintain a matrix of credentials and their verification methods to enable the implementation of compliance through automation, contractual clauses, certifications, or other methods. The Compliance working group collects compliance requirements from all sources to build a unique compliance requirements pool. The Data Spaces Business Committee helps the Association expanding and accelerating the creation of new Gaia-X service in the market: The Finance working group focuses on business modeling and supports the project office of the Association. The Technical working group analyzes the technical requirements from a business perspective. The Operational Requirements working group is the business requirements unit. The Hub working groups hold close contact with all Gaia-X Hubs and support the collection and creation of the Gaia-X use and business cases. Іn the scientific work, the authors made the first warning that during the recodification of civil legislation, it is first necessary to create a new version of the Civil Code of Ukraine (hereinafter – the Civil Code) and only after that start work on the project of the Civil Procedure Code of Ukraine (hereinafter – the Civil Procedure Code of Ukraine). However, work on the improvement of the Central Committee can be carried out in parallel and coordinated with the work on the improvement of the Central Committee, but this is extremely difficult to ensure. The authors believe that when starting work on a new edition of the CPC, one should first form its new structure with the systematization of relevant material, since the provisions of the current CPC are not laid out consistently.The judicial system of Ukraine should work within the limits of the law, but the state should find measures of influence on offenders and the demonstration of the will of the authorities is needed not for a short demonstration period, but on a permanent basis.Access to justice in civil proceedings in Ukraine should be discussed through the prism of whether a person with a minimum wage can protect his rights in court. Obviously not, because he cannot pay the large court fee. And this provision does not meet the requirements of Articles 3 and 55 of the Constitution of Ukraine, nor international standards, in particular, Articles 6 and 13 of the European Convention on the Protection of Rights and Fundamental Freedoms, since low-income citizens are, in fact, deprived of the right to access to justice and protection of their rights. Therefore, it is necessary to revise not only the norms of the Code of Civil Procedure, but also the laws of Ukraine «On court fees» and «On free legal aid».The right to appeal to the court for protection should not depend on the level of the plaintiff’s financial condition, if Ukraine is a rule of law state, but should be guaranteed to every person who needs it.Оne of the main issues of the new CPC project should be coordination and interaction of certain types of civil court proceedings, in particular, such as injunctive and claim, therefore the authors proposed ways to solve these issues.The authors paid a lot of attention to the analysis of minor disputes, the criteria for classifying certain categories of cases as minor. The impossibility of classifying labor disputes as minor is substantiated with reference to the Constitution of Ukraine. A reasoned opinion was expressed regarding the impracticality of paying the same court fee, which is paid in both «significant» and minor cases, taking into account the order of their consideration. It is proposed to improve the civil justice system taking into account Recommendation No. R (95) 5 of 02.07.1995 of the Committee of Ministers of the Council of Europe.list of shortcomings of the current legislation on civil procedure is given. When applied by the court, they should be considered as an abuse of law by the court. If the CPC does not record the court’s duty to respond to every argument of the party, then all other norms are a camouflage for the legally guaranteed arbitrariness of the judicial branch of government, no matter what proceeding we are talking about. If a person is limited in the right to be heard, then what judicial procedure can we talk about...Certain debatable issues are pointed out, which are subject to discussion and resolution when creating a new version of the CPC. The project aimed to use photography as a means of exploring identity and to investigate themes related to the ethics of representation, informed by the participants' first-hand experience of living in Rotherham. The young men explored the town on foot and by minibus, visiting the town centre, the surrounding countryside, and places of special interest, such as a local castle. During the photography sessions, the young men highlighted the things they liked about Rotherham, the challenges they found concerning, and their hopes for the future.

Abstract This chapter investigates how changes in political championship in Ethiopia influenced the implementation of the Addis Ababa–Djibouti railway project. The leadership transition from strongman Prime Minister Meles Zenawi to the ‘legacy maintainer’ Hailemariam Desalegn also marked the significant slow-down of project implementation, despite increasing efforts by Chinese contractors and Chinese government. This demonstrates the importance of the leader’s authority in project delivery, therefore making a distinction between the leader’s position and the individual, and in this case the premiership and the prime ministers themselves. Ethiopia’s deteriorating security situation after November 2015 resulted in the diversion of leadership attention from infrastructure development to maintaining stability. Projects like the railway lost political championship but industrial parks gained the leader’s commitment. The chapter briefly investigates the relative success of the Hawassa Industrial Park under the championship of Arkebe Oqubay in 2015–16. This industrial park aligned well with the survival incentive of the government to maintain stability shortly prior to and during the political crisis.

