Housing and transportation are the biggest contributors. Sustainable development tends to provide the foundation for a sustainable growth model of our planet, but today remains marginally integrated in strategies applied by people, organizations and policy makers.The fall in state resources is giving rise to the intervention of private groups in the fabric of the city. The production process by the segmentation of the interventions, the complexity, the asymmetry of information and skills and its underlying economic model makes complex the taking into account of a real durability, but a house has a real influence on our potential of becoming.Our living, its place, its form, are important vectors of equity in the sense of social justice and thus of a 'living together'. But sustainable development as practiced by the markets is rare and expensive. We have identified adjustment variables that can make the cost of housing accessible. An evolution of the real estate value chain can lead to a significant reduction in the cost of construction and the price to make housing affordable enough. Texto completoThe consequences of the ageing of Europe’s population ageing are not limited to changes in the population structure. National and European contemporary public policies have been tackling its social and economic implications, particularly in the field of housing. This PhD thesis studies the adjustment of housing to ageing in Europe. To do so, it examines the ways in which both the elderly and public policy-makers take into account the impact of individual ageing on housing and living conditions. Housing adjustments in individuals aged 50 were measured with a focus on housing conditions (type of housing, occupation, and amenities), living conditions and home care. The Danish, French and Spanish cases are most particularly analysed, based on data from the Survey of Health, Ageing and Retirement in Europe (SHARE). Three research questions are addressed : in which countries are adjustments made ? How do individuals adjust ? Who adjusts and when ? Each of these questions is answered with a specific methodology : clustering, trajectory analysis and logistical regressions. Adjustments are shown to be ultimately limited, and mainly focused on the environment. No typical adjustment scheme is identified ; adjustments may or may not be responses to needs in terms of health or household size

Texto completoAlthough we know the importance of housing in the well-being of individuals, this area has not been much studied by French economists. There is a real lack of quantitative studies highlighting a causal link between public policies and their impact on housing. This thesis intends to fill this gap by producing empirical results using French data, but also to develop innovative methodologies for the implementation of valuation techniques. This PhD thesis is divided into two parts and includes three original contributions. In the first part, we place ourselves in the context of hedonic prices. We estimate, for the city of Marseille, the price that households allocate to the fact of living in a neighborhood rather than another. The second part focuses on the evaluation of public policies on housing. We evaluate two French legislative devices. The first is the device that allows so-called Scellier tax benefits when buying housing for rent. We use the fact that the provision applies only in certain areas to assess the impact of the scheme on land prices. The second evaluation concerns Article 55 of the SRU law which requires certain municipalities in pain of financial penalties to have more than 20% of social housing. We develop in this evaluation an innovative methodology to measure the incentive of the Law on the actual production of housing

A metodologia escolhida resultou do cruzamento de varias técnicas de pesquisa : enquetes semi-diretivas, entrevistas de longa duraçao e pesquisa participante. Este caminho reforçou a importância das categorias de analise da geografia social tais coma espaço de vida, espaço vivido, lugar e territorio. As politicas publicas sobre a habitaçao implementadas no Brasil e França nos ultimos anos foram estudadas nos capitulos 4 e 5, sobretudo os desdobramentos locais (nas cidades de Le Mans e Florianopolis) das politicas de descentralizaçao e de desengajamento do Estado na problematica da Habitaçao. The Nobel Peace Prize 2007 has been awarded to Al Gore and IPCC for their efforts to build up and disseminate greater knowledge about man-made climate change, and to lay the foundations for the measures that are needed to counteract such change. The "Grenelle de l'environnement" in France shows this new granted concern for governments. With the enlarging necessity to counteract climatic risk, governments can be however tried to escape from their environmental obligations. They can use emission tax or the tradable emission permits to support their national industry against international competition. The thesis is organized in two parts. The first part is a survey of the literature. Chapter 1 presents the strategic trade policy and chapter 2 includes its environmental dimension (chapter 2). The second part examines theoretical contributions and is organized as follows. Ln chapter 3, we analyze the impact of polluting firms' lobbying on strategic environmental policy with emission taxes. A market of tradable emission permits and a possibility (or not) of a market power for one firm on this market are discussed in chapter 4

Texto completoDeng xiaoping's reform era is characterized by a rapid unrbanization in comparison with the maoist economy which has achieved strong industrialisation with minimum urban growth. The analysis of the dynamics of urbanization from the perspective of the interaction of rural and urban policies and their effects leads us to emphasize the risk of uncontrolable migrations due to the persistent deterioration of the terms of trade between cities and rural areas and of the relative incomes of the rural population after 1984. The high urbanization of the 1980's (from 13% to 22%) has exacerbated the housing needs of the citizens and the mobilization of ressources in favour of housing. The building boom has created an acute financing problem in the context of the old welfare system based on the quasi-gratuity of rents. The analysis of the programs undertaken to reform this system after 1984 enables us to establish the causes of their failure, which have led to a pseudo-market, and to explore alternative solutions. A case study on the city of shanghai illustrates the links between local development strategies and the future trends in the housing reform

