Teacher education in Canada is a contested discipline with long standing national and international debates about what teachers need to know and be able to do. But teacher education programmes are also influenced by the social, political, and economic context in which the programmes developed, so it is reasonable to suppose that debates about teacher education programming are connected to local issues and concerns of the community. Given the supposition that teacher education programming is shaped, at least in part, by the tensions and contentions arising in particular localities, this study provides historical insight into the relationship between a local community and a teacher education program by examining connections between the Saskatoon Normal School teacher education program and the community of Saskatoon in the years of 1930–1950. Key words: history of teacher education; community and teacher education La formation des enseignants au Canada est une discipline contestée qui fait l'objet de débats nationaux et internationaux de longue date sur ce que les enseignants doivent savoir et être capables de faire. Mais les programmes de formation des enseignants sont également influencés par le contexte social, politique et économique dans lequel ils ont été élaborés. Il est donc raisonnable de supposer que les débats sur les programmes de formation des enseignants sont liés aux questions et préoccupations locales de la communauté. Étant donné l'hypothèse selon laquelle les programmes de formation des enseignants sont façonnés, du moins en partie, par les tensions et les différends qui surgissent dans des localités particulières, cette étude fournit un aperçu historique de la relation entre une communauté locale et un programme de formation des enseignants en examinant les liens entre le programme de formation des enseignants de la Saskatoon Normal School et la communauté de Saskatoon dans les années 1930-1950. Resumen
The objective of the research is to analyze the effect of government expenditure, economic growth and previous poverty rate on the current poverty rate in Java and Sumatra. The data set was 267 local governments in year 2017. The method used in this research was multiple regression. Results show that government expenditure and economic growth affect significantly positively the poverty rate. While the previous poverty rate has negative effect on the current poverty rate. Local governments in Java and Sumatra should make appropriate programmes and activities and allocate optimally their expenditures to build the new SMEs and improve the existing SMEs abilities in order to reduce the poverty rate. Résumé Dans la foulée des travaux de Gøsta Esping-Andersen, plusieurs études ont défini divers régimes providentiels en Europe occidentale et en Amérique du Nord. L’examen d’un ensemble d’indicateurs sociaux au moyen d’analyses de classification hiérarchique permet de confirmer l’existence de tels modèles, qui correspondent à des articulations spécifiques entre la famille, l’État et le marché pour produire les ressources nécessaires au bien-être des individus. En fait, notre analyse permet de distinguer quatre ensembles de pays, correspondant aux trois régimes identifiés à l’origine par Esping-Andersen — social-démocrate, libéral, conservateur — auxquels s’ajoute, comme l’avaient anticipé plusieurs auteurs, un régime distinct de ce dernier, le régime latin. Ces résultats, qui persistent quand on passe des années 1980 aux années 1990, relèvent aussi l’existence de liens étroits et durables de causalité réciproque entre l’organisation des programmes sociaux dans les sociétés analysées, les situations sociales qui sont en partie le résultat des politiques élaborées, et, enfin, le niveau de participation civique, qui conduit les gens à se mobiliser (ou non) collectivement pour donner forme aux programmes sociaux. Cette analyse comparative permet de situer le Canada parmi les mondes du « capitalisme providentiel ».

Project Lovelace is a school-based programme for students aged twelve to eighteen years interested in learning about making music by using technology. The programme is designed to encourage equal and equitable participation by male and female students through instruction in technology-enhanced music performance, improvisation, composition, analysis and notation. Project Lovelace is named in honour of the contributions of the female mathematician Ada Augusta, Countess of Lovelace, who in 1842 predicted that computers could be used for musical composition (Roads 1996).The goals of Project Lovelace are to develop collaborative-based methods for gender-balanced school music technology programmes, amass a gender-balanced repertoire suitable for school music technology programmes, nurture creativity and analytical skills in music technology, and conduct a longitudinal study that documents the changing attitudes and perceived competencies of participating students and teachers.The motivation to initiate Project Lovelace was the timely convergence of two vexing issues perennially facing music technology programmes in higher education, specifically at the University of Michigan: the proportionally small number of female applicants to university music technology programmes and the need to continually upgrade or replace laboratory equipment. Why not allocate second-generation university laboratory equipment to the schools with the intent of building school-based music technology curricula that lead to a gender-balanced university applicant pool?

