In this article, I raise a question and acknowledge a ‘feminist debt’. The ‘feminist debt’ is to the politics of location, and the question asks: what particular stipulations and enablements does a critical reflexive feminist politics of location put in place for knowledge production and for doing feminist theory? I suggest that there are at least three stipulations/enablements that a critical reflexive politics of location puts in place for knowledge production. Firstly, it demands/enables scholarly accounts to reveal their location within the prevailing entanglements of power relations and to highlight the politics of struggle that underpin these. Secondly, it demands/enables conceptual work from different geographical spaces – and in particular, it facilitates the production of conceptual work in non-standard background contexts and conditions. And finally, a critical reflexive politics of location demands/enables a methodological response to capture the different conceptual and analytical and empirical knowledges produced in different locations.

Resumen
Abstract This article offers a transnational feminist reading of Marjane Satrapi’s graphic novel Persepolis based on the genealogy of politics of location. Articulated by Adrienne Rich in 1984 and criticized and evolved by Karen Caplan, the concept of politics of location provides a framework for rereading the graphic novel that highlights intersectional aspects of identities that appeared in the text. Through this lens this article looks at how Satrapi ties her personal story to the story of other Iranian women and at the nuances of the identities she represents to her Western readers. Notably, the article examines the politics of writing trauma, gender, and race into the text and analyzes the picture of other Iranian women through the mirror of Satrapi’s graphic novel. It argues that in writing Persepolis, Satrapi has made an undeniable contribution to challenging the dominant narratives of nationhood and female citizenship by documenting the trauma of the Iranian Left in the history of the nation. However, because of her specific color-blind politics of race and antireligious politics of gender, her work overlooks some groups of Iranian women’s existence and experiences. Thus this article argues against reading and teaching Persepolis as representative of Iranian women or a universal version of Third World feminism.

Resumen
The dissertation studies feminist knowledge production through translation in the context of post-communist Eastern Europe. It focuses on one case study, the Serbian translation of the American feminist health classic Our Bodies, Ourselves (OBOS) through the lens of the politics of translation and reproduction. The translation, Naša tela, mi (NTM), was published by a group of feminist activists from the Autonomous Women’s Centre (AWC) in Belgrade, Serbia in 2001. By focusing on this one case study, my dissertation offers an in-depth analysis of the political, social, linguistic, and feminist dimensions implicated in the transfer of a Western feminist project from one geopolitical location to another, to a post-socialist, post-conflict Eastern European country in the 1990s. Against the background of the Yugoslav wars and the influence of ethno-nationalism in the 1990s, I examine the development of domestic and transnational feminist networking, including the Belgrade feminists’ work with victims of domestic and sexual violence and refugees. I assess the extent to which NTM serves as oppositional discourse to the changing politics of reproduction and pronatalist discourses around abortion and fertility in Serbia in this period. Furthermore, I analyze NTM’s contribution to local feminist knowledge on women’s reproductive health, rights, and sexuality. I emphasize the importance of the local context, including the history of abortion access and traditional gender relations. Methodologically, the dissertation is based on interview data, archival documents, and comparative textual analysis. The dissertation draws attention to feminist knowledge production across uneven geopolitical borders, translation flows across the East-West divide, and the role of English in transnational feminist networking. The dissertation brings together the politics of translation and the politics of reproduction and calls for further studies into the role of translation in transnational feminist patterns of knowledge production.

