Texto completo“Trafficking” is not a thing. It is not an event. You cannot point a finger at it or take a photograph of it. “Trafficking” is a convenient, simple and useful label attached not to a single phenomenon but to a complex series of states and events that individually may or may not be harmful or wrong.”1Increasing attention has been given to the issue of trafficking in human beings worldwide because it is a gross violation of human dignity and human rights. Hundreds of thousands of women and children are now commodities sold on an international market to be exploited in prostitution, pornography and forced labour. No country is immune because trafficking is a problem that goes beyond national borders. This thesis focuses on the example of one country, namely Georgia, and its position in the fight against trafficking in human beings. The thesis employs a qualitative research strategy and a case study research design. As a developing country, Georgia greatly depends on assistance from various stakeholders from the international community and local civil society. Thus, the thesis examines a network of cooperation for the formulation of anti-trafficking policy with the help of foreign governments, international organizations and local non-governmental organizations. The conclusions drawn from the conducted research can be summarized as follows: anti-trafficking policy is a specific policy area where issue experts having knowledge about various aspects of this phenomenon count as much as establishments possessing political, economic and organizational power. Thus, anti-trafficking policy formulation and development in Georgia can serve as an example of an issue network.

Texto completoThe purpose of this project was to analyze Assembly Bill 1421, known as Laura's Law, from a social work perspective of recovery-oriented care. Gil's framework was used to assess primary and secondary data from journal articles, government publications, and law reviews. A review of the literature was conducted to understand the historical background of coercive mental health treatment. Coercive treatment has been a pervasive problem generated from public fear and misconceptions about the association between mental illness and danger. Laura's Law was established as a result of the murder of 19 year-old Laura Wilcox by an individual with serious mental illness. The law's primary stated objective was to provide preventative mental health services to those identified as most in need before tragedy struck. Significant shortcomings were discovered within the analysis and alternatives to this policy are suggested as well as the implications for social work policy and practice.

his thesis presents a three part methodology for analyzing the ow of taxable income in large partnership structures. The method forms the basis for prototypical software which would clarify many complicated basis adjustment issues associated with partnership taxation. Partnerships, the most common form of "flow-through" tax entities, have rapidly increased in size, complexity and economic relevance between 2005 to 2015, as well as resulting in an estimated $91 billion in underreported income. Many of these partnerships have upwards of one million direct and indirect partners, as well as 100 tiers of additional large partnerships. This surge in the number of partnerships, combined with the highly complicated nature of US partnership taxation law, requires novel techniques to evaluate the tax consequences of increasingly complex financial activity. A computational methodology is presented in this thesis for understanding and analyzing the allocation of taxable income in large partnership structures, with particular focus on characterizing abusive tax behavior. First, a formal notation is established to fully describe how taxable income is allocated in partnerships, forming the basis of a functioning partnership tax calculator. Next, a simulation is described that processes transaction sequences through partnership structures, as well as a method for assigning audit likelihood to potentially suspicious combinations of financial activity. Finally, a means by which to optimize a) transaction sequences that minimize both tax liability and audit likelihood and b) auditing procedures that characterize abusive tax behavior in a compact form is established. The proposed methodology offers taxpayers, auditors and policy-makers a computational approach to resolve uncertainty in partnership taxation, lower the cost of the auditing process through automation and provide a conceptual exploration of tax policy implications.

Texto completoChapter 1: Sovereign Debt in the US and Growth Expectations
This chapter studies the effect of changes in expectations of long-term GDP growth on US government debt and deficits. Long-term growth expectations are an essential determinant of expected future revenue growth and fiscal solvency. I present evidence that US government debt and deficits are positively correlated with long-term GDP (and revenue) growth forecasts from the Congressional Budget Office between 1984 and 2012. This is robust to controlling for current growth and to using à-la-Kalman estimated forecasts for a longer time span. This stylized fact is novel in the macroeconomics literature and I develop a new model of government behavior that explains it.
My model features endogenous (forward-looking) purchasing behavior for the government. This distinguishes my model from standard macro theories that assume exogenous government purchases, or ad-hoc backward looking policy rules for government purchases. It builds on the recent ‘long-run risks’ literature by assuming shocks to the trend growth rate of total factor productivity. The model matches the observed positive correlation between fiscal deficits and the trend growth rate, based on the government’s desire to smooth public consumption over periods of higher (or lower) long-run productivity growth.
Chapter 2: Government Debt Maturity and Debt Dynamics in EA Countries
This chapter presents a new comprehensive database on sovereign debt stocks and yields, at all maturities, for six EA countries: Belgium, Finland, France, Germany, Italy and Spain between 1991 and 2013. I constructed this database by combining information from different sources (treasuries, national central banks and statistical offices), on a security-by-security basis. A recent literature has shown the importance of debt maturity management in the US - e.g. Hall and Sargent (2011) - however, due to lack of data, this key issue remained unstudied for the EA. Thus, I use my database to study the effect of debt maturity management on the evolution of government debt in EA countries.
My main finding is that debt maturity also had an important effect in debt dynamics of the EA. The debt maturity structure affects debt dynamics because longer maturity shields the government budget from changes in interest rates. In general, interest rates in the EA have fallen since 1991 while treasuries in the region extended debt maturity. Thus, an increasing number of long-term bondholders experienced large capital gains. Counterfactual simulations show the impact of a different maturity structure on the evolution of debt and suggest that extending debt maturity in 2014 and 2015 would result in lower debt ratios by 2022. I also estimate the debt-to-GDP erosion induced by higher current and future inflation and find that inflation would lower the fiscal burden in EA countries much more than in the US.
Chapter 3: Quantifying the Role of Debt Management for Fiscal Self-Insurance in the EA
The last chapter provides evidence of debt management being an effective tool for protecting the government budget from fiscal spending shocks in the EA. In particular, I document that sovereign bonds of EA countries had a significantly lower real return in response to government spending shocks between 1991 and 2013. Importantly, longer bond maturity generally implied a larger drop in returns. This is in line with theories claiming that long-term debt provides fiscal self-insurance. However, my finding suggests that medium-term debt is more effective in hedging against spending shocks.
I identify government spending shocks in a Structural VAR model estimated with both aggregated quarterly fiscal data for the EA and stacked data from individual countries. I also use a simple FAVAR model to distinguish between common and idiosyncratic (country-specific) shocks and document that the former risk was hedged more effectively. The introduction of the Euro reduced the absorption of idiosyncratic shocks (relative to common shocks) by bond returns. However, the European debt crisis brought the degree of fiscal self-insurance against country-specific shocks back to pre-Euro levels. Finally, debt maturity seems to play a minor role in the absorption of country-specific shocks by the return on sovereign bonds.