Abstract 409As part of the 2019 reform of the European System of Financial Supervision, the three European Supervisory Authorities were granted a completely new convergence tool in Article 29a to promote a common supervisory culture. This tool allows them to identify up to two Union Strategic Supervisory Priorities that the National Competent Authorities shall take into account when drawing up their work programme. The article provides a doctrinal legal analysis of each procedural step in Article 29a; from information gathering to assessment of national work programmes and follow-up measures. On this basis, it is argued that Article 29a has expanded the scope of the ESAs’ existing toolkit; from the operational to the strategic level. Hereby the USSPs have essentially brought a new strategic orientation to the former level 3 of the Lamfalussy process. However, this institutional development also raises several key challenges related to the ESA/NCA relationship that call for attention in the further development of this convergence tool.410

The independent evolution of similar morphologies has long been a subject of considerable interest to biologists. Does phenotypic convergence reflect the primacy of natural selection, or does development set the course of evolution by channelling variation in certain directions? Here, we examine the ontogenetic origins of relative limb length variation among Anolis lizard habitat specialists to address whether convergent phenotypes have arisen through convergent developmental trajectories. Despite the numerous developmental processes that could potentially contribute to variation in adult limb length, our analyses reveal that, in Anolis lizards, such variation is repeatedly the result of changes occurring very early in development, prior to formation of the cartilaginous long bone anlagen.

Abstract The key objective of this paper is the structural-regional examination of disadvantaged job seekers’ employability in the convergence regions of Hungary. One element of the comparative evaluation of the EU-supported, complex, national employability-enhancing programmes is the exploration of successful and unsuccessful factors and the formulation of recommendations for future projects of this kind. While the evaluation of the previous programme beginning nearly a decade ago was based on document analysis (technical procedures, budget summaries, communications plans, action and progress schedules and reports), in-depth interviews with the employment departments staff provided assistance in the evaluation accomplished five years later. The assessment of interviews was completed by the public, follow-up data about people successfully passing the programme and still being employed half a year after the closing of the programme. This data was the basis for the measurement of regional impact, which necessitated the development of two regional reintegration indicators. The group-specific evaluation pointed to the fact that low-skilled people can be involved with much less efficiency into employability-enhancing programmes. The present study also shows that the expected marginal utility of an employability programme is greater, which is realised in an economic environment driven by labour market demand.

The article presents the results of research indicating to what extent the convergence programmes submitted to the European Commission prove country’s willingness to improve the fiscal policy in a desired way and to what extent they constitute a mere fulfilment of a formal duty without any actual intent to achieve the indicated macroeconomic parameters. The conducted analyses allow to conclude that the European countries, while preparing the prognostic documents, have a tendency to hide the scale of the fiscal imbalance that reflects a lack of consistency between the current balance of the sector and an increase in the public debt. The results of quantitative and qualitative research indicate that, regardless of the implemented regulatory solutions at the EU level in the framework of the modified Stability and Growth Pact, certain flaws of the tools used for economic policy coordination at the European level are still visible.

Core–periphery analysis is vital to an understanding of the European Union (EU) and regional development. The European Economic Community (EEC), which would eventually become the EU, was formed in 1957 in order to promote progressive economic integration. Recognizing that there were depressed regions within both peripheral and core nation-states, the EC adopted a programme with the goal of bringing those regions into convergence. Its programme is essentially a liberal centre–periphery model similar to the one proposed by Friedman. Many of the nation-states within the EC also have their own regional policies and programmes regarding intervention within their own spatial boundaries. To present an approach for comparison this article will focus on two examples of regional policy: Britain's attitude toward regional development in the North and the German programme for integrating East Germany.

As a Convergence Objective Autonomous Community of the European Union, Andalusia was a beneficiary of the significant volume of European resources for regional innovation mobilised by the 2007-2013 Technological Fund and the 2014-2020 Smart Growth programme. The Andalusian productive fabric is mostly made up of Small and Medium-sized Enterprises (SMEs). For this reason, we evaluate the impact of the ERDF-Innterconecta programme financed through the previous operational programmes on the main indicators of business growth. The proposed analysis seeks to identify whether there has been an impact for Andalusian companies that have participated in the subsidised projects on three indicators (income, GVA, number of employees), further differentiating these companies by size, participation in innovation and role taken in the funded projects. This impact varies according to the characteristics of the companies.

