This article is offered as a contribution to this festschrift in honour of Professor Tony Smith, my colleague at Victoria University of Wellington. The main purpose of the article is to provide a Pacific orientation to the history of English criminal law and criminal and penal administration, as part of a collection of articles written as a tribute to Professor Smith's expertise and prominence in criminal law. The article draws on the historiography of English criminal law, a historiography with which Professor Smith is very familiar (and, indeed, knows some of its contributors personally). The article links this historiography to the wider historiography of the Pacific. Although the main focus is on Great Britain and the British system of convict transportation in the 18th and 19th centuries, the article also considers its French equivalent. France, too, shipped convicts to the Pacific, and just as the architectural legacy of the transportation era is obvious in Australia and Norfolk Island, it is also obvious in New Caledonia. The main approach has been to focus on "penal colonialism" as a specific variety of colonialism in its own right, and as an important dimension of British and French colonialism in the Pacific region during the colonial era. While New Zealand was not a penal colony as such, New Zealand had some connections of its own with British penal colonialism in the southwestern Pacific: New Zealand sent some convicts to the Australian penal colonies in New South Wales in Van Diemen's Land and also possessed a small-scale internal transportation of its own.

This article covers the major trends of United States and Great Britain economic relations. Economic cooperation between these countries is closely connected with the phenomenon of “special relationships” in the political field. Sources and main points of the “special relationships” are being analyzed in the article. British departure from the European Union created possibilities to develop further economic cooperation between the United States and the United Kingdom. Negotiations on free trade agreement started under Donald Trump administration but were frozen under current US administration. In the result UK proved to be between Scylla and Charybdis. The article covers major trends of structural changes in mutual trade and investment flows during last decade. Statistical analysis shows that oil and natural gas are the major articles of US export to Great Britain. United Kingdom is exporting transport equipment, chemicals and different types of machinery. Different services (professional, business, finance and science) are also important for mutual cooperation. Current investment positions of both countries are being analyzed. Great Britain is interested to get American direct investment in different fields. UK big holding companies are the major target of US direct investors. British equities are also in great demand on the global financial market. Most of British capitals are invested in manufacturing companies of the US. Current situation with free trade negotiations is being analyzed. President John Baiden administration realizes conservative economic policy. US conservative policy is aimed to support national producers. In view of the above it is highly likely that trade negotiations between US and UK will not be in progress for a long period.

Resumen
Great Britain ruled modern-day Israel and Palestine from 1917 to 1948. The exploitation of prison labour became a source to fund its colonial government. This study explicates the economic and legal rationale for prison labour, the living and working conditions and discipline of convicts, and public debates and controversies surrounding political prisoners in Mandatory Palestine. With specific references to forced labour in the colonised world, it evaluates the experience of Mandatory Palestine from a transnational perspective and makes a connection between global colonialism and prison labour. Using a rich trove of official documents and newspaper articles as its primary sources, this article links the proliferation of the prison labour system with the introduction and consolidation of British colonialism in Palestine and argues that colonial ideology and practices coloured and justified the use of prison labour.

The Dismantling of Traditional Administration : The Case in Great Britain. Reform of public administration in Great Britain began in 1979 with the Conservative Party newly-installed in power. This modernization policy, strongly motivated by ideological factors, proceeded with a complete calling into question of traditional characteristics of British central administration. Subsequent modifications focused on two main areas : on the one hand, political leaders reinforced their means of control in an effort to assert their authority, and on the other hand, a vast campaign of privatizations was launched, accompanied by numerous measures designed to increase the efficiency of administrative activity.

An article is an attempt to study «special relationships» between the United States and Great Britain. The author mentioned that the presidential elections in the USA and the fact that Donald Trump became a new president reflected on the relationships between the United States and Great Britain. The attention is given to the role of personality in states’ relationships. The article illustrates that Donald Trump`s populism in his speeches played a negative role for making stable relationships with the UK. More specifically, Donald Trump's criticism of London's mayor Sadiq Khan, Scotland Yard evocated a negative social reaction in Great Britain. As shown in the article, the citizens of the United Kingdom were shocked by Donald Trump`s islamophobia and his Facebook post of the far-right organization «Britain first». Indeed, it was the reason for massive protests during Donald Trump's official visit to the United Kingdom in 2018. The reference should be made to the fact that in 2016 the UK citizens decided to leave European Union. Despite the fact that Donald Trump approved this decision he criticized British prime-minister Theresa May for soft Brexit. As shown in the article contrary to the strong criticism of the British government Donald Trump visited Great Britain three times during his presidential term. These official trips were directed on normalization of Anglo-American relationships. Queen Elizabeth twice met Donald Trump and they both mentioned that special relationships are important for their countries. Research has shown that during Boris Johnson’s premiership US-UK relations became stronger. This factor is due to close Trump`s and Johnson's political views. The article illustrates that the United States and Great Britain still have special relationships. Countries have strong intelligence, military and nuclear cooperation. Both the US and the UK are still key economical partners and they are interested in safety relationships.