Abstract Starting with a vignette about a 1994 English High Court case over a controversial overseas aid project (the Pergau Dam), this chapter explores what counted as ‘capital’ spending and how the handling of capital, infrastructure or project expenditure developed over the period. First, it looks at requests by Permanent Secretaries for formal Directions from ministers over such spending. Then it explores how official guidelines for appraisal and evaluation of project proposals developed, especially in relation to ‘optimism bias’. Third, it reviews evidence from other sources about how the formal rules and principles were applied. Clearly much effort went into economic appraisal and more systematic analysis of management and delivery issues in capital and similar spending, with the development of ‘traffic lights’, multi-staged evaluations and peer reviews. But high-profile, politically favoured ‘pet projects’ do not appear to have triggered many requests for Directions even when outsiders raised major question marks.

Cette communication présente l’état d’avancement du projet MémoMines (ANR 16-CE38 0001).. La problématique générale du projet porte sur la conservation d’un patrimoine culturel proche de la disparition, à savoir la mémoire minière du Nord et du Pas-de-Calais. Elle concerne en particulier la sauvegarde des mémoires individuelles par leur conversion en traces mémorielles, leur mise à disposition sous forme de corpus d’archives numériques accessibles à tous et leur remédiatisation numérique. Les résultats présentés sont de trois types : la construction d’une archive audiovisuelle des mines à partir de témoignages d’anciens mineurs, l’identification et l’analyse de la mémoire minière au regard des communautés expertes et amateures, et l’apport des systèmes d’organisation des connaissances à la sauvegarde du patrimoine à partir de trois systèmes (une terminologie, un thésaurus et une ontologie).

Rural development policies aim to raise the people living in rural areas to the level of the cities in agricultural, economic, social and cultural issues and to increase their living standards. Rural areas in Turkey are areas where a significant portion of the population is engaged in agriculture. Improving the infrastructure of agricultural enterprises will increase the living standards of the people living in rural areas. Turkey should support its rural infrastructure in order to be competitive in rural development. In this sense, with the order of the Ministry of Agriculture and Forestry of the Republic of Turkey, the first 50% grant support, and the Rural Development Investments Support Program started to be implemented in the whole country with the decision of the Council of Ministers in 2011. In 2021, the support continued in two different parts under the name of agricultural-based economic investments and supporting rural economic infrastructure investments. In the study, Kastamonu province, which has an important potential, was examined in terms of rural development. The contribution of the supports provided with the program "Supporting Economic Investments Based on Agriculture within the Scope of Rural Development Supports" implemented in the province in 2021 has been evaluated. There have been 18 project applications for agricultural-based economic investments in Kastamonu province for 2021. Their total project cost is 12.8 million TL. 279 project applications were made to support rural economic infrastructure investments. The total project cost of these was 30.8 million TL.

The work presents results obtained performing a survey campaign specifically designed to formulate an effective restoration project in a critical context. Within the remarkable project, promoted and financed by the Italian Presidency of the Council of the Ministers, and the Italian Ministry of Defence, for designing the conservative restoration plan of the Military Shrine in Cima Grappa (Italy), the assessment of the overall tunnels’ stability and a report of the state of conservation of the underground area has been produced. Exploiting the most advanced laser scanning survey technique, and some specific algorithms for point cloud analysis, several outputs have been generated, in particular a detailed geometrical 3D reconstructions of man-made and natural tunnels coating materials, geo-mechanical survey of rock mass, map of rock collapses and cinematic analysis of instability processes. The integration of Laser Scanning technique with the most commonly used Scan-line survey for rock-mass characterization and architectural surveys, allowed to perform advances analysis even in a high-risk study area as the one considered in the restoration project, which is represented by a predominant subterranean development. Most of the tunnels and underground spaces, displayed rock collapses and diffuse active instability processes that certainly could have drastically slowed down surveys and analysis. The adopted techniques allowed to rapidly proceed in acquiring data end to deliver sound outputs. This paper aims to report both a general description of the project, spending some words on the historical value of the place and describing the complex environment of work, and a detailed depiction of the performed survey activities with particular attention in showing laser scanning survey and the obtained results.