Purpose In 2017 the UK Government decided that the suite of National Professional Qualifications (National Professional Qualifications for Middle Leadership, National Professional Qualifications for Senior Leadership and National Professional Qualifications for Headship) needs to be updated in order to ensure they remained relevant to the changing shape of the educational landscape, particularly through the expansion of multi-academy trusts (MATs). At the same time, the Government proposed a new National Professional Qualification for Executive Leadership aimed at the CEOs of MATs. The purpose of this paper is to explore the way in which the new National Professional Qualification (NPQ) programmes are having master’s level criteria embedded into them to facilitate a seamless progression into the master’s level study. Design/methodology/approach The paper combines desk research with reflections on the experience of developing the new NPQ programme within higher education institutions (HEIs) and considers the implications of this upon current and emerging HEI practice and research into educational leadership. Findings There were a number of key issues highlighted by the paper. Notably, the process of embedding academic criteria into a training programme, which was not used to support the notion of critical reflection. Also, the associated mechanisms of accreditation, existing professional networks and the upskilling of staff delivering the NPQ programme, and a professionally oriented interface between the university, employer and deliverer of the training. Originality/value This paper provides an original perspective involving the embedding of master’s level criteria into professional qualifications in the field of educational leadership.

The objective of this research was to analyse the differences in stakeholders’ perceptions of the vocational competences acquired by students enrolled in master’s programmes for preparing future accounting professionals in Romania. We collected rich information on twelve master’s programmes at the four biggest universities in Romania. We proposed two indicators for the comparative analysis: the integration index (INTINDEX) and convergence index (CONVINDEX). We expected very specialised programmes focused on several competences necessary for certain professional certifications to have a lower integration level than general programmes aimed at making students familiar with various professional services they may further provide for the labour market. A low level of convergence was expected for the disciplines providing vocational rather than technical competences. The qualitative analysis of the syllabi pertaining to the disciplines studied helped us establish the existence of provisions concerning vocational competences. Two surveys were conducted (among students and educators). We applied Howcroft’s model (2017) to identify the differences in the stakeholders’ perceptions. For a deeper understanding of different perceptions, we conducted interviews with students, educators and employers. Our results may have a series of positive implications for the academic environment, the business environment and professional bodies. This study brings forward evidence that may be used by students when making decisions such as pursuing a career in accounting, or may be used to improve the educational process to train the youth who meet employers’ needs and continue their professional training within professional bodies.

Purpose Standards should provide a means for transparently comparing academic programmes delivered by higher education providers and the research activities they carry out. The purpose of this study is to investigate the different sets of standards related to the quality assurance of academic programmes in four countries with regard to the European Standards and Guidelines (ESG), developed by the European Association for Quality Assurance, for internal quality assurance within higher education institutions. The main aim is to find the convergence and divergence points and to test the consistency of terminologies in use which may impede international collaboration to develop one comprehensive international quality assurance system. Design/methodology/approach The study relied solely on desk-based research and no fieldwork or interviews were conducted for data collection; a point-by-point comparative approach has been applied to explore the standards related to quality assurance of academic programmes. Findings Although there is a great deal of convergence between the different sets of standards compared in this study, fundamental differences still exist. Research limitations/implications This study compared the standards of academic programmes in four countries with the ESG. To generalise the findings of this study, future research may include other standards for comparison. Originality/value This study engages in the debate of how quality of higher education will remain maintained, in times, when higher education is facing challenges such as internationalisation, which requires new initiatives and integrated mechanisms to facilitate mutual recognition of qualifications of students and staff moving across borders.

In this paper the hypotheses on differences among welfare state sectors with regard to decline and convergence are subject to comparative empirical tests focusing on healthcare. A diachronical cross-national analysis of healthcare services is performed, comparing developments with that of cash benefits. Contrary to previous claims we find that European healthcare systems are not particularly hit by retrenchment and that convergence is absent in key healthcare dimensions, namely coverage and provision. Convergence appears mainly in terms of the increased reliance on private healthcare financing. Our examination is based on Organisation for Economic Co-operation and Development (OECD) Health Data and institutional data on entitlement levels of major cash benefit programmes, providing both a descriptive analysis and multi-level regressions.

Specialists capable of complex multidimensional assessment are in demand in the education system. The authors of the paper explore the potential of Master’s degree programmes in terms of the education quality assessment. The research methods are: deduction and comparative logical analysis. The paper presents the empirical data on the current state of the designated profile of Master’s programmes in the context of their content specifics and goal-setting. The sample consisted of 12 Master’s degree programmes from 10 universities of the Russian Federation. The costs of the target components of Master’s degree programmes in the field of quality assessment are identified; the ways of updating the target components are indicated taking into account professional standards. The intersections in the disciplines of “pedagogical” and “non-pedagogical” Master’s programmes in terms of quality assessment are identified and interpreted. Arguments are put forward for adjusting the content of programmes taking into account the labour functions established by professional standards in the field of education. Three scenarios for the development of Master’s degree programmes in terms of quality assessment are proposed in the interests of general education: the scenario of the applied Master’s degree, the scenario of the academic Master’s degree, and the scenario of convergence.