Britain has a relatively unusual housing allowance scheme compared with those in many other countries. It is also one that has experienced many problems and attracted much criticism. the Labour Government is currently introducing a radical reform of the scheme, which aims to tackle its many problems. the purpose of this article is to consider the British scheme and its planned replacement in comparative perspective. It is argued that, although the new scheme will tackle some of the design faults of the current scheme, other difficulties will be left untouched and important problems with the administration of housing benefit will therefore remain. the new scheme will also be unusual by comparison with housing allowances in other countries, but in a different way from the scheme it is due to replace.

It is felt that men are henceforth to be held together by new ties, and separated by new barriere; for the ancient bonds will now no longer unite, nor the ancient boundaries confine. [J. S. Mill, “The Spirit of the Age” (1831)]I“The punishment of death shocks every mind to which it is vividly presented,” wrote Edward Gibbon Wakefield in 1832. It “overturns the most settled notions of right and wrong.” H. G. Bennet announced in Parliament in 1820 that he thought an execution “weakened the moral taste or sensibility of the people.” Such high-minded but platitudinous phrases frequently recurred in the early nineteenth-century debate over the criminal law, though historians have had a difficult time knowing what to make of them. Yet for all their vagueness such expressions do reveal a sensibility whose outline we can trace and whose influence we can measure. In drawing a connection between feeling and morality Wakefield appealed to social assumptions and values that were popular among humanitarians. Criminal law reformers proposed a new and exacting standard for the administration of justice: “Punishment,” argued James Scarlett, “ought to be consonant to the feelings and sympathies of mankind; and … those feelings ought to be enlisted on the side of the administration of justice.” They argued that the heavy reliance on the death penalty was a mistaken policy. The gallows aroused dangerous passions that signaled the existence of intractable social antagonism. They opposed such a spectacle with reforms that aimed at the promotion of a social union founded on shared feeling.

Within the research field of colonial violence, scholars focused on wars of conquest or independence and tended to picture counterinsurgency campaigns as an exceptional deployment of state violence in the face of peculiar threats. In colonial Kenya, the British repression of the Mau Mau uprising of the 1950s has been the object of extensive and thorough analysis, contrasting with the lack of research on colonial punishment during the preceding decades. Yet the unleashing of state violence during the 1950s actually has a much longer history, lurking in the shadows of the criminal justice system that British powers introduced in the colony in the late nineteenth century. In contrast to previous scholarship, this study shows how ordinary colonial violence - although massively scaled up during the 1950s - was progressively normalised, institutionalised and intensified throughout the colonial experience of the 1930s and 1940s, laying the ground for the deployment of a counterinsurgency campaign against Mau Mau fighters.

This thesis explores the theme of leadership in the NHS, specifically focusing on nursing. Leadership has become an important area in recent years, particularly in relatiion to improving efficiency, effectiveness and quality of services. As nurses provide 80% of care in the NHS, their role is pivotal in achieving any change. Despite the importance placed on leadership in the NHS, literature shows little is known about perceptions of leadership, how leaders function or what importance staff place on the culture and context in which they work. This study is based on the findings of 28 qualitative interviews with leaders in two health boards in Scotland. Through the presentation of informants' perceptions, beliefs and collective accounts, the study illustrates how staff view leadership in the NHS and provides some significant results. Firstly, it proposes that leadership is comprised of two elements; one relating to individuals and one relating to how individuals function in organisations. Secondly, it indicates three models of leadership are particularly relevant and how these differ according to role and hierarchy. Thirdly, it reveals leadership and management as disticnct components. In nursing a number of complexities make these roles challenging, and the culture and context of health borads influence how these fundtion in practice. Finally, this research concludes that staff value a clear set of characteristics, styles and behaviours not related to vision and change but which centre on character, values, integrity and engagement. The study has considerable impolication for emerging work on leadership in the NHS and for the future development of leadership roles in nursing.

