Indeed, in the naval domain, when a navy ship leaves the dock, it should experience a set of missions within a finite time horizon. The business plan consist to perform as well as to schedule the overall missions. As a navy ship can achieve different type of missions (diplomatic, oceanographic, etc.), the system degradations varie according to both operational and environmental conditions. Therefore, the business plan consist on choosing among all possible missions those whose the cumulative duration does not exceed the finite time horizon. Such missions should be then scheduled and performed. On the other hand, our work deals with different maintenance policies such as systematic, sporadic, periodic and sequential. Generally, the maintenance actions are of two types, namely minimal corrective and inperfect preventive. Based on some assumptions (finite time horizon, dynamic failure law), the optimization of maintenance policy will be carried out using exact numerical procedures or meta-heuristic. To solve the joint optimization of business and maintenance plans, we use the integration of two types of meta-heuristic. The obtained solution should define the optimal business and maintenance plans given the history of missions performed, the experiences of other navy ships but also of all possible generic missions

Intelligent urban public transport systems help to improve the quality of life and the environment in cities. The rapid development of urban transport solutions has led to a large number of operators entering the market, thus preventing a global optimum. These discrete optimisations, without any articulation between transport operators, avoid the identification of a global optimum. As a result, the inefficient operation of urban public transport systems does not necessarily reduce the environmental cost. To address these challenges, this thesis proposes a methodology associated with mathematical models developing optimisation approaches for multimodal public transport networks, for achieving the best service policy while minimising operation costs in order to satisfy the principle of sustainability, frequently expressed in urban development goals

Texto completoIn France, most movie exptheaters are classified as Art et essai. How is it possible to account for the identity of these screening rooms within a communications framework ? As both a means to implement town and country planning policy and a potential resource for economic growth, the vast majority of Art et essai theaters in Midi-Pyrénées are viewed as local, convenience features. Yet, the convenience Art et essai theater has so far never been dealt with as such within academic analyses. The present research therefore offers a three-step approach to addressing this issue. Appraising the representations construed by the history of Art et essai as a movement allows first to characterize how theaters are run, following a hybrid model combining national-scale arts policy and on-site management, the latter being directly confronted with the particular realities of the terrain on which they operate. A diachronic scrutiny of overall Midi-Pyrénées Art et essai theater stock then allows to a) present how the partakers involved organize, b) point out their role in the setting up of a regional alternate approach to screening and c) exhibit the recent new deal within the power ratio. This genealogical approach which entails integrating evolutions linked with decentralization allows to draw a line amid today's Art et essai theaters, between service providers and project contributors. The results from two separate inquiries are then used to put this very distinction to the test. The first inquiry deals with regional Art et essai theaters' movie programming and the second with assessing the bearing of Art et essai public subsidies within their business model. Ultimately, the generally acknowledge representation of Art et essai's symbolic territory is to be reevaluated to allow for redefining the identity of Art et essai movie theaters as a long-term construct, whose evolution depends on their territorial foothold. Here, territorial foothold does not point merely to their marketing area but the intertwining of multiple dimensions (economic, political, social and geographic) that forms a meaningful and operating framework built both by viewers, theater management and local government

Texto completoThis thesis suggests an institutional economic analysis of a public policy system which aims at make farmers moving towards farming systems in which external effects of agricultural practices are under control. This work takes place in a conventionalist approach of agents' coordination. In that way, we first show one cannot deal with public problems which arise from external effects, such as water pollution for instance, unless there is a conventional agreement, sometimes temporary, on what agricultural activity is supposed to provide to whole economy. Four types of such agreeemtns, here called qualifications, are revealed through an historical analysis of the institutional, economic and political context in which the public policy system we focus on has been designed. The study of the institutional shapes of local coordiantions produced by the public policy reveals that the very dominant qualification is the industrial one, for which commodities production and external effects are cleary disjoined. Within this frame, external effects are under control through normalisation of agricultural practices, which normalisation is being undertaken by the public policy system. Elaboration and dissemination of norms is then studied mobilizing a model of knowledge creation borrowed from management approaches and trying to reveal institutions implied within. The thesis ends on the analysis of the key role of normalisation within the institutionnal change that governs the emergence of a new public regulation of European agriculture