Identity always presupposes a sense of location and a relationship with others and the representation of identity most often occurs precisely at the point when there has been a displacement (Bhabha cited in Papastergiadis 1995:17, emphasis added). In this study I focus on the condition of displacement, placing emphasis on the disjunctures of identity arising from temporal and physical dislocations and relocations in historical and postapartheid South African contexts. Displacement, and the attendant senses of dislocation and alienation it may evoke, is explored with reference to three selected female personae. For each persona, displacement is shown to provoke transmutations in subjectivity and identity, resulting in disjunctive identities and relationships with place. Their individual narratives raise questions around the consequences of displacement for a sense of (un)belonging and the (re)making of identities across geographical, cultural, temporal, ethnic and environmental borders. The pivotal role displacement plays in the processes of formation and transformation of subjectivity and identity is foregrounded. Familial histories of diasporic displacement, together with colonial legacies that have shaped my subject position as a white, middle-class, female South African woman, are interlaced with a recounting of personal experience of displacement in postapartheid South Africa. This personal sense of displacement, experienced between the years 2000 to 2006, is extended to a discussion on what is argued to be collective forms of white, English-speaking South Africans’ dislocation during the same time period. I suggest that their sense of displacement was experienced in relation to the uncertainty of their subject positions in postapartheid South Africa. In the practical and theoretical components of the degree, I consider how the three personae’s subjectivities are practiced and lived from their different space-time continuums. This exploration prompts further questions around how the effects of displacement on subjectivity and new identity formations are contingent upon each persona’s relation to the Other of colonial discourse, or the other-strangerforeigner within. Although there are marked differences between their colonial, diasporic and postcolonial contexts, a central theme that underpins the study is that the three conditions of displacement are linked by disjunctures arising from processes of dislocation, alienation, relocation and adaptation. Each persona’s epistemological reality is shown to comprise multiple ambivalences and ambiguities, and is marked by processes of cultural contestation and inner conflict. Their ambivalences and ambiguities encompass slippages between positions of inclusion and exclusion; insider and outsider; inhabitant and immigrant; alienation and belonging; placelessness and locatedness; homely and unhomely that the experience of uprooting and relocating foregrounds. While displacement is understood in terms of trauma and conflict, this condition is also regarded as a generative space of possibility for the emergence of new identity formations. Using my experiences of self-transformation and renegotiation of my identity through processes of cultural contact and exchange as a departure point, I consider ways in which collective white, English-speaking South Africans’ cultural identities are being reformulated, renegotiated or ‘hybridised’ in postapartheid South Africa as a transforming, postcolonial society.

This thesis attempts to discover the links between concepts of identity and origins, and Canadian women's writing. The work of three English-speaking Canadian women writers, Mavis Gallant, Margaret Atwood and Alice Munro, will be examined in order to discover the ways in which their writings problematize feminine subjecthood, and in doing so shed light on a specifically Canadian 'discourse' of identity. I posit thereby, that perceiving the absences and silences structuring their modes of representation is a (symbolic) means of perceiving Canada as a dualistic, fractured, and contradictory unity. This implies a dialogue between text and context: a reading of one through the other. The three writers in question draw on diverse, and often opposing, centres of cultural and personal consciousness. I shall attempt to demonstrate however, that the problematical concept of origins and its relation to location and to feminine self-hood defines all three. To do so I have chosen those texts, whether novel or short story, which to my mind best articulate the social, cultural and symbolic discourses informing the definition 'English-speaking Canadian Women's writing'. Other works not included would undoubtedly have proved of interest, but the type of 'close reading' which such themes required entailed an automatic limitation on the range of fiction under scrutiny

The aim of this study is to investigate the relevance of social class in relation to general support for the Labour Party both within a national and localised context, with a specific focus placed upon the area of North-West Cumbria. This is achieved by following the research hypothesis that states that the party since the emergence of New Labour, is with their classless brand, more effective on a political level than their collectivist Old Labour predecessor. Such analysis, using a mixture of primary and secondary methods, is framed within a three-themed research phenomenon. The phenomenon begins via the first theme ‘Class/Identity’ which defined the extensive atomised shift in perceived class categorisation in contemporary Britain. The analysis of the latter then links to the second theme ‘(Labour) Party’ which evaluates such shifts to that of Labour support, ranging from the historic ‘Old’ and ‘New’ eras to the present ‘Post New’ incarnation. This primarily states how the rise of the New Right inspired New Labour to modernise their core political message to accommodate the new atomised class culture, so as to gain broader levels of support. The research phenomenon concludes with the third theme ‘Geography (North-West Cumbria)’ which explores how such class atomisation affected Labour support on a broad locational basis, particularly within North-West Cumbria. The thesis findings generally concur with the research hypothesis since the New Labour brand was somewhat successful in rural areas which hitherto had been deemed unattainable by Old Labour. Such findings, be it nationally and/or locally, are a symptom of contemporary class times where political allegiance has become less ideologically centred, and more brand-orientated and homogeneous. This thesis structure also makes a contribution to qualitative methods research as it provides a template of how such a research hypothesis and phenomenon can be theoretically and practically integrated.

Resumen
This paper examines what the public, architects, urban designers, and city officials can learn about significant public spaces from emergent technologies and data generated from growing social media. Interrogating this analytical method aids us to recognize social media’s potentials, such as gaining a deeper understanding of the relationship between how public spaces are “represented” and how they are “physically experienced” through the means of technology. This investigation combines emerging image recognizing algorithms— Semantic Segmentation—with location-tagged images from Instagram to investigate the newly opened Seoullo 7017 walkway in Seoul. It argues that we should recognize these newly generated “big data” as a form of “collective intelligence” that can stimulate proactive engagement with our everyday interactions with public space. Equally, the findings of this investigation reveal to our society how to cautiously engage these “collective intelligence” with counterbalancing values.

