The presentation was followed by a question and answer period. Resumen
Social injustice and calls to activism take many forms, whether in environmental, medical, legal, political, or educational realms. In this article, I consider the role of activism in ethics institute initiatives. First, as a case study, I discuss an activist initiative for police reform led, in part, by the Kegley Institute of Ethics at California State University, Bakersfield. Specifically, I outline the formation of the Bakersfield Police Department—Community Collaborative (BPD-CC), created to review regional and national police policy and training recommendations and to solicit and formalize community-sourced recommendations for policing reform and building trust and greater partnership between the BPD and community. Second, I discuss outcomes and implications of this project and consider its significance for understanding activist roles available to the community engaged ethics institute more generally. In this discussion, I explore practical dimensions and ethical implications of activist approaches in the work of an ethics institute.

Resumen
This study aims to determine the effect of ethical leadership, code of ethics on police integrity mediated by job satisfaction in Bandar Lampung City Police. Police integrity is a crucial phenomenon, because this is the foundation to improve the performance of individuals and organizations as expected by the Indonesian National Police (POLRI). The number of samples in this study were 250 police officers from five different units in the structure of Bandar Lampung City Police. The sampling method used is purposive sampling and cluster sampling. Structural Equation Model Analysis (SEM) is also used to test the effect of ethical leadership, code of ethics and job satisfaction by placing job satisfaction as a mediating variable on police integrity.In accordance with SEM analysis. This study finds that the code of ethics has an influence on job satisfaction (r = 0.45; p <0.00), and ethical leadership has a significant effect on job satisfaction (r = 0.39; p <0.00). The code of ethics affects the integrity of the police (r = 0.299; p<0.00). Furthermore, ethical leadership has a significant influence on police integrity (r = 0.575; p <0.00). Therefore, it can be concluded that the code of ethics has a strong direct effect on job satisfaction. In addition, job satisfaction has a stronger direct effect (r = 0.24; p <0.05) on police integrity.

This article examines which ethical features can be found in the police's more economically oriented management tactics, as well as the extent to which ethical considerations are factored into police decision-making processes. In this approach, the article builds on the author’s previous work, which focused on a police resource's risk assessment. The goal of this research is to answer the scientific question of whether or not harmful police trends could have been detected sooner. In this context, it's worth noting that the police force and its members are under a lot of moral and ethical criticism from a population that's becoming increasingly critical across borders. The author concludes that every police officer's moral compass can really provide a foundation for police activity, based on a literature study and a secondary quantitative content analysis. It is demonstrated that, in terms of duty ethics, ethical features are heavily reliant on role models. However, such role models are not always available. Supervisors, on the other hand, do not always live up to their responsibility as role models. Professional ethics are being implemented and strengthened in the training of young police recruits, which is positive. It is intended that ethical considerations would become more prevalent in the police force.

In carrying out their duties and functions as law enforcement officers, the police must comply with applicable laws and regulations, one of which is the regulation governing professional ethics, namely the National Police Chief Regulation Number 14 of 2011 concerning the Police Professional Code of Ethics. In the police code of ethics, one of which states that every member of the police must "abstain from disgraceful actions and attitudes, and take the lead in every action to overcome the difficulties of the surrounding community". The National Police Professional Code of Ethics is based on the formulation of Article 1 number 5 of the Regulation of the National Police Chief No. 14 of 2011 concerning the Police Professional Code of Ethics, which are norms or rules that constitute a unified ethical or philosophical foundation relating to behavior and speech regarding mandatory matters. prohibited, appropriate or inappropriate by members of the National Police in carrying out the duties of authority and responsibility of the position. As a profession, it is necessary to prevent violations of the professional code of ethics, because the police is a job that has a high and prestigious social status. Violation of the police code of ethics is any act committed by a member of the police that is contrary to the professional code of ethics of the police. There are several factors that influence the occurrence of violations of the code of ethics by members of the National Police, ranging from decreased moral integrity, loss of independence, economic demands, lack of income, weak supervision, to non-compliance with the code of ethics of the legal profession that binds them.