The real estates of public hospitals contribute to the quality of required healthcare, the quality of patient care and working conditions of healthcare staff.Today, hospitals are designed and built without anticipating of future evolution of operation and maintenance costs. These costs that are an important contribution to the value of the overall operating budget are underestimated and far unknown.To overcome the lack of public finance, the government has so used the Public Private Partnership Contracts as a new procedure. Yet the government does not have a minimum of information about operating and maintenance expenses of its real estates. In this context, the Whole Life Cycle Costing is an innovative approach in managing public healthcare real estate projects.The problem developed in this thesis is to expend is to expend the knowledge of operation and maintenance costs of healthcare real estates. This thesis highlights the relationship between operating and maintenance costs and hospital activity. It proposes a more efficient response in the issue of estimating these costs by helping the director to take into account the healthcare activity and the architectural choices. It provides a decision making tool for designing and building a new hospitals for minimizing future costs of operation.This method is based on a model for estimating costs and on an observatory of real operation and maintenance costs of 37 public hospitals

Texto completoThe recent transformations in French agriculture and the emergence of the concept of sustainable development in the last decade have pushed politicians to defining new measures, of which most concern agriculture. Firstly, we propose to analyze the recent evolutions in French agriculture, particularly in the last mandate during which the most radical transformations occurred. However, the main part of the research concerns a particular aspect of spatial planning: the “Contrat territorial d'Exploitation” (the territorial exploitation contract), or CTE. The CTE is resulting from the analysis of transformations in agriculture and their environmental and territorial consequences. The CTE implies numerous restrictions, which we'll identify firstly through the complicated implementation, then through the spatial application in the French regions. Finally, the CTE at a local level are examined. They concern two provinces of the Franche-Comté region: the provinces of Haute-Saône and Doubs. This analysis allows apprehending the complexity of the instrument and the various types of contracts that exist in the studied areas. This results in a general typology of exploitations concerned by a CTE, who represents, besides the global tendencies of the province, an enormous geographical diversity of localisation. Even when it has been impossible to follow the application of the CTE, the analysis brings up numerous questions concerning the effectiveness of the instrument and of its successor, the “Contrat d'Agriculture Durable” (Contract of Sustainable Agriculture), or CAD

Texto completoMulti-unit systems maintenance optimisation is based on stochastic models which must take into account the stochastic evolution of the system, the maintenance actions and their impact on the system, and the monitorig information on the units state. The aim of this work is to focus on the monitoring model. Actually, the survey on multi unit maintenance optimisation presented in part one, shows that in most of existing stochastic models, the information given by the monitoring device is considered to be perfect. However, the detection algorithms used for systems diagnostis are characterised by errors such as non detection or false alarm, and detection delay. That is why we propose here to model one type of this default : a failure of one unit can be not detected with a given probability. We aim at optimising the following maintenance policy : the whole units are renewed preventively at the same time in order to avoid global system failure. We show that the optimal time of preventive renewal is totally conditionned by the evolution of an indicator of the system degradation. This indicator is a stochastic process (called failure rate process) and is calculated on the basis of the observations given by the monitoring device. The failure rate process is studied in the second part. It is calculated by writing the system failure indicator process as smooth semi martingale. Its paths are used in part three for the optimisation scheme. Numerical results show the maintenance cost obtained with our model taking into account monitoring faults is lower than the one obtained with models considering the information is perfect or does not exist

Texto completoOne of the most important consequences due to current developments in the rail industry is the increase of stresses on tracks and rolling stock; in terms of loads, frequencies, and both in terms of availability and security requirements. Therefore, looking for optimal maintenance policies to meet the availability, cost and security objectives has become a particularly topical subject. To address this need of maintenance strategy adjustment, approaches using bayesian networks have increasingly been used for the development of decision support tools. To overcome the restrictive Markovian assumption induced by the use of standard bayesian networks, a specific structure has been proposed to accurately model a degradation process in discrete case using any kind of sojourn time distributions. This approach called "Graphical duration model" make possible to describe multicomponent and multi state system behaviours by taking into account many exogenous variables. This semi-markovian modelling of the degradation has mainly been used to evaluate and compare different maintenance strategies based on corrective, systematic and conditional approaches. This PhD thesis aims to extend previous works to predictive maintenance policies. This approach, based on prognosis computations, has the advantage to predict the optimal intervention time maximizing the remaining useful life of the system and both satisfying operating and maintaining constraints. Considered systems have finite discrete state spaces and are periodically observable as many existing ones in the industry and particularly in the field of transport systems. The presented works, based on the dynamic bayesian network formalism and the graphical duration model, propose prognostic tools in order to model the set of predictive maintenance policies. A prognosis algorithm is first introduced to compute the remaining useful life (RUL) of the system and update this estimation each time a new diagnosis is available. To improve the prognosis estimation accuracy, a new degradation model is proposed to take into account the possible existence of many coexisting degradation modes. The principle is to identify at each time the active degradation mode and then to use this information to choose sojourn times considered in next states using conditional sojourn times distributions. At last, some solutions to reduce the complexity of inference computations are proposed