Texto completoMolds are common contaminants in indoor environments. Health effects associated with these microscopic fungi are multiple, including irritations, allergic reactions, infections and toxicity. Depending on the exposure level and the vulnerability of the populations, fungi may represent different public health risks. For example, damp and moldy dwellings are associated with chronic, respiratory diseases such as asthma and allergic rhinitis. However, the lack of valid tools for accurately measuring the environmental fungal exposure is one of the main challenges to better understanding the role of fungal products and particles in human health. In this thesis, diverse sampling techniques and analytical methods were evaluated for measuring the fungal contamination in the air, on surfaces and in settled dust. A quantitative PCR-based index was notably tested and compared with other approaches to assess fungal exposure in dwellings. By collecting and analyzing settled floor dust, this index successfully distinguished between contaminated and non-contaminated homes in Brittany, France. Quantitative PCR and this index are promising techniques for fungal exposure assessment in indoor environments. Further validation of these methods may lead to disease prevention approaches, particularly for vulnerable populations

Texto completoThe economic and demographic influence of the city of Marrakech is constantly shrinking. Its urban growth depends considerably of its own internal dynamic. Therefore it is of interest to study one of the forms of mobility i. E. Residential mobility. The latter will help us to understand better the urban stakes in the imperial city. The households in Marrakech are not very mobile. Their residential stability depends on factors related to structure and circumstances. The firsts include a weak purchasing power and the segmentation of the housing market. The seconds include sociodemographic and cultural factors which encourage residential stability. The path and the frequency of mobilities throw light on the evolution of the distribution of households in urban space and also on the demographic and socio-economic consequences in the different residential sectors. Therefore their impact on the map of movements and the practice of the space by each member of the households should not be neglected. Housing cannot be perceived independently from its environment any study should include spatial and also social representation in other spaces such as the neighborhood and the quarter. The perception of households in Marrakech has evolved with time. However the behaviors have evolved much quicker than practices. When households, in their behavior, try to withdraw into themselves and choose interpersonal and selective relations in their neighborhood their behavior express through an investment strongly appreciated. Even if this investment exists sometimes by force, cultural and community values encourage it in the majority of households

Texto completoThe question of social housing policies is studied with qualitative quantitative and records methods through the analysis of the case of guest workers. After Second World War these unskilled maghrebians workers were recruited for job vacancies. They were supposed to rotate back to their homeland. In the crisis situation of housing the French Algerians were erecting shanties around Paris and big towns in the strategic context of Algerian war. In French, at the difference of others European countries, a special housing society, la Sonacotra, was set up in 1956 to build and manage hostels for immigrant’s workers. This housing corporation has a specific status of mix policy between state and employers. With the state support and sponsorship, la Sonacotra has diversified national origins of the users of hostels and developed initiatives, like urban renewal, emergency programs and social housing organisations for family. In the management of single workers, la Sonacotra applies a hygienic action and supervise resident’s attitude. In reaction, mobilisation of users, a very long strike against too high rents and authoritarians management, limits possibility of Sonacotra's actions. Economical crisis and interruption of immigration in 1974 modifies context. Patrimony of company is too specific, segregated and under the residential norms. The hostels must been opened to French unemployed and in 1986 la sonacotra tries to develop programs for others publics. In the same time the length of stay increases noticely for the traditional foreigners' users. The lacks of workers’ mobility, due to labour crisis in building and industrial range, make these unskilled workers more dependent. They have some conflicts with others users of hostels and in the same time develop high degree of partnership between different status of users. In spite of the fact that inequities persist between users of hostels and the indigenous populations, the situation of first has become more similar to that of second

Texto completoThe shortage of the economic accommodation (housing) is a universal problem. The drift from the land became a phenomenon of mass at the world level as well as lack of employment (use) and the problems of unemployment due to the labor market. The strategy of the accommodation dominated the politics (policy) of the housing environment. In this system of running in the accommodation (hosting) we notice a deficit of planning in terms in particular of public equipments and infrastructures. The districts of social or said social housing environment meet to isolate besides from the city. Both cities (Alep and Paris) are characterized by the presence of a strong historic centrality: to Alep the hurdy-gurdy city / in Paris the center of Paris (from the 1st to the 7th district) where are situated most of the institutions recovering from the political and economic power. This thesis bases itself on the hypothesis that both cities (Paris and Alep) share, in spite of the difference of the culture, the history, of past, of the economic factor and of the administrative functioning, the same problems within the framework of the districts of social housing environment. We can quote the following problems: - Problem of social integration - Lack of adaptation in the middle urban -Deficit of public utility. The objective of this study is to examine - through both cases of the cities of Paris and Alep - the existing models in social housing environment to verify their relevance as answer to the problems of the housing shortage and the social and territorial cohesion as well as to the environmental stakes in the sustainable development

