This thesis uses the theory of ‘social consciousness’ to analyse elite perceptions of poverty in Malawi,and identify the circumstances under which elites are willing to mobilize resources for poverty reduction. ‘Social Consciousness theory’ stipulates that pro-poor policies in European welfare states developed as a result of ideological and pragmatic concern about the negative impact of poverty on elite welfare. This study shows however that although elites in Malawi have a deep understanding and appreciation of the extent and severity of poverty and are linked with the poor through strong social networks and the extended family structure, they do not perceive the poor as a threat to their welfare. Therefore collective action to address the problem of poverty has not occurred. In circumstances where elites acknowledge some negative externalities of poverty requiring action, individual solutions are sought. However, elite perceptions still illuminate the following: first, there is a causal explanation between elites’ perceptions of the causes of poverty and their support for particular policies. Second, elites’ perceived causes of poverty include structural, behavioural and the perceived future actions of the poor, such as laziness, following implementation of redistributive policies. Third, elites’ seem to support policies with wider benefits for society.

REST (Representational state transfer) is an architectural style for distributed hypermedia systems. The simplicity of REST allows straightforward communication between HTTP clients and servers using URIs (Uniform Resource Identifiers) and HTTP methods, e.g., GET, POST, PUT, and DELETE. To do the communication effectively between clients and servers, there is a set of best design practices (design and linguistic patterns) shall be followed, and a set of poor design practices (design and linguistic antipatterns) shall be avoided. This study aims to determine whether there is a relationship between design and linguistic quality in Google RESTful APIs. To find this relation, a tool is developed to detect patterns and antipatterns in REST APIs both in terms of design and linguistic quality. The input of this tool is qualitative data (Google APIs) and its output is quantitative data. Using this quantitative data, a statistical study is then performed to detect the relation. The tests that are conducted to obtain the final results are Chi-squared and Phi Coefficient tests. The result of Chi-squared that considered all the groups of patterns and antipatterns shows that there is a statistically significant relation between design and linguistic quality. However, when we assess the individual pair of patterns and antipatterns, our Phi Coefficient tests show that for most of the cases, there is no or negligible relationship between linguistic and design patterns and antipatterns.

A glance through the voluminous literature on micro-enterprises clearly shows the existence of robust information on the role, definition and the importance of informal sector in economic development. The literature however contributes very little to knowledge on the technological dimension of the sector. Little is known about the quality of products manufactured in the sector although much has been written on quality in large scale manufacturing. This research attempts to fill this gap by exploring the status of quality in micro-enterprises and the factors that contribute to it. The adopted methodology consisted of producer and consumer surveys. This was complemented by product tests, and experiments to determine the applicability of interventions to improve quality. User-based measures of quality formed the basis of measurement in this research. The products were found to be of poor quality in that they did not fulfill the task and non-task attributes that underlie a purchase by a consumer. The low quality was attributed to inadequate facilities and processes, poor quality materials and a low level of skills in the sector. Quality may be improved through either changing these inputs or raising their quality. The findings revealed a wide range of innovative behaviour by micro-enterpreneurs. However, the micro-entrepreneurs were found to be perpetuating an imitative model which inhibits their innovative capability. Interventions directed at improving products, processes and skills could empower micro-entrepreneurs through building their self confidence which could in turn generate fresh innovations.