The environmental policy of EU, acknowledged by the Economics Ministers in June 2001 meeting, establishes a set of priorities. The present paper deals with urgent demands in these fields, with attention on pollution decreasing/removal. A survey of European Topic Centre on Waste, based on partial data only, points out the risk of sewage and leachate contamination of subsoil and waterbed for 13500 landfills. The European Council, in the Directive 97/C_76/01, requests the member states to take the necessary measures to ensure, to fullest practicable extent, that old-landfills and polluting-sites should be rehabilitated. This request is specifically addressed, with the Microdrainage project, EVK4-CT-2002-30012, successfully achieved building the robotic prototype, properly operative from mid 2005. The paper presents the innovative developments undertaken by the project. A new drilling equipment is built, suited for autonomous operation, with fully automatic effectors and rods feeding and with multi-function boring/drilling head, to comply with complex work-task schedules. The mechanical architecture needs proper sophistication, to deal with rods supplying along the micro-tunnel, local buffering to complete the lay-down of a draining line, and mast feeding by the purposely designed arm. The system implementation, thereafter, tackles with the severe technical specifications for the micro-tunnel surroundings, and exacting performance requirements in rig levelling, mast attitude accuracy and work-task sequencing. By this project, the successful deployment of these enabling technologies helped in developing the novel robotic device, capable to solve the de-pollution requirements of the EU environmental policy.

Abstract Measuring fracture closure pressures serves as calibration points to constrain the geomechanics model necessary for conducting cap rock integrity and seal assessment analysis for subsurface injection projects. Formation breakdown, permeability, and in-situ stress contrast are required to constrain the CO2 injection rate. Frequently, the measured formation breakdown pressure is higher than the elastic breakdown pressure predicted through geomechanical characterization. Additionally, operational constraints and tool capabilities impede successful formation breakdown in high-strength reservoirs and cap rocks. The main challenges are either increasing the differential pressure capability of straddle packer tools or reducing the formation breakdown pressure required to initiate a fracture. This paper consolidates multiple innovations in downhole formation testing from both tool design and testing methodology to acquire accurate and reliable subsurface information by assuring the success of downhole in-situ stress testing operations. In addition to open-hole assessments, the paper introduces cased-hole fracture closure measurements opening opportunities for stress characterization in existing wells. Straddle packers are equipped with high-strength elements to achieve higher differential pressures and redesigned to reduce the setting time to improve operational safety and efficiency. In instances where the breakdown pressures in permeable formations are elevated by a strengthening effect from a thick mud cake, a near-wellbore fatigue pump-out methodology is applied to remove the mud cake before pressurization and thereby, reduce formation breakdown pressure significantly. A single packer (Sleeve Frac stress test) is employed when the straddle packers cannot achieve formation breakdown. The sleevefrac test can achieve higher wellbore pressurization that produces borehole weakening and fracture reopening with the dual packer. In challenging borehole environments where straddle packer operations involve deployment risks, a cased-hole stress measurement illustrates the successful measurement of fracture closure through perforations in the casing. Implementation of a novel high-rate pump allows accurate MiniSRT (Step Rate Injection Tests) to investigate frac initiation and interval injectivity. Integration of analysis of offset wells, experience from prior stress testing attempts, meticulous planning of equipment, and flawless execution through detailed workflows are centric to assured success in these operations. This paper opens a new chapter in geomechanical characterization of mature fields through cased-hole stress measurements in existing wells. In mature fields, geomechanical inputs are critical to evaluate sand production, EOR techniques, hydraulic fracturing, etc. Predictive geomechanical models are uncertain without in-situ calibration measurements. The presented case studies highlight the value and operational impact of employing these new microfrac testing techniques to ensure formation breakdown for successful stress measurements in challenging formations, and especially in CO2 injection projects.