A number of recent trends have created a growing interest in the description of library resources at collection level, and some recent programmes have provided significant funding in this area. Collection-level description is seen as a tool to improve disclosure of resources, to support collaborative management of resources, and to enable a more integrated approach to digital services. The efforts of Research Support Libraries Programme have stimulated interest in the approach and resulted in the development of a number of regional- and subject-based services based on collection-level description. It has also advanced the theoretical debate and encouraged a convergence on a common approach to collection-level description (or at least highlighted the need for such convergence to take place). Approaches to Web-based resource discovery are focusing on services which provide integrated access to distributed resources, and here, too, the description of aggregates of resources is becoming significant, and this is a consideration in the JISC's efforts to enhance access to resources for the UK Higher and Further Education communities. Collection-level description is not a substitute for item-level description but an effective complement to it.

The current paper investigates the mechanism of attentional convergence viewed as a type of formal text organization which is based on the convergent potential of several types of foregrounding and is used by writers to stimulate cognitive activities of their readers. The article offers the analysis of the "attentional effects" produced by the combinatorial use of the false expectancy mechanism, coupling, convergence of stylistic devices, salient textual positions of the ultimate narrative beginning and ending, intertextual markers. The hypothesis formulated in the article suggests that the effect of the attentional convergence might be responsible for causing cognitive dissonance as an inherent component of the interpretational programmes modern writers devise for their readers. The article describes the effect caused by the attentional convergence on the readers of short stories created by renowned English-Language female authors, such as J. Briscoe, T. Chevalier, E. Freud, T. Hadley, S. Hill, S. Vickers, to name just a few of the 21 writers, who contributed to the collection entitled "Reader, I Married Him" inspired by "Jane Eyre" and Charlotte Bronte's bicentenary. The analysis carried out in the article focuses on the linguocultural features of gender constructing, undertaken in these modern stories and reflecting diverse attitudes of modern female authors to the issues of gender stereotypes, gender roles, gender motivated patterns of behaviour. The findings presented in the article prove the relevance of a further investigation of various attention focusing mechanisms enhancing the expressiveness of the literary texts and increasing their pragmatic effect on readers.

The distinctive anatomy of the crocodylian skull is intimately linked with dietary ecology, resulting in repeated convergence on blunt- and slender-snouted ecomorphs. These evolutionary shifts depend upon modifications of the developmental processes which direct growth and morphogenesis. Here we examine the evolution of cranial ontogenetic trajectories to shed light on the mechanisms underlying convergent snout evolution. We use geometric morphometrics to quantify skeletogenesis in an evolutionary context and reconstruct ancestral patterns of ontogenetic allometry to understand the developmental drivers of craniofacial diversity within Crocodylia. Our analyses uncovered a conserved embryonic region of morphospace (CER) shared by all non-gavialid crocodylians regardless of their eventual adult ecomorph. This observation suggests the presence of conserved developmental processes during early development (before Ferguson stage 20) across most of Crocodylia. Ancestral state reconstruction of ontogenetic trajectories revealed heterochrony, developmental constraint, and developmental systems drift have all played essential roles in the evolution of ecomorphs. Based on these observations, we conclude that two separate, but interconnected, developmental programmes controlling craniofacial morphogenesis and growth enabled the evolutionary plasticity of skull shape in crocodylians.

The authors examine the impact of international collaborative research programmes on university—industry links in the UK, with particular reference to the relations involved in the European Union's Framework Programme research. The evidence presented in the paper suggests that international collaboration has generated benefits as well as significant costs for UK university—industry linkages. More importantly, it is argued that the alleged general convergence in university and industry research needs has been somewhat illusory in the UK due to the rationalization of its R&D activity. In addition, these tendencies have been supported to a degree by EU funding rules, the internationalization of UK universities and the ‘repeat’ nature of international collaboration networks. In conclusion, the authors suggest that many of the problems may be specific to the UK and that policies are needed to strengthen links between UK universities and industry within such collaborative projects.