Resumen
In recent years, many governments in developed and developing economies have implemented reforms to decentralize tax raising powers, the supply of public services, and other functions previously delivered by central governments, with the aim of achieving greater government accountability and more efficient and effective public services. In this thesis, I examine empirically the effects of fiscal decentralization on several key areas of public policy, including: poverty and income distribution (chapter 3), public healthcare and public education (chapter 4), and citizen trust in government (chapter 5). In order to examine the effects of fiscal decentralization I produce a fiscal decentralization dataset comprising of a range of indicators for tax and spending decentralization; subnational government autonomy; local government accountability and local government size (land area and population). Using this dataset, I produce the following findings. First, in chapter 3 tax and spending decentralization can help reduce income inequality in high income countries, and increase absolute poverty in low and middle income countries. Furthermore, fiscal decentralization appears to be more beneficial for the poor when the average size of local jurisdictions is smaller. Second, in chapter 4 I find that there is no clear relationship between fiscal decentralization and the level of public healthcare and public education provided. Instead, fiscal decentralization appears to improve vaccination coverage over time, when subnational governments have autonomy over expenditure, and when there is a higher level of public spending on healthcare. Third, in chapter 5 I find that fiscal decentralization has no clear effect on citizen trust in government; however, tax and spending decentralization has contrasting effects depending on the number of tiers of government (government structure) and the average population size of local jurisdictions. The main conclusion is that fiscal decentralization can have an impact on the key areas of public policy examined in my research, however these effects are often not observed through tax and spending decentralization, but rather other aspects of fiscal decentralization, including the closeness of local government to local citizens, local government autonomy and accountability.

This research presents a regional study of the implementation of the 1834 Poor Law Amendment Act (commonly known as the New Poor Law) and its operation in Hertfordshire up to 1847. It examines the economic costs of poor relief across the whole of this rural southern county but it also adopts a microhistory approach to examine in detail how the New Poor Law was implemented and administered in four poor law unions: Hatfield, Hitchin, St Albans and Watford. This study makes national and intra-county comparisons of poor relief data, policy and practice. This research focuses on people as well as place and examines how different groups influenced poor law policy and practice. It makes an important finding about the role played by the second Marquis of Salisbury (a prominent Hertfordshire resident) in the review of the poor laws and the legislation that followed. At the local level this thesis explores the process of implementation and gives new emphasis to the contribution made by the assistant poor law commissioners to both process and policy in the initial years of the New Poor Law. This study is unusual in the attention given to the middlemen of the poor law machinery - the poor law guardians and poor law officers including: medical officers, workhouse masters, relieving officers and schoolmasters and mistresses. This detailed examination of the local guardians challenges the existing historiography on the social demography of this body of men, demonstrates that the influence of elite personnel persisted and adds new data to support the argument that the operation of the poor laws was not just regionally but locally diverse. The workhouse, so symbolic of the New Poor Law and an essential component of the deterrent ideology, is considered in the context of attitudes around its construction and capacity as well as its everyday operation. This thesis adds to the poor law historiography with new data on a previously under-researched area of the country; it provides new information on the development of poor law policy, but more importantly it draws attention to the role of the middlemen and how their individual contributions influenced poor law policy and practice.

This study uses data from the 1990 General Social Survey to examine how Protestants explain the existence of poverty. The denominations are categorized using Steensland et al's (2000) methodology and include evangelical, mainline, and black Protestants. This study seeks to expand on prior research which uses Feagin's (1975) individualistic and structuralistic explanation scales to examine how individuals explain why people are poor. Individual explanations investigated include lack of effort, loose morals, poor schools, and lack of jobs. Ordered Logistic Regression models are used to investigate differences between the Protestant groups. Findings indicate support for Smith's (1998) subcultural theory of identity as evangelicals are more likely to assert loose morals as an important reason for why people are poor. Additionally, black Protestants were also more likely than mainline Protestants to indicate loose morals is an important explanation for poverty indicating a possible shift away from their traditional structuralistic oriented belief system.