This article presents the relevance of values and steps for the formation of ethical principles for the future legal profession. The aim is focused on analysis of formation process of values for a lawyer and police by analyzing law and police study programs. The assessment scale of the public confidence in different law enforcement institutions (courts, the prosecutor's office, police, lawyers) shows that the society is watchful, indifferent and active evaluating the quality of law enforcement institutions as well as behavior of the officials. It means conceptual and consistent formation of values would ensure the efficiency of practical ethical model. Nine law and police study programs of higher schools in Lithuanian and four codes of professional ethics of law enforcement institutions were examined during the research. Also four lecturers were interviewed. The results of the research showed that in Lithuania the provisions of ethics are not taught in all higher schools preparing future lawyers and police officers. The provisions of professional ethics in different areas of lawyer's and police activities are clearly defined in codes of professional ethics as well as in recommendations applying these ethical provisions. However the pragmatic application of ethical provisions would be strengthened studying particular disciplines.

Like- abusing of power, Misconducting with the people, Committing crossfire defying the high-court order, Wearing white dress when they move to detain criminals, Arresting without warrant, and many other including Bribery, Extortion, Trading Drug and Yaba, Playing partisan role, keeping Bad association, Filing case against deceased man, Charging sheet against the infant who has not been born yet, Enforcing disappearance, Suppressing the freedom of express, Violating Human rights, Doing anti-social activities such as rape, forcible extortion, drinking alcohol, etc. are the real scenario of Bangladesh Police. Policing ethics or related unethical behaviors, in particular, are shaped by both societal perceptions and organizational socialization of the police personnel on how authority should be exercised, as well as the latter's relationship with the socio-political and economic structures overtime. This paper proposes to explain the role of police as the main law enforcement agency in any democratic country. An Attempt has been made to bring different perspectives of ethics which comprises views of Aristotle, Machiavelli, Immanuel Kant, J S Mill and John Rawls. The paper focuses on police Ethics. Police ethics’ reflects the society and the regulations that shape the policing system. Discuss the results and analysis of the consequences of moral degradation caused by the Police. Explore the police brutality because of the lack of Ethics to highlight the public's attitude towards police. Throughout the twentieth century, efforts have been made by police agencies to achieve professional status. However, it remains problematic if police work can be conceptualized as being that of professionals. This paper argues that while the objections to calling the police a profession as well as the disjunctives between public perceptions and those of the police themselves are sometimes great, claims to professional status can be legitimate. Tables are developed to show how training can both identify tensions and provide ethical resolutions. Such training in ethics is viewed as a way to help police become professionals and minimize many of the serious errors that law enforcement agencies are currently under attack for allegedly committing and/or condoning.

Ethical traditions of the Polish police are directly related to the history of this uniformed service. Starting from the interwar period until the present day, with the exception of the communist times when the State Police was replaced by the Citizen’s Militia, ethics has played an important role in the work of law enforcers. It provides basic principles, resulting from universal moral values, without which it is impossible to serve society and the homeland responsibly. The specificity of the professional ethics of this uniformed agency is directly related to its service-oriented character, based on intensive and often difficult interpersonal contacts. The present times witness the emergence of new challenges in the area of good standards of police ethics. In order to better recognize the ethical standards and see their importance in the work of the Polish police, it is worth referring to the standards of the State Police. They were a kind of quintessence of police officers’ moral and professional duties. They were based on such values as: God, Homeland, honour, truth, conscientiousness, responsibility, justice, reticence in speech, friendliness and obedience to the orders of superiors. These values are timeless and still topical, even in our modern times. Resignation from the above mentioned values may result in police officers pretending to respect ethical principles in their work, which was evident in the activities of the Citizen’s Militia. Therefore, the above fully justifies police efforts undertaken after 1990, which are expressed not only as concern for reliably developed legal regulations and operational directives to be followed while performing official duties, but also as compliance with the principles of police ethics, which are based on universal values (including the protection of human life and health, respect for human dignity, truth, responsibility and patriotism). This goal is to be achieved both through education on basic training and specialist courses, as well as thanks to police priests’ work.