Ever since the onset of the Internet and the rapid development in communications, a paradigm shift has been occurring between the human resources and the management systems in place. That shift has already rendered plenty of legacy management systems obsolete and ineffective. Evidently, the acceleration of data transfer speeds has produced a side effect in decreasing the location dependency of the average worker in certain industries, which in turn created a new challenge for the contemporary manager especially when dealing with remote teams and time-management of the same. This work-location decoupling meant that new systems had to be created, new studies to be introduced and plenty of modernization to the legacy control systems had to be implemented. And fast! This paper contains a systematic review of available software solutions for time management, location independency, virtual work and work teams and will provide analytic insight.

Equity and justice have always been important norms in the field of urban planning. With the gradual deepening of understanding of residential environment, the research context of equity and justice related to location is becoming more and more sophisticated. Recently, varieties of subjects Including Public Health and Geography focus on the inequity of public resources in spatial distribution and how to measure the degree of this gap. In general, the mainstream measurement methods can be summarized into two categories: (1) The description of phenomenon caused by the spatial inequities, and accessibility is a typical method of this type. (2) the direct quantification of inequity, such as Gink Coefficient which is originated from the economics field and introduced into the measurement of health equity, and Getis-Ord General G, together with Moran’ index is the most commonly method used into the general spatial autocorrelation. In this paper, based on the overall literature review of the concept of equity in the study using these methods and a summary of their specific context of the measurement using, nursing institution in Shanghai, China are regarded as a typical case to practice these methods and compare the differences in using. Meantime, the impact of the politics and planning related to this special facility is also been considered. Results show that, accessibility of nursing institution among elderly groups is much different under different research distance, and the overall trend seems like the research units in suburb appears higher accessibility than those in highly urbanized area. And Gink Coefficient helps us determine the proportion of the elderly population in different reachable areas in Shanghai is within a reasonable range. However, Global Moran’ index provide reliable evidence that the existence of the aggregation combined by the high-value units. It indicates that there are inequities among the distribution of aged-nursing resources, and Local Moran I (LISA)help us to find the specific boundaries of these areas. In general, in the study of the equity related to location, accessibility can only reflect the differences phenomenon in distribution, but it is not clear to describe this gap to what extent, and it’s difficult to achieve the possibility of comparison among different periods and different subjects. The Gini coefficient often focuses on the unfairness of the distribution of people, but ignored the aggregation characteristics of the spatial dimension, which the analysis of spatial autocorrelation can make up. Las políticas habitacionales construyen parte de la ciudad, materializando un hecho urbano. En base a la experiencia transitada en la implementación del Plan Federal de Construcción de Viviendas en la Provincia de Buenos Aires podemos leer efectos dispares en las ciudades y en la vida de las personas. La localización de las viviendas y el suelo utilizado fueron insumos utilizados para verificar si, en tanto política social, la política habitacional actúa redistribuyendo renta urbana, mejorando la localización de la población en la estructura urbana. En este trabajo nos proponemos problematizar a la política habitacional, como parte de la política urbana, analizando tensiones y relaciones. Apoyados en la mediación que nos propone el PFCV, indagamos en la implementación de la política en la Provincia de Buenos Aires. Algunos municipios han llevado adelante algunas estrategias novedosas saldando experiencias y aportando un camino en pos de implementación de políticas habitacionales enmarcadas en políticas urbanas integrales. Housing policies are part of the city, an urban fact materialize. Based on the busy experience in implementing the Federal Housing Construction Plan in Provincia of Buenos Aires we read different effects in cities and in the lives of people. The location of houses and land used were used to verify whether, as social policy, housing policy inputs urban acts redistributing income, better localization of the population in the urban structure. In this paper we propose to problematize the housing policy, as part of urban policy, analyzing tensions and relationships. Supported in mediation is proposed in the PFCV, we investigate the implementation of the policy in the Province of Buenos Aires. Some locals governments have carried out some new strategies settling experiences and providing a path towards implementation of housing policies framed in comprehensive urban policy.

Resumen
Governments and political parties with an armed history are not unusual, yet how these groups function during and after the transition from conflict has largely been ignored by the existing literature. Many former armed groups have assumed power in a variety of contexts. Whilst this process is often associated with brokered peace agreements that encourage former combatants to transform into political parties, mobilise voters, and ultimately stand for elections, this is not always the case. What is less clearly understood is how war termination by insurgent victory shapes patterns of post-war politics. This rapid literature review collates available evidence of transitions made by armed groups to government. The literature collated presents a mixed picture, with transitions mediated by an array of contextual factors that are location and group specific. Case studies are drawn from a range of contexts where armed groups have assumed some influence over government (these include those via negotiated settlement, victory and in contexts of ongoing protracted conflict). The review provides a series of readings and case studies that are of use in understanding how armed groups may transition in “post-conflict” settings.

