Texto completoStochastic matching models represent many concrete stochastic systems in which elements of different classes are matched according to specified compatibility rules. For example, we can cite systems dedicated to organs allocation, job search sites, housing allocation programs, etc. Such models are typically associated to a triplet of elements: a connected graph, called compatibility graph, whose vertices represent the classes of elements that can enter the system and whose edges connect two compatible classes, amatching policy which decides the matches to be concretely executed, in case of multiple choices, and an arrival rate according to which the elements enter within it. In this thesis, we consider generalized graphs, meaning that we allow the matching of two elements of the same class, and we therefore extend to this framework some results already known in the case of simple graphs.The stability of a system governed by a matching model is a very important property. It ensures that the admissions within the system under study, are regulated, so that the elements do not accumulate in the system in the long run. It is therefore essential that the arrival rate of the elements allows the system to be stable. In this manuscript, we characterize, algebraically, this stability region for some matching models (general, general with reneging, bipartite, extended bipartite) or skill-based queueing systems.Moreover, we demonstrate that the matching policy called First Come, First Matched (FCFM) has the property of being (generalized) maximal, meaning that the stability region of the general matching model associated with a compatibility graph and with any policy is always included in the one associated with this same graph and ruled by FCFM. Note that this latter then coincides with a set of measures defined by purely algebraic conditions. In this case, the study of stability of the matching model at hand boils down to the more elementary question of characterizing of a deterministic set of measures. We then givea (simple) way to construct the measures belonging to the latter set. This turns out to be very useful for admission control, as checking the algebraic conditions requires a number of operations which is polynomial in the number of vertices of the considered compatibility graph, and therefore becomes very expensive as the number of vertices grows large.We also give, in a product form, the expression of the stationary distribution of the number-in-system process of a stable system governed by a general matching model and under the FCFM policy, allowing, in particular, to explicitly calculate characteristics at equilibrium of concrete systems and to estimate their long-time performance. We can thus, for example, calculate the size average at equilibrium of a waiting list in the case of cross-donation of kidneys, or even, estimate the average waiting time on a peer-to-peerinterface or on a dating website.Finally, the matching rates associated with a stable matching model (general or extended bipartite) are studied. They are defined as the asymptotic frequencies of the executed respective matchings, and provide an insightful performance criterion for the corresponding matching systems, as well as the policy-insensitivity and fairness properties of the matching rates, which are also discussed

This thesis is a monographic study which explores the thematic of political power in six texts by the Congolese writer: Le Président (1982), Les Lendemains qui chantent (1983), Equatorium (1987), Vécus au miroir (1991), Le Diable à la longue queue (2000) et Sel-piment à la braise (2003). After having presented the various analytical categories of the selected “duchetian” socio-critical method, this dissertation highlights a literary analysis of political power by taking into account a certain number of cultural, sociological and psychological factors which in one way or another influence its perception and management within a geographical space and institutional framework representative of Sub-Saharan Africa. By putting forward the typological differences as well as the trajectories borrowed by the “Fathers of independences” and the “Guides of the revolution” in order to ascend to power, this thesis shows how, after officially achieving independence from colonial rule, African political “elites” very often driven by the lure of gain and the appropriation of privileges have set up authoritarian and mind-numbing political regimes which led them to drift

Texto completoThe aim of this thesis is to answer the following question : "was general Weygand, the vice-president of the war superior council between 1931 and 1935, a spectator, a walk-on or an actor on the french military and political scene?" to answer this question, general Weygand's personality within his human, political and military environment is studied first. Then, his strategie ideas and concepts are examined in order to determine whether ornot they were innovative and futuristic. Next the war superior council is examined to study its organisation and function, from its creation up to 1935, through general Weygand's action during all the meetings that took place between 1930 and 1935. Its real role and effect upon the french military policy are measured. Lastly a study of all the most important exercises organised by this superior council is used to determine the main strategic and tactical choices made by the french general staff. Our research has been enlarged to the steps taken by general Weygand to the benefit of the amy. Therefore the influence of economic, financial and budgetary questions upon the modernisation of the army are studied within the frame of a worldwide economic crisis. Attention is focused on the equipment of the army and the great question of motorisation and mechanisation. Lastly, general Weygand's concept and ideas about the national defense policy are studied logether with the organisation and the evolution of the army as part of the french armed forces. The organisation of the general staff, of its command structure and its links with the government have led. .

Texto completoThe purpose of this work is to present the way the political literature of French absolutism explained contingency and chance in historical experience. This study comprises two tasks: firstly, it analyses the different contexts of the Ministre d’Estat (1631), a political treatise written by Jean de Silhon to defend Richelieu’s government; secondly, it deals with the epistemological and anthropological aspects of using maxims, precepts and examples written on historical or political matters. To demonstrate the relevance of this double approach, the study aims to reconstruct the history of Silhon’s reception by discussing the presence of his works in manuscript miscellanies which contain excerpts on French politics in the first half of the 17th century. For this purpose, manuscript is interpreted as a medium which reveals both the functioning of the public space and the privacy of personal readings. Collecting common places and sentences is considered to be a method of organising divergent historical experiences into useful knowledge. In the first part, this study analyses the notion of historical contingency as described with the topos of fortuna in works by Silhon and his contemporaries. I suggest that there is a tension between two opposite tendencies in Silhon’s work: although he declares a claim for modernity in state affairs in order to liberate politics from antique models and to assure its rationality, the archaic topos of fortuna keeps resurfacing in his work and in the figure of the state minister in the 17th century. This statement can be confirmed by observing the reception of the Ministre d’Estat in Italy and in the Holy Roman Empire. The second part discusses manuscript excerpts from Richelieu’s cabinet and from the collections of Philippe de Béthune and Henri II de Mesmes, concluding with the presentation of the openly Francophile collection of August the Younger, duke of Wolfenbüttel. The third part considers the work of Nicolas Zrínyi, a Croatian-Hungarian politician, who integrated two contradictory influences in his political and military theory: the Tacitist reading of ancient history and Silhon’s modernism. His Valiant Captain (1650-53), an unpublished meditation, represents the methods of classical humanism in the inventio and dispositio of its matters while sharing late humanism’s doubts concerning the uses of history