In this article, the author, a long-serving senior Canadian police officer, notes that the teaching of ethics to police officers in Canada and elsewhere has long been a neglected subject with very little having been written about ethics. This article details the pitfalls associated with the lack of ethics training and some instances where the lack of ethics played a significant part in the hiring process. While an effort is being made to place more emphasis on ethics in the training of police officers, the author suggests that moral values cannot be separated into professional and off-duty moral values. The moral system of values must be present all the time and no book of rules or set of policy manuals can fully determine the course of action to take.

Every member of the National Police should ideally be a law enforcement officer who carries out maintaining public security and order, enforcing the law, and providing protection, shelter, and service to the community. In fact, there are members of the National Police who are part of a syndicate of narcotics traffickers. Therefore, the criminal law enforcement policies are implemented against the perpetrators. The problem of this research is how the policy of criminal law enforcement against drug dealer syndicates is carried out by members of the National Police and what are the legal consequences for the perpetrators of illicit drug trafficking syndicates carried out by members of the Indonesian National Police. This study uses a normative juridical approach based on secondary data which was analyzed qualitatively. The results of this study indicate that the policy of law enforcement against the perpetrators of drug trafficking syndicates carried out by members of the National Police through the means of criminal law is the settlement of cases using general criminal procedure law through the general court. The legal instrument used is Law Number 35 of 2009 concerning Narcotics. In addition, law enforcement against perpetrators of drug trafficking syndicates carried out by members of the National Police is also carried out using the enforcement of the Police Code of Ethics through the Police Code of Ethics trial. The legal consequences for perpetrators of illicit drug trafficking syndicates carried out by members of the Indonesian National Police are that the perpetrators will be faced with two legal instruments at once, namely general criminal justice in accordance with the provisions of the criminal procedure law and can be sentenced to criminal penalties in accordance with the article of the Narcotics Law that is violated and enforcement the law through an ethics trial by the internal police, with the most severe sanctions against the perpetrators being subject to ethical sanctions in the form of dishonorable dismissal as members of the police.

The work ethics are one of the main determinants of the performance as it is believed to minimize the occurrence of deviant behavior in an organization. The police are bureaucrats who served as law enforcers as well as public servants to maintain security and order, so they are expected to demonstrate ethical behavior to keep the public trust. However, several unethical behavior issues are found in the organization. Cultural organizations in the police are believed to have served as one of the causes of unethical behavior by the police. The effort to build an understanding of the unethical behavior concept as a result of the work ethics implementation that is based on the organizational culture in the police corps through indigenous approaches was set as the goal of this exploratory study. A survey using open questions was given to 82 police staff in one of the regional police in Java. The results of this study illustrated the perspective of the police towards the elements of the work ethics implementation (internalization process, sanctions, and supervision) in the organization that is opening opportunities for unethical behavior. Theoretical and practical implementation of the results of this study would be discussed.

Police Education and Training is central to the successful realization of the constitutional democracy and protection of human rights. An attempt is made in this paper to evolve a curriculum framework for a people-sensitive Police Training and Education. One of the important objectives of this framework is to search for quality, standards, guidelines, and a general conceptual platform for improving basic Police Education and Training. This paper also aims at identifying general curricular parameters related to the development of a culture of policing, making policing practices more democratic and public-oriented to ensure greater security and more effective crime prevention. This paper argues that it is illogical, detrimental, and undesirable to separate police training from police education. Since policing is a highly respected professional field like medicine, it is imperative to integrate knowledge about society, dynamics of social and geopolitical spaces and human development from the complex socio-political perspective with police ethics and social and civic responsibilities and so on. In conclusion, this paper shows how people-sensitive and philosophically sound curricular policy for police education would serve people, communities, and societies. The ideas and insights in this paper are derived from the best practices available in the country and across the globe.