O Parque Natural Municipal Bosque da Barra é uma Unidade de Conservação de Proteção Integral criada em 2003 e uma das mais visitadas do Município do Rio de Janeiro. Estudos prévios indicam que a lagoa da UC é artificial e o parque abrange ambientes de brejos, originais da restinga da Mata Atlântica. Suas águas são provenientes da chuva e do complexo lagunar de Jacarepaguá, onde ocorrem diversas espécies de peixes que colonizaram a lagoa do Bosque. Levantamentos realizados no início do ano 2000 revelaram a ocorrência de 12 espécies de peixes de água doce, pertencentes a 11 gêneros e 7 famílias: jeju (Hoplerythrinus unitaeniatus), traíra (Hoplias cf. malabaricus), tamboatá (Callichthys callichthys), barrigudinhos (Phalloptychus januarius e Poecilia vivipara), mussum (Synbranchus marmoratus), acará (Geophagus brasiliensis), tilápiado-Nilo (Oreochromis niloticus), tilápia-do-Congo (Coptodon rendalli) e peixe-dasnuvens (Notholebias minimus). Em 2015 uma importante estiagem afetou diversas regiões do Brasil e culminou na completa seca da lagoa do Bosque da Barra. Neste projeto temos como objetivo realizar um novo levantamento das espécies de peixes dessa área, com a finalidade de determinar que espécies ocorrem como consequência da recolonização a partir do mesmo estoque inicial de espécies disponíveis na Lagoa de Jacarepaguá. Estão previstas duas campanhas de amostragem, uma no período seco e outra no período chuvoso. A primeira campanha (seca) foi realizada em 4 de agosto de 2022. A área amostral foi subdividida em 4 sítios de amostragem, sendo eles: (1) porção do fundo da lagoa próxima da manilha que conecta a lagoa de Jacarepaguá, (2) a zona inundada presente na lateral da lagoa, (3) na porção da lagoa artificialmente escavada e (4) nos brejos dentro da floresta. Fizemos registros dos parâmetros físico e químicos, por meio de sondas multiparâmetro, para medição de: Temperatura, pH, OD, Condutividade, Salinidade e Sólidos dissolvidos. A amostragem de peixes utilizou 4 redes de espera, espalhadas em pontos equidistantes por 1 hora, 1 rede de arrastinho com esforço concentrado próximo às macrófitas aquáticas emersas e 5 puçás com esforços de 1 hora nas margens. Foi registrada a ocorrência de 5 espécies, pertencentes a 4 gêneros e 3 famílias: Acará (Geophagus brasiliensis), traíra (Hoplias malabaricus), barrigudinhos (Poecilia vivípara, Phalloptychus januarius), tilápia-do-Nilo (Oreochromis niloticus). Os resultados desse levantamento deverão auxiliar na avaliação do estado dos estoques originais nas Lagoas de Jacarepaguá e sua importância no processo de recolonização das lagoas do Bosque.