Despite roots in acoustic ecology and soundscape studies, the practice and study of soundscape composition is often grouped with, or has grown out of the acousmatic music tradition. This can be observed in the positioning of soundscape compositions juxtaposed with acousmatic music compositions in concert programmes, CD compilations and university syllabuses. Not only does this positioning inform how soundscape composition is listened to, but also how it is produced, sonically and philosophically. If the making and presenting of representations of environmental sound is of fundamental concern to the soundscape artist, then it must be addressed. As this methodological issue is outside of previous musical concerns, to this degree, we must look to other disciplines that are primarily engaged with the making of representation, and that have thoroughly questioned what it is to make and present representations in the world today. One such discipline is ethnography. After briefly charting the genesis of soundscape composition and its underlying principles and motivations, the rest of the paper will present and develop one perspective, that of considering soundscape composition as ethnography.

In exploring the first two decades of evolution of political programmes applied for the electoral processes in Slovenia, a young European multiparty parliamentary democracy with a proportional electoral system and multiparty government coalitions, the article contributes to a rich tradition of studying the programmes of political parties as relevant narrators of the development of democratic systems and suggests an answer to ‘why do parties write manifestos?’ The main findings include the distinct issue emphasis of parliamentary and non-parliamentary parties’ manifestos and convergence in issue emphasis over time among parliamentary parties who go on to form coalition governments. Regarding the ‘why’, these and other findings indicate that the manifestos considered here are intended more for post-election purposes – in particular, for the formation of alliances and negotiating and running a coalition government – than for attracting voters in the pre-election period. Party programmes are seen more as self-intended tools for political struggle than as promoters or control mechanisms for the further development of the democratic political system.

AbstractThis paper explores the key features of the emerging welfare mix for Syrian refugees in Turkey and identifies the modes of interaction between humanitarian assistance programmes, domestic policy responses and the Turkish welfare system. The welfare mix for Syrian refugees is a joint product of humanitarian assistance programmes implemented by international and domestic non-governmental organisations (NGOs) and domestic social policy programmes. Three policy domains are considered: social assistance schemes, employment and health care services. The paper suggests that granting of temporary protection status to Syrian migrants in Turkey and the agreement between Turkey and the EU shaped the welfare mix by empowering the public sector mandate vis-à-vis the humanitarian actors. As a result, the role of the public sector increases at the expense of NGOs, especially in social assistance and health care, while NGOs are increasingly specialised in protection work (especially in mental health support), where the Turkish welfare system has been weak. Employment has been essentially disregarded, in both humanitarian and social policy programmes, which casts doubt on the prospect of successful economic integration. Finally, this paper argues that the convergence of the rights of immigrants and citizens may well occur in mature components of less comprehensive welfare systems.

Convergence is being made to achieve the common objectives and mutual benefits between partners for targeted project, programmes and /or schemes, where both are sharing their values and outcomes. The present study was carried out in seven districts of South Gujarat during 2020. The six types of stakeholders were playing pivotal role in AIS hence the list of each type of stakeholder were obtained from the concerned authorities. A simple random sampling method was adopted to obtain respondents sample size. Thus, 30 researchers, 50 extensionists, 30 In-charge of NGOs, 30 managers of private agencies, 50 owner of agro-service providers and 50 progressive farmers were selected. All the 240 stakeholders were randomly selected. The statistical tools and method was used to analyze the data were frequency, percentage, arbitrary method and correlation of coefficient. The data represents that overwhelming majority (92.91%) of the respondents as stakeholders had poor to good level of convergence in AIS. The data also reveals that the age, communication ability, information seeking behaviour, mass media exposure, cohesiveness, stress management and management orientation had highly significant correlation with convergence among researchers in AIS. The data tells that the age, stress management and management orientation had highly significant correlation with convergence among extensionists in AIS. While, communication ability was significantly corelated with convergence among extensionists. The data reveals that the age, stress management and management orientation had highly significant correlation with convergence among in charge of NGOs in AIS. While, information seeking behavior, mass media exposure and cohesiveness were significantly corelated with convergence among in charge of NGOs. The data shows that the age, mass media exposure, cohesiveness, stress management and management orientation had highly significant correlation with convergence among manager of private agency in AIS. While, communication ability and information seeking behavior were significantly corelated with convergence among manager of private agency. The data reveals that the age, education, annual income, land holding, extension participation, innovativeness, mass media exposure, achievement motivation, cohesiveness and risk orientation had highly significant correlation with convergence among agro service providers in AIS. While, communication ability and information seeking behavior had significantly corelated with convergence among agro service providers in AIS.