The relationship between armed groups and mining is complex. Reports of armed interference in mining are provided by the United Nations (UN) Group of Experts on the Democratic Republic of Congo (DRC) and reported in the literature, including which groups have been found to operate in which areas. Academic analysis finds the presence of industrial mining companies reinforces the power of politico-military entrepreneurs. This rapid review found a relatively large body of literature on the issue of armed groups and mining. Articles are a mix of academic literature and agency report prioritised based on relevance to the question, date, and location. The complexity of the issue requires broader investigation than is possible within the scope of a K4D helpdesk.

This report describes the effects of climate change for Finland from the view of comprehensive security. The report examines both direct and indirect climate security risks as well as transition risks related to climate change mitigation. The report is based on previous research and expert interviews. Direct security risks refer to the immediate risks caused by the changing nature of natural hazards. These include the risks to critical infrastructure and energy systems, the logistics system, health and food security. Indirect security risks relate to the potential economic, political and geopolitical impacts of climate change. Climate change can affect global migration, increase conflict risk, and cause social tensions and inequality. Transition risks are related to economic and technological changes in energy transition, as well as political and geopolitical tensions and social problems caused by climate change mitigation policies. Reducing the use of fossil fuels can result in domestic and foreign policy tensions and economic pressure especially in locations dependent on fossil fuels. Political tension can also increase the risks associated with hybrid and information warfare. The security effects of climate change affect all sectors of society and the Finnish comprehensive security model should be utilized in preparing for them. In the short run, the most substantial arising climate change related security risks in Finland are likely to occur through indirect or transition risks. Finland, similar to other wealthy countries, has better technological, economic and institutional conditions to deal with the problems and risks posed by climate change than many other countries. However, this requires political will and focus on risk reduction and management.

The article explores the key vocabulary of 2020 in the network space of Ukraine. Texts of journalistic, official-business style, analytical publications of well-known journalists on current topics are analyzed. Extralinguistic factors of new word formation, their adaptation to the sphere of special and socio-political vocabulary of the Ukrainian language are determined. Examples show modern impressions in the media, their stylistic use and impact on public opinion in a pandemic. New meanings of foreign expressions, media terminology, peculiarities of translation of neologisms from English into Ukrainian have been clarified. According to the materials of the online media, a «dictionary of the coronavirus era» is provided. The journalistic text functions in the media on the basis of logical judgments, credible arguments, impressive language. Its purpose is to show the socio-political problem, to sharpen its significance for society and to propose solutions through convincing considerations. Most researchers emphasize the influential role of journalistic style, which through the media shapes public opinion on issues of politics, economics, education, health care, war, the future of the country. To cover such a wide range of topics, socio-political vocabulary is used first of all – neutral and emotionally-evaluative, rhetorical questions and imperatives, special terminology, foreign words. There is an ongoing discussion in online publications about the use of the new foreign token «lockdown» instead of the word «quarantine», which has long been learned in the Ukrainian language. Research on this topic has shown that at the initial stage of the pandemic, the word «lockdown» prevailed in the colloquial language of politicians, media personalities and part of society did not quite understand its meaning. Lockdown, in its current interpretation, is a restrictive measure to protect people from a dangerous virus that has spread to many countries; isolation of the population («stay in place») in case of risk of spreading Covid-19. In English, US citizens are told what a lockdown is: «A lockdown is a restriction policy for people or communities to stay where they are, usually due to specific risks to themselves or to others if they can move and interact freely. The term «stay-at-home» or «shelter-in-place» is often used for lockdowns that affect an area, rather than specific locations». Content analysis of online texts leads to the conclusion that in 2020 a special vocabulary was actively functioning, with the appropriate definitions, which the media described as a «dictionary of coronavirus vocabulary». Media broadcasting is the deepest and pulsating source of creative texts with new meanings, phrases, expressiveness. The influential power of the word finds its unconditional embodiment in the media. Journalists, bloggers, experts, politicians, analyzing current events, produce concepts of a new reality. The world is changing and the language of the media is responding to these changes. It manifests itself most vividly and emotionally in the network sphere, in various genres and styles.