Le présent rapport de recherche vise à identifier et à mieux comprendre les obstacles et les incitatifs à l'adoption de technologies innovantes dans le secteur minier québécois en phase d'exploitation, tout en examinant l'impact potentiel des critères ESG (environnementaux, sociaux et de gouvernance) sur cette adoption. Le constat initial, en se basant sur les plus récentes données publiées par Statistique Canada (période 2017-2019), soulignait un certain retard du secteur minier québécois en matière d'innovation par rapport à d'autres secteurs industriels ainsi qu’un certain retard en termes d’innovations organisationnelles par rapport aux compagnies minières ontariennes. Ce projet vise à mettre à jour ces constats, en particulier à la lumière des changements économiques des cinq dernières années. L'investissement minier au Québec a d’ailleurs connu une augmentation en 2022 par rapport aux cinq années précédentes. Le premier volet du projet repose sur une revue approfondie de la littérature concernant l'innovation minière et la finance durable, établissant ainsi une base solide de connaissances. Le deuxième volet du projet vise à actualiser les constats émanant de la littérature et à les valider, infirmer ou nuancer en les appliquant spécifiquement au contexte québécois. Cette phase a impliqué des entretiens avec 30 acteurs clés du secteur, complétés par plus de 50 rencontres informelles lors d'événements sectoriels. L'innovation au sein du secteur minier est considérée comme un levier créateur d'avantages compétitifs, engendrant des économies de coûts, une amélioration de l'efficacité et de la productivité, tout en offrant des avantages plus difficilement quantifiables, tels que la réduction des risques en matière de santé/sécurité, d'environnement, et de réputation. Toutefois, l'adoption des innovations dans le secteur minier est influencée par trois catégories de facteurs : les caractéristiques économiques inhérentes au secteur, notamment l’intensité en capital et l’aspect cyclique de l’industrie minière ; le contexte organisationnel complexe du secteur, axé sur la gestion des risques et marqué par une aversion aux pertes ; l'écosystème spécifique du secteur au Québec, caractérisé par des acteurs aux intérêts parfois divergents, qui rend parfois complexe la gouvernance des données, surtout dans un contexte d'intensification de la transformation numérique de l'industrie. L’essor des critères ESG dans le secteur minier crée de nouveaux défis. La demande croissante de transparence de la part des investisseurs peut impacter les entreprises, en particulier les sociétés minières, où le maintien de la licence sociale d'exploitation demeure crucial. Au-delà des émissions de gaz à effet de serre, une transparence accrue concernant les impacts sociaux et environnementaux devient essentielle. Bien que le lien entre la performance ESG et financière ne fasse pas l'objet d'un consensus actuellement, des pratiques ESG déficientes sont perçues comme préjudiciables. Le suivi précis des données ESG et une transparence reposant sur des cadres communs seront utiles pour anticiper d'éventuelles réglementations à venir. En conclusion, il est essentiel d'orienter les investissements vers des technologies durables, de promouvoir la collaboration avec tous les intervenants de l'industrie et de se préparer à une transparence accrue sur les critères ESG, harmonisée à l'échelle industrielle.

In December 2022, federal, state and territory education ministers released a National Teacher Workforce Action Plan to improve teacher supply and retention in the profession. While recognising the important role that Highly Accomplished and Lead Teacher (HALT) certification could play, the plan also recognised that the current approach to certification was cumbersome for teachers and called for it to be ‘streamlined’. At the request of the education ministers, the Australian Institute for Teaching and School Leadership (AITSL) has produced a revised Framework for the Certification of HALT Teachers. Guided by the Framework, certifying authorities across state and territory school systems will be responsible for ‘less onerous, while being rigorous’ processes for assessing applications. This paper is based on a project called the Portfolio Project conducted by ACER between 2015 and 2018 to develop methods to reduce the application workload for teachers and assessors while increasing the validity and reliability of the certification process. These methods were trialed with positive results. Based on lessons learned during the Project, this paper suggests ways to strengthen the efficiency and credibility of the HALT certification process, while also making it a more satisfying and effective vehicle for teachers’ professional development.

The Nordic Council of Ministers’ vision is for the Region to be the most sustainable and integrated region in the world by 2030. Cross-border labour market mobility in the Nordic Region will play an important role in achieving that goal. In this working paper, we share the latest data on labour market mobility across national borders in the Nordic Region in the form of both migration and commuting. We also present findings from a review of current literature on labour market mobility in the Nordic Region and present an analytical framework for exploring potential improvements to it. The working paper was written by Anna Lundgren, Senior Research Fellow and Ágúst Bogason, Research Fellow at Nordregio. A reference group comprising stakeholders from cross-border regions and Info Norden (see Appendix) provided input. The paper represents our contribution to research in this area and we invite others to comment on it. The project will present its final results in 2023. This working paper is part of the research project “Re-start Nordic competence mobility” under the thematic group of Green, resilient and innovative regions, which is part of the regional co-operation programme funded by the Nordic Council of Ministers. The first phase of the project resulted in a chapter, “Labour market mobility between the Nordic countries” in State of the Nordic Region 2022.

This report is the first out of four reports of the project “Ensuring inclusive economic growth in the transition to a green economy (EnIGG)”. The EnIGG project is a cross-sectoral project initiated and financed by the Nordic Council of Ministers and coordinated by Nordregio. It aims to increase knowledge on how to strengthen the Nordic economies in a challenging context and accelerate the green transition towards a climate-neutral economy while ensuring that these processes are inclusive. The research for this report was conducted by researchers from Victoria University (Australia), Merit Economics (Finland) and Nordregio, with contributions from the Centre for Regional & Tourism Research (Denmark) and Reykjavik University (Iceland). The report analyses the impact of selected climate policy measures on Nordic economies, industries, and households.