The chemical fingerprints of old, metal-poor stars can be used to unravel the events of the newborn Universe and help us understand the properties of the first stars and star clusters. The study of nearby stars to infer properties in the distant past is often referred to as Galactic archaeology. However, the chemical composition of stars cannot be observed directly, but must be inferred by means of spectroscopic modelling. Traditionally, this modelling utilises one-dimensional (1D) stellar atmospheres in hydrostatic and local thermodynamic equilibrium (LTE). Today, we know that departures from LTE (known as NLTE), and differences between 1D model atmospheres and their hydrodynamical three-dimensional (3D) counterparts, become increasingly severe at lower metallicity. The development of NLTE modelling of spectral line formation in 3D atmospheres is still in its infancy, but constitutes a remarkable step forward that has been made possible by parallelised codes and supercomputers. The central theme of this thesis is the application of NLTE analyses to metal-poor stars, to help usher the field of Galactic archaeology forward with important consequences for the nature of the first stellar generations. I present a theoretical NLTE study of aluminium, where I validate the analysis using a set of bright standard stars and provide calculated NLTE effects for a large parameter space. I perform 3D NLTE calculations for the solar spectrum to better constrain the zero-point of the cosmic abundance scale, and find excellent agreement with the meteoritic aluminium abundance. I also present NLTE analyses of metal-poor stars in the globular clusters NGC 6397 and M4. While globular cluster stars were long expected to form from a chemically homogeneous medium, star-to-star abundance variations of light elements indicate multiple epochs of star formation. Massive first-generation stars polluted the interstellar medium from which later generations formed, and I use the observed abundance variations to deduce the properties of the polluting stars. Among the heavier elements, I uncover evolutionary abundance variations that match predictions of stellar evolution models with atomic diffusion. The results indicate that the chemical abundance ratios of unevolved metal-poor stars are affected by gravitational settling, with a bias of the order 25-50 %, increasing towards lower metallicity. This atmospheric depletion mechanism is a probable explanation to why the stellar abundances of lithium fall short of the predictions from standard Big Bang nucleosynthesis. Finally, I apply a 3D NLTE abundance analysis to the red giant SMSS 0313-6708, which is the most iron-deficient star known. The chemical abundance pattern of this star indicates that it formed from gas affected only by Big Bang nucleosynthesis and a single faint supernova. Comparison of the inferred abundance pattern to theoretical predictions leads to constraints on the explosion mechanism and the mass of the metal-free progenitor star.

Resumen
This study is an attempt to determine how tourism and tourism development policies, strategies and initiatives impact income generation and employment opportunities in a rural ethnic community. The research consisted of both qualitative and quantitative methods. In-depth interviews, focus group discussions and participatory observations from various stakeholders were used to obtain qualitative data. The quantitative data were gathered using a researcher-developed questionnaire to obtain data from 330 households in Had Bai Village, Chiang Rai Province, northern Thailand. The research findings demonstrate that the well-being of the poor and the impact of the Thai government‘s One Tambon One Product (OTOP) project in terms of livelihood improvement were distributed unequally across the village. The information from the qualitative and quantitative data revealed that the OTOP project improved slightly the livelihood outcomes of villagers in the group which fully participated in the scheme. By contrast, the villagers who were aware of OTOP but did not participate used their right to borrow funds to make independent investments and buy consumer goods. Members of this group were thus unable to repay their loans on time, had no return on their investment and had the highest amount of debt. Those villagers who were unaware of the OTOP scheme and did not participate were the poorest in the village. An analysis of this third group revealed that non-participation was largely due to a lack of access to information. Moreover, these families did not regard themselves as poor. They were happy with their simple life and did not perceive any benefit in participating in the pro-poor tourism project introduced by the Thai government. Pro-poor tourism may benefit the poor in many parts of the world; however, in the case of Thailand it works mainly as a catalyst to improve the overall livelihood outcome of the poor and cannot be expected to enhance the individual livelihoods of the poorest. This study contributes to the literature in various ways. First, it is the first of its kind to investigate thoroughly Thailand‘s pro-poor tourism development policy. Second, it has attempted to assess pro-poor tourism from many vantage points: international standards, livelihood impacts, and the assets and vulnerability of the poor. Third, the key success model developed from the outcome of the thesis can be used by Thailand and other developing countries in their efforts to develop more effective pro-poor tourism policies in the future.

Resumen
This study explores the perceptions of the causes of poverty of South Africa’s post apartheid generation at the North-West University’s Vaal Triangle Campus. The study uses a sample of 203 respondents aged 20 years or younger, from the campus two faculties (Economic Sciences and Information Technology, and Humanities). The main objective of the study is determining whether the post-apartheid generation perceives poverty as the result of fatalistic, individualistic or structural factors, as indicated by the Feagin scale. The secondary objective of the study was to determine whether demographic variables such as age, gender, home area and the faculty of study, along with socio-economic variables such as the employment status of the respondents’ parents, monthly expenses and the respondents’ lived poverty index influence perceptions of the causes of poverty.