This article consists of textual analysis of a highly successful television series, Inspector Morse, combined with qualitative audience study. The study of Morse and the fan culture surrounding it is presented in the context of a discussion of recent feminist work on the texts and audiences of popular culture. The textual analysis focuses on those elements of the programmes which contribute to its success as ‘quality’ television, and particularly on Morse as an example of the role played by nostalgic representations of Englishness in ‘quality’ media texts of the 1980s. The article goes on to discuss whether the presence of such representations in these programmes leads inevitably to a convergence of ‘quality’ and conservative ideology. The discussion of the ideological subtexts of the programmes then focuses on the area of gender representation, and on the extent to which feminist influences are discernible in this example of quality popular culture, particularly in its representations of masculinity. The second part of the article presents an analysis of a discussion group involving fans of the series, which was organized as part of a larger qualitative study of the fan culture surrounding the programmes. There is a detailed discussion of the impact of the social dynamics of the group on their readings of Morse. The analysis also focuses on the ways in which the discourses identified in the textual analysis, such as gender representation, quality and Englishness, are mobilized in talk about the programmes. Finally, the nature of the group made it possible to discuss the construction of a feminist subcultural identity in talk about a mainstream media text, and to identify irony and critical distance as key components of that identity, particularly in the discussion of the pleasures offered by the romance narratives of the programmes.

The latest research and development (R&D) framework programmes of the European Union (EU), “Horizon 2020” and “Horizon Europe”, have significantly increased the resources available to promote science and innovation in Europe. However, the strong competitiveness of the research teams and their search for excellence may cause inequality in the spatial distribution of investment effort in R&D. The aim of this paper is to analyse the geographic distribution of R&D spending in the EU. A greater concentration of funds is observed in the most advanced and dynamic economies, capable of promoting more competitive research teams and projects. Through an empirical analysis, estimated by a spatial convergence model, it is found that EU R&D funds are preventing cross-regional convergence in Europe by driving growth mainly in wealthier regions. Based on these results, it seems relevant to consider spatial correction mechanisms for the distribution of R&D resources so that they achieve greater territorial cohesion in Europe.

Climate change, as well as the challenges that come with it, is one of the main issues in international and national politics today. Addressing the threats posed by climate change requires close cooperation at the international level and within each country, creating a dialogue between the political elite and society, thus promoting a common understanding and action across the European Union (EU). The aim of this research is to (1) identify what climate policy narratives are projected to the Latvian electorate (public) and (2) assess how these narratives are aligned with the EU-defined strategic climate policy narrative. The theoretical basis and methodological approach of the study is based on the concept of strategic narrative. It is assumed that the viability and impact of a strategic narrative is enhanced when there is coherence between all stages of the narrative life cycle (i.e., the EU level and the national policy level). The empirical basis of the study is based on the identification of the EU climate policy narrative in the sector’s regulatory documents, as well as an analysis of the election programmes of Latvian political parties (the last European Parliament (2019) and parliamentary (2018) election programmes). The results show that the narrative that the Latvian public receives from its political elite through the European Parliament and the national pre-election programmes is significantly different from the EU strategic narrative on climate policy. Based on the theoretical concept of strategic narrative, it can be concluded that the observed dissimilarity of narratives does not stimulate the inclusion of the Latvian public in the common EU space of climate policy understanding and action.

Smart specialization strategies are a new EU approach to cohesion policy, meant to deliver growth and development at EU national and regional level. Bearing in mind its focus on place-based development strategies, this paper intends to shed some light on its appropriateness to tackle uneven development and regional growth divergence. The paper showcases Spanish Extremadura growth trajectory. Extremadura is a poor region in the European context that between 2008 and 2014 diverged from the EU average, despite being eligible for EU funding as a convergence region by cohesion policy. In the 2014–2020 programming period, there was a positive dynamic at the beginning, but from 2017 onwards convergence stopped, which indicates that thematic and regional programmes have not delivered results or have not compensated for higher growth level of other Spanish regions. Moreover, research and innovation strategies for smart specialization (RIS3) seem to have limited impacts on place-based economic transformation in less developed regions. From this example, the suitability of the smart specialisation strategy as the core of cohesion policy in the programming period is discussed. It concludes that this strategy is interesting for intermediate development regions with some industrial base but does not seem appropriate as a convergence driver for poorer regions.