Rapporten är en förstudie till ett planerat projekt om författningsfrågans utveckling i Sverige 1950-1980. Ett under 1950-talet påbörjat arbete med att reformera 1809 års regeringsform övergick efterhand i allt mer radikala krav från delar av det politiska etablissemanget på en total nyskrivning av hela den svenska författningen. Detta ledde bland annat fram till införandet av 1974 års regeringsform som gjorde Sverige till republik i allt utom till namnet trots ett omvittnat folkligt ointresse för hela författningsfrågan. Här undersöks huvuddragen i den politiska process inom framförallt det socialdemokratiska partiet som gjorde denna utveckling möjlig. Resultaten indikerar att socialdemokraternas omsvängning i författningsfrågan skedde relativt hastigt, att det inom partiet främst var unga intellektuella som drev frågan samtidigt som partiledaren Tage Erlander gjorde vad han kunde för att minimera det politiska inflytandet från den republikanska falangen, delvis i samverkan med de borgerliga partierna.

Electric aviation has gained momentum in the Nordic region in recent years. Given its unique geographical features and strong commitment to climate-neutral transport, the Nordic region represents an ideal testing ground for electric aviation. In five to ten years from now, electric aviation has the potential to become reality, so it is crucial to explore which factors may affect its implementation and how regional development may be impacted. The “Electric Aviation and the Effects on the Nordic Region” project presents a ten-year future scenario for electric aviation in the Nordic region. In this report, we explore future scenarios for five selected Nordic routes and identify the key driving forces behind that transformative shift, as well as the positive and negative impacts of electric aviation. The scenarios were developed through focus group discussions conducted with key stakeholders from each of the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden). The main findings of the study show that electric aviation is generally perceived positively in the various Nordic countries. However, there are also certain contextual differences relating to whether electric aviation is viewed as a pathway to achieving climate targets and removing emissions, stimulating regional development and accessibility of remote areas, or as a new travel option compared to conventional flights. Even though the general attitude towards electric aviation seems to be positive, scepticism and questions regarding the social acceptance of the new technology emerged, as well as the uncertainty around who will be the investors to kick-off the new technology. Furthermore, the future scenarios suggest that a high level of support from local and national governing bodies is required in order to make electric aviation a viable air transport mode in the Nordic region. The insights of this report are intended both to inform decision-makers and to provide nuanced observations from each Nordic country and explore future pathways towards a sustainable and more integrated Nordic region in line with the 2030 vision of the Nordic Council of Ministers.

This report is the outcome of the project Urban Agriculture for a Resilient Future (FutureUA) financed by the Nordic Council of Ministers and implemented in 2023. In this final report, we discuss the future of urban agriculture across different themes, namely (1) cultivating change in connection with innovation and legislation, (2) cultivating community in connection with culture, and (3) cultivating knowledge in connection with education and science. While the first theme reflects the potential of agriculture to occupy more space in cities and to be perceived as a desirable urban function through innovation and legislative support, the second theme focuses on the known benefits of urban agriculture for building community and fostering social inclusion. The third theme reflects the momentum urban agriculture is gaining in institutional education through the implementation of programmes that respond to the growing demand for systematic knowledge of urban agriculture at different qualification levels. This report is primarily a presentation of seven urban agriculture initiatives that tell stories about how different actors have engaged with or support the practice of growing food in cities. The description of the cases was based on webinar discussions, interviews with the main stakeholders of each case, and study visits. These cases provide the context to show how different actors can engage in urban agriculture and food systems, as well as to discuss their challenges and opportunities and to draw lessons from their practices. The report targets a broad and heterogeneous audience, including planners, entrepreneurs, academics, and the general public, who are interested and believe in the potential of urban agriculture to tackle many of the challenges we face today, such as the climate crises. After reading this report, the reader is expected to gain: - A glimpse of the literature on the benefits and drawbacks of growing food in cities. - An understanding of urban agriculture from different perspectives (e.g., municipalities, entrepreneurs, communities, educational institutions). - An overview of opportunities and challenges for implementing agriculture in cities. - Inspiration for alternative urban futures as the stories told in this report carry seeds for change that can assist transitioning our cities to more functional ecosystems.