This thesis investigates the restructuring of local government in the reign of George II in the county of Surrey. The decay of mediaeval and Tudor institutions such as manors and church courts, the redefinition of the role of the Assizes in local administration, the ending of the isolation of the boroughs, the marked professionalisation of County Quarter Sessions contributed to a very considerable change in the nature of local government in the period. The research opens with an introduction on the administrative relationship between central and county government, is then divided into three parts, each subdivided into chapters. Part one discusses forms of government at parish and borough level and charts the development of vestries and, against a background of municipal insecurity, assesses the reality of an urban renaissance in eighteenth century Surrey towns. Part two examines the important work of the court of Quarter Sessions and, in particular, the impact of administrative prescription on the individual Surrey inhabitant. Part three looks at the influence and social status of the county magistracy and their commitment and dedication to administrative work in the localities. The importance of administrative procedure as an agency of social control in the eighteenth century is emphasised in the conclusion, which also stresses the uses of administrative history to the social historian.

In this thesis, I explore the ways in which Police and Crime Commissioners (PCCs) have met a declared policy intention to create greater democratic accountability around policing and crime. I conceptualise PCCs as a piece of a broader democratic puzzle and explore both how they have been positioned and shaped within the broader policing and crime nexus across England and Wales. In considering the positioning of PCCs, I use data from case studies and interviews with 32 (out of 41) PCCs to identify how they have begun to develop relationships with the public and local, regional and national partners. The findings suggest that with the exception of their abilities to join up local crime reduction services, PCCs occupy an awkward space - not local enough to be meaningfully representative of the public they serve, but not outwardly-facing enough to manage wider co-ordination of policing. Subsequently, I investigate the shape of the PCC model to deliver greater accountability by focusing on the ways in which PCCs have begun to envisage the role and develop relationships with other key stakeholders. Varied responses from PCCs across the country reflected the broad-ranging nature of the role, which in some cases appeared to undermine their ability to fully perform all aspects of the job. I argue that this became particularly accentuated in emerging relationships with chief constables and Police and Crime Panels, where the single PCC model exposes accountability to dangers of personalities and politics. I conclude by arguing that while many PCCs have facilitated various components of democratic accountability within the management of policing and crime-reduction services, the PCC model appears to be misplaced and misshaped to effectively complete the puzzle of democratic policing.

This work is a study of continuity and change in Nottingham between 1400 and 1600. It looks first at the property, market, streets and common lands of the town before examining population trends. It investigates the social structure of the town, the wealth (or otherwise) of the people and the occupations they followed. The administration of Nottingham is also considered, in particular its institutions: the Council, the courts and presentment juries, and the networks and relationships which bind them together. It also looks at real and potential challenges to the authority of these institutions and incidents of social unrest. Finally, the research also identifies some of the stimuli to change, such as national economic and demographic trends and the mid-sixteenth century imposition of the Reformation.

This thesis reports on the first empirical study of the volunteer appropriate adult service for young suspects and the first attempt to determine the extent and nature of volunteer appropriate adult provision nationally. The investigation provides an original insight into the philosophy, role, practice and co-ordination of the appropriate adult. At an empirical level, the investigation fills a gap in the current work on the appropriate adult by considering the use of volunteers in the role, in terms of their practice and co-ordination and the extent and nature of their use. The empirical research is based on a detailed case study of the Plymouth Youth Enquiry Service (henceforth YES) volunteer appropriate adult service and a national survey of YOT managers. The case study included participant observation, documentary analysis and a self-administered questionnaire survey at the YES volunteer appropriate adult service. The national study of YOT managers was based on a postal survey. At a theoretical level, this thesis uses theoretical perspectives from the fields of youth justice (for example, Brown, 1998; Muncie, 1999a) and criminal process (for example, Packer, 1968; McBarnet, 1981; Choongh, 1997) to explain the philosophy, role and practice of the appropriate adult. It argues that role has been constructed to serve different, and sometimes conflicting, purposes, ranging from due process, crime control, welfare, crime prevention and managerialism. In terms of practice, parents rarely contribute in interviews and, when they do, their contributions tend to be consistent with the crime control model. Social workers may act according to a welfare or control ideology. The volunteer's role has included elements of due process, crime prevention and welfare.

This chapter recounts the war that broke out between Russia and an alliance of France, Britain, and the Ottoman Empire in October 1853. The war became known as the Crimean War and ended in a humiliating defeat for Russia in March 1856. The chapter details how the Crimean War revealed serious deficiencies in Russia's system and convinced the new emperor, Alexander II, of the need for reform, starting with the abolition of serfdom. The emancipation of the serfs upended the entire system of local government and changed the local administration and the justice system, resulting in a succession of measures that became known as the Great Reforms. The chapter highlights the creation of a new system of local government in the form of elected institutions known as zemstva in 1864 after Alexander II freed the serfs in 1861.