Abstract We show that several classical quantities controlling compressed-sensing performance directly match classical parameters controlling algorithmic complexity. We first describe linearly convergent restart schemes on first-order methods solving a broad range of compressed-sensing problems, where sharpness at the optimum controls convergence speed. We show that for sparse recovery problems, this sharpness can be written as a condition number, given by the ratio between true signal sparsity and the largest signal size that can be recovered by the observation matrix. In a similar vein, Renegar’s condition number is a data-driven complexity measure for convex programmes, generalizing classical condition numbers for linear systems. We show that for a broad class of compressed-sensing problems, the worst case value of this algorithmic complexity measure taken over all signals matches the restricted singular value of the observation matrix which controls robust recovery performance. Overall, this means in both cases that, in compressed-sensing problems, a single parameter directly controls both computational complexity and recovery performance. Numerical experiments illustrate these points using several classical algorithms.

The Greater Mekong Subregion (GMS) has been styled as a natural region drawn together by the Mekong River. However, the literature on regional identity has argued that regions are socially constructed phenomena. River basins in particular are historically evolved constructs of specific political and social relations. Drawing on concepts of regional identity and on the literature examining the links between culture and water, the article argues that the actors driving the GMS have exacerbated social tensions through hydropower programmes, thus failing to establish social coherence. These programmes focus on energy production for national economic growth and economic integration between GMS countries, but they ignore the need to govern water resources for the benefit of local communities, many of which are made up of ethnic minorities with specific cultural attachments to the river. This produces tensions around the type of development that takes place in the GMS, leading to value fragmentation rather than value convergence. The article explores these issues by focusing on the Chinese-built Lower Sesan 2 Dam in Cambodia.

The convergence of several disparate research programmes raises the possibility that the long-term evolutionary processes of innovation and radiation may become amenable to laboratory experimentation. Ancestors might be resurrected directly from naturally stored propagules or tissues, or indirectly from the expression of ancestral genes in contemporary genomes. New kinds of organisms might be evolved through artificial selection of major developmental genes. Adaptive radiation can be studied by mimicking major ecological transitions in the laboratory. All of these possibilities are subject to severe quantitative and qualitative limitations. In some cases, however, laboratory experiments may be capable of illuminating the processes responsible for the evolution of new kinds of organisms.

Ce regard comparatif sur quatre sociétés de la francophonie montre que chaque contexte a développé un discours, des orientations et des dispositifs de formation assez différents sur ces questions, mais quand même réunis par certaines lignes de convergence.

The diversity and fragmentation of the research landscape in this region have weakened the impacts of national efforts. Mediterranean countries can benefit from coordination of research activities to increase efficiency and impacts. The initiative ‘Plant health research priorities for the Mediterranean region’, led by the International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM Bari)1 and the Euphresco network for phytosanitary research coordination and funding2 can promote convergence of national programmes and optimize the use of the scarce funding available to plant health, thus strengthening international cooperation and increasing the excellence and relevance of research.

Background: Malnutrition is the widely prevalent problem in India as well as other developing countries; India has one of the astonishing magnitudes according to the national family health survey. The Integrated Child Development Services (ICDS) programme is a globally recognized community based early child care programme, which addresses the basic interrelated needs of young children, expectant and nursing mothers and adolescent girls across the life cycle, in a holistic manner. ICDS in India is a response the challenge of breaking a vicious cycle of mal-nutrition, impaired development, morbidity and mortality in young children, working in convergence with other flagship programmes. Material and methods: It is an observational cross sectional study design sampling was obtained through the simple random sampling .The sample size consists of 100 anganwadi children Results: The present study the findings have shown that Mean age of the children= 43.27 months Males 50% and Females 50% ,Average age of weaning=9.89=10 months, per cent of children attending anganwadi centre =97.6% ,Children attending anganwadi centres regularly=53% Children attending anganwadi centre irregular=29% Children attending anganwadi less than two days in a week=18%. Conclusion: The prevalence of malnutrition in males and females are comparatively higher as 48.8% and 49.4, despite many programs and efforts put down by the government the malnutrition rates are still prevail high in the country .the programs were beneficial to only certain class of people.

The aim of this research is to explore the status of infant mortality at the state level, rate of change over the study period (1981–2011) and regional variation in infant mortality rate (IMR) and present a case as to how health status can be improved through targeting goals as in the case of IMR by the health planners and policymakers. The achievement of each of the 15 states on the basis of IMR is examined on the basis of divergence reduction. Sigma and beta absolute convergence measures used to determine the nature of change in the degree of regional inequality in IMR show positive results in achieving regional convergence. This confirms that the government policy and programmes to control and reduce IMR have been successful. IMR is frequently questioned as a measure of health status as infant mortality turns out to be the main focus of health policy; however, the entire population’s health possibly will be ignored in achieving the policy targets. However, the brighter side to it is that the entire gamut of health indicators can be targeted in a phased manner to achieve the overall improvement in the health status.