Texto completoMargaret thatcher's victory in 1979 and the following eleven years that make up the thatcher experiment have given rise to abundant literature which has sought to show that the year 1979 marked a turning point in the history of britain. The proponents of this thesis also argue that social policies enjoyed a high degree of political consensus after the war which was suddenly shattered in 1979. This research rejects this vision of post-war britain, or rather attempts to show that it does not apply to state housing. This thesis holds that state housing has never been the object of a consensus between conservatives and labour and that it has always been a polemical issue. Indeed, the divide which was to characterise state housing up to the 1970s emerged soon after it was decided that the state should be responsible for building houses for the working class. Since 1919 the conservatives have always considered that housing should not be a social service on a par with others but that it should be restricted to the categories of the population unable to provide for themselves in the market. On the other hand, labour has always regarded housing as a fully-fledged social service, access to which must be open to the whole of the british population so as to reduce social inequalities. Despite a brief compromise between 1939 and 1956 imposed by an exceptional situation, the two parties held firm to these contradictory conceptions of housing until 1965. From that year to 1979, labour gradually abandoned its previous philosophy of housing and took on board that of its opponents. This short spell of political consensus on the nature and aims of a public housing sector was brought to an end by the thatcherite experiment from 1979 to 1990, which was in fact a radical version of previous policies more than a real break with the past

Texto completoThe object of this thesis is to analyse the evolution of the specific housing supply in the conglomeration of Lyon and to look for appreciation elements of the current supply system directed to low income households. In the first time, the historical analysis of specific housing shows that the various forms of production (from post-war to the 1990's) have been formulated to respond temporarly the demand coming from low income population, waiting for public real estate policies allowing this population to have access to standard housing. The analysis of this specific production shows however that the temporary housing did not play its role of transit. In addition, the instrumentalisation of tools and the domination of local actors interests' over the defined modalities had made this type of housing a means of regulation and management of the targeted population in the urban area. In the second time and on the basis of this inventory, the analysis of the adapted housing which constitutes since the Besson's law (1990) shows the continuation of the previous policy. However the practices have been renewed with particularly the appearance of new actors and the integration of operational and social welfare competences. The local actors' system set up for the implementation of this policy has been obliged to undergo some compromises. The resulted housing seems, beyond its quantitative shortcoming with regard to fixed objectives, to respond more to the patrimonial strategies of the operators to the detriment of principles and beneficiaries

Texto completoThe theoretical framework of housing psychology is rather eclectic. Different models can be classified in three main categories: determinist, cognitivists and interactionist models. This categorization reflects historical as well as logical developments. The purpose of the work is to compare the efficiency of these models to explain empirical data. The author exposes a longitudinal study in which 120 families of identical economic level were interviewed twice. The survey was carried out in two areas, built and first occupied at the same time, with different planning and distance to the town center. There were two types of housing (semi-detached houses and apartments) for rent or for purchase in both areas. The results of this study are compared with many other researches on different aspects of housing: choice, decoration and fittings behaviours and neighborhood integration. Confronted to empirical data complementarity and limits of the different theoretical models came into sight

Texto completoThis dissertation deals with the issue of the impact of decentralisation on the distribution of competences and on the relations between public collectivities as far as social housing is concerned in choosing to put forward the passage from a housing- to a dwelling- policy, the author points to a transformation in public action itself. This evolution is first expressed through a growing participation of local collectivities in the national housing policy : a compulsory participation when policy-makers impose on decentralised authorities a direct intervention into the enactment of this state-policy; a voluntary participation when local (municipal departmental and regional) elected representatives intervene through their respective competences concerning town-planning, social policies, urban policies. . . This sharing of responsibilities between public collectivities is part and parcel of the wide move towards the territorialization of public policies which doubly affects housing policies. First it encourages the development of the institutional and conventional partnership between all the actors concerned. It also affects the working of the housing public service through the widening of the assignments and relations of + h. L. M. ; (council housing) organizations. Thus the housing policy has experienced, in just a few years, a major conceptual evolution which has led it to integrate notions about dwelling, responsibility and partnership. It now has to find the most relevant partnership tool and territorial level to take into account the globality fo the changes linked to the emerging of local dwelling policies within a decentralised institutional framework