Texto completoThe purpose of this study was to conduct a policy analysis of Seth’s Law 2012. Bullying on school campuses is a severe and pervasive problem that has been shown to cause detrimental risk factors and negative outcomes for many LGBTQ youth. This study utilized a qualitative design, collecting data from primary and secondary sources that addressed this legislation. Results indicate that LGBTQ youth are bullied at higher rates than heterosexual youth. Additionally, the results indicated that stricter anti-bullying legislation that holds the Department of Education and its school districts accountable for following such laws is needed. Implications for social work practice, policy, and research were discussed.

The concept and the practice of space style is based on related land policy legislated by the country. Therefore, analysis for the policy’s formation and transformation has become an important issue. In addition, such policy analysis should be conducted on the time dimension. This study, therefore, is based on the progress of law for zone expropriation to generalize the thoughts and revolution process of zone expropriation. It also summarized the political transition in Taiwan and obtained a historical concept. Elite theory was then applied to analyze the formation of contents of zone expropriation policy and the transformation process for the policy. Study results have shown that the determination of zone expropriation policy is deeply influenced by the concept of Elite, and the influence from the public and interest parties is limited. The objectives for the expropriation policy are to reach “the appreciation of land goes to the government”, “land profit is shared by the public”, “to obtain the lands for public facilities”, and “to reserve the lands”. Also, regarding to the time axis for method development, it can be generally categorized as from “expropriation period” to “the period of rezoning for urban land” and then followed by the “zone expropriation period”. The policy making for zone expropriation is constructed on the Elite decision-making model, which will definitely be challenged and hard for enforcement in the democratic process in Taiwan. This study, therefore, suggests that public opinion should be taken seriously and the communication with the public should be enhanced. Consequently, a formal policy making system should exist to enact policies publicly and transparently, while people’s need and support should be considered as a must for evaluation. In conclusion, this study suggests that the model of systematic decision-making model should be combined with the Elite decision-making model, so that a “developed decision-making model” could be built and should be the model for zone expropriation policy making in the future.

Abstract Based on the public security defense indicator, the study analyzes the gap between the current public security conditions and the general public’s satisfactions. Through secondary data analysis, quantitative interviews, relative theoretical proof and document forum, the study hopes to identify the realistic and public-expected values in public security defense area; and to analyze current Taichung city’s public security defense issues. Also this study plans to evaluate Taichung city’s policies, to propose feasible public security policies to improve Taichung city’s public security and raise general public’s satisfactions. Using secondary data research, the study identifies Taichung city’s public security issues. Also through quantitative interviews, it discusses the possible causes of Taichung public security issues. Last, the cross-analysis between criminal theories and Taichung city’s related documents, the conclusions are as below: 1) There is a certain gap between the current Taichung city public security conditions and general public’s expectation 2) A city that is as commercialized and industrialized as Taichung city, it is difficult to monitor the alien criminal population 3) Overall the service quality and performance of Taichung city police department needs improvement 4) Public security defense objective overemphasizes on processing security indicators 5) Bad image of high crime rate has negative impact on public’s confidence in security indicator performance statistics 6) Media promotion/communication is under utilized to increase efficiency 7) Police’s training in specific area and technology regarding crime investigation needs to be improved Based on the study conclusions, below are the concrete proposals: 1) Carry out question oriented police policies 2) Introduce area cooperation defense to block fleeing criminals and resolve the alien criminal population issues 3) Raise police personnel quality, and improve police job skills, and overall service quality to the general public 4) Police policies should be based on both objective and subjective public security performance indicators 5) Reverse the bad image of crime to reflect the truth, aggressively monitor public security indicators to gain public confidence 6) Improve media communication, crime prevention broadcasting, and promote police’s crime cracking and prevention achievements/results 7) Strengthen education trainings, enhance technology regarding crime investigation skills