While most naval action within the Mediterranean during the First World War took place in the east and in the Adriatic, in waters that lapped the shores of the disintegrating empires of the Ottomans and the Habsburgs, the entire Mediterranean became the setting for rivalry between 1918 and 1939. At the centre of the struggle for mastery of the Mediterranean lay the ambitions of Benito Mussolini, after he won control of Italy in 1922. His attitude to the Mediterranean wavered. At some moments he dreamed of an Italian empire that would stretch to ‘the Oceans’ and offer Italy ‘a place in the sun’; he attempted to make this dream real with the invasion of Abyssinia in 1935, which, apart from its sheer difficulty as a military campaign, was a political disaster because it lost him whatever consideration Britain and France had shown for him until then. At other times his focus was on the Mediterranean itself: Italy, he said, is ‘an island which juts into the Mediterranean’, and yet, the Fascist Grand Council ominously agreed, it was an imprisoned island: ‘the bars of this prison are Corsica, Tunisia, Malta and Cyprus. The guards of this prison are Gibraltar and Suez.’ Italian ambitions had been fed by the peace treaties at the end of the First World War. Not merely did Italy retain the Dodecanese, but the Austrians were pushed back in north-eastern Italy, and Italy acquired much of Italia irredenta, ‘unredeemed Italy’, in the form of Trieste, Istria and, along the Dalmatian coast, Zara (Zadar), which became famous for the excellent cherry brandy produced by the Luxardo family. Fiume (Rijeka) in Istria was seized by the rag-tag private army of the nationalist poet d’Annunzio in 1919, who declared it the seat of the ‘Italian Regency of Carnaro’; despite international opposition, by 1924 Fascist Italy had incorporated it into the fatherland. One strange manifestation, which reveals how important the past was to the Fascist dream, was the creation of institutes to promote the serious study (and italianità, ‘Italianness’) of Corsican, Maltese and Dalmatian history.

This chapter argues that the future of social administration depends, to some extent, on the future of the great experiments in social service which have been launched in Britain in recent years. To this uncertainty must be added, in the teaching of social administration, the awareness of intellectual uncertainty which attends on those concerned with the study of human relations, for only now are people beginning to grope their way towards some scientific understanding of society. Uncertainty, then, is part of the price that has to be paid for being interested in the many-sidedness of human needs and behaviour. The chapter also presents some generalizations about the nature of social change which, by their effect on the individual and the family, affect also the structure and roles of the social services.

Abstract A picture is now beginning to emerge of the progress of material Romanization and the development of Roman institutions immediately after the pacification of the province. In due course archaeology may tell us more about how quickly the cities struck down by the rebels recovered, and about the manner in which other towns developed in this period. Structural evidence for new public buildings comes from London and Bath. In London a building detected under the first phase of the forum may date from this period. It seems to have been of civil type, in contrast to the buildings of military appearance that Boudicca destroyed on the site which may have housed the governor’s administration before the great rebellion. At Bath, some time in the fifteen years after the rebellion, a start was made on the grand complex of baths and temple, in which a deliberate attempt seems to have been made to do spectacular honour to a native cult by amalgamating it publicly with one of the greatest Roman deities in the new worship of Sulis Minerva, rather than to obliterate or downgrade the British element.

Resumen
Integrated research on the introduction of e-government in different countries of the world is performed in this chapter. The aim of the research is the generalization of the positive experience in bringing use the of information technologies for providing government services. Four e-government models were identified in the process of analysis: English-American, European, Asian, and Russian. A retrospective analysis was performed of the introduction of information-communication technologies for providing government services in different countries within the framework of each model. Within the English-American model, the experience of the USA, Canada, and Great Britain was considered. Within the European Model, general information on the European Union was provided. In the Asian Model, the experience of South Korea, Singapore, China, and Japan was considered. Russian Federal Tax Agency was used for performing the research of the use of the information technologies aimed at the improvement of the quality of tax administration.

This chapter investigates whether the structures put in place by Great Britain for the acquisition of Palestinian citizenship favoured Jewish immigrants in any way, and demonstrates how and why Great Britain felt the dual administration structure necessary to preserve its own sovereignty from 1918 through 1925. It focuses on the history of British legislation in Palestine and the main actors — and tensions between these actors and their departments — involved in making that legislation, including the mandate's first attorney-general, Norman Bentwich. The aim of British legislation, however, was to simply create a legal citizenship for the mandate's inhabitants, and to provide the means by which this citizenship could be acquired.