Texto completoComputer security is now a crucial issue. We are convinced that policy-based intrusion detection is a promising approach. This kind of detection is only based on both a model of the system state evolution and a model of the security policy. We aim at using policy-based intrusion detection systems (IDS) to monitor a system with OS running COTS software and web applications. We propose a detection model that can monitor information flow between information containers. We define a generic IDS architecture implementing the proposed model. This architecture is based on the collaboration between several IDS monitoring information flows at different granularity levels. We present an implementation of this architecture and the results of the experiments we realized on realistic Java applications

Texto completoThe increasing needs related to old age, dependency, disability, loneliness and more broadly exclusion leads to a tension’s exacerbationbetween family solidarities and collective solidarities. The solidarity crisis is a matter of concern as we observea familial solidarities crisis created by individualism and freedom leading to a weakening of familial liabilities and a collective solidarities crisis created by the welfare state’s economic difficulties. Thus, balance between familial and collective solidarities is a key issue regarding social policies conducted by modern States. The contemporary vision brings up the idea of a rediscovery of familial solidarities and an increasing role given to the economic role of the family through legal institutions such as the maintenance obligation and the assets transmission. The attention given to local solidarities tends to correct the weakening of collective solidarities, defined as the set of social supports and free social security benefits. The balance between familial solidarities and collective solidarities brings lawmaker to re think the role of State and family in regards of a person in need. This study demonstrates that solidarities are drifting from a system balanced by the subsidiarity between collective solidarity and familial solidarity to a new model based on complementarity between familial and collective solidarity. From that perspective, this thesis assesses the impact of familial solidarities, remedies and recoveries used by collectivities against food debtors and transmission of assets

Texto completoMobile applications are becoming complex software systems that must be developed quickly and evolve continuously to fit new user requirements and execution contexts. However, addressing these constraints may result in poor low-level design choices, known as code smells. The presence of code smells within software systems may incidentally degrade their quality and performance, and hinder their maintenance and evolution. Thus, it is important to know this smells but also to detect and correct them. While code smells are well-known in object-oriented applications, their study in mobile applications is still in their infancy. Moreover there is a lack of tools to detect and correct them. That is why we present a classification of 17 code smells that may appear in Android applications, as well as a tool to detect and correct code smells on Android. We apply and validate our approach on large amounts of applications (over 3000) in two studies evaluating the presence and evolution of the number of code smells in popular applications. In addition, we also present two approaches to assess the impact of the correction of code smells on performance and energy consumption. These approaches have allowed us to observe that the correction of code smells is beneficial in most cases

Texto completoThis thesis seeks to identify what are the determinants os sustainable Building Life Management (BLM) in chinese cities, starting from the observation of the short average lifespan of buildings in the People's Republic of china (PPC) and its impact on sustainable development. This thesis is divided into three parts. The first part highlights the determining variables of BLM in China. In this part, we demontrate thet buiding maintenance is the main lever of suistainable BLM. Sub-optimal maintenance decision-making is a multifactorail and complex phenomenon, influenced by the economic and political conditions governing the agents's decision on maintenance. The second part studies the five fundamental macroeconomic levers framing the decision-making of agents ; we also discuss the miroeconomic levers explaining the behavior of maintenance decision-making and we apply this model to three archetypes of political systems – liberal, traditional socialism, and mixed. In a thirs part, we return to the political system of China by analyzing the specifics of ownership of land, the tax regulation, the Hukou system, the urban planning and the emerging real estate market. From this analysis, we apply the analysis matrix previously presented in order to understand the causes of underinvestment in maintenance in the chinese context