In the wider spectrum of Taiwanese public service spheres, the herculean services and dedication of its committed Police personnel have long been recognized, respected, and admired. However, regrettably, question marks concerning their conduct, discipline, and abuse of power have surfaced on intermittent occasions. A classic example that lingers in the public memory is the bribing of Taiwanese video game companies to some unscrupulous elements of the police department, in the closing decades of the 20th century that triggered public outrage and called for scrutiny concerning serious lapses in the discipline and conduct of Police personnel. This research paper endeavors to understand, analyze and address some of those issues based on empirical data on the police personnel of certain specific work zones/areas taking into account holistically both the sentenced police officers vis-à-vis the law-abiding police officers. This module looks into and sieves through available data for seven critical variables, including their degree of variation through the Identification and Analysis Method to develop a Predictive Model on Police Ethics and the important factors that affect Police Ethics. Concretely based on the integrated research, it is proposed that this Predictive Model has good applicability as well as accurate predictive ability in addressing the core issues that affect Police Ethics. It is hoped that through this Early Warning Predictive Model—all the stakeholders that are Policy and Decision-makers, Regulatory Police Agencies but more importantly the Police personnel themselves would effectively address the criticality of the issues that affect the Police Ethics so as to undertake competent and effective measures to erase/lessen the menace and provide an early rehabilitative care/assistance to build a strong, constructive and visionary Taiwanese Police Force to meet the challenges of 21st century and beyond.

Purpose – Police officers are frequently confronted with moral dilemmas in the course of their job. The authors assume new police officers need guidance, and need to be taught at the police academy how to deal with these situations. The purpose of this paper is to obtain insight into the impact of socialization on police recruits’ knowledge of the code of ethics and their moral reasoning skills. Design/methodology/approach – The study applied a longitudinal mixed methods design, using two methods. The first method was a qualitative observation of integrity training sessions at five police academies in Belgium. The second method was a quantitative survey-measurement of recruits’ knowledge of the code of ethics and their moral reasoning skills at three points in time: the beginning of their theoretical training, before their field training and afterwards. Findings – The analyses show differences between the police academies in their integrity training sessions. Some of these differences are reflected in different levels of knowledge of the code of ethics. As for the development pattern of recruits’ moral reasoning skills, the study found almost no differences between the academies. Perhaps this is because recruits already have relatively high scores when they start, leaving little room for improvement during the one year training program. This suggests an important role of the police selection procedure. Originality/value – Previous research on socialization and police culture has focussed on recruits being socialized in a negative police culture where misconduct is learned. This is a negative interpretation of police integrity. A positive one refers to ethical decision making generally, and moral reasoning specifically. The impact of the socialization process on recruits’ moral reasoning is empirically understudied.

In this paper we report an ethnographic research study conducted in one of the world's largest police organizations, the New South Wales Police Service. Our research question was, `How do forms of power shape organizational members' ethical practices?' We look at existing theories that propose the deployment of two interrelated arguments: that ethics are embedded in organizational practices and discourse at a micro-level of everyday organizational life, which is contrasted with a focus on the macro-organizational, institutional forces that are seen to have an impact on ethics. Resisting this distinction between the `micro' and the `macro', we build on these two bodies of knowledge to explain ethical change as deeply embedded in power relations that traverse the scale of social action.

AbstractOver the past decade, police departments in many countries have experimented with and increasingly adopted the use of police body-worn cameras (PBWCs). This article aims to examine the moral issues raised by the use of PBWCs, and to provide an overall assessment of the conditions under which the use of PBWCs is morally permissible. It first reviews the current evidence for the effects of using PBWCs. On the basis of this review the article sets out a teleological argument for the use of PBWCs. The final two sections of the article review two deontological objections to the use of PBWCs: the idea that use of PBWCs is based on or expresses disrespectful mistrust, and the idea that the use of PBWCs violates a right to privacy. The article argues that neither of these objections is persuasive, and concludes that we should conditionally accept and support the use of PBWCs.

The purpose of this research to find out and analyze law enforcement against police officers who violate the code of ethics in carrying out their duties at Central Java Police, obstacles and solving obstacles. This study uses a sociological juridical approach with descriptive analysis research specifications. The data used are primary data and secondary data obtained through interviews and literature study. The data analysis method used is qualitative analysis. Furthermore, based on the research results it can be concluded: Law enforcement against police officers who violate the code of ethics in carrying out their duties at the Central Java Regional Police refers to Act No. 2 of 2002 concerning the Police, Government Regulation of the Republic of Indonesia Number 2 of 2003 concerning Disciplinary Regulations for Members of the National Police and Regulation of the Chief of Police No. Pol. 14 of 2011 concerning the Professional Code of Ethics for the State Police of the Republic of Indonesia. Several factors that hinder law enforcement against unscrupulous police officers who violate the code of ethics are divided into internal factors: Leaders who have not fully paid attention to the implementation of disciplinary law enforcement duties for Polri members, level of discipline, awareness and compliance of Polri members with binding disciplinary regulations and applies to him is still relatively low so that disciplinary violations keep happening, Polri's disciplinary law enforcement often appears to lack transparency. External factors: Lack of public awareness in conducting supervision and complaints when there are people who violate them.Keywords: Law Enforcement; Police Officers; Offenses; Code of Ethics.