This chapter offers further insight on citizenship in Palestine after 1939 and until the end of the mandate in 1948, and the changing levels of the Arabs' political subjectivity. The differences between the multiple doctrines, vocabularies, expressions, and concepts of citizenship during the first two decades of the mandate administration are reflected in the legislation on citizenship passed by the British administration and in the reactions by the Arab citizens to that legislation. It explores the immediate reactions of Great Britain and the Palestine administration to the increased Jewish immigration to the territory and the changes made to the mandate's citizenship legislation in the wake of the Peel Commission's recommendations.

К началу углубляв-шихся англо-голландских противоречий администрация Карла I развернула широкомасштабное строительство современного флота. Обратной стороной этого процесса стало недовольство сосло-вий налоговой политикой короны. Обновленный флот проявил себя в Первой англо-голландской войне. В эпоху Реставрации флот стал основой английского могущества. К началу XVIII в. Вели-кобритания становится великой морской державой. The article is devoted to the analysis of the formation of the English navy in the “long XVIIth century”. At the end of the Tudor dynasty, the English navy was weak. By the beginning of the deepening Anglo-Dutch contradictions, the administration of Charles I launched a large-scale construction of a modern fleet. The reverse side of this process was the dissatisfaction of the estates with the tax policy of the Crown. The updated navy proved itself in the First Anglo-Dutch War. During the Restoration, the navy became the foundation of the English power. By the beginning of the XVIIIth century Great Britain is becoming a great maritime power.

The T407/GLC38 turboprop/turboshaft engine is a 6000 shaft horsepower (SHP) class gas turbine engine currently under joint development by Textron Lycoming of Stratford, Connecticut, and GE Aircraft Engines of Lynn, Massachusetts, with Bendix Control of South Bend, Indiana, a division of Allied Signal; Ruston Gas Turbines Limited of Great Britain, part of GEC ALSTHOM; and Steel Products Engineering Company (SPECO) of Springfield, Ohio. The powerplant is derived from the highly successful GE27 Modern Technology Demonstrator Engine (MTDE) program, which was conducted under the auspices of the U.S. Army in the mid-1980s. The T407 turboprop is currently under development for the U.S. Navy’s new P-7A anti-submarine warfare (ASW) aircraft. The P-7A will replace the P-3 and is under contract to Lockheed Aeronautical Systems Company (LASC). A T407 turboshaft model is also in development. The GLC38 commercial turboprop version, planned for both business and commuter aircraft, draws considerably on lessons learned through GE and Textron Lycoming’s extensive commercial experience, thereby ensuring the latest state of the art in maintainability, life, reliability, and ease of operation. The T407/GLC38 engine development program, scheduled for completion in December 1991, is uniquely defined to meet the stringent requirements of both Federal Aviation Administration (FAA) regulations and Military Specification MIL-E-008593E. The engine’s primary identity will be commercial, however, as per agreement with the U.S. Navy. The engine’s gas generator core is also part of a joint venture between the Garrett Engine Division of Allied Signal Corporation and GE. Garrett is responsible for developing the fan and power turbine for a new generation turbofan engine, the CFE738. This paper describes the key features of the T407/GLC38 engine design, performance, and development program.

Pasha was one of the most prominent Ottoman governors who ruled Baghdad during the rule of the Ottoman Empire, and he was also one of the most important administrative reformers in the city, as he was appointed as its governor in (1869 AD), so he assumed the task of the Ottoman state’s control over the Arab Gulf countries such as (Kuwait, Qatar, Bahrain, Al-Ahsa We find). This study acquires its importance through the important administrative reforms that Medhat Pasha undertook in Baghdad, so we dealt with it in this research in some detail, as his reforms in the fields of (education, mail, health, administration, and construction, etc.) were of great importance in administrative and urban development. For the city of Baghdad, as it established the first building blocks for establishing a solid central administrative system and distinguished urban development. Perhaps one of the most prominent objectives of this study is to shed light on the important reforms of Governor Medhat Pasha in the city of Baghdad, especially in the administrative, urban, educational and other fields, and to stand on each one of them in order to demonstrate its importance and impact on Al-Baghdadi society. As for the problem of this study, it lies in the disclosure of many challenges that coincided with the reforms of Medhat Pasha, which caused a qualitative shift in the administrative system in Baghdad, the most prominent of which was the popular revolution by the people of this city following the imposition of compulsory conscription, even though the governor faced it And he was able to control it and where he did not stop his reforms, whose effects and features remain fresh to this day. He regretted that Medhat Pasha did not help him with his reforms at the Sublime Porte, so the intrigues and plots were trampled upon him, and he was subsequently transferred to the state of Izmir and he was arrested on charges of killing Sultan Abdul Aziz. The judgment was not executed, so he ordered his exile to the city of Taif, and he died in prison in 1883AD.