The considerable demographic growth due to several demographic shaking in relation with the geopolitic situation of the country (forced and massive exodus of palestinian refugees), which had a negative consequences on the growth of the urban space conducted to a real housing crisis, notably in amman. The creation of several housing plans since 1966, to satisfy the different socio-professional categories, could not resolve the problem of housing: 30-40% families lives under line pauvrety (100dj monthly). We so deduce that there is no one housing policy, but housing policies. Jordanian experience in housing is of recent date, however the country is accumulating important financial facilities to construct housing. The arabe - israeli negociation looking for fair and durable peace, permets to jordan more stability and a possibility of realizing a true housing policy applied over the whole national territory, particulary for the low income sociale categories

The main theme is the participation of occupants in the space they live in organize themselves, propose and claim their citizenship rights. In other words, occupants have learnt how to use their dwelling space as action space for try to win their rights for citizenship. Taking right for lodgings as starting point, the thesis points out some important aspects of urban life whose protagonists have been occupants gathered in association, studied from the angle of urban social shifts. These shifts - as shown by analysis - have preceeded and influenced the political opening, far away from traditional pol itical sectors such as parties and trade unions, which have been favoured areas for clashes and have given its political meaning to collective action

Texto completoThought it's populated with forty-nine million inhabitants, iran whose economy is mainly based on oil industry, is still missing three million accomodations to enable every family to live in decent house as it is stipulated in the islamic constitution. The ministery of town plannings and accomodation defines the building patterns. In order to avoid land speculation, the urban grounds organization nationalizes and manages urban waste grounds. In fact, what they do, benefits families who can afford building their own flat. The accomodation foundation builds low price houses with the help of beneficiaries in town, it advises banks to grant rural credits to requirers. In the country it helps construction and renovation of accomodations, and the crusade for reconstruction is responsible for creating equipments and public services. Their activities are not sufficient according to the needs, particularly in the rural area where they practise their responsabilities. The government is investing in construction but few in accomodation since its part represents less than twenty per cent of total investments in this district. Social unequalities are tremendous mainly in the country where quite half of the population is living. The government purpose to provide an accomodation to every family can't be reach with those politics. It cleares a great pard of accomodation building to the private sector which is not motivated to invest in area being at a disadvantage

Texto completoUnderstand the relationship of the State to utilities that social housing is able to offer, specifically the distribution of rights and obligations in connection or on a rental housing assigned to the public service of social housing, is the foundation of our study. The relationship between public ownership and social housing, easily perceptible in case of mobilization of public properties for the realization of a housing project or public ownership of social housing, requires to be fully understood to reconsider the approach to ownership in public law, as it is in any private law. Neither the « classic » approach nor the « renovated » one of the property can grip the right owned by the State on social housing, only a « structural » approach allows. Based on this approach, public ownership is then heard, materially, as a public thing, because of the public nature of the person who exercises control over this thing, itself considered as a sum of utilities, and formally, as the right to public property, because of the public nature of the copyright owner, itself defined as the power to enjoy and dispose unless otherwise sources obligations of all the utilities that a thing is even to offer. In social housing, the State is not only holds a personal right on the provider of social housing, as it is traditionally on any manager of a public service, but also a real right on liability rental housing assigned to the public service of social housing. In other words, framing the power to enjoy and dispose of social housing landlord, the State reserves the value of rental housing affected in due proportion of the public funding of social housing activity, and this without being formal owner. Thus, the State controls the use value and exchange value of social housing yet belonging to others. Finally, like the wide confusion in the history of housing with the evolution of the design of the property, the history of social housing is largely coincides with the evolution of the design of public property

Texto completoOur research investigates the methods of evaluation of public policy concerning the rehabilitation of social welfare housing in France. The analysis is based on 103 evaluations of welfare housing rehabilitation projects on record and an evaluation in Woippy-Saint-Eloy (57) which we assessed. This study permitted us to bring to light the difficulties inherent to an evaluation: choice of an appraiser, the spatio-temporal dimension of resulting effects of an action and the interpretation of those effects. It also clearly points out the political nature of evaluations and demonstrates that the process of evaluation concerning welfare housing rehabilitation does not seem ti achieve it's principal goal: to analyze the consequences of an action and then follow up with the appropriate re-adjustments. The nonexploitation of information gathered during an evaluation excludes the positive evolution of existing programs. Moreover, the knowledge and know-generated by local evaluations rarely attains it's destination in the upper echelons. The evaluation therefore fails to achieve it's purpose, that of a "transitional tool", employed to transmit pertinant information between local communities - responsible for rehabilitation projects - and State Officials - "architects" of public policy