Bureaucracy reform is one of the first steps to support the government’s program. It can be used to organize the good, effective, and efficient system of organizing the national police. It can be applied in realizing good governance and clean government towards clean and free of corruption, collusion, and nepotism in the national police. Not only increasing police service excellence but also capacity and accountability of police performance. Based on these backgrounds, this study aims to determine the description of the strategy for bureaucracy reform of the police, work ethics climate, and leadership commitment. Then, this study also to know the communication climate conditions for the commitment to change at the Depok metro police. This research method used quantitative analysis using the software of Statistical Package for the Social Sciences (SPSS) and Structural Equation Modeling (SEM) Partial Least Square (PLS). In addition, this research also used analysis of SWOT (Strengths, Weaknesses, Opportunities, and Threats) and QSPM (Quantitative Strategic Planning Matrix). The results show that the bureaucracy reform significantly influences work ethics climate, leadership commitment, organizational communication climate, and commitment to change. The growth or stability of the Depok metro police is in a strong position and on the track with alternative priority strategies using strength and taking advantage of opportunities (Strength -Opportunity). So, it will make the Depok metro police follow the grand strategy of the national policy outlined in the bureaucracy reform. Further, the ethical factors based decisions should be performed by traffic police. The topic selected will expect to improve the organizational culture and an ethical decision making among law’s practitioner and traffic police. In addition, the positive view can also give to the public on the ethical decision making that could be practiced by traffic police. In conclusion, the improvement of organizational culture should be refined to produce law practitioners and implementers in ethical especially for civil servants in decision-making.

In its implementation, it is undeniable that there has been wrong behavior by members of the National Police, so it is necessary to enforce a code of ethics and discipline by the Provos Unit at the Polres level as regulated in Article 12 paragraph (2) of Perkap Number 2 of 2021 concerning Organizational Structure and Work Procedures at the Resort Police Level. And the Sector Police. This is because the behavior of violating the code of ethics and discipline carried out by members of the National Police in addition to having an impact on the internal police also affects public trust. the enforcement of the code of ethics and discipline against members of the police who commit criminal acts by the profession and security section is carried out after completing the criminal justice process, by holding a KEPP trial to determine sanctions for suspected violators including forms of criminal acts committed related to the subsequent membership status of the Police. the obstacles in enforcing the code of ethics and discipline by the professional section and securing the members of the National Police who commit criminal acts include internal obstacles, namely if PTDH is carried out there will be a shortage of personnel at the West Pasaman Police. Furthermore, the external constraint is that if PTDH is not carried out, it will adversely affect public trust in the Polri institution. the efforts of the profession and security section in overcoming obstacles to enforcement of the code of ethics and discipline against members of the police who commit criminal acts are in imposing sanctions on suspected violators being given the opportunity to remain as members of the National Police and monitoring by the Provos Unit in order to foster suspected violators to comply with the disciplinary regulations of members. The police are essentially government institutions and functions that are engaged in maintaining public security and order. The number of temptations causes the police to commit violations or criminal acts. This study aims to understand the legal arrangements against police officers who commit crimes and examine legal sanctions and legal rules that regulate problems in legal arrangements against police officers who commit criminal acts and forms of legal sanctions against the crime of murder. The research method uses normative legal research with a statutory and conceptual approach. Sources of legal materials consist of primary legal materials and secondary data. Data collection is done by reading the law on the police. Data analysis was carried out by case studies namely; the legal materials obtained in the research were processed and analyzed, and presented in a descriptive-analytical manner. The results of the study indicated that legal arrangements for police officers who commit murder crimes, where violations of the code of ethics have consequences, will be tried by the commission of the professional code of ethics. The legal sanction is that a police officer who commits a crime will be processed through a general court trial, undergo sanctions, and undergo a code of ethics trial with dishonorable dismissal. The imposition of disciplinary sanctions is decided in a disciplinary hearing for members of the police who violate police discipline and code of ethics