During the eighteenth century Portugal developed a large military construction process in the Ultramarine possessions, in order to compete with the new born colonial trading empires, mainly Great Britain, Netherlands and France. The Portuguese colonial seashores of the Atlantic Ocean (since the middle of the sixteenth century) and of the Indian Ocean (from the end of the first quarter of the seventeenth century) were repeatedly coveted, and the huge Portuguese colony of Brazil was also harassed in the south during the eighteenth century –here due to problems in a diplomatic and military dispute with Spain, related with the global frontiers’ design of the Iberian colonies. The Treaty of Madrid (1750) had specifically abrogated the Treaty of Tordesillas (1494) between Portugal and Spain, and the limits of Brazil began to be defined on the field. Macapá is situated in the western branch of Amazonas delta, in the singular cross-point of the Equator with Tordesillas Meridian, and the construction of a big fortress began in the year of 1764 under direction of Enrico Antonio Galluzzi, an Italian engineer contracted by Portuguese administration to the Commission of Delimitation, which arrived in Brazil in 1753. In consequence of the political panorama in Europe after the Seven Years War (1756-1763), a new agreement between Portugal and Spain was negotiated (after the regional conflict in South America), achieved to the Treaty of San Idefonso (1777), which warranted the integration of the Amazonas basin. It was strategic the decision to build, one year before, the huge fortress of Príncipe da Beira, arduously realized in the most interior of the sub-continent, 2000 km from the sea throughout the only possible connection by rivers navigation. Domingos Sambucetti, another Italian engineer, was the designer and conductor of the jobs held on the right bank of Guaporé River, future frontier’s line with Bolivia. São José de Macapá and Príncipe da Beira are two big fortresses Vauban’ style, built under very similar projects by two Italian engineers (each one dead with malaria in the course of building), with the observance of the most exigent rules of the treaties of military architecture.

Due to the potentially dangerous properties of radioactive material, it is during the transport that the process of nuclear energy and technology uses are prone to nuclear and radiation accidents. Radioactive material hence must be transported with reasonable containers to achieve heat dissipation, confinement of radioactive material, radiation shielding and prevention of nuclear criticality. The key to transport safety lies in the designing and manufacturing quality of the transport containers. Therefore, the safety supervision for transport containers of radioactive material is a guarantee for the environment and the public from nuclear and radiation hazards, also is international general practice. As the most authoritative international organization, International Atomic Energy Agenda (IAEA) draws up and regularly revises safety regulation ‘Regulation for the Safe Transport of Radioactive Material’, which proposes technical indicators for transport containers of radioactive material and responsibility of competent authorities. According to the transport modes, other international organizations, such as International Maritime Organization, International Civil Aviation Organization, International Air Transport Association, United Nations Economic Commission for Europe, enacted related transport safety regulations based on actual needs. This paper introduces the administrative licensing approval process for the transport containers of radioactive material in China and the research on competent authority and approval procedure in American, Russia, France, Canada, Germany and Great Britain. In China, National Nuclear Safe Administration (NNSA) is responsible for the licensing approval for the transport containers of radioactive material, including designing, manufacturing, using and transporting of transport containers. NNSA also organizes and formulates relevant administrative regulations and approval procedures, and has issued administrative regulation ‘Regulation on the Safe Management for the Transport of Radioactive Material’ and a series of administrative rules, management procedures, guide, technical documents and so on. These regulations established the sort management of radioactive materials and the responsibility for competent authority, and also stipulated approval and supervision for transport and transport containers of radioactive materials. While some other countries, such as America, certifies the transport containers of radioactive material to achieve the control. The domestic and overseas research into administrative licensing approval processes for transport containers is in view of the increasing transport of radioactive material among countries and the requirement of international transport. Transport containers with material of high potential risk, such as spent fuel, need to obtain the transport approval from the competent authority of transit or arrival country. Therefore, the research on domestic and other countries licensing management of transport containers of radioactive material, which is not only beneficial to improving the transport safety management of radioactive material in China, but also can promote international transport campaigns of radioactive material..