Malaysia offers a unique lens to evaluate the changing dynamics of radicalization and extremism in Southeast Asia, as the threat of both home-grown and external extremism grows. The country’s geographic location, bordering multiple active centers of violent extremism (the southern Philippines, southern Thailand, and Indonesia), makes it particularly vulnerable to further threats from violent extremism and terrorism, as regional and local violent extremist organizations (VEOs) exploit Malaysian geohistorical contexts and growing grievances related to social and political instability. Threats and risks of violent extremism are especially pronounced and manifest with severe consequences in the Malaysian state of Sabah. This policy note advances a granular review of the dynamics underlying radicalization risk in Sabah, Malaysia, in order to extrapolate an analysis of emerging areas of threat and risk of violent extremism facing Southeast Asia. It offers an opportunity to better understand current and future threats and risks of violent extremism facing Southeast Asia and identifies important trends and recommendations for policymakers and practitioners in mitigating the spread of violent extremism and radicalization to violence in Sabah. The policy note also considers how building local preventing and countering violent extremism (P/CVE) capacity can mitigate Malaysia’s role as a staging area, transit hub, and conduit for the transportation of weapons, operatives, finances, and supporters to other regional and global terrorist organizations.

The aim of adaptive programming (AP) is to produce adaptive, flexible, iterative, responsive, problem-driven, politically smart, locally led programmes which are effective and efficient and meet donor requirements for accountability. This is a rapid desk review of recent literature on AP including academic and grey sources. Section 2 covers the main challenges and barriers to successful implementation of AP. Key success factors are covered in Section 3. Selecting the appropriate monitoring and evaluation tools such as outcome harvesting or adapted versions of Value for Money to assist in measuring outcomes and embedding learning is key to successful AP, particularly in governance programmes, where results are usually long-term, non-linear and causality can be difficult to specifically trace back to the donor-funded intervention. Section 4 details three case studies from the governance arena as this report was requested to assist in designing adaptive governance programmes. Thus, the State Accountability and Voice Initiative (SAVI) from Nigeria, Chakua Hatua from Tanzania, and Within and Without the State (WWS) from conflict regions are included to show how flexible indicators, donor communication and negotiation, empowering teams and adopting monitoring and evaluation tools assisted in successful AP outcomes in different locations and political contexts. The challenges faced and drawbacks of certain processes were fed into efficient feedback loops fostering cross-communication, adaptation, and modification to ensure procedures and policies were changed accordingly. Sources used are primarily from the previous 5 years, as per K4D norms, unless the work is seminal, such as the ODI Report (2016) Doing Development Differently, which encouraged over 60 countries to sign up for the AP methodology. This review found a substantive body of literature on AP methodology the relative recency of academic attention on AP in the development less evidence is available on case studies of AP in the development sector, as there are not many ongoing projects and even fewer have been completed and results assessed (ICF, 2019). There is also a lack of case studies on how dynamic, empowered, innovative teams successfully apply adaptive programming ideas, particularly providing behavioural insights about such teams (Cooke, 2017) as well as little attention to precipitating and sustaining behaviour change in institutions over the longer term (Power, 2017).

The COVID-19 pandemic has been tremendously difficult for many people across the globe. What was initially viewed as a health crisis affected societies to their core, many of which were already grappling with the devastating effects of climate change, as well as other challenges such as political instability and conflict. While each of these crises has its own identifiable causes, the increasingly interconnected nature of our world means that these shocks or hazards and the knock-on effects from them cannot be viewed in isolation. Indeed, the number of record-breaking disasters witnessed over the past years and their cascading effects across sectors and borders have illuminated those interconnections as never before. Similarly, interconnections became very visible whenCOVID-19 started to spread around the globe. The unfolding pandemic prompted a range of policy measures to limit the spread of the virus and avoid health systems becoming overwhelmed. Yet the effects of these measures, including stay-at-ho-me orders and shutdown of public life, while highly important to prevent health system collapse and reduce COVID-19 fatalities, hit the most vulnerable the hardest. Underlying vulnerabilities such as poverty, precarious jobs in the informal economy, lack of access to education and, structural gender biases were exacerbated by the pandemic. This report sheds light on the complexity of risks in a highly interconnected world, and present lessons for risk management. Focusing on COVID-19, it shows how, through the interconnectedness of societies and the underlying vulnerabilities within them, the direct and indirect impacts of the pandemic have revealed the systemic nature of risk. Through a case study approach, it demonstrates how the pandemic triggered a multitude of impacts far beyond the direct health crisis, including joblessness, debt, civil and domestic violence and the derailment of their children’s education, among many others. In many locations, women suffered disproportionately, whether as a result of bias in employment patterns or other pre-existing gender biases in society. Drawing on insights from different case studies across the world, this report also offers lessons from the pandemic for understanding risk more systemically, and presents recommendations for risk management moving forward.