This research was conducted to find out the service ethics of the Indonesian National Police profession in the investigation process as professional law enforcement officers, and to find out the professional code of ethics accountability for investigators who carry out physical violence in the investigation process. This research is a normative legal research, using the method of legislation approach and conceptual approach. This research shows that the ethics of the Indonesian National Police is very influential in order to realize the National Police as a professional law enforcement officer who is able to meet the needs of the people who require professional services, the police who commit violations will be examined and sanctioned according to the violations committed. The National Police are required to master the technique so that no action occurs outside the legal corridor.

It is known that the implementation of disciplinary law enforcement for Polri members through Polri disciplinary hearings is the responsibility of Polri members who violate the law within the corridors of Polri's disciplinary law or violations of the code of ethics, the violation is internally institutional, namely through the trial session and the session of the Professional Code of Ethics Commission. Obstacles in the implementation of the Police disciplinary hearings are changes to the internal legal rules within the National Police, such as the National Police Chief Regulation No. 14 of 2011 concerning the Professional Code of Ethics, previously there were two National Police Chief Regulations governing the same thing, namely the National Police Chief Decree No. Pol: KEP/32 / VII/2003 and Regulation of the Chief of Police, Regulation of the Chief of Police Number 7 of 2006. The new regulation on the Code of Ethics for the Police Profession does not provide sufficient explanation. This paper examines attitudes towards police ethics and integrity using the responses of police officers and support staff to some ethical dilemmas via an online questionnaire. The aim of the study was to explore potential connections between respondents’ beliefs about the seriousness or type of misdemeanour and their likelihood of reporting the behaviour. Using a series of scenarios, we explore professional ethics and integrity by analysing the evidence from our survey of around 1,500 police officers, police community support officers (PCSOs) and police support staff. Throughout, we aim to show which of the scenarios were considered the most ‘serious’, which are more likely to be reported, and offer some suggestions as to why the ‘blue code’ is significant. The findings suggest the persistence of a reluctance to report some misdemeanours; of the 10 scenarios created for the survey, there was a great deal of certainty around the reporting theft of cash, but respondents were less likely to report a colleague keeping a ‘found’ watch. Accessing the Police National Computer without due authority was seen as relatively ‘serious’ and covering up for a drink-driving colleague and use of excessive force were both likely to be reported. We discovered ambiguities in responses around sexual touching of a colleague in an office setting, but a lower level of concern regarding an officer who forms a romantic relationship with a victim of crime who he met in a professional setting. Respondents expressed distrust in the force’s anonymous messenger system, set up for reporting a colleague’s behaviour without revealing their own identity and said they could treat a whistle-blower with respect or caution, depending on the circumstances of the individual case.

Legal state is a democratic creation that is based on legal certainty and rule of law and is a form of state in which all subjects are bound by the law, where it is crucial that this refers to state authorities that have a monopoly over power and directly encroach the sphere of human rights. Acting according to the principle of legally is brought before the police as an imperative of great importance. Although this principle is, without a doubt, primary in the police work, it will not be the central topic of this paper. The goal of the author is to move focus of the paper towards the importance of adhering to ethical principles and standards, basic principles of democratic work of the police, as well as strengthening trust of citizens in the police in order to create safe community with accessible and ethically inclined police that responsibly act together with the community in identifying and solving security issues.