AbstractModern welfare regimes rest on a range of actors – state, market, family/households, employers and charities – but austerity programmes diminish the contribution of the state. While changes in this ‘welfare mix’ require support from the population, attitude studies have focused mainly on people’s views on state responsibilities, using welfare regime theory to explain differences. This paper contributes to our understanding of the welfare mix by including other providers such as the market, the family or employers, and also introduces social risk theories, contrasting new and old risks. Regime theory implies differences will persist over time, but risk theory suggests that growing similarities in certain risks may tend to promote international convergence. This article examines attitudes to the roles of state, market, family, charity/community and employer for pension and childcare in Germany and the UK. We collected data using deliberative forums, a new method in social policy research that allows citizens space to pursue extended lightly moderated discussion and permits researchers to analyse people’s justifications for their attitudes. Our research indicated patterns of convergence especially in preferences for childcare, but that regime predominates in people’s justifications for their attitudes: regime differences in attitudes are resilient.

The study aimed to evaluate whether the regional funds allocated for energy efficiency and renewable energy are related to the quantity of air pollutants discharged and the stage of regional development, and whether the evidence of convergence of regional levels of renewable energy electricity generation can be provided. A comparative analysis of financial instrument implementation within regional programmes was conducted, with a particular focus on instruments dedicated to enhancing energy efficiency and utilising renewable energy. To verify the research hypotheses, statistical coefficients of correlation and concentration, along with trend and econometric models were applied. The findings have confirmed the rise in regional funds for energy efficiency and renewable energy, along with the growing importance of financial instruments in transforming the energy sector. The hypotheses that air pollutant emissions per unit of GDP generated are decreasing, there exists a regional convergence of renewable energy production per capita, and the spatial accumulation of renewable energy production is declining, have been confirmed. No correlation was found between the regional economic development and the level of funds allocated to energy efficiency and renewable energy. The lack of such relationships provides a convincing argument for appropriate state regulation.

The Japanese Experience and State Reforms in Asia. Might the economic crisis which is affecting Eastern Asia be the catalyst for a radical and rapid transformation of the State and method of governance in this region of the world ? In the cases of South Korea, Thailand and Indonesia reforms are necessary as a result of the urgency of the situation and are subject to constraints imposed by the IMF. Other countries had started upon a reform strategy well before 1997. This is the case of Japan, whose situation is exemplary for several reasons. From a historical perspective, this country paved the way for reforms. The Japanese action programme offers a wide panorama of structural and functional reforms. The effect of the economic crisis seems to be fully playing its role in accelerating the process in hand. However, will the Japanese experience retain its relevance as a reference for institutional changes in Asia, just as it did in the past in relation to methods of economic development ? Without being able to respond to this question with any certainty, given that certain Asian programmes are hardly yet off the ground, it is worth noting a degree of convergence in all these reform projects.

Subject. This article examines the issues related to changes in reproduction capacity and heterogeneity of the development of Russian regions. Objectives. The article aims to assess regional differentiation and investigate the main factors influencing the uneven development of the areas. Methods. For the study, we used the methods of comparative and correlation analyses. Results. The article identifies groups of leading and lagging Russian regions and assesses the possibility of convergence of Russian regions according to the analyzed indicators, such as GRP, GRP per capita, and the output of industry. Conclusions. The results obtained can be used when preparing strategic policy documents, spatial development programmes and concepts. The observed heterogeneity suggests that the regions maintain their positions throughout the research period.

Purpose – The purpose of this paper is to share lessons already learned and work currently in progress from one higher education institution’s experiences of developing several flexible and technology-enhanced active learning spaces. It further proposes that the potential of such spaces can be more fully realised through the enactment of programmes of digital literacy development amongst their users. Design/methodology/approach – In identifying a convergence of profound challenges facing higher education and proposing that innovations in physical learning spaces are one approach to addressing such challenges, the paper examines a number of institutional policies and initiatives for rethinking and redesigning several physical classroom environments. It sets internal findings and position statements amidst a broader context of relevant field literature. Findings – The paper provides insights from several years of experience in higher education learning space development, including the benefits of iterative experimentation, the consultative role of a multi-stakeholder specialist group, the challenges of balancing pedagogic need with often conflicting institutional requirements and the value of varied programmes of staff development. Originality/value – This paper’s insights will be of value to individuals and institutions engaged in reconsidering their provision of physical classroom spaces in higher education and to those promoting the effective use of learning spaces in the digital university.