Penelitian ini dilak-sanakan pada Kantor Kepolisian Daerah (POLDA) Sulawesi Selatan, dengan menggunakan pendekatan normatif empiris, artinya pendekatan yang dilakukan untuk menganalisis tentang sejauhmana suatu peraturan atau hukum yang sedang berlaku secara efektif dalam lingkungan Polri mengenai pemecatan anggota Polri melalui sidang Kode Etik Profesi pada wilayah Kepolisian Daerah Sulawesi Selatan. Hasil penelitian ini menunjukkan bahwa bentuk pelanggaran dan penerapan sanksi yang diberikan kepada anggota Polri yang melanggar Kode Etik Profesi Polri (KEPP) di wilayah hukum Kepolisian Daerah Sulawesi Selatan, pada tahun 2016-2019 telah terjadi pelanggaran dan sanksi KEPP sebanyak 75 kasus. Sedangkan dalam penjatuhan putusan sidang Komisi Kode Etik Polri (KKEP) dengan sanksi rekomendasi Pemberhentian Tidak dengan Hormat (PTDH) dari tahun 2016-2019 sebanyak 39 kasus PTDH. This study aims to determine the form of violations and the application of sanctions imposed on members of the National Police who violate the police profession code of ethics, and their impact due to the legal process arising after the decision of the Polri Profession Code of Ethics hearing in the South Sulawesi Regional Police Legal Area. This research was carried out at the Regional Police Office (RPO) of South Sulawes, using an empirical normative approach, meaning the approach taken to analyze the extent to which a regulation or law is being applied effectively within the National Police regarding the dismissal of members of the National Police through the Professional Code of Ethics in the region South Sulawesi Regional Police. The results of this study indicate that the form of violations and the application of sanctions given to members of the Police who violated the National Police Profession Code of Ethics (PCE) in the South Sulawesi Regional Police jurisdiction, violations and PCE sanctions occurred in 75 cases. Whereas in the ruling of the decision of the National Police Ethics Code (PCE) Commission with recommended sanctions, the Dismissal Not with Resignation (DNWR) from 2016-2019 was 39 cases of DNWR.

Purpose The purpose of this paper is to analyze Japanese police corruption and assess the effectiveness of the police reforms to minimize it. Design/methodology/approach This paper focusses on police corruption in Japan by analyzing its causes and evaluating the effectiveness of measures to prevent it. The paper concludes with some recommendations for minimizing police corruption in Japan. Findings Even though recent preventive measures in Japan initiated through police reforms have reduced opportunities for police corruption, it is still necessary to improve public trust in the police. The Japanese police do not initiate anti-corruption measures, but focus instead on prevention through ethics training and reliance on stringent regulations. Fostering a civil society coalition for monitoring police corruption, conducting public perceptions surveys of corruption and bringing police corruption studies into academic discussions are tools for tackling police corruption. Originality/value This paper will be useful for scholars, policy-makers and anti-corruption practitioners interested in learning how the Japanese police prevent corruption.

Justification and justness (“justice”) are very different venues: while the first attempts to explain the nature of war and offer possible schemes of resolution (through adequate definitions), the second aims to endorse a specific type of warfare as correct and hence allowed – which is the crucial part of “just war theory.” However, “just war theory,” somewhat Manichean in its nature, has very deep flaws. Its final result is criminalization of war, which reduces warfare to police action, and finally implies a very strange proviso that one side has a right to win. All that endangers the distinction between ius ad bellum and ius in bello, and destroys the collective character of warfare (reducing it to an incomprehensible individual level, as if a group of people entered a battle in hopes of finding another group of people willing to respond). Justification of war is actually quite different – it starts from the definition of war as a kind of conflict which cannot be solved peacefully, but for which there is mutual understanding that it cannot remain unresolved. The aim of war is not justice, but peace, i.e. either a new articulation of peace, or a restoration of the status quo ante. Additionally, unlike police actions, the result of war cannot be known or assumed in advance, giving war its main feature: the lack of control over the future. Control over the future, predictability (obtained through laws), is a feature of peace. This might imply that war is a consequence of failed peace, or inability to maintain peace. The explanation of this inability (which could simply be incompetence, or because peace, as a specific articulation of distribution of social power, is not tenable anymore) forms the justification of war. Justice is always an important part of it, but justification cannot be reduced to it. The logic contained here refers to ius ad bellum, while ius in bello is relative to various parameters of sensitivity prevalent in a particular time (and expressed in customary and legal rules of warfare), with the purpose to make warfare more humane and less expensive.
